In conventional dump leaching of porphyry mine strip wastes, many years are required to extract up to 20 percent of the copper from the contained sulfide minerals. Furthermore, none of the molybdenum, gold, or silver in the strip wastes is recovered by current leaching practices. Because mineralization occurs predominately along fracture planes, breaking of the rock during mining operations liberates and concentrates some of the metal values in the fines. Research shows that upgraded fines can be screened from mine wastes and froth floated for early recovery of copper, molybdenum, gold, and silver. For example, screening a dump sample assaying 0.35 percent copper as chalcopyrite removed about 20 percent of the copper as minus 1/4-inch material that analyzed 0.6 percent copper. About 35 percent of the molybdenum and 20 percent of the gold and silver also reported in the fines. Crushing the mine dump sample to minus 3 inch before screening increased the distribution of copper and molybdenum in the minus 1/4-inch screen fraction to 28 and 50 percent, respectively. Similar results were obtained by screening fines from two other large samples of mine waste dump materials. Flotation studies established that the enriched minus 1/4-inch fines from the three dump samples could be effectively concentrated. Comparative testing revealed that the combination of froth flotation of fines and acid-ferric sulfate leaching of the coarser fraction enabled doubling the recovery of copper over direct leaching of the samples. In addition, significant amounts of molybdenum, gold, arid silver were recovered by flotation.

This paper presents the results of a study of case histories of projects on which sinking caissons were used to construct shafts for tunnel construction and other underground works. Design methodologies are reviewed with respect to the impact of soil and groundwater conditions on the performance and constructability of sinking caissons. Factors which have led to success or failure are reviewed and evaluated, and recommendations for future investigation, design and construction activities are presented. Cost data for five recent projects are reviewed and compared to the cost of shaft installation by other means.

Carbonaceous gold ores containing gold dispersed in sulfides are refractory to cyanidation because: (1 ) the carbonaceous materials adsorb gold during cyanidation; (2) a portion of the gold s so finely dispersed in the sulfide mineral lattice as to preclude contact with cyanide solution; and (3) a portion of the gold is chemically combined with carbonaceous material. Techniques which have been used to treat these ores are: (1) roasting or chemical oxidation to decompose sulfide and carbonaceous materials; (2) flotation to reject carbon; (3) the use of kerosene or other reagents to passivate the adsorptive carbon compounds; (4) carbon or resin in pulp; (5) flotation of a bulk concentrate which is treated by one of the above methods; and (6) the use of chelating agents which have a stronger affinity for gold than the activated carbon in the ore.

Further, on page 246, "The first area of study was the Josephine peridotite, now identified as an ophiolite terrane, located in northern California and south-western Oregon (Fig. 3). Here, it was felt that we could test the models shown in Figs. 1 and 2 and, if successful, expand the model and test it in other chromite districts in the US and around the world." My comments refer only to chromite deposits in Europe and the Middle East. First, I question that may chromite deposits occur in the idealized ophiolite section shown in Fig. 1. Second, although some podiform deposits (referring to morphology) have been important (Guleman, Turkey, for example), the stratiform deposits are of greater importance in tonnage and frequently grade. Examples include Nada, Yugoslavia; Bulqiza, Albania; Xerolivado, Greece; Saranovsk, Russia; and Abdasht, Iran. Reply by J.C. Wynn Mr. Hillebrand raises two issues that deserve a serious response. One issue is basically subjective and the other is ultimately political. First, the question of where (and how many) podiform chromite deposits are found in the idealized ophiolite section of Dickey (1975). The Dickey model is still perhaps somewhat controversial (Panayoutou, 1980), but our experience in the Josephine ophiolite of northern California (Wynn, 1980; and Albers, 1983) shows that the model works well there. Virtually all the chromite is found in dunite lenses in the tectonite peridotite (harzburgite). Since there are few complete ophiolites exposed in the world, the model will probably never satisfy everyone. The degree of acceptance is a function of any individual's subjective experience. Second, it is well known that stratiform chromite contributes more than 95% of the chromite reserves presently known in the world, and it could be reasonably argued that there is no point in exploring for or exploiting podiform deposits further. The title of the paper, however, was in part 'strategic minerals geophysical research'; chromite is considered a strategic and critical mineral of the US and many other industrialized nations. Stratiform deposits in South Africa and Zimbabwe account for most of the chromite reserves in the world. Unfortunately, experience in modern times with substantial price fluctuations and even resource cartels dictates the wisdom of identifying and maintaining a national chromite reserve, irrespective of the cost. An improved exploration methodology is an essential element in this strategic objective. Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

