This presentation will describe the process by which the Quebrada Blanca (QB) copper project in northern Chile was financed. It will also show how a relatively junior mining company addressed the problems created by its inability to provide its share of the equity funding and the guarantees required by the project lenders. QB is located in the semi-arid Andean highlands of northern Chile, 170 kilometres southeast of the port of Iquique and 30 kilometres west of the border with Bolivia, at an altitude of about 4,300 metres (14,000 feet). Figure 1 depicts the project's location. The QB orebody is a secondarily enriched porphyry copper deposit containing reserves of 85 million metric tons grading 1.3 percent copper. Underlying the enriched zone is a significant primary ore zone containing several hundred million metric tons grading about 0.5 percent copper. In the late seventies and early eighties Falconbridge and its affiliates spent $20-30 million dollars exploring the deposit and conducting feasibility studies. For a variety of reasons they decided not to develop the property which was returned to its owners, Empresa Nacional de Mineria (ENAMI), which is a Chilean state mining corporation. In 1988 ENAMI announced its intention to privatize the property through a public bidding procedure.

Mr. Chairman; honored guests; ladies and gentlemen: The subject assigned me today by your committee, according to the program, is "the mineral industry and the public land law I have preferred to title the talk, "you can't mine here", for that is the essence of the message we, as an industry, have been getting from so many agencies of the federal government for so long. And, unfortunately, we can expect to hear the same message even louder and clearer -- with increasing frequency in future, unless. Every segment of the industry devotes the necessary time, energy and creative thought to combat successfully the forces that are writing and broadcasting that message. I said that agencies of the federal government are sending the message --- and this, of course, is true, the forest service, for example, and some bureaus of the department of the interior as well as others have appeared in recent years to be abiding by a policy designed to block mineral entry to as much of the public lands as possible and to wipe out existing mining claims.

There is a natural resistance to change in any form. When it comes to implementing a game-changing technology like autonomous haulage on an operating mine site, the resistance can at times appear insurmountable. Whether based on real information or misguided preconceptions, it?s essential that we don?t underestimate the effort it will take to overcome this resistance, while clearly recognizing when it?s worth the effort. These realizations did not happen overnight for sites where autonomous haulage has been implemented. Nor did they happen overnight for manufacturers of autonomous mining equipment. Caterpillar, for example, began building toward autonomy more than 30 years ago and had a truck operating in the mid-1990s. Lessons learned during those early years led to the realization that there was much more to be learned ? not just about the machines themselves, but about the systems and knowledge that must be in place for a successful implementation. Working closely with customers, initiating real-life demonstrations on mine sites, having discussions with regulatory agencies and other stakeholders ? these and many other activities were necessary before autonomy could be fully and successfully launched. After decades of effort, Caterpillar?s first official commercial autonomous mine site went to work in 2011 in Farmington, NM.

