It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices. DOUG HALBE: Our next topic is one that I would think everyone might want to contribute to. I'm sure everyone here has had some experience in this area. If you haven't, I'd suspect you've never really run a mill. This is what we call "Horrible Spill Areas We Had When We Started Up the Plant and How We Fixed Them." Our next speaker has had a really great operating career. He had many years with Newmont in the Carlin area, and now he's executive vice president and chief operating officer of Independence Mining Company: Jim Komadina. I don't have to be nice to the speakers anymore, do I? [laughter] You may wonder why we picked Jim Komadina to give this talk. I was involved many years ago in the start-up of Newmont7s Gold Quarry plant. Jim held quite a responsible position there. I'm not going to say anymore, but I have in the back of my mind this picture of the pump floor and a rowboat and a guy rowing around on the pump floor. [laughter] Jim, was that you? [laughter] JIM KOMADINA: Probably. I wasn't responsible for the design. [laughter] Actually it's amazing. I've seen a lot of these plants and actually had the opportunity to walk around them, so when I say this, "Horrible spills I have seen and done," it's because I've been responsible for more than my fair share of them. But having seen a lot of spills, I will present a little bit of wisdom about how to prevent them.

The thought of constructing an intake shaft five miles from the shore and 142 feet below the surface of Lake Huron from the bottom up sounds like a questionable venture. Why would one want to raise a shaft from the bottom at the end of a 16 foot diameter, six mile long tunnel to within six feet of the bottom of Lake Huron? The answer lies in the fact that Lake Huron is seldom a tranquil lake. The construction period and workable days from the surface are limited. Two previous attempts to construct this intake shaft by conventional means had been thwarted by lake storms. These approaches were circular sheet-piling cofferdams with the intention of sinking a 30 foot OD, five foot wall thickness concrete casing in the center. However lake storms, particularly in the months of November and December, proved disasterous. The last attempt was halted in December 1970 when three of the seven circular cofferdams on the north side were destroyed by pounding waves. Then, due to the nature of the technical difficulties and limited construction schedule time, it seemed desirable to devise a way in which construction could proceed without being too lake-sensitive. Obviously, if men could work from the tunnel and proceed upward toward the bottom of the lake, not having to worry about the soil collapsing and bringing the lake in on their heads, the construction would be unimpeded by adverse weather. The answer to this, however, required techniques beyond the ordinary. Approximately two years previous to the start of this shaft, nine shafts had been efficiently constructed on the same project site

INTRODUCTION The Cyprus Pima Mine is located 20 miles southwest of Tucson, Arizona and about fifty miles north of the Mexican border. The Cyprus Pima orebody was discovered in 1950. Feasibility studies were begun in 1952 employing underground development. Economic studies showed open pit operations to be feasible and stripping of overburden was begun in late 1955. The first ore was reached in October of 1956. A 3,000 tpd (tons per day) concentrator was completed and began operation January 1, 1957. From these beginnings, Cyprus Pima Mining Company has expanded into a plant processing approximately 54,000 to 56,000 tpd. Four expansions were required to bring the plant up to its present capacity. Each expansion incorporated what had been learned in previous operation of the plant. The first expansion was completed in August of 1963 doubling design capacity to 6,000 tpd. In reality, because of softer than average ore, capacity was closer to 8,000 tpd. Expansion I1 was completed in July 1966 bringing design capacity to 18,000 tpd. Expansion I11 followed immediately. Completed in the summer of 1967, this expansion increased the design capacity to 30,000 tpd. The actual dry tonnage of this portion of the operation in 1974 averaged 38,400 tpd, again, primarily as the result of treating softer than average ore. The latest expansion (Expansion IV), completed in December 1971 and utilizing a semi-autogenous grinding circuit, is located in a separate building (Mill 11) approximately 200 yards southeast of the original mill (Mill I). Expansion IV was designed for 14,000 tpd, but after circuit modifications, averaged 16,500 tpd in 1974.

As with most industries, mining must now include in its plan of operation mechanisms to address a project's environmental impact. New regulations have focused attention on the potential environmental impacts of industry, particularly the handling of wastes. Modifications are currently being proposed to the Bevill Amendment. And development is ongoing of Resource Conservation and Recovery Act (RCRA) Subtitle D regulations specific to mining wastes. The result is a growing concern on the part of lenders, developers, buyers and owners regarding acquisition and ownership of mining properties. One of the most effective tools in managing the regulatory requirements is an environmental audit. An environmental audit can be a literature review to determine regulatory requirements. ION FLOTATION was introduced by F. Sebba in 1959. This technique permits the recovery of metal ions from solution through the introduction of an appropriate cationic or anionic surface-active agent into the solution. The surface-active agent, called a collector, is added in stoichiometric amounts in relation to the metal content of the solution. It reacts with the metal ion to form an insoluble soap, and is levitated to the surface by gentle bubbling of air to form a foam which collapses into an insoluble scum. The optimum conditions for the ion flotation with soaps of C10-16, fatty acids are shown in Table 15-1. Baarson and Ray (1965) found that once the metal was completely precipitated as the hydroxide, as little as one hundredth the stoichiometric amount of the collector was required to cause complete flotation of the [ ]

