Under various state laws enacted mostly within the last 20 years, reclamation requirements and standards for hard-rock mining operations have been established virtually everywhere in the western United States. Unlike the uniform and detailed coal mine reclamation requirements under the federal Surface Mining Control and Reclamation Act ( "SMCRA" ) and state programs mode led after SMCRA, the various state law hard-rock mine reclamation requirements are based upon a variety of objectives, and therefore are subject to varying standards from state to state. While the diversity of reclamation requirements complicates the determination of what reclamation measures will be required at any particular mine, there are valid reasons for this diversity. There are dozens of different commodities mined in the United States, and mining methods are different for each commodity. Local natural conditions such as climate, precipitation, geology, hydrology, and biology vary widely across the county. Site-specific conditions also affect mining and reclamation methods. Also, factors such as economics, land use, and environmental protection issues receive different priorities in different states and communities within those states. State reclamation requirements in general provide the flexibility to consider site-specific circumstances, allowing operators to design and engineer the best reclamation measures for each mining site. To the mine developer or manager, reclamation requirements must be translated into design, operational, and closure measures for mine planning. Each of these measures must then be assigned additional costs to be factored into the economic decisions for a particular mining operation. On a broader level, reclamation costs must be factored into decisions such as where to invest in exploration and mine development. The purpose of this paper is to provide a summary of the state non-coal mine reclamation requirements in twelve western states. This summary comparison may be useful as a starting point in considering how local reclamation requirements will impact potential mining costs.

Metallurgical Accounting in the mineral processing industry transforms accumulated process data, including flow rates and assays, into a coherent information format. This is used to rapidly provide production reporting and key performance indications. A fully comprehensive and coherency of available data must be a component of any system expected to accomplish reconciliation in the mass balancing process. Quality issues are thus improved with such desired methods via a mass-balancing engine utilizing the results of measurements acquired by various on-line sensors, analyzers, and sophisticated laboratory equipment. Metallurgical Accounting, when accomplished through such an engine, provides high value information in a simple, straightforward, and simplified manner. Exceptional utility is then transparently available to authorized personnel for access to metallurgical accounting reports, production reports, mass balance results, performance indicators, and so on. This paper discusses how such information can be used to "drilldown" into each result set by consulting the data hierarchy to evaluate and validate calculations and input data used to produce the specific results being queried. The power of such a system resides in the full and true integration of all production and laboratory data. What is integrated are the data thus acquired via a single user interface, a single database, a single configuration tool, etc. From this comes the derivation of contextual information and its maintenance. It is possible to reduce metallurgical accounting and production reporting from possibly hours or even days to a matter of minutes. The result is maximization of information reliability and availability from masses of otherwise discrete and difficult to access key data.

There are certain site-specific geological and physical features of a rock mass which control its behavior under the dynamic stresses induced by the action of explosives. It is essential that blasting technology be adapted specifically to those features. There does not exist a single, simple "right" way for each type of blasting operation, but rather each operation must be custom-designed for each site. When this is done, it is often possible to produce unusual but highly desirable end resglts, such as undisturbed narrow rock walls, monoliths and square benches. Although the techniques illustrated here were developed specifically for "sculpture blasting", the geomechanics principles would apply to other types of blasting control, both large-scale and small-scale. Because the techniques are designed more for the purpose of modifying the site responses which would ordinarily be expected than they are to developing new "blasting formulae?, the name "Modified Site Response Blasting" will be used.

This paper focuses on the use of an integrated mine planing software package entitled "REMINE" which was constructed to provide a project evaluation tool for analysis of remining projects. Coal remining constitutes the affecting of sites which have had a past history of mining and have a pre-existing pollutional discharge. Such sites require a Best Professional Judgement (BPJ) analysis. The program was written to provide such an analysis with flexibility in the mine plans which can be analyzed. The process required for a BPJ analysis will be detailed and mine plan simulation performed to demonstrate the analysis.

