A primary goal of Ground Control Research, Bureau of Mines, U.S. Department of the Interior, is to develop information that can be used by the mining industry to reduce accidents and fatalities due to failure of mine roof. A specific research objective is to determine methods to detect hazardous coal mine roof. This paper reviews the existing and experimental techniques, and describes a recent Bureau of Mines contract research project that resulted in a simple technique and prototype instrument for evaluating mine roof competence.

By way of background. it is important to keep in mind that the information presented in this paper relates specifically to synthetically produced precipitated calcium carbonate (PCC) fillers. Natural calcium carbonate fillers manufactured by grinding limestone, marble and chalk, though having similar chemical and physical analyses to PCCs, normally contribute somewhat different performance properties in paint, paper and polymer systems. Many factors have been cited and numerous theories have been proposed for the observed differences. Particle size parameters, surface chemistry and particle morphology are the items most frequently mentioned. A discussion of this subject is beyond the scope of this paper.

Electrowinning is a process by which metals, such as copper or nickel, are recovered from aqueous electrolyte solutions resulting from the extraction of the metal ion from an acidic or basic leach solution. The electrolyte or “pregnant” solution is customarily forwarded to an electrowinning "tankhouse." In the tankhouse, the metal ions are deposited on cathode plates by electrodeposition and then recovered from the cathode plates. Other processes may be employed with other metals, such as nickel, zinc, among others, to produce an electrolyte from which their respective metals are obtained. During the electrowinning (electrodeposition) stage, elemental metal is plated out at the electrowinning cathode and oxygen evolves at an insoluble anode. The evolution of oxygen gas forms bubbles which entrain strong acid electrolyte, carrying it into the air above the electrowinning tank in the form of a fine mist or spray when the bubbles break. An acidic mist is generated above the electrolyte. This mist or spray then spreads throughout the electrowinning tankhouse. The acidic mist is corrosive and a health hazard and can cause extreme discomfort to the skin, eyes, and respiratory systems of tankhouse workers, especially during hot weather conditions. Polyfluoroalkyl based products (PFAS) have been widely applied as anti-misting agents in the electrowinning of metals in an acidic electrolyte. Functionalized PFAS compounds, however, have come under increased scrutiny by the EPA due to their impact on human health and the environment. There remains need for improved acid mist suppression agents for electrolysis and electrodeposition, particularly for products free of fluoroalkyl components.

A methodology has been developed and demonstrated to be effective in reclaiming surface-mined land for a forestry post-mining land use. The Forestry Reclamation Approach (FRA) has been applied, almost exclusively, to flat or gently rolling surfaces. One of the primary steps in the FRA is to loosely grade the top 1.22-m (4-ft) of soil or substitute root growth medium to avoid excessive compaction. Concern has been expressed by regulators and the public that loose grading on steep slopes could lead to slope failures, which is one of the issues that SMCRA sought to correct. A field investigation was conducted at a steep-slope contour operation in eastern Kentucky to test the applicability of FRA in this setting. Final grading was performed according to FRA standards. The surface consisted of two distinct substitute rooting media. One was unweathered gray sandstone and the other was a combination of gray sandstone, brown sandstone, and topsoil. A variety of native hardwoods was planted following the FRA guidelines. The slope was instrumented with 70 survey monuments to monitor for mass movement. The reclaimed spoil was also characterized using bulk density and penetrometer resistance methods. The characteristics of both spoils are similar to those observed on flat to rolling surfaces where the FRA has been used and, after one year, approximately 70% of the trees had survived. There has been no major mass movement of the slope and slope stability analyses indicate that the application of the FRA has little impact on the overall stability of the slope.

The effectiveness of the new DuPont Passivation Technology in eliminating acid generation from iron sulfides is presented. Passivation is achieved by treatment with a dilute basic perman­ganate solution. This treatment produces a thin impervious layer of iron/manganese oxide on the sulfide surface, providing a bar­rier to the environment so that the sulfide is not available for undesirable reactions such as the production of acid.

This paper summarizes the current research trends in the ventilation design for the construction of very long tunnels, and presents the results of leakage flow measurements in three auxiliary ventilation systems. The study includes an estimation of an important design parameter, namely, the leakage path resistance, and a discussion of its effects on the overall efficiency of a ventilation system. A sample problem is used to illustrate the calculations.

