The Upgraded Coal Interest Group (UCIG), focuses on clean, low-cost options for coal-based power generation via pre-combustion, co-firing and reburn options. Its mission is to preserve and expand the economic use of coal for energy. By reducing the fuel costs and environmental impacts of coal-fired power generation, existing units become more cost effective and thus new units utilizing advanced combustion technologies are more likely to be coal-fired. Two great forces are reshaping the power generation industry, the Clean Air Act Amendment and deregulation of generation. The Clean Air Act Amendment is forcing change by making it necessary for power producers to plan for reducing emissions of sulfur and nitrogen oxides and possibly trace elements. At the same time, deregulation of generation is forcing utilities to focus their attention closely on the short term impact of any change on cost of power. Fuel is a utility's largest cost element; maximum fuel flexibility will be a utility's best weapon in an environment of rapid change. In a regulated environment, a utility was limited in how involved he might get into fuel supply, in a purely deregulated environment he need only be guided by the impact on the bottom line. It is clear that these two forces will promote a close look at factors such as coal upgrading which can have an impact on the availability of low sulfur coal or emission of NOX and trace elements.

"The traditional approach to rail tunnel fire safety design is to follow NFPA 130, which assumes a major tunnel fire could occur and requires bi-directional emergency ventilation. There is no regard to the impact of ventilation on fire growth and smoke production. In Europe and other parts of the world, the need for tunnel ventilation systems to provide smoke management in the event of fire is being questioned. The European Commission’s Safety in Railway Tunnels TSI is based on a philosophy that improved running capability (preventing fires and other events stopping the train in the tunnel) and elevated fire performance of materials means the chances of a major fire in a tunnel is highly unlikely, with only small fires expected, and no tunnel ventilation required. This approach is reinforced by the International Tunneling Association which has recently published an Engineering Methodology for Performance Based Fire Safety Design on Underground Rail Systems, which includes a methodology that does not require assessment of tenability in tunnels, but requires a scenario based risk assessment to be undertaken to determine overall fire safety measures. Recent research by the University of Edinburgh has shown that forced airflow from a mechanical ventilation system may promote fire growth and increase smoke volumes much more than with natural ventilation. Whilst the concept of no mechanical ventilation (i.e. natural ventilation) is a new concept for some, for many rail tunnels it is worthy of serious further consideration. RAIL TUNNEL SMOKE MANAGEMENT AND STANDARDS Smoke management using mechanical bi-directional ventilation systems has been a central part of the fire safety design solution under NFPA 130 for rail tunnels since 1982. The current version of the standard, NFPA 130: 2014, states that mechanical ventilation should be fitted to rail tunnels of length greater than 305 meters and an engineering analysis should be undertaken for tunnels of length 61 to 305 meters to determine whether mechanical ventilation should be fitted. However, this approach is not necessarily reflected elsewhere in the world. In Europe in particular, mechanical ventilation systems for smoke control within rail tunnels have taken a much less central role within the standards framework."

Abstract. The commercial importance of hydroxyoximes as extractants for copper has given impetus to basic studies on the chemistry of metal extraction by these compounds. The discovery of accelerator compounds which produce catalytic effects on hydroxyoxime extraction rates has led to mechanistic studies of these rate processes. While these studies have highlighted the importance of interfacial chemical reactions in the extraction process, it is not yet possible to unambiguously describe the mechanisms of metal extraction in these systems or the associated catalytic effects. This paper reviews progress in understanding the mechanism of metal extraction by hydroxyoximes.

The wide use of bulk ANFO in surface coal mines is questionable in our energy conscious environment. At many locations, bulk ANFO is not the proper economic selection. Water conditions, energy requirements, waste and spillage, and vibration control are factors too often overlooked in the proper choice of blasting agents. Cost savings over 20% have been realized by converting bulk ANFO to packaged blasting agents. Future trends suggest greater concern for energy conservation in blasting will limit bulk ANFO applications and promote packaged products where quality can be maximized, waste and spillage eliminated, and water compatibility in wet areas assured.