1977 was the modern day low point for productivity in the coal industry. At that time, no one could have predicted that the industry was about to enter a productivity rise that would continue unabated through the 1980s. Thirteen years later, the cause of this phenomenon is still not well understood. While many government studies focused on the fall in productivity from 1969 to 1977, none have been undertaken to explain the rise. Some of the likely causes of the gain in productivity during this period will be discussed here. An attempt will also be made to quantify the value of some of the technical innovations that have taken place. The remainder of the gain is assumed to come from non-technical sources. The nature of these sources, although largely non-quantifiable, is also discussed. Since the number of mines that have adopted the technical innovations noted here is largely unknown, the actual contribu¬tion of technological changes to the overall productivity gain can only be estimated.

Although the occurrence of deposits of titanium minerals on Kenya’s present day beaches and adjacent dune systems has been well documented, the potential for older formations to host economically viable deposits had not been recognised until recently. The Magarini sands formation in Kenya has been found to contain deposits of ilmenite, rutile and zircon in quantities and grades that have the potential to be commercially exploited. Since 1995, Tiomin Resources Inc. has explored these deposits and has identified one deposit, the Kwale project, as being able to support the development of a mine producing some 300,000 tpa ilmenite, 75,000 tpa rutile and 37,000 tpa zircon. Tiomin plans to start production by late 2002. Construction of a US$137 million operation is set to commence in the first half of 2001.

The authors of this paper have a combined construction experience of 70 years. They have served as engineers and managers on projects throughout the United States and Canada. Approximately 50 shafts have been sunk under their direct and daily participation. Several shafts have been selected from each of their experiences and have been briefly summarized here. SHALLOW SHAFT SINKING Sinking shallow shafts in highly urbanized areas adds an additional set of problems to those encountered in normal sinking operations. During the time between July, 1975 and early 1981, a series of shafts were sunk for The Washington Metropolitan Transit Authority. All of these were located along the "A" line, starting soon after the route departed from its path along Connecticut Avenue, proceeding to Wisconsin Avenue and then along Wisconsin Avenue to the city line at Western Avenue. (See WMATA System Map, Figure 1) The first three shafts were subcontracted from Morrison-Knudsen & Associates, Contract A9a, in July, 1975. Ceveland-Cliffs uses a specialized software package in mine planning at the Empire Mine, an iron ore mine it manages on Michigan’s Marquette Iron Range. The application puts together years of mining experience that began in the early 1960s on the eastern end of the Marquette Range. The Empire Mine is in its 38th year of production. It uses the software to model a complex and highly variable low-grade magnetite ore body, capturing the economics of mining and processing to the final product. With special attention given to geostatistical methods, the software is used for all geologic modeling, ore reserve estimation, ore control, pit design and short- and long-range planning.

NIOSH and the Illinois Clean Coal Institute are funding studies on characterization of coal and quartz dust in Interior Basin mines since 2009. Coal dust characteristics vary significantly and, are vital for the development of the engineering controls. This paper presents wettability characteristics of coal dust with respect to its chemical and physical properties, since wettability is considered to be a primary dust control technique. Particle size distribution, inter-particle interactions during wetting and quartz associations with organic and inorganic matter in coal seams is critical for understanding wetting phenomena. Silica content in the un-wetted fractions was found to be very high during wetting tests. Wetting of quartz may be limited by its association to hydrophobic materials as well as buoyancy forces resulting from particle size characteristics and particle-particle interaction in the wetting agent. Temperature of the wetting solution and effective contact time between dust particles and water droplets are found to be two important variables affecting the wettability. The characterization data obtained from this study can be utilized to develop engineering controls.

