The United States Department of the Interior's Office of Surface Mining (OSM) is responsible for regulating active coal mining and reclaiming abandoned coal mines in the United States. In working with the State government agencies that implement these programs, OSM is building a new approach that moves away from traditional "command and control" regulation and towards an approach that focuses on providing long-term environmental and economic sustainability on lands disturbed by coal mining. This initiative called "Reclaim the Future!" looks to enhance opportunities for economic development, wildlife preservation and enhancement, reforestation, and other beneficial and productive uses of lands disturbed by coal mining. The initiative is also focused on ensuring that the landowners and the local public have significant involvement in determining how best to reclaim mine sites and what post-mining land uses are most appropriate for each individual abandoned mine reclamation project or active mine reclamation. Through the use of the best scientific input in an open, participatory process, OSM hopes to further sustainable development principles for coal mining within the framework of existing United States law.

Scope of the Courier 300 System The fact that reliable on-stream analysis is a prerequisite for effective flotation control is hardly disputed today. Nevertheless, up to now no system has been available that includes all the equipment necessary for successful analysis. However essential an on-stream analyser is in itself, reliable and accurate assaying can only be assured after techniques for sampling, handling the slurries and computing the X-ray data have been developed for the purpose. The Outokumpu Company's Courier 300 System is a complete package that can be installed and handed over with the key. It includes the equipment needed for sampling and handling the slurries. It has been developed from the start to meet industrial demands. Obviously an on-line system must comply with far stricter standards than one designed for a laboratory. Assays are computed by an Outokumpu 316 digital data processor, which is an integral part of the system and controls its entire performance. The computer software is programmed as a standard package, including a highly advanced new model for assay computation. Analysis output is available for a process computer, report typewriter:, and recorders. The package also includes calibration for slurry assays at our pilot installation before delivery. A complete Courier System can analyse up to 4Z slurries and six elements in each slurry. Thanks to its modular design, it can be dimensioned initially to the customer's requirements and is easy to expand later at low cost. Being a mining company itself, Outokumpu has been able to utilize its own long experience in non-ferrous metallurgy - an important factor contributing to the success of the Courier system. The mining/mineral processing industry constantly faces the challenges of handling tons of material in a variety of processes such as crushing, milling, drying, belt transfer and loadout. These processes result in the production of high volumes of dust. A variety of dust detection and collection equipment is needed to properly manage these emissions to remain compliant with stringent air quality and safety requirements. Dust monitoring and bag leak detection can provide ways to reduce air pollutants, make work environments safer and remain compliant with requirements from the U.S. Environmental Protection Agency (EPA), U.S. Mine Safety and Health Administration (MSHA) and U.S. Occupational Safety and Health Administration (OSHA). There are several approaches to monitoring particulate emissions from dust collection equipment. These can include visual inspections, differential pressure gauges or bag leak detection systems. Bag leak detection and monitoring systems can be optical, light based or electrostatic/triboelectric. Recent developments have advanced the efficiency and reliability of electrostatic/triboelectric style monitors. New technological improvements have been developed that are based upon the principal of unifying dc (impaction) and ac (induction) signals and incorporating other proprietary circuit innovations. This higher signal resolution technology results in a more robust and stable measurement for detecting the presence of particulate in a dust collector emission duct or a flow process pipe.