Unplanned tailgate collapses and difficult mining conditions in U.S. longwalls have necessitated the use of innovative tailgate support systems. Severe ground movement induced by longwall loading has caused operators to utilize secondary support systems that can match yield and strength requirements with expected ground reactions. Standing support performance requirements depend on the nature of the ground deformation behavior, and therefore require a good understanding of the interaction between the support and ground to achieve an optimum roof support system. Mining operations often employ standing support strategies that are unique to their mine. A support system that functions successfully in one situation could fail in another situation. It is important that the design and installation of the standing support systems provide the highest probability of preventing roof falls. Pumpable roof supports are currently being used to provide a safe working environment for longwall mining. A full understanding of the impact of these performance characteristics is necessary to optimize the support application and to provide a foundation for making further improvements in the support performance. Optimization of roof support applications helps to ensure the protection of mine workers by preventing roof falls due to inadequate support design. The load capacity and stiffness characteristics of a 27-in.-diameter pumpable support system was evaluated using the National Institute of Occupational Safety and Health (NIOSH) Mine Roof Simulator (MRS). Previously, tests to evaluate the performance characteristics were performed on a single pumpable support. The goal of this new research is to evaluate the performance characteristic effects of the pumpable support system and compare it to an individual pumpable test examination. This research of a pumpable support system configuration simulates the current installation practices in U.S. coal mines.

"Sound Transit’s East Link Project, a $3.7 billion (2015 $), 14-mile light rail extension, will connect downtown Seattle with the rapidly developing east side cities of Bellevue and Redmond. Among the most technically challenging aspects of the Project is the 2,435 foot long Downtown Bellevue Tunnel (DBT), which will be constructed through the central core of Bellevue underneath 110th Avenue NE using a combination of Sequential Excavation Methods (SEM) and cut and cover tunneling. The 1,980 foot long central SEM component of the DBT will be mined at shallow depth through challenging and complex geology, comprised of glacially overconsolidated soils, containing both regional and perched groundwater conditions and in close proximity to existing high rise buildings. The paper shares lessons learned from the planning decisions and risk based approach to the investigation, design and procurement processes which shaped the DBT configuration and enabled a successful transition to the project’s construction stage. INTRODUCTION The East Link Project is a voter-approved $3.7 billion (2015 $), 14-mile extension of the existing Sound Transit (ST) light rail transit (LRT) system from downtown Seattle, across Lake Washington via I-90, to the cities of Bellevue and Redmond on the east side of Lake Washington. With targeted completion in 2023, East Link will provide riders with an efficient and reliable connection between the largest population and employment centers on the east side and downtown Seattle. The project alignment is indicated in Figure 1 below.ST completed the Preliminary Engineering (PE) phase of the East Link project in late 2011. Subsequently the final design contract for the easternmost seven miles of the project was awarded to the H-J-H Team, a joint venture comprised of HNTB, Jacobs Engineering and Hatch Mott MacDonald in February 2012. H-J-H’s final design scope includes approximately 7 miles of double-track LRT between the east end of the I-90 East Channel Bridge and the Overlake Transit Center Station. While the project scope is extensive and diverse, the focus of this paper is the DBT. The DBT is located immediately north of the East Main Station, and travels approximately one half mile through downtown Bellevue under 110th Avenue NE between Main Street and NE 6th Street; terminating at the Downtown Bellevue Transit Center (BTC) Station. The location and extent of the DBT is indicated in Figure 2."

Role of mine and mill data Companies employ a variety of information systems to allow employees to accomplish their operational tasks, and each worker is focused on the metrics, or key performance indicators (KPI), for his or her individual function. For example, machine operators monitor throughput and cycle time to keep the machines running continuously and to meet daily production quotas. Meanwhile, the maintenance teams monitor machine performance, overall equipment effectiveness (OEE) and meantime between failure to predict and help prevent downtime.

