Lack of understanding of useful applications of explosives on construction work stem primarily from the fact that explosion is commonly associated with destruction. On rock excavation and other construction works a certain quantity of explosive is harnessed to perform useful work at the source e.g. blasts to disintegrate rock. Development in rock blasting techniques, including the use of multiple-row blasting with short delay ignition, have made it impossible to excavate rocks close to or below buildings even in closely built-up areas. To permit the use of explosives on construction projects, in ways that will not damage existing structures, guidelines have been developed from careful measurements of intensity of ground vibrations. Accurate electronic instruments are now available for doing this. PLANNING AND CONTROL Blasting operations must be carefully planned and carried out to avoid discomfort to persons or damage to property. This increase in the use of rock blasting in city areas alone has led to a number of problems due to ground vibrations, air shock waves, and the psychological effect of noise. While the latter seldom if ever causes damage, it does create irritation and discomfort to persons living or working near the blasting sites. A result of this is a steady increase in the number of complaints in respect of damage to houses and other premises. Many such complaints are genuine and damage may undoubtedly be caused when incorrect blasting techniques are used.

INTRODUCTION The Uranium Epidemiology Study at the University of New Mexico was initiated in 1977 with the objective of assessing health effects of uranium mining in the Grants, New Mexico, area. The planned approach was a cohort study of mortality that would capitalize on the availability of health records at the Grants Clinic. During the first year, emphasis was placed on determining the feasibility of the proposed study: Were adequate records available? What was the quality of available information? Could a cohort be established? The first year's work confirmed the study's feasibility (Buechley, 1979). Subsequent efforts have focused on the health and exposure data base and comprehensive follow-up. A retrospective cohort study of early miners is in progress; a prospective cohort study of miners who began working under the current Federal standard is planned. This report will summarize the current status of the Uranium Epidemiology Study. A chronology of the study's activities follows (Table 1). TABLE 1. BACKGROUND Uranium Mining in New Mexico The Grants, New Mexico, uranium belt measures some 110 by 25 miles in Cibola, McKinley, and Sandoval counties (Kelley, 1963). The three chief mining districts are, from east to west, Laguna, Grants, and Gallup. Average annual production was about 5,500 tons, or 45% of United States uranium, from 1966 through 1978. Despite a drop in this figure in 1979, to 40%, New Mexico still leads the nation in uranium reserves and production (Hatchell, 1981). In 1918 carnotite, a yellow uranium vanadate, was identified in the Shiprock area (Chenoweth and Learned, 1980; N.M. Energy and Minerals Department, 1981). It received little attention at the time because of its apparently limited volume. In 1950 an important uranium outcropping was discovered by chance in limestone at Haystack Butte, northwest of Grants. In 1951 deposits were discovered in sandstone at Poison Canyon, north of Grants, and at Jackpile, northeast of Laguna. In 1955 finding of radioactive cuttings at an abandoned oil test site near Ambrosia Lake led to drilling and discovery of the first underground deposits (Melancon, 1963). Ore bodies were also found near Church Rock in the 1950's (Rautman, 1977). A uranium rush followed. At various times during 1952-1962, 60 mines and 5 mills were in operation (Gay, 1963). In the early 1960's the price of uranium fell, and many miners left the area. Subsequent market fluctuations have produced shutdowns and consolidations, development and expansion. The marine geologist and coastal engineer have at their disposal a wide variety of geophysical tools with which to investi¬gate sea floor topography and structure. Such devices include towed magnetometers, shipboard gravimeters and a variety of acoustical systems for recording the relief of the sea floor and buried structural features. The versatility of this latter group of systems lends itself to a variety of applications essential to those projects where excava¬tion of the sea floor is required. This paper describes the use of several acoustic devices and their Limitations and presents a case history in which a rapid survey from a small vessel provided detailed information critical to the planning stage of a specific coastal project. In this discussion, shallow water is defined as depths less than 150 feet. At present, this limit includes the maximum depth of economic dredging and most other offshore activities. To be sure, the maximum depth at which routine useful work can be accomplished is rapidly increasing, but the majority of current marine activities are located in water depths here defined as shallow.

