In June 2005 the Minerals Council of Australia signed a Memorandum of Understanding (MoU) with the Australian Government which states an intention ?for mining companies and government to work together with Indigenous people to build sustainable, prosperous communities in which individuals can create and take up social, employment and business opportunities in mining regions?. Implementation of the MoU has begun with demonstration sites established across Australia. All sites are using a Regional Partnership Agreement (RPA) model as a framework for enabling local people to find local solutions to local issues in partnership with mining companies, governments and Indigenous communities. Mining and resources companies can provide important input into regional economic development and capacity building by working through local partnerships. Company benefits include gaining a social licence to operate, access to a reliable skilled workforce, better longterm relationships with Indigenous communities and sustainable regional communities. All levels of government, Australian, State and Local, are working collaboratively to address unemployment and other issues in remote Indigenous communities. The Australian Government has adopted RPAs as one mechanism for implementing its whole-of-government approach to Indigenous affairs. This leading edge work is unique to Australia and the model has applications and significant learning for other countries and industries.

The depressing effects of different inorganic chemicals on the flotation of pyrite have been investigated in this study. The results of the flotation tests indicate that pyrite can be depressed by oxidizing as well as reducing agents under controlled conditions of pH and reagent dosage. Oxidizing reagents such as potassium chromate and potassium dichromate were found to cause complete depression of pyrite in the acidic pH range. These effects are similar to those obtained in the pyrite-cyanide system. A less stable oxidant, potassium permanganate, inhibited the flotation of pyrite at a concentration as low as 0.1 mol/L at all pH values, Addition of reducing chemicals such as ferrous chloride or manganous sulphate to the flotation of pyrite were found to produce depressing effects depending on the additive concentration and pH of the solution.

Long tunnels with only one access shaft pose many program problems for logistics, combine these with the requirement to drive directly out under the seabed for 10.2 km, and the program issues become even more challenging. The Musaimeer outfall tunnel was one such tunnel and to meet and eventually improve on the planned completion date required a complex and extensive management of all tunnel logistics required to support consistent tunneling for a two-year period. This technical paper will discuss the management issues and solutions implemented to meet the challenges of the Outfall tunnel construction.

INTRODUCTION TO COAL MINE PRACTICES To illustrate the trends and the proportions of the various methods used to mine coal underground, Fig. 1 is useful. However, of all the underground coal mining practices in the US, room-and-pillar mining still accounts for 96.5%. This percentage is divided as follows: conventional, machine cut-33.0%; conventional, hand cut -1.7% : and continuous mining-61 .8%. As was stated in Sec. 1, Chap. 7, the term "development" means different things to a coal miner and a metal miner. Though some of the ideas and concepts presented in the first two chapters of this section are valid for all types of mines, they apply particularly to mines using noncoal methods. In coal mines (and many other mines using coal mining systems) development refers to that phase of the mining cycle which advances several entries through the virgin seam, forming pillars by cross- cutting between the parallel entries. Because in the past, coal seams (as well as seams of potash, trona, oil shales, gilsonite, salt, and some uranium) have been much more uniform in their thickness, continuity, and quality, and because they often cover large areas, it has been possible to develop the room-and-pillar mine completely from a preplanned, systematic approach with a minimum of surface drilling information. As the better coal seams of the midwest and east are being depleted (or eliminated because of high sulfur), seams of poor quality and continuity will have to be mined. Also, seams that are not nearly so well known at greater depth will have to be taken as well as some of the steeply pitching and folded seams of the west. The American coal miner is only now feeling the need to do a much more complete job of prospecting the geology of the coal seams than he has ever done before. This is the only way that the risk of unknown rock conditions can be minimized. In many ways, surprises in the rock or coal seams are much more of a disaster to the coal miner developing a room-and- pillar mine than to his metal mining counterpart. Be- cause of the multiple entries, the complex set of the Federal Coal Mine Health and Safety regulations, and the totally dedicated design of coal mining equipment, coal mining systems do not have the flexibility to easily overcome changes in the seams mined or the rocks around them. Thus, if a wide parting of rock shows up unexpectedly in the middle of a coal seam entry being milled away by a continuous miner, it will either have to slowly "chew" through it, convert to a conventional mining system, or stop that particular entry. Likewise, if suddenly the coal disappears completely and in its place are the remains of an old creek bed, the "want" or "wash out" as it's called will usually have to be mined right along with the coal, by the same methods and with the same soft rock equipment, or the entry will have to be abandoned. For reasons such as these, coal seams today should be drilled from the surface just as thoroughly as the ore bodies in metal mines. Having once determined a more precise location of where the coal seams are located and which are suitable for mining, the engineer must still take a systematic approach to planning the mine as completely as possible. The initial series of entries must be planned to be driven either from the side hill portal or from the bottom of the shaft or slope. In either case, they should usually intersect the area close to the midpoint of the mass to be mined.

