Silicosis among metal miners is an ancient disease, probably as old as mining itself.' However, the primitive forms of mining were not productive of much silica dust, and the short life span of slaves used in mining probably precluded the development of more than a few sporadic cases of silicosis. Early diagnostic terms of miners' asthma and miners' phthisis suggested an occupational relationship and a tubercular component, but little attention was given to silicbsis until the turn of this century when epidemics of silico-tuberculosis arose due to the great expansion of the mining industry in the United States, especially silver and gold mining. The expansion was accompanied by mechanization and the introduction of pneumatic tools, which generated increasing amounts of fine silica dust. Mining communities were crowded and hygiene was poor.' The tubercle bacillus would probably have flourished even without the predisposition of silicosis.' As is so often the case in occupational health, biostatistical analyses first called attention to the problem, and environmental-medical studies later confirmed its existence. This study reports that routine mining activities could produce a high number of nanometer sized particles which have not been well characterized and may represent an unacknowledged exposure present in the mining environment. A preliminary survey of the particle emission from the feed-leg drilling activity was conducted in the excavations of an experimental mine. The level of particulate exposure was monitored by real time direct reading instruments include a NanoScan scanning mobility particle sizer (measurement range 10-420 nm) and an optical particle sizer (measurement range 0.3-10 μm). Particulate morphological and structural examination was conducted through transmission and scanning electron microscopy and x-ray dispersive analysis of samples collected by a thermophoretic sampler, and a novel nanoparticle sampler. The real time instrument data revealed high concentrations (> 3.5 x 106 particles/cm3) of ultrafine/nanoparticles generated from the drilling activity. Analysis of particle sampler specimens with energy-dispersive x-ray spectroscopy showed a large amount of submicron silica, spherical primary particles and agglomerated soot particles rich in carbon. Exposure to particles in the nanometer size from various sources within the mining environment may be associated with the poorly understood rise in respiratory and systemic disease among miners. INTRODUCTION Exposures to mine dust have been measured and evaluated for decades. Exposures to aerosolized dust such as coal or silica particles can cause lung and other diseases (1-7). One way that The Mine Safety and Health Administration (MSHA) characterizes inhalation exposures within the mining environment is through measuring the respirable dust mass concentration within the breathing zone of workers (8). Respirable particulate matter (RPM) is of great concern due to its ability to deposit in the alveolar region of the lungs (9-10) where it can affect respiratory function. Interventions championed by MSHA have greatly reduced the prevalence of coal workers pneumoconiosis (CWP) and progressive massive fibrosis (PMF). Although great progress has been made, the prevalence of CWP and PMF appears to be trending upwards and the measured increase in prevalence is not elucidated in RPM measurements (11-12). Though the presence and risk associated with ultrafine particles such as emission from diesel engine within the mining environment has been previously established (13-14). There is suspicion within the mining industry that this resurgence of lung disease may be due to very fine particulate matter from various source that is not properly characterized by current sampling methods. Nanometer sized particles, in the range of ultrafine particles, fall within the RPM size range and have been found to deposit in all regions of the respiratory tract (15). Nanoparticles are commonly accepted as particles that are greater than 1 nm in two or three dimensions but smaller than 100 nm (16). Once in the lungs, nanoparticles can enter the blood stream (17) and selectively affect other target organs such as the heart, liver, bone marrow, lymph nodes, spleen, and brain (15,18-19). The size of nanoparticles has been shown to correlate with their translocation behavior on secondary target organs (20-21). There is strong evidence that the clearance mechanisms used to rid the lungs of particulate matter are not as effective on nanometer sized particles, leading to a greater fraction of never-cleared particles which may enhance disease development (20). Research has demonstrated that nanometer sized particles have unique properties (22) whose adverse health impact is greater than what has been found with micrometer sized particles of the same type (23-26). The large ratio of surface area to mass compared to larger particles is believed to make nanoparticles a greater hazard. Introduction During the past decade a major objective of the process industry has been to use digital computer technology to improve plant operating efficiencies. This objective implied some form of optimization, a concept that has various interpretations depending on the view of the prospective user. For the purpose of this paper, optimization of a process plant is defined as the establishment and setting of plant operating conditions that maximize some mathematical yield function, i.e. maximum profit, minimum residue, etc. Analysis of these objectives and the available design and implementation techniques led to the conclusion that digital computer and optimization techniques are not the stumbling blocks, but rather the development and derivation of the mathematical models of the unit operations and process plants to be optimized. Such models should not only describe the optimized (steady-state) objective, but also how one steers to this state (control algorithm). Due to the multidisciplinary nature of the skills associated with the design and operation of process plants, the development of suitable models by a single discipline, such as the process control engineer, was found to be not only difficult but often impossible, due to budget and human resource limitations. To over-come these limitations, a computer aided design (CAD) tool has been developed. It aims to provide a productivity tool to the various disciplines, at the same time coordinating the technical input from each. The system described is but the starting point in an evolutionary development of a tool that, with use, is becoming more efficient and cost effective to use. Development has become an application engineering activity rather than the preserve of the computer specialist. Project phasing The development of a mathematical description of a process plant requires coordination of information from conceptual design to operation management. The activities required to build and operate a process plant are divided into four basic chronological activities or phases. These activities are often undertaken by different organizations and disciplines. As a result, continuity is often lost with the resultant loss of critical design data. The major activities are considered to be: conceptual and flowsheeting; detailing around the P & ID; building and commissioning; and plant operation. The CAD system described provides a design tool to be used for each of these activities, as well as providing continuity between the activities and the disciplines involved. The heart of the system is the dynamic simulation of the flowsheet. Each of the activities will be discussed, leading to two simple examples that demonstrate the use of the simulator. Figure 1 shows a schematic format of the various activities and the path followed by the dynamic flowsheet simulator in the life of a project. Flowsheet development The prime requirements in the design and develop¬ment of a process flowsheet are • selection of the correct unit operations to achieve the most economic (capital and operating) beneficiation of the specified reserve ; • the sizing of the unit operations to achieve the desired results, as a function of the projected feed rates etc., to handle the time related (dynamics) of the process; and • the production of a set of engineering documents showing the drawn and labeled flowsheet with an equipment list and process specification for each of the unit operations. The question may well be asked at this stage why dynamic flowsheet simulation should be considered when steady state modeling has been found to be adequate to date. With the increases encountered in the cost of capital, one often cannot afford the luxury of designing around the compounding worst case technique. Further, a more accurate design of the control surges can be achieved. No information is lost in that the steady state solution is in fact a subset of the dynamic model. In generalized state space modeling, the differential equations describing the process dynamics are illustrated in the following matrix notation: XDOT=A.X+B.U(1) Y =C.X+D.U(2) where XDOT describes the set of first order derivatives of the system state Vector, and X- is the system state Vector; A - is the system matrix operator which in the general nonlinear case is both a function of X and time ; U- is the process input vector; B - is the input mapping matrix; Y - is the set of observations; C - is the output mapping matrix which maps X - onto Y; and D- maps the input onto the observations. Thus, by time integration of the system dynamic equations, described in (1), the dynamic trajectory away from any set of initial conditions can be deter¬mined. Further, by finding the conditions at which XDOT = 0, the steady state solution can be determined.

