The focus of this research was to evaluate the synergistic effect of bis(2,4,4-trimethylpentyl) phosphinic acid (CYANEX 272) and di-(2-ethylhexyl) phosphoric acid (D2EHPA), diluted in kerosene, on the extraction and separation of Co(II) and Li(I) from synthetic sulfate solution. The results indicated that using a mixture of CYANEX 272 and D2EHPA was efficient in extracting and separating Co(II) from Li(I). The optimum ratio of CYANEX 272/D2EHPA was found to be 5:1, in which the highest separation factor was obtained (5973.23), and ΔpH0.5 was 4.10. Adding tributyl phosphate (TBP) as a modifier and increasing the temperature improved the metals’ separation rate and extraction efficiency. Thermodynamic studies were also carried out, and ΔH, ΔS, and ΔG values were computed, revealing the endothermic nature of Co(II) and Li(I) extraction by CYANEX 272/D2EHPA mixture. The conducted experiments for the McCabe–Thiele diagram showed the possibility of using two stages to extract over 99% of Co(II) and Li(I). Slope analysis and Fourier transform infrared spectroscopy (FT-IR) were employed to comprehend the Co(II) and Li(I) extraction mechanism using a mixture of CYANEX 272 and D2EHPA.

Two flat-lying trona seams 3-to 3.5-m thick, approximately 10 m apart, and at depths of 250 m are mined by room-and-pillar at OCI's Big Island Mine in Wyoming. Continuous miners and a yielding pillar system have contributed to improvements in resource recovery and productivity. Long-term stability with minimal subsidence is needed for a large portion of the mine beneath the Green River channel. This was investigated by computer modeling in 1990. Although results of the study indicated good long-term stability, recommendations were made for stress determinations to verify the model. Stress determinations made in 1997 showed pillar stresses 10% to 20% higher than the model stresses, and barrier pillar stresses 10% to 15% lower. This implies that higher panel stresses will be transmitted from the upper to the lower seam. A stability evaluation of the lower seam is planned before two-seam mining to assess entry widths and support requirements.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and, therefore, only assist in recalibrating the operators' vision when major deviations occur. An image analysis system was developed by IMC Fertilizer to improve the accuracy and precision of the composition estimation process. It still relies on the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. Background The search for a quick and inexpensive technique for estimating phosphate flotation stream composition continues. There have been attempts at using "wet chemistry," nuclearmagnetic resonance, neutron activation, X-ray diffraction and other techniques reported on in the past several years. None of these have yet found its permanent place in the flotation plants of the Florida phosphate industry. IMC attempted to use wet chemistry to provide 7.5-minute estimates of final concentrate insol and tailings BPL. This was aborted after 36 months of plant operation due to the high operating costs for chemicals and an operator. There was also no significant economic improvement in the plant's operation. Another factor was the necessity to limit these crude analyses to only a few process streams, which were insufficient to achieve improved plant operation.

Recent U.S. mine disasters identified a need for improved training of miners in escape from mine fires and explosions. Researchers at the National Institute for Occupational Safety and Health?s (NIOSH) Spokane Research Laboratory (SRL) have designed fire-escape training software for use in a mine-safety training course. The software allows four trainees to work together in a virtual world via a computer network. Trainees responded favorably and showed a marked improvement in locating the proper evacuation routes on subsequent trials. In collaboration with the Pittsburgh Research Laboratory (PRL), a more elaborate fire evacuation scenario is being developed. I am sure it is obvious to all of you that a complete program of casualty and property insurance is as necessary for any tunneling contractor as it is for anyone else involved in trade in the United States today. Going beyond those general undefined terms, there are many areas that need specific attention, particularly for contractors, regardless of size. WORKERS' COMPENSATION Workers' Compensation is mandatory in all states and the District of Columbia. In most of the states, private insurance provides this coverage. In a few states, the state operates Workers' Compensation funds, some of which are competitive with the private sector and others are operated on a monopolistic basis. Under a monopolistic setup, you have no choice, you must buy coverage from the state. Self insurance of the Workers' Compensation risk is also an alternative in most jurisdictions. With a contractor operating only in the U.S., the coverage extensions are few in number. If your work brings you anywhere near navigable waterways or land extensions thereof, you should have both U. S. Longshoreman and Harborworkers' coverage, as well as Employer's Liability coverage for the master or members of the crew of a vessel.

