The 26th Peruvian Mining Convention (Convención de Ingeneieros de Minas del Perú) was held Sept. 15 through 19, 2003, in Arequipa. The convention was sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru). The Institute has been organizing these events since 1954. They are now held every other year. The conventions spotlight Peru’s mineral resources and have contributed to the tremendous growth of the Peruvian mining industry. This year’s meeting consisted of technical sessions, forums, field trips and social activities. It was held at the Tecsup Institute of Technology of Arequipa. More than 3,000 mining professionals attended. As always, the meeting was well organized, and participants expressed gratitude to the organizing committee for another successful meeting.

Since geologic anomalies are one of the governing factors of instability of underground openings, it is extremely important to know in advance the locations and extent of these anomalies such as faults and weak zones. At an underground coal mine in the Black Warrior Basin, core drilling was conducted to find a fault in an area where they were planning to locate longwall panels and possibly a shaft. Core logging did not provide sufficient information to delineate the exact location, strike, and dip of the fault. However, a high resolution reflection seismic study successfully solved this problem. This experience proved the seismic exploration technique could be used for premining coal exploration by reducing drilling costs and providing more accurate and detailed information about geologic anomalies.

This paper describes the process used at three mines to devel­op safety and training programs. The mines are located in Australia, New Zealand and the United States of America. The aims of the programs were to promote and reinforce safe and healthy behaviour, increase productivity and efficiency and to provide a fair and objective basis for the payment of wages. There were common aspects to each of the projects: • mandatory legislation required employers to provide employ­ee training in work performance • employees had little previous involvement in the design and development of the training provided • training had been unstructured with employees relying on the "buddy system" to acquire new skills; the degree of skill acquired by an employee depended on the knowledge and teach­ing capacity of the worker to whom the novice was assigned • appointments and promotions had been based on judgements by supervisors and these were not generally understood by employees • employment conditions for employees were covered by an industrial agreement between management, unions and employ­ees. The degree of sophistication of the industrial agreements varied however none provided a description of work performed in each classification, nor the career or promotional path for an individual • supervisors with the responsibility to train, develop, motivate and reward employees expressed concern that there were no structured processes ( eg work standards or wage progression cri­teria) to support their role.

