Last year in the US alone, about 425 Mt (468 million st) of minerals and coal were beneficiated by froth flotation. This number indicates that from 1983 there was a 10% increase in tonnage of min¬erals and coal beneficiated by the indus¬try. A significant improvement was seen in the tonnage processed by the nonferrous minerals and coal industries. BP Minerals America installed 85 m; (3000 cu ft) flotation cells at the Bing¬ham Canyon mine and concentrator. The new flotation circuit has fewer than 100 cells compared to 2000 flotation cells used in the old plant (Mining Engi¬neering, November 1988). Column flotation use on a commer¬cial scale continues to expand as seen from the interest expressed at the Col¬umn Flotation Symposium (Column Flotation '88). The Magma Copper Co., San Manuel Division replaced all con¬ventional cells with 1.8 x 12 m (6 x 40 ft) column flotation cells for copper con¬centrate cleaning. Also, 1220 mm and 760 mm-diam (48 in. and 30 in.-diam) column cells are operating at the plant in the molybdenum circuit. A commercial Diester Flotaire col¬umn cell for fine coal recovery was installed at the United Coal Wellmore No. 20 plant. The 36.8 m3 (1300 cu ft) cell recovers 13.6 to 18 t/h (15 to 20 stph) of -590 gm (-28 mesh) coal. A similar unit has been installed at Tanoma Mining Co. in Pennsylvania. Various modifications of the column cells are being designed around the world. Jameson (Mining and Metal¬lurgy, 1988) described a new concept whereby the feed and air stream mixture is discharged into a cylindrical column of about 1.2 m (4 ft) height. Recovery and grade of nonferrous minerals have been reported to be better than that in a four-stage conventional flotation clean¬ing circuit. Flotation reagents American Cyanamid and Dow Chemical continued development of a new generation of sulfide collectors. A general feeling is development of new sulfide collectors has not kept up with flotation technology. Additionally, joint efforts between industry and chemical suppliers will likely be necessary to realize the economic benefits of the new technologies, since new chemistries respond differently compared to the conventional collectors. Flocculant development in recent years has been evolutionary rather than revolutionary. Rothenborg reported on development of a new flocculant family (a hydroxymated polyacrylamide desig¬nated S-6703) that has shown consider¬able promise in red mud clarification. Plant testing showed that this new floc¬culant could replace starch and poly¬acrylate and provide significantly higher overflow clarity. Barol Kami (Siirak) and Cleveland¬Cliffs (Hancock) reported development of an amphoteric apatite collector (ATRAC 873) that was used in Tilden's silica flotation process to increase apatite rejection. The collector was engineered for the particular flotation conditions in the complex Tilden process. Significant plant testing with ATRAC 873 showed that this reagent gave significantly in¬creased apatite rejection without any effect on silica flotation effectiveness or selectivity. Electrostatic separation Electrostatic separation is now em¬ployed in the precious metals mining industry to recover gold and silver grills from crushed slag. The installation at Paradise Peak has prompted other op¬erators to consider this application. In another development, attractive potentials for treating very fine minerals (-45 µm or -325 mesh) are being devel¬oped by Advanced Energy Dynamics and by the Department of Energy. Demonstration tests using triboelectric charging/electrostatic separation have been successful on a variety of minerals as well as coal. Magnetic separation Developments in magnetic separa¬tion have transpired on a production scale. Superconducting, high gradient magnetic separation has gained accep¬tance with the successful startup of a second unit treating kaolin at J.M. Huber Corp. This liquid-helium-cooled mag¬net generates 2.0 tesla in a 3-m-diam (120-in.-diam) bore with no power con¬sumption. Wet, high-intensity magnetic separation has been applied to sulfide mineral separations both domestically and abroad. These continuous type of separators are effective in removing residual chalcopyrite and sphalerite from other base metal sulfide concentrates. Separators using high energy rare earth permanent magnets are continu¬ally increasing. Now offered as both drum and roll type, these units are be¬coming a staple in the processing of industrial minerals. Tests using rare earth magnets strategically placed on a spiral concentrator have demonstrated the enhanced recovery of heavy miner¬als such as ilmenite. Classification Although no major technology break¬throughs in classification appear immi¬nent, there is an increasing need for more efficient and cost-effective meth¬ods to make size separations. Banded hematite quartzite (BHQ) and banded hematite jasper (BHJ) ores represent a promising potential iron ore resource in the near future. The hematite and quartz in BHQ and the hematite and jasper in BHJ are closely related and require fine grinding for the liberation of hematite phases. The present study investigates the mineralogical features and comminution properties of BHQ and BHJ ores. In the BHQ ore, it is observed that thick bands of hematite have fine inclusions of silicate minerals, whereas silica bands have few grains of iron-bearing minerals. The hematite and quartz minerals in the iron and silicate bands of the BHJ ore appear to be more intricately associated and complex in nature, presenting difficulties for liberation. Bond work index studies were carried out for the BHQ and BHJ ores with different product fineness in order to evaluate the energy requirements in fine grinding. A higher Bond work index value was found for the BHJ ore (15.4 kWh/ton) than for the BHQ ore (12.4 kWh/ton). A decrease in the product particle size was associated with an increase in the work index value. Single-particle breakage experiments were designed by varying feed particle size and input energy. The specific energy consumption for the BHJ ore was higher than that for the BHQ ore. The comminution parameters showed that the BHJ ore is harder to grind than the BHQ ore, which may be due to the mineral composition and association of hematite phases with the silicates.