Environmental concerns and increasing mine development costs have created a need for early information on gold recovery from its host environment. The habit, association, and approximate abundance of minerals which contain unacceptable metallic ions which may be released during process of concentration of gold should be identified in exploration drill core. One case of a "clean" gold orebody is described to show that early petrographic studies contributed to a rapid decision to mine a small deposit by open pit and to custom mill the ore in an already restricted effluent environment. A second example describes identification of an undesirable mercury content and resulting action taken.

Nine western states contain significant barite deposits, but most deposits are in Nevada, which has been the principal western producer for more than three decades. Nevada produces about 85% of the total United States production, but about one-half of the barite consumed in the country is imported. Approximately 95% of the barite is used in drilling muds. Sharply decreased oil and gas drilling, starting in early 1982, severely depressed the domestic barite industry. Other problems for western barite include long distances to the areas of major drilling, high railroad-freight rates, and increased barite imports. Bedded deposits, formed by submarine exhalative processes, account for almost all western production, and reserves are large.

Long extensible conveyor systems are an important option for efficient tunnel excavation where intermediate access is impractical. The conveyor system designed for the Pula Subbaiah Veligonda Tunnel #2 in Andhra Pradesh, India will eventually extend to 19.35km. The Ø10.0m water diversion tunnel will be excavated under India?s largest tiger sanctuary using a Robbins Double Shield TBM. Once extended, the conveyor will be one of the longest single-flight systems ever installed in India, and is expected to offer increased system availability over comparable systems using muck cars. This paper will examine the engineering challenges of long-flight extensible conveyor systems in the areas of belt selection, component design, and equipment location in confined assembly and launch areas

Where raw coal from a mine is treated in dense medium separators ash in the washed product is generally very consistent, provided control of the medium suspension is maintained at a given specific gravity. When, however, the washing process is a Baum jig or other similar apparatus, making a separation at rather arbitrary gravities, the control of the product ash is less accurate, particularly in those cases where the design capacity of the washbox is exceeded by the load of high ash fines. In either of these cases an instantaneous measurement of ash while not essential would be desirable, to check the quality of the washed product and provide operator or management with instantaneous warning of changes in ash. Nearly 60% of all British coal mined goes for electricity generation, to burn at 17% ash, and since the overall average ash content of raw coal as mined is about 30% and varies within a range of 18 ? 40%, incombustible material has to be removed. The ash specification could be met either by total washing, or by washing part and blending the clean coal produced with the remaining untreated coal. Some plants use a straight tonnage split, but generally speaking in Britain it has been found more economical to screen and wash the oversize only. In either case for effective quality control in blending an instantaneous determination of the ash content of the product as it is made has been found essential, since standard ash determination by pyrolysis methods is lengthy and provides information too late to be used in the control of plants blending at the rate of 1000 ton/h.

INTRODUCTION Underground mining causes disturbances of the primary state of stresses. Resulting from those disturbances a loss of stability of rocks that surround excavation may occur interrupting the production and creating life danger for the personnel. One of the manifestations of such an instability is a rock burst phenomenon which mainly occurs at great depths. From the mechanical mint of view the rock burst is a loss of stability /Filcek et a1.,1984; Pietuchow and Linkow, 1976/ due to : - quasi-static stress changes in the surrounding rocks; we will call it s seam burst , - dynamic stress changes in the surrounding rocks caused by rock shocks ; we will call it roof burst. Possibility of the rock burst occurrence Is uniquely determined by the state of stresses existing in the rock mass. In the following sections of the paper we will consider different aspects of this question. Moreover distributions of displacements and failure criteria for a coal seam at longwall mining will be defined. STATEMENT OF THE PROBLEM Determination of the vertical stresses and displacements resulting from longwail mining will be based on the Budryk’s idea of a stress wave /Salustowicz, 1955/. The idea originates from the analysis of a roof plate /beam/ resting on the deformable foundation /Sean/ and subjected to the cylindrical bending. Equation of the bending lice uniquely defines vertical stresses and displacements which are induced in the seam. The equation will account only the shear force effect. A beneficiation process has been developed to provide selective separation of unburned carbon from high loss-of-ignition (LOI)fly ash. Using froth flotation to achieve selective separations requires long residence times and high reagent costs. A proprietary reagent system has been developed to address these limitations. Based on the results obtained from laboratory and pilot-scale investigations, a flowsheet design has been developed to produce two distinct usable products from class F fly ash — low LOI ash and a high-carbon product suit-able for reburning or further upgrading.

