The experience of mining coal and gas outburstprone coal seams shows that the degree of outburst danger in various coal seams and even at different parts of the same seam are quite different, and that to deal with them respectively in different ways will not noly be significant to safety but bring us remarkable economical profit, Based on the statistical data,including elght static and dynamic factors, gathered from coal and gas outburst spots at Nantong colliery in Chong Qing district of China, this paper has partitioned the degree of outburst danger of the No. 5 seam there by means of Fuzzy Clustering method. Because in the evaluation multiple indices have been considered, the result of partitioning is identical to practice and more efficient in applications.

Attapulgite is a magnesium aluminosilicate clay mineral which exhibits unique, processing-enhanceable physical and chemical properties that are related to its current commercial uses. Properties of commercial interest are gelling, absorption, adsorption, binding, acid neutralization and many others. Major industrial applications are: (1) absorption by heat treated grades utilized in industrial oil and grease absorbents and in agricultural pesticide carriers; (2) gelling of aqueous liquid products by colloidal grades for stabilization and viscosity control in salt water drilling fluids, suspension fertilizers, liquid animal feed supplements, paints and tape joint compounds; (3) adsorption by heat treated varieties for the removal of catalysts, color bodies and other polar compounds from hydrocarbon streams; (4) gelling of organic liquids by colloidal attapulgite/surfactant blends in oil-type paints, fibrated and nonfibrated asphaltic coatings and mastic compositions, and (5) the binding of feeds and molecular sieve sorpents with colloidal type attapulgite products. These applications and other less common uses and potential uses will be discussed along with, the necessary selective mining and plant processing features related to each property and application.

The U.S. Bureau of Mines evaluated the dust control effectiveness of two-phase flow systems in a full-scale model mine using a mockup of a Joy 14CM continuous mining machine. In a two-phase flow system, air and water flow simultaneously through the nozzle. Air pressure varies from 10 to 60 psi, and water at 30 to 50 psi. Coal dust was introduced at the face, and dust concentrations were monitored at the operator locations and in the return. When compared with a conventional spray system, a symmetrical two-phase flow system reduced dust levels during the box cut by 43 pct at the operator location, and 30 pct in the face return. Dust levels, however, increased at the off-operator position during the slab cut. A directional two-phase flow system reduced dust levels at both operator locations by more than 90 pct in the box cut mode. While the use of two-phase flow systems will reduce respirable dust levels and water usage, it requires an air supply to the miner. Moreover, the ability of the two-phase flow system to redirect the dust cloud makes nozzle orientation a critical factor.

The Penjom gold mine treats highly preg-robbing carbonaceous ore by using relatively inexpensive gravity and hydrometallurgical methods. The mine is a joint venture between Avocet Gold Limited, a subsidiary of Avocet Mining PLC, a U.K listed mining company with interests in gold and tungsten, and the Pahang State Development Corporation (PKNP) who receive a 2% royalty. The operating team at Penjom embarked on a programme of innovation during 1998 following a realisation that almost all of the primary ore in the gold deposit was highly carbonaceous in nature. Earlier attempts at desliming and leaching the deslimed product through a normal CIL circuit had failed, and through shear necessity, the team turned to new technologies which were considered most suited to the ore characteristics indicated from pre­feasibility testwork. Between April and September, 1998, the mine introduced three key processes, which combined represent the elements of "The Penjom Process". The gravity circuit was boosted to maximise the capture of leachable sulphide and free gold from the relatively carbon free cyclone underflow stream, kerosene and diesel blanking was introduced to treat the cyclone overflow and RIL (resin-in­leach) technology utilised to replace the existing CIL (carbon-in-leach) circuit. Further experimentation with selective resin in partnership with Mintek of South Africa yielded a significant improvement to the process during 1999. Minix­Dowex resin was introduced mid year to replace a non-gold selective resin, which had been used in a flotation/batch leaching circuit for about nine months. Lower carbon levels in the feed at that stage led to the abandonment of flotation and the introduction of continuous RIL, which has been adopted as the major chemical process at the Penjom gold mine since September, 1999. Given the proven performance of the circuit to date, this process may be considered as a low cost option for the treatment of highly carbonaceous ores, particularly those which are not refractory and contain a reasonable percentage of free gold.

