In spite of a global economy that continues to seesaw and a U.S. Congress that is at odds with the president and themselves, cities around the world are still spending billions on their infrastructure. And that bodes well for the underground construction and tunneling industry and the professionals who work in it. In June, 1,405 of those professionals gathered in San Francisco, CA for the Rapid Excavation and Tunneling Conference (RETC). In addition to the first rate technical programming, attendees were able to see first-hand the latest in tunneling technology from 127 exhibitors who occupied 152 booths. Two short courses preceded the conference and two field trips were offered following the conference.

The technical paper correctly points out that the kriging variance is not a good measure of the uncertainty of the estimated (i.e., kriged) value of individual blocks. The au thors claim that their proposed jackknife method, which is a rekriging of each block by eliminating, in turn, one sample from the original sample set and then taking the average of the rekriged estimates, not only gives good block estimates, but the resulting jackknife kriging standard deviation is a useful indicator of the "true uncertainty associated with block estimates." However, they immediately abandon the idea of using the block-by-block standard deviations, reasoning that these standard deviations are not independent and that there is no easy way to utilize them. There may be another reason for not using them. The jackknife standard deviations for individual blocks given in their example are mostly in the range of 0.004 to 0.005 oz/st (0.14 to 0.17 g/t) with only one block having a high value of 0.012 oz/st (0.41 g/ t). These individual block standard deviations are as low as the jackknife standard deviation for the mean grade of the entire shape, i.e., 0.0041 oz/st (0.14 g/t). Do they represent the "true uncertainty" of the individual block estimates? Could the authors explain this? In a global shape consisting of a large number of blocks, any given sample will affect the kriged estimate of only those few blocks within its vicinity. This is the rationale for the authors' selective rekriging, making the jackknife algorithm more efficient. On second thought, why not do away with jackknifing altogether? Just cumulate and normalize, if necessary, the kriging weights of each sample used during the ordinary block kriging process, and then compute the global variance from these kriging weights and their respective sample grades? After all, isn't the global mean grade nothing but the weighted average of the samples used in the estimation? Reply by G.S. Adisoma and M.G. Hester The jackknife is one of the many tools in a practitioner's toolbox to solve estimation problems. The strengths of the technique lies in its simplicity, i.e., it uses the concept of mean and standard deviation and the fact that it can be easily combined with other tools, in this case kriging. Because the jackknife kriging (JK) estimate is also the mean of the pseudovalues, the JK standard deviation is attractive just as the standard deviation of the mean explains the variability of the data. The difference is that the pseudovalue calculation in jackknife kriging uses the ordinary kriging (OK) weighting scheme instead of simple arithmetic averaging. The data used to illustrate the jackknife technique in the paper consist of high values that are roughly three times the low values. The resulting JK estimate of the block grades show that the highest estimate is roughly twice the grade of the lowest estimate. The contrast between the low and the high estimate is more evident in the JK estimate than in the OK estimate, even though the mean grades of the blocks for the two estimates are very similar. Nonetheless, in this paper, we are concentrating more on the need for a more realistic measure of uncertainty, or precision, for the estimate. Unlike its OK counterpart, the JK standard deviation of the blocks clearly reflects the original data variation. The highest JK standard deviation of the blocks is three times its lowest value. This follows our intuition that, when the samples used to estimate a block is more variable, the resulting estimation variance (or standard deviation) should be higher than the case where the samples are more uniformly valued. However, block-by-block standard deviation or variance is of little practical value in reserve estimation and classification, as well as in mine planning. One is usually more interested in quantifying not the variance of the individual block estimate, but the uncertainties associated with a much larger dimension, such as the minable reserve. Thus, the thrust of the paper is to find a simple way to obtain a single estimation variance or standard deviation associated with the reserve grade estimate. The discussion by J.H. Tu did not mention how one would obtain the global variance from the OK weights and the sample grades. As a technique that offers a data valuebased measure of uncertainty for its estimate, the "leave-one-out" jackknife fills this need nicely through the block kriging shortcut approach described in the paper. The U. S. Bureau of Mines investigated a method of using inert gas to prevent the formation of explosive gas mixtures in auger highwall mining of coal. A combination of gasoline and diesel engine exhaust gases was introduced into the auger drill hole using a short section of pipe located at the collar. Gas samples were taken and analyzed on site with infrared detectors for oxygen, carbon dioxide, methane, and carbon monoxide. Evacuated bottle samples were also taken and analyzed by gas chromatography at the Pittsburgh Research Center. These gas results were analyzed for explosibility. Personal exposure to carbon monoxide was also monitored. The highest methane level observed was 9.55 pct. The Inert gas levels, (carbon dioxide and nitrogen) were sufficiently high to prevent any ignition of the methane. Results showed that for all conditions during mining, gas concentrations were non-explosive. The maximum personal time weighted average sample for carbon monoxide was 20 ppm. This system provides a safe, inexpensive, simple method for preventing explosions during auger mining. INTRODUCTION The auger highwall mining method is an effective method to recover coal from a reserve when removal of the overburden by surface mining equipment becomes uneconomical. In this method of mining, a horizontal auger enters the coal seam from the surface mine bench under the highwall and the coal is drilled in a series of parallel holes. Historically, coal mined from the surface is relatively shallow, and over time, methane associated with the coal has dissipated through the surface. In most circumstances, little methane has been found associated with auger mining. However, mining technology has enabled surface mining of deeper reserves of coal. Furthermore, environmental constraints have forced the highwall extraction method to be used to remove coal under wetlands, further increasing the chances of encountering methane. Recently incidents of methane explosions at a few auger mining operations have resulted in injuries and increased testing for methane at the collars of auger holes. The fuel source of the reported explosions was not necessarily limited to methane, but may also have involved coal dust. The Mine Safety and Health Administration (MSHA) met with the Bureau to discuss what technology might be available to enable the safe resumption of mining. The discussion included the difficulty of ventilating through the solid shafts of the augers, that steel bits probably created the ignition source, and that perhaps inerting the holes with low oxygen and high carbon dioxide concentrations from the machine's diesel exhaust was a potential solution. Considering the ventilation aspects of the problem, it was not clear If ventilation could be reliably established. If some degree of ventilation to the front of the mining head is achieved, it may combine with methane to bring the hole atmosphere from a rich, nonexplosive mixture to an explosive mixture. Furthermore, it may not prevent a dust explosion in such a mining configuration. Lack of access through the shafts of auger type mining machines further limits the ability to add water or air to cool bits to prevent an ignition source from developing. Either of these approaches would also be expensive. The process of mining coal In an inert atmosphere has been considered in the past, but to our knowledge, never implemented (Department of Interior, 1970). Clearly, implementation in underground mining would be more complicated. On a mine bench open to the atmosphere, however, adding inert gas to the mining head could provide a quick, feasible method to prevent explosions at auger highwall mining operations. Also the problem of how to move the inert gas to the cutting head of the machine had to be considered. Preventing explosions on auger mining machines using inert gas requires three primary considerations: first is the source of inert gas; second, placing the inert gas at the cutter head; and third, monitoring the hole atmosphere. Any gas source having an effective inert gas concentration of 34 volume pct or greater will prevent methane from Igniting (Zabetakis, 1965). Sources of inert gas considered for this application included liquid nitrogen, modified shipboard inert gas generators (for hydrocarbon shipping and transfer), jet turbine engine (Paczkowski, et. al., 1982), the auger's diesel engine and a gasoline engine. Operation cost, purchase cost and availability limited our testing to the diesel and gasoline engines. This work tested each engine, separately and combined. To ensure effectiveness, both company and enforcement personnel need to know how to monitor the condition of the inerted hole. Measurements at depth inside the hole are possible by remote sampling through rigid tubing, but this method is Impractical for routine monitoring. Continuous monitoring of the exhaust gas stream is an alternative. The U. S. Bureau of Mines evaluated an inert gas system at an auger mining operation at a surface mine near Owensboro, KY. Coal was mined from the Number 9 Coalbed in Henderson Co. KY. Tests were conducted in January and March of 1992.