With the increasing demand for minerals and the decline in the quality of ore reserves, technologies to maximize recovery are critical to a mine?s economic success. Many mining waters exhibit the potential to form hardness-based inorganic scales, which inhibit effective mineral recovery. Often, a continuously-fed chemical deposit control program is implemented by the mine site to inhibit these scales. The use of retractable scale coupons is the current industry standard for monitoring these programs; however, a key drawback to their use is the limited, and sometimes untimely amount of information they provide. A proprietary fouling analyzer has been developed that can be used to continuously monitor the formation of inorganic scales in mining process streams. Consequently, it can be used to continually, and more effectively, communicate the efficacy of an antiscalant program, thereby providing the ability to compare different scale control programs and to optimize their feedrates. Case studies presented validate the applicability of this technology to help optimize mineral recovery.

GENERAL DESCRIPTION At the Star mine, Hecla Mining Co., located in Burke, Shoshone County, ID, the mining method is horizontal slicing (timbered or untimbered) cut-and-fill using hydraulic sand backfill. Back stoping as well as breast stoping is used; see Fig. 1. The annual produc¬tion from all cut-and-fill mining is 259 816 t (286,400 st). The average depth ranges from 366 to 2408 m (1200 to 7900 ft). A majority of the tonnage comes from an average depth of 2240 m (7350 ft). Average travel time to the stope is 1 hr. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size and Ground Conditions The ore body is 610 to 1219 m (2000 to 4000 ft) along the strike and 2408 m (7900 ft) on the dip, with an average vein width of 2.6 m (8.5 ft). The dip is essentially vertical. The ore body is heavily sheared and broken on the main fault structures; it is more competent on the wall veins but everywhere subject to rock bursting at depth. The hanging and footwalls are strongly fractured on the main fault structures, again more competent but still fractured on the wall veins. All host rock is Revett quartzite. Value and Production Requirements The ore value is $56 per ton. Production require¬ments are 1089 t/ d (1200 stpd), five days per week. Why Cut-and-Fill? The slusher extraction method is the most satisfac¬tory and practical for narrow vertical veins with sheared walls. The method must be quite selective to be com¬mercial. The veins are too narrow for rubber-tired ex¬traction and the grade is not high enough to make resuing practical. DETAILED DESCRIPTION Development Access to the main shaft is by the 3.2-km (2-mile) main haulage tunnel. The level intervals in the vertical timbered shafts are 61 m (200 ft). Vein development is by crosscut and laterals located 30.5 m (100 ft) into the vein wall. Vein crosscuts are on ±61 m (200 ft) centers. Access to the vein is by raises carried up with the stope. The raises are equipped with four wood¬cribbed chutes (two orepasses reinforced with angle irons, one manway, and one timber slide, Figs. 2-6). The initial cut is located 6.7 m (22 ft) above the main level (Fig. 1). Stoping Cycle Detail Sampling: Grab samples are taken from the mine cars. Channel sampling of the faces and backs is done when necessary. Drilling: For stope drilling, Ingersoll-Rand 300M percussion drills are used, with Ingersoll-Rand 300M and Gardner-Denver RB83M stopers, used for back stoping. Breasting down is done with Gardner-Denver S83FM jacklegs. The back stoping rounds are 0.9 to 1.8 m (3 to 6 ft) and the breast stoping rounds 1.5 to 3m (5 to 10 ft). Blasting: For stope blasting DuPont Tovex 100 watergel with fuses and igniter cord is used primarily. Approximately 60% of the blasting is done with am¬monium nitrate-fuel oil (ANFO). For development headings and shaft sinking, DuPont Drivex watergel with Ensign Bickford Nonel Primadet primers is is used. Mucking: Broken ore is removed entirely by slusher in the stopes. These are mostly 3.7-7.5-kW (5-10-hp) Ingersoll-Rand air-powered or 7.5-37.3-kW (10-50-hp) Ingersoll-Rand electric-powered. In the horizontal de¬velopment headings Eimco 12B and 21 and Atlas Copco LM-56 overshot mucking machines and a 0.76 (1 cu yd) hydroelectric Wagner HST-1 LHD (load-haul-dump) unit are used. Rockway for Extraction: The cribbed chutes (Fig. 7) are nearly vertical and hexagonal in shape and are made of spaced 152 x 203-mm (6 x 8-in.) timber, reinforced with varying weights and sizes of angle iron, depending on wear requirements. Rectangular cribbed chutes are used where ground pressure is not a problem. Cribbing is added in 2.4 or 3-m (8 or 10-ft) extensions accord¬ing to the floor height (whether timbered or untimbered). See Figs. 8 and 9. Backfilling: Backfilling is done with hydraulic sand consisting of classified mill tailings at 65% solids. The fill contains approximately 20% 325-mesh fines. The tailings are pumped 3353 m (11,000 ft) at 50-55% solids 22.7 dry t/h (25 dry stph) with a duplex piston pump. Cycloning increases the tailings density to 65% solids. In 1956 the Legislature of the Commonwealth of Pennsylvania created a "Coal Research Board" in the Department of Mines and Mineral Industries. Over the years through amendments to the original legislation, the scope of authority for research has been expanded from the narrow area of improving and increasing the utilization of coal to covering all aspects of coal technology and any other area of interest which would be of value to the coal industry. In January of 1964, the Board commenced a vigorous program using appropriated funds and funds donated by the coal industry to finance a research program devoted to seeking solutions to the mine drainage problem. A review of published literature on the treatment of mine drainage indicated that much work done up to that point in time concerned only the mechanism of mine drainage formation and theoretical chemistry. Very few applied, developmental, or engineering studies had been devoted to finding practical solutions to the problem of polluted waters being discharged from active or abandoned mines. Projects were therefore undertaken on a wide variety of more utilitarian approaches. This paper will discuss briefly some of the pollution abatement approaches which have been funded by the Coal Research Board of this State, and will describe in some detail a multistage flash evaporator treatment plant now under construction.