INTRODUCTION In the spring of 1988 the Joint Venture of Freeport-McMoran Resource Partners, Limited Partnership, IMC Fertilizer Inc, and Homestake Mining Co. was awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 9372. This was one of eleven leases awarded to the Joint Venturers. Following the initial discovery wells in December 1988, a program of delineation drilling confirmed proven sulphur reserves of 67 million long tons. Proven, recoverable oil and gas reserves are 39.4 million barrels and 7.2 billion cubic feet, respectively. Development of the sulphur mine was given approval as a fast-track project by the Joint Venturers in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and given fast- track status immediately. Fast-track for these projects meant design and engineering would not be complete before construction began JOINT VENTURE The Main Pass Joint Venture is one of thirteen joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corporation, a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has subsequently changed its name to Homestake Sulphur Co. and Texasgulf assigned their interests in the three leases they participated in to their parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This Joint Venture was the first of its kind; created to acquire offshore leases, explore, develop and mine sulphur. The Minerals Management Service announced a lease sale date of February 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the thirteen leases the Joint Ventures bid on, eleven were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Limited Partnership, and Resource Partners is the operator on all of the leases. The Main Pass joint venture percentage ownership is: 58.33 Freeport-McMoRan Resource Partners 25.00 IMC Fertilizer, Inc. 16.67 Homestake Sulphur Co. 100.00 The Main Pass Joint Venture paid $3,401,757 for the Main Pass lease and will pay a royalty of 12.5 percent of production value to the MMS . LOCATION The Main Pass mine complex is located in the Gulf of Mexico, in U. S. federal waters, about 27 kilometers (17 miles) east of Venice, Louisiana or 140 kilometers south east of New Orleans, Louisiana. It is situated in about 63 meters (210 feet) of water. HISTORY The Minerals Management Service (MMS) of the United States Department of the Interior administers the mineral properties of the United States located in federal waters. Periodically the MMS holds lease sales of blocks under its jurisdiction. Prior to the offshore discoveries of sulphur associated with salt domes leased for hydrocarbons, the MMS leased blocks with all minerals including hydrocarbons awarded to the successful bidder for the block. "In this study, the studies to develop a flowsheet for a low grade chromite ore are presented. The existing concentrator had to be suspended due to the decreasing metal prices. The study commenced with mineralogy and liberation profile of the chromite. The valuable mineral is chromite and the major gangue mineral is forsterite together with small amount of brucite and calcite. Heavy liquid tests were performed on different size fractions without any acceptable success. The concentration tests were performed using teetered bed separator (TBS) +shaking table, spiral concentrator+TBS+shaking table for different grind size. Based on the test results, 100% finer than 0.4mm was found to be optimum for grind size. Comparison of alternative circuits showed that the performance of both alternatives would be similar. A flowsheet was designed and operated for as 25 tph trial circuit in the existing plant. The results showed that the performance of the plant predicted was very close to the actual plant data. The paper describes the methodology used, presents the experimental data and actual performance figures.INTRODUCTION Turkey is one of the largest chromite producers in the world. Since 1850, chromite mining found industrial applications and geographically spread along six different regions in Turkey. Although the reserves in these locations are not as rich as the big producers, they are regarded as very valuable due to Cr/Fe ratio in terms of chromite utilization standards (1, 2). In this period, significant portion of high grade (=35% Cr2O3), directly marketable ore deposits have already been produced. According to General Directorate of Mineral Research and Exploration (Turkey) data; 83% of the known chromite deposits of Turkey which makes 242 341 000 tons in total, is consisting from the deposits those have a Cr2O3 grade lower than 10%. Only 5% of the known deposits (13 087 000 tons) has a grade of directly saleable (2, 3). Gravity concentration methods are well-known processes for chromite beneficiation and there are plenty of plants in the world and Turkey using these methods. As different equipment combinations can be used for the same enrichment method, different methods can also be used in combination for plant designs (4). Beneficiation of low grade and problematic chromite ores may lead to use these method and equipment combinations (5, 6). Ore liberation, the grades of Al2O3, SiO2, FeO and Cr2O3 in the obtained concentrate, Cr/Fe ratio, some physical and chemical properties between gangue and minerals (i.e. specific gravity, magnetic property, color, etc.) designate the selection and combination of these methods and equipment (7)."

Bismuth, one of the heavier chemical elements, is a pinkish metalloid that is chemically related to antimony. It is a byproduct of lead and tungsten extraction and, to a lesser extent, of copper and tin extraction. Antimony is a metalloid and less heavy chemical element, an extraction coproduct of metals such as lead, silver and gold. While both bismuth and antimony are metalloids, their major uses are as chemical compounds. Design of structures in rock based on ultimate limit states or strength criteria is unrealistic. The fracture process which inevitably occurs in rock around an underground structure is an energy release phenomenon. The development of fractures and associated displacements around a structure may therefore be more logically described using strain energy concepts and design may sensibly be based on serviceability limit states.

