The Federal coal Mine Health and Safety Act of 1969 has been criticized by those who say it goes too far in controlling the activity of private enterprise and by those who say it does not go far enough in eliminating fatalities and accidents in an accident prone industry. Possibly a better evaluation of this legislation lies somewhere in between. From the viewpoint of the coal industry it can be said that through the efforts of those engaged in mining, both the operator and the miner, the year 1969 marked a record year in mine safety with only 190 fatalities and a frequency of 0.84 per million man hours exposure. This outstanding achievement compared to any previous was the result of a determined effort on the part of a concerned industry to improve its reputation as being the most hazardous industry in the nation. After the effective date of the Act, March 31, 1970, the Bureau of Mines assumed complete control of all safety and health activities of the mining industry. Unfortunately, there was no improvement in the safety record of underground mines in 1970 with the total of 255 fatal injuries and a frequency of 1.04 for the year. The number of fatalities declined to 177 in 1971 but the number of underground coal mines had declined from 5,955 to 2,268 during the two year period. Meanwhile, surface mined coal increased from about 38% of total production in 1969 to over 50% in 1971, keeping the annual production of coal at a normal level but involving fewer men.

Synfuels development in the upper Colorado River basin and the population growth attendant with such development demand sizeable quantities of water. Unfortunately, the water supply in the basin is limited and such limitation may impose a significant constraint on the development of the West's abundant energy resources. Although the water for the synfuels development will be governed by the law of prior appropriation adopted in the upper basin states, the authors point out that an apparently senior water right .my not deliver a firm supply of water. The federal and Indian Reserved Water Rights Doctrine, the Colorado River Compacts the Doctrine of Equitable Apportionment, and the federal and state environmental laws can all severely diminish the value of any given water right and the synfuels industry should take care to evaluate these factors in acquiring its water.

With vehicles frequently found in mines and tires being a major fuel item, the risk of tire fires will be severe underground. This study presents an analysis of tire fires on mining vehicles to increase the knowledge of the risk and mitigating measures, which would improve the fire safety underground. Data from fire experiments and computational fluid dynamics (CFD) simulations were applied. It was found that the wheelhouse of a loader caused an increase in the flame tilt angle, decreasing the flame impingement and heat flux downstream. The flame temperature of a drilling rig tire was found to be higher than that of a loader tire, increasing the risk of igniting items. The construction of the wheelhouse/mudguard will contribute to a longer flame length by creating a fuel-rich environment. The CFD simulations predicted higher flame tilt angles for a drilling rig for higher flow velocities, indicating the influence of the wheelhouse/mudguard construction and tire geometry on the flame tilt angle. The construction of a loader resulted in flow behavior, where the short distance to the front mudguard/tire and the separation of flow directly downstream of the construction led to gases being steered past the front mudguard/tire. In a drilling rig case, the longer distance to the front mudguard/tire led to gases being directed toward the body of the vehicle after passing the area with flow separation.

"Tumbling mills using balls as grinding media are used extensively in the mining and cement industries to produce fine powders; however, it is well known that the process of size reduction is highly energy-intensive. For this reason, much of today’s comminution research is aimed at understanding grinding mechanisms, by estimating power draft and modeling milling circuits using the discrete element method (DEM). DEM predicts individual particle trajectories, the distribution of energy and contact forces at each collision, lifter wear and power draw. This paper presents a prediction of the discharge particle size distribution using three components, mass balance model (sometimes referred to as a population balance model, PBM), impact energy distribution of the mill obtained from the simulation of the charge motion using DEM and breakage characteristics of particles determined from drop-ball tests. DEM simulation of the charge of a tumbling mill was done using the code MinProSim 1.0 to obtain impact spectra at different operative conditions. Then, the population balance model (PBM), based on impact energy distribution, was used to predict the final particle size distribution in a batch mill and compared with experimental data. It is demonstrated that the DEM-PBM approach allows a reliable solution to predict particle size distribution for tumbling mills. Ideally, the model has to predict size distribution for any operational condition and feed characteristic; however, it has been shown that predictions include some degree of error.IntroductionThe discrete element method (DEM) has recently become a powerful numerical tool that can be used to investigate internal mill charge in ball mills. The early work of Cundall and Strack (1979) used DEM to analyze soil as a discrete medium. Later, the method was improved to simulate the operation of tumbling mills and optimize the design in order to increase the efficiency of energy utilization. Also, it is of great interest to relate ore breakage based on impact energy spectra obtained by DEM simulations and the breakage distribution function used in the PBM to predict particle size distribution in tumbling mills.King and Borgeous (1993) broke single particles in an ultra fast impact load cell to compute the phenomenological parameters in a microscopically more detailed population balance model. Kapur et al. (1997) simulated the size spectra of progeny particles produced by impact grinding as a function of the impact energy. Narayanan (1987), Narayanan and Whiten (1988) and Lira and Kavetsky (1990) estimated the energy-dependent breakage distribution function for scaleup and modeling of industrial ball mills."