"INTRODUCTION There is no doubt about the time and effort companies put in establishing and maintaining their equipment. However, the question about how these companies can map the benefits comes up. Neither do they have the tools to quantify the benefit of their action, nor do they have the tools to know the actual quality of their current maintenance system. The resources used in the process seem futile to observers. It seems impossible to trace improvements and to get information about the impact of actions in retrospect. Improvements in maintenance performance cannot be recognised by management or shareholders. Thus the necessity for measuring the performance of maintenance systems is given. In this paper ConMoto is systematically showing the strengths and weaknesses of many companies' maintenance management and is providing field-tested proven design elements for measuring maintenance systems and implementing Value Oriented Maintenance. Considering only business assets in production facilities and related machinery out of all investment goods in Europe, you reach a value of around 9.7 trillion euros in 2008. In Germany alone the equipment replacement value amounted to about 1.9 trillion euros [8,10,11,13]. If you calculate a cross sector maintenance costs rate of 4.8 % (corresponding to the average value identified in this study), direct maintenance costs in European production locations add up to over 450 billion euros per year [3]. These figures speak for themselves. Yet maintenance is not only of enormous significance for European enterprises. Our experiences show that maintenance and asset management, particularly sustainability issues, are also increasingly moving to the forefront in the BRIC states, in the Middle East and in many emerging countries. First of all, in order to meet the resulting high quality and cost related requirements of maintenance systems, a comprehensive overview of the issue is needed. This overview is provided by a detailed analysis of 83 companies and production plants from various sectors – with amazing results. SIGNIFICANCE OF MAINTENANCE Current studies show the high financial significance of maintenance and asset management. According to the market study in the Asset Manager [9], in industrialised countries about 10 to 15 per cent of the labour force are employed in maintenance and facility management tasks. In Europe about 40 to50 million people are directly and indirectly involved in retaining the value of machinery, plants, buildings, transport systems and infrastructure facilities. A glance at the costs side also demonstrates the great relevance of maintenance. EU-wide annual direct maintenance costs amount to a total of more than 1,500 billion euros. In Germany alone they are about 250 billion euros. This impressive total is considerably exceeded by indirect maintenance costs caused by technical failures. Indirect costs are estimated to be five times higher (Figure 1). [7,12,14]"

When unwatered after more than 50 years of operation, the White Rock Tunnel of the Upper American River Project in the foothills of the Sierra Mountains exhibited failing rockbolts and ground falls. Repairs designed for the 5 mile-long, 24-foot horseshoe unlined hydropower tunnel included pattern rock bolts, shotcrete, and cleanout of the rock trap. The work, originally scheduled for two 3-month winter outages, was completed under challenging conditions in a single 4-month outage following a carefully sequenced work plan using robotic shotcrete and rockbolter machines. Flexibility, creative solutions, and collaboration by all parties were key to project success.

As a scientist and an engineer whose responsibilities include the consideration of air pollution and its control, I am frequently called upon to answer variations of two basic questions, These questions may I be set forth as: (1) How much air pollution does the coal industry cause? (2) How serious is the air pollution problem to the coal industry? At first these questions may seem elementary and almost trite, but serious consideration of them will show that they are technologically involved and I further complicated by the subjective base to which they must be evaluated.

"INTRODUCTION “Explosion protection” refers to techniques used to minimize the potential for electrical and electronic equipment to create an ignition while operating in a hazardous location (HAZLOC). In particular, U.S. coal mines are required to use equipment in certain areas of the mine that has been approved by the Mine Safety and Health Administration (MSHA) for use in a methane and coal dust environment to limit the risk of the equipment creating an ignition-capable spark or a thermal energy ignition. In general, MSHA’s regulations for explosion protection recognize two techniques: the use of explosion-proof enclosures (XP boxes) and 2-fault intrinsic safety for electrical and electronic equipment. For 2-fault intrinsically safe (IS) equipment, the U.S. mining industry requirements are unique in that the equipment is certified by MSHA. The criteria MSHA uses to evaluate equipment for intrinsic safety, as required by Title 30 of the Code of Federal Regulations (30 CFR) [30 CFR, Sections18.20(b), 18.68(a)(1), 19.1(b), 20.1(c)(2), 22.6, 23.6, and 27.20(a)], is published in a document referred to as ACRI2001 (1). Outside of U.S. underground mining, many industries and countries accept equipment that is designed to a consensus-based international standard (ANSI/ISA 60079-11 is the U.S. version). The purpose of this study is to provide an overall assessment of the ANSI/ISA 60079-11 standard on 2-fault intrinsic safety and the MSHA ACRI2001 acceptance criteria, and determine if the ANSI/ISA document can be an alternative to ACRI2001 while maintaining an equivalent or better level of safety for miners. There are many drivers for this study. First, immediately after the 2006 MINER Act (2) was passed, there was a perception in the industry that the unique MSHA requirements were contributing to delays or restricting the availability of equipment to meet the requirements of the Act. Additionally, the MINER Act required that mine operators submit an accident response plan for MSHA approval, to be reviewed every six months. MSHA is required to determine if these plans reflect the most recent credible scientific research and make use of currently commercially available technology. There is a concern, as expressed in a recent National Academy of Science (NAS) study (3), that the unique requirements for U.S. mining may be limiting the technologies available to coal miners and technology options for mine operators. Accordingly, the study recommended that the National Institute for Occupational Safety and Health (NIOSH) and MSHA re-examine their technology approval and certification processes to ensure they are not deterring innovation, and explore opportunities to cooperate with other international approval organizations to harmonize U.S. and international standards without compromising safety. Lastly, the National Technology Transfer Act (NTTA) and the accompanying Office of Management and Budget’s OMB-119 circular mandate the use of consensus-based standards by federal agencies. However, for U.S. mining operations, MSHA cannot accept such standards unless a determination is made that such standards provide an equivalent level of protection for the miner, per the requirements of the 1977 Mine Act, the 2006 MINER Act, and 30 CFR Part 18 regulations."