INTRODUCTION Under certain circumstances the closure of former mines which are located above a certain flood level can result in problems such as the emanation of detrimental substances after having completed filling and reclamation operations. This especially applies to uranium mines in which the radiation dose could far exceed the dose of natural background radiation. By means of an example of the uranium mining in Germany in the following it will be demonstrated how to cope with this problem. On the basis of comparative investigations in various vein deposits and using ventilation scheme calculations proposals for the optimization of the necessary forced ventilation can be submitted. REPORT ON SITUATION In the period 1946 - 1989 the former Soviet-German joint- stock company "Wismut" developed into the biggest European uranium producer with a total output of about 220.000 t of uranium. A major mineraldeposit district was the deposit of Schlemaf Alberoda in the Saxon Ore Mountains, in which 80.000 t of uranium were produced. Thus it is among the biggest uranium de- posits of the world, from which various other metals were at- tracted for many centuries. The exploitation of the Schlemal Alberoda deposit involved steep veins in regions near the surface as well as depths of 1.800 m. Until 1991 a total excavation space of 40 million m3, which is flooded at present, was produced. With the average increase in the water level of 80 cm per week the final flood level is expected to be reached in the year 2003. The shaft 373 at present still being used for ventilation will be no longer available since the second quarter of 1998 after flooding the -540 m level because it is not connected with the excavation system near the surface. As a study shows, a radiation dose far above the natural back- ground radiation has to be expected for the town of Schlema due to the extensive mining activities near the surface and due to the subsequent displacement with missing depression fo the main mine ventilating fan. An uncontrolled air flow containing radon leaves the open mine excavation due to the effect of the natural ventilating pressure and emanation caused by the barometric pressure drop with atmospheric pressure fluctuations. This mine air with its high-level radioactive equilibrium results in a high radiation dose in buildings (see Figure l). After having switched off the main ventilating fan in order to investigate the effect of the missing depression the increase in radon concentrations amounted up to 700% in various buildings of Schlema. This was partially due to the inversion state of the weather at that time. The high radon concentration has detrimental effects on the health of the population and of the miners working on the further reclamation in regions above the flood level. ANALYSIS OF THE RADON EMANATION RATE EXPECTED Considering the composition of the radon inflow from the mine workings it becomes evident that 80 % of the radon inflow originates from abandoned excavations and only 20 %from open ventilated mine excavations. This fact has to be taken into account for the ventilation after having reached the final state of flooding. After completing ventilation the radiation dose on the surface is mainly due to the radon emanation from excavations close to the surface. Investigations of the Wismut GmbH showed the in- crease in the specific radon emanation rate by a factor of 100 for abandoned excavations as compared to new drivings. One reason is the larger specific surface of abandoned galleries caused by displacements due to mining activities as well as by fall of hanging. Furthermore the radon can enter the gallery through joints, which have subsequently opened by convergences. All these effects result in a larger free surface available for radon diffusion. The large number of drivings in the deposit sections near the surface and the fact that the highest uranium contents are found near the surface as well as the high fracturing are further reasons for higher emanation rates. Considering these facts it can be expected that the radon inflow of 10.000 kBq/s, which refers to an open mine excavation of about 1.4 million m3, represents a minimum. Only by increasing the specific surface, for which a numerical value has still to be determined, this value will increase with certainty. An extensive radon emanation from the residual excavation, which cannot be flooded, can only be prevented by maintaining the ventilation system. The low pressure produced by the fan in the mine openings prevents the emanation of air containing radon due to the effect of the natural ventilating pressure. Without the controlled withdrawal of the radon the population as well as the miners working on the further reclamation in areas above the flood level would be endangered. Therefore the follow-

NTRODUCTION In the mining industry, a "drill jumbo" is a drilling unit equipped with one or more rock drills and mounted on a mechanical conveyance. Jumbos range from single¬drill ring drills mounted on simple steel skids to sophisti¬cated multiple-drill units mounted on diesel engine powered carriers and equipped with automatic controls and sound-abatement cabs. Individual types of jumbos usually are designed for specific tasks such as fan drilling in sublevel caving operations. Some units, such as development jumbos, can be utilized for several functions in addition to their normal applications, e.g., for production drilling in room-and-pillar operations, stoping in cut-and-fill mining, etc. Mine operators can purchase individual components from manufacturers, assembling these components into a jumbo suitable for specific conditions. However, this requires that mine personnel have good engineering and mechanical abilities. Although manufacturers of jumbos maintain facilities for designing machines to meet con¬ditions created by new mining methods and unusual ap¬plications, the cost of the engineering and experimental work for new types of jumbos should be evaluated in terms of both costs and benefits; it may be advantageous to plan the mining operation so that existing and proven units can be utilized. GENERAL SELECTION CRITERIA Since the operating conditions vary in underground mines, the design of a jumbo must be selected to cope with the individual characteristics of the mine. The necessary considerations include access space into the working areas, grades expected to be encountered, radii of the curves, ambient temperatures, the characteristics of the rock, the acidity or alkalinity (pH rating) of the mine water, etc. Access to Mine Workings The mine workings must be accessible to the selected jumbo. Frequently, a jumbo must be disassembled at least partially to pass through the mine shafts. There¬fore, a bolted construction allowing disassembly into pieces of suitable size and weight is desirable in most applications. Type of Undercarriage Generally, a crawler-type undercarriage should not be used in trackless mines having acidic mine water. The acidic water causes an electrolytic action between the individual crawler parts and causes rapid corrosion and early failures. Propulsion A two-wheel drive on a pneumatic-tired jumbo is marginal for grades exceeding 12%. A four-wheel drive unit with good weight distribution is capable of operat¬ing on grades of up to 35%. At least 30% of the gross vehicle weight (GVW) should be carried on the steering axle; otherwise, the steering tires may not have sufficient traction on loose road surfaces and may "plow" instead of steer. To assure stable operation in mines with steep grades, the height of the center of gravity