"The International Organization of Standards defines risk as “the effect of uncertainties on achieving objectives (15).” In mining, many uncertainties can influence the outcome of personal or professional objectives and are often difficult to predict. Risk management, the minimization and control of adverse effects from exposure to identified risks, is a well-established concept that can summarized as “being smart about taking chances” (12). Risk management now consists of management processes unique to numerous organizations across many industries, as varying sectors encounter a variety of needs, including the analysis and mitigation of risks related to physical security, product liability, information security, various forms of insurance, regulatory compliance, and workplace safety (12). The reoccurrence of multiple fatality events in the US mining industry, especially the underground coal sector, suggests an opportunity for improved methods of major safety hazard identification, assessment, and mitigation. A risk management approach would include ready identification and mitigation of these risks, inclusive stakeholder engagement, and rapid integration. While many solutions to reducing the risk of mine disasters have been proposed including stricter regulation and improved technology, a comprehensive risk management approach has yet to be fully integrated in the US mining industry. In December of 2006, R. Larry Grayson of the National Mining Association’s Mine Safety Technology and Training Commission called for “a new paradigm for ensuring safety in underground coal mines, one that focuses on systematic and comprehensive risk management as the foundation from which all life-safety efforts emanate (7).” A risk management approach has already been implemented with success in Australia’s minerals industry as part of a transition during the mid-1990s from a prescriptive based health and safety attitude to a more proactive, duty-of care [risk-based] philosophy (13, 16, 17).FUNDAMENTAL ELEMENTS OF RISK MANAGEMENT TECHNIQUES The fundamental components of a comprehensive risk assessment/management program are well-established within the realm of mining health and safety. Figure 1 depicts the elements of a typical mining hazard management framework. The first step in any safety-based risk management system is to identify and assess hazards by their location, nature, and magnitude within a mine. Next, a decision is made about choosing to eliminate, mitigate, or tolerate each hazard. Ideally, a hazard will be eliminated during the design stages of mining, though dynamic mining conditions often require continuous improvement and reevaluation of existing hazard controls. If elimination is not possible, hazard mitigation actions can consist of methods, rules, equipment, competencies, or other mechanisms. If a hazard is simply tolerated, as many inherent mining hazards must be, then specialized administrative controls must be utilized to minimize losses. During this process, the performance of each action is monitored and modified as needed (13)."

Considering the two most important issues the ironmaking industry faces today, i.e., energy consumption and greenhouse gas emissions, it would be advantageous to utilize the concentrate-size raw materials directly without pelletizing or sintering, especially without the use of coke. This plenary lecture describes two such processes developed at the University of Utah. One is the Flash Ironmaking Technology (FIT) and the other is a moving-bed process for continuous ironmaking with gaseous reduction of iron ore concentrate (MBIT). These technologies are designed to produce iron directly from iron concentrate without requiring pelletization/sintering and cokemaking in two significantly different temperature ranges. They take advantage of the high reactivity of the concentrate particles and will considerably reduce energy consumption and carbon dioxide emissions compared with the current processes. The process of the development from the conception of the idea, to kinetic feasibility establishment, to laboratory flash furnace, and finally to the operation of a prototype facility for the development of the FIT is discussed. The development of the MBIT also started with the formulation of the process concept, followed by kinetics feasibility establishment, and the design of a potential industrial reactor. The results of economic analyses on the FIT are briefly described.