A big issue in crushing and grinding operations in raw materials handling is high energy consumption and low breakage effectiveness. According to the Legendre [7], only 10% of energy input is directly consumed on the feed material breakage, while the remaining portion is dissipated in the form of heat and noise [8]. In the industry of limestone powder production, the grinding operations constitute integral part of technological circuits, and the energy consumption in operations of industrial comminution consume as high as 2% of world energy [14]. High-pressure grinding is the technology with proved energy benefits both in ore processing circuits and in limestone grinding. The promising results concerned mostly the achieved energy savings and good results of material breakage were achieved and demonstrated in numerous investigations [1,3,12]. However, it appears that a proper selection of operational parameters of the press devise, determination the feed material characteristics and adjustment of process course san be of a key-significance in improving an effectiveness the HPGR operation. Operational parameters of devices and process course should be verified towards the characteristics of the feed material, which mainly applies to the particle size and shape of the feed material and its moisture, and also mineralization in case of ores [2,4,9]. There are various investigations concerning an impact of the operational pressing force on comminution results which mostly refer to the determination of energy consumption and crushing ratio [5,6,10,13]. Investigations on the moisture content are less common, however their results suggest that, in general, the HPGR feed with higher moisture shows the tendency to higher comminution intensity, while the energy consumption increases together with increasing of feed material moisture. Investigations on olivine sand feed [11] showed that crushing ratio decreases for higher moisture, especially when the material is crushed at higher pressing force. HPGR devices, however, shouldn’t be regarded as a unique and perfect solution for comminution of each type of material. But they indeed may bring technological and economic benefits, comparing to conventional crushing and grinding machines, resulting in more favourable breakage of material particles and lower consumption of energy per unit mass of processed feed material.

"1. THE VICTORIA STATION TRANSPORT HUB Victoria Underground station is part of the Victoria transport hub, which comprises one of London’s main train termini and a major bus station. At the Underground station, the District Line running in the older shallow brick tunnels dating back to 1868 cross the Victoria Line running in the lower tunnels, which were opened in 1969. After Waterloo, Oxford Circus and King’s Cross/St. Pancras Tube stations, Victoria is the most frequented station on the London Underground network and is used by over 80 million passengers per year. Capacity at Victoria Tube station has been inadequate for many years with passenger numbers steadily rising. Overcrowding is a constant challenge and the station has to be closed regularly during morning and evening peaks until sufficient trains pass through to clear the platforms. For this reason an extension has been debated since the 1990s. After intensive preliminary investigations and feasibility studies covering many variants, which included a large-scale jet grouting test to determine the applicability of this technology as a protective measure for the tunnelling works, the project was officially started with the Victoria Station Transport and Works Act Order (Secretary of State, 2009) effective on the 18th of September 2009. Following a competitive tender process a joint venture of Taylor Woodrow and BAM Nuttall were awarded the contract by London Underground, with their design being carried out by Mott MacDonald Ltd. Ensuring the busy station remained open to the public was a key requirement of the Victoria Station Upgrade. Jet grouting works, which were executed from ground surface, were also carried out while the station was fully operational 2. OVERVIEW The Victoria Station Upgrade aims to increase the capacity of the Underground station significantly and one of its major design objectives is to optimise the transfer between the Underground lines. In order to achieve this, the following new structures are currently under construction: •,A new North Ticket Hall •,Extension of the existing South Ticket Hall •,Nine new escalators •,Connecting tunnels between the North and the South Ticket Hall •,8 new lifts providing step free access to all platforms •,An improved connection between the rail/bus terminus and the Underground station As the elevation and geometry of the existing structures cannot be changed, the new structures need to be adapted to the existing structures (see Figure 1)."

Hydrogen peroxide production was measured during the grinding of a complex sulfide ore, and its oxidizing effect on solid surfaces was investigated using Fourier transform infrared spectroscopy (FTIR) with diffuse reflectance attachment measurement. In turn, an attempt was made to correlate the formation of hydrogen peroxide, surface oxidation and sphalerite flotation. Additionally, in order to predict and minimize detrimental production problems due to the recycling of process water in sulfide ore processing, the effects of major components of calcium and sulfate species present in recycled process water and the effect of temperature on sphalerite flotation were investigated through bench-scale flotation tests using complex sulfide ores. The significance of process water species in flotation was studied using tap water, process water and simulated water containing calcium and sulfate ions. Formation of hydrogen peroxide was revealed during the grinding of the complex sulfide ore, and its formation was counteracted by diethylenetriamine (DETA). The FTIR spectrum of the pulp solid fraction showed varying degrees of oxidized surface species, which are related to the concentration of H2O2 analyzed in pulp liquid. Bench-scale flotation using two different complex sulfide ores showed that sphalerite recovery is better in process water than in tap water. Flotation results also indicated a varied recovery of sphalerite at different temperatures in either tap water or process water.