A major problem in future discoveries of base metals is their "explorability". By this I mean an exploration program must be designed that assures accurate assessment of the potential for ore, but is within reasonable budgetary constraints. As we are compelled to depend more and more on non-outcropping prospects, "blind" deposits, and as drilling costs multiply, the costs of exploration increase significantly. Solutions to the problem of defining exploration targets are influenced by our conceptions of the origin and recognition o f conditions that localize ore. The maxim that "elephants should be sought in elephant country" presumes we can recognize elephant country. This paper presents a suggested origin for some mineral deposits, and their controls; particularly those termed ?Mississippi Valley type". Tennessee is used as an example of the ideas offered. Mining districts designated "Mississippi Valley type" are, and have long been, the principal sources of barite, fluorite, lead and zinc ores in the United States and elsewhere throughout the world. A large volume of literature is available describing this class of ore deposits, explaining their habitat, and invoking genetic models for them. The quality of this literature is notably uneven, some of it demonstrably erroneous, and much of it is restricted to detailed descriptions of one aspect of the problem, or to detailed descriptions of one aspect of the problem, or to a single mine, or even a single stope. Stability assessment of entry roofs is an essential precursor to all underground design. Both multi-seam interaction and longwall mining can subject entries to radical changes in the surrounding stress field. Such loading changes frequently produce instability and failure in the roof, floor and pillars. Roofs are shown to be vulnerable to stress-induced failures, particularly when the load is unsymmetrical. To predict the effects of changes in stress field, roof failure conditions under increasing loads were studied using finite element analysis and body loaded photoelastic models. A large range of geologic conditions were evaluated and incorporated into the model using Monte Carlo methods. Entry analysis using the model showed the roof to be particularly vulnerable to shear with the location of the failure site changing to meet loading and geologic conditions. Results were correlated with field data to determine stress levels at which failure could be expected to occur. Based on this research a roof stability model SESAME was constructed for roof stability evaluation under specified loading conditions.

This paper is intended to give the reader an update on the work being done at the Mackay School of Mines about the fate of cyanide on precious metals mill tailings waste. During the last two years several tailings impoundments have been sampled and analyzed for total and free cyanides. From our sampling program we are beginning to learn valuable information concerning the fate of cyanides in precious metals mill wastes. Included in this paper is a detailed description of our sampling and analytical techniques. Also, some of the data obtained from five sites are given.

"Macro synthetic fiber reinforced concrete or shotcrete is seen by many design engineers as offering a viable alternative to steel reinforcement in tunnel linings. The technology is now commonplace for primary and permanent ground support in both mining and civil tunnel applications. It has for instance become the standard form of reinforcement in the Australian mining industry, and has been used for a majority of permanent tunnel linings in recent tunnel construction in Norway. Similarly, macro synthetic fibers are becoming a standard solution for the initial lining in the USA.The use of macro synthetic fiber offers innovative solutions, yielding robust and sustainable tunnel lining designs. Citing recent research and actual projects, this paper presents state-of-the-art design considerations for fiber reinforced tunnel linings relating to structural and long-term performance. Topics include seismic resistance, crack width control, corrosion and durability, as well as sustainment of performance with age.INTRODUCTIONMacro synthetic fiber reinforced concrete (MSFRC) and shotcrete (MSFRS) has reached maturity as an engineered material and is widely used in all forms of tunnel linings, for temporary as well as permanent ground support in both, mining and civil tunnel applications. In the Australian underground mining industry, it became the standard form of reinforcement, where 2014 literally marked the end of steel fiber use in shotcrete [1], and has been used for over 80 percent of permanent tunnel linings in recent tunnel construction in Norway. Similarly, macro synthetic fibers are becoming a standard solution for tunnel initial linings in the USA. Recent examples in civil tunneling are the Devil’s Slide Tunnel and Caldecott Fourth Bore Tunnel in California or the Anacostia River Tunnel Intershaft Connector Tunnel in Washington D.C. In addition, an increasing number of tunnels are adopting shotcrete permanent linings using macro synthetic fibers. Examples include the A3 Hindhead tunnel near Guildford in the UK and the North Strathfield Rail Underpass in Sydney, Australia [2, 3]."

The Red Dog Operation is located in northwestern Alaska at Latitude 68°, 100 miles north of the Arctic Circle and 50 miles inland from the Chukchi Sea. The orebody was acquired by the NANA Regional Corporation, (an Alaska Native Corporation established by the Alaska Native Claims Settlement Act of 1971), in 1980 in their land selection. In 1982 Cominco American and the NANA Corporation signed a development agreement and Cominco Alaska Inc., a wholly owned subsidiary of Cominco American, was formed to manage the Red Dog Project. An extensive exploration program in 1980 -1982 outlined a mineral inventory of 85 million tons, at a grade of 5.2% Pb, 17.1 % Zn, and 2.4 oz/ton Ag, which makes the Red Dog the second largest deposit ever discovered. Broken Hill, in Australia, is the only zinc orebody which was originally larger than Red Dog. The design of the facilities is to process 2.1 million tons of ore annually, which will produce 560,000 tons of zinc concentrate, 100,000 tons of lead concentrate and 50,000 tons of bulk lead/zinc concentrate.