It is generally accepted by British mining engineers that coal will continue to be worked by the. advancing or retreating longwall system for the foreseeable future. At the coal face, the emphasis will be on better machine utilization; increased equipment reliability; modular design and more standardization; remote control and monitoring; and a continuing drive to increase productivity and safety. Improvements at the face can be sustained only if there are corresponding improvements in efficiency elsewhere in the mine. Coal handling systems, for example, must be able to accept increased tonnages without creating bottlenecks. As workings move further from the shafts, the time taken to transport men and materials must be kept within reasonable limits. Development drivages must he on schedule to be ready for the planned opening of new faces, and face ends must keep up with faster moving faces.

The development of highly selective mineral processing reagents, which are not merely metal-ion specific, but specific to the particular mineral surface structure, is essential for the exploitation of relatively more difficult-to-process ore deposits, in particular for the separation amongst minerals having the same constituent ion. Both the choice of the functional group as well as the molecular architecture of the reagent determine its selectivity. Several examples are presented in this paper to illustrate the concepts of structure specificity and molecular recognition at mineral surfaces - the concepts crucial to the advancement of the emerging science of reagents design. Recent advances made in the understanding of molecular interactions involved in the synthesis of biomineralized materials are discussed so as to delineate the utility of this approach in the design of selective reagents for mineral separation.

This paper outlines the patterns of methane emission in both longwall and room-and-pillar operations and discusses the effects that these patterns have on the decision as to whether the methane is most economically handled by ventilation alone or by means of a methane-drainage system in addition to ventilation. The costs of handling the methane in the ventilation system and the costs of implementing the methane-drainage system are discussed, as well as the costs related to the production of coal. The important issues of production slowdowns and gasouts are also discussed, as well as the proper response of mine management to such a situation. Suggestions concerning the keeping of production records related to methane problems are made, and the justification for more intensive economic analysis of coalbed methane extraction and utilization is discussed

In 1967, a major impoundment to contain phosphate tailings was built near Columbia, TN. Precise records were maintained on the behavior of the impoundment throughout its 20-year active life. The volume of the impoundment was determined. The DNT (dry net tons) of solids added to the impoundment were continuously measured. The rise of the mud line in the impoundment was measured monthly. The density of the settled strata was determined, as required to understand the behavior of the settled tailings. And experiments were per formed to increase the settled density of the clays. The impoundment is currently being retired and stabilized. It covers more than 400 acres and the settled muds are almost 200 ft thick. The clays have been sufficiently solidified with electroendosmosis to support the growth of cypress trees. More than three milllion trees are being planted.

The regional geological setting and nature of the serpentinized ultramafic rocks are described. It is postulated that lateritization started in Miocene time. Repeated uplifts led to at least four physiographic cycles and to the development of a mature lateritic soil profile. Complete profiles are subdivided from top to bottom as follows: Zone A - chocolate-brown limonite; Zone B - ochre-brown limonite; Zone C - soft serpentine; Zone D - hard serpentine; Zone E - serpentinized peridotite; Zone F - ultramafic rock. Zones A and F rarely attain ore grade. Canga is conspicuously absent. Rocky ore of Zones D and E amounts to 40%, limonite ore of Zone B to 25% of total ore reserves. Nickeliferous serpentine is the major crystalline phase in Zone C. In this zone and deeper, crystalline quartz occurs, particularly in fracture zones where nickeliferous cryptocrystalline quartz is of ten accompanied by garnierite.

HISTORICAL PERSPECTIVE "Blessed be the Lord my strength, which teacheth my hands to war and my fingers to fight." Thus sang David three thousand years ago, in tacit acceptance of the condition of war, and in praise of the exceptional military skills with which this warrior king of Israel was endowed. He had cause to exult, for he had consolidated King Saul's conquests and added new ones of his own, not least of which was the capture of Jerusalem. David revealed in this operation that his mastery of the military arts embraced not only the weaponry and tactics of his day, but also strategy and that oldest of intelligence techniques: spies. The Jebusites, who built Jerusalem, had encompassed the city with the first of its many walls, but had neglected to incorporate the sole reliable water supply within its perimeter. This was Ain Gihon, today called the Fountain of the Virgin, which bubbled out on the east slope of Mount Ophel, one of the ridges on which Jerusalem was built, and drained eastward into the Kidron Valley. Water was brought into the city in the traditional manner: by women descending the stony trail outside the wall to fill their jars at the spring. But this essential daily activity was vulnerable to interruption by a hostile force outside the walls. To remedy this weakness, the Jebusites had driven a gallery from the spring a short distance into the water-bearing limestone under the city, and there cut a small collecting basin in the rock, a common way to develop springs throughout this arid region. But then the Jebusites dug a small vertical shaft from the roof of the gallery above the cistern upward about 15 m. From the upper end of this shaft, they constructed a narrow inclined tunnel with rock-cut steps leading up to the city streets. Thus the water supply could be reached even in time of siege.