The National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop safe practices for the use of shotcrete as ground support in underground mines, particularly mines operating in weak host rock. As part of this research, a rugged, portable direct tensile test system was developed for measuring shotcrete adhesion strength in underground mines. During the development of this test system, more than 185 direct tensile tests were conducted with a common, commercially available macro-synthetic fiber-reinforced shotcrete that was applied to concrete test panels using a dry mix process and machinery. The average bond strength of the shotcrete to the concrete substrate typically increased as a function of the shotcrete’s curing age, ranging from 0.44 MPa (64 psi) after one day of curing to 1.58 MPa (229 psi) after 90 days of curing. Adhesion strength increased markedly between one and three days of curing, reflecting a similar trend of increasing shotcrete tensile strength with curing time. This robust direct tensile test system can improve mine safety by providing a reliable means of measuring shotcrete adhesion strength and also supplying important information about the quality of the applied shotcrete and the competency of the underlying rock.

The rare magnesium-lithium clay mineral hectorite occurs at many places in the McDermitt caldera of Nevada-Oregon. Commercial development of several high purity deposits began in 1986. The hectorite was precipitated in a lake environment formed after collapse of the McDermitt caldera. Hectorite beds and lenses are associated with volcaniclastic sediments, limestones, dolomites, zeolites and locally sandy bentonites. The high purity deposits appear to be associated with hydrothermal areas. The hectorite consists of extremely small flake-shaped crystals, and Ca is the predominant exchangeable ion. Its color ranges from white to light green. Commercial uses developed to date include high brightness magnesium aluminum silicate products, organophilic clays, pulp retention, and ceramics. The MAS is used as a suspending agent, binder, stabilizer and thixotrope in aqueous solutions for cosmetics, household cleaners, pharmaceuticals and miscellaneous industrial applications. Organoclays are used in printing inks and paints.

