The Robinson copper ores were mined for many years from pits containing varying ore grades, sulfide and oxide ore types, and differing mineralogy. The ores also contain gold and molybdenum values, and their recoveries are an integral part of the flowsheet development. Metallurgical responses were characterized using a standard flotation procedure. Further studies investigated primary and regrind particle sizes, reagents, and other variables. The metallurgical testing was supported by mineralogical studies. Results demonstrated a high degree of metallurgical success for flotation. Final copper concentrates ranged in grade from approximately 28 to 30% copper and copper recoveries were 89 to 95% based on laboratory and pilot plant data.

"The Gateway Trans-Hudson Partnership (GTHP), a joint venture of WSP USA, Inc., AECOM USA, Inc, and STV Incorporated, is providing preliminary engineering services to Amtrak for the Hudson Tunnel project as well as supporting the NEPA process for getting the record of decision (ROD). This preliminary engineering design effort by GTHP includes geotechnical exploration and laboratory testing, design of structures, tunnel contract packaging and procurement planning.The Hudson Tunnel Project includes the construction of a new Hudson River Tunnel system and rehabilitation of the existing North River Tunnel. The new tunnel system will be constructed south of the existing North River Tunnel, from North Bergen under the Palisades to Hoboken in New Jersey, below the Hudson River, and connecting directly to Penn Station in New York (Fig. 1). The tunnel system is configured as two single-track tubes, intermediate ventilation shafts and cross passages in compliance with NFPA- 130 requirements. The adjacent surface alignment west of the Palisades will be constructed on viaducts, embankment and retained fills. The existing North River Tunnel (Fig. 2) consists of two single-track, electrified rail tunnels extending from tunnel portals in North Bergen, New Jersey to Penn Station in New York. Completed in 1910 by the Pennsylvania Railroad, the tunnel opened at the same time as Penn Station and the four, single-track, East River tunnels that connect Penn Station to Queens and onto Long Island and New England, respectively. Both tunnels in the existing North River Tunnel were inundated with brackish river water during Superstorm Sandy (Fig. 3), resulting in the cancellation of all Amtrak and NJ Transit service into New York City for five days. After the brackish water was removed from the tunnels, the residual chlorides and sulfates have had on-going detrimental impacts on the interior concrete and rail systems."

The truck haulage data from open-pit mine sites are usually massive and multidimensional with multi-peak Gaussian distributions. Artificial neural networks (ANNs) are well-known machine learning algorithms to handle massive and multidimensional data for building models. Moreover, Gaussian mixture modeling (GMM) is a suitable option for processing the data under multi-peak Gaussian distributions and improving model accuracy. For the first time, this study used a back propagation neural network (BPNN), an extreme learning machine (ELM), and a Bayesian regularized neural network (BRNN) coupled with GMM to deal with the complex truck haulage data and build three weighted ensemble models (WE-BPNN, WE-ELM, and WE-BRNN models) to predict truck productivity at mine sites. Decision tree (DT), random forest (RF), gradient boosting machine (GBM), and extreme gradient boosting (XGBoost) were used to build models to be compared with the weighted ensemble models. The results showed that the WE-BRNN had a higher accuracy than the WE-BPNN and WE-ELM models. The proposed weighted ensemble models performed better than the benchmark models in predicting truck productivity, indicating that a weighted ensemble approach based on the GMM analysis significantly improved the model accuracy. Based on the relative importance analysis, haul distance was the most crucial input variable for predicting truck productivity. This study provides a new approach to predicting truck productivity, which will help mining companies make sound budget decisions and improve mine planning.

This paper gives a brief overview of impacts of coal blending on coal-fired power plants performance and discuses the preliminary results of an on-going study aimed at evaluating the effect of coal properties on the effectiveness, compatibility and thermal reactivity of coal blends. Plant survey studies reported no significant impacts on an existing plant designed for a high rank coal when switched to a blend of low-and high-rank coal. However, slight modification of some aspects (handling, fuel storage/stockpile, transportation, preparation, and general housekeeping) of plant design and operation may be necessary. The preliminary results of an on-going study at the Mineral Industry Research Laboratory shows that more compatible and better blends could be made from coals where ranks are closer than from those where ranks are far apart.

Cohesive clay soil poses a significant risk to earth pressure balance tunnel boring machines (EPBM) due to unstable face pressure, clogging potential, high cutterhead torque, poor muck flow, low advance rate, etc. This paper details the performance measures desired when EPBM tunneling in clay soil, and the scientifically-supported conditioning methods to transform in-situ clay to a muck with such characteristics, giving particular attention to ground conditions. The paper then examines TBM data from multiple clay soil projects in the context of these performance measures to demonstrate the influence of cohesive soil conditioning on EPBM performance.