Improving the state-of-the-art of tunneling is a continuing challenge to those involved in underground construction. New methods and procedures are usually evolved over a relatively long period of time as compared to advancements in other types of construction. To a large extent this is probably due to the fact that tunneling deals with a material or medium - the rock structure - whose physical properties are not only extremely varied, but in many instances virtually unknown until time of penetration. This hovering of the unknown tends to make "non believers" of many and at best leads to a general reluctancy of accepting new ideas or procedures. The situation is further complicated by: 1) discrepancies in terminology and respective meanings as used by different disciplines to describe, define or evaluate pertinent factors and their relative effect on the tunneling process and 2) the fact that no two tunneling situations are identical with respect to either geological conditions or construction and contractual requirements. In spite of the above there have been many successfully completed tunnels which make it apparent that both the technical and practical expertise needed to develop or project improvements is available within the industry. 6.1 INTRODUCTION A surface structure will suffer damage when the additional stresses induced by ground deformations associated with surface subsidence, plus the original stress introduced by construction de¬sign, exceed the strength of the structural elements. In this con¬text, there are two methods available for preventing and control¬ling surface structural damage: one is to strengthen the structure and the other is to design the mining operations such that ground deformations at the structure site can be reduced to an acceptable level. Mining operations include panel layout and mining tech¬niques. These methods are detailed in this chapter. It must be noted that most prevention/control methods men¬tioned in this chapter are used in the countries where the reference papers are cited. In the United States, the coal operators are not required to take those measures mentioned in this chapter. Some of the methods described in this chapter cannot be implemented with¬out changes in the current mining practice as permitted by laws. In addition cost of implementing those methods are not considered here. 6.2 PANEL LAYOUT As shown in Figs. 2.9, 2.10, and 2.11, permanent ground deformations in a subsidence basin mainly concentrate near the edges of the underground opening, and can be divided into four zones. A structure located in different zones will be subjected to different types and magnitudes of ground deformations. In laying out the panels, Table 5.1 and Figs. 2.9, 2.10, and 2.11 could be taken into consideration. Attempts could be made to avoid placing the structure on a location where the ground deformation to which that structure is sensitive is at its maximum. Therefore rational design of the panel is the simplest way to reduce structural defor¬mations. Panel design involves the determination of panel dimension, panel edge location, direction of face advance, and use of yield chain pillars. A. Panel Dimension Since longwalls in the US employ a multiple-entry system, where rows of chain pillars are left unmined, subsidence over those chain pillars is usually smaller. Therefore, whenever possi¬ble, the panel dimension could be designed such that a major structure or structures are over those unmined chain pillars, be¬tween adjacent panels, or some distance beyond both ends of the panels. At the center of the supercritical final subsidence basin, a structure will not be subjected to any final or permanent ground deformations. In order to create such a condition, the panel width must be such that the structure will be located beyond the major influence zone of the final subsidence basin, the minimum dimen¬sion of which must be: [ ] where L is the width or length of the final mined out gob, t is the width or length of the structure to be protected, h is mining depth and [ ] s is the angle of full subsidence. B. Panel Edge Location Wherever there is a permanent panel edge, there are large ground deformations induced on the surface on both sides of the permanent panel edge. Therefore whenever possible the panel di¬mension should be designed such that the permanent panel edges could be located in the areas with the least impacts. In terms of permanent edge location, it is best to eliminate any permanent panel edge under a structure or groups of structures. If this cannot be done, the panel should be lengthened to reduce the number of permanent panel edges, or narrower multiple panels advancing in the same direction in a staggered manner could be employed. If the structures are located in Zones II and III, the longer dimension of the structure must be parallel to the nearest perma¬nent edge (Fig. 6.1). But in Zone IV, the longer dimension should be tangential to the corner of the permanent panel edge. If the structure is inclined to the permanent panel edge, it will be sub¬jected to twisting and shearing. C. Direction of Face Advance The direction of face advance should be parallel to the long axis of the structure. But if the structure is to be located at or close to the center of the final subsidence basin, the direction of face advance should be perpendicular to the long axis of the structure. Careful choice of the direction of multiple face advance is the most effective way to reduce structural deformation and thus dam¬age. This applies the principle of overlapping and cancellations of ground deformations, due to multiple face advance, at the right time and at the right intensity, e.g., opposing tilts, concave and convex curvatures, tensile and compressive strains are induced simultaneously on the structure to be protected by two or more faces. D. Use of Yield Chain Pillars In US longwall panels there are generally two or three rows of stiff chain pillars between the panels. The combined width of the chain pillars ranges from 100 to 350 ft(30 to 107m). depending on mining depth. In general, surface movement above the chain pil¬lars after the panels on both sides have been extracted is much smaller, as compared to that in panel center. Thus in order to create critical or supercritical width of opening and eliminate sur¬face bumps over the chain pillars, yield chain pillars may be em¬ployed (Jarosz and Karmis, 1986). However if yield pillars are to be used, it must be designed such that it yields totally right after the panels on both sides have been extracted. Unfortunately cur¬rent yield pillar design techniques cannot predict when and how much it will yield. In summary, whenever possible attempts could be made to lay out the panel in such a way that surface structures are located above chain pillars between panels or above solid coal beyond both ends of the panels. In those areas the surface structures will most likely be unaffected, or if affected, the damage is so minor that no remedial measures are necessary. 6.3 CONTROLLED MINING TECHNIQUES Several mining techniques are available for reducing the sur¬face ground deformations of specific types. The existing main mine ventilation system for the production areas to the Kiruna mine was constructed during the period 1994-1996 and extended with 4 more shafts, including fan stations, for the sea ore body from 1997-1998. Two papers have been presented from this project at the 7th US Mine Ventilation Symposium in 1995 and at The 6th International Mine Ventilation Congress in 1997. In 2005, pre-studies for a new main haulage level were started. Different haulage methods were presented including ventilation systems. The pre-studies showed that the existing ventilation system, including fan stations for the new main haulage system in the production area, could be extended. However, a new system for the central area, which was not in the initial investment program, would be needed. In the beginning of 2006, a decision was made to design a new ventilation system for the central area to make it possible to get air to the development work for the new main haulage system, independent of the haulage method. This system was operational by the beginning of 2007. The new main haulage system, which was decided to be located on level 1365 m, only requires that the existing shafts be extended - the capacity of the fans seems to be enough. However, the problem is that the existing level 1045 m and the new level 1365 m have to be in operation in parallel for approximately 7-8 years. The challenge for the moment is determining how to ventilate the production areas for both levels at the same time, while simultaneously constructing the extended system. This paper will describe the problems associated with the extension of the main ventilation system and some potential solutions for these problems. The new main haulage level 1365 m must be in operation by 2012.