The owners of large infrastructure projects are challenged on how to implement sound engineering and construction contracting strategies that address their prime expectations: a quality job, on time and within budget. With the increasing number of large engineering and construction projects worldwide, owners continue to search for alternative contracting strategies to address their risk, quality, sustainability (operability and performance), schedule, and budget concerns. Coupled with the shortage of resources, delays, political pressures, and other obstacles in procurement and negotiation processes, engineers and contractors are also looking for creative ways to optimize contract packaging strategies for efficient and successful project delivery. This paper compiles an array of decision making criteria and suggests a balanced evaluation, ranking and selection strategy in procurement of both engineering and construction services for large tunneling and other infrastructure projects. A number of owners? general preferences and viewpoints are discussed on large tunnel programs encompassing water and wastewater conveyance systems, pump stations and treatment facility upgrades. Contract packaging strategies and project phasing and segmenting alternatives for preliminary engineering, final design, construction management, and actual construction of facilities are featured for several large water and wastewater infrastructure projects. While the selection (and the relevant selection process and criteria) and performance of service providers, whether for engineering or construction, have profound effects on the outcome of any given project, this paper only examines strategies for con-tract packaging. More specifically, the authors evaluated case studies and developed a range of recommendations for packaging of large water and wastewater infrastructure projects with multiple components.

The Los Angeles County Transportation Authority’s Purple Line Extension Phase 1 is a $3.12 billion (USD) design-build, underground heavy rail project, connecting an existing station at Wilshire Boulevard and Western Avenue and extending west 3.92 miles under Wilshire Boulevard and terminating approximately 550 feet west of Wilshire/La Cienega Station. The project alignment runs through the heart of the world famous La Brea Tar Pits and one of the world’s largest urban oil elds. This paper presents a case history of the planning, design, and construction efforts to achieve successful construction of the bored tunnels through Reach 3 of the alignment. Further, this paper outlines the proactive partnership between the owner, Los Angeles County Metro (Metro), the Design Builder, Skanska-Traylor-Shea oint enture (STS), and Southwest Geophysics who provided the geophysical services. Specically, the project included background review of historic site data (e.g., oil eld maps, building foundation plans, historic aerial photographs, etc.), geophysical demonstration testing to ascertain the capability of borehole magnetics to detect oil wells, directional drilling of thousands of feet of horizontal and vertical boreholes, collection of high resolution magnetic gradiometer data along vertically and horizontally cased boreholes as well as the collection of surface magnetometer data, discovery (“ground truthing”) of detected geophysical anomalies, and abatement of potential obstructions within the tunnel alignment.

The eighties are likely to witness the first commercial-size coal-to-gasoline plant(s) in the U.S., although uncertainty regarding crude prices and cautious involvement of the Federal Government in the synfuels development are evident. The formation of The U.S. Synthetic Fuels Corporation with passage of the Energy Security Act is projected to pave the way for some of the projects on a moderate scale. The corporate objectives (1) are to provide funds for supporting a number of feasibility studies and loan guarantees for the construction of at least some commercial-size plants and the possibility of product price supports or purchase commitments. There are a number of coal conversion processes (2) currently under evaluation for producing either gaseous or liquid plus gaseous fuels, the other processes such as SRC I are for producing desulfurized deashed clean solid fuel for commercial use.

