Uranium mill tailings, waste products of uranium extraction, contain hazardous constituents that if released into the atmosphere and groundwater could threaten our health and environment. To provide for safe disposal and control of these tailings, Congress enacted the Uranium Mill Tailings Radiation Control Act of 1978 (Public Law 95-604). Subsequently, the Environmental Protection Agency (EPA) established standards for tailings disposal that limit radon emission into the air to 20 pCi m-2s-1 on an annual average basis (EPA 1983). The design life of the impoundment is to be 1000 years where practicable, but 200 years at least. To facilitate the design of containment systems that will meet the EPA standards, the Nuclear Regulatory Commission (NRC) and the Department of Energy (DOE) are sponsoring research at the Pacific Northwest Laboratory (PNL)* to develop the necessary technology. Earthen and asphalt materials have been evaluated for use as radon barriers (Hartley 1983) and as liners to minimize leaching (Buelt 1983). Herbicide and rock barriers against biological intrusion have been evaluated (Cline 1982). Surface stabilization techniques have been investigated to maintain the long-term effectiveness of a containment system that must be protected from wind and water erosion, chemical and physical degradation, and biological disturbance.

Currently, there are several methodologies to assess ground vibrations from blasting. Of all available methodologies, one that is becoming more important is the waveform superposition or signature hole technique. This technique is based on a signature waveform assigned to each hole to build the complete waveform for the whole production blast, using the convolution between the time initiation sequence and the signature hole waveform. In the basic methodology of the signature hole technique, the waveform hole-to-hole is assumed to be the same. Several studies and field tests have proven that the waveform hole-to-hole, even in ideal rock mass conditions (rock mass with little or no joint system), changes. In addition to distance or confinement, other factors that could change the waveform hole-to-hole include different geologic paths from the source to the monitoring point and a different energy output of each hole, due to hole loading, explosive composition and/or contamination, priming, etc. These factors result in varying waveforms generated for each hole, making the waveform produced by each hole a somewhat random process. There is available in the literature some proposals to include variability in the waveform hole-to-hole, but the parameters involved are complex and difficult to estimate. In this paper, the variability in the signature waveform hole-to-hole in a blast event was recorded through a field test, and a proposal to include signature waveform variability to develop an equation based on the Fourier series is presented. This methodology is the basis for a future signature hole analysis using a Monte Carlo scheme, taking into account the variation of the amplitude and the frequency content of the waveform hole-to-hole in a production blast event.

Dynamic coal failure events remain a safety concern in underground coal mining due to their sudden nature and high fatality rate. Previous research utilized Principal Component Analysis on field samples revealing strong empirical correlations between positive failure history and low sulfur content (S) and high volatile matter (VM). Further studies indicated that bumping coals tend to be less mature and less well-cleated than non-failure coals. However, these in situ studies faced the challenge of distinguishing intrinsic coal properties from external geological and stress-related influences. This study augments previous findings through laboratory experimental testing of coal samples that included unconfined compressive strength, chemical composition analysis, and qualitative observations on cleating, combined with compositional data analysis and machine learning techniques, to isolate and understand coal’s inherent bursting capacity. These results further confirmed the relationship between coal chemistry and failure classification.

In 1962 a computerized data processing system was first installed and programmed for the grading of direct-shipping iron ore from the Sept-Iles terminal of the Iron Ore Company of Canada. Over the years several changes and improvements have been incorporated into this system. It is the purpose of this paper to describe its present operation and features. Sept-Iles is located on the north shore of the St. Lawrence River, 500 miles north east of Montreal. The direct-shipping ore is received by railroad from Schefferville, 320 miles to the north in the Knob Lake Iron Range of New Quebec and Labrador. The shipping season extends from mid-March to December. The maximum tonnage handled in this period being 13,045,000 long tons in 1959. Crude ore receipts for 1974 amounted to 6,568,000 tons of direct-shipping and 4,700,000 tons of plant feed material from Schefferville. This was augmented by 4,447,000 tons of concentrate and 7,572,000 tons of pellets from Labrador City 200 miles north of Sept-Iles. The direct-shipping ore has come from as many as ten mines, and grade variations, even-within the same mines, have been sufficient to require blending for uniform, acceptable cargos. Shipments of low phosphorous, non bessemer and manganiforous iron ore are made, to Canada, the United States, Europe and Japan with grade variations to meet customers requirements.