Of all the fossil fuels produced in the U. S., coal is by far the most abundant. U. S. reserves amount to an estimated 1.5 trillion tons, 2,500 times the 600 million tons produced in 1970. Although it would not be possible to recover all of this coal economically with current mining technology, a significant portion would be available given the proper circumstances. With existing technology, approximately one-eighth of these reserves is accessible, an amount which would last for several hundred years at the 1970 level of production. On the face of it, this substantial reserve should go a long way in meeting the Nation's energy needs. But coal offers special problems. As additional coal is mined and then burned, there are increased costs to the Nation's land, water, skies, and health. Hence, coal poses a dilemma because of its dual status as one of our most abundant domestic fuels and as one of our major sources of environmental degradation. Against the benefits that would be chalked up in the areas of national security, balance of trade, and economic well-being from the increased use of coal, we must enter on the debit side of the ledger the increased environmental cost. This paper reviews the use of U.S. fossil fuel, the drawbacks of coal as an energy source, the means being developed to overcome these drawbacks, and the background behind the present sulfur emission regulations relative to coal combustion. It also discusses in detail the Federal Environmental Protection Agency's (EPA's) current policies to ensure the continued use of coal as a major source of energy for fossil-fuel fired power plants.

The Atlantic City iron mine is located in Fremont County in central Wyoming, near the historic gold mining camps of Atlantic City and South Pass City. The mine lies on the southeast flank of the Wind River Mountains at an elevation of about 2,470 m (8,100 ft) above sea level (Fig. 1). An 81-h M2 (200-acre) tailings impoundment at the Atlantic City taconite operation has been a source of blowing dust. The site qualified for reclamation under Wyoming&apos;s Abandoned Mine Land (AML) reclamation program. The ultimate reclamation construction incorporated commercially available organic amendments and fertilizers into a 300-mm- (12-in.-) thick cap of a sterile clay loam cover material. The water level was lowered in an adjacent flooded mine pit that was feeding uncontrolled seeps into the tailings basin. A wide tailings pond spillway was built that allows flood control while minimizing seasonal water-level fluctuations in the pond. Rock berms and rock snow fences were built for wind-erosion control and soil-moisture preservation. Future work includes tree planting in the protective wind/ snow shadows of rock berms and rock snow fences and plugging a decant pipe. US Steel opened the Atlantic City iron mine in August 1962. It closed in 1983. Taconite iron ore was mined by surface methods. The ore was magnetically separated from the waste. The magnetic concentrate was mixed with bentonite, formed into pellets and roasted to produce a blast furnace feed stock for US Steel&apos;s blast furnaces in Geneva, UT. The pellets were hauled by rail to the Geneva Iron Works. The Atlantic City Mine produced three types of wastes. These included waste rock overburden from mining, a coarse-grained (sand to small-gravel sized), nonmagnetic reject rock termed "cobbs" and fine-grained tailings ranging from 600 to 75 µm (28 to <200 mesh). The history of gold and silver analyses shows an interesting duality. On one hand, classical chemical and instrumental methods have evolved to meet changing needs, but on the other hand, the age-old and somewhat empirical fire assay has remained a popular tool. Inasmuch as gold and silver generally have been present in ores at low concentra¬tions, methods have been challenged by a need for sensitivity and selectivity coupled with reasonable assay time. A progressive increase in the importance of low grade materials as ore sources has led to the need for improved methods. Assays of these materials are required for process control and accounting in operating plants as well as for guiding research and development activities. The analytical response to these needs is evidenced by numerous reviews published through 1977-¬e.g., cf Kolthoff and Elving (1966), Beamish and Van Loon (1966, 1972, and 1977), Young (1971) , Mallett (1970), and Sen Gupta (1973). In this paper we present a brief sketch of the history and status of various gold and silver methods. A more detailed summary of atomic absorption spectroscopy (AAS) is Given, as this method has gained in popularity more than other assay methods. AAS methods currently in use are summarized and discussed briefly. This paper is not meant to be a detailed review, as are the above mentioned publications. Rather, we borrow from those works and more recent papers to report trends in gold and silver analyses (particularly in AAS). Also, we discuss some selected poten¬tial problems, and problems that have been experienced by this laboratory.