The Hampton Roads Bridge-Tunnel (HRBT) Expansion widens the existing four-lane bridgetunnel corridor to eight lanes through construction of two parallel tunnels, interstate widening, and bridge expansions. As part of the design-build contract, a supplemental geotechnical investigation was completed to support the design. The investigation for the subaqueous tunnel segment consisted of over 48,400 linear feet of drilling and 7,100 laboratory tests. This paper discusses the challenges of planning and executing a large-scale geotechnical investigation for underground works in a marine environment and the use of big data for effectively managing, interpreting, and transmitting data to the design-builder consistently throughout the investigation.

This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.

The government of India convened a precedent-setting meeting in New Delhi on Nov. 12, 2001.The meeting brought together regulators and the mining industry in an attempt to fix the industry’s mine development problems in that country. More than 150people attended the all-day session. Ram Vilas Paswan, Minister of Coal and Mines, chaired the meeting. Ravi Shankar Prasad, Minister of State for Coal and Mines, was also present. The secretary of the Department of Mines and the Joint Secretaries and Additional Secretary also participated. The Department of Mines’ mandate is for economic growth: to get new mine development going and to make investment in mining attractive for both domestic and foreign-owned companies.

Approximately 50 percent of the uranium resource of the Free World is in deposits of Precambrian age, principally in lower Proterozoic conglomerates in Canada and South Africa (Uranium Resources, Joint Report, ENEA and IAEA, 1967). Most of the uranium resource of the United States is in Mesozoic and Cenozoic continental clastic sedimentary rocks that fill intracratonic basins. The Atomic Energy Commission is investigating the distribution of uranium and thorium in the Precambrian of the Western United States and the relationship of, time-space-facies patterns of uranium and thorium enrichment in the Precambrian to the major resources of uranium in the Mesozoic and Cenozoic host sedimentary rocks. This paper summarizes the results of preliminary studies of the Precambrian in the Southwestern United States including New Mexico, Arizona, southern Nevada, and southern California (Fig. 1). The host rock provenances for the major uranium resources in epigenetic deposits of Mesozoic and Cenozoic age in the Western United States were in areas of extensive Precambrian exposure along the eastern margin of the Phanerozoic geosynclinal belt (Fig. 2). Mesozoic continental clastic sediments in the Colorado Plateau contain about two-thirds of the uranium resource of the United States. These sediments formed from detritus derived from the Mogollon highland in the Southwestern United States where the Precambrian was extensively exposed (Stewart, et al., 19593 McKee, et al., 1959; McKee, et al., 1956; Craig, et al., 1955) (Fig. 2). A genetic relationship may exist between this provenance and the major uranium deposits of the Colorado Plateau. The Precambrian might be equally important in the genesis of uranium deposits whether the most important process in the formation of these deposits was the leaching of low-order intrinsic amounts of uranium from Precambrian granite or from Mesozoic pyroclastics derived from syntexis of the Precambrian basement rocks (Malan, 1968).