A crucial step in the acquisition by one company of the assets of another, the acquisition of the stock of another company, or the merger of two com-ponies, is the legal due diligence which needs to be performed in order for the acquirer to ascertain or confirm the obligations, liabilities and exposures to risk that are being assumed along with the assets or corporate stock being acquired. Where the obligations, liabilities, or exposures to risk arise from existing contracts, or from pending lawsuits, administrative proceedings, or threats of these actions, those matters are relatively straightforward to discover by careful review of the files of the party whose assets or stock is being acquired. However, where a company is engaged in ongoing mining or processing operations and has operated or owned mining proper-. ties, there are many sources of liability and exposure to risk which could have major adverse economic consequences to the acquiring party and which are not revealed, or at least are not clearly delineated, by the records of the company whose stock or assets are being acquired.

The La Perla Mine, owned by Altos Hornos de Mexico, S.A., is located approximately 100 miles east of the City of Chihuahua in the State of Chihuahua, Mexico. The mine began operations in 1958. Existing ore beneficiating facilities, consisting of heavy media and jig plants, upgrade the ore prior to shipment by rail to the Altos Hornos steelmaking complex in Monclova. Sizable reserves of two distinct ore types, which were not amenable to treatment in the existing beneficiating plant, or usable in the blast furnaces, have been mined and stockpiled in order to uncover the treatable ores. One of these ore types has been labeled "Diseminado" ore, and is low grade containing approximately 42% Fe with sulphurs ranging from 1 to 2%. The other ore type has been labeled "Pulverulento" ore, and is high grade containing approximately 65% Fe and 0.1% S, but at 80% minus 325 mesh, is too fine grained for efficient sintering. Late in 1968, Arthur G. McKee & Company became involved with the problem of improving the above ores for their efficient and economical use in Altos Hornos' blast furnaces. Early in 1969 representative samples of Diseminado ore were obtained for laboratory bench-scale testing at the University of Minnesota, Mineral Resources Research Center. Concentration tests incorporating magnetic roasting, wet magnetic separation, high intensity separation, high tension magnetic separation, anionic flotation of apatite, cationic flotation of silica and oleic acid flotation of iron were performed. Laboratory testing was concurrently carried on at La Perla Laboratory, which resulted in plans to construct a 10 TPD pilot plant. The pilot plant was operational in September, 1969. Analyzing laboratory results as well as pilot plant results, Altos Hornos and Arthur G. McKee & Company metallurgists agreed that the most promising flowsheet for the low grade Diseminado ores entailed wet magnetic cobbing, desliming, and oleic acid flotation of the non-magnetic fraction. Universities and colleges in three countries, Australia, Canada and the United States, recognized the need to establish and/or reorganize geoscience programs at the vocational and two-year technical levels. To accomplish this goal, a cooperative study with industry in one state or province from each country was initiated. These include 1) Tasmania, Australia, 2) British Columbia, Canada and 3) Alaska, United States. Over one hundred mineral industry organizations cooperated in the study by providing information regarding their specific training needs for support personnel. The data gathered has been used to identify training areas for semi-skilled, skilled and technical personnel in geochemical mineral exploration, including, but not limited to, geological skills, geochemical skills, environmental skills and computer skills. With the areas of major educational need defined for geochemical exploration, an educational field skills model has been developed for the three levels of training. The depth of each level of education and the training objectives for the work force at each level will be discussed.

