INTRODUCTION The goal of any development drilling program is the drilling of the exact number of holes necessary to adequately determine grade and dimensions of an orebody, no more and no less. This cost of development drilling represents a large part of the total development budget. Any technique which eliminates unnecessary drilling costs produces beneficial results, both to the company and to the person who can claim the savings. This high development cost factor has produced a quantity of research to develop techniques, for efficient control of drilling programs. Recent mining literature is full of articles describing methods for measuring and increasing the effectiveness of these expensive projects. The method described in this paper was developed during the latter part of a major development drilling project at the Christmas Mine of Inspiration Consolidated Copper Company in Gila County, Arizona. It was used to test the need for drilling individual holes but could be expanded to control an entire project. This technique was used at Christmas as a practical means for evaluating adequacy of drilling on an individual hole basis, and it was possible to eliminate several previously approved holes. Application of this method involves an evaluation of geological conditions present and a good bit of common sense. Projects involving large disseminated, rather homogeneous orebodies of the porphyry-copper type would be the most likely candidate for application of the technique. Discontinuous orebodies would not be amenable to this technique. The method is based on the measurement of the linear correlation between the spatial distribution of two sets of data. The Pearson product-moment correlation coefficient is used. This is a standard statistic commonly used to measure linear correlation between two sets of data. The statistical significance of the correlation coefficient at a 95% confidence level is the main criterion for controlling the project. For purposes of reference we will call our technique the "correlation method" in this paper.

"INTRODUCTION Contrary to popular belief, Arizona State Trust land is not public land. All uses of the land must benefit the Trust, a fact that is considered with the review of each application received for sale, lease, or permit. This includes applications for activities ranging from commercial development to recreation. In 1863, the Territory of Arizona was established by an act of Congress. This act reserved sections 16 and 36 in each township to be held in trust for the benefit of the common schools. Later, the Enabling Act of 1910 allowed the Territory of Arizona to prepare for statehood. This act reserved the additional sections 2 and 32 of each township for the common schools and granted another 2,350,000 acres to be held in trust for other beneficiaries. In all, Congress granted the State of Arizona almost 11 million acres. The State was to manage those lands and maximize revenue for 13 separate beneficiaries. To meet this mandate, the State established the Arizona State Land Department (ASLD) in 1915. During fiscal year 2015, the ASLD contributed $136 million to the permanent fund, bringing the total value to over $5.1 billion, through the sale and leasing of the land and natural products which includes minerals. The current inventory of State Trust lands includes 9.2 million acres representing about 12.7% of the State.The ASLD Minerals Section manages the exploration, development, and leasing of mineral products on State Trust land. We are not a regulatory agency, but a department guided by our fiduciary responsibilities to the Trust. Our mineral programs include: Exploration Permits, Mineral Leases, Mineral Material Leases, Geothermal Leases, Oil & Gas Leases, and Special Land Use Permits. INDUSTRIAL MINERALS ON ARIZONA STATE TRUST LAND Industrial minerals fall under the category of either Mineral or Mineral Materials Leases. Common industrial minerals found on Arizona State Trust land include potash, limestone, gypsum, salt, specialty clays, zeolites, crushed stone, and sand and gravel."

GENCOR was contracted by Lonrho Plc of London to design a treatment plant for the benificiation of ores from the Amantaytau Goldfields in Uzbekistan (CIS). The testwork required for determining the design parameters was conducted at GENCOR Process Research in Randburg South Africa, on large bulk samples of ore shipped from the CIS. The initial milling and flotation testwork was designed to both optimise the conditions for maximum gold recovery, and to provide flotation concentrate for subsequent testwork. The concentrate produced was fed to a pilot scale BIOX® plant, and at the client's request a portion was shipped to specialists in roasting and pressure oxidation technology for comparison. Besides the testwork conducted at the GENCOR Process Research Laboratories in South Africa, the client also requested that the testwork be repeated at the Ingichki Research centre in Uzbekistan to demonstrate to their CIS joint venture partners that the results obtained in South Africa are reproducible and to demonstrate the ease of operation of a BIOX® plant. Pilot scale equipment was air freighted to Ingichki where the results of the testwork obtained in South Africa were successfully duplicated. BIOX® technology was shown to achieve higher gold recoveries than either roasting, whole ore roasting or pressure oxidation.

