Extensive exploration is being undertaken throughout the world in search for heavy minerals, particularly rutile and other titanium minerals. The federal government is sponsoring research involving rutile ores and recovery of stockpile-grade concentrates from domestic sources. Producers are being forced to turn to deposits with a heavy mineral content as low as 0.50% (essentially rutile and zircon). The North Carolina State University Minerals Research Laboratory investigated the possibilities of recovering heavy minerals from the amine tailings of the Texasgulf Inc.'s phosphate plant at Aurora, North Carolina. One laboratory beneficiation procedure using gravity, electrostatic and magnetic processes, resulted in the recovery of 78.7% of the heavy minerals in the amine tailings. Based on this percentage recovery and the present rate of phosphate mining, approximately 13,000 tons per year of heavy minerals (principally ilmenite and zircon) with a potential value of approximately $1,045,000 (1977) could be recovered. The economic potential for recovery of these heavy minerals appears to be favorable. A flotation procedure for up-grading the heavy minerals content in the amine tailings has been developed at the Laboratory, which could allow for concentration of heavy minerals and storing them in tailings area other than main tailings for future processing.

The leaching behavior of rhenium in ammonium iodide solutions with iodine as oxidant has been studied. Experiments were carried out in an autoclave. The effect of stirring speed, temperature, pH of the solution, iodine and iodide concentrations on the dissolution of rhenium was investigated. It was found that high temperature and high pH of the solutions were essential for the efficient leaching of rhenium. The dissolution rate was found to be dependent upon the concentration of iodine and iodide. It was concluded that the dissolution of rhenium under the conditions studied was controlled by mass transfer of iodine with an apparent activation energy of 15.77 kJ/mole.

Research is probably the least understood and the most underrated or overrated, depending on the circumstances, function of the corporate enterprise. Some companies become engaged in research because they consider it to be vital to their very existence, others in order to develop new business, and some with no clearer objective than to keep up with the competition. Whole new industries have resulted from research activities, such as the Xerox copier, the transistor, the computer, and have affected considerably our way of life. Companies have prospered or perished by pursuing the successes or failures of their research organizations. However. despite the tremendous effect that research has had on our modern civilization and the billions which are spent on it annually, we have not as yet been able to develop many hard and fast rules as to how to conduct it effectively and to a successful end.1 This section discusses the role of research in the United States and in the mineral industry and describes a few of the criteria and guidelines which have been developed to assist in increasing the probability for success in industrial research. Broadly speaking, the purpose of industrial research is to make a significant contribution to the long-term viability and the profitability of the sponsoring company. The sum total of technological developments has been a principal factor in establishing the United States as a world leader and the controlling element in the nation's balance of trade with foreign powers. The international aspect of most mineral commodities is a significant factor in the business decision-making of most domestic mining companies and should be an important factor in the operation of research and development (R & D) programs in these companies. The National Science Board has reported that in recent yean other nations have been gaining on the United States over practically the entire range of science. 2,3 On the positive side, the NSB reported a strong position for the US in the results derived from its investment in R & D. If the United States is to maintain a favorable trade balance, it must create new know-how through technological innovation in order to create new industrial products, processes, and services for which there is a global demand. As expressed by Chauncey Starr, president of the Electric Power Research Institute, "Unlike resources found in nature, technology is a man-made resource whose abundance can be continuously increased, and whose importance in determining the world's future is also increasing."' In recent years, the greatly in- creased pressures for environmental quality and energy conservation have enhanced further the role of technical innovation in insuring the future survival of the domestic industry. Technology is the challenge of American industry, and it is a challenge which the mineral industry must also accept, for processed minerals are the very raw materials and energy on which all of industry is based, it is technology which makes a mineral deposit into an ore reserve. The Natural of Industrial R D Research is usually thought of as being either basic or applied. Basic or fundamental research is the quest for knowledge and need not have any practical objective. Applied research is the search for a solution to a particular problem and therefore has a specific objective beyond the acquisition of new knowledge. Development is the next stage to the applied research experimentation and it generally consists of larger-scale tests to establish the technical and economic feasibility of the new process or product and to provide design information for its industrial implementation. The terms research and development are usually interconnected for the good reason that in many cases it is difficult to define where one ends and the other begins. For instance, in many cases, thermodynamic, kinetic, corrosion, and other research studies, which are needed to provide design data for an industrial plant, may prod in parallel with the pilot plant activities preparatory for this plant in order to conserve time. Often the final stages of a development project may involve the trial production of a new product for markeing tests or the trial operation of a new process on a "semi-industrial" scale pilot plant. When the organization first took shape, few could have predicted that a small gathering of women would grow into one of the most influential organizations that would advocate for inclusion in the industry. A common problem recently encountered with the increase in the rate of input feed at Enrichment Plant 2 of the Sarcheshmeh Copper Complex is the loss of value to the tails, translating to lower recoveries. The feasibility of the direct transfer of part of the high-grade concentrate from rougher stages to an appropriate position along the circuit was studied, and two positions were proposed for direct transfer of the concentrate. One position was the feed flow into cleaner cells, and the other was the feed flow into the recleaner cell. The results indicated that transferring the concentrate from the first unit of the rougher stage to the feed flow into the cleaner cells was feasible, with no limitations, while the second position required the installation of a set of hydrocyclones. It was found that the transfer of concentrate to the proposed positions not only addressed the problem of limited cell capacity, resulting in debottlenecking of the circuit, but also improved metallurgical separation efficiency up to 1.4%.