Chemical mining may be defined as the in-place extraction of metal values from ores located within the confines of a mine (that is, broken or fractured ore, stope fill, caved material, or ores in permeable zones) or ores located in dumps, prepared ore heaps, or tailing ponds. The term solution mining has, in general, been used to mean the in-place dissolution of water-soluble mineral salts with leach solutions. Chemical mining is presently in its embryonic stage. Basic research needs to be done to understand the influence of physical and chemical factors in chemical mining, and applied research needs to be done on both a small and a large scale to develop practical techniques of field practice. The areas of research include the following: (1) Leaching chemistry, the influence of physical, chemical, and biological factors in in-place leaching (2) Hydrodynamics of chemical mining systems (3) The development of new, as well as old, leaching agents for use under chemical mining leach conditions (4) The development of new means of contacting fine and coarse materials (with solutions) under static leach conditions (5) The development of new processes for generating and regenerating chemical mining leach solutions (6) The development of metal recovery processes

The history and development of the FMC Coke process has been reported in numerous presentations over the past 10 years (1, 2, 3, 4, 5, 6) but a short review is desirable, especially regarding the aspects that are influenced by the coal to be used. F'MC has been developing this process in pilot facilities since 1956 and in a modest sized plant in Kemmerer, Wyoming since 1960 (Figure I). This plant produces strong uniformly sized coke briquettes from a completely non-coking coal, namely Elkol, a sub-bituminous coal of the Adaville seam. Since operating commercially, over 300,000 tons have been produced, 90% of which has been used in electric phosphorus furnaces and some 10% of which went for trials in iron blast furnaces. We believe that this commercial use of non-coking coals is a unique experience in the history of coke manufacture.