Long extensible conveyor systems are an important option for efficient tunnel excavation where intermediate access is impractical. The conveyor system designed for the Pula Subbaiah Veligonda Tunnel #2 in Andhra Pradesh, India will eventually extend to 19.35km. The Ø10.0m water diversion tunnel will be excavated under India?s largest tiger sanctuary using a Robbins Double Shield TBM. Once extended, the conveyor will be one of the longest single-flight systems ever installed in India, and is expected to offer increased system availability over comparable systems using muck cars. 11.1-FRAGMENTATION PRINCIPLES WARREN W. KRECH Energy must be supplied to rock by direct or indirect means to fragment that rock. The amount is dependent upon the properties of the rock and the type of loading system. Fragmentation energy is consumed by three main mechanisms: (1) creation of new surface area (fracture energy), (2) friction (plasticity) and (3) elastic wave energy dispersion. The loading method determines the relative proportions and the amount of energy consumed in fragmenting a given rock type. Unconfined tensile failure consumes the least energy, with an increasing amount of energy required as the rock is more highly confined within a compressive stress field during fragmentation. The way energy is applied by tools to cause rock or mineral fragmentation is important in determining fragmentation efficiency. Rock-tool interaction should always be controlled to the fullest extent possible to optimize the combination of rate of energy input and fragmentation energy requirements. While the direct cost of energy, (dollars per horsepower-hour) may at first glance appear low relative to other hourly costs, there is a tie between power consumption and other cost factors, such as maintenance and wear. A high rate of energy application utilizing a rock-tool interaction producing only unconfined tensile failure would provide the most efficient fragmentation. No tool that produces a combination of high energy input rate and a loading system that produces failure under only conditions of unconfined tensile load now exists. Present mining methods and tools produce failure under conditions of high compressive confinement, high dispersive energy loss and high frictional energy requirements. Thus, while generally applying energy at high rates, they are highly inefficient with respect to energy consumed in fragmenting rock. To best design fragmentation tools and optimize fragmentation systems it would be desirable to know how rock properties influence breakage. At present, rock properties directly- related to fragmentation are undefined. Although present testing technology- does not permit rigorous definition of in-situ rock fragmentation behavior, several properties (mechanical and physical) commonly are used to indicate the relative case with which rock breaks. The more common test is for uniaxial compressive or tensile strength of cylindrical cores taken from intact portions of the in-situ rock (testing details are provided ill Sec. 6.2, Rock Mechanics). The strength of rock is influenced by the environmental conditions imposed on the rock. Those of most importance in rock are (1) confining pressure. (2) pore fluid pressure, (3) temperature and (4) rate of load application. Increase in confining pressure, as with increasing depth beneath the earth's surface or under the action of a fragmentation tool, causes an increase in rock strength. Increases from atmospheric pressure to 10.000 psi commonly cause up to n fourfold increase in the compressive strength of crystalline rock. Apparent rock strength decreases as pore fluid pressure increases, since it decreases the effect of confining pressure. The effective stress concept of soil mechanics generally applies to rock. Although chemical effects of pore fluids influence rock strength, they geologically are small compared to the confining pressure effect, except for a small minority of rock types. This paper describes the formulation of mine ventilation network optimization as a standard nonlinear programming problem and the solution of the problem using the generalized reduced gradient (GRG) method. In general, the GRG method is regarded as one of the most effective and efficient methods for solving large-scale nonlinear programming problems. The variables considered in the network optimization include air quantity, regulator pressure loss, and fan pressure for each branch. Each of the variables is constrained by lower and upper bounds. This facilitates proper assignments of ventilation requirements and provides a great flexibility to include various situations encountered in mine ventilation. The objective of the network optimization is to minimize the overall air power consumed by or supplied to the network; whereas the constraints are, in addition to the variable bounds, the two fundamental network laws: Kirchhoffs voltage law and Kirchhoffs current law. A computer program has been developed based on the GRG method for the network optimization. An example of network with 18 branches, 8 regulators and 3 fans is included for illustration.

The use of polysilicates for treating heavy metals in soils and mining sludges is discussed. Results of the treatment are given for soil contaminated in a metal scrap yard operation and for copper mining processing sludges. The types of metals of concern are arsenic, lead, copper, nickel, cadmium, and zinc. The application of the treatment is predicated on the mixture and relative concentrations of the metals as well as the material matrix. Reductions in soluble concentrations (STLC or TCLP) of one to two orders of magnitude can be achieved with relatively small additions of silicates and cementitious materials.

The opportunity to cooperate with the Mining Department of the Pennsylvania State University in their Student-Trainee Program is accepted by The New Jersey Zinc Company who believes that the participation in this type of a program will lead to a larger supply of high calibre engineers in mining. Trainees compete with other employees to earn the cost of their education while gaining practical experience in the mining industry. The practical experience is arranged to complement the technical education through a variety of work assignments. Job opportunities for the trainee are related to the work requirements of the Company and to the performance of the trainee. Management must consider and deal with a good many problems uncommon with regular, full 'time employees. For a number of reasons this program is recommended to other companies as a means to encourage outstanding young men who are interested in a career in the mineral industry to obtain a professiona1 education.

Rare earth elements and critical minerals have recently become of great economic interest because of their necessity for many new technologies and recent geopolitical unrest affecting the supply and import of resources. The San Juan and Raton basins in northern New Mexico are two structural coal basins that contain elevated concentrations of rare earth elements and critical minerals. These two New Mexican coal basins will be assessed geochemically and petrographically to identify vectors of the rare earth element and critical mineral enrichment. Coalbeds, coal seams, overlying, and underlying rock units will be sampled and characterized to determine any economic viability. Historic data will be compiled into a new and comprehensive coal geochemical database, which will grow with new analyses, and serve as the dataset for this project; this coal resource database will be made available to the public.