The purpose of this paper is to provide general information about the bioaccessibility of metals and specific information about the use of bioaccessibility in risk assessments (human health risk assessments [HHRA] or ecological risk assessments [ERA]) and a list of sites where regulatory agencies have approved the use of bioaccessibility data in risk assessment. The memorandum also cites current U.S. Environmental Protection Agency (USEPA) guidance as well as state specific guidance where applicable. BRIEF HISTORY OF METAL BIOACCESSIBILITY TESTING AND METHODS The bioaccessible fraction of a constituent is that fraction that dissolves or desorbs from its matrix (e.g., soil) in the gastrointestinal tract and is available for absorption (USEPA 2007a; ITRC 2011; ITRC 2017). This is different from the bioavailable fraction, which is the percentage of the amount of an element that an organism is exposed to that is absorbed by that organism during a given time under defined conditions (USEPA 2007a). The bioaccessibility factor is the percentage of a metal that is potentially available for absorption and, therefore, is a conservative estimate of the bioavailable fraction since all that is available for absorption may not ultimately be absorbed into the organism’s system. Currently, there are two main techniques for estimating bioavailability of metals within a medium: in vivo animal studies (time-consuming and often cost-prohibitive), and in vitro tests that simulate human, or animal digestion in a laboratory setting. In vitro and in vivo test methods and protocols have been extensively evaluated by numerous researchers (Ruby et al. 1996; Rodriguez and Basta 1999; Sips et al. 1998; Sips et al. 2001; Molly et al 1993; Oomen et al 2002; Kelley et al. 2002; Oomen et al. 2003; Furman et al. 2006; Drexler and Brattin 2007; Basta et al. 2007; Wragg et al. 2009; Wragg et al. 2011; Chaney et al. 2011; Bradham et al. 2015; Bradham et al. 2018). The most recent scientific literature demonstrates that protocols used to estimate the bioavailability of metals to mammals also predict bioavailability of metals to birds as well (Beyer et al., 2016).

Restricted fields of vision are a common problem with underground mining equipment. Also, when lighting systems are provided, they may be positioned where they cause glare. This restricts the visibility around the machines even further. To help address these problems, the U.S. Bureau of Mines has developed a PC based software package to aid in the analysis of certain human engineering aspects of mining equipment design. The software is available for use by equipment manufacturers and mining companies for design work on new machines, as well as for evaluating proposed modifications to existing machines.

A resource of low grade good quality diamonds has been discovered through the Diamond Company NL-Moonstone Diamond Corp. Joint Venture. A limited bulk sample diamond test of two large kimberlite pipes on the Kelsey Lake Property, Colorado, has been completed. These kimberlite pipes have petrological and mineralogical indications of the presence of diamond. Small diamonds were recovered from surface samples. Drilling and trenching revealed both pipes were complexes of diatreme facies kimberlite. One pipe contains crater facies kimberlite as well. This is the first reported occurrence of crater facies kimberlite in the Province. Approximately 1000 tonnes of kimberlite rock was excavated and processed through a scrubber -HMS -Sortex -Grease Plant. Significant diamonds were recovered. The diamonds were generally of good color and clarity, with many being in the gem and near gem categories. Grades are considered low however. Additionally, a small potential resource of alluvial diamonds is present.

