Your assessment of the minerals business. The global mining industry is strong. I am convinced it will continue meeting the mineral needs of the world population for the foreseeable future. Two developments have greatly enhanced the industry’s ability to produce low-cost minerals. Technological innovations have resulted in increased productivity. And there has also been a dramatic expansion of the number of favorable countries in which to explore and mine. Capital expenditures have flowed to the low-production-cost mines and development projects as well as to the exploration projects and stable countries having the best potential for valuable mineral discoveries.

There is an ongoing battle to gain general acceptance of fossil fuel byproducts as safe, economical and useful agro-industrial materials. Despite that, the US ash industry is witnessing a steady growth in the volume of coal burned, along with the production of greatly refined, higher-quality ash particulates. There are two principal reasons for this. Economics have caused an increasing number of US electric utilities to convert from oil-burning to coal-burning. And the Federal government has tightened specifications on fly/bottom ash production quality. Hence, it must be noted that new and more stringent Federal regulations were implemented in 1980. The resultant ash particulates are finer, more compact, and less heavy than in previous years. Additionally, the first shift from oil to coal in the US was initiated in December, 1979 by the New England Power Co. in Massachusetts. Coal is the most widely-distributed fuel in the US. And it is found in 38 states. The wide availability of this fossil fuel and its general cost-efficiency, coupled with the undaunted move of US electric utilities toward nuclear power, are major factors affecting the current statistics on ash generation (65.4 x 106 million tons). Interest in the use of coal in power plants is creating a unique ash disposal and use situation for ash producers as well as the Federal government. There are growing quantities of fly/bottom ash residue. Ash producers must decide how this byproduct can be dealt with effectively and profitably. At the same time, government agencies such as the US Environmental Protection Agency (EPA), are commissioned by Congress to assure that solid, liquid, or gaseous material released into the environment is not harmful or offensive to human health and the environment. Additionally, the Federal government is often responsible for establishing and enforcing guidelines and standards governing the use of recycled materials. Several standards and guidelines governing the properties and use of ash in the US have been established by governmental agencies as well as by the ash industry itself. Of these, some have been developed for ash use by a specific federal agency. Others apply to the entire industry. The following is a brief identification of the major specifications for fossil fuel ash: • US Corps of Engineers - These specifications were first established in 1957. They delineate the physical and chemical requirement for pozzolans used in mass concrete. These specifications applied only to Corps of Engineers' concrete construction projects for locks, dams, and other mass concrete projects until 1977. At that time, a joint effort between the American Society for Testing and Materials and the Federal government produced a modified specification that is now generally applied. The Corps of Engineers' ash, however, retained certain aspects of its specifications for its own use, particularly in the area of handling and shipping fly ash to its own projects. Prior to transporting the fly ash to the corps, all potential sources for the ash must be inspected and approved as a supply source. All silos must be filled, sealed, and tested before the ash is released for shipment. The normal test period for the ash is seven days, although several testings may require up to 28 days. Once the fly ash has been released, it can only be shipped to US Corps of Engineers' projects. All shipments are made with a government inspector present during loading. After a truck or railcar is loaded, the silo is resealed until the next shipment. This procedure requires three silos, and a minimum of 454 t (500 st) each should be considered for each storage unit. All silos are strictly committed to Corps of Engineers' use and are not available for other commercial shipments. • US Bureau of Standards - This Federal agency maintains a standard testing sample of nearly every product used in the US. The accuracy of the fly ash chemical analysis is measured by a regular cement and concrete reference laboratory (CCRL) inspection and based on test results from a standard sample of cement. • US Bureau of Reclamation - This agency pioneered several projects using fly ash and required Federal Standard Certification for pozzolans. • American Society for Testing and Materials (ASTM) - This nongovernmental organization began preparing standards for fly ash sold and used in the cement and concrete industry in 1947, at the urging of ash marketing firms. Current standards define chemical and physical requirements and is entitled, "Fly Ash and Raw or Calcined Natural Pozzolan for Use as a Mineral Admixture in Portland Cement Concrete (C 618-80)." • State Highway Specifications - Led by Alabama, many states are moving toward permitting - and in some cases requiring-the use of fly ash in portland cement concrete and with lime for base stabilization projects for roads and highways. • Federal Aviation Administration (FAA) - The FAA acts in an advisory capacity. It has final approval on design specifications for airport construction projects. ISO 9000 is a system of quality standards that originated in Europe in the 1980s and has since been widely adopted by manufacturing companies throughout the world. The ISO 9000 standards have received less attention in the minerals industry. But, in part as a result of customer pressure, a trend is beginning to emerge for minerals producers to seek ISO certification. This is especially true among producers of industrial minerals. In early October 1994, SME's Industrial Minerals Division held a conference "ISO 9000 - uniting industrial mineral producers and consumers into quality partnerships," in Nashville, TN to bring people from the industry together to talk about their experiences with ISO 9000. William J. Miles, of Bentonite Corp. Inc., and A. Frank Alsobrook, of Alsobrook and Co., were cochairmen of the meeting. In his introductory remarks, Miles noted, "ISO 9000 is more than a quality program. It is a quality philosophy. Appropriately imple-mented, it is a contract between the supplier and the customer. It leads to continuous quality improvement and reduced manufacturing costs."