At one time explosives were the only economical means of rock tunnel excavation. Except in relatively long tunnels in the right rock explosives are still the cheapest means of rock excavation where they can be used. Today the most economical means of rock tunnel excavation is increasingly not the choice of the contractor. A good part of our work is for public agencies in urban areas and the public today is increasingly less tolerant of the disruption caused by our efforts. Owners in many cases have to direct their engineers to write specifications which severely restrict noise and vibration levels during construction. Sometimes specifications allow drill-and-shoot for starter tunnels only or even eliminate powder by fiat. Recent advances in the use of explosives such as sequential firing have made blasting more palatable to the public but are not enough in all situations. Thus the roadheaders on construction projects. In recent work I have seen the Alpine Miners, a Paurant Miner and the Robbins Mobile Miners used in several rock formations and now believe this type of equipment has a place in the tunnel constructor's choice of equipment. Rudy and I have not attempted to present a formula for choosing the best alternative excavation method in any given case because, of course, of the variables involved. We have simply tried to describe our experiences on a particular project and hope our observations will be of some value to tunnel constructors.

Dilute-phase pneumatic conveying has been used in the mining industry since the 1920s. It has primarily been used for the hoisting of coal and salt ores, and as a transportation medium for backfill material. More recently there have been investigations into a wider variety of applications, which this paper addreses. The paper will point out some deficiencies in the system. It 1s not the "champion" of the mining industry, but rather an excellent srste?1 with a variety of applications that may not have been studied m enough detail. The most imaginative applications to the Redpath Pneumatic Conveying System have been initiated by persons needing an innovative application to a specific predicament.

Mill linings play an important role in all comminution processes with tumbling mills. The selection of the lining profile and the lining material has a great impact on overall grinding cost and mill throughput. The cost of the lining itself is minor in comparison with media cost, energy cost and the value of the material produced in the mill. The total scope must be considered when mill linings are selected. This paper presents case stories and explains the technology behind: •Different lining profiles in rubber and steel. •Orebed magnetic lining. •Steel-cap rubber lining. Introduction Grinding mill liner life has been a subject of extensive studies. Performance of mill liners in terms of wear life and how it relates to lining material and profile is abundant in the literature. The most economical liner material and design has been selected based on "cents per ton milled". The evaluation of the effect of liner design on power and grinding media consumption which is a far more significant part of grinding costs, has been less comprehensive (Fig. 1). Lining materials Steel. The most commonly used lining material is steel, calculated on a volume basis. Steel linings have a long tradition and a number of alloys is being developed. The main families are: •High chromium white iron. •Cr and Ni white iron (NiHard). •High chromium martensitic steel. •High carbon Cr-Mo perlitic steel. •High carbon Cr-Mor martensitic steel. •Manganese austenitic steel. Steel linings can be successfully used in most applications. Rubber. Rubber linings were introduced 25-30 years ago and are today commonly accepted to be the most economical linings for secondary and regrind applications. Rubber linings offer long service life in these applications and generally [ ] outlast steel in wet applications, where corrosion is a factor on the steel. The cost relation between rubber and steel has changed dramatically over the years. In the past rubber was more expensive than steel, but today, the cost of rubber is close to half the cost of steel, calculated on a volume basis (Fig. 2). The present cost situation has made rubber linings an economical alternative in several primary grinding applications as well. The wear rate of rubber in primary applications is higher than the wear rate of steel, thus giving a shorter wear life. This can be compensated for by making the rubber lining thicker. The cost advantage of the rubber allows for this, but care must be taken not to jeopardize the grinding performance. Rubber, as a lining material, offers some distinct advantages over steel lining, such as: •Ease of installation and removal. •Safer to handle, less risk of injuries. •Faster replacement. •Reduces noise.

The Minera Ojos Del Salado (MINOSAL) concentrator is located 20 km (12 miles) southeast of Copiapo, Chile. It processes copper ore provided by its Santos and Resguardo mines at a capacity of 4.2 kt/d (4620 stpd). In 1982, Phelps Dodge acquired the majority interest in MINOSAL to explore the property's potential. At that time, the concentrator plant was a small, antiquated installation with a capacity of 674 t/d (740 stpd). At the time of the pur¬chase, the majority of the ore was produced from the Santos and Resguardo mines, but custom ores of copper, silver and gold were also treated. The acquisition occurred at a crucial time in the copper business, since the price had fallen to nearly 50 cents/ lb. In 1985, Phelps Dodge purchased the outstanding interest in MINOSAL and acquired 100% of the property. Today, after numerous improvements and two expansions, the concentrator is a combination of old and new equipment. The regrind mills, for example, have been in service for about 50 years, while the ceramic concentrate filter represents the latest technology.