A tectonically disturbed sequence of Mississippian age evaporites expressing a 5 milligal negative gravity anomaly near Sussex in southeastern New Brunswick, Canada, was investigated by a program of drilling, geologic and geophysical work over the past 27 months. Seventeen of twenty-one drill holes have penetrated 10 to 140 feet of potash mineralization in a salt sequence underlying 2 000 to 3 000 feet of arenaceous, conformable red beds, also of Mississippian age. Bromine and borate studies, lithological characteristics and geophysics, have facilitated improved understanding of the salt structure. The salt sequence has been affected by f1owage which has resulted in both major and minor folding. In the more disturbed areas, the potash interval was extensively subterraneally eroded at the upper anhydrite-salt contact.

Smart defense: that?s what the industry needs to play for the next four years, according to panelists at the 118th Annual Meeting of the Northwest Mining Association (NWMA), which met December 2-7 in Spokane, WA. The conference was well attended, with approximately 2,200 attendees, 244 booths in the two packed exhibition halls, and a rich offering of short courses, field trips, social events and technical sessions. Speakers at the packed legislative session articulated many of the frustrations felt by members of the mining community after the U.S. elections in November, and offered words of advice. Matthew Ellsworth, the new Government Affairs hire at NWMA, stated it best: ?Elections are like Christmas: you find out who?s naughty and nice ? and it?s always going to come again.?

"Feldspar may represent 60% of the earth’s crust, but the mineral does not exist in a pure state. It is generally associated with quartz, iron containing minerals such as mica, and titanium containing minerals such as rutile. Feldspar itself can even exist in different lattices from those containing sodium to various divalent ions. As such, its beneficiation has become a process that is quite complicated, when compared to the beneficiation of other minerals. It is this complexity that has made feldspar beneficiation dependent on tailor made reagents to successfully yield the industry specified feldspar products. This paper reviews the mineralogical variations found from two feldspar mines and the development of collectors to specifically target a Fe+Ti concentration of < 0.05%, while maintaining a feldspar recovery greater than 90%.INTRODUCTION Feldspar is a class of aluminum silicates that represents the most abundant mineral on earth (Vidyadhar, 2002). This class of mineral can further be defined by the types or concentrations of cations present in the crystal lattice, MAlSi3O8 (M = K, orthoclase and microcline; M = Na, Albite; M = Ca, Anorthite) (Heyes, 2012). Feldspar is most commonly mined and processed for either the alumina used in glass making or for the alkalis used in ceramics. The alumina is known to improve product hardness, durability, and resistance to chemical corrosion. The alkalis act as flux, which means they not only lower the melting temperature of the mineral mixture, but also assist in connecting the other components present in ceramics. It was stated in 2009 that the world production of feldspar was in excess of 18.3 million tons produced, with the majority coming from China, Italy, and Turkey. Raw feldspar is typically found with quartz, iron containing minerals such as mica, titanium containing minerals such as rutile, and other feldspar minerals (Celik, 2001). Quartz is stated as having a negative effect on the melting point of the feldspar, whilst the iron and titanium based mineral contaminants are known to have negative effects on color and quality of the product produced; these mineral contaminants must therefore be separated prior to application (Barns, 1997 & Celik, 2001). Mineral flotation and magnetic separation are the most common means of feldspar beneficiation. However, conditions vary greatly from mineral contaminant to mineral contaminant (Table 1). Some literature suggests feldspar can be floated with an amine, but this generally yields lower than acceptable recoveries and often still requires the magnetic separation of iron based minerals to achieve the desired grade (Amarante, 1997 & Heyes, 2012). Feldspar flotation can be further improved with the addition of hydrofluoric acid (HF) as a silica depressant and feldspar surface modifier, but this still requires the removal of some of the other minerals first. Rutile can be floated with an anionic fatty acid collector at a pH range of 7-8 or with a petroleum sulfonate at a pH < 4 (Celik, 2001), while mica can be floated with a petroleum sulfonate or an amine collector at a pH of 3.5."