As the current boom in the global mining industry rumbles on, mining companies have had to step up their efforts to replace mined reserves. Many of the majors are replacing and adding to their reserves and resources through acquisitions. This situation has allowed junior mining and exploration companies to do what they do best. They have been re-examining once uneconomic gold, copper and other metals properties with an eye to partnering with a major to develop them. And mines that have been closed for years due to poor economics are being given another look.

Of the halogens, the gold iodide complexes are the most stable in aqueous solutions. A series of experiments were performed to investigate the kinetics and mechanism of the leaching reaction between gold and iodide. Using a rotation disk technique, the effects of rotation speed, iodide and iodine concentration, temperature, pH and in the presence of different electrolytes were measured. Oxygen and hydrogen peroxide were also examined as oxidants in the iodide system. The first order reaction rate was found with respect to 13 and half order reaction rate with respect to 1-. The comparison of gold leaching between iodide and cyanide is also presented, in which a rate constant of about 2.6x10-9 mol/cm2? sec for 10-2 M I- and 5x10-3 M I2 was obtained. This value is close to that -for typical cyanidation. Cyclic voltammetry experiments were also performed to examine the electrochemical nature of the reaction which will be presented in part II of this study.

The research is located within Asuncion and Cospan districts, which according to their geological features in contrast with previous studies pointing out Au, Mo and Pb anomalies create an environment of prospective interest. The objective is to use ASTER Satellite Images to identify ore-bearing hydrothermal alteration zones. To do this, processing techniques such as the combination of bands by RGB 943 and 461, band ratio 4/6, 4/5, 5/8 and 2/1 to identify advanced argillic, argillic to phyllic and propylitic alterations. In addition, indices defined by Ninomiya were used as a third technique in order to reinforce the data obtained from the previous techniques. The results in the study area are confirmed by the SAM spectral mapping technique using spectral signatures from the USGS library. Identifying kaolinite, alunite and pyrophyllite, assemblages of the advanced argillic alteration. Concluding in 3 areas of interest with the band ratios, 5 areas with the Ninomiya indexes and 9 areas validated with SAM, which were contrasted in 13 areas of prospective interest with well-marked argillic alteration.

New tunnels of significant alignment lengths such as mountain tunnels, base tunnels, as well as beneath urban centers pose unique environmental challenges. This paper highlights key environmental considerations for planning, design, construction, and operations by sharing lessons-learned from the authors' extensive project experience on these types of tunnels. Discussion of unique constraints include limited right-of- way, ventilation and emergency egress during the construction phase and revenue service, safety and security, and protection of existing structures. Practical approaches and applied innovative state-of-the-art solutions addressing distinct sustainability challenges and unique requirements are shared from US and international project examples.