There is general understanding of hoisting systems throughout the mining industry. However, the relative importance of the various parameters influencing hoist selection and utilization is not completely understood. In order to determine if these parameters can be identified and prioritized, data covering 613 hoist installations were compiled. The 613 installations represent hoisting systems in 30 countries on six continents. This study compares data to historical trends, correlates design parameters in an attempt to identify underlying selection criteria, and comments on the apparent trends in recent developments in hoist design.

"It has been nearly eight years since rare-earth elements (REE) became the subject of frontpage headlines. It was when the controversial Chinese export policy for these critical commodities was epitomized in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al., 2016c; Mancheri, 2015).The world was dismayed, especially in REE-importing countries such as the United States that was, and still is, totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand, and the Chinese sovereignty of the REEmarket on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016).The prices of REE, however, dropped rapidly in late 2017 and were in six-year lows, before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REEmarket entrants (Barakos et al., 2016b; Rollat et al., 2016). Production cutbacks and industry consolidation in China have impelled REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation process of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

The importance of increasing the world's mineral production to help solve our food and energy problems has been widely discussed. Improved surface mining methods will be needed to meet these needs. This paper reviews the modern horizontal drilling and blasting methods which can increase the productivity and lower the costs of I surface mining. A substantial decrease in the number of blast holes required, total footage of blast hole required and amount of explosive used has been realized by many mining companies using this method. Applications of this method are presently in large coal surface mines. However, similar gains are possible and probable in open pit mining of copper and iron.

In longwall mining, ventilation is considered one of the more effective means of controlling gases and dust. In order to study longwall ventilation in a controlled environment, U.S. National Institute for Occupational Safety and Health (NIOSH) researchers built a unique physical model called the longwall instrumented aerodynamic model (LIAM). The LIAM is a 1:30 scale physical model geometrically designed to simulate a single longwall panel. It has an 8.94 by 4.88 m (29 by 16 ft) footprint with a simulated face length of 220 m (720 ft) in full scale. LIAM is built with critical details of the face, gob and mining machinery, and scaled to preserve the physical and dynamic similitude. This paper discusses the gob-face interaction, airflow patterns within the gob, and airflow dynamics on the face for varying roof caving characteristics. Results are discussed to show the impact of caving behind the shields on longwall ventilation.

"When performing a valuation of a mineral property, a developing mine or perhaps an ongoing operation, the appraiser is typically provided with a range of information prepared by the property owner. This information can include ownership records, geological interpretation, assay data, an estimate of the reserves or resources believed to be on site (tons and grade), mine plans, production forecasts, capital and operating cost projections, and so forth.The appraiser familiarizes himself with the data, analyzes the various reports and then prepares the appraisal. There is usually a site visit, and there may be some effort at comparison of the particular mineral deposit with others in the region or with those of similar depositional characteristics, but for the most part, the appraiser is relying on the corporate documents, tempered by his/her experience in the field. Time is usually of the essence, the cost for the assignment has been trimmed, and therefore independent verification of the various components comprising the underlying data base (legal review, redrilling portions of the deposit, collection of new samples, re-assaying, etc.) is unlikely in most situations.In the case of high-value commodities — gold, silver, diamonds, perhaps the platinum-group elements — there have been numerous examples of the property owners attempting to increase the value of their holdings by nefarious methods. Most of these involve salting the deposit in some fashion; i.e., introducing small amounts of the commodity into samples being sent to a laboratory for analysis so that the resultant assay shows a higher grade (Donaldson, 2002; Greeley, 2001; Lechler et al., 2008 and Meech, 2001). Other schemes to enhance the apparent worth of a property include the use of nonstandard assay procedures, incorrect handling or withholding of the underlying information, and false reporting."

A large-scale work scheduling algorithm has been developed in the Mine Management Support System (MMSS) for assigning workers to prioritized jobs on a shift basis. This study basically concerned the formulation of a reliable mathematical programming model to handle the problem, the achievement of an efficient solution of the model, and the implementation of the algorithm to the worker assignment problems of a large underground coal mine. The results showed that the work scheduling algorithm can make optimal assignments efficiently. It is believed it has potential significance in improving manpower utilization and can offer great help to coal mine managers in making efficient manpower allocations.

