One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

Those of us who have directed our efforts toward the construction of tunnels have long maintained that tunnel construction is more closely an art than it is a science. We have spent time underground with hard-bitten, tobacco chewing shift bosses and superintendents who have made seat-of-the-pants decisions at the face which have been based upon their long experience underground coupled with uncanny intuition. The courage and skill of these men in the performance of their art is legendary. Without question, they have constituted the backbone of the tunnel construction industry. But just as John Henry, the steel driving man, despite his stout heart and dedication to his task, was supplanted by the steam drill, I fear that our tunnel stiff, at least as we have known him, will become an endangered if not extinct species. The reason for this is clearly that tunnel construction is slowly but inexorably making the transition from being an art into being a science, and more and more its performance is requiring the services of scientists as opposed to artists. The tunneling art has been undergoing change for many years, and yet until recently the changes have not been basic. We have improved the way we do the same old things. For example, John Henry would be flabbergasted if he saw the rock drills we use today. He would not have engaged in the legendary drilling contest with one of our modern drills, He would have simply conceded defeat.

Extensive deposits of high-calcium limestone occur in the Upper Mississippian Warsaw and Ste. Genevieve Limestones in the region of the lower Cumberland, Tennessee, and Ohio Rivers in western Kentucky. Analyses of foot-by-foot samples from 20 quarries and cores in 8 counties show variations between the chemical composition of high-calcium deposits in the 2 formations. Knowledge of probable variations in composition should aid in prospecting for high-calcium stone for a specific use and in evaluating potential deposits. High-calcium strata in the Warsaw consist of bryozoan- and crinoid-rich bioclastic limestones, and in the Ste. Genevieve, predominantly oolitic limestones. Values used for comparison were obtained by averaging the foot-by-foot analyses of each high-calcium deposit, 10 in the Warsaw and 15 in the Ste. Genevieve. Average MgCO3 and Fe2O3 contents are generally lower in the Warsaw than in the Ste. Genevieve. Average SO2, S, and P contents are- generally higher in the Warsaw. No characteristic differences are apparent between the average CaCO3 and A1203 contents of the two formations. The higher S and P contents of the Warsaw are believed attributable to the predominance of biogenic material in these limestones. Within the Warsaw Limestone, higher average S and A1203 contents and lower average Fe2O3 contents were found in deposits in the northern half of the region. In the Ste. Genevieve, vertical variations in composition occur within individual high-calcium deposits containing oolitic and nonoolitic limestones. Lower average CaCO3 contents and higher average contents for the other constituents were found in the nonoolitic intervals.

The evaluation of in situ rock stresses from measurements of the change in diameter of a borehole that is stress-relieved by overcoring has become a common practice. Generally the stress evaluation has been based on isotropic relations whereas rock in varying degrees is anisotropic. A plane elasticity solution for a circular hole along one axis of an orthotropic medium has been adapted to evaluation of in situ stress. The necessary elastic parameters for this evaluation may conveniently be obtained from static tests on the overcore in conjunction with a consistent orthotropic thick-wall cylinder solution. The method and equations for the laboratory and field evaluations are summarized and illustrated.