The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.

Death and injury rates in mining have been the highest of any industry; the injury severity rates in mines have also been the highest. Tentative figures reveal that 1971 was the best year yet for the bituminous coal indus¬try with the lowest number of fatal accidents. Nevertheless, 177 men were killed at a frequency rate of 0.76 per million man hours. Coal mine accident statistics have been described at various times as unacceptable and intolerable and recently resulted in the enactment of massive legislation. The 1969 Coal Mine Health and Safety Act was passed by Congress "to improve the working conditions and practices in coal mines and to prevent accidents and occupational diseases originating in the coal mining industry." The prevention of accidents in coal mines is the statutory responsibility of mining engineers and the moral responsibility of all who have any part to play in mining coal. The questions to be answered by these men may well be - What are the reasons for the high accident rate? Are the mines as safe as they can be? Are our mines sufficiently manned to insure proper supervision of production cycles and safety requirements? Are our plans for safety committees, safety campaigns, and safety inspections sufficient? Are they producing the results intended? If not, how can these be reorganized to have a greater impact? What is the real cost of an accident? What are the immediate and long-term plans for further improvements? These questions are in no way exhaustive, and the answers are not easy. There are many aspects of mine safety, and any one of them can be the subject of a lengthy discussion. The aim of this paper, therefore, is to limit the analysis to documented fatal electrical accidents in mines so that meaningful conclusions for improvement in electrical accident-experience statistics can be made. In doing this, it is also the intention to emphasize areas of missing information and propose a few suggestions for better hazard analysis.

"It is almost a given that post-disaster mine conditions will have compromised the mine ventilation system, resulting in a hazardous atmosphere in portions of the mine, and often complicated travel through debris fields and roof falls. Robotic technologies provide the opportunity to gather valuable information to assist decision making or lessen exposure to dangerous conditions. MSHA's Mine Emergency Operations Division (MEO) has utilized a fully permissible mine robot, the V2, for a number of years, constantly updating the unit as new technologies became available. The National Institute for Occupational Safety and Health, as part of the MINER Act Extramural Contract Program, examined the need for additional robotic units and ultimately funded three different types of prototype technologies: two robots, the Snake Robot and the Gemini-Scout, and a mine rescue robotic assist vehicle known as the ""Mule"". The Snake Robot is designed to be lowered through a borehole and to conduct surveillance (gas monitoring, video and audio) in the immediate vicinity, while the Gemini-Scout, designed to be deployed in the mine opening, serves as a more mobile and agile exploratory tool as compared to the MSHA V2 robot. The Mule was developed in response to needs expressed by mine rescue teams for a versatile remotely operated support vehicle and it will move from prototype to MEO utilization in the near future. This paper describes the development of the robot prototypes and discusses their limitations in the prototype stage, possible enhancements and potential applications, as well as the utilization of the Mule. INTRODUCTION The conditions in a coal mine may be dramatically altered after a mine fire or explosion. For example, the ventilation system may not be functioning correctly as control devices may be compromised or damaged beyond repair. The visibility in the mine opening may be limited due to accumulated smoke and dust. Roof support systems may be damaged or no longer functional. Equipment and materials may be strewn about the mine opening. Debris fields, blocked openings, roof falls, flooded areas, gas accumulations and active burning make it very difficult or impossible for those managing the post-event emergency to permit mine rescue teams to enter the mine to conduct search and rescue operations. With the evolution of robots and robotic assist technology there has been a proliferation of purpose-built units for the military, police and law enforcement agencies, urban search and rescue and those contending with hazardous environmental conditions. In each case, the technology used is designed to limit human exposure to the unsafe conditions or to provide access to areas under difficult conditions. For example, a specially-designed marine robot has been deployed into the damaged core of the Japan’s Fukushima Daiichi Nuclear Power Plant to assess the conditions of the containment vessels, where melted fuel is believed to have accumulated. Human access to the area is prohibited due to dangerously elevated levels of radioactivity [1]. Multiple robots were deployed in Amatrice, Italy, to assist in the response after the 6.2-magnitude earthquake devastated the town. The robots were used to explore two medieval churches that were severely damaged and deemed too dangerous for human entry [2]. Tactical robots are regularly used by police and law enforcement agencies when the conditions of the emergency place intervening officers directly in harm's way [3]."