With the signing of the North American Free Trade Agreement (NAFTA), Canada, the United States and Mexico entered into an international experiment in economics amid a cloud of controversy that still lingers. Central to the controversy are the disparities in wages that exist among workers in the signing countries. Wage surveys completed by Western Mine Engineering show the degree of disparity that exists among the mining industries of those three countries. Labor costs constitute 30% to 50% of operating costs. So these wage differences are a matter of interest to the mining industry. It is unclear how much of a factor they are in determining where companies search for and develop new mines. That depends on where minable deposits are expected to be found. However, a deposit that may not be minable in the United States or Canada may be minable in Mexico because of lower labor costs. Some adjustments are anticipated for the Mexican mining industry if and when its wages begin to approach comparability with US and Canadian wages. Table 1 combines the results of four recent surveys. It lists benchmark wages for mining job titles common to all the countries. About 220 mines are covered by the combined surveys. Canadian miners' wages, converted to US dollars, are typically 75% to 95% of US wages, while Mexican miners' wages are less than 10% of those in the United States. Table 1 also shows that wage disparities are not confined to international borders. In fact, the difference in average wages between the US coal industry and the US metal and industrial mineral industries is greater than between the Canadian and the US mining industries overall. Table 2 shows that managerial, technical and administrative salaries show similar, but less pronounced differences among the three countries. Salaried personnel at Canadian mines earn 80% to 90% as much as their US counterparts, while those in Mexico earn 20% to 30% as much. Here again, average US coal salaries exceed average salaries for the US metal and industrial mineral industries.

The Bureau of Mines developed a detector for controlling sorting devices to separate the copper-bearing fragments from the barren portion of Michigan native copper and western porphyry copper ores. A successful sorter could be used to preconcentrate the ore and eliminate costly hoisting or hauling of waste. An induction balance unit was developed and used in sorting tests on crushed sized -1+1/2-inch (-2.5+1.3-cm) ores from the Kingston (0.9 pct CU) and Centennial (1.6 pct Cu) mines of Upper Michigan. Concentrates of 4.0 pct and 7.5 pct Cu, respectively, were obtained at recoveries of 85 and 80 pct of the copper in the feed. Eighty percent of the sorted ore was rejected as tailing. Sorting larger fragments improved the separation efficiency. Tests on -4+2-inch (-10+5-cm) sized Kingston (1.6 pct Cu) and Centennial (2.1 pct Cu) ore samples yielded concentrates of 4.3 and 4.5 pct Cu, respectively, with corresponding recoveries of 92 and 91 pct. About 60 pct of the sorted ore was discarded as tailing. Porphyry copper sulfide ores also responded to electronic sorting but at a lower separation efficiency. Sorting response was affected by the degree of segregation.

Over the past several decades, the use of cement-based grouts using ultra fine cement as a replacement for portland cement has begun to gain acceptance as an alternative to chemical solution grouts used in permeation grouting. The amount of information currently available on grouts made with ultrafine cement is limited. The authors used a previously developed field testing program to perform additional tests to evaluate the permeation performance of portland and ultrafine cement-based grouts. For the first time, the 2003 testing program included an attempt to determine the 28 day compressive strength of the sand permeated by the grout.