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

A reconnaissance study of the neutralization potential of 30 diverse minerals, 28 of which are silicates and aluminosilicates, has shown that most of these minerals contribute minimally to the neutralization potential (NP) in standard static tests. Feldspars in particular give low NP values and would not be expected to attenuate the acidity to any significant extent in acid rock drainage settings. The BET-determined surface areas of the minerals vary considerably, and the large surface areas of some of the pulverized samples have clearly affected the NP values even though the standard static-test protocol was used for the preparation of the samples. The low NP values of most silicates and aluminosilicates are in general agreement with the laboratory-determined slow dissolution rates for these minerals. The results suggest that, in the prediction of whether rocks will be acid-producing, the most realistic measure is that of the carbonate content. In mine wastes from metalliferous ore deposits, the contribution to the NP by the non-carbonate gangue assemblage is unlikely to be more than a token amount until well after the establishment of an acid rock drainage situation.

INTRODUCTION Los Angeles is one of the world's largest cities in area with a span of 70 km between its north and south limits. The population in the Los Angeles Basin exceeds 11 million people. Los Angeles is second only to New York City in density of U.S. urban population and it operates one of the largest city bus fleets in the world, 2,500 buses. After many years of planning and many consultants' reports, it is planned to initiate a 30 km (18.5 miles) starter line subway -- the "Wilshire Corridor" (Figure 1). Construction is to start in 1985. In several locations, subway routes ultimately will skirt or cross old oil fields, which may cause gassy tunneling. Of particular note are the La Brea Tar Pits, which overlie a part of the old Salt Lake oil field. Tunneling through tar sands for about 3 km will be unique for subway construction and will occur on the starter line. Experience with previous gassy tunnels in the greater Los Angeles area shows that tunnels can be completed safely if precautions are taken. Abundant ventilation is the main solution, although other precautions are discussed herein.

The State of Minnesota is interested in stimulating the development of clay resources and recently supported a two-year project to collect data on geological, mineralogical, processing, economic and environmental aspects of such potential developments. This paper presents the various process options adopted on bulk samples collected from the Minnesota River Valley area, which is a primary deposit and contains a major silica fraction. A standard test flowsheet involving degritting, dispersion. HGMS and cycloning was developed and for some samples yielded an acceptable filler grade product. Secondary streams containing relatively high grade kaolin but of coarse size were also obtained. Improvement in particle size distribution and in physical properties related to paper product specifications (brightness, viscosity) were obtained by size-reduction processes. Market and economic considerations for kaolin consumption in the upper Midwest are analyzed. Current markets for paper grade kaolin in Minnesota are briefly discussed.

Over 25 years ago, SKEGA pioneered the use of rubber linings in grinding mills and rubber is today widely accepted and almost standard material chosen for Regrind -and Secondary Mills. There are, however, only a few Primary Mills in operation with "solid" rubber linings because available materials and designs are often not cost efficient in comparison with steel alloys on a cost per ton basis and/or downtime for liner replacement would be too high.

This paper identifies and formulates the probabilistic nature of underground coal face operations using the Semi-Markovian theory. Through this theory the probability of coal flow from a face is obtained for any given time t of a shift. These probabilities are used for determining the capacity and operating policy of a surge tank located at the shaft bottom.

A small placer operation can be defined as one with a throughput capacity of 250 cubic yards an hour or less. The success of small placer operations after the values have been established, depend entirely on having the proper design. There are various types of placer deposits including marine, beach, desert, stream, bench, underground and even frozen placers. Each is unique and requires special considerations. Size distribution of alluvial placer ore varies from sand to large boulders. When boulders occur, they can become a problem to all types of excavating to a greater or lesser degree. Clay content and cementing are common in placer deposits. Some clay disperses easily in water while others, if not handled properly, will form clay balls that pick up gold and carry it to tailings. Overburden, depth of bedrock, vegetation, and ground and surface water must all be considered when designing a plant. Any equipment chosen should be capable of processing large volumes of material at a high efficiency. There are usually five steps to processing placer gravels, as follows:
