This paper will discuss the strategy and processes used to determine contract packaging and contracting delivery methods for the various project elements with an emphasis on the tunnels and trenchless crossings. Prior Authority experience and the rigorous risk-based approach to develop the preferred alignments played a large role in determining the outcomes along with schedule concerns and permitting and easement acquisition.

The Tunnel of Guillermo Gaviria Echeverri, spanning 6.05 miles, will be Latin America’s longest road tunnel, is currently under construction in Colombia’s Antioquia Department with a single bidirectional tube connected to a parallel rescue tube through multiple cross-passages. The study faces challenges in implementing the prescriptive semitransversal ventilation system due to design restrictions. Different ventilation concepts are eplored to nd the most suitable system for regular operation and re scenarios. A quantitative ris assessment evaluates each alternative system and identies the longitudinal ventilation system, accompanied by ris mitigation measures, as the safest choice, since it surpasses the prescribed semitransversal ventilation concept.

The Gulf Coast Region has been the center of extensive lignite exploration and development activity in the past 10 years. Currently, 27.2 Mt (30 million st) of lignite are mined annually, the majority of which is uncovered by large walking draglines. Projections indicate that production could reach 125 Mt (138 million st) by 1990. As mining moves to deeper depths, removal of overburden becomes the decisive factor in mine planning and cost. The geology of a region plays a key role in the selection of an overburden removal system. While alternate stripping methods must be analyzed to determine the most economical and operationally sound method, so far bucketwheel excavator systems seem to be the best method for removing large volumes of soft, unconsolidated material that is found at projected mining depths in the Gulf Coast region. Geology of Gulf Coast Lignites Extent Distribution of the principal tertiary lignite-bearing deposits in the Gulf Coast Lignite province extend from the Texas-Mexico border to the Alabama-Georgia state line (Fig. 1). The lignite-bearing strata includes portions of eight states: Texas, Louisiana, Arkansas, Missouri, Kentucky, Tennessee, Mississippi, and Alabama. Lignites occur primarily in the Wilcox, Claiborne, and Jackson groups in the Gulf Coast. The uppermost strata of the Midway group in Mississippi and Alabama also contain significant lignite resources. Reserves Commercial lignite seams in the Gulf Coast Lignite province range from 0.6-3 m (2-10 ft) in thickness. The estimated lignite resources throughout the Gulf Coast in seams greater than 0.9 m (3 ft) in thickness and up to 61 m (200 ft) in depth currently are estimated at 32 Gt (35 billion st). Table 1 shows these resources by state. Quality Lignite quality can vary within individual mining areas and seams. However, trends in quality occur because of the depositional environment, age, and west-to-east geographical location. Better quality lignites occur in the Wilcox group in Texas and Louisiana. Poorer quality lignites occur in the northern regions of the Wilcox group and those of the geologically younger Claiborne and Jackson groups. Environmental Conditions Gulf Coast province environmental conditions are ideal for successful mine reclamation. The lignite occurs in flat to moderately rolling terrain, a topography easily reproduced from the spoil dumps or spoil rows developed during the mining operation. High to moderate rainfall facilitates rapid revegetation. Evidence from current mine reclamation programs and ongoing test plot studies indicate that mined lands can be reclaimed to reach premining productivities. Sometimes productivities are even greater than that of premining conditions. Mine Development Associates, Inc. was formed in March of 1987 to provide mine engineering assistance to the mineral industry. To be competitive with other firms, Mine Development must be able to provide quick and accurate ore reserves and mine plans for clients. Commercially available mining software was necessary for Mine Development to assist the client. This paper describes how Mine Development chose mining software, the time involved in getting up to speed, and several case histories of how the software is used. The case histories discussed include: * 3,000,000 ton gold deposit in Nevada. * 5,000,000 ton gold deposit in South Dakota. * 1,000,000 ton gold deposit in Australia. * +100,000,000 ton gold deposit in Nevada. * 25,000,000 ton carbonate deposit in California.

The tremendous growth in grinding mill size and horsepower during the '70s demanded advancements in gear cutting technology and equipment for the '80s. Computers are used as an aid in the design and selection of the mill drive system; sophisticated computer graphics are used to create manufacturing drawings; and a new generation of gear cutting machines are used to manufacture the gears. These new gear cutters can generate-cut gears over 40' (12.2 m) in diameter at an AGMA quality level exceeding the currenty acceptable standards. The precision of the resulting gear assures maximum tooth contact, which will result in longer gear set life.

