Precast concrete segmental linings for tunnels have traditionally been designed with conventional steel bar reinforcement. In many cases, this has been satisfactory in service, but in others, major problems have occurred with the durability of the linings. Commonly this has resulted from corrosion of the reinforcement, mainly from chloridesin ground water, causing spalling of the concrete and leading to very expensive and disruptive repair programs. This paper discusses the relative merits of designing tunnel linings with steel fiber reinforcement to provide long-term durability, improved impact resistance and toughness for greater load capacity across joints, enhanced robustness during transportation and erection, plus improved fire resistance with the addition of polypropylene fibers. Guidance is also given in the selection of the correct fiber type, mix design and testing methods to establish the optimum dosage required and production techniques to ensure even distribution and compaction.

The U.S. Bureau of Mines investigated the selective electrowinning of Ag and Au from cyanide solutions contaminated with Cu with the goal of decreasing the amount of Cu co-deposited. Decreasing Cu co-deposited will reduce refinery costs. Direct current was applied to the cell in pulsed and square wave voltages at 0.7 A?h per 150 mL of solution. Times tested for each cycle ranged from 1 to 10,000 ms. Graphite, lead, and stainless steel were evaluated as electrode materials. Square wave e1ectrowinning at 70? C gave the best separation of Ag and Au from Cu. Applying 2.5 V during the duty cycle, 0.0 V the rest of the period, a duty cycle of 10 to 30 pct, and a period of 100 ms to 1,000 ms gave the following results: Ag concentrations decreased from 34 µ g/mL to 0.1 µ g/mL, Au concentrations decreased from 54 µ g/mL to 0.2 µ g/mL, and Cu concentrations remained almost constant at 560 µ g/mL.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. As per most other earth science engineering problems, the underground coal geotechnical environment and the way in which roof and rib support interacts with the rock mass are complex issues. While the problem should not be oversimplified (i.e., the dominant failure mechanisms or critical data input parameters should not be ignored), without question judicious simplification is at the heart of all good engineering design. Engineers play a vital role in supplying the world with solutions and products; however it is crucial that engineers make practical and readily useable contributions. One way to ensure this is to employ simplification in the engineering process.

Radiation exposures in Uranium operations may result from external beta-gamma radiation emitted by Uranium and its progeny, internal exposure to alpha and beta radiation due to the inhalation and ingestion of Uranium ores, Radon gas, and Radon progeny in mine, mill, and laboratory atmospheres and from the contamination of environmental working surfaces and clothing by Uranium-bearing compounds and ore. This paper summarizes occupational experience with reference to the exploration, surface mining, underground mining, milling and transport of Uranium by one company in the U.S. and Canada.

A virtual reality approach is presented that can aid entities such as mining companies and land use planners in communicating a visual understanding of a mining operation to interested stakeholders, citizens? groups, and public committees. These visualizations are particularly useful in permitting, production planning and mining closures, contributing to accurate communication and evaluation of mine plans, ultimate land use and evaluation of potential design options A case study is presented, that was created using commercially available virtual reality tools, to emphasize the benefits of visualization technologies in the sustainable development of mineral resources.

The purpose of this study is to investigate the index-mechanical properties of igneous rocks by using the electrical resistivity method. Electrical resistivity, index (P-wave velocity, dry density, and porosity), and uniaxial compressive strength values of 48 different igneous rock samples were measured in the laboratory. Simple regression analysis was performed between index-mechanical properties and electrical resistivity values. Strong exponential and logarithmic correlations were found between electrical resistivity and the index-mechanical properties of the igneous rock samples.