The structural design of a mine haul road involves the determination of cover thickness requirements above the in-situ or sub-grade material. The specification of these layerworks is a critical component in the overall road design process. Poor design often leads to premature failure of the road, safety is often compromised and productivity and equipment service-life will certainly decrease. Historically, the California Bearing Ratio (CBR) cover-curve design method has been widely applied to the structural design of mine haul roads. More recently, established mechanistic design principles have superceded the CBR approach to haul road design, using a multi-layer model to represent the various road structural layers. The structural design and associated layer thickness requirements are then determined following a maximum strain criterion. This paper develops a case-study evaluation of the CBR cover-curve and mechanistic design methodologies and through a comparative analysis of layerworks and materials, highlights how improved structural design can be achieved mechanistically.

Despite significant safety improvements, the mining industry remains one of the most hazardous occupations globally and the evacuation of Miners, when an uncontrollable incident occurs in the mine, is the best bet to saving lives. However, Human factors/behaviors during an emergency are likely to influence the evacuation performance. Other industries have made a significant effort to determine these human factors that can impede evacuation performance, however, the current state-of-the-art in mine evacuation or self-rescue is that the evacuation route is predetermined, and a static sign is used to direct miners to the predetermined safe location. This method is limited in representing actual conditions that arise in a real emergency, neglecting the different behaviors displayed by humans. As optimization of the evacuation of a mine plays a fundamental role in emergencies and modeling evacuation behavior and movement of miners is a complex task, this research utilized Agent-Based simulations to simulate the evacuation behavior and performance. It was observed that people with the smart evacuation device made fewer mistakes and arrived at the safe place in less time compared to those have no access to the device. The Mathematical model used in optimizing the shortest path to a safe place is also explained in this paper.

"INTRODUCTION Iron ore beneficiation needs advances in areas such as process control, automation, burner and furnace designs, silica-free binders, and even alternative iron making routes. While some – like new binders – are only step-changes, all are tools that can help make the ironmaking industry more sustainable. This paper focuses on binders. Binders are added to iron ore fines before they are agglomerated. Binders are used to control the balling process and increase the mechanical quality (e.g. strength) of green-balls and pellets. Agglomeration usually follows thickening and filtration. Good-grade ores, which don't require upgrading, are wet ground to decrease particle size and increase specific surface area. Low-grade ores are often extensively upgraded through wet operations (flotation, dispersion and selective flocculation, magnetic separation, etc.). For both types of ores, thickening and filtration conclude the circuits so that moisture contents are lowered and the ores can be agglomerated. It's been known for a long time that thickening and filtration behaviors are influenced by zeta potential (Sandvik, 1979). Highly-negative zeta potential is good for dispersion while low zeta potential is good for filtration. So, the zeta potentials of iron ore particles are lowered with additions of acid or carbon dioxide, for example, to increase filtration rates and throughputs (Eisele et al., 2005). What happens to particles as their zeta potentials are lowered? Particles aggregate together, effectively forming larger particles. How stable then, are those aggregates during mixing and balling? Are they easily broken up during mixing (if mixers are even used)? Are they broken up during balling? Or, do the aggregates resist breakage so that the availability of ultra-fines, which are so beneficial for agglomeration (Stone, 1968), is decreased? For plants where high doses of bentonite are used as binder, the above questions may be of no concern. The bentonite adds the necessary amount of fines; however, even at those plants, the calcium and magnesium contents in the water affect bentonite's effectiveness (more magnesium and calcium means less effective bentonite). (Engesser, 2003) For plants where new silica-free organic binders are being developed and used, the above questions may need to be considered. The binder is only amongst the iron ore particles for a short period of time – until it burns away or thermally decomposes in the induration furnace – so the liberation, availability and distribution of fine particulates is very critical for the quality of balls and pellets. It was hypothesized that high zeta potential conditions would lead to good pellets, while low zeta potential conditions would lead to relatively bad pellets."