Although the number of operating longwall mining systems has remained relatively consistent over the past five years, longwall production levels have increased significantly during this period. Longwall production currently accounts for approximately 50% of U.S. underground coal production. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust compliance problems. This increased longwall productivity has meant that far more dust is being produced. An improved understanding of the longwall face ventilation system and advancement of face ventilation technologies are necessary to ensure all face personnel are allowed to work in an environment that is free of excessive levels of airborne respirable coal mine dust. The Dust and Toxic Substances Control Branch of the National Institute for Occupational Safety and Health's Pittsburgh Research Laboratory has examined several basic principles of the longwall face ventilation system, and has evaluated the effectiveness of numerous improved face ventilation techniques for longwall mining systems. These include identifying improved techniques for measuring face ventilation parameters on longwall mining sections and investigating the fundamental relationship between face air flow and the entrainment and dilution of respirable coal mine dust. Studies have been completed to determine the impact on face dust levels from using belt entry air to ventilate the longwall. Novel methods have been identified to increase the amount of face air flow and to manage face air flow to most effectively minimize face workers' dust exposure. Unique systems of auxiliary face ventilation have been developed and evaluated at full-scale, simulated longwall test facilities. The theoretical and applied aspects of each of these principles and technologies are discussed. Application of these results, throughout the longwall mining industry, as documented from surveys conducted in the early 1980's and 1990's, have reduced the health hazard associated with excessive exposure to respirable coal mine dust.

Highly variable milling properties within a geologically complex porphyry copper deposit owned by Kennecott Corporation in Nevada made it necessary to estimate the copper recovery and concentrate grade in areas where actual test data was lacking. The estimation was made by first determining the relationships between the desired metallurgical properties and the ore's petrology (i.e. copper mineral type, rock type and copper grade). This relationship was then combined with the already estimated rock type, mineral type and copper grade data in the mineral block model to predict the milling properties.

An expert system is a computer system that performs tasks that are considered by most people to require human expertise. Since their functioning relies heavily on large bodies of knowledge, they are often referred to as knowledge-based systems. These systems can contain the skill and knowledge of an individual human expert or the combined knowledge of a group of experts. The knowledge embodied in an expert system can consist of specific facts, HSHA regulations, heuristics or rules-of-thumb used by the expert, and databases. The purpose of this paper will be to introduce the participants in the ?Increase Competitiveness Thru Innovation? session to expert systems. This introduction will enable the participants to better appreciate the balance of the papers to be presented in this session. These papers will deal with specific mining problems and a proposed innovative solution. This paper will discuss such topics as problem-solving paradigms, rules of inference, knowledge representation, and the structure of expert systems.

Agglomeration developments in the iron ore industry of North America are closely related to shifting patterns in commercially acceptable ore grades and even the definition of iron ores. These relationships have occurred mainly during the last 20 years. Many of these changes are an outgrowth of events which involved the history of the Mesabi Range. Although magnetic taconites had been discovered in the Lake Superior area about 1870, they remained unvrorked in part for lack of concentration methods and a generally unfavorable economic climate. Some 20 years later the rich Mesabi hematites were found beginning the era of direct shipping ores which continued through World War II. These Lake Superior iron ores included reserves of an estimated three billion tons. Following World War II, decreasing ore grades and rising costs began to force the closing of many underground iron mines. The early 50's saw the beginning of the decline in direct shipping ores and a spurt in produc- tion of natural iron concentrates. However, the market for unprocessed concentrates began to decline in the early 60's as agglomerated products and foreign ore s began to dominate the U. S. market.

The unutilized iron ore fines (IOF, − 10 mm, 45% to < 60% Fe(T)) left at various mine sites during blasting and processing are rich in goethetic-hematite associated with high clay and considered a potential iron ore resource. The variation of loss on ignition (LOI) from mines to mines is based on the goethite and clay mineral content. The clay containing below 45 μm is mostly brittle, causing beneficiation problems. The IOF has an LOI of 7.83%, with high silica (5.52%) and alumina (4.57%), and 57.17% of Fe(T) subjected to both conventional deep beneficiation (CDB) and magnetization roasting using high-ash non-coking coal to adopt the suitable upgradation process. The CDB and magnetization roasting concentrate has 62.61% and 67.58% Fe(T) with 64.69% and 85.19% yield, respectively. However, the presence of 6.40% LOI in CDB makes the ore challenging for pelletization. Characterization like X-ray diffraction(XRD), scanning electron microscope(SEM), and chemical analysis was used to assess the concentrate quality and potential industrial application.

