Welcome to Chicago and to the first North American Rapid Excavation and Tunneling Conference. It is a great privilege for me to serve as the Chairman of the Executive Committee of such a Conference. We are here because of the rapidly mounting interest of technicians the world over in turning the potential use of underground space into sensible and economical benefits to people. This Conference certainly provides a major forum of international importance and scope for the exchange and dissemination of up-to-date knowledge on the technology of underground excavation and tunneling. The discussions will also surely delineate the immediate and longterm challenges we must approach in multidisciplinary force. We must exercise leadership in the problems we are trying to solve. Your program shows the breadth of the technical discussions which are going to be underway here during the three days of this Conference. I am not going into technical aspects or detailed discussions of the many uses to which underground space may be devoted. I also will leave to the technical meetings the outline of the state of the art. But I do want to tell you of the progress being made in channeling the expertise of many of the world's foremost authorities on rapid excavation and tunneling to consider the problems, laying the ground work for needed research, and provide the leadership in converting unused subsurface potentials to improve the quality of life. Aggregate is an essential input to every economy, so governments need to ensure a sustainable supply of these resources through planning. There is also a need to shift from a linear economy to a more circular one, in which wastes are recycled rather than landfilled, so as to increase eco-efficiency. The purpose of the Sustainable Aggregates Planning in South East Europe (SNAP-SEE, SEE/D/0167/2.4/X) project is to develop a Toolbox for Aggregates Planning to assist governments and stakeholders in national, regional, primary and secondary, aggregates planning in southeast European countries. The Toolbox comprises documents on stakeholder consultation, data and analysis methodologies, a vision of best practices in aggregates planning and how to build an aggregates plan. The Toolbox will also support ongoing efforts to enhance minerals policy in the European Union (EU) as called for by the European Innovation Partnership on Raw Materials. In addition to products available from private vendors, many useful programs are developed at universities - in fact, many of these programs led the way to commercial development. Other projects are assigned to consultants with backgrounds in system design and mining. Both types of development have led to programs that can be acquired for the cost of a tape or disk. This paper highlights several underground mining packages. These programs consist of: ? USBM model-developed by the United States Bureau of nines. ? PSU model-developed by Pennsylvania State University. ? VPI model-developed by Virginia Polytechnical Institute and State University. ? NUS model-developed by NUS Corp.

The dissolution kinetics of cobalt in iodine/iodide solutions was investigated using a rotating disc technique. Variables studied here included temperature, rotating speed, concentration of lixiviants, and pH of the solution. The overall dissolution reaction was found to be limited by mass transfer of tri-iodide through the diffusion boundary layer with Arrhenius activation energy of less than 16.2 kJ/mol (4 kcal/mol) over the temperature range, 2-42°C. The pH of the solution had little effect as long as the pH of the solution was less than 8. However, when the pH of the solution became greater than 8, the dissolution rate decreased dramatically due to passivation. The rate of dissolution was in good agreement with the dissolution model developed by the authors earlier.

West Virginia's basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

In several sections of the country new demands are being brought bar cement users. Among these the demand' for truck shipments; and palletized loads present new problems that do not lend themselves to sample solution. In fact these demands have far-reaching effect in the way bagged cement might be marketed. Early solutions of palletized truck loads filled from existing packing and loading facilities have resulted in' slowdown in packing, additional labor and space for palletizing, considerable experimentation in type and construction of pallets, and usually far from optimum truck handling and loading methods.

Although researchers have struggled to replicate Heinrich’s safety triangle findings (Heinrich 1931) for various reasons (e.g., no access to his original database and it is unclear if the database was of a single establishment/operation or for an entire industry), the occupational safety community has continued to adopt and expand the applications of this theory (e.g., McSween 2003). Within the mining industry, the potential exists for operations and companies to use concepts from the safety triangle as a way to inform or challenge the practices employed within their health and safety management systems (HSMS) to prevent incidents (Backlund 2016). This paper considers data obtained from the Mine Safety and Health Administration’s databases and demonstrates the validity of applying the safety triangle theory at the mine level. The results support the use of this theory and demonstrate that lower severity incidents can predict fatalities in a subsequent year where significant nuances and caveats to applying the theory are identified and discussed.