This study focused on joint interpretation of the aeromagnetic and radiometric data to allocate and describe the structural elements and mineralization zones such as uranium, gold, and sulfide in the Gebel Umm Tineidba and its surroundings, Eastern Desert, Egypt. The study region is covered by exposures of Precambrian rocks such as gneisses, migmatites, ophiolitic mélange, metavolcanics, younger granites, and Quaternary sedimentary covers. The application of the total intensity magnetic and reduced-to-pole maps, power spectrum, analytic signal, tilt-angle, and local wavenumber maps helps in recognizing magnetic sources distribution, lineament features, and mineral zones delineation. The obtained results indicate that the depths of the deeper NE–SW, NNE–SSW, and N–S trending structures extend from 400 to 1750 m and shallower ones range from 100 to 400 m. Finally, the main trends of these structures affect the probable mineralization zones.

On June 14, 2023 Jay Dee Contractors’ Tunnel Boring Machine (TBM) “Phoenix” holed through and completed mining the second drive of the I-75 Segment 3 Storage and Drainage Tunnel. Completion of the tunnel came only after overcoming several challenges, including a groundwater intrusion event which deposited thousands of cubic yards of wet ground material into the tunnel. This paper will discuss the events which delayed completion of the tunnel by over nine months, the risk management and construction approaches assumed by the Design-Build team during bid, several challenges faced by Design-Build teams when building stormwater resilience tunnels using traditional Department of Transportation standards, and recommendations for improving risk allocation and proposal documents for future similar Design-Build tunnel projects.

Mine equipment fires remain as one of the most concerning safety issues in the mining industry, and most equipment fires were caused by hot surface ignitions. Detailed experimental investigations were conducted at the National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Mining Research Division on hot surface ignition of liquid fuels under ventilation in a mining environment. Three types of metal surface materials (stainless steel, cast iron and carbon steel), three types of liquids (diesel fuel, hydraulic fluid and engine oil) and four air ventilation speeds (0, 0.5, 1.5 and 3 m/s) were used to study the hot surface ignition probability under these conditions. Visual observation and thermocouples attached on the metal surface were used to indicate the hot surface ignition from the measured temperatures. Results show that the type of metal has a noticeable effect on the hot surface ignition, while ventilation speed has a mixed influence on ignition. Different types of liquid fuels also show different ranges of ignition temperatures. Results from this work can be used to help understand equipment mine fires and develop mitigation strategies.

1. INTRODUCTION According to the classical economic approach of the open market economy, copper supply should be regulated by market forces which are (a) demand and (b) prices. In fact, demand is of primordial importance because prices are a reflection of supply-demand balance: they go up in times of shortages of supply and down when over-supply situation exists. In the past few years, this basic mechanism of market economy has been under pressure from a number of non-market forces, such as social and monetary problems of sane important copper producing countries; structural changes in copper mining companies through mergers with oil companies; and other factors which greatly contributed to distortion of the basic supply-¬demand equation. As a result, we have faced in the last three years a situation of oversupply rarely seen in the past, with a catastrophic fall in copper prices, huge losses at mines and unprecedented indebtedness of copper producers. This has deep repercussions in the copper business and its future supply outlook. This is particularly so when taking into consideration that high indebtedness and high interest rates conspire against the very survival of some traditional producers. As we write this comment (July of 1985), close to one half of U.S. copper production capacity is closed down, sane of it for good, while the same precarious situation exists in Canada, Australia, Zambia, and some other primary producers who cannot face present low prices with equally low costs. The question is then what this situation means for the medium-¬term future, until the end of this decade, Particularly when taking into consideration the fact that some of the factors influencing it are of a long-term character. 2. SUPPLY-DEMAND SITUATION IN THE LAST FIVE YEARS Since the last boon year, in 1979, when world copper consumption reached a record of 9.8 million metric tons of refined copper, demand dropped to only 9.0 million tons in 1982, when the crisis bottomed out, and then steadily recovered to the level of 9.7 million tons in 1984. Meanwhile, copper production, which in 1979 was only 9.4 million tons, in spite of the fall in demand, grew to 9.7 million tons in 1981 and 1983 and only temporarily was cut to 9.4 million tons in 1982 and to 9.5 million tons in 1984. As a result of this imbalance, hugh copper stocks were accumulated with supply systematically out¬growing demand by over 2 million tons at one time. With the Western World refined copper demand running at an average of 115,000 tons per week, this oversupply was equivalent to between 15 and 18 weeks production, i.e. twice as large as normal. This was immediately reflected in very low copper prices. Another contributing factor to relatively low copper prices was the lack of speculator interest for this commodity. Between 1981 and 1984 the world experienced a very intensive period of wealth distribution, high interest rates and intensive restructuring off world economy and its industrial sector. Therefore, much of the available money was attracted to more lucrative and attractive investments rather than to the lack-luster performance of copper, and for that matter, of the metal sector in general. The much announced and discussed recovery of the U.S. economy since 1983, and particularly in 1984, with an overall growth of the GNP by 6.8% in 1984, happened to be more oriented to the service sector than the industrial sector and therefore this recovery was not adequately reflected in copper consumption nor to metals in general. This put serious doubts about the future demand for copper. Consequently copper prices failed to improve in spite of an apparent fall in stocks and a healthy increase in the demand for copper since 1982. At the time of this writing (July, 1985), although same analysts claim that the available stocks are running at about 8 weeks of supply, which are considered to be below normal, copper prices are still very low at between 65 and 67 cents per pound of copper. Open pit blasting can be a low cost routine or a high cost bottleneck depending on geology, environment and the operator's ability to master site conditions. Because blasting is a repetitive operation, there should be ample opportunity to optimize the process; but ordinarily this optimization is rarely achieved and then only if conditions remain consistent and predictable. Often, however, and particularly with porphyry coppers, hidden differences in rock characteristics nullify the operator's best efforts. At a porphyry copper deposit being mined by Kennecott Copper Corporation, there are all of the following rock types: oxidized and fresh porphyry, altered and silicified limestone, explosion breccia, rhyolite, sandstone, shale and several others. The units can cover large areas or be limited to a few tens of feet in maximum dimension. They are rarely visible on the bench surface and often do not show up in the bench slope. Even though the blastability of these rocks varies substantially, a generally-uniform blasting pattern was formerly used with disappointing results. Secondary blasting was often required and high bottoms occurred frequently; overblasting wasted drilling time, and explosives caused excessive throw. Several possible methods for improving the blast design were considered and a geophysical method was chosen for testing. There had been reports in the journals that seismic methods were being used in Europe as aids for blasting design. A literature search turned up work by Haxby 1/ on use of a refraction seismograph for measuring pit bench rock strength. Using his work as a springboard, equipment was purchased and a program was planned and carried out for developing, evaluating and implementing the seismic method for routine mine use. The penetration of rock fragments of overlying strata causes advanced ore dilution during drawing. The results of numerical and physical experiments showed that the proposed numerical simulation was applicable and the microscopic parameters of the model were reliable. The penetration under the variables of particle diameter ratio, density ratio, overlying strata thickness, and particle morphology was clarified. The penetration was quantitatively characterized by the discharge amount and the dilution rate. The experimental results showed that the diameter ratio and density ratio had a significant influence on the penetration. On the irregular shape of particles, the penetration is weakened. The overlying strata thickness had little effect on the penetration. This study could provide a theoretical basis for the full section uniform drawing, avoiding advanced ore dilution and further optimization of recovery rate.