This article could be entitled "The Rediscovery of the Windfall Mine," since it was originally discovered early in this century. The "Rediscovery" was made by personnel of Idaho Mining Corp. during the course of an investigation of the Windfall mine beginning in 1967. There had been historic production from the Windfall mine sporadically from 1908 until 1951 and there was present during much of this time a mill that vat leached crushed ore. Mining was underground to a depth of 91 m (300 ft). Prior to Idaho's activities, the mine had been inactive since the early 1950s. Idaho Mining Corp. was an "exploration company," privately owned and based in Reno, NV. The writer was at that time manager of exploration for Idaho Mining. The company held interests in the Cortez Gold mine, then being readied for production, and had conducted exploration for various mineral commodities in Nevada for several years. Idaho's attention was first directed to the Windfall mine in the Eureka District, Eureka County, Nevada (see Fig. 1, Nevada map) by a search of published geologic literature of the state of Nevada. An attempt was made to acquire a library consisting of all of the published geo-data for the state of Nevada as well as to obtain as much of the unpublished material as could be acquired. A study of these data, and in particular Tom Nolan's Professional Paper 406 (1962), indicated that the Windfall mine was anomalous for the Eureka District in that it contained deposits of disseminated gold. This source and other sources indicated that the Windfall had produced from underground operations approximately 59 kt (65,000 tons) grading 12.6 g/t (0.368 oz per ton) gold ore that was processed in a vat leaching operation and that the gold was "invisible" to the naked eye and could not be panned. It was ascertained that there were no active operations near the mine and a geologic reconnaissance was made and a few samples were taken to attempt to determine if the mineralization was indeed disseminated. The initial group of samples around the mine area averaged 1.25 ppm [11.5 g/t gold (0.036 oz per ton)] and the mineralization did appear to disseminate into the wallrock. The next step involved researching the ownership of property in the immediate area of the mine, and [ ] a property map was constructed that showed six or seven different ownerships of patented and unpatented claims, as well as some open ground, in the target area. Gaby Copper Mining?s Gabriela Mistral property is located in the Antofagasta region of northern Chile, at an altitude of 2,660 m (8,727 ft) above sea level. The reserve contains an estimated 562 Mt (620 million st) of oxide ore with an average grade of 0.41 percent total copper. The mine went into production in 2008. Gaby Copper faced the problem of having no reliable way to measure the solids level. This is a challenge that exists throughout the mining industry, where dust in the air and accumulation of solids on a sensor make accurate measurements difficult in areas such as transfer chutes, the rock box underneath crushers, silos and anywhere else that information is needed on the level of solids. The next-generation technology in the Sitrans LR560 radar from Siemens addresses this challenge. With a frequency of 78 GHz ? higher than previous generations of radar ? it provides a more robust signal for measuring in areas where there are high levels of dust accumulation. The Sitrans LR560 provides a signal beam angle of four degrees, significantly narrower than any other product on the market can offer.

Geologists at the Illinois State Geological Survey are evaluating geologic and land use conditions that affect the minability of coal to determine how much coal is available for development using current technology and mining practices. Coal resources are being evaluated for selected 7.5-minute quadrangle study areas. In a central Illinois study area, more than 25% of the deep-minable resources were limited from development by unstable roof conditions resulting from thick unconsolidated sediments overlying thin bedrock overburden. In some southern and southeastern Illinois study areas, geologic conditions associated with a paleo-channel limit the minability of significant resources of low-to medium-sulfur coal. Some features which were thought to limit mining, such as areas of closely-spaced oil wells, have been found to have minimal impact on the amount of coal recovered.