The ideal entering freshman for the College of Mineral Industries possesses the necessary aptitude to complete successfully a difficult technical curriculum, has a highly developed intellectual curiosity and adequate preparation in basic mathematics, sciences, and English, is enthusiastic about pursuing a career in the mineral industries, and puts forth a good academic effort while attending Penn State. The present programs of the University?s Division of Counseling and the College of Mineral Industries are directed toward providing the College with students who will meet these requirements. At present, freshmen are admitted to the Pennsylvania State University without entrance examination if they are in the upper two-fifths of their high school classes. All Pennsylvania students in the lower three-fifths are required to take the University Aptitude Test and all out-of-state students the College Entrance Board Examinations. Such students are admitted only if they score sufficiently high on either test to indicate the ability to do satisfactorily the work of University students. Only to this extent, are native intelligence and areas of greatest aptitude known for the Freshman prior to admission, and they are, therefore, largely beyond the control of either the Division of Counseling or the College of Mineral Industries. Because all freshmen, with exceptions that are numerically minor, are required to select a curriculum before admission to Penn State, each student who presents himself for required counseling during the summer, prior to his first semester, has already made a choice of his course of study. In many instances, such choices have been made without a rational and serious consideration of the student?s abilities and interests. Through tests given between the date of admission and the date of the counselling interview, it is possible to measure these characteristics and for the Division of Counselling to advise the student of his chances of success in his chosen curriculum. If he is qualified for the curriculum he has selected, Counselling Service goes on to direct the student?s attention to those other curriculums which are in the same general area as the one he has chosen and which will also challenge his abilities and correspond to his interests, Through this counselling, the curriculums of the College of Mineral Industries, which are often less well known to high school students than others for which they are no more qualified by ability or interest, are brought to the attention of the incoming freshman.

The title of the paper which I have been asked to present is somewhat misleading it infers in fact that there is a definite coalbed height below which raps or canopies cannot be applied to electric face equipment. Although this may be so with regard to certain pieces of existing equipment under certain conditions, to date we do not have enough experience to determine this magic number. Therefore MESA is continuing to hold the line on the time frames stipulated in Section 75.1710-1 of the Mandatory Safety Standards - Underground Coal Mines, which at this point in time requires these protective structures in mining heights of 60 inches or more. In order to give you an idea why we are taking such a firm stand on this matter, I believe it is necessary to describe some of the background work that was done prior to promulgation of the regulations and to give a resume of our experience since the requirements have become effective. Initially MESA made field investigations of all underground mines to determine what the state of the art was in the use of cabs and canopies for protecting equip¬ment operators from falls of roof. These studies revealed that the application was basically in its infancy and what progress had been made was due to the impetus of the mine operators themselves. Manufacturers of electric face equip¬ment provided these structures only on the direct order from the mining company and built them to their specifications. In talking to the operators and the miners in mines where cabs or canopies were in use, it was the consensus that these structures did improve safety and that although originally there was some reluctance on the part; of the miners to work in the confines of a cab or canopy, mast would not work without them once they had been adapted to the equipment.

Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. From the time raw material enters the plant, it is stored, transported, and processed in filtered air by an airtight stainless steel system. The stainless steel resists rust and corrosion. This further eliminates the danger of contamination from paint or rust particles in the conveyance network. A computer system allows a single operator in a central control room to monitor every aspect of the compounding process from air quality to line speed. The computer

On April 21, 1980 the Oil, Chemical and Atomic Workers Union (OCAW) submitted a petition urging the revision of the Mine Safety and Health Administration (MSHA) permissible exposure limit to radon daughters in underground mines. This petition asks for: 1. Annual worker exposure to be lowered from the current 4 WLM/year to 0.7 WLM/year; 2. Full economic protection for workers whose exposure exceeds the proposed 0.7 WLM/ year; and 3. The primary means of lowering workers' radiation exposures shall be environmental controls. I will present the scientific rationale for the lower standard requested in our petition to the Department of Labor. [1. Radiation Exposures to Uranium Miners] Two types of radiation exposures are present in the environment of uranium mines: A. [External Exposure] to gamma sources which until 1978 was considered as negligible compared with internal alpha radiation. R. E. Utting (1), in an investigation of three Canadian uranium mines, found levels of exposures adding to an annual dose equivalent of 3 rems (30 mSv)/year. He concluded that gamma dosages may be a major fraction of the maximum permissible dose for many individual miners. The U.S. experience has shown that there is significant gamma exposure in U.S. uranium mines and, therefore, it could contribute to the total radiation exposure to the lungs in combination with internal alpha radiation. Before ventilation improvements in uranium mines, the contribution of external radiation to total lung dosage was relatively small. After improvements in ventilation, the reduction in internal radiation exposure appears to be in 1980 as low as 1/10 of the 1950 dosages. However, ventilation improvements do not affect external gamma radiation. Gamma radiation remains at the same 1950's level, and it represents today a higher proportion of the total radiation burden to the miner's lungs. MSHA regulations (57.5-47) state that if gamma exposure is below 2.0 milliroentgens per hour, then workers are not required to wear gamma dosimeters and cummulative gamma radiation records need not be kept. Assuming an exposure of 1.9 milliroentgens per hour per 173 hours/month for 12 months,a miner would accumulate a dose from external radiation of 3.9 rems/ year. This dosage would, of course, go unrecorded. MSHA, therefore, should consider a downward revision of the external radiation permissible exposure limit of 2.0 milliroentgens/hour. MSHA should make clear that this exposure level, when added to the internal exposure, does not make for sound health physics -even though the measured current levels do not approach 2.0 milliroentgens/hour. B. [Internal Exposure] to alpha radiation is still the larger contributor to lung irradiation in uranium miners. The target organ is still the lung. The parameters to be considered in determining the biological radiation load appear in Table I for radon daughters present in the upper respiratory tract (URT). Simulation is a general term which commonly appears in the technical literature and which can have different meanings to different people. One interesting definition (9)* applicable in an engineering context is the following: "Simulation is the use of a model to study a problem." In most cases, the model referred to in the above definition is a simulation model constructed in a computer language and implemented on a computer in order to solve the problem under consideration. The application of computer simulation models to the study of problems in materials handling and earthmoving has been successful in the past. Generally speaking, this method has been used where the system to be studied has many variables and where the ability to predict the outcome of the system under different sets of conditions is difficult. The prime reason for using such a model is to evaluate the numerous likely ways of operating any particular system without the necessity of actually conducting full-scale field tests. The simulation model presented here is such an application made to the process of tunneling and, in particular, to the process of tunneling with a boring-type tunneling device. At first glance, the process of tunneling may not appear to be particularly complex and susceptible to study by a computer model. However, a close analysis of the tunneling process will reveal that it is rather complicated as a result of limitations placed upon the system by restricted space in the tunnel, geologic variations along the tunnel

