Heap leach mining requires liners in order to contain leaching solutions for both economic and environmental incentives. The use of HDPE geomembrane liners for heap leaching is discussed in this paper. Comparison is made to clay liners, with inclusion of economic considerations. Several heap leach projects incorporating geomembranes are discussed.

The oil and gas drilling industry is the largest user of "functional" industrial minerals for well drilling and completion. (Functional industrial minerals can be defined as those used for performance characteristics rather than composition.) This industry's use of industrial minerals involves complex mining, processing, and distribution of products. The cost of these products at the well site reflects the complexity of distribution to typically remote locations and the cost of service. Table 1 illustrates the use of functional industrial minerals by the drilling industry. The total tonnage shown is almost 2 1/2 times larger than the 3.3 Mt (3.6 million st) of kaolin used by the paper industry for filling and coating, another major use for functional industrial minerals. Drilling fluids are an indispensible part of a drilling operation. These fluids perform several functions simultaneously. They cool and lubricate the drill bit, remove formation cuttings, increase the specific gravity of the fluid to counteract formation fluid pressures, provide a filter cake on the wall of the drill hole to prevent drilling fluid loss to the formation, protect the porosity of producing zones, and prevent reaction of the formation or formation fluids with the drilling mud. When porosity of a formation exceeds the ability of the drilling fluid to form a wall cake, it is referred to as lost circulation. Because these fluids are being constantly formulated for changing formation conditions, they require a skilled technician or drilling mud engineer on the site at all times. Drilling fluids are composed of oil or water as the liquid phase, and industrial mineral products and chemicals to control chemical and physical properties. The basic function of viscosity and suspension result from the use of gelling clays and chemical and mineral dispersants; specific gravity of the mud is adjusted with mineral weighting agents; filtration control is maintained by clays and various natural and synthetic polymers; platey minerals and scrap products are used for controlling lost circulation in porous or fractured zones; salts are added to the mud to inhibit shale and clay swelling; chemicals are added for pH adjustment, prevention of corrosion, and as scavengers for formation fluid components. Because of the clay component, drilling muds have rheological properties different from conventional fluids, behaving as Bingham plastic fluids as opposed to the Newtonian behavior of water and oil. Newtonian fluids will begin to flow with the application of any force, however small. Bingham plastic fluids require a finite force or shear stress (yield value) before flow begins. Thixotropy is another property of clay-based drilling fluids. At rest they form a gel structure that suspends the weighting agents and rock cuttings. These gels break down when a finite force is applied and circulation is restored. At the bit where shear rates are the greatest, the viscosity or resistance to flow decreases, so hydraulic pressures and pumping costs are minimized. A drilling rig provides a means of rotating a hollow pipe attached to a cutting bit. A mud pit or tank is used for mixing the drilling mud and its components. INTRODUCTION A population of several thousand uranium miners in the Colorado Plateau region of the United States has been under surveillance since 1957 using sputum cytology and other procedures. Attempts were made to collect sputum samples annually for those miners showing normal sputum or only minor abnormalities, and on a semi-annual schedule for miners having more severe cytological abnormalities. For individuals having carcinoma in situ or malignant cells in their sputum, samples were taken more frequently. As in any human population, however, these schedules were not always adhered to, and samples were often acquired less often than scheduled. On the basis of the thousands of sputum readings that have resulted from this surveillance, one can calculate the durations or sojourn times which individuals spend in the various cytologic states into which the sputum readings are classified. This paper presents some preliminary, descriptive results concerning relationships among the cytologic state duration distributions in this population, and their associations with other variables such as radiation exposure and cigarette smoking. There are several reasons for studying cytology results in this observational setting. Of considerable interest is the opportunity to gain insight into the preclinical natural history of lung cancer. Such information would be valuable in the future design and interpretation of screening programs for the early detection and treatment of lung cancer, should this activity prove to be of benefit in experimental trials. Secondly, it is of interest to determine if some characteristic of sputum cytology readings can be utilized to determine a decision point at which to transfer a uranium miner to another job category within the industry in order to effectively reduce his probability of developing lung cancer. For example, a reading of moderately atypical cells in the sputum has been suggested as a possible decision event which would be sufficient to warrant such a transfer. In the analysis which follows, an attempt will be made to develop information relevant to these issues. The data base for our analysis, largely developed over a period of more than 20 years by Drs. Geno Saccomanno and Victor Archer, contains sputum readings classified into one of eight cytologic states: normal, metaplasia, mild atypia, moderate atypia, marked atypia, suggestive, suggestive-equivocal, and malignant. The two suggestive states will not be considered as these categories seldom contain enough observations to generate meaningful results. The duration in a given cytologic state for a given individual is calculated as the sum of the intervals between consecutive sputum readings in that state. When two consecutive readings are in two different states, half the between-readings interval is assigned to each of the two states. Among all individuals in the data base, only those having at least two sputum readings are used so that a duration can be calculated. Furthermore, the analysis is limited to individuals whose successive readings are no more than 24 months apart, so as to focus on a population which was under surveillance on a reasonably regular basis. RESULTS The overall distributions for the cytologic states are displayed as histograms in Figures 1-3.