In a 2007 report to the U.S. Congress, the Office of Mine Safety and Health Research of the U.S. National Institute for Occupational Safety and Health (NIOSH OMSHR) stated that built-in-place refuge alternatives (BIP RAs) provide significant advantages over mobile refuge alternatives. At present, the requirement to locate refuge alternatives within 305 m (1,000 ft) of working faces makes BIP RAs impractical in most coal mines. BIP RAs would be practical if three issues are addressed: (1) allowing BIP RAs to be located at greater distances from the working face, (2) developing a reliable process for the design and approval of BIP RA stoppings that meet the 0.1-MPa (15-psi) design criteria, and (3) developing systems that reliably deliver breathable air to the refuge alternative. In 2015, NIOSH OMSHR conducted a study of these three issues and issued a report. In the report, justification was provided for allowing the placement of BIP RAs at greater distances from the working face than the currently mandated 305 m (1,000 ft), guidelines were developed that could be used by industry when submitting BIP RA stopping design applications for approval which are patterned after the Mine Safety and Health Administration guidelines for coal mine seal design applications, and insights were provided into options for providing a reliable supply of clean, breathable air to BIP RAs. This paper presents a summary of the study’s findings and also addresses issues discovered during the building and designing of a BIP RA that OMSHR researchers constructed in NIOSH’s Experimental Coal Mine in Pittsburgh to research the testing and improving of BIP RAs. These issues include several issues related to the delivery, distribution and exhaust of ventilation air to the BIP RA and some general construction issues that require further investigation.

The requirement for a paradigm shift with regard to materials movement in search of low-cost production has not just happened by chance but, rather, has been driven by agents of change that include mining companies, consultants, governments and equipment suppliers. During the past 100 years of mining, surface mining technology has involved humans with hand tools, humans with machinery and unmanned automated equipment. In the past 50 years, surface mining technology has evolved and now takes the form of trucks and loaders (TL), in-pit-crushing conveying (IPCC) and autonomous haulage equipment (AHS).

The results discussed last year revealed the effect of flocculant type and coal wettability on the filtration of ultrafine coal In this paper, the differences in dewatering between -25 µ m ultrafine and -500 µ m fine coal with addition of flocculants, surfactants and oil-emulsions in vacuum filtration are further investigated Significant differences were observed in the reduction of the cake moisture. The utilized emulsions were found to be very powerful and promising filtration aids for both ultrafine and fine fractions of hydrophobic and hydrophilic coal

The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.

INTRODUCTION A safe heat stress control strategy for an underground mine has three elements: Application of an environmental measure which reflects physiological strain with sufficient accuracy for the range of conditions encountered underground. Acceptance of a functional relationship between the environ- mental measure and human performance which is used to optimise the environmental conditions achievable with either ventilation or ventilation and refrigeration. A management control strategy based on the environmental measure which is designed to ensure that work in environments where excessive physiological strain may occur is prevented and corrective action is initiated. The environmental measure that reflects physiological strain is the link between the three elements and, since the turn of the century, the discussion of the merits of various indices has been prolific. One problem in selecting a suitable measure or index is the ease with which it can be physically obtained relative to accurately reflecting the physiological strain. For example, wet bulb temperature is simple to measure and, for a particular mining sys- tem, it may adequately represent physiological strain, however, it would not necessarily provide the same relatively safe measure in a different mining system. The acceptance of a measure which can be universally applied has been confounded by both development and predisposition. That is not to say that there is only one "correct" measure and all others are unsuitable. It is self evident that if the application of a particular index has resulted in adequate control, then that mea- sure is correct for that situation. However, an understanding of the limitations is necessary to ensure that adequate control is maintained as mining conditions change. Almost 100 years after the question of heat stress in mines started to be dealt with in a collective manner, an analysis of the available information is leading towards a general strategy to control this problem. In the paper, the developments in heat stress assessment are briefly examined and followed since the earliest published observations on the effect of heat in mines (Haldane, 1905), efforts to determine a relationship between an environmental measure and human performance are reviewed and summarised and the benefits of control strategies such as acclimatisation and shortened shifts are discussed as they relate to Mount Isa Mines. The results of testing the prototype air cooling power instrument are discussed and a heat stress control strategy outlined. HEAT STRESS AND AIR COOLING POWER The operation of the human engine is analogous to other engines where the conversion of chemical energy from the oxidation of fuel to useful mechanical energy is not 100% efficient. In a diesel engine it is about 33% and in a human engine less than 20% resulting in at least five times as much heat produced by the meta- bolic process as useful work done. Metabolic energy production is related to the rate at which oxygen is consumed and is about 340 W for each litre of oxygen per minute. Using measured oxygen consumption and an average body surface area of 2.0 m2, the approximate metabolic energy production associated with different mining tasks is (Morrison et al. 1968):- • Rest, 50 W/m2 • Light work, 75 to 125 W/m2 (machine, LHD or drill jumbo operators) • Medium work, 125 to 175 W/m2 (airleg drilling, light construction work) • Hard work, 175 to 275 W/m2 (barring down, building bulkheads and timbering) • Very hard work, over 275 W/m2 (shovelling rock) Heat balance is achieved when the rate of producing heat (the metabolic heat production rate) is equal to the rate at which the body can reject heat mainly through radiation, convection and evaporation. Heat exchange between the lungs and the air in- haled and exhaled is normally less than 5% of the total and there- fore usually ignored. Any heat not rejected to the surroundings will cause an increase in body core temperature. Since heat stress is related to the balance between the body and the surrounding thermal environment, the main parameters required to be known when determining acceptable conditions are those associated with the heat production and transfer mechanisms. These can be summarised as follows: Metabolic heat production rates (M - W) Skin surface area (A3) (and effects of clothing) Dry bulb temperature (t[ ]) Radiant temperature (t[ ]) Air velocity (V) Air pressure (P) Air vapour pressure (e [ ]) The rate of heat transfer to or from the environment depends on the equilibrium skin temperature t, and the sweat rate S,. These in turn depend on the response of the body to the imposed heat stress and the effect of thermoregulation (Stewart, 1981). Thermoregulation The body contains temperature sensitive structures which send impulses to the brain at a rate depending on the temperature. Haul truck fatal accidents and injuries continue to be a significant concern for the mining industry. However, the availability of high-quality training materials continues to be limited. Near-miss incident accounts, if packaged well, could help fill this gap, because for every fatality, there are hundreds of reportable accidents and thousands of undocumented near misses. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected detailed accounts of 21 near-miss incidents in virtual interviews with mineworkers at surface mining operations across the country. From these interviews, researchers created four simulation videos. The videos bring these events to life through first-person retelling and various visual perspectives of actual events. Each video exemplifies a critical safety message and a common haul truck hazard. This paper describes the process of taking narratives and turning them into impactful visual stories. NIOSH plans to co-release these simulation videos with the Mine Safety and Health Administration (MSHA) to the mining industry to raise awareness and ultimately help reduce haul truck-related accidents and fatalities in mining.