Fluid energy grinding, or jet pulverization, refers to the process of entraining solid particles in high velocity gaseous or vaporous streams and reducing their size by impact and attrition against other particles or some sort of target. Since all desired size reduction is not achieved in one pass through the zone where energy is applied, some form of classification is necessary to return oversize particles to the grinding zone for further size reduction. Applications Fluid energy mills have normally been used to produce products where the particle size is basically finer than 325 mesh. Products having particle size distributions with a maximum size of 4 or 5 µm, and with a high percentage finer than I µm, can be produced using fluid energy mills. More recently, some fluid energy grinding units have been applied economically to produce ground products with 1 or 2% coarser than 200 mesh. It is also possible to consider usage of a jet-pulverizing zone, without the usual integrated air classi¬fier, operated either in open circuit or in conjunction with a screen. Feed sizes to be delivered to the fluid energy mill depend on the material involved, the type of jet pulverizer used, the finished product size requirement, and the upstream process. In some units feed sizes up to l in. or larger can be accepted, but practical economics usually require the starting material to be -4 mesh or smaller and some pulverizers are typically fed at 20 mesh top size. It is not unusual to find feed materials at essentially -325 mesh when extremely fine products are needed, since capacities are improved with finer feeds. Conventionally the fluid energy grinding process has been used for relatively soft and nonabrasive materials. This includes very low¬melting-point and temperature-sensitive materials or coatings, since there is no measurable temperature rise during fluid energy milling. More recently, however, jet pulverizers are being used on highly abra¬sive materials such as silica, feldspar, glass, zircon, calcined alumina, coke, boron carbide, and similar materials. Since the primary energy application is by impact of particles against themselves, there is a low rate of wear resulting in a small amount of product contamination and in low maintenance costs. Usually the fluid energy pulverizer produces a more narrow particle size distribution than other mills provide, and this is useful where such a requirement exists. It is possible, within limits, to adjust classifi¬cation and other functions of the overall fluid energy system to vary the particle size distribution curve and thereby approach the broader distribution obtained from other grinding methods. By controlling the temperature, composition, and humidity of the fluid used, it is possible to incorporate other functions with the size-reduction process. These include drying or adding moisture, coating, mixing and blend¬ing, and even oxidation or reduction and other chemical reactions or their inhibition. The finished product is discharged in the fluid stream and is conveyed pneumatically to the desired point, where a suitable dust collector must be provided. Operation and Mechanical Features One of the earliest fluid energy mills is the Micronizer now manu¬factured by the Sturtevant Mill Co. Similar units are also manufac¬tured by Jet Pulverizer Co. and others. As shown in Fig. 81, the micronizer consists of a shallow circular grinding chamber with noz¬zles arranged at the outer periphery to discharge tangentially inward. Fluid (usually compressed air or superheated steam) is provided to the nozzles from a manifold at pressures normally in the range of 100-150 psig and at temperatures up to 800°F or higher, depending on the raw material, required results, and economic factors. The partial reduction of zinc ferrite to zinc oxide and iron (II, III) oxide can enhance the leaching rate of zinc. Zinc ferrite has often been found as a major component of zinc residues and electric arc furnace dust. The Waelz process is an existing process for zinc ferrite processing, which requires a temperature of more than about 1200 °C to produce Waelz oxide containing ZnO. Since zinc residues have been deemed as a potential way for the extraction of zinc and other critical metals, it is important to analyze the reaction kinetics in the temperature range of interest. This manuscript discusses the chemical kinetics of zinc ferrite reduction by hydrogen gas. Several researchers studied the reduction of zinc ferrite with CO; however, unlike CO, the use of H2 gas as a reductant allows partial reduction of zinc ferrite even at low-temperature range (400–600 °C). Thermogravimetric analyses (TGA) experiments were performed in the temperature range of 300–700 °C with 10% and 30% H2, and the data obtained was analyzed using the isoconversional method of kinetic analyses. The standard models used for isoconversional kinetic analysis were chosen from literature and experimental data were fitted to determine the controlling mechanism and calculation of kinetic parameters of reduction of zinc ferrite. The rate of reaction was found to be increasing with an increase in temperature and partial pressure of H2 gas. The reaction could be divided into three stages, where reaction interface contraction was found to be the controlling mechanism at the initial stage of reaction. As the reaction proceeds, product layer thickness increases, and thus, diffusion was found to be the controlling mechanism. Roasting products obtained from TGA experiments were also characterized using a scanning electron microscope (SEM) to verify critical morphological details.

In 1986 the U. S. Bureau of Mines (USBM) embarked on a major research effort to develop technology that can substantially reduce worker exposure to face hazards simply by relocating the equipment operators to an area of relative safety. This reduced exposure mining system (REMS) research effort enhances the USBM ongoing health and safety research efforts to reduce and control dust and noise and to reduce accidents through training and better mining practices. This paper reports progress of the research that is developing and will demonstrate the technologies required for the computer-assisted tele-remote operation of continuous mining machines, haulage systems, and roof bolting machines.

Automation and robotics are the keys to new intelligent autonomous mining systems that can remove operators from hazardous and stressful mining environments and provide the tools for greater productivity. This paper presents the components necessary for an Intelligent Task Control System (ITCS) for machine control in dynamic unstructured mining environments. In particular, the design details of a controller for an automated excavator are developed. The excavator controller uses fuzzy logic to interpret forces and torques gathered from a wrist mounted force/ torque sensor during the excavation process. This approach enables the transfer of human heuristics and expert knowledge to the controller. Several excavation tests using the fuzzy logic controller are described. These experimental results represent the first step toward an integrated approach that uses force/torque, vision and other sensor data to perform generic tasks in uncertain mining environments.