This paper mainly presents geotechnical aspects of a vehicular underpass that was built across under one of the busiest highway in Hong Kong. The underpass, in a section comprising an upper arch and invert slab, is approximately 6.2 m high at crown and 15 m wide at the base level with 40 m in length. The construction inevitably requires the underpass to be built using tunneling techniques to keep the overheadroad traffic uninterrupted. The paper will describe the design of temporary support for the tunnel excavation that was provided by an arch formed with horizontal pipes, which were installed using the pipe ramming method. The pipes arch was then supported by steel ribs founded on rock or mass concrete. Permanent lining design consideration was also discussed. Results of numerical modeling of the soil-structure interaction using the 2-D computer code FLAC will be presented. The predictions have been compared to the monitored results during construction, which indicates the prediction is in reasonable agreement with the measurement in the light of ground movement. The construction challenges will also be discussed in the paper.

The prototype of an expert system, designed to assist layout planning of face operations, is presented. By specific combination of knowledge-based and conventional EDP techniques it has been possible to extend the known Kepner-Tregoe method up to the determination of mature layout solutions in difficult planning cases. It has been proven that the presented strategy - which can be applied to any kind of problem with similar structure - is apt to provide efficient EDP support for handling complex mining problems. Such support goes far beyond the purely numeric evaluation of envisaged alternatives.

In this paper fires due to spontaneous combustion in Middle Anatolian Lignite mine (OAL) which is the first fully mechanized underground lignite mine in Turkey, are studied. Since the installation of mechanization (1986), due to spontaneous heating, four panel fires namely, A01, A02, A03 and A04 have broken out. During these fires, the concentrations of carbon monoxide, methane and the velocity of air are measured continuously by the Micro Minos Environmental monitoring system. For each fire, the environment where fire has started is examined and the possible causes of the fire are investigated. Also the precautions taken to extinguish the fire at different stages are described and the importance of the early detection of mine fire are discussed together with the limitations of the monitoring system and the practical difficulties observed during the fire.

This paper presents the results of a laboratory investigation aiming to verify the concept of co-mingling of waste rock with layers of compacted tailings. Overall, co-mingling is expected to delay the onset and reduce the magnitude of acid mine drainage (AMD) production in waste rock. To denionstrate the efficiency of the method proposed, five different column tests have been set-up. Columns were fed with deionized water at the top and drainage waters were collected and analyzed. Bacteria counts were done on the tailings and waste rock after the column tests. Permeability in saturated conditions and capillary parameters were measured for the tailings. The results obtained show that the co-mingling method would be effective in mitigating AMD by maintaining nearly water-saturated conditions in compacted tailings, thus reducing oxygen supply in waste rock by preventing thermal air convection and minimizing oxygen advection and diffusion.

INTRODUCTION Social awareness of the detrimental impact of man-made wastes on our environment has grown considerably during the last two decades. Increased public and institutional concerns have resulted in the implementation of a wide variety of regulatory controls of disposal of wastes. These regulations have often reflected significant conservatism in expecting guaranteed elimination of pollution risks. This sort of expectation assumed a state of knowledge which was not readily available to the major producers of wastes. The mining industry, in particular, has been affected by such regulations in terms of excessive costs and loss of benefit. As a result, investigations are in progress (1) to generate newer methods for satisfactory stabilization of mine and mill wastes and (2) to apply the available technology to achieve the standards set by the regulatory agencies at reasonable costs. This paper presents a conceptual scheme for stabilization of mill wastes by suitable management of operations and accelerated consolidation of tailings slurries. The main discussion in this paper is aimed at the ability of the proposed scheme to address the major considerations in effective disposal. Comparison in both cost and effectiveness are also made between the proposed scheme and various other currently used disposal concepts. MAJOR CONSIDERATIONS IN EFFECTIVE DISPOSAL The primary objective of an effective tailings disposal scheme is to provide containment of the contaminants in such a manner that the undesirable impact of the wastes on the three basic elements of our environment--land, air, and water-would be minimal. Bearing the above objective in mind, one may justifiably list the major considerations in the choice of the disposal scheme in terms of its effects on land, air, and water (Bromwell, 1976) as follows: Effects on Land (1) whether the scheme makes optimal use of land.

