In the current operational facility, due to the absence of pellet pot facility, a novel technique is developed wherein the pellets with different chemistries prepared in the laboratory are fired in an induration machine by placing them inside the Inconel baskets. In the present work, an attempt is made to optimize the pellet chemistry by developing 2 different flux pellets, viz., low basicity (B2: CaO/ SiO2 = 0.3) pellets and high basicity (B2 = 0.9) pellets, and further the effects of basicity on pellet properties, viz., cold compressive strength, porosity, swelling index, reducibility index, and softening and melting temperature, are studied. It has been found through the multiple operational trials that increasing the basicity of pellets from 0.3 to 0.9 results into improving the pellet strength, reducibility and softening and melting characteristics. Moreover, it is observed that the swelling index of pellets is reduced by adding 2% MgO to both low and high basicity pellets that could be attributed to the formation of high melting point slag in pellets. The operational trial has resulted into producing pellets that exhibit a combination of desired mechanical strength, improved swelling, and reducibility index and possess better softening–melting behavior among all the chemistries studied.

During the last 30 years, a dramatic increase in the supply of byproduct sulfur substantially reduced the share of the market held by Frasch-mined (non-by-product) sulfur in North America. Even though Canadian sulfur production is not discretionary, the geographic remoteness from the large US markets and the high transportation costs associated with delivering sulfur to those markets has meant that Canadian producers act like discretionary producers in many important ways. They have effectively replaced the US Frasch producers as the cost-marginal sulfur source to large US markets. Implications of this change in market structure include more volatile sulfur prices and longer sulfur price recessions.

BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. "The applications for automation continue to expand within the mining industry. These applications can range from the startup, control, and shutdown of processing plants to the autonomous operation of surface haulage trucks. However, the term “automation” should not necessarily be interpreted as the total elimination of human interventions since numerous mining processes can be partially automated. The future survivability of many mining operations will be influenced by a company’s willingness and ability to understand, accept, and utilize this technology. The mining workforce, including management and engineering, should be familiar with the technological capabilities and limitations for effectively implementing automation into mines for improving safety and productivity. The Department of Mining Engineering at the University of Kentucky has recognized this educational gap and developed an automation laboratory, along with project-oriented courses at the undergraduate and graduate levels. The laboratory and the course objectives are described in this paper, as well as the skills and abilities that students obtain at the completion of the course(s). BACKGROUND The touted benefits of automation include: improved productivity, lower operating costs, reduced drudgery of repetitive operations performed by workers, and the removal of workers from hazardous locations. The acceptance of advanced technology by the mining industry, however, has traditionally been slow. This cautious approach is understandable considering the complex and harsh conditions routinely encountered in mining operations. Bad experiences with some premature installations of newly hyped technologies may have also resulted in lingering skepticism by many mine operators. Nonetheless, with thoroughly demonstrated reliability and proven applications, automation based on programmable logic controllers (PLCs) has made significant inroads into the mining industry. Programmable logic controllers (PLCs) are the workhorses of automation. They were originally conceived in the late 1960s, long before the invention of the personal computer (PC). Initial PLC applications were directed towards sequential relay control in manufacturing plants, which subsequently eliminated the use of “relay logic” that was based on hard-wired electromechanical relays. With continuous advancements in electronics and computer technology over the years, PLCs have evolved into sophisticated and powerful devices with very stable operating systems. They are designed for deterministic logic execution with extreme consistency in timing, along with a high tolerance to temperature, humidity, and vibration (Smith 2003). Because of their robust characteristics, PLC networks now provide the backbone for most industrial automation applications."