What is meant by "Minimizing Risk"? This paper explores some of the factors encountered in plant design which can affect the success of a mineral processing plant in terms of its planned output, quality of product and recovery. Any deficiency in either one of these objectives means lost revenue at the start of a project and reduced present value for the mine life. Time is money. Related factors such as project conception, feasibility studies, capital cost and operating cost estimation and mining studies have been covered in a recent paper (1) from which material for this paper has been drawn. What follows is a discussion of the principal factors which can influence the success of a project with particular emphasis placed on processing concepts.

The physical properties of an ore body require determination for virtually all mining projects, new and existing. The extent and regularity of such determinations being subject to the size and homogeneity of the orebody. Such properties have an impact at the design stage of new plants, with respect to equipment specification, and thus effects capital costs; and also impacts on the operating costs of new and existing plants, with respect to power consumption, production levels and part replacements. All of these can severely alter the bottom line and can be the determining factor in the economic viability of many projects. This paper examines some of the most common properties that are measured, the procedures utilised in determining these properties, and their variability under conditions of reproducibil­ity, and to a lesser extent repeatability. The properties looked at were Impact Crushing Work Index, Abrasion Index, Bond Rod Mill Work Index and Bond Ball Mill Work Index. A number of testing laboratories throughout Australia and the US were utilised in the survey. The results showed up some interesting and important features of the procedures used, all of which have become accepted industry standards, and which had varying effects on the final result. Tests such as the rod and ball mill indices would appear to have reasonably robust procedures which allowed for the determinations of the respective index without the introduction of significant variations, although there were indications that variations could occur. The other tests gave a sufficiently different picture to be able to suggest that an argument could be made for a more intensive investigation to be undertaken, with the possible outcome that a modified test procedure or an alternative test is required.

The Atlanta Plane Train Tunnel West Extension is being constructed at Hartsfield-Jackson Atlanta International Airport using the Sequential Excavation Method (SEM). The tunnel has shallow ground cover and mixed-face conditions and passes underneath the SkyTrain and MARTA stations and airport terminal buildings. It includes a twin tube Bifurcation with a span of over 45 feet and ground cover of 12 feet. A flat roof is being constructed at the Bifurcation to maximize rock cover and minimize surface settlements. This paper focuses on design and construction challenges for the Bifurcation and tunneling beneath the world’s busiest airport, while minimizing impacts to operations.

Traditional methods of project procurement of have remained virtually unchanged in the U.S. infrastructure construction industry for more than 50 years. The traditional method, Design-Bid-Build (DBB), uses a two-step process that separates planning and design from construction. Design is generally done by the public agency and their consultants and the subsequent construction contract is procured from the private sector, almost always by a “low-bid” approach. This method has worked well for many projects, delivering quality work for the lowest bid price. This is particularly true for those projects where the work, and the public agency’s management procedures, are well understood by the contracting community and there is relatively low uncertainty in the work or conditions, particularly geotechnical conditions for underground construction. However, concerns exist with the DBB process. It is time consuming because all planning and design work must be completed prior to beginning any construction work and it is of concern for complex or large projects, plus those with significant risk, where the separation of design and construction, in conjunction with pressures resulting from the low-bid environment, often result in substantial cost and schedule increases. Frequently, these increases occur in a non-productive, inefficient, adversarial work environment leading to claims, disputes and costly litigation (Quick 2002).

A super-conducting high gradient magnetic separator with matrix vibration in dry separation mode is a powder purification device, which has been used to remove weakly magnetic impure particles from fine calcite powders below 53 µm in this study. A fundamental question concerned is the evolution of the matrix clogging under gas-solids loads. This paper presents the improvement of the separation selectivity using a method of mechanically based vibration on the matrix in the separator. The functions of the matrix vibration are discussed. The results indicated that the mechanically based vibration on the matrix within a high intensity magnetic field while a feed was introduced in an air stream, was found to be effective for the dry purification of fine powder materials.

The Expert System implemented at the East-Malartic mill controls a copper flotation circuit while taking into account the profitability of the operation. Treating a copper gold ore, the flow sheet integrates a flotation step followed by cyanide leach circuit. The Expert System calculates the actual net smelter revenue of the flotation circuit, accounts for the operating cost of the cyanidation circuit and defines optimal metallurgical operating targets to optimize the overall economics. To be realistic, probability factors and circuit diagnostic analysis are integrated in the operating target selection. The Expert System has proved to be successful, robust and flexible. It resulted in a copper concentrate grade increase of 1% while maintaining recovery. The use of the expert system also gives plant personnel good training procedures and promotes interaction with mill operator.