In order to float coarse sylvite particles, Potash Corporation of Saskatchewan Inc. (PCS) uses amines and extender oil (Esso 904 oil). Since the content of polycyclic aromatic (PCA) compounds in Esso 904 oil is high, PCS has sought a suitable replacement. Various types of physicochemical tests, including measurements of the electrokinetic potential of emulsified oil droplets, oil/water interfacial tension and wetting of KCl plates by oil, did not provide conclusive results. However, captive bubble contact angle measurements on KCl plates in brine in the presence of flotation agents correlated reasonably with the flotation response. A few non-toxic oils were found to provide good results in the flotation experiments and are now tested under industrial conditions.

The advent of Nuclear Energy has caused a phenomenal growth in the uranium mining industry. To keep abreast of this surge the mining industry has located many ore bodies, determined the best types of mining adaptable to this particular type of ore and developed a highly specialized type of operation. But, has the mining industry gone far enough in the planning? Has ?built-in? safety been included in the efficient methods of operation? Preplanning safety in the mining industry, as in all industries, takes engineering and ingenuity combined with the experience and cooperation of all concerned. A system of mining can be planned on a map and it will look good. However, when the actual mining takes place, conditions may be such that deviations from the original plans may be required because of excessive water faults or other conditions encountered. With safety we may also be required to change, to conform to the characteristics of a particular operation. People in the mining industry are well aware that loose back has killed miners each year. This condition occurred in practically all types of mines. The condition is not new to us. It is also known that explosives, haulage, machinery and conditions common to all types of mining have taken a heavy toll of human life in mining. In addition to these hazards in the uranium mines, the hazard of radon is also present, Radon is a radioactive gas liberated from ores containing radium. This gas is released into the active workings by the blasting or breaking up of the ore. Sometimes it is caused by radium contaminated water seepage from abandoned workings or from the ore body itself. Until the action of this gas on the human was known, many miners were affected. Un- less adequate precuations are taken to protect the people in these mines,, they may be exposed to this hazard, Health researchers made a study of this substance to determine how it would affect the health of the men, They also studied men who had worked in previous years, in mines known to have contained radioactive materials. All of this research contributed to the present knowledge of radon and its daughter products. It is not flammable nor explosive, but, if allowed to enter the body through the respiratory organs it can cause serious damage. Mines have been operated in the past and are still being operated, which were known to contain explosive and noxious gases, indicating that this problem can be controlled. Several states have instituted laws that make it mandatory to provide adequate ventilation and use of monitoring devices to limit radon and its daughter products to a maximum of 300 micro-microcuries per liter of air. This is considered a safe limit for sustained periods of human exposure. While the findings of research do not prove conclusively that the inhalation of excessive radon or its daugher products cause lung cancer, indications point to this as a possibility, particularly radium A and radium C1 of the daughter products. The threshold limits set by law in most uranium producing states are believed to be safe. In a few years, when tests and data now in the process of collection by interested state officials and laboratories is complete, these limits may be found to be ready for revision. Studies such as these take time. At present, the limits that are used are based upon estimates. The permissible limits of exposure to radon and daughter products include a large safety factor. It is considered that a good supply of fresh air delivered to the working places, adequate dust control, the sealing of unused or abandoned workings, the removal of mine water which is generally contaminated and a safe waiting period after blasting, will hold to a minimum the dangers from this source. There are, of course, problems accompanying each of these procedures. For example, the ventilating of untimbered raises and bringing fresh, uncontaminated air to the working places may be a problem. However, a good mining man can solve these problems as they apply in each particular operation. From the information available at the present time, the daughter products containing polonium and emitting alpha radiation, may be a health hazard. Fortunately, the half life of most of the daughter products is short, however, radium D has a half life of 22 years and presents a problem of contamination in the storage of old tailings. So we can see that failure to comply with the accepted good mining practices may have harmful effects on the health of miners. It is gratifying to note the interest in this potential hazard by the officials in the uranium ore producing states, who are making extensive studies and keeping records of the men who work in this type of mining. This all provide information necessary for preplanning safety. By contrast, little has been accomplished to control the injuries and deaths from some other factors connected with most underground mining operations. The dewatering of flocculated clay suspensions by compression in a centrifugal field has been investigated. The results are evaluated with regard to both direct applicability to centrifugal dewatering, in solid-bowl centrifuges for example, and indirect applications to gravity sedimentation systems. It is well known that sediment consolidation under gravity depends on structural characteristics such as permeability and on the "self-weight" of overlying sediment layers. An important objective of the study has been to evaluate the self-weight effect using centrifugal forces to simulate consolidation in deep sediments. In this way, small-scale laboratory tests can be used to predict the rates and limits of sediment compression in industrial systems such as thickeners and settling ponds. Experiments have been conducted in which the sediment mass and initial structure were maintained constant while the effective sediment weight was varied by centrifuging at different speeds. The effects of initial structure have also been studied using controlled variations in flocculation conditions.