As a follow-up to a laboratory study, a pilot scale column for the flotation of coarse particles was designed and then tested in two different applications. In the first test, the concentration of a coarse phosphate ore (normally beneficiated by skin flotation in spirals) was carried out in a flotation plant in Florida. In the second pilot test, the column was used as a scavenger cell in the coarse flotation section of a potash beneficiation plant in Saskatchewan, Canada. Particle size of the phosphate feed was of the order of 0.6-1.0 mm and the potash feed 1-3 mm. The column was 1 feet diameter and was fed at rates between 0.5 to 1.4 tph. The effect of operating variables such as air and water flow rates, bubble size, frother concentration, residence time, sparger, etc were evaluated. The most important factors in column performance were found to be bubble size, air flow rate and the thickness of the froth bed. Best results were obtained in the absence of a froth bed, with low air flow rates and with small bubbles. The paper presents comparative performance and discusses details of the column design. Phosphate recoveries in the column were better than 90% whereas the conventional skin flotation circuit normally yields about 60% recovery for a comparable concentrate grade. Potash recovery from the tailings of the conventional flotation circuit was as high as 42% recovery. Particle size distribution of the potash concentrate was coarse enough to meet requirements for potash fertilizer.

A team of researchers at the University of Kentucky, working under a USBM contract, developed over 65 simulation exercises for teaching and testing problem-solving and decision-making skills to miners and mining engineers. These skills involve both improving judgment and decision making in mine emergencies and enhancing the learning of real-world engineering design principles. The exercises are ideally suited for either latent image format or for computer-aided instruction. Exercise features are summarized, the structure and field testing of typical exercises described, and sample frames of individual exercises presented. Empirical data are summarized that describe the effectiveness of using these short, time-efficient performance tasks that simulate real problems and that provide immediate corrective feedback for teaching and testing critical skills. "Tunnel safety is evolving as science, engineering and technology make advances. Applicable safety codes and standards simply do not cover all the potentials of design, construction and operation. This paper reviews a series of tunnel projects code gaps in Seattle USA that were uncovered during the design and construction of a new highway tunnel, conversion of bus tunnels to combined road and rail tunnels, new rail tunnels using TBM and NATM, conversion of a road tunnel to light rail, and retrofit of an existing road tunnel to add lanes and improve safety systems. The perspectives of the ‘fire code official’ (Authority Having Jurisdiction) on methods to identify and resolve gaps in safety code and standard regulations, while garnering the consensus of the owner, designer, and contractors are presented. Additionally, the emergency responder command perspective on safe tunnel design, tunnel rescue during construction and operational safety is explained TUNNEL SAFETY EVOLUTION The underground has become nearly the only option to provide essential transportation corridors to continue our economic growth in key global areas. Tunnels are not built on a whim. Often significant portion of a regions wealth are invested to meet current, and hopefully future transportation demands. There are more transportation tunnels being built now than at any time in the planets history. The location of these tunnels is often selected for us based upon regional demand. Most commonly under densely populated urban centers and between populations’ centers to bypass geologic conditions like mountains and water bodies. Tunnels are being built in unforgiving soils, between tectonic plates, in extremes environmental conditions and often, under the very heart of the highest density population centers on the planet. All of these locations can bring with it conditions that challenge our common assumptions about safety. These extraordinary locations and soils create risks for both those constructing the tunnel, and in design engineering to meet the ‘minimum’ requirements at the lowest costs. There is lengthy history of above ground safety. Most countries and major local jurisdictions have adopted, or created safety requirements for the construction of above ground buildings. Through decades of use, these safety requirements have evolved, changed and been expanded to cover a wide gamut of actual and potential safety risks. However, the use of the underground for tunnel transportation corridors has grown exponentially with limited attention to safety requirements."

In surface mining for coal, common practice for the disposal of preparation plant refuse is to bury it. As with surface refuse piles, these buried wastes can ignite and can also lead to ground and surface water pollution. Steps to ameliorate these problems have been devised over the years. C and K Coal Company, of Clarion, Pa., the largest Pennsylvania surface mining company, has incorporated all of these steps and added of few, of their own in their latest disposal practice. In addition to layering and compacting, C and K practices selective placement and dilution to minimize longterm problems.