A novel tracing technique employing specifically prepared trace particles has been applied to coal preparation separatory systems. The technique employs individually prepared trace particles representing specific known sizes and densities of coal particles. These trace particles are injected into the feed, to the processing circuit, and are then detected at locations in the coal product and refuse streams. It is anticipated that on-line input of the generated partition data will be linked with computer technology to provide rapid analysis of the processing efficiency, and to allow for process control. This tracing technique can revolutionize many processing operations from the diagnostic viewpoint as well as from the coal processing standpoint.

1. INTRODUCTION Empirical methods have always been important in tunneling in contrast to many other branches of engineering. Beginning in the late 19th century, when engineering entered the phase of formal modeling, this dichotomy could be seen to emerge even in the work of individuals. Culmann (1), Ritter (2) Kommerell (3) and others simultaneously were developing analytical approaches to bridge and building design and empirical approaches to tunnel design. The dichotomy remains. Empirical or simple analytical methods are used at most in the preliminary design of bridges and buildings, while they are used in all phases of tunnel design and construction. In fact, the past decade has seen a resurgence of interest in empirical methods, and with it discussion and controversy. This discussion has centered on the suitability of various methods. In some applications identical results are obtained with differing methods and in some cases radically different ones. On certain occasions the discussion has focused more on the methodological rather than empirical by taking issue with the appropriateness of particular parameters or the structure of some methods. This paper attempts to establish a basis for judging the suitability of empirical methods in tunnel design, and their applicability to particular cases. The paper makes no claim of exhaustiveness, and instead emphasizes basic requirements for application. Various methods are reviewed against this background. A detailed comparison of empirical methods and a description of their concept and background is now being prepared (4). Specifically the paper first defines empirical methods, and their purpose (Section 2), describes their structure (Section 3), and focuses on the basic requirements each must satisfy (Section 4). During 1981 the Florida phosphate industry produced more than 43 million metric tons of phosphate rock - about one-third of the entire world production and also generated nearly an equal amount of waste clay and waste clay-sized product that requires dewatering and disposal. The material balance of solids and water for a typical Florida phosphate mining operation is shown in Figure 1. Historically, the industry has impounded clay waste (about 60% below ground and 40% above ground) in earthen dams, often as large as 800 acres and occasionally greater than 60 ft. high. The dams have served the triple purpose of: 1. Dewatering initial 3% solid waste clay for process water re-use. 2. A reservoir system to minimize water discharge from the mining area and to capture and store rainwater thus minimizing deep well pumping requirements. 3. The ultimate densification and storage of waste clay.

The use of computer models to design ultimate pit limits during feasibility study and long range mine planning is becoming a significant practice in open pit mining. One of the problems in determining optimal ultimate pit limits using true optimization techniques has been they require a great deal of computer memory and execution time. In this paper, the maximum closure of a graph, which is a true optimizing model developed by Lerchs and Grossmann, is modified for solving ultimate pit limit problems. By using some properties of the original L&G graph algorithm, the tree configuration can be reduced to only connections between positive ore nodes. The modified algorithm is shown to require less memory and processing time while still yielding an optimal solution.

Two optoelectronic detectors were developed by CONSOL R&D for fine coal processing applications. One sensing device is used to estimate the amount of fine coal in the solids fraction of the froth flotation tailings slurry. The other probe, based on similar technology, is capable of measuring sol ids concentrations as high as 10 weight percent in fine coal slurry streams. These patented optoelectronic sensors are installed in several CONSOL coal preparation plants and are an integral part of the fine-coal control systems.

Today, I want to challenge this audience by charging each of you to be a greater manager and superior engineer to manage and engineer our way through the 1980's and profitably overcome all the present and proposed government regulations. May of the present and proposed regulations will tax you and your company's management and engineering to the brink of physical and monetary exhaustion, but I believe we can succeed and coal can be America's answer to her hungry energy needs. To put our 1980's challenge into perspective, I want to give two great challenges we must overcome. First - We must improve on our process of compliance to new government regulations in the technical and equipment end of our industry. The Lord said, "Let There Be Light". MSHA said, "Let there be light in underground coal mines". Since that time, we have lived through an unmanageable and tremendously costly period of compliance.