Since the early 1970's, the U.S. Geological Survey (USGS) has carried out exploration geophysical research on non-basemetal strategic mineral commodities, including uranium, lithium, gold, potash, and chromite. The chromite study (largely completed) and the potash study (still going on) carried out during the past 4 years have not been aimed at the discovery of new ore reserves, but instead were designed to complement exploration by private mining companies. The USGS has carried out research not normally conducted by these companies, but which can be used by them in their efforts to increase production of strategic minerals. Results of the chromite and potash studies highlight the importance of: 1) a laboratory-research phase (petrophysical and petrographic studies) at the beginning of work on any new commodity; 2) an operative or functional ore-deposition model to serve as a conceptual framework, and the necessity to continually test, refine, and modify it during the study; 3) indirect geologic/geochemical indicators, secondary associations, and the use of multiple physical properties; and 4) the use of a systematic inverse-cost sequential-exploration (i.e. lowest resolution and lowest cost first) strategy to keen the exploration economically reasonable. The keystone to the success of the study is frequent and substantive dialogue among geologists, geophysicists, and geochemists.

With the Working Shafts and Starter Tunnel under way, it became apparent this 4.7-mile, 19-foot diameter wet weather tunnel was going to live up to its name. The shaft’s pre-excavation grouting was completed, and ground water inflows were slowing project progress. As the tunnel drive was approaching 50% complete a cooperative effort was underway between the owner, engineer, and contractor to raise the base of the Retrieval Shaft by 65 feet to avoid ground water infiltration construction challenges. The tunnel alignment needed to be raised in kind. The project was behind schedule and rethinking the cast-in-place adit work was next on the agenda due to the very wet environment in the tunnel. The race was on to finish the project within the owner’s time constraints while completing multiple redesign aspects of the tunnel alignment and associated adit construction. This paper will evaluate original design criteria and actual in-route design modifications and change management to meet the owner’s just-in-time schedule needs.