Of the 15 million tons of glass discarded in municipal wastes annually, about 2 million tons pass through incinerators and can be recovered by ore processing techniques. Although the primary use for this recovered waste glass would be as cullet in the manufacture of new glass containers, this approach is not always practical because of long shipping distances, high freight costs, and high purity requirements. Alternatives to the use of waste glass as cullet would be either as landfill or in secondary products. Although glass is considered a good landfill material, it is still wasteful of potentially valuable raw materials. Secondary products that can be made from waste glass1 include a variety of industrial and construction items. As part of the Bureau of Mines' program in secondary materials recovery, the Tuscaloosa Metallurgy Research Laboratory has conducted research concerned with the development of ceramic building products from waste glass. Materials employed in this research were obtained from municipal incinerator residues fractionated in the Bureau's continuous residue processing plant, College Park Metallurgy Research center.' The studies reported herein3,4 present research results using waste glass in the formulation and production of clay bricks, not only to produce improved products, but to reduce production costs, conserve natural raw materials, and most important, to reduce manufacturing energy requirements.

"Since 1984, the date of the first recorded fatality involving a remote controlled continuous mining machine, 38 miners in the United States have been killed when they were struck by a continuous mining machine. Proximity detection is a valuable tool for preventing fatalities, and the use of these systems is expected to significantly improve safety. Proximity detection provides a means to prevent accidents like these. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a series of underground tests to evaluate the accuracy and repeatability of proximity detection systems under a number of conditions such as varying the orientation and height of the personal wearable device (PWD), moving the PWD close to the trailing cable, and activating the machine’s mining mode. At the 2014 SME Annual Meeting, results from tests on first-generation proximity detection systems were presented. This paper will provide results from the similar tests performed with second-generation systems. The results show that performance has improved. For example, the negative impact of PWD orientation and the trailing cable has been reduced. However, some inconsistencies remain. Notably, performance changes dramatically when mining mode is activated. INTRODUCTION Since 1984 there have been 38 fatalities involving striking and pinning of the operator and other workers by the continuous mining machine (CMM) [1]. In August 2011, the Mine Safety and Health Administration (MSHA) published a proposed regulation that would require proximity detection systems on all continuous mining machines except full-face machines [2]. Proximity detection systems are designed to stop machine motion to protect miners from striking/pinning hazards. Several MSHA-approved proximity detection systems are commercially available. MSHA estimates that of the 38 fatal striking and pinning accidents that have occurred since 1984 involving CMMs, the use of proximity detection could have been a preventative factor in at least 28 cases [1]. Furthermore, MSHA estimates that proximity detection could prevent 20% of all deaths throughout the industry [3]. NIOSH researchers have been involved in the development and testing of proximity detection technology since creating the HASARD system [4] and have recently conducted research intended to develop more advanced proximity detection technology for CMMs [5,6,7,8]. In addition, NIOSH has also conducted research investigating how the signals of a proximity detection system propagate [9,10] and have developed a novel method for determining the location of a personal wearable device (PWD) relative to the magnetic field generators [11,12]."

Computerization has allowed practical design of complicated and optimized belt conveyors for bulk materials from prediction of belt tensions around the belt circuit for a wide range of belt loadings and conveyance paths. These design methods are based on a knowledge of component operating characteristics and sources of tension change. As compared to generalized 'f' methods, CEMA's historical Kx and Ky has provided nonlinear and more specific predictions of belt tension as affected by various components and operating conditions. These empirical values were developed in a different age and generalizations made in their development are now a constraint to additional conveyor improvements. Traditionally, Mexico has been a mining country. This industry has played a very important role in our country's development, creating jobs, integrating geographical regions - generally very remote from urban communities - and, an essential factor in our present day economy, generating an influx of foreign currency. The Fluorspar mining industry's development started in the 1920?s, but it was not until World War II that its exploitation became consistent and started growing. During the last few years, Mexico has become the world's leading producer, with an annual output of more than one million tons, which directly generates over 3,000 jobs. The actual proven reserves can guarantee fifty years of production at this same annual rate, and it is due to this fact that the producers have not increased their reserves. However, there is concrete information of the existence of several deposits, extending from the northern border to the gulf of Mexico, forming the "Fluorspar Belt? in Mexico.

A common decision in openpit mining is to determine the extraction sequence of notional three-dimensional production blocks so as to maximize the net present value of the extracted orebody, while adhering to precedence and operational resource constraints. This openpit block sequencing (OPBS) problem is commonly formulated as an integer program, with binary variables representing if and when each block is extracted. In practical applications, the number of blocks can be large and the time horizon can be long; therefore, instances of this problem can be difficult to solve using the exact approach of optimization. The problem is even more challenging to solve when it includes explicit minimum operational resource constraints. Our maximum value feasible pit (MVFP) algorithm generates an initial integer feasible solution for OPBS problems, in which minimum operational resource constraints are strictly enforced. As an exact approach, we present a Tailored Lagrangian Relaxation (TLR), in which the selection of constraints to dualize is guided by information provided by the MVFP algorithm. We present results and graphics to demonstrate the utility of our techniques for instances containing up to 25,000 blocks and 10 time periods.