The methods of evaluation of industrial minerals occurring on Federal lands have different meanings if the evaluations are done by a company rather than a government agency. For example, when the Bureau of Land Management (BLM) conducts an examination of mining claims, this is commonly referred to as a "validity examination," whereas it is an "economic evaluation" when performed by a company. Not only is there a difference in nomenclature in these evaluations, but there is a general lack of expertise in the Federal government on industrial minerals in general. A metallic mentality still prevails in the U.S. Forest Service (USFS) and the BLM. Because of this, many validity exams on industrial-mineral deposits commonly just skim the surface concerning economics and marketability. The BLM and USFS place a high amount of emphasis on past administrative case law pertaining to the validity of industrial minerals under the 1872 Mining Law and, rightly so, on marketability, which also is heavily addressed in case law. When the BLM considers marketability, only the marketability of a particular industrial mineral for only the primary use for which it was located is considered and any value-added markets cannot be included. The BLM defines marketability based only on the value of the mineral material in its in situ or raw state, rather than value-added through processing. Another difference in the evaluation of industrial minerals by government and industry is the question of by-products. When a company evaluates a mineral material it looks at all the markets. The BLM looks only at that market for that locatable mineral for which the claim was located. In other words, sales from non-locatable by-products cannot be used to support marketability or the prudent-man rule (i.e., oversize silica sand from a glass-sand claim being sold for construction sand, road base, fill, etc.). The question of reserves also can present conflicts. An industrial-mineral company will often try to identify all the reserves available for a possible future development. They must do this for financial backing and support from upper management. The BLM, however, will limit their validity examination only to those reserves that meet the prudent-man rule and marketability tests. The BLM will validate reserves sufficient to last 25-30 years, based on available market. The development of industrial minerals on Federal lands is a difficult process, and, if the 1872 Mining Law is changed, it could become not only more challenging but also more costly. The industry must become more tolerant of the mineral specialists in the BLM and the USFS. On the other hand, the government mineral examiners must become more aware of the importance of industrial minerals in everyday living, and the economic evaluation of these materials.

Since the record year of 1981 through 1985 the tonnage of weighting materials (barite and other heavy minerals) used in drilling fluids has decreased an estimated 49%. As in the past, barite still makes up over 90% of the minerals used for weighting materials in drilling fluid. Domestic production of barite has decreased 69% since 1981 and imported barite has made up over 50% of the total barite consumed since 1982. See Figure 1 for usage of barite. The number of operating grinding plants has decreased from 69 in 1982 to 39 at the end of 1985. With the decrease in demand of weighting materials for drilling fluids and an over capacity of grinding existing, prices for weighting materials have decreased dramatically. Although the American Petroleum Institute has not changed any of the specifications for barite, some users have initiated their own new specifications and have proposed to have them included in the API specifications. The exploration for and development of oil and gas dictates the level of weighting material used in the drilling fluids industry. Most forecasters do not foresee (or predict) increases in the level of drilling until the 90's. The primary or unground barite produced in the U.S. mines has a difficult time competing with imported barite due to the location of the mines. These mines are located in North Central Nevada, with small tonnages being produced in California, Missouri, Illinois, Montana and Washington. The major reason, is the difference in transportation costs from the mines versus ocean freight rates from the foreign ports to the major area of use, the U.S. Gulf. Since 1981, the production of primary barite has decreased from 2,849,000/ST (2,584,596/MT) in 1981 to an estimated 890,000/ ST (807,403/MT) in 1985(1). If it were not for the use of unit trains by some producers the production of primary barite in the U.S. would have probably declined another 20% in 1985. During the same period, of the total amount of barite consumed in the U.S., imported barite ore increased from 417, in 1981 to 65% in 1985. The major exporting countries to the U.S. during this period were China 46.27, Morocco 15.27., Chile 10%, Peru 8.4%, India 7.9%, Mexico 5.4%, Thailand 3.9% and Ireland 2.3%.

For some time, selenate has eluded water treatment by conven­tional means such as precipitation and clarification. This has been due to the nearly universal solubility of all oxidized sele­nium species, the low levels required for surface discharge, and almost identical chemical behavior to all forms of oxidized sul­fur. The last characteristic makes selenate particularly difficult to deal with in acid mine waters where sulfate can easily be on the order of one gram per liter. Approaches such as ion exchange or reverse osmosis often tum into total demineraliza­tion schemes for the sake of removing a "trace" selenium species that may be present on the order of 108 sulfate/selenate. Reduction of selenate to selenite or elemental selenium by chemical means has been relatively unresearched. Some limit­ed success has been reported (Murphy, 1988) using ferrous hydroxide as a reducing agent; however, the reaction time as reported is too slow to be useful in a practical plant design. One significant difference between selenate and sulfate is that selenate has been discovered to be reducible in acid solution by elemental iron when catalyzed by soluble copper. Since the +4 or zero valence states of selenium are rather easy to deal with by coprecipitation with iron salts or alum, the elemental iron dis­solved in the process contributes to the overall process by pro­viding sludge upon raising the pH that can be separated by con­ventional clarification. Commercial production of selenium using copper catalyzed reduction of selenite to selenium metal via sulfur dioxide is well established, however, at the < 5 ppb requirements for surface discharge this reduction process equili­brates at levels far too high to be useful to low level selenate removal criteria. The reaction reported herein uses elemental iron for reduction of selenate with copper acting either as a cata­lyst or as a coprecipitation agent. This method, employed with conventional sludging, clarification and filtration can provide an economic method to achieve non detectable selenium (< 0.005 mg/I). Iron consumptions for the conditions tested have been on the order of 3 lbs/1,000 gallons treated. This represents as little as $0.06 or $2.00 per 1,000 gallons based on using a scrap source of iron or the purchase of electrolytic iron for the process.

HISTORIACAL INTRODUCTION Mineral processing has three principle branches, to quote Taggart, "Ore Dressing, which comprises the methods of separation of solids in inorganic crude by means which do not affect substantial chemical change; Extractive Metallurgy, which utilizes chemical reactions for separations of constituents from solids in inorganic crude; and, Fuel Technology, which employs both physical and chemical methods for separating and rearrangement of liquid gaseous and solid components in crude oil and natural gas, tar sands, shale oil, or coal." The scope of this handbook covers the first two classifications, that is, "ore dressing" and "extractive metallurgy," which have been combined in one term: "mineral processing." For a brief history of the development of mineral processing, one could well refer to the Introduction, Sec. I of the Handbook of Mineral Dressing by Taggart, Froth Flotation, Principles of Mineral Dressing by Gaudin, and the original Richard&apos;s Ore Dressing, volume No. 1, first published in 1903-1905. In these references and the references given in them a coverage of the history of "ore dressing" can be found and studied at the reader&apos;s leisure. For the history of extractive metallurgy as well as ore dressing, the bibliography in General References, taken from a History of Ex¬tractive Metallurgy by F. Habashi, will give a good background for those who are interested in more detail on the history of metallurgy in general. Mineral processing covers a very wide field as is illustrated by the topics discussed in Part II of this handbook and dates back to the early history of man which started with the production and use of native minerals such as gold, silver, copper, mercury, and meteoric iron which were washed or picked from deposits on the surface of the earth and worked because of their malleability. Later, melting was discovered and then it was possible to cast objects of these metals, excluding mercury. The discovery of a method for reducing the metal¬lic oxide probably was developed from melting fragments of oxides or roasted sulfides with charcoal, so that the native metal could be produced in simple blast furnaces such as are used today in rural parts of Spain, China, and elsewhere. Eventually, it was learned that iron could be readily worked when hot, which resulted in its replacing bronze for tools, weapons, and cutlery. INTRODUCTION Mining activity and basic geometry of open pit mines represent major obstacles in geotechnical mapping. Mining