This paper presents an engineering approach to solve a complex ground control problem at reduced cost, allowing the mine to be operated safely and economically. The mine has experienced serious and complicated cutter roof problem in the entries. This cutler roof problem has delayed the advance of the entry development considerably and cost of these entries is very high due to the requirement of very heavy artificial supports. The analysis includes assessment of the cause of cutter roof and step by step action taken to improve the entry condition through appropriate longwall panel entry design and roof support system. The approach for solving the problem was two-fold: 1) to apply yield pillar concept in order to reduce the effects of in-situ horizontal stress in the roof strata and 2) to find an effective way to reinforce the roof strata and to support the fractured roof and avoid caving.

The trend towards proportionately rising volumes of surface mining through- out the world and especially in the United States has led some observers to predict that the future of underground mining is quite limited. Certainly, the simple extrapolation of current trends1 gives evidence of a compelling sort for the hypothesis that technological progress is proceeding at a faster pace in surface than in underground mining. This paper attempts to examine the basis for these predictions by searching the historical record on differential rates of productivity as these are observed in iron ore and coal mining. In recent years economists have discussed "technology gaps" among industries or segments of the same industry, by which they mean that mechanisms for invention and its diffusion are faulty or retarded in such a way that feasible cost-cutting innovations are not applied or developed, even though technicians regard them as practical.2

"The mining environment presents challenging and complex situations for the application of medical care. The combination of remote locations, difficult access and longer response times may create an increase in morbidity and mortality in the event of serious accidents. The U.S Mine Safety and Health Administration (MSHA) has only minimal requirements of first aid training for mine workers. For mine rescue team members, MSHA requires medical training at the Emergency Medical Responder (EMR) level, as only prescribed by mine rescue contest rules. This paper examines, based on mine accident statistical information, whether a higher level of medical training, for example at the Emergency Medical Technician (EMT) or at the Advanced Life Support (ALS) level can better address injuries most commonly disabling or leading to the death of miners in the United States. BACKGROUND Prehospital emergency medical care for the sick and injured has evolved considerably from first inception. Ambulances used to be staffed by persons with little training and equipment and prehospital care was focused largely on the rapid transport of the injured person to a hospital and. The modern prehospital care model was initially developed in military applications, where medics were responsible for some treatment on the battlefield and rapid transport to the care of a physician. In 1965, the National Academy of Sciences and National Research Council Committees on Trauma and Shock published Accidental Death and Disability: The Neglected Disease of Modern Society (National Research Council Committees on Trauma and Shock, 1966). This white paper laid out the consequences of the insufficiency of the Emergency Medical System (EMS) in the United States at that time. According to this paper, in 1965, 107,000 people were killed from accidental injury, with another 400,000 injured with permanent disability. The authors estimated that approximately 50% of ambulance services were provided by local morticians that were not capable of rendering advanced life support. The paper states that, based on experiences in the Vietnam war, seriously wounded soldiers had a better chance of survival in the battle field compared to traffic accident victims with similar traumatic injuries because the military was capable of providing first aid and efficient transportation to emergency care facilities. The white paper states that death rates from battle injuries declined significantly from 8% in World War I to 2% in Vietnam. The publication of this white paper is credited for the broad evolution and rapid advance of the civilian EMS system after 1965. It eventually lead to the creation of the National Highway Transportation Safety Administration (NHTSA) National Standard Curricula (NSC) for emergency medical care in 1985. Training, and therefore required skill and knowledge for prehospital emergency care has continued to grow to reach the current standard."