A novel system for the depression of pyrite and the ash-forming minerals has been developed. A metal ion, including but not restricted to Fe+2, is added to form a hydroxide coating on the pyrite or ash-forming mineral. A polymeric depressant is then added to attach to this re-surfaced mineral. Nearly 200 flotation tests with a 11 different coals indicate the effectiveness of this system. Many of the important process variables such as the coal source, frother-collector system, grind size and procedure, pH, metal ion, and depressant type and concentration have been studied.

Loki Gold Corporation of Vancouver, B.C. is developing the Brewery Creek Mine, an open pit heap leach gold mine, 55 km East of Dawson City in Yukon, Canada. Mineable reserves are 17.1 million tonnes of ore grading 1.45 grams/tonne, containing 24.8 tonnes (797 000 oz) of gold. Ore processing will employ a cyanide heap leach using run of mine ore. Permitting this mine has drawn significant attention because the heap leach technology, while proven in other jurisdictions, has not been used in Yukon. Engineering design of the heap leach was similar to that for heaps in more temperate climates, with the added issues of permafrost and cold weather operations. Solution balance with seasonal placement of ore and year -round leaching requires very large pond capacity for spring thaw conditions.

Manganese ore bodies of Banswara Mn belt were classified into stratiform and stratabound types, based on their mode of occurrence, distribution, and their chemical characters. These ore bodies generally composed of braunite, pyrolusite, cryptomelane/ psilomelane, wad, etc. The stratiform-type Mn ore bodies are conformable with the associated host rocks (Mn phyllite, etc.) and occurred in the form of layers, bands, etc., which are variable in their shape and size. These ore bodies are also strongly folded with the enclosing host rocks. The others, which are stratabound-type Mn ore bodies, also showed an intimate association with the associated host rocks. These types of ore bodies occurred in thin layers, pockets, lenses, stringers, etc. The classified ore bodies are confined with Kalinjara formation of Aravalli Supergroup of Paleoproterozoic age. The ore bodies are structurally controlled and well associated with phyllite, schist, limestone, quartzite, etc. The stratiform-type ore bodies constitute a marginal to low Mn grade and are also characterized by lower Mn content (26.19–39.24%) along with the Mn/Fe ratio of 7.16–12.23, while the stratabound-type Mn ore bodies are rich in Mn (35.92–49.64%) along with the higher Mn/Fe ratio of 14.15–23.97. However, the poor Mn grade along with high siliceous impurities of Banswara Mn deposits is subjected to them for intermittent mining activities in the past and, consequently, did not attract the scientific and industrial community for the evaluation of these resources. Therefore, the authors attempted this study in a scientific and systematic manner (mode of occurrence/distribution and possible methods for evaluation/exploration) to evaluate the potential of existed and newer Mn deposit resources in the Banswara Mn belt. The whole findings would be very much helpful for exploration/ mining geologist along with other concerned, to completely evaluate these Mn deposits in the future.