creates a constantly changing topographic base which may require corresponding updates of field sheets before mapping can proceed. The rapid pace of mining operations may also threaten removal of important geologic and engineering features before adequate base maps and surveyed control can be established. Maintaining such control during the mapping process is yet another complication. In addition, basic geometry yields nearly vertical outcrops. Access required for direct observation and measurement, essential to conventional plane table or Brunton techniques, may be impossible on such surfaces. Also, nearly vertical surfaces appear fore- shortened in plan view. This reduction in area provides little room for recording geotechnical detail. The difficulties encountered in open pit mapping can be substantially reduced by utilizing a modified form of plane table photogrammetry. This technique employs photographs taken from the ground as the base upon which details are recorded. The information is later transferred to plan maps using the plane table principal of location by intersection (Davis and Foote, 1953). Any change in topography can be accommodated by simply taking additional photographs. Proper spatial representation in plan view can be determined later when updated maps and surveyed control are available. In addition, horizontal photographs from the ground portray vertical surfaces as they are normally viewed thus providing maximum area for recording details. Any detail which can be identified on the photograph can be located correctly even though the actual feature is physically inaccessible. The technique presented in this paper was developed by the author for special applications at Kennecott&apos;s Bingham operation in 1970. The procedure was rapidly adopted for general use and has proven to be a practical tool for detailed investigation of potentially unstable areas (Zavodni and McCarter, 1976) and routine geological mapping (Richardson, 1975). Major advantages, other than those mentioned above, include: The speed and accuracy are greater than for conventional plane table or Brunton methods. The photo- graph represents a view from a station at some distance from the area being mapped. This vantage point allows evaluation of possible continuity of structures from one level to another which may not be evident at close range. INTRODUCTION In the Polish coal mining industry, the Upper Silesian coal basin has an important position. It contributes over 98% of the total coal production of Poland which reached 193 mt in the year 1979. In view of the significant urbanized area in this region as well as the industrial potential, it is important to protect the surface by stowing the mined out underground workings. Approximately 18% of the total production is mined from longwall faces with stowing. However, caved longwall faces are most popular. In the upper Silesian coalfield, approximately 337 highly mechanized longwall faces are in operation. Out of these 337 faces, 301 longwall faces are caved. One of the main requirements for effective and safe coal extraction is a suitable method for strata control. We can divide the complex process of strata control into four steps: 1. Strata investigations 2. Selection of supports for roadways 3. Selection of supports for longwall 4. Rock bursts and other hazards protection STRATA INVESTIGATIONS Estimation of the structure and physico-mechanical properties of the rock mass surrounding the workings is an important constituent of strata control. These factors definitely influence the rock stability, support load, working conditions as well as the mining technology. Complex methods of strata investigations involve a set of indicators enabling the estimation of the stability of the roof rock, strength of the coal seam and load bearing capacity of the floor. The basis for the evaluation of roof stability for a coal seam is the classification according to the resistance to bed separation (1). The bed separation resistance is equal to the strength of the rock in tension perpendicular to the bedding plane. In order to properly classify a rock, it is indispensable to make continuous profiles of the bed separation resistance from the immediate roof up to a distance of three times the thickness of the coal seam. The profiles are developed by utilizing mine roof investigations with the hydraulic borehole penetrometer. (Fig. 1) The penetration resistance is determined by the critical pressure required to cause crushing of the rock by the penetrometer indentor (2). The classification of roof rocks and their ability to cave spontaneously during longwall mining is shown in [Fig. 2]. The measurement of the critical pressure also allows for the determination of the compressive strength of the rock, the index of workability and roof fissuration.