Surface mining refers to the process of removing the material (over- burden) overlying a coal seam and exposing the coal so that it can be loaded out and conveyed by trucks or other methods to the preparation plant or other facility. Surface mining has not always been important in the coal industry. In the early 1900s, almost all of the coal mined in the United States was mined by underground methods. In 1900, about 192 Mt (212 million st) of bituminous coal were mined and less than 1% was mined by surface methods. The development and use of larger equipment has allowed surface mining to gain prominence throughout the years. Table 1 shows the total production of coal by mining method in the United States for ten-year periods since 1920 and indicates the growth of surface-mined coal production. Surface mining will undoubtedly continue to account for a large percentage of the coal production in the US for many years because: 1) The capacity of surface mining excavators has continued to increase. Today, mining companies are using shovels (see Fig. 1) which are able to move up to 137.6 m3 (180 cu yd) in each bite and draglines (see Fig. 2) which move up to 168.2 m3 (220 cu yd) in each bucketful. 2) Increasing tonnage from the thick western coal seams is being produced by surface mining methods. 3) Surface mining has normally had lower costs and a better safety record than underground mining; 4) Surface mining normally recovers a- much higher percentage of the coal reserve than can be recovered by underground mining. 5) Some coal measures can best be extracted by surface mining [ ] methods because of geologic reasons such as the nature of the roof or bottom, thickness of the seam, multiple bedding, etc.

Despite significant safety improvements, the mining industry remains one of the most hazardous occupations globally and the evacuation of Miners, when an uncontrollable incident occurs in the mine, is the best bet to saving lives. However, Human factors/behaviors during an emergency are likely to influence the evacuation performance. Other industries have made a significant effort to determine these human factors that can impede evacuation performance, however, the current state-of-the-art in mine evacuation or self-rescue is that the evacuation route is predetermined, and a static sign is used to direct miners to the predetermined safe location. This method is limited in representing actual conditions that arise in a real emergency, neglecting the different behaviors displayed by humans. As optimization of the evacuation of a mine plays a fundamental role in emergencies and modeling evacuation behavior and movement of miners is a complex task, this research utilized Agent-Based simulations to simulate the evacuation behavior and performance. It was observed that people with the smart evacuation device made fewer mistakes and arrived at the safe place in less time compared to those have no access to the device. The Mathematical model used in optimizing the shortest path to a safe place is also explained in this paper.

The effects of eight independent variables on froth flotation product yield, ash content, and coal recovery were studied using laboratory batch flotation of 0.6 am x 0 coal. The eight flotation variables investigated were air feed rate, pre-dispersion of collector oil, impeller speed, product collection time, initial solids concentration, collector conditioning time, frother (methyl isobutyl carbinol) concentration, and collector (No. 2 fuel oil) dosage. The two-level Plackett-Burman screening design and the three-level Box-Behnken design were used. Within the ranges studied, air feed rate had no effect on product yield. Pre-dispersion of collector oil, impeller speed, product collection time, initial solids concentration, and collector conditioning time showed only minor effects on the product yield and quality. Frother concentration (mg/L) in the process water and collector oil dosage (g/kg) were shown to be the dominant independent variables in coal froth flotation. Flotation experiments that vary initial solids concentration at constant frother dosage (g/kg) confound the effects of frother concentration (mg/L) and solids concentration. The dominating effects of frother concentration and oil dosage on coal recovery and froth product ash content are illustrated with three-dimensional plots. The relationship between froth product ash and coal recovery is also clearly illustrated by the flotation data.

For gold mines, orebody uncertainty is one of the leading causes of differences between planned and actual production. Geostatistical conditional simulations create multiple equally probable orebody block model realizations which are conditional to the current drilling information and demonstrate the sampled grade distributions and spatial statistics. These simulated block models are key inputs for a stochastic evaluation to show the likely range of grades and cash flows to be delivered by a mine plan. The stochastic evaluation outputs can be used to compare different mine plans in terms of expected values and risks to planned grades, production, costs, Net Present Value (NPV) and other plan metrics. For the McLaughlin gold mine, risk profiles are demonstrated to show how different mine, cut-off and stockpile strategies can reduce risk and improve expected value. The strategies considered were effective in improving expected NPV and reducing or eliminating tonnage uncertainty, but the strategies had little impact on reducing the uncertainty of NPV’s or mill grades. The stochastic evaluation process is also used to compare the risk impact of orebody uncertainty against the risk of not achieving planned mining tonnages or vertical advance rates. Risks for plans created with and without stochastic mine plan optimization are also compared.