The health and safety of employees, efficiency of the operating system and production are paramount goals in underground coal mining. The section foreman assumes responsibility for making his part of the total system function to meet these goals. However, section foremen often have not been prepared to assume the full range of their responsibilities upon becoming a supervisor. This discussion addresses the full range of section foreman responsibilities and concomitant authority. Management principles that must be mastered by him are presented, and performance expectations as well as criteria for their evaluation are examined. The benefits realized from effective foreman training are discussed.

A couple of miles southwest of the town of Saltville in the western tip of Virginia is a little village called Plasterco. Gypsum has been produced in this area since about the year 1815, being originally found as small outcrops at the surface. Production in the early days was very small, and the use of the mineral was limited to that of "land plaster" or ground gypsum which was spread on the land to sweeten the soil. In the late 1800's, a small calcining plant was constructed and the production of gypsum plaster began. About this same time, the surface rock was depleted and it became necessary to begin underground mining operations in order to maintain a continuous supply of raw material. The United States Gypsum Company became interested in this property in 1909, and has operated there ever since, having enlarged the calcining mill and built a plant for the manufacture of gypsum wall-board in the middle 1920's. Production of gypsum continues from underground' mining operations, and the present mine at Plasterco is now about 1,000 feet below the surface, making it the deepest gypsum mine' in the world.

This study puts forward a virtual memory cutting method based on the prediction of AFC shape. The integrated key technologies include the generation of virtual teaching cutting curve, the height adjustment strategy of front and rear drum, cutting height adjustment strategy, the reciprocating cycle of cutting technology and so on. Through the two algorithms, SVM and ELM, the form of the next working cycle can be obtained by rolling prediction using the form information of AFC in the first several circulations. Based on the obtained dynamic fluctuation of the form in the vertical and horizontal working faces, the position and cutting information of the shearer during its operation can be controlled and predicted in advance, the memory cutting template can be adjusted and modified in time. Employing this method, the more stable, accurate and timely memory cutting of the shearer under the uneven coal seam could be realized.

The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.

The warm southwestern desert of Arizona is an ideal location for ASARCO's new Sacaton Unit. The climate of this arid region played a major role in the design considerations of the Unit's crushing and concentrating facilities. Low yearly rainfall and relatively high yearly temperatures are a combination that was taken advantage of when designing the surface facilities. The plantsite, located due west of the mine pit, is in an area originally covered with sparse desert vegetation, underlain to an average depth of 125 feet by desert alluvium. The entire plantsite area slopes gently to the southwest at approximately 1%. Ground conditions at the plantsite area were not acceptable for construction due to the collapsability of the wetted soil when under loaded conditions, Overburden from the pit area was used to form the foundation for the entire plantsite. This waste material, entirely devoid of rock, was placed and compacted to an elevation approximately 20 feet above the desert floor. Elevating the plantsite by filling with waste material not only provided an adequate construction foundation but also eliminated the possibility of flooding from run-off in the surrounding desert areas.