of the jumbo should be considered. It should not make the unit prone to rolling over on the steep grades that may be encoun¬tered. Turning Ability In confined working areas, a skid-steering or crawler unit has the best maneuverability. An articulated carrier is preferable when base-rotated parallel booms are being utilized. A rigid-frame jumbo with automotive steering is compact and economical, having lower maintenance requirements than the other two types. However, the turning radius of a rigid-frame unit is wider than either the skid-steering or articulated units, and this wider turning radius may be detrimental in mines with narrow drifts. JUMBO COMPONENTS Rail Undercarriages A mine with a rail-transportation system generally utilizes drill jumbos that are mounted on rail-type under¬carriages. With a light load and good weight distribu¬tion, this carrier may consist of a simple two-axle four-wheel platform onto which the boom-mounting brackets are attached. As the depth of the round and the penetration rates increase, the weight of the equip¬ment installed on the chassis also increases. The greatest problem with a heavy overhung load is balancing the carrier; a three-boom unit may require a substantial amount of counterweighting to maintain an acceptable 70% to 30% axle-load balance. Although lengthening the wheelbase helps balance the unit, a long wheelbase increases the turning radius, often creating problems on curves and sometimes requiring a swivel truck-type chassis. A good rule of thumb for a simple four-wheel undercarriage is to maintain a wheelbase length to track gage-width ratio that does not exceed 2.5 to 1.0. For a larger ratio, a swivel truck should be utilized. Swing-out outriggers or roof jacks help keep a jumbo in place during the drilling cycle. Usually, a rail-mounted jumbo is not self-propelled. Instead, it is maneuvered into place by a locomotive. Occasionally, several headings are being advanced in close proximity, and a self-propelled jumbo is con¬venient. In electrified mines, such a jumbo utilizes conventional battery-powered traction gear; in dieselized mines, hydrostatic drive components offer good flexi¬bility. Aggregate resources consist of sand and gravel, and crushed stone. They are large-tonnage, bulk-minable mineral commodities that are used in construction and industrial activities (Tepordei, 1999, 2001).Rates of aggregate production, use and mine permit approval in the mid-Atlantic region differ by population density. These rates are influenced by economic and human factors, such as demand, costs, land availability and community opposition. In some areas, the local availability of aggregate is limited. This is due to the lack of suitable local source materials for aggregate, the loss of potential high-quality aggregate resource production sites by preemptive land development and restrictive zoning (resource sterilization), and the difficulty of developing and permitting production sites for aggregate.

Introduction Trends of successful discovery technology and psychology emerge from a thoughtful study of various companies' exploration programs. These subjective patterns can be generalized into groups of factors for discussion. Here, for convenience, factors that influence exploration success are separated into management and geologic concerns. Most successful discoveries have a demonstrably favorable management combined with a technically competent geologic input. Both are required. But the management input is decisive. Management factors include the correct definition of management's role; cost of exploration; time needed for exploration; commodity selection; and the fostering of autonomy, creativity, and confidence in the geology department. Geologic factors include imaginative technical competence (field as well as academic), correct development and use of empirical exploration or prospecting models, and dedication. Success comes to those entities that are properly managed and have technological competence. A management team that directs a company's business has been compared to a dynasty. The dynasty lays out policy and follows up with appropriate action. In that management's power is pervasive, the term is appropriate. Management's role is, however, more important. Many examples can be cited where the geologic input was impeccable. But management somehow snatched defeat from the jaws of victory, and the exploration success was turned to a third party's profit. Management Factors Management's role can be broadly generalized to four parts. These are to identify the commodities it seeks, define its part in the exploration process, develop a functioning exploration department, and have the desire to succeed. It must have confidence in its geologists and delegate to them the authority and responsibility they need to operate successfully. Head office management cannot do the thinking for a field staff thousands of kilometers away. There is no substitute for confidence and delegation of authority. Successes came to those who had the freedom to act. Motivation is a management requisite. Management's role is to prevent destructive, internecine political battles within the corporate structure. Most large US mining corporations have well known histories of political strife that have damaged their exploration efforts. Management's role must, above all, include the desire to succeed. There are cases where management has been confronted with a commercial exploration success, but their reaction is to request additional study or exploration. Perhaps the problem of bringing a commercial find into production is beyond their capabilities. But a bona fide discovery sent back for additional work commonly is lost due to that management. The cost of exploration is a factor that management must accept. A variety of studies made during the past 40 years shows the cost per discovery to be $25 million, $38 million, $200 million, or even $290 million. These figures are derived by dividing the total exploration expenditure by the number of discoveries. However, successful management dynasties have a much lower cost per discovery during their management regime. Asarco, from 1948 through 1963, had one of the lowest cost discovery rates in the world. Duval Corp., from 1948 through 1968, had comparably low discovery costs. Placer Development, from 1955, was equally successful. Western Mining in Australia has had one of the longest lived dynasties associated with exploration success. Time is vital in exploration success. Most successful exploration case histories stress sufficient time in project exploration so that the target is well tested. A large target cannot always be adequately evaluated by a few holes (strat or concept testing). Serendipity helps in exploring large targets, but it best operates in a lengthy program. Numerous case histories include pleasant surprises. But these came mostly after the 10th hole. Commodity markets are important factors governing exploration success. Management's decision to explore for a specific commodity can doom its effort if that product suffers from severe oversupply. Introduction As the US and world population increases, so does the problem of supplying expanding energy needs. Early requirements worldwide were mostly met by abundant forest vegetation. Man's large scale use of minerals-energy resources is a fairly recent development. It occurred only during the past 200 years. Coal was the first mineral fuel to be used extensively. It was not a large factor in US energy production until the beginning of the 19th century. Petroleum and natural gas use is about 