For the past ten years Paques has been engaged in the development and installation of treatment systems based on biotechnological processes to remove sulfur compounds from water, air and gaseous streams. Metal and sulfate can be removed from mine waters using two biological steps: 1. Sulfate reducing bacteria convert sulfate to hydrogen sulfide (H2S). The H2S reacts with the dissolved metals to form insoluble metal sulfide precipitates. 2. Sulfide oxidizing bacteria convert excess H2S to elemental sulfur. Paques has designed and installed a groundwater treatment system for the Budelco zinc refinery in the Netherlands to remove metals and sulfate as described above. The system has been operating since May 1992 treating a flow of 5000 m /d. A pilot plant started operation in November 1995 at Kennecott's Bingham Canyon Utah copper mine to develop the processes for metal and sulfate removal from groundwater and selective copper recovery from leach water. The principle of the biotechnological methods, full scale experience, and an overview of the test program at the copper mine are presented.

Seismic repeaters are rarely observed phenomena in underground mines. However, recent studies in Garpenberg mine (Sweden) have demonstrated that seismic repeaters and multiplets may represent significant portion of the total number of microseismic events (> 80 %) related to excavation operations. Detailed seismic analysis, involving template matching, multiplet clustering, double-difference relocation, source parameter and mechanism estimation, and interevent time analysis, suggest that seismic repeaters represent brittle frictional parts (asperity) of creeping, planar shaped, pre-exiting structures of several meters length. It is furthermore suggested that seismic repeater occur preferentially in weak rock-mass materials (e.g. talc) associated with strengthening friction behaviors. These results may imply that postblast related stress redistribution may be governed by “silent” aseismic movements in preferentially weak rock mass materials, what questions the reliability and performance of seismic monitoring to survey stress evolution during excavation operations. However, once the seismic and aseismic coupling processes and the geological nature linked to repeater occurrences are better understood, their detailed monitoring bears also opportunities to survey and quantify aseismic post-blast stress transfer. Here we present ongoing investigations on repeater occurrences aiming at better understating on their geological and geomechanical origin. Furthermore, we try to develop advanced monitoring tools helping to quantify aseismic slip and to provide criteria for seismic hazard as asperity density and the related potential to generate larger dynamic rupture zones. For this respect a local monitoring network has been set up close to certain repeater target families. Furthermore, geological well log drilling throughout repeater occurrences as well as geotechnical strain measurements (e.g. extensometer, optical fiber etc.) are currently conducted to provide crucial information on the geological nature of repeater and to quantify and characterize background creep induced from excavation.

To Japan, which is scarce in natural resources, limestone is the only mineral resource comparatively rich in ore reserves and having broadly recognized outstanding quality. Distribution of the limestone deposits extends from Hokkaido in the north to Kyushu and Okinawa in the south, and the deposits are located in a manner of framework formation of the Islands of Japan. Studies of the geological ages of these ore deposits reveals that almost all of the main ore deposits west of Kanto Area belong to the Carboniferous Period - Permian Period of the Paleozoic Era. Also in the east of Kanto Area, deposits belonging to the Paleozoic Era constitute the main part, although recently there are increasing examples of reclassifying the geological age of the deposits heretofore considered as Paleozoic Era to the Triassic Period of the Mesozoic Era by the recent discoveries of the fossils of conodont, etc. Large ore deposits and main ore deposit groups are given in the Figure 1, which shows that the deposits are roughly found well distributed throughout the country.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. Air-sparged hydrocyclone (ASH) flotation technology has been evaluated for phosphate recovery from the central Florida phosphate deposits. As expected, it was demonstrated in pilot-plant tests that the ASH system has a specific capacity about 50-100 times higher than that of a traditional flotation cell. In the case of fatty acid flotation, single-stage ASH flotation produced a recovery of 75-77% in a rougher concentrate containing 24% P2O5 In reverse flotation with amine, the single- stage ASH system produced a phosphate recovery of 98% in a cleaner concentrate containing 31% P2O5. These results are comparable with those obtained at plant operations in the Florida phosphate industry. Based on these pilot-plant results, the effects of process variables are discussed in terms of separation efficiency. Subsequently, a 6-inch ASH system was fabricated and tested in a central Florida phosphate plant for reverse flotation in the amine flotation circuit. The high capacity of the ASH system was again demonstrated for the 6-inch ASH system. A single-stage phosphate recovery of 91% was achieved with a concentrate grade of 30% P205. During plant tests, it was established that porous tube plugging, the most significant engineering problem identified, was due to the poor quality of the plant water. Possible solutions to this problem are discussed.