The mineral processing engineer must have some knowledge of mineral identification, and the greater his knowledge in this field, the greater will be his potential to do his own specialty well. Most metal-bearing ores and industrial minerals require processing of some kind to produce a salable product or a material suitable for further processing. The types of treatment are many, but each one is aimed at separating a mineral or family of minerals from others. Obviously, then, it is basic to all mineral processing to identify the minerals present in the raw material and in intermediate and final products resulting from processing. Very often the mineral processing engineer will enter planning while exploration of a mineral prospect is going on. He will examine hand specimens, drill cores and cuttings, bulk samples, and materials in place. He must identify the valuable minerals, their occurrence and associations with other minerals, and the identity of diluents or host rock. An exact and detailed knowledge of the raw material will usually suggest the treatment processes that should be investigated in the development of the most suitable scheme for that particular raw material in that particular location. Physical properties of a mineral often lead directly to a process for separating that mineral from others. Some well-known examples of these are: magnetic separations for such minerals as magnetite, rutile, ilmenite; gravity separations for gold, silver, galena. cassiterite; flotation separation for most sulfides; distillation of mercury from cinnabar; and selective dissolution in specific solvents such as halite or sylvite in water, gold and silver in cyanide solutions, copper oxides, carbonates, sulfates and silicates in dilute sulfuric acid. These processes and many others are described in detail elsewhere in the Hand¬book and so it is not appropriate to give details here, except to emphasize that processing is aided greatly by complete mineral identi¬fication. Developing a treatment scheme for a new mineral discovery is an exciting assignment fag the mineral processing engineer, but much more of the usual work relates to quality control in existing plants. Here too, mineral identification is important. Some processing is aimed toward producing an end product which will meet exacting specifica¬tions regarding purity or allowable diluents. "Instrumentation and monitoring of ground deformations in tunneling is a principal means for selecting and controlling the excavation and support methods among those foreseen in the design, for ensuring safety during tunnel construction (including personnel safety inside the tunnel and safety of structures located at ground surface) and, finally, for ensuring construction quality management. In this paper, the effect of Hakim Tunnel excavation on the behavior of the surrounding ground was investigated based on the geotechnical instrumentation. This tunnel with 1080 m length, 18 m width and 12.6 m height is being constructed using the SEM/NATM along the Hakim Highway in Tehran. The results which are obtained from recorded displacements by geodetic pins (on the tunnel wall and roof), extensometers and settlements pins (at the ground surface) demonstrate the tunnel stability during the various stages of excavation. However, it is concluded that the rate of excavation in different sequences could have a major role on stability of tunnel. In this case the surface and underground openings were monitored as well as needed for controlling the face probably collapse. INTRODUCTION Tunneling is increasingly being used world-wide to provide the infrastructure required for sustainable urban areas. The high demand for space and the disturbance of existing infrastructures by construction measures increasingly forces future infrastructure projects to be conducted underground. One of the important purposes of tunneling projects in urban area is not only to minimize displacements but also to control them during the construction (Pourhashemi et al., 2015). Normal method of tunnel stability analysis is not able to evaluate the real rock and soil mass behavior. Hence, instrumentation is a practical method to monitor displacements, to evaluate the stability of underground openings, and also to determine the rock and soil mass properties (Dehghan et al., 2012. Dehghan, 2013). Rocks and soils are materials with properties that can change instantly and significantly from one point to the next. Some complications may often happen due to uncertainties in the loads that the new facility must withstand during construction and operation. Instrumentation and monitoring provide quantitative information on actual behavior of ground and adjacent structures. A lot of deformation monitoring studies for determining and analyzing different kinds of engineering structures such as tunnels, bridges, high-rise buildings and dams are implemented. "The paper discusses the results of 3D finite element analyses to investigate the effect of face support pressure and soil permeability on face stability conditions in EPB tunnelling. Two main types of face behavior are identified: Undrained conditions ahead of the tunnel face, typically occurring in soils with permeability less than about k=5·10-7m/s, are shown to be favourable for face stability; analyses show that an applied face pressure comparable with the initial hydrostatic pore pressure is sufficient for adequate face stability, even for soils of relatively low strength. Drained or partially conditions, typically occurring in soils with permeability higher than about k=5·10-6m/s, show that face stability is strongly dependent on the horizontal effective stress of the muck in the excavation chamber; the presence of even a small effective stress in the muck is very beneficial for face stability conditions and can be a possible explanation of successful EPB tunnelling through relatively permeable soils. INTRODUCTION Face stability is probably the most important aspect in urban tunnelling. Usually, Earth Pressure Balance (EPB) machines are utilized, to ensure that a reasonable amount of face pressure is exerted on the advancing excavation face, reducing ground loss and preventing potential instability of the face core, thus controlling the amount of disturbance caused by tunnel excavation to surface structures. However, the ideal amount of face pressure depends on several factors (ground and groundwater conditions, tunnel size and depth, muck conditioning, etc.) which are difficult to include in analytical calculations. For many years, conventional empirical or analytical methods (e.g. Anagnostou & Kovari 1996) were the only available tools for quantifying face stability and selecting the required face pressure. In the last few years, however, numerical analyses have gained power over conventional methods, allowing more accurate designs and providing useful information about the anticipated ground deformations due to tunnelling. Numerical analyses have also been used in assessing safety against face instability using face extrusion (horizontal face displacement) calculations (e.g. Prountzopoulos 2012)."