125-years-old. Electricity generation by falling water is about a century old. Atomic energy is only about 30-years-old. Extensive use of it is still in the future. Solar energy is in its infancy. Other energy sources such as wind, peat, and geothermal energy are minor and primarily of local importance. There were three main features of the fuel supply picture during the past 125 years. By 1900 coal replaced wood as the principal energy source. Since 1900, oil and gas have captured many coal markets. And after the mid-1970s, there was a resurgence of coal usage. (Figs. 1 and 2). Wood Until the advent of mineral fuels for energy, the major global energy source was wood. But populations increased and became centered in towns and cities. The problem of a sufficient energy supply first developed as nearby, easily obtained wood was exhausted. This problem became more acute as industries such as shipbuilding, smelting, and pottery making, became more widespread. Results of wood use as an energy source and building material are starkly evident in areas of the world where civilization is oldest. Entire forests were consumed and have never been replaced. In the US, wood supplied 90% of all fuel requirements until about 1850; and more than 50% until after 1880. By 1900, wood still supplied 20% of all energy uses. In the mid-1970s, energy costs increased, due largely to the oil embargo. This increase resulted in an increased wood demand for domestic heating. While large quantities of wood were being used, its share of the total energy market was still less than 3%. By 1983, wood was becoming increasingly scarce and more costly near most large US cities. Wind Wind powered ocean vessels for many centuries. Sailing ships were still common in 1900. Windmills provided an early, cheap energy source and continue to be used today on farms. Design and development of windmills for electricity generation is being conducted. Interest in wind power is growing worldwide where availability of wind currents warrants the investment. Also, US regulation requires power companies to "buy back" electricity generated by windpower in excess of that used by the windmill owner. Coal By the 1600s, England was producing, 900 kt/a (1 million stpy) of coal for heating and other uses. The first coal-fired blast furnace for iron smelting was developed in 1621. Coke-making was developed in 1755, and Watt invented the steam engine in 1769. Illuminating gas made from coal was introduced in London in 1800. During this same 200-year period, France and Germany developed coal production, but on a smaller scale than England. US, bituminous coal was mined near Richmond, VA, as early as 1748. Major bituminous coal-producing states in the early period were Pennsylvania, Virginia, Ohio, Kentucky, Illinois, and Maryland. West Virginia replaced Virginia as a major producer, when that state was formed in 1863. As the US expanded west, new coal deposits were found and exploited. Indiana, Alabama, Tennessee, Iowa, Kansas, Missouri, Washington, Colorado, Wyoming, Arkansas, Oklahoma (Indian Territory), Montana, New Mexico, and Texas had significant coal mining operations by 1900. Today the eight major coal producing states are Kentucky, West Virginia, Pennsylvania, Illinois, Ohio, Virginia, Wyoming, and Montana. These states accounted for about 80% of all coal (lignite, bituminous, and anthracite) produced in the US during the past several years.

This article concludes a two-part series on the safety, technology, and economic impact of eliminating safety fuse from metal and nonmetal mines. Discussed are the consequences of fuse abolishment, the technical feasibility of changing to an alternative system, and an economic analysis of initiation systems. Last month, part one (ME, pages 31-35) described current use of initiation systems, incidence of accidents, and consumption values for safety fuse and other initiation systems. Consequences of Fuse Abolishment Cap and Fuse Manufacturers Two major safety fuse manufacturers, Ensign Bickford and Apache Powder Co., share the US fuse market. Marketing of Ensign Bickford safety fuse is done by Dupont. Dupont manufactures electric caps as a main product and recently introduced a new nonelectric initiation system (Detaline). Therefore, Dupont would be only slightly affected by the elimination of safety fuse from metal and nonmetal mining. Ensign Bickford, though a larger manufacturer of fuse, does not appear to emphasize the safety fuse market. In fact, safety fuse sales represent only about 10% of Ensign Bickford's total sales volume. Ensign Bickford is strongly pushing its Nonel product. It appears, therefore, that the elimination of safety fuse would have a limited effect on Ensign Bickford, and could ultimately be to the company's advantage. Apache Powder Co., however, would be seriously affected if safety fuse was eliminated. Safety fuse, although not its only product, constitutes a major source of revenue for the company. It currently does not manufacture a substitute product. Apache Powder Co.'s manager agrees that prohibiting the use of safety fuse would result in a greater market share of initiators for Ensign Bickford. Hercules could also benefit from the prohibition of safety fuse. Metal and Nonmetal Mining Industry According to an explosive company contact, elimination of safety fuse by a mandatory regulation would force some of the small, marginal mines out of business. Another powder company representative believes that eliminating safety fuse will result in uneasy situations for small operators not familiar with other techniques. These operators try to minimize the costs and traditionally like safety fuse. He believes that insufficient proof exists to substantiate the overall safety increase if the fuse is eliminated. Fuse manufacturers and distributors disagree, then, about the impact of safety fuse elimination. However, they tend to agree on some important points: • Safety fuse can be a safe method if applied properly. • Electric blasting can be dangerous due to stray currents, and may have higher misfire rates than safety fuse. • It is very difficult to compare the rate of misfires and partial round failures for different systems. This is due simply to the nonavailability of such data. In many cases, the misfires are not even reported to the shift boss, as required by regulations. • Safety fuse has high acceptance in certain applications, such as a face where Nonel or detonating cord are used, or in open-pit blasting. • The safety fuse industry appears to be phasing out on its own. It is expected that the fate of the safety fuse market will be similar to that of black powder. An investigation by Nitro Noble of Sweden "clearly states that the diminishing use of safety fuse has considerably reduced the accidents in Swedish mines." Mine Data Acquisition and Analysis As a part of the study effort, visits were arranged to 24 metal and nonmetal mines. In most cases, underground visits were accomplished. At least one drilling and loading operation was witnessed. The mines were grouped into four mining areas: Wyoming, Montana, Idaho; western Colorado and eastern Utah; Missouri; and southern Arizona. Of all mines visted, the safety fuse system was used in 11 mines, electrical system in seven, Nonel in five, and the Hercudet system in one surface mine. At each mine, the manager, foreman, and blasting crew were interviewed for information and opinions. Besides informal discussions with mine officials, a questionnaire was also filled out for each mine. Due to the extensive length of the information gathered, these data are not presented here.