Theoretically, controlling redox potential to a relatively low value and inhibiting jarosite formation on the chalcopyrite surface would be an effective strategy to accelerate the bioleaching of chalcopyrite. In this work, using limonite as seed crystals, the effects of the goethite precipitation process on the bioleaching of chalcopyrite were studied for the first time. The bioleaching results showed that the addition of limonite controlled the redox potential in an appropriate range and promoted chalcopyrite dissolution through the removal of ferric (Fe3+) ions. X-ray diffraction and scanning electron microscope analyses indicate that limonite significantly induced the goethite precipitation process and inhibited the production of jarosite. We conclude that promoting the goethite precipitation process with limonite is an effective strategy in accelerating the bioleaching process of chalcopyrite.

The results of diesel particulate matter (DPM) monitoring were used by the underground mining industry to mitigate adverse effects of exposure to DPM. NIOSH Method 5040, currently used for ambient and personal exposure monitoring, does not provide needed real-time information. The objective of this study is to develop a methodology for continuous monitoring of DPM concentrations in an underground environment, founded on the application of the Dekati electrical particle sensor (DePS). The DePS, which measures concentrations of submicron aerosol in real time using a diffusion-charging sensor, was evaluated by comparing the results of the concurrent measurements with reference methods at several locations downstream of the diesel-powered equipment. The DePS results were found to correlate well to those obtained by reference methods. However, it was found that dependence of the response on the physical and chemical properties of aerosols necessitates sitespecific correlation factors for the targeted matrices. The site-specific factors for number and mass of diesel aerosols were derived using the results of concurrent measurements with TSI NanoScan, FLIR Airtec, and carbon analyses performed on the concurrently collected filter samples. The results showed that methodology based on compensated DePS measurements would be suitable for continuous monitoring of DPM in underground mining operations.

Most analysts find that progress has been evolutionary in any technologic field. To be sure, a few discrete breakthroughs can usually be identified, but viewed in its entirety, the curve of technologic progress over time tends to be relatively smooth with few discontinuities. Even in those cases where a major scientific discovery is achieved, the rate of technologic progress is limited by the often surprisingly slow rate of commercializing the concept into usable products. Whereas discovery and invention tend to be discrete events, technical innovation is often a painfully slow process. In spite of overall gradual change, technologic progress in most fields, when viewed in retrospect, tends to reveal certain relatively homogeneous periods where little change is evident, separated by episodes of accelerated progress. Thus, open-pit mining over the past century has changed from predominately train haulage to truck haulage and is now experiencing a major increase in belt haulage. Ore reserve estimation is another field that fits the same pattern, and the history of mine evaluation lends itself to a similar analysis. Evaluating mine investment opportunities is a fascinating aspect of mining. The unique set of risks inherent to every mining project is particularly intriguing. Geologic risks are most obvious, since faulty ore grade and tonnage estimates are among the leading causes of mine failures. Wide swine's in mineral commodity prices are usually cited as another major risk in mining. Because any ore deposit is a finite resource and the miner has limited discretion in selecting a mining sequence, mines are generally at the mercy of notoriously fickle commodity markets. There is a tendency for many mine investment analysts to feel that mineral market uncertainties are unprecedented in severity. Of course, prices in other markets rise and fall also-in some cases as precipitously as with minerals. However, two other mining characteristics tend to compound this marketing risk. First, the preproduction development period for a new mine is characteristically long. Under extremely favorable conditions, a significant mine may be developed in as little as two years, but the norm is four to six years or more. Second, mining is among the most capital intensive industries, consistently ranking near the top among all industrial sectors in assets per employee, and near the bottom in annual sales dollars per dollar of assets. Thus, mine investors typically have large sums invested for a long time before the outcome of the venture is determined by notoriously unpredictable markets. This is not a business for the faint of heart, and the importance of sound investment decision making is obvious. The high risk and technical complexity of mining operations have combined to require greater attention to financial evaluation by mining engineers than by most engineers in other specialties. Nearly all early mining engineering textbooks dealt with problems in mine valuation in a detailed manner; and, today, the sophistication of capital investment analysis is high in the mineral industries. Traditional Mine Valuation Methods Although some evaluation process has no doubt accompanied nearly every mine development throughout history, a formalized quantitative approach first emerged in the last half of the 19th century with the establishment of academic programs in mining engineering. The philosophy and approach to mine valuation that evolved at this time were, with periodic minor refinements, considered the standard for nearly a century. Only after 1960 did major changes begin to occur. The traditional approach to mine valuation reflected the investment community's historic attitudes toward risk. Mines were generally considered too risky for debt financing, and virtually every new mine was financed from internally generated funds or new equity subscriptions. As hard rock mining develops deeper over time, there is an increasing need to predict the spatial and temporal distribution of adverse seismogenic rockmass reaction to mining. Real-time monitoring and feedback of mine data are used to tactically manage risk associated with induced-seismicity; however, strategic risk management requires reliable tools for forward predictions of seismic hazard. The forward prediction of seismic hazard is strengthened by understanding of potential seismic intensity, which often relies on well calibrated mine-wide numerical models. This paper uses a case study to explore how future seismogenic potential and the nature of future seismicity can be domained according to numerically predicted stress-strain paths at past seismic event locations. Delineation of high confinement seismogenic volumes vs. lower-confinement, high-strain seismogenic volumes at the mine-scale can be achieved, based on a loading and unloading stress path analogue, to refine understanding of seismic intensity. Practical qualitative and quantitative methods to achieve this delineation will be demonstrated. Once seismogenic mode (high-stress vs. high-strain) is identified, detailed analyses of seismic source parameters demonstrates change in seismic hazard between the domained volumes.