Mineral suspensions in water show Newtonian flow properties at low percent solids. However, this changes to a non-Newtonian regime as the pet-cent solids increases. For Newtonian fluids, viscosity is independent of shear rate, hut, for non-Newtonian fluids, viscosity varies with shear rate. Therefore, if the slurry is non-Newtonian, attempting to measure the viscosity at a shear rate different from the shear rate experienced by the fluid within the process is futile. This is especially true for a hydrocyclone, where the rate of shear is different at different points within the hydrocyclone. In this case, it is very important to determine the flow type of the suspension before attempting to establish any correlation between the viscosity and the process efficiency. A new technique to distinguish such changes inflow type was developed. This involves two viscometers: a coaxial cylinder-type viscometer that measures apparent viscosity at low shear rates and a vibrating sphere-type viscometer that measures the apparent viscosity at high shear rates. For each of these instruments, special precautions were taken to allow, for the measurement of the viscosity of rapidly settling mineral suspensions. Because the vibrating sphere viscometer is operated at a much higher shear rate than the rotating viscometer, the two instruments together could determine the shear-rate dependency of the viscosity. Ground silica (80% passing 65 µm) in water was used to prepare slurries at concentrations ranging from 10% to 70% (by weight) solids. The viscosity of each slurry sample was measured simultaneously by both viscometers, and the results were compared. With this technique, it was found that all of the silica-slurry samples tested were in the Newtonian flow regime for up to 70% (by weight) solids. Methocel and Cellosize polymer solutions showed clear non-Newtonian behavior using this technique. This confirmed that non-Newtonian behavior of the silica slurries, if present, would have been detected by this arrangement.

Introduction The disposal of mine tailings, development rock, and other unwanted refuse material underground in mines by using pneumatic conveying techniques has been undertaken in the coal industry for many years. Similar equipment has been utilized for backfilling hard rock mines and is currently being applied in a gold mine in South Africa where development rock is being stowed in the mined-out stopes to help reduce the incidence of rock outbursts. On a limited scale, pneumatic conveying has been applied for backfilling uranium mines and one particular mine in New Mexico, U.S.A., has used this technique for 8 years. Other uranium mines in this area are now considerinq the dry backfill technique to eliminate the problems associated with hydraulic fill. The need to backfill in uranium mines is primarily of importance to improve ventilation, stabilize the pillars and roof, and possibly to extract a larger percentage of the uranium ore. If this can be achieved by utilizing the tailings from the beneficiation plant and using rock from the development headings which in itself may be slightly radioactive, then a greater benefit can be derived. Backfill can be achieved with hydraulic fill methods by running slurry into the stopes and allowing the water to decant and return through the footwall development entries to sumps for pumping to the surface. However there are several disadvantages associated with this method in that water is percolating throough the mine workings; it is necessary to build bulk heads in flat lying deposits; it is difficult to fill right to the back; and the decanted water takes with it quantities of the finer sand particles which results in maintenance problems with the mine pumps. Pneumatic conveying can overcome these problems in that the voids can be completely filled with high degree of compaction, heavy bulk heads are not necessary, the development rock can be added to the pneumatic system for disposal underground so eliminating hoisting cost to the surface, and cement can be added to the wetted material. Handling of fine coal is an importance issue for coal as well as the utility industry. Reconstitution in form of pellet or briquet would be desirable if it could be done economically. This paper evaluates the effectiveness of three binders e.g., asphalt- emulsion, corn starch and Brewex, in forming pellets of ultra-fine clean coal. It was found that asphalt emulsion and corn starch were not effective binders for ultra-fine clean coal, however, Brewex provided excellent quality of pellets, which exceeded all the minimum quasi requirements of coal pellets. INTRODUCTION Advanced coal preparation techniques (physical or chemical) are designed to process ultra-fine (minus 200 mesh or 74 pm) coal. The average particle size of the clean coal product is about 25 pm. Currently available dewatering techniques are effective in providing a 25 to 30 percent moisture product of this size coal slurry (Parekh et al. 1989). Handling and utilization of this dewatered ultra-fine size coal is difficult. Reconstitution, which includes pelletization, briquetting, extrusion, etc., of the dewatered coal product provides an ideal answer to handling and