The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7, 200 kg (15, 900 lbs) per day or 61%. Metal loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change and fewer than 1 % got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

The U.S. Bureau of Mines initiated research to improve the safety and efficiency of transporting coal from deep underground mines using a balanced air-lift hydrohoist. A 50-m-high pilot-scale model was constructed and tested to evaluate the feasibility of hydraulically hoisting a coal-water slurry in a U-tube pipeline from the mine level to the surface with the assistance of compressed air. A prototype screw feeder is used to continuously compact and inject 5-cm or less run-of-mine coal into a pressurized 20-cm-diam pipeline. Production rates up to 40 metric tph at an airflow of 1.5 m3/min were achieved with the model, and coal size degradation was relatively minor. Modifications are in progress to achieve 100 tph at an airflow of 2.8 standard m3/min injected into the riser pipe. Pilot-scale results indicate that an air-lift hydrohoist system is a feasible, cost-effective alternative to conventional skip hoisting that can be installed in existing shafts or surface-drilled holes closer to the face area. Air-lift hydrohoisting offers advantages of infinitely adjustable slurry flow rates, reduced pressure at the point of coal injection, and flexible design that can be combined with hydraulic pumping. Proposed design changes are discussed for coal transport, mine layouts, ventilation, fire control, and escapeways using this system.

Froth flotation technology is the backbone of the minerals pro-cessing industry where minerals are concentrated by selective separa-tion; either direct or in-direct flotation. In direct flotation useful minerals are conditioned to become hydrophobic (water-repellant) and attach to air bubbles while impurities (non-useful particles) remain in water. The hydrophobic particles are transported by air-bubbles to the top froth (foam) layer in flotation tank which can be removed as a concentrate. There are many factors that controls this selective separation process such as: particle’s degree of hydrophobicity, size, mass loading, air holdup and bubble size distribution. Turbulent fluctuation of the slurry in the tank is another important factor that controls the collisions rate between particles and bubbles and hence attachment rates. The turbu-lent fluctuations are measured by the local distribution of turbulent dissipation rates. Conventional flotation machines are restrained by residence time of the slurry that is about 3-5 minutes that results in a large footprint and limits the capacity of flotation plants. The designers of conventional flotation machines try to reduce the footprint of flota-tion tank by scaling up the flotation machines to increase plant throughput. The scale-up process reduces the specif power consump-tion and the local distribution of shear rates and turbulence dissipation rates. This scale-up results in a larger mean bubble size and lower particle-bubble attachment rates.

Introduction The Sleeper mine is a near-surface gold mine located in a remote area 56 km (35 air miles) northwest of Winnemucca, NV (Fig. 1). The deposit was discovered in 1984 by an Amax exploration geologist. Favorable drilling results led to feasibility studies and metallurgical testwork. Final evaluation of the mine potential proceeded very quickly. The project received Amax board approval in July 1985. Eight months later, the process plant was fully operational. The first gold ($1 million) was shipped one month later, in March 1986. Total plant capital was $27 million. Payback was achieved in six months. The Sleeper mine was expected to produce 1.6 t (53,000 oz) of gold and 1.3 t (41,000 oz) of silver annually. However, the ore body exceeded all expectations. Production for the first 10 months of operation amounted to 4 t (128,000 oz) of gold and 2.9 t (94,000 oz) of silver. Direct cash operating costs are in the $1.77/g ($55 per oz) range. Amax is actively conducting exploration nearby for additional reserves to extend the mine's life. (See update on page 242.) Geology The Sleeper gold deposit is located on the northwestern flank of the Slumbering Hills and in the Awakening Mining District. Rocks exposed in the vicinity of the deposit are interbedded siltstones, sandstones, and limestones of Triassic age. They are overlain by latite lava flows and tuffs of Tertiary age. Dikes and sills of latite and andesite intrude the sedimentary rocks. Quaternary deposits of mostly sand with minor gravel and clay cover a pediment containing the gold deposit. The sedimentary and volcanic rock units have been transsected and offset by extensive north- northeast trending faults and less abundant northwest trending faults. Both fault systems fractured and prepared the ground for subsequent invasions of mineral-bearing hot spring geothermal waters. The hot spring systems produced widespread hydrothermal alteration and gold mineralization at silicified centers near feeder fault structures. The deposit is hosted by siltstone and latite that have been hydrothermally brecciated. The main breccia is elongated north-northeasterly. The hydrothermal breccia zones appear to dip steeply to the west. Gold mineralization consists of native gold and electrum deposited in two or more high-grade quartz-breccia veins. But how good they are ? whether they maximize efficiency and improve the potential for success ? depends on having the right screen media on the deck for each of the three phases. A relatively new method for achieving that goal is a blended screen media approach that incorporates the ideal screen media for each phase and the ideal mix of media for the process overall. The goal in implementing a blended solution is to find the optimal combination of open area and durability. If this combination is found, maximum product quality and profits will be realized by increasing efficiency of classification while minimizing downtime and maintenance costs.