Laboratory column studies were conducted in order to assess the effectiveness of slag and red mud reactive barriers for cleaning up leachates generated at mining and waste disposal sites and loaded with copper and manganese. Solutions containing the metals of concern were prepared by dissolving the required quantities of CuSO4?5H2O and MnSO4?H2O in distilled water so that Cu concentration was 100 ppm and Mn 20 ppm. Flow rates of 25 mL.h-1 for Cu solution and 75 mL.h-1 for Mn solution were used in order to simulate aquifer water velocities of 1 ft/d and 3 ft/d respectively. Solutions were pumped upflow, in Plexiglas laboratory columns filled with each reactive medium, using peristaltic pumps. Measurements of middle and outflow column pH, redox potential, conductivity and elements concentration were performed to provide information regarding removal mechanisms for both elements and exhaustion/inactivation rates for each reactive medium. Both reactive media showed fairly good removal efficiency over the period studied. Copper was mainly removed by precipitation and formation of Cu(OH)2 while removal of manganese was due to precipitation of Mn(OH2).

The depressed economic condition resulting from normal cyclic behavior, a more fundamental structural alteration, or both, is a mandate for change within the mining industry. Although several strategies for change have been proposed, the option of applying high technology processes to this smokestack industry offers the greatest opportunity for regaining global competitiveness and a new vitality. Research and development to secure new technologies require a corporate commitment for substantive change, a tech¬nologically enlightened management, a well¬funded and stable science and engineering effort, and a dedicated and motivated technical team--features in short supply in the mining industry today. However, an alternative to in-house development of frontier technologies is available to this beleagured industry through entrepreneurial, high-tech companies. These entities, with their dedicated focus toward product development, motivated and streamlined teams, high productivity and efficiency, and low costs offer a unique opportunity for large corporations to obtain high-tech products and services. These commodities are available through traditional commercial channels and an array of creative business arrangements. The latter offers notable benefits to large companies including windows on frontier technologies and mitigation of risk. Likewise, entrepreneurial companies profit through manufacturing and marketing relationships and an expanded financial base.

Energy costs have had a serious impact on all basic industries today. This is due to the significant amount of energy that is used to convert natural resources into usable products. Other factors such as transportation with its major energy requirement and materials employed in processing that have already required significant energy input for their manufacture accordingly influence delivered cost to the user. The farmer is a good example of this. While his large capital investment for land, machines, and buildings is highly impacted by today's interest rates, his chemical fertilizer, herbicides, and pesticides as well as those same machines and transportation costs for his products have also been seriously affected by energy costs. With the many unit operations involved in mining and mineral processing, several of which require significant inputs of energy, one can only conclude that this industry has experienced a great increase in percentage of total cost for energy alone. Fuerstenau (1975) indicated that the minerals industry used about 12.5% of the total energy produced in the US. McNulty (1983) listed the total energy requirements for the production of 0.9 t (1 st) of various metals including the energy consumed in the manufacture of supplies employed, such as tires, explosives, chemicals, grinding media, etc. (Table 1).

The Banat district in Romania was an important uranium mining area for the last 45 years until its closure in 1997. Uranium was present as finely dispersed pitchblende into solid bitumen lens and layers. Due to the mining activities, radioactive wastes have been disposed of in different places of the Banat area. These sites contain uranium, radium and radon and exhibit high contamination potential for environmental receptors (soil, air, waters, sediments and vegetation). Therefore the risk for human health through external and internal irradiation is considered high. The main pollution sources in this uranium mining area are mine and surface waters, waste and low grade ore heaps, dumps as well as release of radon. In this paper studies concerning recognition of pollution sources, delimitation of maps, uranium and radium solubilization and migration from dumps as well as environmental contamination of specific areas related to exploitation and exploration are presented. The risk assessment is based on the relationship ?source-pathway-target? in order to assess environmental risks and identify targets for rehabilitation. The sources causing significant contamination problems were identified by examining the pollutant linkage. The remediation plan for the Banat uranium mining complex involves mine flooding, treatment of water and leachates, as well as modification of heap slopes, application of covers and establishment of vegetation.