MINExpo INTERNATIONL 2000 was a good place for companies to introduce new products, technologies and services to the mining industry. Caterpillar took that a step further. The company hosted a one-day preview of its mining products at its Tinaja Hills Training and Demonstration Center near Tucson, AZ. About 30 members of the trade press spent the day at Tinaja Hills before heading on to Las Vegas for MINExpo INTERNATIONAL 2000. Dozens of Caterpillar professionals provided the editors with a first-hand look at Caterpillar’s mining trucks, loaders, excavators, road graders, water trucks and engines. In addition, these Cat experts explained the intricacies of each piece of equipment, the latest technology that led their improvement and their value to the company’s mining customers.

One of the advantages of the market¬place, economists believe, is that it automatically generates information which would otherwise be hard to come by. For example, supply and demand signals imply something about private and social sacrifices and benefits. This information is seldom perfect, and can neglect some costs and benefits, but it nevertheless is crucial data. Moreover, marketplaces can also eliminate the need for some information. For example; since market participants are voluntary actors, only those transactions are culminated in which a mutual gain occurs. This eliminates the need for some cost-benefit calculations. A corollary to this standard economic doctrine is that whenever a government or other party supplants a marketplace, it must generate some of the information either lost or newly-needed. (Schultze, 1977) In 1981, following a ten-year moratorium the United States government resumed leasing of publicly-owned coal. When the government designed this program, the goal was to guide the marketplace, rather than merely to respond, as a landlord, to the market's wishes. This goal has been modified somewhat, due both to the changing political climate and to the practical difficulties of implementing so ambitious an undertaking. Nevertheless, during this period of program design and implementation, part of the challenge of creating and using the necessary information fell to the professional modelling fraternity.

Large-diameter autogenous and semiautogenous grinding mills represent the primary thrust of the expanding grinding technology. In spite of initial difficulties, large autogenous and semiautogenous mills have reached an acceptable level of technology that provides the mineral engineer with a reliable, low cost means of ore comminution. A successful milling installation begins during the design stage of the grinding mill and the plant in which it is to be installed. This is particularly true in autogenous and semiautogenous mills. Critical mill and plant design factors should be considered while the mill and installation are still only "paper." Various current liner designs will be discussed ranging from lifter bar/plate to integral types. Modes of operation such as "high-low" will be considered. Liner maintenance procedures ranging from laydown area in plant design, proper mill shutdown methods, to installation and bolt tightening complete the equation to yield optimum performance possible for any particular grinding application. The objective of this paper is to discuss trends in wear materials, designs, and operating practices, and to provide some guidelines for good practice as we move through the 1980s. We will put together concepts that relate to the designs, materials, and applications so that higher performance can be obtained by the operator for his specific application. The concepts are shown as being in series became they are dependent on each other to achieve the desired performance: designs times materials times application results in higher performance (Arnson, Parks, and Kjos, 1983).

Numerical modeling was used to design the pillars and bolting plan for a mine with weak roof and multi-seam stress condition. Previous mining experience, pillar/roof yielding and in-situ horizontal stress were considered in the models. By modeling the upper seam yielding and vertical stress transfer, a multi-seam influence zone was obtained. Appropriate pillar sizes were designed for conditions with and without upper seam stress influences. Roof support for the track and belt entries, using fully-grouted resin bolts and cable bolts, was proposed and implemented in the model. The bolting plan was evaluated under the weak roof condition.

Since it was patented in 1942, the Crago process with fatty acid rougher flotation followed by deoiling and amine cleaner flotation has become the standard for phosphate flotation in Florida and North Carolina. This paper outlines the basic fundamentals involved in this proven technology. Included are the mineralogy of the flotation feed, the solution chemistry and the interfacial phenomena. The process variables affecting the performance of this technology are also discussed.