A critical examination of the published results on the hemolytic ability of different forms of silica viz, quartz, cristobalite, tridymite and amorphous silica is made and it is concluded that quartz, cristobalite, and tridymite have nearly equal longterm abilities (within ±15%) but much larger than the hemolytic ability of amorphous silica when correctly compared on a per unit surface area basis. Also, a one-to-one correlation appears to be valid between the hemolysis and fibrosis studies. New results on the photoacoustic spectroscopy of amorphous silica particles heat-treated at 100, 200, 400, 550, 700, 820 and 1050°C are presented and it is observed that the intensity of the sharp silanol band at 3745 cm-1 and hemolysis by these particles have nearly the same temperature dependence. In contrast the intensity of the bulk IR modes (viz. the 797 cm-1 band) does not show any significant temperature dependence. These observations demonstrate that the surface SiOH species are involved in hemolysis by silica particles. Key words: silica polymorphs; hemolysis; silanol species

In underground coal mining, one of the biggest challenges is spontaneous combustion, which will not only present safety hazards but result in reserve losses as a result of burnt coal. The released heat coupled with other combustible gases commonly encountered underground will significantly increase the risk of explosion. In this paper, three-phase foam as an environment-friendly fire fighting agent composed of nitrogen, water and fly ash is introduced. The nitrogen facilitates inertization of the fire zone; the water helps cool down the fire and the fly ash can closely cover the coal to isolate the oxygen. What's more, the fly ash and the foaming agent are good free radical absorption. The comprehensive merits mentioned above make three-phase foam quite effective in quenching spontaneous combustion. Experiments indicate that three-phase foam can significantly slow down the temperature rise of coal during oxidation. The comparison between slurry and three-phase foam shows that the latter one is capable of flowing upward in the porous media so as to extinguish the high-point fire and concealed fire.

Toronto Tunnel Partners (TTP), under contract to Metrolinx/IO, is constructing new twin rail tunnels under the Highway 401 & 409 interchange to accommodate additional tracks to support the GO Expansion program for future two-way, all-day service. The new tunnels are being constructed using the Sequential Excavation Method (SEM) and utilize a tunnel pre-support system consisting of a series of 800 mm diameter steel pipes to form a pipe canopy. The pre-support pipes were installed with an Auger Boring Machine (ABM) in four separate headings; one heading from each of the tunnel end portals, and two from a shaft in the middle of the highway. To facilitate the auger boring operation, a custom steel reaction frame was required to counteract the thrust from the ABM at the portals, and a temporary shaft structure was installed in a narrow median space of the highway. The installation of the pipe canopy had to overcome challenges including removal of obstructions, alignment issues, and controlling settlements to the highway surface. This paper discusses the purpose of the pipe canopy, design and installation of the temporary shaft and structures to support the auger boring operation, the experience of the contractor during the installation of the pipes, and brief overview of the experience tunneling below the pipes.

El modelamiento de la dinámica de fluidos computacional (CFD por sus siglas en inglés) implica la creación de un dominio de cálculo llamado malla o rejilla para resolver las ecuaciones que definen la física del flujo de fluidos. Este proceso comprende a menudo emplear la mayor parte del tiempo en esfuerzos de modelamiento. En un proyecto patrocinado por el Instituto Nacional de Seguridad y Salud Ocupacional (NIOSH), los investigadores de la Escuela de Minas de Colorado utilizaron un enfoque innovador de mallas, el cual permite una fácil adaptación del modelo CFD para adaptarse a una variedad de geometrías de minado de tajos largos ventilados por canales (bleeders) y progresivamente sellados (referidos a menudo como bleederless en los Estados Unidos), con la porosidad y la permeabilidad de la cámara escalables en un amplio intervalo. En este trabajo se presenta la metodología del enfoque de enmallado y escalado junto con las recomendaciones para el uso de modelos CFD en aplicaciones de ventilación para las cámaras en tajos largos.