transportation problems. However, reconstitution of fines in the coal industry has not been successful due to various reasons. The most important criterion for its unsuccessful application in the coal industry is the cost of the binder (Capes et al. 1965). Various methods of reconstitution, such as briquetting, disk pelletization, extrusion pelletization and roller and die-pelletization, have been tested for fine coal agglomeration (Conkle et al., 1991) (Richards, 1990). Conkle et al., (1992) have provided a detail analysis of each technique in terms of moisture and operating cost requirements. According to Conkle, briquetting requires a product containing very low moisture, whereas pelletization can be done with coal containing up to 30 percent moisture. Currently available dewatering technique provides about 25 percent moisture product, thus, pelletization appears to be an ideal route for reconstitution. In this paper, results are presented on the comparison of three different binders i.e., asphalt-emulsion, corn starch and Brewers condensed solids (BCS or Brewex), for fine coal pelletization.

Resource nationalism is essentially mandatory government intervention in natural resources businesses by political or economic means in order to benefit the nation and the people. It is attacking the mining industry more and more rampantly by all kinds of means since the twenty-first century. Poor countries who count on a resource-led economic growth usually find themselves trapped into “resource curse”. The harmfulness of resource nationalism for investors is that one event can quickly escalate and lead to a chain of events which make projects commercially unavailable. In spite of historical and theoretical social investigations in the causes of resource nationalism, rare studies engaged in quantification of dominant parameters of it. The objective of this study is to find significant factors that dominate the occurrence of resource nationalism for important metal and energy resources producing countries and quantify their marginal effects. The study applies binary choice logit model for panel data using pooled method. One feature of the research is that binary data set of occurrence of resource nationalism are sorted out by authors referencing U.S. Geological Survey’s reports. The results indicate that high-technology export (% manufactured export), ores and metals exports (% merchandise exports), rule of law (world governance indicator), trade (% GDP), and natural resource rent except forest (% GDP ) dominant the occurrence of resource nationalism for high and upper middle income group countries; government effectiveness (world governance indicator), policy perception index (The Fraser Institute), high-technology export (% manufactured export), and mineral rent (% GDP) dominant the occurrence of resource nationalism for lower middle and low income countries. According to our model, probability of occurrence of resource nationalism in 90 countries are predicted. Top 10 risky countries in 2012 are estimated to be North Korea, India, Honduras, Indonesia, Kazakhstan, Burkina Faso, Mongolia, Cuba, Bolivia, and Peru. The study is a primary trial of researching on resource nationalism and provides some insights for theoretical building and simulation on the issue.

In planning for the future, Nkana Division deepened the Mindola sub-vertical shaft which was commissioned in 1994 in order to access the 30 Mt of ore between 1274 and 1570 m levels. The Nkana Synclinorium which is estimated to contain 250 Mt of ore is being accessed from the vicinity of Central Shaft. These areas are being planned with the intention of maximizing the use of computers in geological modelling and mine design so as to overcome the inadequacies of manual planning techniques. As a result, there is an increased demand for quality output from the computerized mine planning system the division has been developing over the last few years. A new workstation comprising the Hewlett Packard HP 71 51100 MHz and a CRX graphics monitor was acquired in 1995 together with the LYNX (version 3.09 and version 4.0) Mine Modelling System. Currently the workstation is being used for geological modelling and mine design for the Zerofold at Central Shaft and the Mindola mining at depth project. AutoCAD and Mine Works Planner have been added to the sys- tem configuration. Mine Works Planner is likely to replace Lo- tus123 for mine scheduling tasks. Computer applications in the area of mine planning at Nkana has led to considerable time savings and improved efficiency in areas formerly performed manually and has allowed speedy processing of data that would otherwise have proved too time consuming. Nevertheless, a lot of work still needs to be done in the areas of geostatistics, stope design and financial modelling of mining options. For the foreseeable future computer based planning will operate parallel to manual methods until such a time as sufficient personnel are proficient in the use of computer systems. This paper describes the program of computerization at Nkana Division, reviews current applications and the benefits and experience gained and discusses the promise of current and future developments.