The capability for on-line measurement of the quality characteristics of conveyed coal now enables mine operators to take advantage of the inherent heterogeneity of those streams and split them into wash and no-wash stocks. Relative to processing the entire stream, this reduces the amount of coal that must be washed at the mine and thereby reduces processing costs, recovery losses, and refuse generation levels. In this paper, new approaches for optimal control of the segregation process, using time series models and empirical distributions, are presented and demonstrated using field data.

The block cave mining method utilized by PT Freeport Indonesia (PTFI) generates fines and allows the inflow of water. Both constituents have contributed to unfavorable characteristics: an increase in ore material plasticity and fluidity. Unfavorable material needs to be monitored and managed as it passes from intermediate ore stockpiles through feeders and then to milling operations. We describe an implementation of several Video Data Analytics (VDA) algorithms on smart cameras to quantify the potential fluidity and plasticity by measuring the apparent velocity and agglomeration of material flowing through ore feeders. This approach to VDA on smart cameras is a cost effective, self-contained, solution to identify these unfavorable characteristics. The solution allows the operators to manage the related operational risks, maintain safe production and govern feeder rates when material is unfavorable, which is expected as PTFI proceeds deeper into the underground orebody

JOHN HAMRIC: Our next speakers are Richard Ghent, manager of environmental health and safety for CF Industries, Hardee Phosphate Complex, in Wauchula, Florida. Richard has 20 years' experience with environmental health and safety affairs. He has a bachelor of science degree from the University of South Carolina. With him is Daniel Warnock, who is supervisor of safety and training also at the Hardee Phosphate Complex. Daniel's experience is in safety programs and electrical training. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded. If the program is expected to go beyond compliance, what other standards should be included (e.g., ANSI standards, company management practices, lessons learned from inspections and audits, recommendations from safety committees, etc.) in the

Most magnesia, MgO, whether of natural or synthetic origin, is utilized in its dead burned or periclase form as refractory linings for the production of steel. Continued research in refractory science combined with good refractory maintenance and improvements in steel making practice have resulted in decreased use of magnesia. To make up for this loss of business producers of synthetic magnesia have started to manufacture a variety of magnesium based chemicals that are utilized in many diverse industries and applications.