"In 2004 works started for the now completed seven-level automated car park accommodating 480 parking spaces inside the pre-existent “Morelli cave”, located in a strategic area in Naples. Since 470 BC Greeks initiated the growth of the fascinating world of the underground Naples, of which this cave belongs. It seems that once here the god Mithras was worshiped. It’s also became a quarry for tuff extraction and in 1600s it became an aqueduct serving the area. In 1853 the Bourbon Tunnel, a project commissioned by King Ferdinand II of Bourbon to allow easy escape from the Royal Palace in case of riots, was connected to this network of tunnels. The cavern became an air raid shelter during the Second World War, then a deposit of cars and motorcycles in the '50s and' 60s, a disposal area and it has been abandoned in the last 40 years before it’s new utilization. INTRODUCTION Over time, the overcrowding and congestion of major cities’ historic centres has led to seeking spaces underground that can accommodate activities and car parks, as in the case of the Morelli cavity, site of the future car park by that name. Before describing its characteristics, design solutions, and executive problems, it is necessary to introduce the site historically into the broader landscape of the cavities present below ground in the municipality of Naples. The province of Naples, which includes the area of the Municipality of Naples, has a large number of cavities. The existence of “Naples underground” is connected with the morphological and geological conformation of its territory, consisting of tuff stone which has entirely special features of lightness, brittleness, and stability. The first transformations in the territory’s morphology, taking place thanks to the Greeks starting from 470 BC, initiated the growth of the fascinating world of Naples underground. These transformations were dictated by water provision requirements, which led to the creation of underground cisterns to collect rainwater, and by the need to recover construction material to erect the buildings of Neapolis. In subsequent centuries, the city’s expansion led to the construction of a proper aqueduct, which allowed drinking water to be collected and distributed thanks to a series of cisterns linked to a dense network of tunnels. During Roman rule, the existing aqueduct was expanded and perfected, but with the rise of the Angevins in 1266, the city saw great urban expansion, which obviously corresponded with increased extraction of tuff from the subsoil to construct new buildings. This confirmed a particular feature of Naples: that of having been generated from its own innards, with buildings rising directly above the quarry that provided their building material."

Gravity separation techniques were used in the early years to extract native metal nuggets and flakes from placer gold deposits. This was relatively easy for visible metal grains. As the size of the grain becomes smaller traditional gravity separation techniques become inadequate to recover native gold. Cyanidation was invented as a solution to the problem. According to it, gold and other precious metals are dissolved in water by sodium cyanide. The result was a drastic increase of world gold production but at the same time environmental issues were raised. In Greece gold mining has become equivalent with the absolute destruction of the environment and is under extinction. In the last years a new type of gravity equipment have been produced which create a gravitational field up to 200 G and can separate gold from gangue minerals at sizes below 50 µm. The strong gravitational field is created by centrifugal forces and the separation occurs in a fluidized bed, formed by water flow. Accumulations of finely disseminated native gold are found in the sedimentary sequence of the Flysch of the Ionian Zone. The main gold minerals are gold and electrum present as free metal flakes and micro nuggets in the size range between 5-250 µm. Test work, using the Falcon SB40 centrifugal concentrator, at the Department of Mineral Resources Engineering at the Technical University of Crete, has shown that this particular type of gold ore can be processed by gravitational methods that require no reagents and are environmentally safe.

Tunnels in the granitic Climax stock at the Nevada Test Site were inspected for keyblock occurrence. Thirteen relatively large pyramidal keyblocks were located in about 230 m (750 it) of tunnel. Orientations, dimensions, joint roughness coefficients, and joint compressive strengths were measured for the faces of nine keyblocks. The measurements were used to back-analyze keyblock stability to check the validity of a numerical model for keyblock behavior. A newly developed three-dimensional numerical model correctly predicted whether or not each keyblock failed in six of eight cases. The two exceptions involved stress conditions and keyblock locations that clearly violated the assumptions that underlie the stability model. The observations also allowed the effect of tunnel orientation on keyblock occurrence to be evaluated. Of the thirteen observed keyblocks, nine large blocks were found in less than 30 m (100 ft) of the Piledriver drift (which runs N56E) while only four blocks of comparable size were observed in 200 m (656 ft) of the Spent Fuel Test--Climax drifts (N61W). The orientations of the keyblock faces were checked against known discontinuity set orientations; some of the faces correlated well with mean set orientations, whi.le other faces were fringe members of sets. Stereographic techniques were used to examine the frequency of keyblock occurrence and to determine the maximum keyblock size that could be encountered with a given combination of discontinuities. Keyblock occurrence was found to be affected by tunnel orientation in a predictable way; this can be used to guide or improve tunnel design practices.