Since Reserve Mining Co. began commercial operations at Silver Bay, MN, some 25 years ago, major improvements in taconite processing technology have become available. In addition, significant new government standards have been imposed on industrial operations. By implementing a $370-million modernization program, Reserve was able to accomplish two major company objectives: the quality of concentrates produced from the Peter Mitchell mine has improved, and the operation meets both present and foreseeable environmental standards. Process modifications at Reserve were designed to: •Reduce the pellet silica content from 9% to 5%; •Increase the pellet iron content from 62.5% to 65.8%; •Implement a tailings disposal system utilizing "best available technology" water quality controls; and •Reduce air emissions by installing "best available technology" air emission controls. By adding dry cobbing, fine screening, and flotation to the concentrating process, pellet silica content has been reduced; the process reclaims and reuses all process waters; all tailings are stored in a zero discharge tailings basin; and all air emission standards are being met. Initial Beneficiation at Silver Bay Reserve's Peter Mitchell mine at Babbitt, MN, is on the eastern end of the Biwabik iron formation. The open-pit mine is approximately 16 km long, 0.8 km wide, and presently has a maximum depth of about 50 m. Principal constituents of the ore body are magnetite, quartz, and iron-magnesium silicates. The company's large commercial plant began operating at Silver Bay, 75 rail km from the mine, in 1955. Facilities have historically had the capacity to process 31.5 Mt/a of taconite, containing an average 24% magnetic iron, into 11 Mt/a of iron ore pellets. Reserve's initial beneficiation process-which existed up to early 1979-consisted of two crushing stages at the Babbitt mine site, two additional crushing and screening stages at Silver Bay, grinding in a conventional rod-ball¬regrind mill circuit, size classification with cyclones, and concentration with magnetic and hydraulic separators. Concentrate produced by that circuit assayed 65% iron and 8.5% silica, with a screen analysis of 94% -44 µm, and a surface area of 9300 cm2/cm3. Pellets produced from this concentrate assayed 62.5% iron and 9% silica (dry basis). Construction began in 1977 to modify Reserve's operation. Process modifications were designed from pilot scale operations that had been operated and researched by Reserve for more than 10 years. There were two design restraints imposed on the process: economic constraints that Reserve continue to use much of the existing processes and structures in the new operation; and a substantial number of government-imposed permit constraints. In effect, the tailings process was designed first and then a concentrating process was developed that would "fit" the tailings disposal system. Operation of the modified process began in June 1980. Crushing Remains Unchanged No changes in process flow were made at either the Babbitt mine and crushing plant or at the Silver Bay fine crusher. Gyratory crushers reduce run-of-mine taconite to -90 mm-diam at the mine. Taconite is then transported to Silver Bay by intra-plant railroad. There are 10 fine crushing lines. Each consists of a double deck screen, followed by a heavy duty short head crusher, a second double deck screen, and second short head crusher. All screen undersize material bypasses the crushing lines, resulting in an open circuit crushing process. Fine crusher product is approximately 98% - 20 mm, 80% -12 mm, and 50% -10 mm in diameter. Each fine crusher line processes about 400 t/h of crude taconite. Cobbing Provides Aggregate for Tailings Dams The first major process change was the addition of dry cobbing, a dry magnetic separation step between the fine crusher and concentrator. Dry cobbing serves two major purposes in the new process. Its principal function is to provide large volumes of dry coarse aggregate for use in construction of tailings dams. This process rejects about 20% of the fine crusher product as tailings with a size analysis of 98% -20 mm and 50% - 10 mm. These tailings are free draining and have high frictional shear strengths-two key requirements for dam building aggregates. Fine crusher product is conveyed to a new dry cobbing building. Here crushed ore is discharged into one of two 30-minute capacity surge bins. Crushed ore is withdrawn by 12 constant speed conveyor belts; each discharges 500 t of crushed taconite into a dry cobbing machine. Each machine consists of a 3-m-long riffle splitter and two vari-

About 65% of the U.S. coal production (835 n tons was surface mined. A similar proportion of the Illinois basin's production (112 m tons) is also surface mined. The state of Illinois is the third largest producer of surface mined coal in the United States, after Wyoming and Kentucky. The Illinois coal basin encompasses Illinois, southwestern Indiana, and western Kentucky, as shown in Figure 1 (dotted lines). The estimated surface mineable coal resources in the basin amount to about 27 billion tons, and about 69 m. tons of coal is surface mined annually (Tab1e I).

Dressed in black tie and Victorian attire, some 200 people came to Leadville, CO, for a September weekend featuring a National Mining Hall of Fame and Museum (NMHF&M) induction banquet and a scenic mountain train trip to Fremont Pass and the Climax Mine. The 18th annual induction banquet on Sept. 17 began with cocktails and a open house. It was a chance for visitors to tour the National Mining Museum including the new Hennebach Wing, opened in February. The new wing is named in honor of Ralph Hennebach, retired chairman of Asarco. Formerly Leadville Junior High School, the Hennebach Wing encompasses more than1,440 m2 (15,500 sq ft) of floor space in two stories. One prominent feature is a 1923 Wills Sainte Claire touring sedan. Climax Molybdenum donated this first all-molybdenum steel motorcar. Docents were available throughout the museum to give banquet attendees directions and answer questions.

The paper discusses the legislative and practical approach adopted to problems of management of environment in relation to coal mining in a very sensitive area of the south coast of New South Wales. The environmental problems are complicated in this area due to multiple and very often conflicting land usages. The environmental approach in relation to water quality maintenance, noise control and air quality is discussed and methods adopted meet stringent requirements. Requirements of New South Wales Regulations on Environmental Impact Statements (EIS) are described.

Carbonaceous gold ores are ubiquitous to virtually all of the Carlin-type gold deposits along the Carlin gold belt in north central Nevada, representing the unoxidized "zones" of presumably extinct thermal spring systems of mostly Tertiary age. A period of subtropical weathering resulted in deep sub-lateritic zones in most deposits to several hundred feet below surface. Carbonaceous ores below this supergene profile of weathering have been investigated by various methods, including petrographic study, standard geochemical and organic carbon analyses, carbon and hydrogen isotopic ratios, electron-spin resonance spectra, infrared spectra, and DTA techniques. Results have been integrated with recent findings by other investigators utilizing fluid inclusion and thermal brine data to indicate a first phase hydrothermal solution temperatures and pressures at a minimum depth of 6 km under normal geothermal gradient. This phase resulted in the quartz-barite-calcite vein filling of the host rocks. Gold mineralization took place later at shallower depths. Primary organic material in carbonaceous ores from the Carlin and other mines appears to be a pyrobitumen residue derived from an old oil pool that had been heated by the thermal solutions, and from which the light hydrocarbon fractions were removed. Some of the bitumen was remobilized along silicified veinlets in the ore, but its role in the emplacement of the gold, itself, is not clear. The gold was localized submicroscopically in fine pyrite, mostly in framboids, and as fine metallic particles, but does not appear to be concentrated within the carbonaceous matter per se. However, reducing conditions associated with bituminous residues are believed to have been favorable for gold deposition.

The pandemic emergency is forcing transit agencies to define strategies allowing social distancing, which are more challenging in underground interchange stations in crowded downtown cores. Toronto Transit Commission’s (TTC’s) Bloor-Yonge Station Capacity Improvement Project in Toronto was approved to meet increasing demand and represents an opportunity to fight COVID-19. This paper discusses cost-effective solutions in expanding the cut-and-cover station box over the existing Toronto Subway Line 2 and connecting it through ventilation openings in the cast-iron tunnel liner. Potential uplift risks and structural damage due to minimal vertical clearance were analyzed via three-dimensional finite element analyses with advanced constitutive laws to simulate the multi-stage construction process. Based on the simulation results, a series of countermeasures, including excavation support systems, king posts, ground-consolidations, and liner reinforcements were integrated into comprehensive design options to ensure the serviceability and structural integrity of the subway tunnels.