Mill flotation tailings impounded at the Gooseberry Mine site between 1976 and 1984 were determined to be an economic source of gold and silver. The tailings would be recoverable by standard heap leach technology in conjunction with feed agglomeration. Metal recovery at 85% gold and 75% silver is attained on properly agglomerated (pelletized) tailings that average 85% -75 µm (-200 mesh). The impounded tailings averaged more than 18% moisture (32% moisture maximum at depth) in place behind the storage dam. Therefore, the mining method, mixing and agglomeration technique, and materials handling practice were major considerations in making this operation a financial success. The Gooseberry Tailings Project is located about 35 km (22 miles) east of Sparks, NV. The project is owned by Asamera Minerals (US) Inc. The company's Western Nevada Gold prop¬erty surrounds the Gooseberry Mine by several miles on all sides. Gold and silver mineralization at the Gooseberry Mine is restricted to a narrow calcite-quartz vein. Calcite makes up more than 80% of the vein throughout the mine. The host rock consists of porphyritic andesites and dacites constituting volcanic flows. The rocks are propylitized or silicified to a varying degree. This ore mineralogy, then, also describes the tailings processed by heap leaching. The Gooseberry tailings were auger sampled in 1983 and again in 1987 after a final lift of 109 kt (120,000 st) was deposited in 1983 and 1984. The total volume behind the dam was calculated from planimeter measurements from tailings surface to original area topography.

The Minera Yanacocha operation presents various operating challenges, due to the complex structure of several heaps interconnected with ponds and gold recovery plants. A comprehensive process model has been developed in order to better understand the effects of certain operating parameters on issues such as water usage and inventory. An integral component of the water/mass balance of the process is a model of each heap that describes the flow and chemical behavior based on the individual characteristics of the heap. A computational fluid dynamic (CFD) software framework is used to model the individual heaps. The structure, calibration and validation of the model are described. Several examples demonstrating application of the process heap model are presented for the La Quinua heap. The effects of loss of solution flow to the heap (i.e., pump failure), increased cyanide levels in applied solutions and higher copper head grades on the process operation and balance are investigated with model simulations and compared to the baseline operating conditions. An example of estimating gold production and inventory based on projected heap loading plans is provided.

Constructing tunnels in congested urban areas requires tunnels to be placed closer together and with less cover than was previously necessary. Contract CQ031 of New York?s East Side Access project will construct four six-meter diameter bored tunnels in a three-up one-down ?T? configuration, with less than three meters of soil between the tunnels. Mixed-face rock and glacial till conditions with a high ground water table will be encountered under active railroad yards. The tunnels will also pass beneath the busiest railroad interlocking in North America with cover as shallow as three meters. This paper discusses the challenges of designing segmentally lined tunnels for these conditions.

As a longwall coalface advances a caved goaf or waste region is left behind. Air flow takes place through this permeable goaf due to the pressure differentials existing across it and en route this leakage air picks up both heat and moisture. A marked deterioration in climatic conditions occurs in the face area at all points downstream of where this leakage air rejoins the main air-stream. This goaf heat source can make a very significant contribution, typically 30-40% to the rate of total heat pickup on an advancing UK longwall coalface with a VST of 40°C and hence on the climatic conditions that prevail at the return end and in the return gate of the face. The magnitude of the rate of heat collection from the goaf depends on a number of factors but it has been established that it is particularly influenced by the prevailing virgin rock temperature and the total flow rate of the leakage air. This paper proposes a model for the goaf based on a packed bed analogy and other assumptions required in order to evaluate the rate of heat pickup are identified. The outlet condition of the leakage air predicted by the model have been shown to correlate with underground measurements taken for a range of different production patterns with the face cutter at various locations on the face. The sensitivity of these predictions to variations in the input data has been tested and is commented on. At this stage of the development the capabilities and predictive limitations of the model are discussed. Further areas of investigation are suggested in order to improve the predictive ability and to extend the versatility of the model.

