Regulation of mineral property valuation methodology by governments and others is due to frauds, condemnation and takings, banking industry problems, and litigation. Definitions of "reserves," "resources," and "qualified person" continue to evolve, along with guidelines to the data and disclosure required to support valuations. A less recognized but vital issue relates to the regulatory acceptability of alternatives to the comparable sales method. Comparable sales generally work well for surface real estate, and sometimes for precious metal deposits, but not at all for most industrial mineral properties. Alternative methods, such as net present value, or a geoscience rating system, often provide better valuations. Yet US regulations dictate comparable sales as the preferred method. The task of convincing regulators of the inapplicability of comparable sales to mineral properties, particularly those lacking reserves, may be as important as the valuation itself.

Maintaining stable high walls can be a challenging task. Complex geological and structural features, alteration zones, rock mass properties, and hydrogeological conditions must be well understood to design a safe mining environment. Economic considerations must also be taken into account as the mine operator must provide ore deliveries and protect reserves. However, even when good engineering practices are followed, and proper blasting and mining techniques are implemented, slope movements may still occur. When these slope instabilities are minor, the mine is often able to continue operations with minimal impacts on safety or production. When these occurrences are excessive and coupled with high rates of movement, a robust monitoring system is crucial to continuing mining activities while protecting personnel. This paper summarizes the approach an open pit mine in Nevada took as excessive and rapid high-wall movement was experienced in an integral area. Creative mining approaches, combined with slope monitoring radar technology, were utilized to maintain safe and successful mining activities despite active movement that exceeded an average velocity of 30 inches per day.

"National Institute for Occupational Safety and Health NIOSH is conducting research on jackleg use and related accidents in underground metal mines. This paper provides an analysis and overview of jackleg drill usage, accidents, operational characteristics, and alternatives, based on information from injury reports, legacy research, stakeholder input, and published literature. Jackleg drills are involved in more ground fall accidents in underground metal mines than any other drill. Jackleg-related injuries are most prevalent at the face in the course of installing initial ground support. Alternatives to jacklegs for drilling and bolting under incomplete support in narrow underground openings are not yet available. Small mechanized bolting equipment needs to be developed to address jackleg-related accidents and improve safety at mines where jacklegs are being used. JACKLEG DRILL Description The term “jackleg drill” is a generic name for a class of handheld, rotary, percussion rock drills that are equipped with an attached reaction leg to provide stability and thrust for the drill (Figure 1). All of the drill and leg controls are located near the operator’s handle at the rear of the head portion of the drill. Jacklegs are classified according to the bore size of their pneumatic pistons which normally range from 6.03 to 8.26 cm (2.375 to 3.25 in) [Kurt, 1982; Clark, 2012]. Jacklegs typically weigh 460 N (103 lbs), but their weight can approach 535 N (120 lbs) after they are fitted for operation with drill steel and air and water hoses [McKibbin and Clark, 2001]. In underground mines, jackleg drills are commonly used to drill 3.8-cm (1.5-in) diameter holes 1.83 m (6 ft) deep in rock. Application The jackleg drill is primarily used in underground mines when the size of the ore body, the ground conditions, or the mining method do not permit large openings to be mined using mechanized equipment (e.g., narrow vein mining). Jacklegs are used to drill blast-holes for explosives and also holes for installing ground support. These versatile drills are used in nearly all phases of mining including exploration, development, production, and maintenance [Kurt, 1982; Williams et al., 2007; Chen and McKinnon, 2012]. The jackleg is used to drill holes in rock using drill bits attached to hollow steel bars called drill steels (rotary percussion drilling). After the hole is drilled, the jackleg can be used to install different types of ground support components, depending on the ground conditions and the specific ground support measures that are needed. For example, the jackleg can be used to install expansion-anchor rockbolts or resin-grouted rockbolts using the drill’s rotary-motion feature. On the other hand, the jackleg can also be used to install friction-type Split-Set™ rockbolts using the drill’s percussion (hammer-motion) feature. As shown in Figure 1, various washer-like bearing plates can be installed along with these bolts to provide additional ground support and to help secure surface control products, such as wire mesh and shotcrete that are in turn used to retain small, loose material between the bolts [Clark, 2012]."