The U.S. Bureau of Mines develops technology to help ensure that the Nation has an adequate and dependable. supply of minerals at reasonable economic, human, and environmental cost. Our research programs seek improvements for almost every aspect of the mineral production cycle--from evaluating the availability of minerals, removing the ore from the earth, to enhancing the performance of mineral materials. The health and safety of the men and women who work in the Nation&apos;s mines and minerals processing plants and the environmental impact of mining and mineral processing are major Bureau research concerns. In recent years, the U.S. mineral industry has found it increasingly difficult to compete for a share of world markets. Many foreign producers benefit from lower production costs and higher grade deposits. Some foreign governments subsidize their mineral industries and impose fewer restrictions with respect to environmental controls and health and safety regulations. If the United States is to compete in world mineral markets, innovative technology must be found to lower the cost of recovering and processing minerals. Mining and mineral processing research by the Bureau identifies ways to help the country maintain a sound, competitive industry and a dependable mineral supply, so vital to economic growth and the national security. This work includes efforts to improve existing techniques and procedures; but more and more of the Bureau&apos;s resources are being focused on long-term, high-risk research directed at developing new approaches to mining and mineral activities--approaches like in situ mining. Bureau scientists are studying the mining applications of computer assisted mining and investigating a variety of "high tech" approaches to extractive metallurgy. Such cutting-edge research will be necessary if major advances in health and safety, environmental quality, strategic and critical minerals availability, and overall U.S. competitiveness are to be achieved. It is just such high-risk research that the industry cannot afford to conduct itself, but--in the long run--cannot afford to be without. It is this type of research that will help us arrive at a revolutionary breakthrough rather than small incremental changes in health and safety technology as well as recovery methods. Our mining and mineral processing research is also directed at reducing the Nation&apos;s dependence on imports of minerals that have key defense and industrial uses. Some of these strategic and critical minerals are particularly vulnerable to supply disruptions. We are working on technologies that would allow the United States to take advantage of domestic sources of these minerals--sources consisting primarily of deep or low-grade ores, ores with complex mineralogy we do not yet know how to process, and small deposits that are now uneconomical to mine and process. Other research activities focus on ways to reduce the Nation"s consumption of key minerals and increase the recycling of these minerals. The opportunities in this area include coal. The current middle eastern crisis reinforces the need for a stable energy supply--preferably a domestic supply. The extensive reserves of coal in this country are well documented. Perhaps what is not as well recognized is the impact that the price of coal can have on its competitive position both for domestic fuel selection considerations as well as for the ability of this country to compete in the coal export market. Today, the role to the United States is as a reliable, but high-cost exporter of high-quality coal. U.S. export coal competes with supplies from other major suppliers, including Australia, Canada, Poland. If U.S. mining costs were lowered by at least $8 per ton in the year 2000, then coal exports would surge by a projected 46 percent, and U.S steam coal displaces significant quantities of foreign coal imports in Europe. The Conda Partnership&apos;s Dry Valley Phosphate mine is a thinly bedded, multiple seam, open pit mining operation where selective mining techniques are used to recover phosphatic shales. The mining methods used are truck/shovel and scraper/ dozer operations. The ore that is mined is shipped 32 km (20 miles) by rail to a beneficiation facility which upgrades the ore via washing and calcining. The mine and beneficiation complexes are owned by the Conda Partnership. The Conda Partnership is a joint venture between Beker Industries Corp. of Greenwich, Connecticut, and Western Co-Operative Fertilizers (U.S.) Inc. of Alberta, Canada. The Conda Partnership operates as a separate entity from the two partners.

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. It is the hope of the author that this paper, largely a compilation of observations and opinions built up over 20 years of experience in cold and remote areas may be of some help to others in designing better plants for the future in the north. The north is not as difficult to operate in as the better story tellers make it appear to be. ()n the other hand for 6 months of the year the cold is always there, and it seems to be waiting for someone to make a mistake. The simplest things can shut a multi-million dollar plant down at -4n&apos; F with a 4n M.P.H, wind. It only takes one man door improperly latched to freeze up all the pumps on the bottom floor. Someone can poke a one inch hole in an outside wall in July and six months later while you are having Christmas dinner, a watchman will call up to report that the whole plant is flooded because the main water line just froze up and burst. Basic things to remember in plant design for cold and remote areas are: everything in these areas is more expensive due to long and difficult supply lines. Fuel is expensive and would be a major cost item even if it were not expensive, due to the extended periods of low temperatures. Building volumes should therefore he kept to an acceptable minimum. Service areas on the other hand must he adequate, because maintenance generally has to be conducted inside in a heated area. Supply vehicles for instance have to get completely inside the building to unload. If you try to unload a supply vehicle with the door open at -50° F, you won&apos;t be able to find the vehicle for fog and if you take more than 5 minutes half the water lines in the plant will freeze up. People in a remote area are expensive. The capital investment per employee may be as high as $30,000; with fringe benefits per annum costs of an employee will he as high as 812,000 per year regardless of basic wage rate. It