As a preventive action, the geotechnical department at the mine analyzed the original topography overlying a conveyor tunnel at the mine. Several dewatering drains were installed to intercept water collecting from an old lakebed. Subsequently, 20 steel arches were installed to provide additional support in an area of tunnel where original geological mapping indicated Type IV rock. This project was completed ontime with no loss to production. Construction schedules had to be developed to half hour precision, to accommodate the installation.

ASFINAG is responsible for the construction and operation of the Austrian highway system. It is approx. 2,400 km of highways and 65 tunnels with a total length of 200 km including the Tauern Tunnel. In order to improve the documentation of the tunnel construction, ASFINAG chose to use a state of the art tunnel scanning system to record the various stages of construction: excavation, initial shotcrete lining, smoothing layer and final cast in place concrete lining. The geometric and photogrammetric documentation is provided on a daily basis to all par-ties involved. This innovative concept provides accurate & complete information in real time. The tunnel scanner documentation of the 2nd tube at the 6.4 km long Tauern Tunnel will be presented in this paper as a part of the survey contract.

As the number of environmental laws continues to steadily increase and the economic penalties for contamination problems become more severe, environmental management represents an important management function within today's U. S. mining industry. The economic impact to a mining company for contamination is not only realized in legal fees and fines but also in the cost of doing normal business. For example, a mining company with contaminated property applying for a loan may be refused because of a lending institution's reluctance to finance due to liability concerns. Or, an insurance company may decide to greatly increase its annual premiums because of existing or potential contamination problems. One of the main duties of the environmental manager is to seek ways to reduce these types of problems by eliminating contamination or by knowing what problems exist and designing corrective measures to prevent the situation from worsening.

This article presents a novel design, called the Climax, High Capacity Processor (HCP), for pre-combustion cleaning of coal. This design is particularly suitable for the plant capacities of 400 ~ 660 TPH. The HCP is different from the conventional designs with an equivalent throughput in three major aspects: 1) the use of one large capacity HM cyclone to separate coarse and intermediate raw coal in a single circuit; 2) the elimination of the conventional secondary magnetics recovery system by use of the high efficiency Climax, magnetic separators; 3) the use of "single line" piping with a minimum requirement of ancillary devices. In comparison with conventional designs with similar capacity, the HCP plant costs much less in capital investment, operation and maintenance.

The production sequence optimization of open pit mine is a procedure that reflects the exploitation conditions over life of mine. These conditions are determined by the geological characteristics of the deposit, requirements of the mining and processing technologies and economic parameters of the exploitation. From a technological point of view the production sequence optimization deals with two aspects - spatial and time. Each of them plays a tremendously important role in searching for the optimum solution of the problem. This paper treats the time aspect of the production sequence optimization. This aspect is revealed in the context of the problem of the working zone formation of the open pit mine in time. The problem formulation places an accent on the determination of the theoretically possible time distribution of the waste and ore quantities of each bench of the open pit mine. A mathematical solution to the problem has been developed based on combinatorial analysis. The solution provides a multi-variant investigation of the production sequencing with the use of an optimization model developed as a linear programming formulation. The model objective function uses the Net Present Value as a criterion for assessing the effectiveness of production sequencing. A case study is provided for the conditions of Assarel copper open pit mine (Bulgaria) to illustrate the applicability of the approach. The results obtained reveal the complex nature of the variation of the Net Present Value as a function of the mining factor.

This paper and four other papers on the MEQB Regional Copper-Nickel Study, presented today at the 1980 SME-AIME Fall Meeting are based on four years of extensive inter-disciplinary research and impact analysis supported largely by the Legislative Commission on Minnesota Resources. This study produced over 180 technical reports, the results of which are summarized in an Executive Summary available from the Minnesota State Planning Agency, St. Paul, Minnesota. Those wishing to examine the many scientific, engineering, environmental, social or economic issues addressed by the study are encouraged to obtain a copy of the executive summary. The executive summary includes a bibliography of all technical reports produced by the Regional Copper-Nickel Study and describes the five-volume, 26 chapter Regional Copper-Nickel Study Report.