The time-worn adage "an ounce of prevention is worth a pound of cure" was never more applicable than when used in reference to coal mine safety. Many individuals have dedicated many hours to developing effective accident prevention programs, and much has been accomplished. Each production escalation, however, creates new hazards and safety problems which need special study and research. It is a never ending cyle. To study the progress of coal-mine safety is to raise memories of many individuals who have been dedicated to removing the hazards that have developed with increased productivity and deeper penetration into the earth for coal. Some vivid examples of this dedication are the works of the men who pioneered the use of the safety lamp and the use of rock dust in mining.

MOCCA is a Multivariable Optimal Constrained Control Algorithm developed specifically for non-square industrial control applications with practical difficulties such as interactions, time delays, constraints, modelling development, etc. MOCCA consists of an off-line simulation/translation module, for tuning the control parameters, and an on-line module that implements the designed control law. This paper describes an evaluation of MOCCA on the Hemlo grinding circuit which comprises one open circuit ball mill and two closed circuit ball mills in series. In this case a 4x4 unconstrained control problem was considered. The manipulated variables included the fresh ore feed rate and three pump box water additions. The controlled variables were the grinding circuit product particle size and three pump box levels. In this application soft constraints were implemented through control action and control error weighting. The feedforward capability of MOCCA was used to compensate for a measured water flow disturbance to one of the pump boxes. MOCCA performed very well during plant evaluations when compared to the original classical multi-loop control strategy and proved to be quite robust. Perhaps most importantly, the process engineers and plant operators have a high level of comfort both in understanding MOCCA's general operating principles, and with its demonstrated performance.

"The fortunes of mining companies and their implied value are tied to cycles - both economic and commodity – within which they operate. Hence the determination of appropriate future metal prices is one of the most critical factors faced by mineral valuators especially for advanced projects. Price, and hence revenue, is usually the most sensitive input to the valuation model. Empirical studies of past forecasts show that the success rate for commodity price forecasting is very poor. This paper explores various approaches and comments on their strengths and weaknesses. We conclude that careful evaluation of long-term metal prices is a key element and is hardly a luxury that can be left to simple averages or rules of thumb. INTRODUCTION Discounted Cash Flow (""DCF"") analysis, is well suited for the valuation of advanced mineral development assets, for which there are identified mineral resources and some form of economic assessment (Pre-Feasibility or Feasibility Study). The DCF method is also the most commonly used method for determining value for such assets. It provides a means of relating the magnitude of expected future cash flows from profits (or losses) to the magnitude of the initial cash flow (investment) needed for capital expenditures to purchase or to develop an asset for commercial production. The method proves useful in making investment decisions as it allows for the quantification of the Net Present Value (“NPV”), as well as the Internal Rate of Return (IRR) and Payback Period on initial investment capital. Valuation by its very nature is a forward-looking exercise. The DCF method attempts to estimate the NPV of expected future cash flows, by selecting factors that will likely affect future cash flow based on informed analysis. One of the most critical and sensitive factors is the determination of appropriate future commodity prices. “The variables that have the greatest impact on a DCF evaluation are the reserves, the metal prices, and the discount rate.”1 The determination of future commodity prices for valuation purpose or during M&A negotiations is a hotly contested issue. There are a number of analysts, institutions and specialized commercial data suppliers that provide both short and long-term commodities price forecasts. Also, the use of an aggregated mean for all available forecasts, or consensus forecasted prices for valuation purposes is not uncommon. The methods used in making forecasts for each forecaster may vary and in many cases may not be publically disclosed. Nonetheless, the aggregated mean of all forecasted commodity prices of reputed institutions is usually taken to “represent the market’s view of likely future commodity prices.”"

The physical properties of an ore body require determination for virtually all mining projects, new and existing. The extent and regularity of such determinations being subject to the size and homogeneity of the orebody. Such properties have an impact at the design stage of new plants, with respect to equipment specification, and thus effects capital costs; and also impacts on the operating costs of new and existing plants, with respect to power consumption, production levels and part replacements. All of these can severely alter the bottom line and can be the determining factor in the economic viability of many projects. This paper examines some of the most common properties that are measured, the procedures utilised in determining these properties, and their variability under conditions of reproducibil­ity, and to a lesser extent repeatability. The properties looked at were Impact Crushing Work Index, Abrasion Index, Bond Rod Mill Work Index and Bond Ball Mill Work Index. A number of testing laboratories throughout Australia and the US were utilised in the survey. The results showed up some interesting and important features of the procedures used, all of which have become accepted industry standards, and which had varying effects on the final result. Tests such as the rod and ball mill indices would appear to have reasonably robust procedures which allowed for the determinations of the respective index without the introduction of significant variations, although there were indications that variations could occur. The other tests gave a sufficiently different picture to be able to suggest that an argument could be made for a more intensive investigation to be undertaken, with the possible outcome that a modified test procedure or an alternative test is required.