The University of Kentucky conducted inerting tests and angle of ejection tests on three types of rock dust. A newly developed hydrophobic dust was compared against typical dry and wet dust applications. This new product is designed to alleviate respirable dust concerns for dry dusting and caking issues with wet dusting. Samples for both test types were prepared in a laboratory and subjected to temperature and humidity cycles that are typical of an underground coal mine. Inerting tests were conducted in a 38-L chamber with a 5-kJ Sobbe igniter. Angle of ejection testing was conducted at the University of Kentucky Explosives Research Team’s laboratory in Georgetown, KY. The results of these tests indicate that the newly developed dust has improved results for flame suppression and ejection compared with typical wet dust applications. The significance of these results is discussed with regard to existing respirable dust regulations and the issues associated with caking.

Alunite (KAl3(SO4)2(OH)6] is one of the important nonbauxitic resources for aluminum in U.S.A. The major gangue material associated with a unite ore body is quartz. Experimental results indicate that oleic acid flotation of alunite is quite effective in upgrading the ore. The flotation chemistry of the alunite/oleate system has been investigated using various techniques such as: hallimond tube flotation response, measurement of adsorption density using I4C labeled oleated, electrokinetic measurements, infrared spectral studies, contact angle measurements and thermochemical measurements using an isothermal microcalorimeter. Alunite has been found to float readily with oleate in the pH range 4-10.5 and its flotation response is enhanced at higher temperatures. The PZC of alunite has been determined to be at pH 7.2 ± 0.15 which agrees with what would be predicted from solution chemistry and from the flotation response with physically adsorbed collectors. Infrared spectra show a specific peak in the range 1585-1600 cm-1 which has been attributed to the formation of an aluminum oleate surface species. Both adsorption density measurements and infrared spectra indicate that during adsorption multilayers are formed. The heat of adsorption of oleate on alunite has been found to be endothermic and of the order of 4-6 KJ/ mole.