As the Federal government along with individual states continue to grapple with the job of refining a comprehensive energy policy, coal continually stands out as an energy source which heralds a combination of old and new capabilities like an energy planners prophecy, but which is plagued with serious environmental constraints. To determine what level of coal utilization is ultimately possible for states East of the Mississippi, whose high sulfur content coal presents the most paramount of challenges, one must consider product availability, via existing transportation modes, the developing industrial markets and the ability of coal to meet the challenge of becoming an environmentally acceptable fuel. Gasification is emerging as a form of utilization, which during the next twenty years stands a good chance of being able to meet the challenge of making coal an environmentally clean, easily transport-able and usable fuel. It can be argued that, of all the potential ways of utilizing high sulfur coal, coal gasification is perhaps the most expensive, the most financially risky and carries environmental liabilities of its own. Synthetic gas and oil markets will undeniably be a function of price and demand, which, for the purposes of this paper, I'm assuming will begin to merge in the late 1980's and into the 1990's. This is also presuming that public utility commissions will allow favorable price structure ruling so that gasified coal products can be rolled into their respective rate base, much the same as synthetic natural gas from petroleum by-products are currently being priced. The comparative economic markets of coal to gas pro-duct have plenty of time to mature. There is an approximate twelve-year lead time needed to bring coal gasification plants on line which will be able to compete in the market place for natural gas and oil customers.

The North Auckland Line (NAL) in Northland, New Zealand, is being upgraded to pass Hi-Cube containers. The line includes many tunnels and bridges which need to be refurbished to improve structural clearances and line capacity. Tunnel 2 along the line, the Makarau Tunnel, has posed special challenges. Opened in 1898, the tunnel suffered multiple collapses during construction and has shown significant distortion during operation. The tunnel has been repaired many times since opening. Successfully enlarging this delicate and distressed structure has involved historical research, advanced analysis and design, and careful construction. The results provide lessons for dealing with brick lined tunnels and poor ground conditions

The liquid phase mixing in Western Research Centre (WRC) pilot plant flotation column with diameter of 0.76 m has been characterized using a salt tracer. The process variables studied were gas and liquid flow rates. The response of the column to a tracer pulse input was monitored at three axial and two radial locations. For all the experimental conditions investigated in the present study, radial and axial concentration gradients were not observed. It is thus concluded that the 2 tph flotation column is behaving as a well mixed tank. This finding is consistent with the observed poor recoveries of coarse fractions in the column flotation circuit. Based on the findings of this report, it is recommended that several schemes of reducing the backmixing be implemented and evaluated for their effectiveness in improving the column recoveries.

A reaction is evaluated by which heated and pressurized water is used to precipitate metal oxides from loaded Kelex 100 complexes. Pure copper oxide (CuO) and pure nickel (Nio) in powder form, and ranging in average size from 12 to 25 micrometers, were found to precipitate from copper and nickel loaded Kelex 100/kerosene complexes, by water heated and pressurized to between 374 and 400 °c and 2170 psig (148 atm) and 3500 psig (238 atm). The precipitation is suggested to result from hydrolysis of the metal, following exchange for the hydrogen in the phenolic hydroxyl of the Kelex 100 structure, enhanced by the conditions provided by heated and pressurized water. The reaction is believed to have the characteristics of homogeneous nucleation and heterogeneous growth. The effects of temperature, pressure, initial metal concentration and seed addition on the kinetics of the process were studied. In addition, characterization studies were performed on the reaction products. A detailed discussion of the experimental results is presented.