In the hierarchy of performing mine planning tasks, production scheduling is naturally at the bottom. Yet good production scheduling is probably the most demanding and difficult task to achieve for various reasons. Being the last task in the mine planning hierarchy, a proper production schedule must not only conform to both the long-range and the short- range mine plans but also satisfy many practical details that are unique to day-to-day operations. For example, the averages which were good enough for both long-range and short- range mine planning are no longer good enough for production scheduling. Instead, the variations become the overriding concern. The answer must also be obtained quickly and on time, thus adding another dimension to the overall problem. Because of these considerations, many production scheduling problems have been begging for solution during the past decade. Many attempts were made to solve the production scheduling problems in the past using computers and the available operations research (OR) techniques, particularly among academic groups. However, it is probably true that, compared with the current full-time computer usage in long-range and short-range mine planning, very little computer usage is being made in production scheduling to date.

The paper describes the use of portable aerosol monitors in determining real-time concentrations of diesel soot and respirable total dust in dieselized mines. The field studies were conducted in a simulated diesel environment in the laboratory where no other type of dust was present, and in four underground mines with multi-diesel machine operations. Two packages for the real-time monitoring of diesel soot were prepared which included two types of aerosol monitors: a Miniram, model PDM-3, and a Sibata, model PDS-1. These monitors utilize the principle of light-scattering to measure the airborne mass concentration in the environment. The monitoring device results were compared against the Time-Weighted-Average (TWA) values produced by the gravimetric filter sampling method, permitting calibration factors to be determined for each field test. Both instrument packages provided comparable results. The instrument calibration factors varied for different tests, which may be due to different material composition, particle size distribution, density and shape of the aerosols. This approach for real-time determination of diesel soot is found to be simple, inexpensive and easy to use. More field tests for diesel soot determination and further research on size distribution of particulates in dieselized mines are required.

Traditional fine-grinding mills in mineral processing rely on the use of steel medium for particle size reduction. The IsaMill (a horizontal stirred mill with a 3, 000-L net chamber volume and a rated motor power of 1,120 kW) has successfully adopted a novel product-separator design, which has led to a major revision of medium use in fine grinding. The IsaMill separator has successfully operated with a wide variety of medium types, such as silica sands, river gravel, smelter slag, run-of-mine ore fractions and steel shots, with sizes ranging from 0.5 to 10 mm. Great flexibility in the IsaMill operations has been achieved for processing feed as coarse as 120 µm to a product as fine as 5 µm. This paper discusses the performance of two inert grinding media in the IsaMills that are used at Mount Isa Mines Ltd. for the processing of galena- and sphaleritebearing ores to below 10 µm. They are the copper reverberatory furnace slag (CRFS) and the heavy-medium plant rejects (HMPR). A methodology was also demonstrated for comparing the medium performance and for scaling up the IsaMills from a 1.5-L laboratory batch mill to a full-scale 3,000-L mill.

In 1961 Lerchs and Grossman presented a method, based on graph theory, to determine the optimum ultimate pit limits for an open-cast mine. At the same time they demonstrated a dynamic programming algorithm for the optimum pit limits for a two-dimensional open-cast mine. Since then many methods for determining optimum limits for three-dimensional mines have been programed, and even more have been reported in the literature. The methods include computer "simulation" of the manual methods used by engineers, the development of sets of conic sections and fitting to exclude overlap, integer linear programming (and its equivalent network flow model), and dynamic programming. Many of the methods do not guarantee optimal solutions but seem to satisfy the user. Other reported methods have never been applied, partly because they did not yield optimal solutions. We have developed a three-dimensional dynamic programming algorithm which requires a single pass through the data. Large problems can be solved on a small computer because only a small part of the data is required at any time. In this paper we will review the state of the art and to demonstrate the connection between linear programming (and network flow) models and the dynamic programming method.

During the last years, using modular computer models on the software and distributed computer capacities on the hardware side has become quite common in the mining industry. When tackling real mining problems under the condition of heterogeneous systems, however, some problems become obvious: the incompatibility of the heterogeneous platforms in connection with the heterogeneously structured information and the necessity of interpreting the data. Knowledge based approaches are employed for solving different planning problems in the field of mining industry. The main problems here consist in the knowledge representation and data acquisition. Starting point of the investigation form classifications of mining planning problems and the corresponding models which can be transformed into information models for evaluation. With help of an expert system a practical solution is represented. Distributed systems with mobile computing and communication facilities for immediate access can be used as an additional support for planning and processing. On the base of public or private computer networks (including mobile networks) the foundation is given for a computer supported treatment of planning tasks. Additionally the use of teleworking scenarios in regions of mine planning and data collection in geological applications is prepared. Foundation forms a workflow system on an object-oriented distributed platform.