Cu isotope fractionation in low-temperature aqueous environments has been well documented. Here Cu fractionation was applied to two distinct, yet related, mining problems. First, an exploration geology application, where copper isotope fractionation was measured in oxidized leach caps, chalcocite enrichment blankets and hypogene mineralization in three porphyry copper deposits located in the southwestern U.S. Cu isotope patterns exist in a vertical distribution within the mines, coupled with distinct relationships with the Cu grade. Second, a hydrometallurgical application, where copper isotope fractionation was measured in leach fluids, feed and residues from a quick leach test (QLT) on Cañariaco, Peru ores. The results indicate the relative proportions of the minerals providing Cu during leaching. Interpretations of the QLT test measurements indicate covellite is the dominant ore mineral providing Cu during leaching. Both applications clearly demonstrate the use of the Cu isotope technique to understand low-temperature aqueous processes involving copper.

As part of the Bureau of Mines research on the In-Situ Uranium Leaching, various geophysical resistivity measuring techniques were -evaluated to identify a rapid reliable method for detecting the underground migration of lixiviant outside of the planned limits. Surface and downhole galvanic resistivity and controlled source audio-magnetotelluric (AMT) methods were tested at an in-situ uranium mine in Northern Wyoming during start-up of a new mining area. Downhole galvanic and AMT were the most promising techniques.

Improved metals and other commodity prices have caused the mining industry to open new mines, re-evaluate development opportunities at potential mines and increase production at existing ones. This sense of renewed optimism is being seen at operations and development projects around the world. Except in the United States. The regulatory structure there has not allowed the domestic industry to share much in mining’s resurgence. It can still take up to 10 years to permit a new mine. And, while Clinton-era regulations regarding mill sites have been put on hold, existing mines that wish to expand operations still face significant regulatory and environmental hurdles. But things may begin to improve in the United States.

The Stillwater District is located in south central Montana approximately 75 miles southwest of Billings, the state's largest city. It lies along the northeast front of the Beartooth Mountains and is within the boundaries of the Custer and Gelatin National Forests. The district contains some of the nation's most spectacular mountain scenery. Montana's highest peaks, including 12,799 foot Granite Peak, rise a few miles south of the area. Much of the district is located on a gently undulating plateau which averages 8500 ft. above sea level, broken by hills up to 10,000 feet and slashed by glacially carved canyons, some of which are more than 3,000 feet deep.(Fig. 1) Immediately to the north and east, the land falls away to the Great Plains, stretching unbroken to the Mississippi River. Two major tributaries of the Yellowstone River, the Stillwater and Boulder Rivers, traverse the area and several large streams originate in the district itself. Access to the high mountain country and the adjoining Beartooth Primitive Area is restricted to a few horse and jeep trails continuing from the terminus of improved roads in the bottom of the Stillwater and Boulder Valleys. Hunters, fishermen and cabin owners make intensive use of the area along its improved transportation routes, but hikers seldom venture more than three miles beyond the end of the roads. People from the Billings area are the most frequent visitors.

Experimental studies of the axial distribution of particles along dry ball mills are described. The results, for mills ranging in diameter from about 10 cm to 1 meter and operated in both the batch and continuous modes, indicate a consistent pattern of significant migration of particles away from the ends of the mill. In some, but less frequent, cases axial migration of the grinding media is also observed. Analysis of the data suggests that particle migration results from end-effects which extend for a distance of about one mill diameter along its length. End-wall roughness appears to play a significant role in the particle migration phenomenon. Media migration is generally associated with continuous mills operating at relatively high powder flow rates.

Two process enhancements for the biological oxidative pretreatment of sulfidic gold ore for subsequent treatment with cyanide are discussed. These are the use of a high areal density ring and pin packing (BioBalls™) as substrate, and the use of a novel biological ferric generator. The BioBall™ packing when coated with concentrates for heap leach processing offers higher areal densities, while leaving more open volume for fluid flow than more commonly used substrates such as aggregate. An oxidation rate study was performed on crushed auriferous arsenopyrite whole ore to demonstrate the benefits of using the packing. The auriferous arsenopyrite grading 2.9% Fe and .212 OPT gold was 50 percent oxidized in 24 days. The biological ferric generator is a passive air-side trickle bed reactor that efficiently converts ferrous to ferric in a process stream. Conversion rates of .8g/L h ferrous to ferric are routinely obtained. Although the biologically generated ferric solutions have not yet been tested on gold ores or concentrates, prior work has demonstrated that the high ferric solutions which will result in rapid oxidation of sulfidic gold ores or concentrates.