Introduction Coal has been mined in the western United States since the mid-1800s. The resource is abundant in the West. Despite recent economic conditions, it remains an important part of the nation's energy warehouse. Many of the seams that comprise the western resource base are thick, some exceeding 61 m (200 ft). Multiple, closely-spaced seams or thick coals that split into two or more minable seams are also common. Historically, subsurface development recovered from less than 15% to 50% of these deposits (Matson and White, 1975). This resulted in a substantial loss of inplace reserve due to the limited height that could be mined using the available technology. In an effort to increase future recovery from such deposits, the US Bureau of Mines analyzed the potential for incorporating three thick-seam mining methods into western coal mines. These methods are high-face longwall, multislice longwall, and longwall caving. They were developed in Europe and are being used to mine thick coal seams in Europe and Asia. One aspect that will determine their success in the US is the geology of the individual deposit; namely, are the methods adaptable to the geologic conditions characteristic of western coal? This paper analyzes some of the geologic factors that would affect development of thick or closely-spaced seams using these mining methods. Occurrence of thick and closely-spaced seams Since mining conditions and methods differ around the world, a thick seam is often defined as a seam whose total thickness cannot be extracted using the available equipment. In the western US, the maximum extractable mining height is about 4.3 m (14 ft). For this research, a thick seam was defined as a minable seam 4.6 m (15 ft) thick or more. Since one of the seams is usually lost using standard mining methods, closely-spaced or split seams were also addressed. These were defined as two minable seams 1.5 m (5 ft) thick or more separated by 9 m (30 ft) of interburden. Thick or closely-spaced coal seams are common in the West. Their importance has not been documented due, in part, to the methods used to measure resources. In the past, all reserves greater than 1.1 m (42 in.) thick for bituminous seams and greater than 3 m (10 ft) thick for subbituminous seams were grouped together and were differentiated only by rank. Further differentiation by seam thickness or minability was not done. For this reason, reserve figures for thick or split seams are difficult to determine. By analyzing available published resource data, Ferm and Muthig (1982) addressed thick seam resources. They estimated a resource of 90 Gt (99 billion st) of coal (16% of the Western resource base) in seams 4.6 (15 ft) or greater at less than 610 m (2000 ft) overburden. Yet, a later study of Pierce and others (1982) on one thick seam deposit in the Powder River Basin estimated a resource of 103 Gt (113 billion st). Pierce (1986) reported that the overburden reached a maximum of 731 m (2400 ft). The resources in this single deposit exceeded the 90 Gt (99 billion st) total projected for the entire western US by 12.7 Gt (14 billion st). Due to such differences, this author chose to look at reported occurrences of thick or closely-spaced minable seams in place of resource figures, to verify the need to research thick seam mining in the West. An occurrence was defined as an isolated site where a thick seam or two or more closely-spaced seams were reported. The occurrences were derived from published material - mostly mine descriptions, measured sections, coal exploration logs, and oil and gas logs. Due to time constraints, the reserves associated with each occurrence were not determined. All data points were random. The analysis was limited to occurrences in Colorado, Wyoming, and Utah. INTRODUCTION Our present estimates of world P205 consumption for all uses show an average annual growth rate of approximately 1.9% per year. The estimated 1985 consumption of 41.5 million tonnes of P205 is predicted to increase to 57.1 million tonnes of P205 by the year 2005, which represents a growth from 157.7 million tonnes in 1985 to 217 million tonnes of phosphate rock in 2005. The present situation of oversupply and extremely weak phosphate product prices is, however, expected to continue in the short term and a normal supply/demand balance may not be achieved until after 1990. The growth in P205 demand, in conjunction with the higher cost of replacing low cost mines as they are depleted, will place economic pressure on world farm economies through the increased cost of phosphate fertilizers. The availability of rock supply is not the challenge; rather, it is the economics of new rock supply. This economic challenge of providing new rock supply is by no means limited to the United States. Even in centrally controlled economies, the cost of rock from domestic mines of marginal quality and economic viability, coupled with burdensome infra¬structure requirements, may result in tonnage additions at very high cost. Although government subsidies to offset higher production cost is a factor in some countries, world production in the next 20 years will be directed, if not governed, by economic factors. Established infrastructure, good quality reserves, and existing operations will provide a competitive advantage for new prod¬uction. It is our opinion that the current world supply structure will remain relatively stable through 2005, in that most of the traditional suppliers will retain supply roles. U.S. rock production, although it is not expected to grow beyond the present level, will still be a major contributor to world supply. Although dramatic changes within mining, fertilizer production and farm economics may appear disruptive, the current supply scenario will, in general, continue with the major issue being production economics. WORLD DEMAND Demand for P205 by region in the world has been estimated using projections of population, crops and yield, arable land, economic and other data as a basis for future demand projec¬tions by Blue-Johnson and Associates, our col¬laborators on a recent multi-client study. Non-fertilizer P205 demands were estimated in the same general manner. These estimates of future demand are based on an assumption of reasonable world political and economic stabil¬ity, debt repayment requirements maintained at workable levels, and resolution of problems in the agricultural economy to a point where normal supply/demand forces can interact freely to provide a basis for continued P205 supply. The results of these studies indicated an average growth rate of 1.9% per year through the year 2005. This growth could be as low as 1.5% per year, or as high as 2.5% per year. It is our opinion that the estimated rate of 1.9% per year is most probable. This moderate growth rate considers both the major economic constraints facing the world agricultural industry today and the general problem of affordability of fertilizers and other crop inputs. WORLD SUPPLY There are adequately defined world reserves of phosphate rock today to provide supply well into the future, even at much higher levels of demand than presently projected. Using the U.S. Bureau of Mines estimates, which are based on stringent criteria for definition of reserves, the present world reserves base is approximately 35 billion tonnes. Identified resources raise the potential for production by orders of magnitude. Potential resources based on geological trends, and including offshore deposits, would again result in orders of magnitude increases in rock resources. Morocco leads the world in reserves base with approxi¬mately 21 billion tonnes. The U.S. is second, followed by the Republic of South Africa and Russia. These four countries control about 87%

Introduction The recent development of rare earth permanent magnets has revolutionized the field of magnetic separation. The advent of rare earth permanent magnets in the 1980s provided a magnetic product that was an order of magnitude stronger than that conventional ferrite magnets. This allowed for the design of high-intensity magnetic circuits that operated energy free and that surpassed electromagnets in the strength and effectiveness. New applications and design concepts that focused on the mineral and metal processing industries have evolved. This technology led to the development of various magnetic separators specifically designed for mineral processing applications. Applications that were not previously considered are now being used in primary mineral upgrading, recycling and secondary recovery. Historical perspective Lodestone was the first naturally occurring permanent magnetic material known. Lodstone was most likely used to upgrade iron ore by early civilizations. By the 1600s, the early magnet technology had advanced to quench-hardened iron-carbon alloys. The practical significance of magnetic separation was formally recognized in 1792 when an English patent was issued for separating iron ore by magnetic attraction. By today's standards, carbon steel is a very poor magnet material. It is easily demagnetized and has a very low energy product of much less than I MGOe (Million-Gauss-Oerstads). This was state-of-the-art technology for almost 300 years until chromium was added to magnet feedstock, which resulted in a three-fold increase in the energy product. The well documented addition of cobalt to permanent magnets in 1917 initiated the 30-year era of "Alnico" magnets that at the time provided a superior magnetic energy product. Since then, the science of magnetism has advanced rapidly and is now considered a highly developed branch of physics and material science. Permanent magnets have had an extremely long history. Figure 1 presents a chronology of permanent magnets that illustrates the increase in energy product. Amazing developments in material science have taken place in the last two decades. The gradual advancement of permanent magnet technology was shattered in 1967 with the initial development of samarium-cobalt (rare earth) magnets. Since that time, the advent of neodymium-boron-iron magnets provided such an increase in energy product that new design concepts were considered. New avenues of study were introduced by the complexities in the material science and physics involved in describing these new permanent magnets. Furthermore, applications for permanent magnets that were previously not considered were now viable. Rare earth elements Rare earth elements have claimed the attention of scientists for the past century. These elements were originally termed "rare" because they were thought to be quite scarce. Since then, however, geological studies have shown them to be relatively abundant. The discovery and identification of rare earth elements is complicated by the inherent difficulties in separating them from each other. The rare earth elements comprise the fifteen transition elements of Group IIIB, Period 6, of the periodic table. These elements extend from lanthanum to lutetium and are commonly called the lanthanide series. Samarium and neodymium are the two most common elements used in the commercial manufacture of rare earth permanent magnets. Commercial grade rare earth magnets There are only a few common types of rare earth magnets that are considered in the circuit design for magnetic separators. Early rare earth magnets of commercial significance (introduced in 1970) consisted of the first generation of sintered SmCo5. The energy product of these magnets ranged up to 23 MGOe, which provided the initial impetus to the field of high-energy permanent magnets. Although these magnets did not produce the extremely high magnetic field strengths of current rare earth magnets, they were relatively temperature stable. Containing 66% Co, they are the most expensive of the basic commercial rare earth permanent magnets. Their use is limited today because they are being replaced by second and third generation rare earth permanent magnets.