Diesel Particulate Matter (DPM) issues are very high profile currently in both Australian coal and metal mines and Australian states are generally moving to acknowledge and to broadly follow US 2008 final metal/non metal mine regulation limits of 0.2 mg/m3 submicron particulate matter, 0.16 mg/m3 total carbon particulate and 0.1 mg/m3 elemental carbon particulate. The real time DPM monitor is being developed on the base of the successful Personal Dust Monitor (PDM) unit. The objectives of recently completed Australian Coal Association Research Program (ACARP) study has been to finalize the design of a DPM unit, to undertake comprehensive and internationally recognized laboratory testing to evaluate the new design and to undertake an underground series of tests to establish the robustness and reliability of the new approach. Under the project Thermo Fisher Scientific has undertaken structural changes to the PDM to convert it to a DPM real time monitoring underground instrument, the D-PDM. The Pennsylvania Pittsburgh Research Laboratories of NIOSH (the group that originally contracted for the PDM development) has undertaken laboratory ?calibration or verification? testing. A phase of Australian mine robustness and engineering testing has been undertaken to ensure the instrument can effectively assist mine management to handle this health issue. Tests have been undertaken at points of expected high atmospheric DPM such as during Longwall face moves, Development RAM car, Eimco and PJB usages. The paper discusses how the monitors have performed within the underground mine environment in evaluating DPM during the various phases of the production cycle. They have closely examined the influence of aspects of the mine ventilation system. Results have been compared to alternative industry pollutant measuring approaches. The outcome of the project gives the industry access to an enhanced tool for understanding the mine atmosphere in the presence of DPM. Real time DPM monitoring will allow the industry to pin-point high exposure zones such as those encountered in coal longwall face moves where various vehicles work or in areas of constrained or difficult ventilation. Identifying of high DPM concentration zones allows efficient modification of work practices to reduce underground miners? exposure. Some outcomes of the ACARP project in this area will be discussed.

The following paper presents the results of geostatistical studies of the selected hard-coal deposits in Poland. Geostatistical methods were applied mainly to the characterization of variability structure of the coal seams thicknesses as well as sulphur and ash contents in the coals. Results imply that the accuracy of coal reserves estimations can be improved if kriging method is applied. Kriging allows predicting more precisely the values of such parameters as thickness and sulphuring content.

The lysimeter is a useful tool for evaluating the performance of mine waste covers or liners. A major problem with its application is the possibility for preferential flow into or away from the lysimeter, if the lysimeter soil is finer or coarser than the barrier soil or sub-base soil. Analysis of a field lysimeter using a two-dimensional unsaturated-saturated liquid flow model suggested that preferential flow would occur and little or no water would be collected; however, in the field, the lysimeters collected significant amounts of water. A similar discrepancy was found between the observed and predicted water balance of a simple laboratory test simulating the lysimeter design. Vapour flow and partial flow, two phenomena not generally simulated in conventional flow models, are possible explanations for the difference between field and laboratory observations.

This study presents the methodology and proposals for the restoration of an abandoned quarry in the Greek island of Milos. The local data (soil, vegetation etc.) of the island were collected, analysed and compiled into thematic maps using Geographical Information Systems. The restoration plan was based on the G.I.S. database and suggested the revegetation of the disturbed lands with herbaceous (grasses and legumes) or woody (shrubs and trees) plants. Plants should be indigenous or from other areas with the same vegetation type. Herbaceous plants establish and grow easily protecting the soil from surface erosion. The revegetation success depends on the seed quality, planting season and methods as well as local environmental conditions. Our proposals aim to restore the abandoned quarry with methods that follow the natural succession of vegetation, have minimal environmental impact, low cost and the expected result will be similar to the surrounding undisturbed land.

INTRODUCTION The City of Oslo together with the neighbor municipalities, Baerum and Asker, are presently building a jointly owned sewage treatment plant located on the west side of the inner Oslofjord. The project is scheduled for completion late 1981. Because the location of the treatment plant is at a distance of about 20 miles (30 km) from the city center, a discharge of more than 13 yds 3/sec (10 m3/sec.) of sewage and storm water will have to be transported over considerable distances. The topography of the area and the geological conditions early indicated that the only realistic transport method had to be through tunnels. As planning proceeded, full face tunnel boring emerged more and more as a favorable alternative to conventional drill and blast medhods. Today the scheme comprises nearly 25 miles (40 km) of tunnels being excavated by full face tunnel borers. In addition a number of access tunnels and cross cuts are to be excavated by conventional methods.