The non-isothermal magnetization roasting process and isothermal magnetization roasting process of siderite ore were investigated using thermogravimetric (TG) analysis and a real-time infrared gas analyzer. X-ray diffraction (XRD) and scanning electron microscopy (SEM) with energy dispersive spectroscopy (EDS) were used to analyze the characteristics of samples. The results showed that the decomposition degree and decomposition rate of siderite ore were vitally affected by heating rate and roasting temperature. It was determined that A1 reaction model (f(α) = 1 − α) and A3/2 reaction model (f(α) = (3/2)(1 − α)[−ln(1 − α)]1/2) were the most probable mechanism function of the non-isothermal decomposition process and isothermal decomposition process, respectively. The phase transformation and decomposition mechanism during the roasting process were evaluated. Siderite decomposed in the process of magnetization roasting, released CO and CO2, and transformed into strongly magnetic magnetite. The SEM images highlighted that as the decomposition progressed, the structure of roasted samples was destroyed, and an increasing number of cracks and pores emerged on the surface, which is advantageous to the following grinding process.

The Surface Mining and Reclamation Act of 1977, PL 95-87 (The Act) granted the Office of Surface Mining (OSM) the duty of collecting fees from the active coal mining activities to be used in abating the hazards associated with abandoned coal mines. Since the passage of the Act, OSM has been instrumental in closing a multiple of mine hazards and in full cooperation with the states involved. Complete mine closures range from simply filling a subsidence hole to exodic designs costing thousands of dollars, such as in the case of the Portal Park swimming pool in Colorado Springs, Colorado. The Portal Park olympic sized swimming pool was built over an abandoned coal mine by a group of local citizens and given to the city of Colorado Springs. This pool receives the largest number of users each year. During the past four years, OSM has abated six mine related hazards in and around the pool. During the summer of 1982, the pool started tipping causing the pool waters to run out the west end. This pool tipping and the associated cave-in problems caused great concern to the city and the local users. This citizens concern generated a request from the city for OSM to assist in checking out the pool problems. Early in 1983, OSM initiated a driling program to investigate the subsurface voids. This drilling effort revealed several large voids within a few feet of the pool deck, with all voids inundated with ground water. Therefore, the void filling method favored the hydraulic backfilling needed to be confined to the area under the pool. This confining problem lead to the development of the gravel bulkhead cutoff walls to confine the backfilling effort to the areas under the swimming pool.

The globally increasing environmental awareness which has manifested itself in the past few years also encompasses problems associated with mine closures. A crucial requirement for the effective planning, management, monitoring and control of mine closures is an information system which allows the qualitative and quantitative evaluation of proposed closure strategies, not only in terms of their local influences, but also of their potential effects on areas farther a field. This paper describes some of the closure associated problems and the establishment of such an information system from existing facilities, all of which are readily available. No modifications to these facilities are necessary, which enables rapid and cost-effective implementation of the system.

The penetration of sustainability principles in business practices has introduced the necessity for a simultaneous integrated assessment of the corporate economic, environmental and social performances. Continuous technological, political and legal evolutions indicate that Sustainable Development (SD) principles will soon have to be implemented in all sectors of the Greek corporate reality, among them in the Mineral and Mining Industry. However, the ultimate criteria for the evaluation of a company?s performance remain its profitability and its market value. Managers, shareholders, financial intermediaries, all alike, emphasize and base their decisions on the various accounting produced ratios of return (ROA, ROE, ROCE, Residual Value) included, or produced by data found, in the financial statements of the companies. This paper offers evidence that the traditional accounting ratios discourage the implementation of investment plans that aim at improving the environmental performance of companies and therefore can be inadequate and misguiding for SD applications. International studies have consistently traced a positive relationship between the environmental performances of firms and their financial positions. Yet, the fact that investors tend to reward proactive companies by increasing their corporate values is disregarded by the return ratios, which usually set up the basis for management rewards and bonuses. The book value of the firm assets and owners? equity from which such ratios are produced diverges strongly from the real corporate value, defined as the traded amount for the stock of a firm. There is an urgent need for an adjustment of the return ratios so that they can record the positive economic impact of a more sustainable attitude and encourage decision makers towards this direction.