However, automation changes the tasks performed by people and may introduce new tasks. For the system to function optimally, these tasks must be designed taking human abilities and limitations into account. Humansystems integration refers to systems engineering processes that ensure that human-related issues are adequately considered during system planning, design, development, and evaluation. During procurement of automated systems, a human-systems integration program plan should be prepared that describes the human-systems integration activities that will be performed to address each of the six core domains of human-systems integration: staffing, personnel, training, human factors engineering, safety, and health.

The Metropolitan St. Louis Water District’s Project Clear is a 28-year program targeting wastewater capacity throughout St. Louis, MO. The extensive program includes the Jefferson Barracks Tunnel, running parallel to the Mississippi River at 2 m ID and 5,400 m long. A rebuilt Robbins Main Beam TBM began boring but hit challenging conditions about 2,400 m in, including water inflows. A larger 4.1 m Robbins Main Beam machine will complete the remaining 3,050 m in limestone, dolomite, and shale. The TBM will utilize a high-powered, high breakout torque cutterhead along with enhanced 360-degree probing & grouting capabilities to detect any karst formations.

The Office of Mine Safety and Health Research of the U.S. National Institute for Occupational Safety and Health (NIOSH OMSHR) conducted laboratory testing of a self-tramming, remotely controlled mobile Dry Scrubber (DS) that J.H. Fletcher and Co. developed under a contract with NIOSH OMSHR to reduce the exposure of miners to airborne dust. The scrubber was found to average greater than 95 percent dust removal efficiency with disposable filters, and 88 and 90 percent, respectively, with optional washable filters in their prewash and post-wash test conditions. Although the washable filters can be reused, washing them generated personal and downstream respirable dust concentrations of 1.2 and 8.3 mg/m3, respectively, for a 10-min washing period. The scrubber’s velocity-pressure-regulated variablefrequency- drive fan maintained relatively consistent airflow near the targeted 1.42 and 4.25 m3/s (3,000 and 9,000 ft3/min) airflow rates during most of the laboratory dust testing until reaching its maximum 60-Hz fan motor frequency or horsepower rating at 2,610 Pa (10.5 in. w.g.) of filter differential pressure and 3.97 m3/s (8,420 ft3/min) of scrubber airflow quantity. Laboratory sound level measurements of the scrubber showed that the outlet side of the scrubber was noisier, and the loaded filters increased sound levels compared with clean filters at the same airflow quantities. With loaded filters, the scrubber reached a 90 dB(A) sound level at 2.83 m3/s (6,000 ft3/min) of scrubber airflow, indicating that miners should not be overexposed in relation to MSHA’s permissible exposure level — under Title 30 Code of Federal Regulations Part 62.101— of 90 dB(A) at or below this airflow quantity. The scrubber’s washable filters were not used during field-testing because of their lower respirable dust removal efficiency and the airborne dust generated by filter washing. Field-testing the scrubber with disposable filters at two underground coal mine sections showed that it could clean a portion of the section return air and provide dust reduction of about 50 percent at the face area downstream of the continuous-miner operation.

The importance of "Mineral Pigments" can best be shown by noting that the world production is estimated to be in excess of 47 billion kilograms (52 million st). This quantity if pack- aged in the common 22.6 Kg (50 Lb.) bag and placed end to end would circle the world over 500 times. This world production figure is based on a broad concept that pigments, extenders, and fillers have essentially similar functions. The U.S. National Institute for Occupational Safety and Health (NIOSH) uses light-scattering real-time dust monitors (nephelometers) in its research to develop dust controls to reduce respirable silica dust overexposures in miners. Recently, the model 1500-pDR, an active nephelometer (i.e., with cyclone and pump configuration), was introduced by Thermo Scientific. Testing was completed to ensure compatibility with the metal/nonmetal mine dust personal sampling unit (M/NMDPSU). Results of testing demonstrated that gravimetric concentrations measured from the 1500-pDR are comparable to the gravimetric concentrations measured using the M/NMDPSU, without need for correction, under commonly observed dust loading conditions.