INTRODUCTION Typically, uranium mills produce slurred tailings which are transported by pipeline to a tailings impoundment. The slurried tailings contain about 250 solids (75% liquids) by volume and, depending on the milling process, have a high or low ph. Despite decanting water from the tailings pond and losses by evaporation and seepage, Staub (1978) estimates that for lined impoundments over half of the input water is stored in the tailings. As long as the impounded tailings remain in a loose and saturated state, potential hazards exist and include potential for short and long-term seepage from the impoundments and the potential for large scale release and movement of liquified tailings should an embankment fail. The breach of an earthen dam on July 16, 1979 at Church Rock, New Mexico, and the subsequent release of 100 million gallons of water and liquified uranium tailings, underlines the potential hazard. Loose saturated tailings also have a high potential of liquefaction during earthquakes (Charlie and Wardwell, 1979; Martin, Finn and Seed, 1978; and Mittal and Morgenstern, 1976). If the tailings could be dewatered, the liner&apos;s integrity would become less critical, longterm seepage and settlements would be greatly reduced. In addition, the potential for tailings liquefaction from an embankment failure or earthquake would be greatly reduced. This paper reviews the concept, criteria, and design of various proposed interior drainage systems to dewater the tailings after deposition. ADVANTAGES OF INTERIOR DRAINAGE The primary purpose of interior drainage systems for uranium mill tailings impoundments is dewatering the tailings as rapidly and as thoroughly as possible. The expected benefits of this new technology are: • Reduction of potential seepage losses by decreasing the hydraulic head. • Reduce earthquake liquefaction potential of the tailings by inducing non-saturated conditions and/or lowering the water pressure. • Reduce the potential for large-scale release and movement of tailings should an embankment fail. • Stabilize the tailings to permit early reclamation. • Recovery and potential recycling of tailings liquid. • Inhibiting long-term seepage out of the impoundment by inducing nonsaturated conditions to provide capillary suction in the tailings.

As part of a continuing study of diesel exhaust aerosol characteristics, the Bureau of Mines has applied Chemical Mass Balance (CMB) model source apportionment analysis to evaluate a size selective sampling method for determining the separate diesel exhaust and coal dust aerosol concentrations in a diesel equipped coal mine. Size selective sampling was used under the premise that diesel exhaust aerosol dominates the submicrometer aerosol size range, while most of the mineral dust aerosol is greater than 1 m. A micro-orifice, uniform deposit impactor (MOUDI) was used as the size selective sampling method. Concurrent samples of mine aerosol were collected using a dichotomous, respirable aerosol sampler. This sampler separated the fine and coarse size portions of its sample at 0.7 m. Trace element concentrations for in-mine aerosol sources and the dichotomous samples used by the CMB model were measured using Instrumental Neutron Activation Analysis. The CMB analysis, applied to both the fine and coarse fractions of the respirable mine aerosol, yielded the mass concentration contributed to each by diesel exhaust and mineral dust aerosol sources. The MOUDI size distribution data were analyzed using nonlinear regression to parameterize the fine and coarse fractions of the sampled aerosol and to estimate the contributions to each fraction from both coal dust and diesel aero- sol sources. For the diesel mine visited, analysis of the MOUDI samples yielded a value for the fraction of the fine aerosol attributable to coal dust of 15[]7% fine fraction coal from analysis of the MOUDI samples versus 25[]4% from the CMB analysis. The remainder of the fine aerosol in the mine was diesel exhaust aerosol. CMB analysis confirms the original premise for such sampling. After correcting for the presence of coal dust in the fine aerosol fraction, analysis of the MOUDI size distributions yielded estimates of respirable mineral and diesel exhaust aerosol concentrations that were accurate to with-in 10% of values determined by the CMB apportionment.