In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified. The functions that have been maintained and transferred to other agencies are: ? Portions of USBM's Mineral Information and Analysis program formerly conducted in Washington, DC and Denver, CO were assigned to the US Geological Survey (USGS). ? The Mineral Land Assessment program in Alaska (Anchorage and Juneau) was transferred to the US Bureau of Land Management (BLM). ? The Health and Safety Research program in Pittsburgh, PA and Spokane, WA was reassigned on an interim basis to the US Department of Energy (DOE). In fiscal year 1997, it was permanently assigned to the National Institute for Occupational Safety and Health (NIOSH). NIOSH is part of the Centers for Disease Control and Prevention within the US Department of Health and Human Services. ? Environmental Research at Pittsburgh, PA was assigned to DOE. ? Materials Research at Albany, OR was assigned to DOE. ? The helium program was assigned to BLM, where it will be managed pending privatization. ? Coal and noncoal mine maps were transferred to the Office of Surface Mining Reclamation and Enforcement (OSMRE). The following locations were closed: ? Research centers in Denver, CO; Minneapolis, MN; Reno, NV; Rolla, MO; Salt Lake City, UT and Tuscaloosa, AL. ? Field operations centers in Denver, CO and Spokane, WA. ? Washington, DC headquarters office. To provide a concise picture of all of the affected functions, the following is a synopsis of the USBM program functions and facilities immediately before the closure. There were two principal programs: information and analysis, and research.

Computers are becoming increasingly valuable tools in the mining industry as a greater variety of appropriate hardware and software becomes available, combined with greater acceptance by management, Within a given time period an engineering staff can evaluate or design a project to much greater detail and higher accuracy by utilizing computers once suitable programs have been developed. We are all aware that throughout the world the decreasing grade of minerals coupled with increasing waste to ore ratios necessitate larger capacity, longer term mining operations and attendant higher capital costs. Computers can be of assistance in all stages of mineral exploitation, from geologic exploration through mine feasibility studies and design, to marketing and transportation. Because of the high speed with which data can be digested and manipulated by computers, preliminary information from any stage of investigation can be analyzed to assist in further guidance of that stage. By use of preliminary mine feasibility studies, financial forecasts and sensitivity analysis, even information from a far-removed phase such as marine transportation of the product, can help guide the exploration phase to a realistic target.

The problem with best practices occurs when they do not work. This happens when the seldom-stated assumptions underlying the practice are not met. This paper provides some examples for the mining industry: (1) when core splitting is inappropriate, (2) when the use of fire assays for placer samples is inappropriate, and (3) when high-grading may be acceptable. Geologic conclusions are, in the final analysis, expressions of judgment predicated upon knowledge and experience. A geologic conclusion, however, purports to be more than an arbitrary determination—it is reached as a consequence of method. No specific method is required, but the method used must be an orthodox method, in accordance with orthodox definition of terms, and the one best adapted to the dealing with the questions asked about the property in question. Whether the so-called “best practice” is really applicable to the job at hand must be decided on the basis of professional scientific judgment. When one decides to deviate from a published “best practice” for sound scientific reasons, describe in detail in the report what the so-called “best practice” is, why it was inappropriate for the project, and why the method used was better. If one becomes aware that a “best practice” is being proposed, actively urge those proposing it to include in its description the underlying assumptions that must be met in order for the “best practice” to be valid.

This work describes the design, analysis, and comparison of discrete simulation and static spreadsheet models developed to compare the oreflow efficiency of two conveyor-based material handling systems; one approach with a conveyor stream in series and one with parallel conveyor streams. Analysis and comparison indicated that daily rates were significantly affected by random conveyor failures in both designs. The compound effect of random failures limited the effectiveness of long belt assemblies in series, while the parallel conveyor stream design partially alleviated this constraint. The static spreadsheet model predicted a lower average daily oreflow rate for the series conveyor stream design and a higher average daily oreflow rate for the design with parallel conveyor streams when compared to the discrete simulation results. These discrepancies were the product of model sensitivity to operational factors incorporated in the system and provided the opportunity to further use the discrete simulation models for trade-off comparisons and sensitivity breakdowns of mine operating practices and material handling system efficiencies in both the series and parallel belt stream designs