A risk analysis on mine fires for all U.S. underground coal mines from 2000–2012 was completed to identify locations that have a high risk for fire incidents. The data for this analysis was extracted from the Mine Safety and Health Administration’s (MSHA) mine fire accident reports database. After identifying fire incidents from this database, a risk matrix was developed for underground locations that showed a significant propensity for fire incidents. This matrix associates the hazards and risks with the severity and frequency of their consequences at each location. These significant mine areas will be the concentration of future studies in fire behavior, suppression techniques, and simulation methodologies. INTRODUCTION Fires in underground mines pose significant hazards to personnel because of inherent restrictions to movement and limitations to egress routes. Despite improvements, mine fires remain serious hazards in underground coal mine. In order to better mitigate the risks from fire hazards in the modern underground mining environment, a better understanding of where fire events occur must be gained. The following paper presents an investigation on the number of fatal and non-fatal incidents in underground coal mines fires from 2000 to 2012. Three phases of risk assessment (i.e., risk identification, estimation, and evaluation) were applied to the recorded fire events from the MSHA incident database that occurred during this time period. Using this process, a fire hazard was first defined. This definition was then used to identify any incidents that had occurred as a result of the defined hazards. The seriousness of the injuries and damages were finally quantified for each incident though an estimate of severity and frequency and then aggregated according to underground location (ISO, 1999; Van Duijne, 2008). Using this approach, locations prone to incidents resulting from fire hazards were first identified. The risk for the occurrence a fire incident in general was then estimated for each of the identified locations. The results of this assessment will be used to improve fire simulation techniques for the identified, high risk underground locations. RISK IDENTIFICATION A risk for this assessment was defined as any single occurrence of a fire initiated by the ignition of gas, dust, or electricity. Each recorded occurrence of such an event in the MSHA incident database was counted as a single fire incident. Both non-fatal incidents that were reportable but did not result in a fatality and fatal incidents that fell into the aforementioned criteria were counted. Incidents in the MSHA database that were already classified as “generic” were not considered. The remaining incidents were then totaled and aggregated according to the underground location in which they occurred. In previous studies, a number of locations, which are listed in Table 1, were highlighted as high fire hazard areas (McDonald et al, 1980; Pomroy et al, 1995; De Rosa, 2004). These locations were used to group the fire incidents extracted from the MSHA incident database. The compiled numbers of non-fatal and fatal underground coal fire incidents from 2000 to 2012 are displayed in Table 1.

In the northwestern part of the Netherlands lies the deepest solution salt mine in the world. The company operating the mine is Frisia Zout bv (part of the K+S group). Extracting the NaCl from caverns at a depth of nearly 3000 m has a lot of challenges. Continuously monitoring, among others, the flows, pressures and salt concentrations is necessary to safely and economically mine the salt. A system has been set up at Frisia to be able to monitor the data from a distance. Data has been put in graphs to monitor the trends daily. All gauges are also continuously monitored to maintain accuracy. With this system a better understanding of the mining process has been made and has led to many optimizations.

During the past decade, international mining companies have descended on South America. Countries like Chile, Brazil and Peru have seen billions of dollars in exploration and development funding turn their once meager mineral industries into mining giants that have become the envy of the world. Part of this outpouring of foreign investment in those countries has been because each has privatized its state-owned mining companies and has liberalized its foreign investment laws. In addition, they have rewritten their mining codes to encourage minerals development and passed new tax laws that have made natural resource development more attractive. Now these same international mining companies are turning their attention to Argentina. This a country that, like Chile, Brazil and Peru, has a wealth of largely un- tapped mineral resources. And Argentina wants its share of the foreign investment that its neighbors have enjoyed. With that in mind, ministers of Argentina's natural resource agencies came to Denver, CO to meet with mining executives and pitch their country's mining industry. The meeting, attended by about 200 people, was sponsored by the US Trade and Development Agency and organized by the World Trade Center Denver. Others involved were the Colorado Mining Association, the Colorado International Trade Office and the Secretariat of Industry, Commerce and Mining of Argentina. The following is a summary of a report on Argentina's mining industry. It was prepared by Anderson & Schwab Management Consultants and distributed to attendees as part of the meeting's program.

Technical progress depends on strategic objectives and a concept showing how to benefit from the effects of novel techniques in an innovation process and how to implement them creatively in harmony with manpower capabilities. With the invention of prime movers, it was initially power engineering which dominated the development of industrial history before it was replaced by production techniques resulting from the more widespread use of machines. With the advances in the field of data processing and with the introduction of novel communication techniques, it is information technology- which today is having an ever increasing impact on technological progress. The main objectives of information technology in this context are a positive influence on the ?time? factor as well as the provision of tools to handle the complexity governing many operational processes through a concentration of information for the decision-making process. The German hardcoal industry became aware of the chances inherent in these new technological possibilities for the optimization of operational sequences and of decision-making and planning processes as a potential for success at an early stage and it has worked out a purposeful concept for their implementation.