To address coal refuse tailings storage needs for a mine operation in western Canada, a feasible solution was to convert excavated open pits into tailings cells. A slope stability investigation and design study were completed to determine the necessary width and slope geometry for in-situ native plugs as the impoundment embankment. The native plugs separate the previous open pit from the current active open pit. This configuration allows for the deposition of refuse tailings in the previous pit while allowing mining to safely continue “downstream” of the temporary impoundment. As mining progresses, each subsequent pit will be filled with refuse tailings; thereby, buttressing the upstream slope of the previous native plug. Although these cells are excavated, and the timeframe for downstream exposure is relatively limited, the native plugs are classified as dams and must be designed to meet applicable safety of dam standards since they impound water and tails above mining personnel in the subsequent open pit. The presentation and paper will discuss the investigation and analysis conducted to develop the geotechnical and hydrogeological design recommendations.

Urban sprawl, and all its attendant problems, is upon us. In Florida, and much of the rest of the world, this has been intensified by a special problem - the coastal zone - a land of high-intensity urbanization localized where the sea and our citizens interact. Florida is blessed by a long coastline of beautiful beaches, indented by estuaries, lagoons and spring fed rivers. Rocky and sand covered islands invite habitation. A large and varied fauna and flora make recreation an avocation and work a pleasure. Accompanying these people are all the sustaining, and satellite industries that find the climate, labor, and commodity markets, cheap water transportation, and natural resources to be attractive. It is estimated that by the year 2008 a megalopolis will stretch down the Atlantic Seaboard from Georgia to encompass the Keys and extend along the Gulf to Alabama. This city will be fenced by the sea on one side and by the water management works, necessary to provide the water supply for this complex, on the other. What can we do about increasing the amount of water available for this population and decreasing the resultant wastes??? Rarely has there been tendered a more favorable opportunity for a coordinated planning and development project that will provide public access to beaches and multiple use of the coastal lands. Florida, as a peninsula swept by ocean breezes, having a largely indigenous water supply and only the beginning of the pollution of estuarine and coastal waters can cope with air, water and coastal dissipation and pollution, if we have a beginning at providing a constant water supply and at limiting pollution. This answer would appear to lie underground, where the porous limestones are interbedded with impervious fine-grained sediments and ground-water that circulates through these aquifers empty to the ocean and Gulf along the continental slopes.

A modular computer program APEX (AMAX Process Evaluation Executive), has been developed at AMAX Extractive R&D, Golden, Colorado to facilitate rapid simulation of steady state material and energy balances of existing and/or proposed metallurgical process flowsheets. Currently, APEX is being used for the design, analysis, and evaluation of several of AMAX?s Nickel, Molybdenumand Tungsten processes. A unique feature of APEX is that it allows specifications of flow rates and compositions for different solid size fractions in addition to aqueous organic and gaseous phases. Thus, a metallurgical process which may involve crushing, grinding, flotation, leaching, washing, solvent extraction, precitation and refining operations can be simulated in a single computer run using APEX. APEX requires two input data files. The first is a process data file which includes physical and thermodynamic properties of the various chemical components of interest. This data file is unique to the process under study and does not require changes for alterations in the process flowsheet. The second data file is specific to a simulation case and includes descriptions of the flowsheet, various feed streams and the process equipment's operating conditions. In addition to temperature, pressure and percent solids, calculated information for each stream includes weight and volumetric flow rates, chemical compositions, specific gravities and enthalpies of solid, liquid and gas phases. For each process equipment in the flowsheet, APEX prints its operating conditions and detailed information about the streams that enter and leave the unit. Models of several general unit operations are preprogrammed in APEX. Also, the modular design of APEX permits quick and easy additions of simulation models which are specific to new and/or unique process operations. To study process stability and optimization, APEX permits several cases of a flow-sheet to be run together. Three simulations of the Moa Bay Nickel process have been excluded to illustrate the ease and flexibility of using the APEX system.

Blastings always generates induced vibrations through seismic wave, these are lost energy from the blasting and therefore causing the disturbance of slopes and structures near the blast source. Most of the components of an open pit mine have to reach a physical stability, especially during its closure process. Aiming to develop a vibration prediction model using the historical records from an open pit mine located on Peru, this research has two main focuses depending on the distance from the blast source to the structure: to protect the final slopes and to protect the villagers houses. Both are based on the Devine model of the Square Root Scaled Distance (SRSD) to predict the Peak Particle Velocity (PPV). The Mid field model, where is found mainly final slopes from the pit, limited by the failure criteria of McKenzie based on the geo mechanical properties of the rock mass. The Far field model ranges distances where are located the most community households, limited by the German rule DIN 4150 for highly sensitive structures. Both scenarios resulted on a distribution abacus to limit the weight of used explosives to get the best operational advantage and structure safety.