Kaolin is an important industrial mineral. It has unique properties, which combined with its low cost, make it suitable for use in a wide variety of products. Kaolin is defined as "any of a group of clay minerals, including kaolinite, nacrite, dickite, and anauxite, with a two-layer crystal in which silicon-oxygen and aluminum-hydroxyl sheets alternate; approximate composition is AlZ03-ZSiOZ-1/ ZHZO".-The kaolin discussed here is composed chiefly of the mineral kaolinite. Kaolin is also commonly referred to as "china clay". Approximately 4.9 kkg (5.4 million short tons) of kaolin was sold or used in the United States, and .8 million kkg (.9 million short tons) was -exported in 1974. In domestic usage, paper coating and filling accounted for 43% of the total, fol-2/ lowed by refractories, rubber, and ceramics.-Figure 1 shows the amount of kaolin sold or used by domestic producers for specified uses for the years 1963-3/ 1973.- Kaolin was produced at mines in 14 states, but Georgia accounted for 75% of the 1974 domestic production. The average value for all grades was $36.00/kkg 4/ ($32. 67/ton) .-

Mechanized mining in the underground coal industry has continued to evolve since the introduction of the remote control mining machine. Remote control continuous mining machines without an onboard operator’s compartment are now the norm in the industry. Extended cuts in excess of 30 ft (9.1 m) are commonplace. Unfortunately, machine operator positioning has become an often unrecognized safety concern, particularly when remote control continuous mining machines excavate a turn (turn a crosscut). From January 2001 through July 2004, remote control continuous mining machine operators or helpers have been involved in ten roof fall fatalities and eight machinery crushing fatalities. The machinery crushing incidents occurred when machines were being repositioned or moved to another place. Of the ten roof fall fatalities, three occurred while a crosscut was being turned and a fourth fatality occurred while mining was being conducted adjacent to the crosscut. The operating time associated with turning crosscuts is a relatively small part of the mining cycle. In recent years, however, a disproportionate number of fatal incidents appear to have been associated with this activity. Procedures for reducing the incidence of operator fatalities while turning crosscuts are discussed. These techniques include: minimizing the number of turn cuts, limiting turn cut depth, establishing no work zones and using visual warning devices to designate them, installing more roof/rib support in the vicinity of the turn cut, using notch cuts prior to initiating a full turn cut, and positioning the remote control miner operator in nontraditional locations.

Prolonged subzero climatic conditions impose some unique engineering problems for the developer and operator of open-pit mines in the Far North. The remoteness of the job site and the extremely cold, long, dark winters severely tax both man and machine in the quest for the Arctic's rich mineral wealth. Undoubtedly the singular most troublesome problem for the engineer is Permafrost which underlies about 201o of the land area of the world and about 85% of the state of Alaska. Permafrost has its impact on building construction and mine excavation, while posing a more pervasive threat to the-delicate ecologic balance within the Arctic wilderness. Yet the difficulties associated with mining up North may not be as overwhelming as has been previously supposed. For example, the lowest temperature recorded at Point Barrow is -560F, whereas Montana has recorded -69.7° F.. There are no specially designed machines for mining and construction in the Arctic, and efficient equipment utilization is maintained through proper operation and servicing techniques. However, neither equipment or people can be assumed to function normally at -40°F. Special techniques in drilling, blasting, and ripping are being used to yield economically competitive ores. Overall, a fundamental understanding of the nature of Permafrost will allow the engineer to deal expeditiously with an Arctic mining venture and at the same time to deal fairly with Arctic environment.

Peabody's Camoy mining system is a truly continuous conceptual method of underground mining of coal. The system solves the three factors which limit coal from being mined continuously. Camoy's principal features are improved productivity and increased recovery. A conservative retreat production rate of 2 1/2 times normal continuous miner room-and-pillar mining rates are projected for a 6-7' seam. Overall mine productivity will be 2 times normal, with a potential for considerably higher rates. Major incremental production increases can be achieved by partial implementation of the system. Total mine recoveries of 75% are expected. The system includes both advance and retreat mining. The retreat half of the approach encompasses many of the features of short wall mining. A central panel is prepared for retreat mining by driving entries using room-and-pillar mining to the left and right of it. The room-and-pillar mining encompasses the advance features of Camoy. In the retreat phase, the roof of the face is supported by self advancing chocks or shields. All mining is done under the chocks by a continuous miner. As the miner advances the chocks continuously move forward behind it. Thus, as in a typical short wall system, continuous roof support is attained. Ventilation is unidirectional, another characteristic of short-wall type systems. Fresh air is brought in and passed over the working personnel. It moves to the face where the continuous miner is operating, picks up the generated dust and released methane, and is exhausted away from all personnel. Exposure to respirable dust and ignition hazards due to methane build-ups are almost totally eliminated. Thus, the second limiting factor is overcome and continuous ventilation is attained. Coal mined with the continuous miner is passed to a surge car and then to a Serpentix conveyor. The Serpentix, a Peabody invention, is a flexible conveyor capable of going around corners.