The literature on four different topics is re¬viewed herein for purposes of mathematical mod¬eling of mine water inflow. The first of the topics reviewed is modeling of fissured or fractured ma¬terials; the second is general Darcy based flow models; the third is field methods for determining fracture flow properties; and the fourth is methods used presently for determining mine water inflows. The four topics are considered in the foregoing order. FRACTURE FLOW MODEL Two basic types of fracture flow models have been developed. The first type uses various tech¬niques for space averaging to obtain the equations. Systems are considered in which the porous media properties vary smoothly enough and the fracturing is sufficiently profuse and well distributed that the locally averaged properties are meaningful when viewed on the macroscopic scale. The final result is that a coefficient is used which is similar to saturated hydraulic conductivity and in many cases, simply is hydraulic conductivity. In other cases, the coefficient is apparent hydraulic conductivity be¬cause the response from flow in the fractures is more rapid than flow in the pore spaces. Faust and Mercer (1980) refers to this method as the contin¬uum approach. Some of the papers on this type of problem are by Duguid (1973), Verner et al. (1974), Owili-Eger (1975), Duguid and Abel (1974), duPrey and Weill (1974), and O'Neill (1978). Duguid and Lee (1977) also considered heat flow in the fluid and the porous medium. These papers all result in various types of computer programs. Some papers on this topic that do not result in computer programs are by Snow (1968, 1969) and Streltsova (1976). Some of the foregoing articles consider con¬solidation of the porous media and the resulting effect on hydraulic conductivity. Barenblatt et al. (1960) developed an analytical solution for fracture flow and discussed the time that is involved in the drainage process and the effect that fracture flow has on the drainage time. The second type of fracture flow model con¬siders the width of the fractures as a function of the pressure in the field. Faust and Mercer (1980) refers to this method as the discontinuum approach. This approach often requires two finite element programs that consider the stress in the material and the flow in the fractures separately. The pro¬grams are then linked to arrive at the final solution. Some of the articles that consider the interrela¬tionship between pressure and the size of the frac¬ture but do not use computer solutions are Gringarten et al. (1975), Narasimhan and Palen (1979), and Witherspoon et al. (1979). Papers that use a linked computer program between stress and flow are by Ayatollahi (1978), Gale et al. (1974), and Noorishad et al. (1971). Ayatollahi's program is primarily for the petroleum industry because it does not consider the effect of gravity. Ayatollahi assumes that pressure effects are very large in com¬parison to gravity effects. This assumption would apply only to very deep aquifers. Articles that consider fracture flow on a more applied basis are by Wittke et al. (1972), who con¬siders that the flow is entirely through fissures and negligible through the pores of the rock. Gringarten and Witherspoon (1972) developed type curves that may be used for analysis of fracture flow systems; the curves are based on the assumption that it is possible to distinguish between aquifers with hor¬izontal and vertical fractures and that it is possible to analyze the system as an equivalent anisotropic homogeneous porous medium with a single fracture with much higher permeability. INTRODUCTION The inelastic stress-strain behavior of rocks has urged engineers to seek for the possible application of plasticity to engineering pro¬jects such as tunnels, oil wells, dams, etc. for a long time. Early efforts in this direction have tentatively used the classical theories to solve some axisymmetric problems, in which the rocks were treated as perfectly plastic and nonfrictional materials (Talobre, J. A., 1957). Meanwhile, one of the fundamental assumptions is that the volume strain of elastoplastic material is purely elastic. Drucker and Prager (1952) developed a perfectly plastic and frictional model with a generalized form of Mohr-Coulomb law, which serves as both failure criterion and yield criterion. Although the associated flow rule gives unacceptably large dilatancy, this model is a very important step to deal with the frictional behavior of geological materials. As a further step, Roscoe et al (1963) and Schofield and Wroth (1968) proposed a Cam-clay model, which accounts for the yielding before the material reaches a failure envelope and reflects the plastic volume strain as a strain hardening factor, and the open end of the Drucker-Prager envelope is capped by a family of yield surfaces, the envelope is made conforming with crit¬ical void ratio line. The proposed shapes of the cap have been based on experimental data and on convenience of mathematical descrip¬tions. Drucker, Gibson and Henkel (1957) introduced a spherical cap for soils, while in Cam-clay model the cap is semi-logarithmic yield function derived from the result of triaxial tests. DiMaggio and Sandler (1971) proposed an elliptical model for sand, in which the hardening function depends exponentially on plastic strain. Sandler et al (1976) used a plane cap model to express the behavior of a wide range of geological materials of which the nonlinear hysteretic nature is significant. Mizuno and Chen (1982) illustrated the physical mean¬ing of cap models and their adaption to finite element calculation. In recent years, Carroll et al (1972, 1980) have studied the com¬paction of porous materials under hydrostatic pressure and discussed the mechanism of the nonlinear response thoroughly. Analytical and numerical analysis of the hollow sphere model by Curran and Carroll (1979) predicted an initial yielding surface, dependent on the initial porosity, and showed a strong coupling between hydrostatic and deviatoric effects. All these main features from the abovementioned theoretical research are visualized by the experimental data on Boise sandstone (1984). The combination of such previous work would be logically the construction of a plasticity model for porous rocks which, following the tradition of assigning the name of birthplace to a special model, is called Cal-Rock model (Carrol, M. M., 1984). The results of triaxial tests along different loading paths reveal the compaction characteristics for deviatoric and hydrostatic stress separately. the fitting of the nonlinear stress-strain curves leads to a construction of yield surfaces. Moreover, an uniaxial strain test gives the strength envelope which is the critical state line. The whole model is composed in the frame of elasticity theory. The concept and representation of plasticity used here are in the spirit of Naghdi¬Casey theory (Casey and Naghdi, 1984 and 1984, Naghdi and Trapp, 1975). In order to find the way of using such a plasticity model in engineering problems, the stress field in a thick-walled cylinder of porous material is calculated. This is an axisymmetrical problem with plane strain, which is an idealization of oil well in an infinite