To address the problem of grade estimation in a general three-dimensional shape and the uncertainty associated with the estimate, the technique of jackknifing/block kriging short-cut is proposed. A new estimator called jackknife kriging is introduced first. Through the jackknife variance, a confidence limit for the reserve grade estimate can be calculated. Unlike the kriging variance, which is more a measure of data configuration and is independent of data values, the jackknife variance reflects the true variability of the data. This approach provides a simple way to set a confidence level for global estimation of resources.

"The Office of Mine Safety and Health Research (NIOSH-OMSHR) currently is leading an effort in the development of the next-generation self-escape apparatus as part of the research imperative directed by the MINER Act of 2006. A multifaceted contract program over the past 3 years delivered key components and base breathing modules to form the basis for developing backpack and vest-style versions of dockable self-contained (closed-circuit) self-escape respirators with hoods (CCMERs). This paper outlines the current status in developing the CCMER that incorporates a docking and switch-over valve (DSOV) for seamless transfer from one breathing device to another, and a hood with an inner mask and speech diaphragm (HMC) for ease of donning, ease of use, and communication ability. Three versions of the CCMER are being pursued, namely: the CCMER-B, which can be worn as a backpack and incorporates the features of a miner’s belt; the CCMER-V, which is worn similar to a miner’s vest and attaches to a miner’s belt; and the CCMER-C, a breathing module cached along the escape route that can be docked to the -B and -V versions. Human factors considerations are a key element in the CCMER design, as it is to be continually worn by the miner while underground, and must be readily accessible for deployment when needed. The CCMERs are designed to be capable of being certified to 42 CFR part 84 standards, including sub-part O for mine use, and to meet MSHA permissibility regulations for use in underground mines. They are sized for sufficient oxygen capacities (Cap 2 and Cap 3 as defined in sub-part O) to yield a duration that is of practical use in a mine escape scenario. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) is leading the development of self-escape apparatuses to provide breathing gas to mining personnel operating in the event of an emergency in various capacities underground in environments containing hazardous gas components. The Mine Improvement and New Emergency Response Act of 2006 (also known as the MINER Act) and input from the mining community called for the need to move Self-Contained Self-Rescuer (SCSR) technology to a next-generation status. In response to this need, NIOSH’s Office of Mine Safety and Health Research (OMSHR) established a strategic plan to develop key components and devices with help from external experts knowledgeable in breathing apparatus designs. The US Navy was identified as a key expert in this field through its extensive experience in diving apparatus and life support systems, and development work commenced through Inter-Agency Agreements with OMSHR. A contracts program was also launched with industry experts specializing in this field. This paper outlines the current status in developing the Next-Generation Closed-Circuit Mine Escape Respirators (CCMERs) that could be used for surviving and escaping from a mine following an emergency that renders the mine atmosphere irrespirable."

Complete isolation of chromium (III) from the reference material (SARM 131), Upper Group 2 (UG2) chromite ore, and Merensky Reef mineral ore was achieved using ammonium phosphate salt as flux. Optimum pH (3.2–3.8) conditions and sample to flux ratios (1:25) were some of the factors that were critical for the complete isolation of chromium. Increasing the sample to flux ratio (1:50 excess) however resulted in the conversion of all the elements in the melt into a green solution (pH, 5.8–6.7). A different chromium compound was subsequently isolated from the green solution by allowing this solution to stand in an open vessel in a cupboard for a month during which time the pH decreased to pH 3.5–4.2. Quantitative analyses of chromium from the isolated precipitates of SARM 131, UG2 chromite ore, and Merensky Reef mineral ore indicated chromium contents of 41.87, 60.41, and 23.93% respectively which were very close to the chromium content in the original samples. Analysis of the chromium precipitates using IR indicated the presence of phosphates (1100–1200 cm−1 ) while SEM-EDX analysis showed the presence of microscopic crystalline particles with Cr, P, and O as the major elements. Further characterization of the chromium precipitates using XRD and Raman successfully identified the product as chromium (III) metaphosphate C-type (Cr(PO3)3, JCPDS no. 01-077-0672), in the isolated chromium precipitates.

When Ralph Banks called and asked if I would agree to present a paper on environmental health in the coal industry, I was reluctant because I have not been actively involved in coal mine dust control on a day-to-day basis for a number of years. Ralph reminded me that I am one of the few industry people with an industrial health background who remembers the pre-1969 Federal Coal Mine Health and Safety era. This marks the second time within the past year that I have had a similar request based on the same basic reasons. While I was pleased to have been remembered, I'm beginning to feel like the football player who has played one too many games. In responding to Ralph's request to present an overview of the past, present and future of environmental health in the coal industry, I have attempted to take the broad approach of someone who, having been intimately involved in an area of endeavor for a number of years and then leaves, has an opportunity to revisit that area at a later date to see what has changed and what remains the same, what have been the successes and the failures. Since none of us can foresee the future, trying to project too far ahead is fraught with frivolity, except that unless one is foolish enough to accept a future invitation to review those predictions compared to actual events, no one will recall how accurate or inaccurate those projections might have been. I can assure you that I will not ask to accept that challenge, so you can rest comfortably that five years from today you will not be asked to sit through a similar presentation by me - and that's a promise.