Activities in offshore mineral exploration In Australia are increasing almost daily, at such a rate that this report will rapidly become out of date. At the time of writing, February 1967, there were no commercial discoveries of offshore minerals reported in Australia, although there has been definite encouragement in many fields. While this initial encouragement has not revealed any commercial mineral deposits offshore hopes are running high in Australia for success in 1967. Why should mineral deposits be expected offshore in Australia in the first place? The reasons are many. The minerals to be discovered also are many. The reasons are based on the history of alluvial and beach mining activities in Australia's past and at the present time, and on the physical environment of the vast Continental Shelf which surrounds the continent. A brief examination of the two primary features which are necessary before offshore mineral exploration can be contemplated should be, undertaken. Two favourable environments are necessary; firstly a Continental- Shelf to form a physical environment for the accumulation of the mineral deposits, and secondly a favourable political-legal environment to give the exploration companies adequate protection during exploration, and suitable long term arrangements for the exploitation of the deposits after discoveries have been made. Heavy (exceeding 35 tons) roadheaders have not seen much use in the United States, but are used extensively in Europe to excavate many types of underground openings in civil and mining applications. Early models of roadheaders were light and suitable only for utility excavation such as drift enlargement or chamber excavation, unless the ground was very soft and easily cuttable. Frontier-Kemper Constructors, Inc. is now using a 45-ton roadheader to excavate two mine slopes in Kentucky and a 70-ton roadheader to excavate a long decline at a new mine in Utah. Results to date indicate that heavy roadhead machines are an effective alternative to both conventional excavation and full-face boring machines in many cases; and where circumstances are favorable are a superior choice. This paper concentrates on applications in the mine development construction industry, but the conclusions are no less valid for civil construction.

Electrochemical properties of silicate minerals govern their behavior in processes such as flocculation and enhanced oil recovery that can occur at elevated temperatures. Knowledge of these properties as a function of temperature can be helpful in developing an under- standing of the role of these interfacial properties at non-ambient temperatures. Zeta potential of Sodium Kaolinite and quartz has been determined as a function of pH and temperature in this work. Both systems exhibited markedly different behavior at higher temperatures and also exhibited significant hysteresis. Results are examined in terms of possible dissolution of the minerals and surface reactions at different temperatures.

The Kelsey Centrifugal Jig is an enhanced gravity concentrator capable of separating fine minerals and/or minerals with relatively small differences in specific gravity. Since the first commercial installation at the Renison Bell tin mine in Australia, development and improvement in hardware has continued, including the introduction of the high-capacity J1800model Kelsey Jig. "Dust pollution is very serious in coal mining process, which is a great threat to the underground staff health and equipment and facilities safety. Coal seam water injection in mining process is an effective way to reduce coal mine dust concentration at the source. However, the effectiveness of water injection is limited in high-pressure and low-porosity coal seam. To improve the moisture content of coal seam, expand the wetting range and enhance the effect of dust reduction by water injection, the injectability and influencing factors of coal water injection are analyzed by numerical simulation method, and the sealing technology under high-pressure condition is studied. Then, according to the practical conditions of Tangkou coal mine, the parameters and process system of process system are designed, the effect of high-pressure water injection in coal seam was determined by testing water injection quantity, water increment and dust concentration. It is showed that the dust-removal rate of the high dust concentration operation such as falling coal and moving frame is 63.49% and 59.72%, the maximum dust-removal rate of multi-processes is 53%, which achieve a high level of application. The research results in this paper is of important theoretical and practical value to improve the water injection effect of high-pressure and low-porosity coal seam and improve the efficiency of dust removal in coal mining process.Introduction With the increasing of the depth and mechanization of coal mining, coal dust, the impact of ground pressure, ground temperature and other natural disasters continue to upgrade the harm degree (Wang 2011, Wu et al 2012), disaster incidents occur frequently, which seriouslythreaten the safe and efficient mining and the physical and mental health of underground staff. Coal seam water injection can effectively reduce the coal dust when coal crushing, prevent the impact of mine pressure, coal and gas outburst disasters, by increasing the thermal conductivity of coal, reduce coal temperature, and prevent spontaneous combustion of coal. In addition, coal seam water can soften the hard coal, so that speed up the recovery rate, improve coal production and efficiency (Wu et al 2008, Nie et al 2007). However, the coal seam in many mining area is with high-pressure and low-porosity feature, Coal joint cracks are not developed and relatively hard, water injection is difficult in these coal seams, then the desired disaster prevention effect cannot be achieved (Jin et al 2001, Zhao et al 2000). In this paper, the numerical simulation and field test methods are used to design the high-pressure and low-porosity coal seam water injection technology, so as to solve the difficult problem of coal dust control in high-pressure and low-porosity in deep well mining process."