Zinc ferrite is considered an integral phase of zinc residues as their presence can render the processing of zinc and critical metals difficult. It is a refractory phase, formed at high temperature in the presence of zinc (Zn) and iron (Fe) during oxidative roasting in zinc processing plants. Because it is refractory to efficient leaching, unreacted zinc ferrite gets concentrated in the final zinc residue, making it a viable source of zinc and indium extraction. The refractory nature of zinc ferrite makes the extraction of associated critical metals difficult. In order to explore a potential economic and carbon-neutral zinc ferrite processing technique, our previous study proposed the partial reduction of zinc ferrite followed by sulfuric acid leaching of the roasting product [1-3]. As demonstrated in our previous studies, partial reduction of zinc ferrite results in a mixture of ZnO, Fe3O4 and FeO, which can be further subjected to leaching for efficient extraction of zinc and critical metals such as gallium and indium.

Electrowinning is a process by which metals, such as copper or nickel, are recovered from aqueous electrolyte solutions resulting from the extraction of the metal ion from an acidic or basic leach solution. The electrolyte or “pregnant” solution is customarily forwarded to an electrowinning "tankhouse." In the tankhouse, the metal ions are deposited on cathode plates by electrodeposition and then recovered from the cathode plates. Other processes may be employed with other metals, such as nickel, zinc, among others, to produce an electrolyte from which their respective metals are obtained. During the electrowinning (electrodeposition) stage, elemental metal is plated out at the electrowinning cathode and oxygen evolves at an insoluble anode. The evolution of oxygen gas forms bubbles which entrain strong acid electrolyte, carrying it into the air above the electrowinning tank in the form of a fine mist or spray when the bubbles break. An acidic mist is generated above the electrolyte. This mist or spray then spreads throughout the electrowinning tankhouse. The acidic mist is corrosive and a health hazard and can cause extreme discomfort to the skin, eyes, and respiratory systems of tankhouse workers, especially during hot weather conditions. Polyfluoroalkyl based products (PFAS) have been widely applied as anti-misting agents in the electrowinning of metals in an acidic electrolyte. Functionalized PFAS compounds, however, have come under increased scrutiny by the EPA due to their impact on human health and the environment. There remains need for improved acid mist suppression agents for electrolysis and electrodeposition, particularly for products free of fluoroalkyl components.

From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. Bechtel Civil and Minerals, Inc., one of the Bechtel group of companies, is a large engineering and construction firm that services the mining industry, among others. The firm's head, S. D. Bechtel Jr., comments on how his E&C company is dealing with the recessionary economy. First, he offered a historical perspective. About a half century ago-in the middle of the Great Depression-W. A. Bechtel and several business partners drew up a fixed price bid to build the Hoover Dam. At that moment in history, the W. A. Bechtel Co. was a modest success, but the times were troubled and uncertain. Money was scarce and a lot of contractors across the country were one project ahead of bankruptcy. The bid for Hoover was a make-or-break proposition for Bechtel, and it turned out successfully. The Hoover Dam was a no-frills operation in an isolated and harsh environment. There was plenty of hard work, long hours, and not many amenities. Controlling costs was critical. Everyone knew what had to be done, and why and what the consequences were. Today's Challenge Bechtel is now a bigger, more complex organization whose management views the current economic recession as a challenge to be met in much the same way W. A. Bechtel met the challenge of the Hoover Dam: by pulling together with a sense of purpose and direction. In many respects, Bechtel's situation today has a number of parallels to that which faced my grandfather. The company is eminently successful, but times are tough and there are plenty of signs that they could get tougher. My grandfather bet on the Hoover Dam to insure the future health of his company and I think we can work together again in that same tradition, make some tough decisions together, and the company's future can be just as promising. The first and most important requirement is to make certain that everyone understands the situation. The Bechtel group of companies are in an excellent financial position now. Its workload hit an alltime high in 1982 and it is well positioned in its principal markets. But the next two years may be critical for the company. Traditionally, Bechtel's work load lags behind general developments in the economy. Although many of its clients continue to suffer serious business difficulties, Bechtel is only beginning to feel the impact. The worldwide market for basic metals remains soft; relatively low prices and abundant supplies of oil and gas have flattened the petroleum market and made once promising synfuels projects economically unattractive; utility clients are still caught in the vise between overregulation and escalating costs. And persistently high, long-term interest rates have made capital investments expensive and difficult to justify. The company maintained a healthy workload through 1982. In some areas it has had little new work and consequently has been forced to lay off some staff as projects have been canceled or concluded. In other areas new work has tided the company over and more people have been hired. But new work bookings have fallen off, creating some uncertainty for the near future. 1983 requirements are clear, although seemingly contradictory. Belt tightening and cost reduction are necessary for Bechtel to remain healthy and competitive, enabling it to handle a possible further downturn with a minimum of turmoil and dislocation. At the same time, we need to allocate resources and funds in areas that will keep us positioned for the turn-around marketplace.

The Jiboia heavy mineral sands deposit is a new discovery associated with the São Francisco River delta on the northern coast of Sergipe state. The identified resources are part of the much larger mineralized trend. Mineralization is hosted in paleodunes deposited on Holocene marine terraces (Fig. 1). The dunes are up to 30 m above sea level, and mineralization occur from 6 m above sea level upward. The main ore minerals constitute pseudorutile, ilmenite, zircon, rutile and monazite. This work presents a thorough characterization of the mineralogy and granulometric distribution of the Jiboia orebody.

The Michigan Department of State Highways makes extensive use of geophysics for subsurface surveying which would be applicable for uses in other fields. Examples of resistivity surveys are given which include a proposed large volume excavation with suggestions for land use after excavation, subsurface evaluation for engineering design, and a subsurface survey for land appraisal. An example of a combined refraction seismic and resistivity survey is shown where the resistivity is used for outlining the unconsolidated soils, while the seismic method Is used to outline bedrock and to evaluate it for rippability. A refraction seismic survey at the bottom of bridge caissons for evaluation of bedrock uniformity and a relative aid In assessing rock strength is reported.

Decision theory is the formal theory of the logic of decisions in view of the decision maker's objectives, preferences, I beliefs, and available information, It usually deals with weighty economic problems involving irrevocable (or costly to reverse) decisions. Capital investment planning problems constitute an instance par excellence for application of the decision theory concepts. Decision theory as it is presently conceived has evolved in recent years. At first it concentrated on decisions in the face of total lack of information and on games with intelligent adversaries. The results of these efforts proved theoretically interesting, but practically of little applicability. In the last few years, stress has shifted to the introduction of subjective probabilities and preferences, and the results have been eminently successful in applications both in government and with- in business firms in the resolution of complex problems.

"Electric and hydraulic shovels are the dominant loading machinery in surface mining operations. Despite their critical role in production and their high capital and operating costs, no reliable and comprehensive quantitative performance metric is available. In this paper, a stochastic shovel effectiveness (SSE) measure is proposed for the purpose of quantifying the performance effectiveness of these shovels. The SSE is based on the widely used method of overall equipment effectiveness (OEE) in the manufacturing industry. The OEE measures the performance effectiveness of equipment by multiplying its mechanical availability, utilization and production quality. In manufacturing processes, quality rate is the ratio of the total number of products minus the number of defective products – equivalent to the number of acceptable products – to the total number of products. The SSE similarly uses the mechanical-availability and utilization terms, but instead of quality rate it uses a new parameter named bucket rate.The variability or randomness of the input data, that is, availability, utilization and bucket rate, are further incorporated into the SSE, and a final stochastic SSE distribution is derived in the form of a probability density function. One hydraulic and one electric shovel in a surface mining operation were selected to test the validity of the proposed method. The SSE scores for the two shovels, operating continuously for one year, were derived and compared. As with the OEE, the three-parameter SSE method yielded more representative results for overall performance measurement than a single-parameter approach. Using Monte Carlo simulation, a three-parameter Weibull and a normal distribution were derived for quantifying the overall effectiveness of hydraulic and electric shovels, respectively. As a decision aid, the proposed methodology promises to render a more informative tool than traditional metrics for mine equipment maintenance and management."