Three high performance TBM's equipped with large diameter (483mm) disc cutters are currently operating in Norway. This paper summarizes the design philosophy, field performance and ongoing technical development of these cutters. Included are discussions of the early problems encountered with their usage and the solutions to these problems that have been developed. Also included are discussions of the penetration rates and cutter usages observed. From this data it is concluded that high performance TBM's with large diameter cutters can produce significant improvements in both overall performance and in cutter costs under hard rock conditions.

of high specific gravity, resistant minerals that form from mechanical concentration by waves, currents, and winds in marginal-marine environments. These sediments are enriched in critical minerals such as titanium, zirconium, and REE. Cretaceous beach-placer sandstones are found in the Colorado Plateau of northwestern New Mexico. Originally discovered by airborne radiometric surveys for uranium in the 1950s, these beach-placer sandstones are being re-examined with modern methods as potential sources for critical minerals. Selected beach-placer sandstones have been sampled, mapped with ground radiometric surveys, and analyzed with whole-rock and trace element geochemical methods. Mineralogy is being determined with optical methods, XRD, and EMPA. Zircon, rutile, ilmenite, and monazite are the primary heavy minerals of interest found in the studied deposits. Initial results show that the sandstones contain up to 1.4% total REE, 29.4% TiO2, and an estimated 4.9% ZrO2. Chondrite-normalized REE diagrams show distinct light REE and minor heavy REE enrichment, as well as pronounced negative Eu anomalies for each deposit.

There are two aspects of financing western coal development -- whether there is going to be enough money to finance the prospective large development of the industry, and the specific techniques of raising money for that development. To take the first question of whether there is going to be enough money around to finance your industry, I think it is quite clear that the restrictions on the development of western coal are going to be non- financial. Environmental impact problems are creating the greatest delay in coal mine development, at the moment; but getting enough personnel, mining equipment, railroad equipment, and failure of the Department of Interior to act on leasing federal coal lands all appear likely to create significant bottle- necks in the development of western coal -- larger bottlenecks than financing. Financing appears straightforward for the industry. There are many projections of the financing required to meet Project Independence goals. The National Academy of Engineers estimated that development of 500 million tons per annum of western coal would be necessary by 1985 to meet the Project Independence goals which might require $20 billion of capital spending. It is generally agreed that 500 million tons a year is not a realistic possibility. Carl Bagge?s estimate of production of 250 million tons a year by 1983 appears a more reasonable projection. "Refuge alternatives provide shelter to miners trapped underground during a disaster. Manufacturers must demonstrate that their refuge alternatives meet the U.S. Mine Safety and Health Administration (MSHA) requirements for oxygen supply, carbon dioxide removal, and management of heat from the occupants and mechanical/chemical systems. In this study, miner size and activity level were used to determine the metabolic heat rate, oxygen requirements and carbon dioxide generation that are representative of miners in a refuge situation. A convenience sample of 198 male miners was used for the distribution of current U.S. coal miners, and the composite 95th percentile height and weight were determined to be 193 cm (76 in.) and 133 kg (293 lb). The resting metabolic rate (RMR) was determined to be representative of activity level in a refuge alternative. The highest likely metabolic heat generation ranged from 113 to 134 W, depending on occupancy. The highest required oxygen supply and carbon dioxide removal were estimated to be 23 L (0.81 cu ft) of oxygen per hour per person and 20 L (0.71 cu ft) of carbon dioxide per hour per person, which means the margin of safety is 50 percent or more compared with the MSHA requirements. The information on metabolic heat generation can be used to assess refuge alternative thermal environments by testing or simulation. The required oxygen supply and carbon dioxide removal can be used to assess refuge alternative requirements. The environmental status of underground mining operations is critical to the health and safety of the miners; particularly in a large mine, the multitude of interacting parameters that can favorably or adversely affect the environ-mental status makes the manpower requirement of the routine checking of specific areas and conditions a formidable one. While the concept of environmental monitoring for miners has been considered for some time, until recently the availability of sensors to reliably measure the parameters of interest severely limited the utility of such systems. The status of sensors for mine use and the evaluation of environmental monitoring systems is reviewed.