Thirty years ago, the U.S. gold mining industry was hanging on by its fingernails. Save for one great mine, the Homestake, most production was coming from copper smelters such as Kennecott and Magma. Even Homestake itself was under great pressure from rising costs and a fixed price for gold. The outlook was dim, to say the least. Today, as it has for most of the past decade, the American gold mining industry stands among the world leaders in production, and in the development of mining and mineral processing technology. What caused this dramatic change? Obviously, the freeing of the gold price was a major factor, as was the decline in South African production, but these events alone could not have created the U.S. strength we see today. It was technology, investment, and the determination of miners to build an entirely new industry that were the indispensable ingredients. The U.S. Bureau of Mines, with great foresight, had begun the research that led to heap leaching before the gold price began to rise, and Newmont had committed to build a small mill at Carlin, a move then considered quite risky. From that point, the U.S. gold mining industry was placed on lower-grade ores then being found in Nevada and elsewhere, but it was soon apparent that we would have to develop new technologies to deal with more refractory ores, carbonaceous as well as sulfide-bearing. This is now being done with considerable success. Despite its success, or perhaps because of it, the gold mining industry has come under pressure from various groups who characterize their activities as motivated by "public interest." The public interest they refer to properly include the health and safety workers and impacted communities, as well as protection of the environment, and with these concerns we miners have relatively little argument. In fact, we consider health, safety and the environment among our highest priorities, and not just because regulations may require us to do so. The argument, however, is not about the regulation of a viable mining industry, it is about a well-organized movement to attack and condemn mining in the media and to misrepresent its importance to the Nation and its willingness to accept responsible regulation. Once largely local or regional, the interest groups to which I refer are now quite large, national in scope, and even becoming international. This trend, taken together with finances raised from their dues and contributions, would make the interest groups formidable adversaries for mining, but their grip on the media enormously magnifies their influence. Unfortunately, it also makes possible the wide dissemination of incomplete, incorrect or slanted information. I am not here to "bash" the interest groups. On the whole, I believe that many of them have made positive contributions to society. As conservationists, however, I question their authority to make, or foster, decisions about which American industries and communities live and which die. To illustrate, I would like to present for your consideration the problem of cyanide, one of the issues over which the gold mining industry is most threatened. CYANIDE-POISON OR MIRACLE SOLVENT? Let me get this out of the way right up front: cyanide in most of its chemical forms is toxic. In some forms it is also listed as a carcinogen. These are adverse characteristics cyanide shares with a considerable number of industrial chemicals, including some that are widely used without the stringent regulations already in place for the mining uses of cyanide. In these uses, by the way, the risk to humans comes from direct ingestion of cyanide or cyanide-bearing solutions, or from the accidental acidification of solutions leading to release of hydrocyanic acid gas. That these risks are under control in mining can be seen from the fact that, in modern U.S. practice, there has never been a documented fatality attributed to cyanide! Because of its toxicity, cyanide cannot enter and be accumulated in the food chain. It can, however, be a threat to birds and animals that ingest cyanide-bearing solutions. Protection against this is, quite properly, a responsibility of individual mining operations, and considerable sums are spent each year to prevent or reduce bird and animal exposures. It should be evident, though, that many human activities, including highway traffic, windmills, use of pesticides and the like, result in bird and animal losses. Mining's use of cyanide, and the measures taken to protect birds and animals, should be considered in context. Cyanide must be kept out of surface streams and groundwater, and existing regulations mandate this. Any cyanide residues left in leach heaps, waste dumps and disused facilities must be eliminated, and we have proven technologies to do this now, just as we have means to detoxify tailings prior to disposal. The gold mining industry decries those rare instances when irresponsible operators fail to deal with contamination, and agrees that they should be held responsible. We do not agree, however, that the great majority of responsible companies should be punished, in advance, for accidents that have never happened. So much for the poison, what about the "miracle solvent?" Is that an overstatement? Well, consider the fact that gold has been called "noble" from earliest times, because it does not oxidize under atmospheric exposure, and that it appeared to the ancients to be utterly insoluble. Later generations of scientists did discover that it could be dissolved, but only by a combination of acids so potent that it became known as aqua Regia. Later still, it was found that chlorine would also dissolve gold, and attempts were made to base commercial processes on this, without a great deal of success. It remained