"World-class manufacturing" (WCM) techniques can be applied in milling operations to substantially improve productivity and reduce costs. Through the use of "just-in-time" and "total quality control" practices, WCM methods establish an environment for continual and rapid improvement in all aspects of production operations, with particular gains in product quality, costs, flexibility, employee involvement, and responsiveness to customers. This paper examines WCM techniques that can be utilized specifically in the mill, and their influence on plant configuration, organization, and scheduling practices; equipment selection and maintenance methods; training; the role of supporting staff; and methods of data collection and analysis.

Magma Copper Company's San Manuel SX-EW facility has operated since May, 1986. The original facility had a design capacity of 25,000 tons per year of electrowon copper cathode produced by processing pregnant leach solution from an open pit/heap leach operation. In 1988, the plant was expanded to 50,000 tons per year to incorporate processing in-situ leach solutions. This paper focuses primarily on the heap leaching area with regard to exploration, testing, feasibility, permitting, design and construction, and operating practices. Research utilizing surfactant leaching aids to enhance copper recovery is also discussed.

The giant El Abra copper mine project under development in Northern Chile will come on stream in early 1997 at a production rate of 500 million pounds of cathode copper annually. Ownership is 51 % Cyprus Amax and 49% Codelco. Cyprus Amax has construction responsibility. Total project cost is $1050 million. El Abra will incorporate latest operational technology with labor efficient practices to achieve world class productivity levels and low initial cash costs of about US $0.35/lb copper. Development procedures for the almost 800 million ton oxide deposit, as well as the hydrometallurgical processes selected for recovery of the copper values are discussed. Construction costs and pertinent technical data are shown.

Six decades ago, the most dangerous job in the USA was mining coal underground. Roof falls were responsible for half of the deaths, killing about 100 miners every year. Fast forward to 2016 and zero roof fall fatalities. Just three miners were killed by roof falls during the following 6 years. How did the mining community achieve this historic goal? This paper starts by analyzing the roof fall fatalities in 1968, categorizing them by their fundamental cause. Then, it shows how each type of roof fall was reduced over time, using snapshots of the fatalities occurring in subsequent decades. Along the way, it evaluates the influence of the regulatory environment, changing mining methods, and better ground control technology. The study found that in 1968 more than half of roof fall fatalities at large mines were attributable to an inadequate safety culture. The immediate effect of the 1969 Coal Mine Health and Safety Act was to reduce the riskiest activities, like needlessly going under unsupported roof. Other hazards, like large roof falls, required technological developments before they were brought under control. Roof Control Plans, which the US Bureau of Mines had been advocating since the 1920s, played a significant role throughout the process.

"The United States coal mining industry is currently experiencing a decline in both demand and commodity price while facing implementation of more stringent air and water pollution regulations. Company profits have decreased significantly, forcing several major companies to declare bankruptcy. The industry was required to adapt to survive. Many of these companies have adjusted by abandoning mines; the last two decades have seen a drastic decrease in the number of mines. To discover the primary causes of this downturn, three major aspects must be studied: properties of abandoned mines, commodity history and regulatory impact. Trends since 1994Each year, U.S. coal mines are required to submit data on a variety of categories to the U.S. Mine Safety and Health Administration (MSHA) and the U.S. Energy Information Administration (EIA). This data include administrative records, production values and information regarding the attributes of the mined material and the mine itself. Each year since 1996, EIA has released a report summarizing the data from two years prior. Additionally, MSHA maintains a database containing a collection of all the most current data. These resources are the primary sources for the figures included in this article. There are several items to note regarding this data:1. The EIA reports from 2016 and 2017 were not released at the time of writing this report.2. The MSHA data set is actively maintained as information is provided. This means the data for 2016 is from June 27, 2016 and data for 2017 is from Aug 24, 2017. All other points represent the end of-year values.3. Each of the figures only includes data pertaining to active mines. EIA defines active mines as both active and temporarily idled mines, and inactive mines as nonproducing and abandoned mines. MSHA separates all four into separate categories, though this paper combines the MSHA values according to the EIA definition for the purpose of comparison."

The present coal research activities of the Bureau are conducted in three organizational subdivisions: Minerals Research, Mineral Resource Development, and Health and Safety. All investigations are carried out in Bureau research facilities located in different sections of the country, Since its creation by the Organic Act of 1910 and subsequent amendments, the Bureau has worked closely with the coal industry--first by providing assistance in mine safety for anthracite and bituminous coal mining, and since that time, in providing information on conservation, safety, mining, preparation, and utilization.

The 2023 Rapid Excavation and Tunneling Conference (RETC) will be held in Boston, MA and will include the presentation of 133 papers divided into 20 technical sessions during the 3 day conference that were selected from over 200+ papers that were submitted to the committee. The selected papers are included within this book to provide a comprehensive recap of the conference while also providing a source of reference for contractors and engineers in the future. The selected papers will include contributions from all divisions of the tunneling industry plus risk management and best contract practices. Boston is known to the tunneling industry for its complex and difficult tunneling history, specifically of recent memory the Central Artery/Tunnel Project also know as the “Big Dig” of the 1980s and early 1990s. The selection of Boston as a host city was fitting from a historical perspective and as avenue for the city to present its upcoming tunnel projects. RETC began in 1972 with the idea of sharing ideas, design and project construction experience, and new technology, between contractors, designers, owners and suppliers. The ability to provide a single location every other year for all facets of the tunneling industry to gather and discuss the aforementioned was and still is viewed as a way to help the tunnel industry grow. The lessons learned from completed projects, the advancement of technology which could be implemented into design and the presentation of new projects by owners/designers and contractors allows for the limits and complexity of upcoming projects to be expanded beyond our current capabilities. Our industry has never been as busy as it currently is, and we are seeing more future projects coming out for solicitation across all business sectors. With the good fortune that all of us have been blessed with one of the biggest challenges that we have been faced with is the shortage of future management on all levels for our projects including the labor force. We all want our industry to continue to grow and succeed, our most important assets are the people that we employ. Investing in the education and continued training of our work forces to be up to date with the latest technology and methods is the key to our success. This also includes develop, recruiting and mentoring of young students graduating college to join our industry so that we can all continue to grow. We hope that all those attending the conference will have the ability to attend as many sessions as possible and to expand their network within our industry. As in past years, scholarship students will be in attendance and we encourage all to offer these students an opportunity to visit jobs, attend learning sessions or future internships to expand their interest in our industry that needs an injection of young engineers to contribute and lead our future Rapid Excavation and Tunneling Conferences. The program chairs wish to thank the session chairs, co-chairs, authors, and other members of the RETC Executive Committee for their dedication to this conference. Last but certainly not least, we give special thanks to the SME staff for their hard work and enthusiastic support in making this conference possible.