Mineral Development Agreements (MDA?s) are a cooperative mechanism in Canada by which the federal and individual provincial governments can coordinate their scientific, techno- logical and market development resources in order to implement measures designed to stimulate mineral exploration and development by the private sector; the objective, ultimately, being to increase the mineral industry?s contribution to provincial economies. In the latest round of MDA?s, which was initiated in 1984, a significant number of planned activities relate to industrial minerals. This paper will describe the nature and importance of MDA&apos;s in Canada and will outline the wide range of activities taking place with respect to industrial minerals.

Mine planning and scheduling done with computer programs is possible only after extensive work has been completed to define the geologic extent of an ore body and an overall mine design. Mine planning methodology on computer can vary from computerized engineering tasks through systems which completely optimize a plan with little input from an engineer during the actual scheduling process. However, a strong emphasis is placed on producing practical mining sequences which may be "best" rather than "optimum". This section offers several viewpoints on the planning process using computers. Interactive planning and scheduling systems are attractive for many companies because they are easy for engineers to understand, and the results are acceptable. The engineer develops an open pit mine sequence by trial and error using interactive graphics. The results of this approach can usually be improved. A computer program can help an engineer make many trials in a short time period and provide a higher level of confidence that a "best" plan has been generated.

Researchers at the University of Alabama are investigating artificial intelligence based computer models of mineral processing systems. Two approaches have been found to be particularly effective in developing data-driven computer models. The first approach employs neural networks which are computational paradigms based on the mechanics of the human brain. They are able to extract the basic relationships between input and output variables from large data sets. The second approach combines fuzzy mathematics with genetic algorithms to produce an adaptive modeling system. Fuzzy mathematics provide computers with the capability of manipulating abstract concepts like those which humans use so effectively in decision making. Genetic algorithms are search algorithms that mimic evolutionary processes apparent in nature. Together, these two techniques can be used to produce an effective modeling system. In this paper, the two approaches to modeling are compared and contrasted with respect to accuracy and computational time while used to model three mineral processing systems: (1) a grinding circuit, (2) a hydrocyclone separator, and (3) a flotation circuit.

A method has been developed in the USSR for processing the low-grade high-silica raw material by sintering the aluminacontaining mixes, which is widely used both as a principal process and in combination with the Bayer process. The process parameters were obtained on the basis of a study of interaction and equilibrium states of the individual profiles of a multi-component system Na20-A1203-Fe203-CaO-Si02 at the sintering temperatures. The compositions and melting temperatures of eutectics of the individual profiles are given. It is shown that the most easily meltable mix is one having a red mud as the main component. The variations are given of the sinter physical characteristics and recovery of the useful components with the sintering temperature. Considerations are given on selection of a sinter leaching flowsheet and directions are shown for improving a series method of processing the low-grade raw material.

The Bureau of Mines conducted a study to assess the impact of a directional water spray system on a unique single inlet dust scrubber on a low profile mining machine. Tests were conducted in a full scale model mine using a Joy 12 CM 10-AA continuous mining machine. Tracer gas was introduced at the face and concentrations of the tracer gas were monitored at the face and in the return. Various parameters included: mining position, depth of cut, brattice setback and combinations of scrubber, directional sprays or symmetrical sprays. Results indicated that either directional or symmetrical water spray configuration improved the ventilation effectiveness of the scrubber by a factor of 2 to 3. Average face ventilation effectiveness (FVE) values for all testing of the scrubber and directional sprays were 0.95, versus 0.37 for a standard 6 m (20-ft) blowing curtain without sprays. No FVE values were less than the standard 6 m (20-ft) blowing results.