Loudoun Water’s Quarry A (Milestone Reservoir) project involves conversion of a rock quarry to a billion-gallon raw water reservoir. The project includes a new 40 MGD pump station, deep intake shaft, and three drill and blast intake tunnels for accessing the reservoir. Due to concerns regarding constructability and construction risks, the project design was paused while a Construction Manager At-Risk (CMAR) contractor was procured. The CMAR contractor was engaged collaboratively with the design team to provide risk and constructability input for refining the design. Aspects of the original design, design modifications, and benefits of the CMAR collaboration will be presented.

A novel system for the depression of pyrite and the ash-forming minerals has been developed. A metal ion, including but not restricted to Fe+2, is added to form a hydroxide coating on the pyrite or ash-forming mineral. A polymeric depressant is then added to attach to this re-surfaced mineral. Nearly 200 flotation tests with a 11 different coals indicate the effectiveness of this system. Many of the important process variables such as the coal source, frother-collector system, grind size and procedure, pH, metal ion, and depressant type and concentration have been studied.

The rational and optimal determination of the design of a mining exploitation is a very intricate and difficult problem : the parameters are numerous, some technical, some economic or technico-economic which cannot be fully controlled; beside, deposits are estimated from very limited information and the choice criteria are not always quantitative, the economic context has to be anticipated by several years, and even the technological limits can change tomorrow. So, although very clever and performing numerical algorithms have been developed in recent years for open-pit design, we consider that this problem has not really been solved satisfactorily until now. The reasons are that people have concentrated their efforts on informatical algorithmical problems, and have assumed that the technical and economical data are well defined at the time of the study, which is generally not true. In particular, the mere fact of assigning dollar- values to blocks in order to maximize the total cash-flow is generally unrealistic because of the uncertainty of the data used. Consequently, the significance of the unique pit obtained as a result of these algorithms is questionable.

INTRODUCTION A shuttle car is a self-propelled rubber-tired haul¬age vehicle designed specifically for underground min¬ing, primarily in coal mines (see Figs. 1 and 2). The drive mechanism is located on the sides of the vehicle, and the load is carried in the center. A chain-and-flight conveyor distributes the load when the car is being loaded by a loading machine or continuous miner and also discharges the load onto a conveyor belt or into a mine car. As the name implies, the shuttle car shuttles back and forth between the working face and the un¬loading point and is not required to turn around. Shuttle cars have served as primary haulage in this country since 1940 and still perform this function in most coal mines today. TYPES OF SHUTTLE CARS Shuttle cars may be battery-powered, diesel-powered, or cable-reel electric powered. Battery-powered cars were used between 1940 and 1950, but are almost out of existence today because of their limited power. Diesel cars have been used in coal mines, but are used mostly in noncoal mines where rules and regulations are not as stringent. Also, objections by organized labor have limited the use of diesel-powered shuttle cars in coal mines. Today, the largest number of shuttle cars are cable-reel cars. Electric power is fed through a cable stored on a cable reel that may have a capacity from 152 to 244 m (500 to 800 ft), depending upon the size of the cable and the cable reel (see Table 1). This, of course, limits the travel of a shuttle car. However, time studies have shown that for the most efficient haulage cycle, the length of haulage should not exceed 91 m (300 ft). As haulage distance increases, the waiting time for the loader or miner becomes longer, and haul¬age efficiency suffers. Cable-reel cars are manufactured in standard hand and opposite standard hand models. A standard car has the operator's control on the left front side and the opposite standard car has the opera¬tor's controls on the right front. Generally a loader or miner operates with two shuttle cars, one of each type. This allows the trailing cable to lie on either side of the entry and prevents the cables from fouling each other. Shuttle cars are designed to operate with either dc or ac power. Cars using dc power are designed for 250-v supply and ac cars are designed for either 440, 550, or 950 v, three-phase voltage. Most coal mines that are relatively level can use dc cars where dynamic brak¬ing is not required. For mines having steep grades (in excess of 15%) ac cars are used because ac traction motors have inherent dynamic braking and are safer when tramming downgrade. A recent innovation in shuttle car design in the last five years has been the introduction of an ac/dc car. This design utilizes ac input power through the cable, and the power is rectified on the car to 250-v do for traction motors. The pump motor and conveyor motor are powered by ac voltage. The main advantage of this design is efficiency-a much smaller cable may be used and the smooth operating characteristics of the dc traction motor is obtained. This prevents shock loading on the traction drive train, which is an undesirable feature of ac traction motors. SHUTTLE CAR FEATURES Elevating Discharge Today, all shuttle cars are equipped with an elevating front conveyor that allows the shuttle car to discharge into a mine car or belt feeder without the use of ramps.