Although there are a lot of subjective ideas concerning these changes, and there is a fair amount of anecdotal "analysis," there has been no actual study of these trends to verify the facts. "Modern society demands much more from the mining industry than just the raw materials it produces. In addition to providing copper, gold, coal and other minerals that make society function, the industry must conduct its operations in a safe and environmentally sustainable manner. This includes the equipment used and the engines that power the machines.In the United States, Tier 4 diesel engine standards that were set by the U.S. Environmental Protection Agency (EPA) are the strictest emissions requirement for off-highway diesel engines. This requirement regulates the amount of particulate matter (PM) and nitrogen oxides (NOx) that can be emitted from an off-highway diesel engine. In Europe, the Euro V standards are driving technology advancement in the sector.The European Euro V standards are required for new equipment manufactured beginning in January 2019. U.S. Tier 4 standards for heavy-duty off-road engines came into effect with model-year 2014 vehicles and equipment. China 6 standards come into effect in July 2020. India’s Bharat Stage VI standards will take full effect in 2020, and the phase-in of BSVIcompliant clean fuels began in April 2018.Caterpillar, Cummins and MTU are three of the leading manufacturers of engines for the mining sector. Each company is working toward creating efficient engines that can function in the often harsh environments found at openpit and underground mines around the world. In short, society is placing demands that are challenging engine manufacturers to deliver a product that can do more work while consuming less fuel and emitting fewer emissions.Technologies range from selective catalytic reduction (SCR) and diesel particulate filters (DPFs) to other engine strategies and emissions control technologies, which deliver near-zero black carbon and nitrogen oxide emissions, and lower greenhouse gas emissions. Caterpillar’s investmentCaterpillar, the world’s largest producer of mining equipment and mining engines, has been at the forefront of the changing demands placed on the industry and has remained on the cutting edge of engine development over the years, thanks to its investments in the sector.“Caterpillar made the choice to fund major engine and machine development work — even during a deep trough in the mining industry — so that Cat machines would meet Tier 4/EU Stage 5 mandated compliance dates of Jan. 1, 2018 / Jan. 1, 2019, respectively. Significant changes in the markets for coal have taken place since World War II, As used in this study the term ?coal? will refer to bituminous coal, The anthracite industry in size, characteristics, and problems differs materially from the bituminous coal industry, These changes have both influenced and been influenced by the mechanization of mines, and by decreased distribution costs, especially in transportation. It is the purpose of this paper to examine these post-war changes, to assess their impact upon the production and distribution of coal, and to explore future market developments in the light of past and present trends and relationships. The layman lacks adequate informatian on the production, demand, and distribution of coal. There are two reasons for this. First, there is a relative lack of statistics coveting the industry, Coal operators and distributors are not required to file with any government agency the type of much more complete statistics filed by the railroads and public utilities with national and State agencies. The Bureau of Mines assembles much useful information on the coal industry, but several areas, including that of investment and finance, have no central depository which can be used to keep the public informed of the nature and extent of the industry and its problems.

A brief word about who we are: the Gypsum Association is the trade association for the gypsum industry - the manufacturers of gypsum board and lath a-d plaster. We have a membership of eight companies. These eight companies produce about 90% of the gypsum products manufactured in the United States ... closer to 94% actually. Our headquarters is in Evanston, Illinois. We have an east coast office in Washington, D.C. where the eastern manager handles technical and building code matters and maintains liaison between all of the government agencies and departments and our industry. We also have a west coast office in Los Angeles where our west coast representatives is heavily involved with the Uniform Building Code and ICBO. And then in the Evanston office our manager of technical and building code services, Herb Carlsen, bites his nails and loses his hair over these problems and various other projects that come in, such as conversion to metric and various other things. We also have a research associate at the National Bureau of Standards in Washington who is currently concentrating his efforts on the combustibility of building materials. His studies involve current testing methods, definitions, data analysis, and proposed new testing methods,.' It is anticipated that this program will lead to a better understanding of non-combustibility of building materials and systems. I mentioned that our members represent over 90% of gypsum products,' manufactured in the United States; it might be well to point out a couple of statistics about what that really means.