The exploitation of mineral deposits for economical recovery of the contained minerals has many aspects differing from other industrial or manufacturing operations. However, generally accepted principles of good organization and management applicable to industrial plants are similarly effective for mineral processing plants. A more detailed coverage of organizational structures and management techniques than is possible in this section can be obtained from many good books devoted wholly to these subjects. A few of the more readily available examples are included in the general references at the beginning of this section. The field of mineral processing encompass a wide variety of minerals, processes, flowsheets, equipment, and end products. Mineral deposits, mines, and related beneficiation plants are found in all parts of the globe, often in remote locations with no nearby support for supplies and maintenance. Available labor is frequently unskilled, sometimes primitive, and often untrained without machine and hand tools or heavy equipment experience. Such situations call for well- planned and conducted training programs covering the full range of mining-type job skills. Climates can range from arctic to tropical and from arid to extremes of rain or snow, and the mine and plant sites can be almost anywhere. However, it is often possible and sometimes necessary for

The value of US industrial mineral output last year was $20 billion, a 12% decline from 1981. A glance at the accompanying table and a review of the comments made by several contributors reveals how poorly many industrial minerals fared during 1982. Bromine and peat posted a 6% increase in production while recovered sulfur showed only a 3% gain over 1981. Pumice, salt, and dimension stone managed to stay more or less even with 1981 production. However, most industrial minerals posted losses for the year from 3% for vermiculite, sodium carbonate, and gypsum to 49% for ilmenite. Naturally, the depressed economy is to blame for decreased production and consumption. Low steel and auto production, lower housing starts, and many other factors impacted the industrial mineral industries. Hopefully the worst is over. Interest rates are down, energy costs are decreasing, the automobile and housing industries show signs of picking up. Perhaps the 1983 annual review will be less gloomy. The speed and internal accuracy of today's electronic calculators can be utilized to write an efficient slurry calculation program. The calculator's input/output printing feature offers additional benefits for data organizing and record keeping. This program allows slurry calculations to be performed without the urgency of immediately transferring a calculated result onto a process flowsheet or specification sheet. The number of flowsheets required for some hvdrometallurgical processes means the number of process stream blocks or ladder diagram entries can become substantial. Slurry calculations for such projects tend to become repetitious and tedious, and the chances for errors increase both in calculation and data entry onto process documents. Using this program has minimized both types of errors. Checking process flowsheets is particularly expedient with the program because you may "walk" through the flowsheet on a weight basis, i.e., solids rate and solids density, and have the program verify and/or correct the volume entries, gallons, and specific gravities. The program was initially used on a beneficiation project to check some 500 data entry values on ladder diagrams covering seven process flowsheets. Numerous hand calculation errors were determined and corrected, and the time for completely checking and correcting the flowsheet ladder diagrams was substantially reduced.

The Awareness and Preparedness for Emergencies at the Local Level (APELL) program is a process that helps people prevent, prepare for and respond appropriately to accidents and emergencies. APELL was developed by the United Nations Environment Program, in cooperation with industry groups, governments and local communities. Since its beginnings in1988, the program has been implemented in more than30 countries. APELL is a tool for bringing people together to allow effective communication about risks and emergency response. The program provides a common-sense approach to accident prevention and response.

Up until the past couple of years, thermal coal dryers were only used to dry midwest and eastern United States bituminous coals. These dryers were primarily installed at coal preparation plants to freeze proof the coal and lower the transportation costs per BTU. Today thermal coal dryers are being specified to dry western sub-bituminous and lignite coals for these and other reasons brought about by the intense interest in coal gasification and liquefaction. One reason for drying western coals ahead of a coal gasification plant is the elimination of surface moisture which would prevent efficient sizing of the coal, since feed material size consist is very important in most commercial coal gasification processes. Thermal dryers are being proposed for liquefaction processes because of the need for a feed material containing approximately 4% or less total moisture Future coal gasification processes may also need to reduce feed material moisture content.