The impact of smoothing on the definition of ore and waste boundaries using linear estimation and conditional simulation methods is discussed. The nature of transfer functions is examined including their ability to incorporate categorical data (e.g. a dominant lithology code). An Ore Block Optimization (OBO) transfer function is presented that provides a clear guide for the mining geologist. Advantages are seen in defining stockpile cut-off grades and meeting production targets such as maximizing head grade, maximizing ore tonnes or minimizing ore loss or dilution. Each of these scenarios impacts on mine profitability and grade control.

The pelletizing process for low grade iron ores has undergone continual changes since its inception over twenty years ago. These changes have necessitated filtration equipment changes in order to produce a product suitable for balling. With modern techniques it is now possible to produce pellets of 68% Fe from ores containing as low as 26% Fe. Low grade ores require fine grinding to liberate impurities This shift to finer grinds over the years has necessitated major changes in the filtration steps. Techniques are now available for producing suitable product from ores with Blaines as high as 3600 cm2/gram. This has been made possible by the development of high performance filters. Recent developments have reduced maintenance costs and produced higher production reliability. The paper discusses iron concentrate filtration from its beginning to present day design. It will be shown that the dewatering step prior to balling has gone through four generations of filters. Particular emphasis is placed upon hydraulic studies which have allowed today's optimum designs.

"One of the major issues that the Rare Earth Elements Mining Industry has to deal with is the legislation vacuum that exists in many countries around the world. Among these, are countries which have long history and tradition in mining. In many cases the lack of direct legislation for REE mine management as well as for other potentially polluting industries can be a barrier to sustainable development. Moreover, the case of lax legislation in China has led to environmental pollution problems and extended smuggling of rare earth elements. This paper looks into the current regulatory status on the mining of REEs, identifies the loopholes and suggests some elements for a new global legislation framework for sustainable development in the REE mining industry. The setting of this regulatory framework will be in line with the present and future challenges of the rare earths market as well as with the policy strategies that are defined internationally. The aim of such a legislative framework will be to strengthen the global rare earth elements supply chain, appease social concerns and ensure the preservation and conservation of the environment. INTRODUCTION The general public received their first introduction to rare earth elements (REEs) in 2010, when the previously inconspicuous commodities became the subjects of front-page headlines. It was when China created a furore in global high-tech markets after imposing an embargo on Japan following a minor marine dispute (Barakos et al. 2015b). Soon enough the Chinese embargo was extended on REE export restrictions all over the world and thus aroused concerns to many countries over potential supply disruptions. The world had suddenly realized that these wonder materials underpin products that they care about. Governmental and industry executives, policymakers and material scientists voiced concerns and conducted numerous reports stating the situation and the risks of a supply crisis. The price spike of 2011 intensified the crisis and the public turmoil, yet the drama did not last for long as the prices declined significantly in 2012. Nevertheless, the world was nonplussed by the fact that China has the total control of the market with more or less the 90% of the global production. More potential entrants became interested, thus initiating an exploration boom during the recent years that has resulted in a significant increase in known global REE reserves that could have potentials for exploitation."