Four different types of fire suppression systems were evaluated in large-scale fire experiments to study the effect of air velocity on the effectiveness to extinguish conveyor belt fires. The four different types of suppression systems were water sprinkler, deluge type water spray, and two different dry chemical fire suppression systems. The large-scale fire tests were conducted with 72-in-wide fire resistant rubber belt that met the Mine Safety and Health Administration flame resistant requirement specified in Title 30, Code of Federal Regulations, Part 18, section 18.65 (also known as the 2G Flame Test). Each fire suppression system was tested at air velocities of 500-550 feet per minute (fpm) and 1350-1500 fpm. Two tests were conducted at both air velocities for each fire suppression system. Both of the water-based fire suppression systems were able to suppress the fire to the point that a miner could extinguish it with a fire extinguisher. However, the amount of water needed to suppress the fire to the point where a miner could walk up to extinguish any smoldering belting was greater than the current MSHA regulations require. MSHA regulations only require 10 minutes of water supply to the suppression system. In the test set up neither of these systems would have suppressed the fire had the water been turned off to the system after 10 minutes. The dry chemical suppression systems produced mixed results. Dry chemical suppression system A did not suppress the conveyor belt fire at either air velocity. Dry chemical system B suppressed the fire at 500 fpm air velocity, but produced mixed results at the higher air velocity. Details are presented on the large-scale fire test set-up, arrangement of the fire suppression systems, and conclusions regarding the effect of air velocity on fire suppression system design and performance. Previous efforts to remove and concentrate heavy-metal ions from wastewater streams via metalloprotein affinity metal chromatography (MAMC) were limited to the metal transport protein transferrin. Extension of the technique to the enzymes carbonic anhydrase and carboxypeptidase A, which possess different metal affinity properties, is described. Preliminary results indicate that the technique is capable of selectively removing and separating late first-row transition metal ions from aqueous solution. The results suggest that by properly choosing the matrix, i.e., protein or enzyme, MAMC may he applicable to problems involving a wide range of heavy-metal-hearing aqueous solutions.

Investigations were undertaken to evaluate peroxygen compounds for effective­ness in alkaline cyanide leaching of gold. The addition of peroxygens improved the leach results. Calcium peroxide was the best performed reagent to be employed. Improved reagent consumption followed the trend of calcium peroxide> hydrogen peroxide> no peroxygen addition. In general, preaeration stages could be eliminated, and improved leach rates achieved with no detrimental impact on leach perfor­mance. Interox has not developed an Au Plus (Trade Mark pending) system to utilise this new leach reagent. Initial plant trials are verifying its potential to give additional benefits.

The Asarco Mission Complex includes two milling operations around a large open-pit copper mine in southern Arizona. The ore body was discovered in 1953 and the complex has been in operation since 1959. The mills provide the concentration operations of crushing, grinding, flotation and filtering processes involved in processing copper ore. Smelting and other downstream processing are accomplished at other Asarco locations. The mine pays a smelting charge to the smelter, which is seen as a service to the concentrators. The higher the concentration of copper to the smelter, the lower the smelting charge is to the mine.

As a followup to a USBM-sponsored research project, the authors utilized the knowledge-base structure and system concepts from a Sun Sparcstation-based worker-scheduling system of the mine-management support system to develop a PC-based application. The new software adopts the nested-window concept to facilitate data collection and modification on personnel, including their availability and work priorities during a shift. The system can optimally allocate manpower on a work shift and can delineate supervisory training responsibilities. The various components of the software, including enhancements made to the original system, are described in detail.

The discarded phosphatic clays from mining operations have historically been stored behind earthen dams for long periods of time before any reclamation was accomplished. In efforts to expedite the dewatering and reclamation of the clay ponds, the phosphate industry explored alternatives to conventional clay disposal practices. One alternative, employed by CF Industries, Inc., combines the clay and the discarded sand prior to disposal behind earthen dams. The sand encourages the clays to 'give up' trapped water more readily resulting in enhanced consolidation behavior. This paper provides an overview of the sand-clay mix process including the reclamation of sand-clay disposal areas.

An important part of doing business today in the mining industry, especially overseas, involves community assistance programs for the people who live around the mining areas. The purpose of such a program is to build mutual cooperation and respect that will allow the company and its neighbors to live and work in peace. To do this, it is necessary to form associations or foundations and work in a joint venture fashion. The authors discuss in some detail the outline for setting up such programs and the important role that women, in particular, can play in them.