medium. Because the constitutive relation is highly nonlinear, a numerical method has been utilized to obtain the solution. CONSTRUCTION OF CAL-ROCK MODEL (1). Elastic-plastic constitutive equations The basic assumption is that the yield surface in stress space depends on one parameter, namely the plastic volume strain, as the data on Boise sandstone suggested. INTRODUCTION The Wyodak Mine is located in the northern Powder River Basin of Wyoming and is thought to be the oldest continuously operating coal mine in the United States, having recorded yearly production since 1923. The mine has expanded over its 80-plus-year history from an underground room and pillar operation to a modem surface snip mine. Currently, the mine feeds four on-site power plants using conveyors, has a filly automated truck load-out, and ships coal by rail to nearby Wyoming power plants. Annual production of 4.8 MTFT is accomplished on a single-shift basis with 53 fill-time production, maintenance and administrative personnel. In 1990 a decision was made to modernize the coal feed system to the power plant complex with modular conveying equipment. The project involved constructing coal storage silos, overland conveyors, feeder breakers and modular conveyors to follow the mining benches. Total project cost in excess of $25 million was used to construe or commission: A 2,150-TPH 48-inch overland conveyor with horizontal curve A 2,150-TPH 48-inch plant feed conveyor 13 shuttle conveyors, each 150 feet in length 2 front-end loaders equipped with large coal buckets 2 crawler-mounted feeder breakers with compatible discharge conveyor 1 high-lift shuttle conveyor with adjustable discharge height 1 high-angle conveyor 2 4,500-ton coal silos with automated truck load- out capabilities. Conceptually, the plan was to develop 33 MTONS of reserve adjacent to the plant complex and use front-end loaders to tram ROM coal to in-pit feeder breakers. The primary crushing would reduce coal to 6-inch minus and feed through a series of shuttle conveyors to an overland supply conveyor. The overland conveyor would feed the secondary crusher, and the crushed product would be moved to any of four storage silos using conveyors. The in-pit crushing and conveying system is a unique fit for the power plants and provided many interesting challenges for the coal mine to overcome. System integration, maintenance windows, equipment availability and the like had a major role in engineering the system to a power plant complex having no emergency coal stock- pile and limited plant storage. In crediting the designers and operators, the in-pit conveying system at the Wyodak Mine has delivered coal to the power generators since 1994 with little or no downtime. ENGINEERING CONSIDERATIONS Yearly production for the mine is based on 3.5 MTPY which requires about 1,550 TPH on an 8 hour, one-shift- per-day, 5-days-per-week basis. Considering efficiencies for starting and stopping, crew transport, loader trams, and operational delays, a nominal conveyor feed rate of 2,150 TPH or 72% system utilization was used in engineering design application. This ton-per-hour basis is used to size and commission the remaining components of the in-pit system. Coal quality requirements also played a role in equipment selection. The mine reserve grades vertically and coal from Upper and Lower benches needed to be mixed in any given proportion. This required equipment to be filly variable and capable of producing all or part of the 2,150-ton-per-hour requirement. Bisecting the 80-foot- high coal face for quality required construction of a high lift module capable of reaching a single overland conveyor 40 to 50 feet above the pit floor. Designers built a high-lift, adjustable and portable module specific for this application Having two bench systems capable of each producing the required feed for the power plants required computerized control processes to control on-line production. RSLinx, RSLogix, and RSView were chosen as the communication and control software, and a Data Highway Plus serves as the communication backbone. Each of the two in-pit benches are controlled with a data center equipped with Allen Bradley 5-40 processors. This

7.1 INTRODUCTION Subsidence measurements include surveys of surface and sub- surface movements and measurements and monitoring of surface structural damages. In this chapter the most commonly employed methods are discussed. 7.2 MEASUREMENT OF SURFACE MOVEMENT Surface movements involve two basic components, subsidence and displacement. The other five components (i.e., slope, curvature, strain, twisting, and shearing) are derived from the two basic components. Since all measurements are geometrical, they can be measured by common surveying techniques. 7.2.1 MONUMENTS The first step is to select the types of monuments or surveying stations. Various types of monuments have been employed. The simplest one is a paint mark on the pavement or concrete slab, although this should be discouraged because it is easily affected by artificial or environmental factors. Others use steel or wooden rods, 2 to 3 in. in diameter or square by 2 to 5 ft long, driven all the way down, flush with the ground. Both types of-monuments have no provision for frozen ground heave and both are tampered with easily. A more elaborate type is shown in Fig. 7.1 (O'Rourke et al., 1982). A rebar or iron pipe, 2 in. in diameter by 6 ft long is driven down to nearly flush with ground surface. The top 4-ft section of the hole around the pipe is enlarged to 1 ft in diameter and grouted with concrete. The most sophisticated type of monument is shown in Fig. 7.2 (Conroy and Gyannaty, 1983a). It consists of two hollow steel pipes. The inner I-in. pipe, 10 ft. long is enclosed by a 2-in. pipe at the upper 5-ft. interval. The gap between pipes is filled with foam to isolate the inner pipe from external environmental effects. The bottom of the inner pipe can either remain open or be sealed with a cap, depending on whether the ground is dry or wet. 7.2.2 MONUMENT ARRANGEMENT AND SURVEY LINES The monuments are installed strategically to form survey lines. Three basic types of monument arrangements are shown in Fig. 7.3. Figs. 7.3a and 7.3b are for single and multiple panels respectively; Fig. 7.3~ is mainly for research purposes with multiple survey lines both in longitudinal and transverse directions. This is extremely useful for defining the distributions of ground deformation, as shown in Figs. 2.10 and 2.11. Basically there are two types of survey lines: the whole basin survey line which extends across the panel width or length (e.g., lines R, R, in Fig. 7.3 a&b), and the half basin survey line which covers approximately half of the panel width or length (e.g., lines R, F in Fig. 7.3 &b). Survey lines are generally straight and linear. They should be located on the major crosssections of the subsidence basin. Survey lines must extend beyond the edge of the opening for a sufficient distance so that the edges of the subsidence basin can be determined accurately. The minimum distance from the edge of the opening must be [ ] where h = mining depth, [ ] = angle of draw, and [ ] = 5 to 7 times monument spacing for whole basin surveys, or 8 to 10 times the monument spacing for half basin surveys. There must be at least two controlling monuments at each end of each survey line. Controlling monuments must be located beyond the influence of underground mining. The spacing of the monuments ranges from 15 to 200 ft. The UK National Coal Board (NCB, 1975) recommended a spacing equivalent to 0.20 of the mining depth. Peng and Geng (1982) recommended that the maximum monument spacing be dependent on mining depths as follows:

Titanium was discovered in 1791 and, four years later, was named after the Titans of Greek mythology. Titanium metal was first made in 1910, but was not used commercially until the 1950s when it was nick-named The Wonder Metal of the Age. The first titanium dioxide (TiO2) white pigments were produced commercially in 1915; more than 90% of the titanium minerals produced in the world today are used in the manufacture of white pigments. The remaining 10% are used to manufacture titanium metal and other uses such as welding rod fluxes. Titanium mineral mining began in the United States between 1880 and 1900 in Chester County, Pennyslvania. Rutile from a deposit near Roseland, VA, was mined in 1901. The use for the rutile was limited to production of a few titanium chemicals and for coloring ceramics. Larger scale mining for ilmenite, rutile, and zircon began in Florida to provide chemical materials for use in World War I in 1918. This mining ended in 1928. Large scale mining of titanium minerals in Australia began when Benick, Anderson, and Porter (later called Tamco) started mining the beach sands at Yamba in New South Wales in 1935. Ilmenite production from beach sands in the State of Kerala in southwestern India also began in the 1930s. The 1940s saw many changes in titanium mineral mining. Extensive deposits of ilmenite and ilmenite-bearing iron ores were discovered in eastern Quebec. The Pigments Department of E.I. Du Pont de Nemours & Co. lost their high grade Indian ilmenite supply after World War II began, and they were forced to use lower grade ilmenite from National Lead's (now NL Industries) Sanford Lake Deposit, near Tahawus, NY, in the Adirondack Mountains. At the end of the war, Du Pont undertook an intense search for a domestic ilmenite source. With the cooperation of the US Bureau of Mines, Du Pont geologists found a very large deposit east of Starke, FL, in 1946. In 1948 Du Pont entered into a contract with Humphreys Gold Corp., who operated a heavy minerals mine near Jacksonville, FL, to construct a plant and operate it for a period of ten years. The plant started up in 1949 and operated under Humphreys' management until the contract expired in 1958. Du Pont has operated the plant since that time. In 1956, a second plant was designed and built by Du Pont a few kilometers northeast of the town of Lawtey. The 1960s saw titanium mineral production expand in the southeastern US with Humphreys' contract mining Du Pont's ore body at Folkston, GA. In the early 1970s. American Cyanamid and Union Camp Paper Co. formed a joint venture company, Titanium Enterprises (TE), to mine and separate titanium minerals from Union Camp's ore deposit southwest of Green Cove Springs, FL. In 1975 the TE plant was shutdown and later sold to Associated Minerals (USA), Inc. (AMC), a subsidiary of Renison Goldfields Consolidated Ltd., an Australian company. It now operates under the name RGC (USA). Mineral production grew in the 1970s with the development of extensive heavy mineral deposits at Eneabba in Western Australia and Richards Bay in the Republic of South Africa. The 1980s saw the construction of a very large ilmenite mine and synthetic rutile processing plant in the state of Orissa southwest of Calcutta, India. At the same time, concern for titanium mineral shortages expected by the end of this century, gave rise to a flurry of exploration activity during the mid 1980s. As a result, large deposits were found in Virginia and North Carolina. New deposits were also discovered in Australia. Fig. 1 shows the distribution of world titanium deposits and mines. The world TiO, production capacities are given in Table 1.

"Federal regulations require the installation of refuge alternatives (RAs) in underground coal mines. Mobile RAs have a limited ability to dissipate heat, and heat buildup can lead to a life-threatening condition as the RA internal air temperature and relative humidity increase. The National Institute for Occupational Safety and Health Office of Mine Safety and Health Research performed heat testing on a 10-person tent-type training RA and contracted ThermoAnalytics, Inc. to develop a validated thermal simulation model (TSM) of the tested RA. The TSM was used to examine the effects of the constant mine strata temperature assumption, initial mine air temperature (MAT), initial mine strata surface temperature (MSST), initial mine strata temperature at depth (MSTD), and mine strata thermal behavior on RA internal air temperature using 117 W of sensible heat input per simulated miner. For the studied RA, when the mine strata temperature was treated as a constant, the final predicted RA internal air temperature was 12.8°F lower than it was when the mine strata thermal behavior was included in the model. A 10°F increase in the initial MSST resulted in a 7.1°F increase in the final RA internal air temperature, whereas a 10°F increase in the initial MSTD yielded a 2.5°F increase in the final RA internal air temperature. INTRODUCTION Since 2008, the Mine Safety and Health Administration (MSHA) has required the installation of refuge alternatives (RAs) in underground coal mines (1). MSHA requires that RAs provide an environment with breathable air for entrapped miners for a 96-hour period. Heat buildup inside an occupied RA is a serious concern. Without a means to dissipate the heat and humidity generated by the occupants and the carbon dioxide scrubbing system, the temperature and humidity inside RAs could lead to severe discomfort or heat stress depending on the mine ambient temperature before and during occupation of the RA. NIOSH recommended an apparent temperature limit of 95°F in its 2007 report to Congress (2). In 30 CFR 7.504, MSHA has specified a maximum apparent temperature of 95°F inside an occupied RA (3). The apparent temperature is calculated using both air temperature and relative humidity (4). Calculations could be used to determine if the air within an occupied RA will reach the apparent temperature limit. In these calculations, in order to simplify the problem, the mine temperature could be assumed to remain constant. With this assumption, the effects of the mine strata thermal mass and thermal conductivity on the heat buildup in an RA are ignored. OMSHR research has shown that the mine air and strata temperatures surrounding an RA increase when subjected to the heat of an occupied RA (5). Thus, calculations performed with the assumption that the mine temperature is constant would under-predict the resulting dry-bulb temperature and apparent temperature for a given RA occupancy. The mine air temperature has been used as the basis for RA temperature calculations. However, research has not been used to confirm that the mine air temperature is the appropriate basis."