The City of Toronto's Coxwell Bypass Tunnel is currently being constructed by North Tunnel Constructors (NTC) ULC, a joint venture of Jay Dee Canada, C&M McNally Tunnel Constructors and Michels Canada. This project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five 20 meter diameter storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. 120 m of Starter tunnel and 70 m of Tail tunnel were excavated with roadheaders to help with the launch of the TBM and as part of the contract base scope work. JayDee Canada in Collaboration with Everest Equipment Co. developed an innovative approach to design and build a stand-alone Ring Machine Erector nicknamed Enterprise to erect precast segmental lining in Starter and Tail tunnels in lieu of Cast-In- Place concrete. This paper describes the design and provides feedback on the innovative procedure used to install the rings.

Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

Flow rate into the thickener or clarifier a) As the flow rate increases into the thickener or clarifier ?retention time? decreases which causes a greater affect hydraulically on the settling solids. So as the flow rate increases it will generally mean an increase in flocculant dosing rate. b) As the flow rate decreases into the thickener or clarifier the retention time increases which reduces the hydraulic affect on settling, improving settling rates. This will generally mean that as the flow rate decreases, we will decrease the flocculant dose rate.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977, that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

Ventilation is an essential part of any underground mining operation. It provides fresh air for workers and machinery, keeps up an adequate mine climate and dilutes and dissipates noxious gases. Possible changes in the economic environment for mining in the future, e.g. increasing energy costs, will necessitate optimization of distribution of airflow within most mines. This paper discusses the scientific set-up for measurements as well as the behavior and influence of parameters of ventilation according to airflow distribution under consideration of technically possible set-ups of mine fans. This study was done in an underground mine with a flat seam room and pillar mining method.

Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. The studied coal mi1e is an underground coal mine located in the northern Wasatch Plateau of central Utah (Figure 1) . Since operation began in 1981, in situ stress conditions have been encountered which differ from the assumed conditions utilized during early mine design efforts. Geologic structures also varied somewhat from those projected during initial geologic interpretations of the area. The encountered geologic conditions combined with the unusual stress conditions prompted a combined study of in situ stress and stress-related geologic structures. The study was conducted in two phases, with phase 1 consisting of detailed underground mapping and analysis of stress-related geologic structures to determine stress orientations from which they originated; and phase 2, consisting of over- coring two sites within the mine to determine present in situ stress orientations and magnitudes. GEOLOGIC ANALYSIS Three types of geologic structures have been encountered in the mine that act as indicators of stress orientations of the geologic past. Two of these structures, faulting, and igneous dikes, are directly measurable in the mine. A third type of structure, photolineation, was detected through remote sensing methods and shoe god correlation to roof conditions in certain areas of the mine. Faults Two major orientations of faulting have been encountered in the studied coal mine, including a system of N 80 W striking normal faults and a system of N 55 to 70 W striking oblique-slip faults. Only data collected from the oblique-slip faults were used for this study due to the fact that these faults offset the N 80 W faults wherever the two systems intersect, indicating that the N 55 to 70 W system was created by a more recent stress field. Figure 2 shows locations within the mine where data were collected from seven locations along oblique-slip faults. Data collection consisted of measurement of fault plane strike and dip, fault slickenside trend and plunge, and slip direction. The data are tabulated in Table 1. The fault data were then plotted on stereo nets to determine the stress orientations present at the td of faulting (Figure 3). The determined stress orientations are 32~0 included in Table 1. The stereo net plots show average principal stress orientations of: 1) [ ] plunge 1 degree. These data suggest that the N 55 to 70 W oblique-slip faults were produced by a nearly