Belt conveyors face their applications life with a promise of constant abuse: heavy and rough products cascade onto the belting without let-up; caustic and abrasive materials such as salt and ore eat away at the cover; high temperatures, even open flame at times, sear and soften belting materials; and unyielding tension stretches and strains every belting component. The only defense against the applications onslaught is to follow the basic rules of proper handling, installation, and maintenance. INTRODUCTION The Magmont mine is a joint venture of Cominco American Inc. (operator) and Dresser Minerals, Inc. The mine-mill operation is located approximately 160 km (100 miles) southwest of St. Louis, MO, in what is commonly referred to as the "Viburnum Trend.” The Magmont mine is designed for a production rate of 3810.2 t/d (4200 stpd) on a 5-day week, three shifts per day basis. Initial production began in 1968. The mine is open stope, room-and-pillar, and essentially horizontal along the trend of the ore body. Briefly, the main geological structure can be described as a brecciated graben bounded by reverse faults. The ore body in cross section is shaped like a bell curve with some lateral extension at the lower part. Presently outlined ore is 609.6 to 762 m (2000 to 2500 ft) in width and 2133.6 m (7000 ft) in length. The ore varies in thickness from 4.87 m (16 ft) on the fringes to an average of 27 m (90 ft) in the high ore areas bounded by the reverse faults. Lead is the primary metal with zinc and copper secondary. MINE DESIGN The basic design of open stope, room-and-pillar mines has been described by several writers and need not be repeated here. (Anon., 1970; Bullock, 1973; Casteel, 1972; Christiansen et a]., 1970; and Lane, 1964) This discussion covers the mining sequence as applied to the particular problems at the Magmont mine, the use of equipment, and deployment of the work force. In the upper portion of the Magmont ore body is a layer locally called the False Davis shale. This layer lies below the true Davis shale, is normally interbedded with dolomite, is of varying thickness, and if mineralized, is included in the top pass of the mining sequence. In thick ore areas this layer will be 2.13 to 2.43 m (7 to 8 ft) in thickness and will occur in the upper portion of the pillars. Due to its incompetency the presence of this False Davis layer is of primary concern in mine planning and operation. Mining areas are divided into three basic groups by ore thickness. First are areas of ore up to 6.09 m (20 ft) in thickness. These areas are below the False Davis shale and are mined single pass with drill jumbo. Second are those areas up 13.71 to 15.24 m (45 to 50 ft) in height. The first 4.87-111 (16-ft) Pass is taken at the top of the ore and the back and pillars secured. Benching the lower portion(s) in 4.57 to 4.87-m (15 to 16-ft) passes is then done with either a drill jumbo drilling horizontally or a crawler drill drilling vertically. Normally these areas are below the Table 1. Productivities per Manshift False Davis shale. These areas may also be mined by back slashing, or overhand benching, where the first 4.87-m (16-ft) pass is taken at the base of the ore and successive 4.87- m (16-ft) passes are taken upward. A minimum amount of back slashing is done at Magmont since it requires repetition of roof control on each pass and roof control is the single largest stoping cost at Magmont. Ore left to provide a working platform oxidizes and is coated by oil spills thus reducing metallurgical recoveries. The third mining area is over 15.24 m (50 ft) in height UP to a maximum of 40.23 m (132 ft) and will encompass the False Davis shale. These areas are mined by first driving +15% inclines to the top of the ore body. The top pass is mined and the back is bolted and roof mats installed as a matter of standard practice to minimize roof problems as mining progresses downward. Once the back and pillars on the top pass are secured, benching begins on successive passes with either the drill jumbo or crawler drill. Pillars on all successive passes below the top pass are secured as necessary. While benching progresses below the top pass, the pass at the base of the ore body is mined leaving a sill of 4.57 to 7.62 m (15 to 25 ft) in thickness to be removed with the crawler drill in a retreating manner. Rooms are mined on a 1.57 rad (90") grid pattern to insure alignment of pillars where multiple passes are taken. Pillars are designed on a 17.98-m (59-ft) spacing with rooms up to 10.66 m (35 ft) in width. Heading widths are wide enough for the mobile equipment to turn without additional allowance for curves. The result is a flexible layout which provides a maximum number of headings available for high extraction rates and grade control. PRODUCTION Incentive Bonus Incentive bonuses play an important part in the mine production at Magmont. Production crews are trained to perform only one of the mining functions of drilling, blasting, mucking. or roof bolting. This specialization, or functionalization, is augmented by development to open all possible stoping areas as early as possible in the life of the mine. This insures that each crew will have enough headings to perform its specialty. The incentive bonuses increase exponentially as output increases. The lucrative incentive bonus coupled with the specialization of the production crews and proper mine development have combined to give the high productivities shown in Table 1. Development crews perform all mining functions in their area. The incentive bonus is paid on a per foot basis, Crews on different shifts working the same heading share equally in the bonus proportional to their contract hours worked.