Viscosities of Feo-SiO2 slags were calculated using the previously developed structural based model. An expression was derived using hole theory and the atomic pair model to relate the NO0 and temperature to the viscosity. The deduced equation n=4.9x10-9 T1/2 NO0 exp (E/RT) poise was successfully applied to predict the viscosity of FeO-SiO2 slags in the composition range of 0.1 < XSiO2 < 1 for several temperatures. The calculated data agrees well with the experimental viscosity data.

The United States Army Corps of Engineers (USACE) has committed to solve a major drainage problem in the suburban Chicago community of Griffith, Indiana. The Cady Marsh Ditch is currently undersized and on occasion spills its banks causing flooding and economic setbacks to the community. Preliminary studies have identified both tunnel and surface solutions as being attractive and viable. The USACE has decided that this project is an opportunity to use the design-build contracting approach to maximize ingenuity in project approach and to allow the market to dictate whether a surface or subsurface solution is most attractive. The tunnel would be over one-mile in length through sands, gravels and clay. Water control will be an issue during tunneling. The paper will explore the contracting approach to the project and the adaptation of Underground Technology Research Council (UTRC) guidelines for underground contracting to a design build project. The roles of Owner, Owner’s consultant, and design-build contractor will be defined as interpreted by the USACE and key contract provisions will be described and contrasted with a traditional design-bid-build approach to tunnel construction.

Present and emerging technologies are renewing interest in domestic rare earth elements (REE) production. REE deposits throughout the North American Cordilleran alkaline-igneous belt are being re-examined for their economic potential. In New Mexico, the mineral deposits found in this belt are associated with Eocene–Oligocene alkaline to calc-alkaline igneous rocks. Four areas in New Mexico have been examined for their REE potential. The chondrite-normalized REE patterns are similar for all four districts, even though different REE minerals are found. Crandallite, xenotime, bastnäsite and brookite are found in fluorite veins and carbonatites at Laughlin Peak. Bastnäsite was extracted during fluorite processing from 1954-1980 from the Gallinas Mountains, where samples as high as 8% total REE are found in fluorite veins. Other REE minerals include agardite, parasite, xenotime, and monazite. Allanite, thorite and as much as 8133 ppm total REE are found in fluorite veins in the Capitan Mountains. In the Cornudas Mountains, exploration along the outer edge of the Wind Mountain nepheline syenite laccolith and within phonolite dikes, plugs, skarns and carbonate-replacement deposits in Chess Draw contain as much as 3110 ppm TREE, hosted in eudialyte, monazite, bastnäsite, and calciocatapleiite.

An improved mine environment is the single most critical factor affecting the health and safety of workers engaged in underground coal winning. A very important subclassification of this wide field is mine ventilation, which essentially deals with &apos;mine atmospheric environmental control.&apos; To ensure proper mine atmospheric environmental control, adequate quantities of air must flow through working sections in the mine. In recent years much attention has been paid to the fan and its prime movers, but the efficient use of the fan output in the workings has not received an equal amount of investigation. In mechanically ventilated mines friction losses in main airways often account for 70 to 90 percent of the total pressure loss sustained in the system. Also the leakage losses are a serious detriment to the efficiency of mine ventilation systems. It is not uncommon to loose 60 to 70 percent of the air between the fan and the last open cross-cuts due to leakage directly into the return Proper assessment of these losses in simulating and projecting complex ventilation systems is vital. Network analysis of ventilation systems is not new. Scott and Hinsly (1951) presented the detailed mathematical framework. Since then work has been done in adopting this technique to analog, and within the past few years, to digital computers. Development of computer programs to solve ventilation network problems has been reported in United Kingdom, Japan, U.S.S.R., South Africa, Germany, and the United States. The purpose of these programs is to serve as an experimental mine wherein analysis of proposed alternatives or ventilation planning can be tested. The great power of the computer as a planning tool lies in the ability to input empirical or Projected data into programs with predicting ability. But, however good a computer program is, unless fairly accurate input information is available accurately assessing the engineering factors of the ventilation system, the output will be suspect. Thus, to simulate and project mine ventilation systems, good estimates of leakage and friction factors are important. Yet, relatively little work has been done in the past three decades to determine these more realistically.