The U.S. Bureau of Mines (USBM) conducted a series of laboratory tests to investigate the effectiveness of using a flooded-bed scrubber with exhaust ventilation in deep-cut faces of up to 12.2 m in length. An experimental test program to determine the impact on respirable dust levels resulting from changes in face airflow, curtain setback distance, operator positioning, and operating parameters of the external spray system on the miner was completed. Gravimetric sampling was conducted in the immediate return and at three sampling locations on the off-curtain side of the entry. Statistically significant differences in dust levels on the order of 0.5 to 1.2 mg/m3 were observed between specific sampling locations and changes in several test parameters. Dust sampling results indicated that a flooded-bed scrubber and exhaust ventilation can be a viable dust control system for extracting deep cuts up to 12.2 m in length. The impact on methane was not evaluated.

A hydraulic rock breaker was developed in Germany by Helmut Darda and uses a wedge-plug and feathers mechanism powered by a 10,000 p.s.i. power pack. During the past four years these tools have been increasingly used all over North America for secondary breaking of boulders and rock. More recently, techniques have been developed to break rock off the solid in trenches and rock emplacements where blasting is pro¬hibited or very limited. Underground operations are commencing to adopt the splitter for scaling plus including systems which can be efficiently applied to chambers and mines. Mr. Neil Duncan, who was originally scheduled to give the main part of this presentation has, during this past month accepted a position with the Alberta Energy Resources Conservation Board in Calgary. The board encourages its members to take part in seminars such as this but, unfortunately, due to the heavy pressure of work, it was impossible for him to attend this conference. Mr. Duncan has, however, forwarded me his notes and suggest¬ions, and using these, combined with a slide presentation, we feel that we can quickly and clearly define the operations and application of the hydraulic splitting technique as it applies to your profession and tunnelling work. The first question that most of you are asking is, "Why use a hydraulic splitter if you can blast?" Our answer to this is that we are not advocating the use of hydraulic splitting where blasting is feasible - but, during the past decade many applica¬tions have arisen where blasting is not allowed, or restricted

Archean supracrustal rocks of the South Pass greenstone belt of western Wyoming have been an important source of gold and iron ore. Actual gold production statistics are incom- plete although gold production estimates for the South Pass- Atlantic City district range from a low of 2.0 Mg (70,000 oz) (Koschmann and Bergendal, 1968) to a high of 9.8 Mg (327,000 oz) (Hausel, 1980). From 1962 to 1983 iron ore was also mined from the greenstone belt and production totaled more than 91 Mt (90 million It). The supracrustal rocks of the South Pass greenstone belt occur in a tightly folded synform bounded by Late Archean granite and granodiorite. The youngest of the Archean successions has a reported Rb-Sr isochron age of 2.8 b.y. (Stuckess, et al., 1985). Metamorphism of the supracrustals increases towards the flanks of the belt and is amphibolite-grade enclosing a small island of greenschist facies rocks. The supracrustal sequence consists of metasedimentary and metaigneous rocks that are divisible into four mappable units. The metasediments include metagraywacke, quartzite, pelitic schist, banded iron formation, metaconglomerate, and graphitic schist. Metavolcanics include metabasalt, meta-andesite, and ultramafic schist. These supracrustals have been intruded by mafic sills and dikes and tonalitic stocks and dikes. Two granite plutons and associated pegmatites intrude the supracrustals in the western portion of the belt, and the supracrustals exhibit both fault and intrusive contacts with granitic batholiths along the western and eastern margins. The northeastern flank of the Archean belt is unconformably over- lain by Paleozoic sediments, and the southern portion of the belt is onlaped by Tertiary sediments.

Research and development of tunneling technology is rapidly taking its rightful place as an important ingredient in the Nation's research and development strategy. The state of technology in tunneling is very important to the Federal Government. Through its support, both direct and indirect, of a wide range of public works, our government, using the taxpayer's money, is the biggest buyer of tunnels. So that this money is spent wisely and efficiently, it is important that potential developments in tunneling technology that promise lower cost tunnels be pursued, if the cost of reaching the goals is commensurate with the prospective benefits. For too many years, the Federal Government's activities in the tunneling technology field were fragmented. Recently, specific coordination efforts have been initiated. It may surprise some to realize that the total Federal expenditure on excavation technology research and development, which is largely devoted to underground excavation, is growing by leaps and bounds. In fiscal year 1971 alone, approximately $19 million were expended by Federal agencies. This current fiscal year (FY 1972) that amount will increase to $24 million. It would appear that next year we will exceed the 1972 expenditure by 52 percent to bring the total FY 1973 expenditure up to $36 million.