The mining industry is a major consumer of rock anchors in the United States. Due to the high humidity in the underground coal-mining environment, the rock anchors corrode and lose their load bearing capacity, which, in turn, reduces the life expectancy of the ground support. This creates operational difficulties and a number of safety concerns (Li and Linblad, 1999). Research on rock anchor corrosion has not been adequate in the past and the effects of several factors in the mine atmosphere and waters are not clearly understood. One of the probable reasons for this lack of research may be attributed to the time required for gathering meaningful data. Underground water samples from different mines in the Illinois coal basin were collected and the major chemical content was analyzed and used for laboratory testing. The corrosion performance of the different commercial rock anchors was investigated by techniques such as laboratory immersion tests in five different corrosion chambers and potentiodynamic polarization tests in simulated ground waters based on the Illinois coal basin. The tensile strengths were measured for the selected rock anchors taken every three months from the salt spray corrosion chambers maintained at different pH values and temperatures. The corrosion potential, corrosion current and the corresponding corrosion rates of the #5, #6, #6 epoxy-coated and #7 forged-head rebar steels, #6 and #7 threaded-head rebar steels were measured in the pHs of 5 and 8 at room temperature. The open circuit potential (OCP) readings of the different rock anchors were recorded in three selected underground coal mines (A, B & C) in the Illinois coal basin and the data compared with the laboratory electrochemical tests for analyzing the life of the rock anchors installed in the mines with respect to corrosion current measured.

GEOLOGY OF THE MOON AND ASTEROIDS –WHY DO WE WANT TO MINE THERE? Space enterprises are actively working towards establishing and operating lunar and asteroid mining locations for resource extraction, resource processing, conversion to salable products, and distribution of the products and services in space and to Earth and beyond2. Forty-five years ago, the Apollo manned missions to the Moon returned rocks and regolith to Earth, which were studied and analyzed. The Moon regolith contains valuable rare earth minerals, platinum-group minerals (particularly where the Moon has been impacted by asteroids), volatiles (useful for processing and habitation), Helium-3 and titanium. Almost non-existent on earth, Helium-3 is abundant and accessible on the Moon and can be used in nuclear fusion power plants, producing much more energy than fission reactions and with much less radioactive waste. One of the main reasons Helium-3 is sought after as a fusion fuel is because there are no neutrons generated as a reaction product. Governments and private companies focus on mining of Helium-3 on the Moon as a basis for their economic models. Moon Express, one of the private companies who is planning on mining on the Moon, will recover moon rocks to fund its early operations25. Subsequently, it will recover Helium-3, platinum, and rare earth metals, as it engages in surface mining operations."

Haul truck capacities have increased due to their economies of scale in large-scale surface mines. These high-capacity trucks impose dynamic loads on haul roads. A previous study estimated the dynamic forces imposed by ultra-large trucks on haul roads to be more than three times the static load. These dynamic forces exacerbate haul road stresses and deformation. Current haul road response models are 2D and use static truckloads for low-capacity trucks. No models capture the ultra-large truck dynamic effects on haul road structural response. This study uses 3D finite element (FE) modeling to compute the haul road response to ultra-large truck dynamic loading. The dynamic forces were modeled using multibody dynamics (MBD) in MSC.ADAMS. These forces were used in an FE model developed, verified, and validated in ABAQUS, to simulate the response of the haul road to the dynamic truck forces. The road was modeled using an elastoplastic Mohr-Coulomb model. The results showed that road deformation decreases with increasing layer modulus and increases with increasing payload. Increasing the base modulus from 100 MPa to 450 MPa reduced the maximum deformation from 258 mm to 62 mm. When the subbase elastic modulus increased from 100 MPa to 500 MPa, the maximum deformation decreased from 160 mm to 84 mm. Increasing the payload from 0 to 120% of the rated load increased the maximum wearing surface deformation from 131 mm to 216 mm. This study forms a basis for designing structurally competent haul roads for improving haulage efficiency and truck and operator health.

INTRODUCTION The rapidity of onset, rate of increase, and magni¬tude of loads in an underground support system can be measured using load cells or pressure cells, whichever is appropriate to the type of support. These instruments should be installed at the various instrumented station locations immediately after excavation. If the loading of a member is of interest, the load should be measured, whereas if the deflection or strain of a member is of interest, the strain should be mea¬sured. It makes as little sense to use a load cell to allow computation of strain as it does to measure the strain and then back calculate the load. Tunnel steel set de¬signers today invariably rely on the early work of Karl Terzaghi, the basis for which is load, so load measure¬ment should be the main concern. The current trend of using strain gages on steel sup¬port systems stems from the inability by some to eval¬uate unusual loading conditions caused by uneven block¬ing. In fact, uneven blocking will obscure almost any attempt (whether with load cells or strain gages) to properly evaluate support performance. The load curve in Fig. I shows the development of a characteristic early peak load sometimes called the "rear abutment load" seen in many underground open¬ings. It is thought that the peak reflects the coupling of the rock and the support system, and that the magnitude will increase until some yielding, or minor failure, of the support system occurs. At that time, the slight deforma¬tion of the support system promotes the formation of minute shears in the opening walls, and these shears tend to distribute stress between the support system and the adjacent rock in proportion to the relative rigidity of the support elements and the rock. In normal rock, as a result of this stress redistribu¬tion, subsequent load magnitudes generally do not reach the magnitude of the early peak load. In physically unstable (squeezing) or chemically un¬stable (swelling) rock, however, the loads experienced after passage of the early peak load may in fact show a slow, continuous increase. One of the very important purposes of load instrumentation is to provide the means for recognizing such long-term adverse trends, thus enabling the proper remedial steps to be taken. Another purpose of load instrumentation is to pro¬vide a comparison between the magnitudes of the early peak load and the subsequent stable load. The ratio of these two loads is analogous to a safety factor, and may be used to evaluate the efficiency and economy of the support system design. Aside from considerations of economy, it may be well to design support systems which do not have excessively high ratios of early peak load to subsequent stable load. Should these ratios be exces¬sively high, the support system may be so rigid that the yield or failure associated with stress redistribution may occur with explosive violence. Load cells for use in mines, tunnels, and on con¬struction projects come in many forms. Almost all, however, employ the same procedures for installation, readout, etc. Therefore the following comments are almost universal in application. LOAD CELL INSTALLATION Load cells should be installed with bases parallel to the surfaces against which they bear. Care must be taken to orient the cells so that their signal cables are protected from accidental damage as a result of con¬struction, maintenance, or cleanup activities. Most electronic load cells are compensated for tem¬perature variations likely to be encountered during nor¬mal operations. However, if a large difference is an¬ticipated between the calibration temperature [21°C (70°F)] and the average operating temperature, the cells should be conditioned to the operating temperature for at least 8 hr prior to installation. This is to insure that the initial reading, made under no-load conditions prior to installation, provides a stable value to which subse¬quent measurements can be referred. Hydraulic load cells tend to be temperature sensitive and should be used with that in mind. Also, hydraulic load cells tend to be soft compared to electronic types and will sometimes allow movement to take place in a system intended to be semirigid. Furthermore, hydrau¬lic load cells tend to be difficult to read remotely. Care must be taken to use bearing plates on both sides of load cells which are sufficiently rigid and of high enough bearing capacity to prevent bending and crush¬ing under load. This is very important with tieback load cells (basically a ring of steel) which can easily dig into bearing plates. MAINTENANCE AND TROUBLESHOOTING Except for a direct hit by a miner's axe or flyrock from a blast, most hydraulic load cells are nearly in¬destructible and require little, if any, maintenance. Hy¬draulic oil on the bearing plates is a good indication of a leak and the need for corrective action. Field maintenance of electronic load cells involves protecting the instrument and signal cable from mechani¬cal damage and from unnecessary exposure to dirt and moisture, and recognizing and correcting damage and the effects of normal wear and tear.

Studies investigating the evaluation errors in laboratory scale flotation tests for platinum-bearing Merensky Reef in the Bushveld Complex, South Africa, have constructed a quality control model to assure a 95% confidence in the attested data. Specialized knowledge of the mineralogy of the platinum-group elements (PGE), together with acquaintance of evaluation models, validate a systematic checking of the sub-processes of the testwork. A flow schematic of this quality control model is proposed, with an example of test data that produce an error in the metal balance of 0,2% after rejection of outlier data.