Selection of a plant site is becoming increasingly more difficult and important, mainly due to advances in technology, antipollution laws and changing economic, social and community conditions. Discussion falls naturally under three headings: economic considerations, terrain considerations and environmental considerations. Aside from acquisition of surface rights, problems having to do with terrain, or topography, usually can be dealt with by management alone. Economic considerations largely involve decision-making by management plus negotiations with government regulatory agencies acting under set rules. Environmental considerations, such as air and water pollution, townsites, housing, schools, noise abatement, appearance, surface rehabilitation and the like usually are under the control of federal, state or municipal bodies with a large degree of decision-making. Successful solution of environmental problems often requires lengthy negotiations, during which public relations by the mining company play an important part. Existing union regulations or customs may confine decision- making and the establishment of wage rates, working conditions and regulations. These usually require considerable planning and negotiation. Initial production often is delayed by formal negotiations involving environmental considerations. Surface facilities usually can be divided into two broad categories: those for concentrating ores--such as gold, silver, base metals, low-grade iron ore and potash-which should be close to the mine to reduce ore-transportation costs to a minimum, and those where the ore is shipped elsewhere for treatment, such as direct-shipping iron ores, complex high-value ores requiring specialized treatment and ores from which special products are derived for local markets. The long-term aspects of plant-site selection too often are given no or insufficient consideration because of immediate financial limitations. As a result, additional capital expenditures may be required later for relocation of townsites, roads, railroads and plants to provide additional room for extension of open-pit operations, tailings disposal, storage, or danger to foundations through underground subsidence or open-pit mining. In the past, hillside sites for concentrating plants were preferred to take advantage of gravity-feed methods The modern trend, however, is to place as much equipment as possible on approximately the same level. Some costs relating to plant sites are included in this section. They are ranges as of the year 1970, and are offered only as general guides. Such costs will vary widely with geographical location and, of course, are subject to escalation due to increases in wage rates and cost of materials. Modern business practice dictates that in order to ensure the economic optimization of investment, the size of any investment venture must be such that every increment of capital invested in such a venture yields at least a corporate minimum acceptable rate of return. This practice is based on the premise that alternative investment opportunities capable of yielding the minimum corporate return are immediately available. If a mining corporation is to make the maximum use of its investment funds, any capital investment in a mining property must comply with the above practice. The most important parameter in estimating ore reserves is the cut-off grade which is used to separate material into ore or waste. The cut-off grade is calculated on the basis that material of cut-off grade produces sufficient revenue to cover the estimated costs of mining and processing through to sales, including depreciation and produce a pre-determined profit. Ore reserves so estimated are adequate for determining the magnitude of an orebody but do not provide a sound basis for determining plant size and therefore capital investment in a new property or for expansion consideration on an existing property. From a financial analysis of this one ore reserve it is impossible to ascertain whether each increment of capital investment is providing the minimum acceptable rate of return, Other difficulties associated with the calculation of a cut-off grade including the determination of depreciation and the amount of pre-determined profit to be included in the cut-off grade calculation are outlined in the text. The proposed solution to determine optimum ore reserves and plant size for new properties avoids the complication of calculating a cut-off grade by computing a series of ore inventories using arbitrarily selected cut-off grades. A comparison of the cash flows generated by production from such ore inventories using incremental financial analysis clearly indicates the ore reserve and plant size which will best serve the corporation's investment and metal production goals. Incremental financial analysis of a corporation's operating mines and prospects assists management in assessing the comparative expansion and investment possibilities of each property for increasing or maintaining metal production on a long term basis.

Environmental Impact Assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another evaluation system becoming increasingly more common for proposed projects is the Environmental, Social and Health Impact Assessment (ESHIA). An ESHIA differs from an EIA for its more comprehensive and inclusive approach to evaluate potential impacts on public health, and its ecosystem services approach to assessing biodiversity impacts. An ESHIA may also be required by certain lenders for financing major projects. Conducting an ESHIA for a proposed mining development is not without its challenges, with costs, scheduling, regulatory concordance and other constraints to be considered. This paper examines some benefits and challenges of ESHIAs and summarizes lessons learned using a case study approach.

The Flotaire Flotation Cell is a simple, efficient hydraulic/pneumatic Flotation Cell that has no moving parts. It is normally used in conjunction with a surfactant (frother) in which case the combination is known as "The Flotaire System". On many ores, metallurgical efficiencies are substantially increased and operating costs reduce. For example, in floating phosphate rock, it is not unusual for BPL recovery to be increased more than 10%, the major increase being due to floating coarse phosphate, up to 14 mesh, and the difficult to float phosphate. Substantial improvements have also been made on coal, mica, vermiculite, kaolin, barite, copper, etc.