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. In underground mine production units that employ discrete-vehicle face haulage, feeders are used in the belt network so that vehicles can unload rapidly without transmitting to the conveyor network the high material flow rates that result from rapid unloading. They prevent production bottlenecks at the face, while reducing capacity requirements for downstream materials handling equipment. Similarly, surge bins may be installed at intermediate locations in the network to smooth flows from a number of upstream sources, thereby reducing downstream belt capacity requirements. This paper introduces new stochastic process models to temporally describe loading patterns from unit operations and techniques for computing the probability of various fill levels for the feeder or surge bin. These results may be used to analyze the effect of alternative bin or feeder capacities and discharge rates on the performance and costs of the materials handling system.

The mining industry has long recognized the value of dispatch systems in open pit mines as they reduce load and haul costs. Over the years, researchers have proposed many dispatch systems with various limitations and advantages. The simplest dispatch algorithms are the so called 1-truck-for-N-shovels dispatch strategy. These algorithms are limited by the fact that their objective functions do not consider all the objectives of a mine and cannot be applied to all possible truck-shovel configurations. They are also myopic in nature. However, they are simple and computationally efficient and do not require occasional updates of the upper stage problem as required in multi-stage dispatch algorithms. In this work, an agent-based truck dispatch algorithm that conceptualizes trucks as intelligent agents that make autonomous dispatching decisions to maximize their utility is proposed. The advantages of this algorithm includes utility functions that encapsulate all of management’s objectives and agent’s with broad situational awareness. They are also more suitable for autonomous trucks. We evaluate the new algorithm against a simple 1-truck-for-N-shovels dispatch strategies using discrete event simulation. The simulation results show that the new utility function has significant advantages over 1-truck-for-N-shovels inspired utility functions. Future work will incorporate adaptive behavior into the model via reinforcement learning algorithm. INTRODUCTION In an attempt to optimize truck shovel operations in open pit mines in order to reduce the cost of haulage operation, which according to (Alarie and Gamache, 2002) is estimated to be about 50-60% of the total cost of mining, several effective and efficient strategies have been developed. Optimizing truck haulage systems in an open pit mine is one of the greatest challenges of mining engineering and has been the subject of many research projects. It is important that haulage systems are designed to be efficient, in order to minimise haulage cost, improve profitability and increase the total mine value. Although optimizing the number of trucks required in the operation of open pit mines can help reduce the cost, an effective and efficient truck dispatching system add value by ensuring that the available trucks are used efficiently. With truck dispatching systems, the trucks are normally dispatched between the crusher and dumping station (e.g. waste dumps and stockpiles), and the shovels in order to maximize the total output, obtain grades targets, reduce fuel consumptions and other objectives. Truck dispatching, which can have one or more objectives, is typically subjected to certain operational constraints such as truck and shovel capacities, empty and loaded trucks speed, among others. The problems associated with truck dispatching was first mentioned by Dantzig and Ramser (1959) after they made an attempt to determine the optimum routes of a fleet of delivery trucks between bulk terminals and a service stations. The problem occurs in several industrial systems besides mining (Alarie and Gamache, 2002; Gendreau et al., 2006; Rego and Roucariol, 1995). The dispatching problem, also referred in literature as the vehicle routing problem, has seen a number of modifications and extensions with Bertsimas and Ryzin (1991) presenting a dynamic and stochastic vehicle routing problem, and Ralphs et al. (2003) also adding to the original concept, the concept of vehicle capacity routing.

Any of you who served in the military remember the admoniton to "get the lead out," In the military environment, where cost wasn't always a factor, "get the lead out" was more often a call for activity of any sort than activity of a particularly productive nature. As a result, when the top sergeant yelled "get the lead out," lots of people started moving.. . usually to get out of his way. Now there's a new cry, ..one that comes not only from the military but from an entire nation threatened with dependence on foreign sources for its energy needs. That cry ...get the coal out, Like the earlier order, it's a call to activity. A signal that the coal reserves of the United States must be tapped so that Project Independence can succeed by 1985, But it's more than a mere call to activity; it's also a call to achieve productivity. ,a call to produce coal both efficiently and acceptably. And that leads us to the key questions of where the coal is going to come from to meet that 1985 goal, and how can it best be mined. Where will the coal come from? There's no doubt much of it must come from surface mining in the West. How can this coal be mined? There are several options available but there is an excellent case to be made for using mining shovels and haul trucks due to their versatility in stripping, loading and reclamation, We'll explore this approach in this talk today.