The aim of this study is to synthesize hydrated compounds of calcium silicate (tobermorite) using as siliceous source perlite milling process wastes, containing more than 70% of SiO2. Calcium silicate hydrates are mainly used for construction of lightweight building materials, plasters, tiles and filters. The effect of temperature, time and particle size of perlite on the quality and composition of the solid product was studied. The solid products were characterized by X-ray Diffractometry, Differential Thermal Analysis and the amount of Acid Insoluble Residue. The synthesis of tobermorite was per-formed by the hydrothermal treatment of perlite waste with a saturated calcium hydroxide solution at a molar ratio CaO/SiO2 of 1, liquid to solid ratio 10 mL/g and 1% w.t. NaOH addition. Three experimental sets were performed. In the first series of experiments the synthesis temperature was kept constant at 205°C while the synthesis time varied from 0.5 h to 24 h. In the second experimental series the synthesis time was kept constant at 2 h while the temperature varied between 150°C and 245°C. In the third experimental set the temperature was 205°C and the reaction time was 2 hours and two perlite waste size fractions were used, a coarse (d50=18 µm) and a fine grained one (d50=8 µm). Reaction products consisted of semicrystalline calcium silicate hydrate (I) and crystalline Al-substituted tobermorite or a mixture of both. An isomorphic Si4+ ions substitution with Al3+ ions in the hydrated calcium silicate lattice was detected by thermal analysis. The experimental results show that good quality crystalline Al-tobermorite can be produced after 6 hours of autoclaving at 205°C or after 2 hours of hydro-thermal treatment at 225°C. Generally, the in-crease of synthesis temperature or time favors the crystallization of calcium silicate phases and enriches them in aluminum. The use of fine grain size perlite is more efficient for the hydrothermal synthesis of calcium silicate hydrates.

The problem of estimating pillar capacity in coal mines has motivated development of a variety of empirical equations. Most of these equations have arisen from experience and a very limited set of measurements that have, necessarily, been focused on particular regions or coal fields. Their applicability is often limited to a specific range of pillar sizes. This is of particular concern in the design of large gateroad pillars and small barrier pillars between panels. The result has been a variety of equations and equation coefficients that can calculate load estimates to size pillars. Inclusion of these equations in more sophisticated loading models, such as boundary element methods (e.g. LaModel and MULSIM) has been hampered by absence of a function that describes specific variation of coal strength within the pillar. A singular exception, to our knowledge, is a function corresponding to the Bieniawski pillar strength equation. Because of this, it is the only coal strength criteria inherently available in most boundary element models. This paper presents a general method for deriving local coal strength, as a function of distance from the pillar rib, for an arbitrary pillar strength equation. Integration of this function provides the strength of pillar regions, or cells, needed for boundary element models. The method is demonstrated for the Bieniawski, Maleki and Holland-Gaddy equations. The Maleki and Holland-Gaddy equations contrast strongly with Bieniawski as strengths are extrapolated to large pillars and barriers. This development provides a tool for incorporating any of the proposed empirical equations into a boundary element model, thereby allowing the analyst to choose the most appropriate equation for a particular region, coal seam and/or pillar size.

The Slippery Rock Watershed Coalition was organized to restore a 70 km2 portion of the headwaters of the Slippery Rock Watershed in northwest Pennsylvania. Thirteen passive treatment systems have been installed with engineering and funding provided by private industries, county government and the Commonwealth of Pennsylvania. In addition, experimental systems have been installed at the Jennings Environmental Education Center which, in addition to monitoring the systems installed within the watershed, provide an array of educational and research opportunities for secondary, college and university students. The coalition sponsors an annual seminar for students to present the results of their research and field trips for public officials and private citizens to learn how public and private partnerships work together to restore the Slippery Rock Creek watershed.

The elimination of ultrafine (<10 µm) clay particles is essential to the treatment of abandoned coal-washing plant tailings for the recovery of the remaining coal fraction by enhanced gravity processing. Effective hydrocyclone classification is required to remove this fraction. The highly variable composition and particle size distribution of such wastes creates significant difficulties in the operation of hydrocyclones for such classifications. Hydrocyclone laboratory investigations and their plant setup require lengthy or time-consuming tests. The use of empirical models of such classifications frequently requires modification to correspond to actual operating conditions. Results of the evaluation of computational fluid dynamics (CFD) modeling to predict hydrocyclone classification of coal-washing plant tailings are presented. Results of the standard k-epsilon turbulence, SSG turbulence and large eddy simulation CFD models are compared with the results obtained from analyzed hydrocyclone classifications. The CFD models tested are shown to be very effective in the simulation of hydrocyclone classifications for the determination of the classification particle size and adequate for determining the efficiency index values for many applications. The large eddy simulation model was identified as the most precise, but it is recommended that all three models be improved simulations of classifications above and below the classification particle size.