Modern microprocessor systems make it possible to use several variables to anticipate changes in the process and to react with responses before upsets can be magnified by the process or by control action. Through tighter control, "insurance" can be eliminated from process set points without affecting product quality. In actual operation with a traveling grate furnace this control philosophy has produced savings of up to 20% in fuel consumption and 8% in fan power usage while producing a more consistent quality product.

A questionnaire was sent out to three classes of mines to determine the extent of the heat problem in U.S. and Foreign underground mines. The following list shows the replies received from this questionnaire, however not all the known hot mines in the US replied. A complete listing of the results can be seen in Appendix I. 1) US coal mines - 37 replies 2) US non coal mines - 23 replies 3) Foreign non coal mines - 36 replies. At the present time there are approximately eleven non coal and one coal mine in the US experiencing heat problems which require special efforts to maintain an acceptable working place climate. However since the survey was completed some of them have been placed on standby. The Mine Safety & Health Administration (MSHA) does not have any specific regulations relating to heat stress. Informally the American Conference of Governmental Industrial Hygienists guidelines are followed which use wet bulb globe temperature (WBGT) with values ranging from 26.7°C to 31.1°C for a moderate workload, and different rest regimes. An MSHA report (Misaqi 1976) recommended that conditions should not exceed 26.1°C WBGT for men and 24.4°C WBGT for women. However, quite recently the organizations involved with planning two of the proposed nuclear waste repositories in the United States, have opted for the criteria of an air cooling power of 300 w/m2, and a WBGT of 27'C respectively.

Open pit mines require substantial capital investment at the beginning of the operation and replacement investment at later years. The objective of obtaining the highest possible return on investment in a mining project can only be achieved with an efficient long term production plan. This plan consists of optimally determining four principal elements: 1) the amount of ore and waste to be mined each year, 2) the specific blocks to be mined each year, 3) the optimum mine life, and 4) the ultimate pit limits, which delineate the total reserve to be mined. The existing methodologies only provide solutions to one or two elements, by assuming the others known. Furthermore, the cost of mining each block in the deposit is assumed to be known and independent of the production schedule. The four elements of production planning are interrelated and the cost of mining any block is a function of the production schedule. The ultimate goal of this study, ,whose first steps are' discussed in this paper, is to develop a solution methodology that can simultaneously optimize all four elements of the production planning problem in open pit mines without making a priori assumption on any of the four elements.