Construction of Flaming Gorge Dam in northeastern Utah necessitated the construction of a new state highway, Utah-260, to provide access to the dam and the town of Dutch John. A 550-foot arch structure was designed to span Cart Creek, about one mile southwest of the dam. The rock exposed at the site is highly fractured quartzitic sandstone with interbedded shale of the Precambrian Uinta Mountain Group. Eight exploratory holes were drilled, four in each abutment area, to determine rock types, the extent of fracturing at depth and rock strength. Drill cores in the west abutment revealed blocks of quartzitic sandstone loosened by the weathering and partial removal of underlying shale beds. The rock in the east abutment area was found to be highly fractured to depths of 70 feet and as far east as 50 feet from the footing locations. Selected core sections were tested for unconfined compressive strength but the values were not considered-representative of the in-situ fractured rock. To prevent movement along or, perpendicular to open fractures, four drilled-in columns were provided at the base of each footing. These extended 50, feet beyond the base of the footing, along the bearing and inclination of the thrust reaction.

As part of a much larger research project, factor analysis was employed to help interpret and compare the geochemical signatures produced by two different sample media; a traditional -80# soil fraction, and a coarse float. Both sample types were collected by hand auger from the extension zone of the Redmoor sheeted-vein complex and analyzed -for 19 major and trace elements. The rationale behind the study infers that the geochemical anomalies produced by wallrock alteration around such targets can be better detected in the lithogeochemical rather than the soil environment, sometimes at considerable distance from their source.

This paper addresses considerations for the use of artificial support of pit walls in surface mines, a new project of the Bureau of Mines. Results to date indicate that a polymer-coated cable with embedded grit could provide good anchorage for stabilizing benches and highwalls, and an electronic method of recording discontinuities in the field is being reviewed and developed for application to mining. The objectives of the work in progress are to define the engineering parameters and evaluate the concepts for artificial supports in order to provide safe working environments when pit slopes are steepened to increase ore recovery and reduce overburden handling.

The energy structure and consumption ratio in China determine the practical demand for the collaborative mining of coal and co-associated resources. The multi-layer mining of coal, uranium, coalbed methane, and oil and gas co-associated resources, represented by the Ordos Basin, Junggar Basin, and Tarim Basin, faces numerous challenges. Additionally, coal has been found to coexist with various mineral resources in 33 coal-bearing basins worldwide. The scientific issues related to the multi-layer development of coal related co-associated resources urgently need to be addressed. This paper discusses the unique challenges and potential solutions in the multi-layer development of coal-related co-associated resources. The challenges include large extraction space, high mining intensity, intense overburden movement, rapid surface subsidence, and severe overburden damage due to repeated mining disturbances. Proposed solutions include the establishment of a correlation mechanism between multi-layer mining and the carrying capacity of the overburden environment, analysis of the impact characteristics of multiple field couplings, and exploration of their superposition evolution laws. The paper also proposes the development of a comprehensive evaluation and prediction system for overburden environmental capacity loss, a global sensitivity analysis model for overburden environmental capacity, and an intelligent identification and early warning system based on multi-source information fusion. These solutions aim to achieve scientific and precise mining with minimal overburden environmental capacity loss. And the multi-layer development of coal-related co-associated resources is a complex task that requires a multidisciplinary approach and innovative solutions, and further research is needed to validate these strategies and explore new methods and technologies for efficient and sustainable extraction.