Continued development and intensification are fuelling the urgent need for new trunk infrastructure within The Regional Municipality of York and throughout the Greater Toronto Area. "In recent years, the demand for Rare Earth Elements (REE) have grown rapidly due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources of REEs, possibly Coal and Coal byproducts. Coals from certain parts of the world can be rich in REEs, and can approach a total concentration of 1000 ppm. Two Alaskan coal samples were investigated for the effect of size and density on the concentration of REEs on three selected size fractions. Flotation tests were conducted for finer fractions. Additionally Bottom ash and Fly Ash samples from a power plant have been examined for REE concentration. The results show that the upgrade potential for REEs on ash basis from whole coal basis ranges from 2:1 to 4:1 for Wishbone Hill and Healy coal samples respectively. Flotation of the finer fraction for both coal samples, conducted under similar conditions, reveal higher concentration of REE’s in the tailings. Both coal samples have a comparatively higher LREE content than HREE. Trends of REE content of the power plant products on ash basis revealed that Fly Ash has a slightly higher concentration of both LREE and HREE than Bottom Ash. Keywords: Rare Earth Elements, Coal, Coal Ash INTRODUCTION Rare Earth Elements (REEs) and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in green power generation such as the manufacture of wind turbines and also in hybrid cars. Europium, Terbium and Yttrium are used for devices that have visual displays such as computer screens and laptops [1, 2]. REEs pose fewer environmental problems of disposal and recycling than conventional heavy metal counterparts [1]. Rare-earth metals are key ingredients for radar systems, avionics, modern national defense and satellites [2-8]. In the last 25 years China has been mining, processing and refining Rare Earth elements at affordable prices thus gaining a virtual monopoly in the market. The many fold rise of the prices of REE elements over the last few years and frequent disruptions in supply has forced various nations to invest in indigenous extraction of REEs by increasing production from previously productive sites and to expand the production from new alternate sources including coal and coal byproducts [9]. Coal and Coal beds have been found to be significantly enriched with certain critical metals and can be a potential source for both Light Rare Earth Elements (LREE) and Heavy Rare Earth Elements (HREE) [10]. Moreover, coals with high REE concentrations have been discovered in Pavlovka and Rakovka coal deposits in Russia, Appalachian deposits in USA, Sichuan Basin deposits in China and others across the globe [10-13]. A recent study from China looked at how different trace elements (including numerous REEs) partition in various size fractions of Antaibao coal from China. The finding indicates that the REEs, phosphorous, and thorium all have their high concentrations in the particle sizes 0.5 to 3 mm, and 6 to 25 mm. REEs are also often present in the form of phosphates such as monazite in coal [13, 14]. The objective of the study is to identify the concentration of REEs in Alaskan coals and to investigate the effect of density and size in the distribution of REEs in coal and coal byproducts."

In this paper, solid bed erosion processes and the mechanisms involved when a two-phase liquid-solid mixture flows over a bed of solids in a horizontal annulus are analyzed. There are few such studies available with some authors arguing that the flow rate for erosion is always less than the flow rate for the suspension of solid particles thus necessitating further study and analysis of such phenomena. Tests were run to determine the mechanism of erosion and the erosion velocities of the solid bed formed in a concentric annulus for three flu-ids, water, a low concentration water solution of Carboxyl-methyl-cellulose (CMC), which behaved as a Newtonian fluid and a higher concentration CMC water solution which behaved as a power law fluid. Glass spheres of 2 mm nominal diameter were used as solids. The flow rate at which erosion occurred together with the mechanism of bed erosion were determined visually, while the whole process was video recorded. Our tests indicated different erosion mechanisms and different erosion velocities for the three tested liquids, with the liquid viscosity playing a major role. The first mechanism, observed for water flow, gives erosion from the front of the bed while the second mechanism, observed for the flow of the two viscous fluids, gives erosion from the top of the bed. The role of each of the parameters to erosion is investigated, whether it is turbulent flow with the turbulent fluctuations being more capable to remove the solids from the formed bed or whether it is liquid viscosity, which results in the hydrodynamic shearing force. The results demonstrate that liquid viscosity plays a role in the erosion mechanism and yields different erosion velocities of the solid bed hence, it should be taken into account when modeling flow pattern transitions for solid-liquid flows. Prior studies have not identified this and it could be the reason of the disagreement between theoretical models and experimental and field data.