Current federal and State coal assessments estimate resources in the ground, resources available for mining, and economically recoverable resources. None of these assessments predict the amount of coal that may be produced from an assessed area in the near future (~20 years). Predictive assessments of coal production would be based on an understanding of the regional coal geology (coal systems), potential demand, and knowledge of the mining history of the region. "The continuous mining machine is a key piece of equipment used in underground coal mining operations. Over the past several decades these machines have been involved in a number of mine worker fatalities. Proximity detection systems have been developed to avert hazards associated with operating continuous mining machines. Incorporating intelligent design into proximity detection systems allows workers greater freedom to position themselves to see visual cues or avoid other hazards such as haulage equipment or unsupported roof or ribs. However, intelligent systems must be as safe as conventional proximity detection systems. An evaluation of the 39 fatal accidents for which the Mine Safety and Health Administration has published fatality investigation reports was conducted to determine whether the accident may have been prevented by conventional or intelligent proximity. Multiple zone configurations for the intelligent systems were studied to determine how system performance might be affected by the zone configuration. Researchers found that 32 of the 39 fatalities (82%) may have been prevented by both conventional and intelligent proximity systems. These results indicate that, by properly configuring the zones of an intelligent proximity detection system, equivalent protection to a conventional system is possible. INTRODUCTION Underground coal miners are exposed to a variety of hazards on a daily basis. Among coal and rock dust exposure, high noise levels, roof and rib falls, and the potential for fires and explosions, operating and working with heavy machinery poses a significant risk to miner safety. One of the most hazardous jobs is operating or working nearby a continuous mining machine (CMM). According to Mine Safety and Health Administration (MSHA) statistics, 39 miners have been fatally struck or pinned by a CMM since 1984. In an effort to prevent future striking and pinning fatalities from occurring, proximity detection systems have been developed and are now required on all operating CMMs in underground coal mines with the exception of full-face CMMs [1]. Commercially available proximity detection (cPD) systems are based on the principle of magnetic flux density (B-field). Typically, four magnetic field generators are positioned on a CMM, and personal alarm devices (PADs) are worn by the miners that detect magnetic flux density difference. As a miner wearing a PAD gets closer to the machine, the flux density increases. Zones can be constructed around the machine so that an alarm will trigger on the PAD based on the flux density."

Geologically simple deposits can be modeled quickly and easily with inexpensive gridding and mapping software. Hundreds of mines around the world use RockWorks99 and Surfer 7 for generating contour maps, producing log plots and cross sections, and performing other useful geological calculations. These programs are used by many mining operations as their only modeling and graphical software or they are used in conjunction with larger systems. The investment in learning time is low and the programs produce reasonable quality results with standard computing equipment. RockWorks99 and Surfer 7 provide a good level of capability while maintaining high quality technical integrity. Both programs are used for many applications in mining, oil and gas, environmental and other fields that require analysis of spatial data.

This paper introduces the Rock Mass Median (RMM) index, a statistical measure of the mechanical quality of a rock mass thus is obtained through a mechanistic interpretation of the Poisson stochastic process. This process is the theoretical foundation of the Exponential Model, a probability distribution successfully used in practice to describe the spacing of discontinuities in rocks. Building on the Exponential Model, a simple method to compute RMM based on a widely accepted mechanical quality index is also presented. Verification is per formed through the analysis of two sets of core samples. Hypothesis testing at the 5% level of significance supports the validity of RMM for these samples.

There is a credible, cogent, and responsible argument that mining can be part of a sustainable future in countries with freely elected governments, transparent and enforceable laws, a closure plan with an adequate bond, and a small handful of other measures. This perspective, built largely upon the understanding of mining as a temporary use of the land, is coupled with a growing understanding of economic diversification as a tool to level out the ‘bust’ side of the boom and bust cycle. There are verifiable signs of progress that the sector has, at least in some venues, begun to embrace this view of ‘sustainability’ both in philosophy and practice. While laudable, there remains a conundrum not yet fully explored. It is conceivable that companies can fulfill all legal requirements, practice corporate responsibility in its broadest and most liberal interpretation, and yet leave behind, after the gates are closed and the lights turned off, a situation which is not only unsustainable, but far worse off than before mining started. Having observed this outcome, repeatedly, some critics have concluded that all mining should be stopped. Others recommend that it be vastly curtailed until regulatory regimes are re-vamped, communities fully empowered, and companies brought to heel. Yet others, including many within the industry, are looking to hold back this dark prospect with peer pressure, branding and competition for good will. In this paper, I propose to focus on this discontinuity, that gap wherein the chain of logic breaks and reasonable policies, reason-able choices, reasonable actions, may fail to deliver expected results. I suggest that any meaningful definition of post-closure sustainability must include the concept of human welfare, and increasingly, human security, over and above meeting the requirements of law, beyond retaining shareholder value and reputation, beyond discussions of subsequent land use and diversified employment. I suggest that self-determination, that ability of a people to hold for themselves the vision of their own future, and to have a sense of their power to implement it, may be both the most difficult and the single most important determinant of long-term sustainability in a community. The particulars will vary; a Canadian junior or an Australian multinational, a highly regulated state in the American west or a ‘failing state’ in Africa’s west, gold or sand and gravel. But the recommendation is the same: this must be a collective endeavor, a shared responsibility involving some combination of government, companies, communities, local and international NGOs (non-governmental organizations), each contributing in the ways most able.