For conventional applications, there is limited demand for rare earth elements as well as yttrium and scandium. But the emergence of new high technology applications such as supermagnets, lasers, and superconductors should result in significant demand for some of these elements. This article examines the anticipated applications and demands for rare earth elements over the next decade. It also looks at the implications on the use of available resources. In the context of a growing demand, process methods are reviewed for the recovery of rare earth elements from conventional and unconventional resources. And the article also discusses the challenges facing the mining industry in meeting this opportunity. Reserves and reserve base The rare earths (RE) are a homogeneous group of metallic elements occupying the area from lanthanum to lutetium in group IIIB of the periodic table. Yttrium and scandium are also included with the rare earths because of their chemical similarities and common existence in nature. These 17 elements and their atomic numbers are shown in Table 1. The rare earths are widely distributed in low concentrations throughout the earth's crust (Hedrick, 1985). They occur in many rock formations including basalts, granites, shales, and silicate rocks at concentrations of 10 - 300 ug/g. They also occur in more than 160 discrete minerals. Most of these are rare, but may contain as much as 60% rare earth oxides (REO). More than 95% of the REO occurs in three minerals: monazite and bastnasite for the light rare earths and xenotime for yttrium and the heavy rare earths. Apatite and multiple-oxide minerals, such as euxenite and loparite, are also commercial sources of the lanthanides and yt-trium. Rare earths do not occur in nature in the elemental state. And, except for scandium, they do not occur in minerals as individual compounds. Bastnasite and monazite are the two major minerals used commercially to supply most of the rare earths (Hedrick, 1985). Bastnasite is a key raw material source for the cerium subgroup elements. The largest known bastnasite deposit occurs with iron ore minerals in China. The second largest deposit is situated in California. Typical rock analyses of the fluorocarbonate mineral bastnasite deposit in California show about 15% bastnasite. The REO content of that is about 50%. INTRODUCTION Underground gold mining operations are found in South Africa, U.S.S.R., Canada, the United States, Zimbabwe, Ghana , Brazil. Australia, China and many other countries. The methods used for extraction differ from highly mechanized trackless mining in the developed countries to the labour intensive systems of the third world nations. The climatic conditions in which mines are situated vary from equatorial to arctic. The rock temperatures and the depth of workings also vary significantly from shallow to extreme depth. The Western Deep Levels mine in South Africa is the deepest and exceeds 4.000 metres in depth with strata temperatures above 55°C. These major differences between mining fields result in significantly different ventilation problems in underground gold mines. The ore types also vary and some deposits have high silica contents while other mines extract sulphide ores. Methane may also be encountered in underground gold mines and can have a large influence on the ventilation practice. Several topics are currently of concern to operating mines and are reviewed here:- a) Air circulation and fans b) Mine cooling c) Permafrost operations d) Mine heating e) Control of diesel exhaust f) Gases, fires and explosions

The Henderson Mine is located approximately 50 miles west of Denver, Colorado. A project is underway to replace the existing rail system which transports molybdenum ore 15 miles from the mine to the mill using three flight conveyor system. The first conveyor is a 1 mile, high lift conveyor which transports the ore from an underground crushing station to the end of the existing rail tunnel. The second conveyor is 10 miles in length and utilizes the existing rail tunnel to transport the ore from the mine, which is on the east side of the Continental Divide, to the mill located on the west side. The third conveyor takes ore from the tunnel portal to the mill through a series of 7 horizontal curves and inclines up to 15 degrees. The project applies advanced conveyor design to tackle the installation of the system in an operating mine and achieve the highest possible level of reliability. This paper outlines the design process for this system, discusses the options which were evaluated and how the current design evolved.

Giant gold deposits are considered products of crustal-scale systems. Reduced fluids stored in mid to lower crustal reservoirs were discharged into mid to upper crustal sites of deposition. Elements of the architecture include crustal-scale structures, reduced packages of rock and regional seals. Gas-rich aqueous fluids were common but non-aqueous fluids may have been significant in the deeper parts of the systems. Fluid fluxes in over pressured domains were maintained by porosity waves. Abnormal heat input from the mantle may not be required once the systems were perturbed. Fluid-mixing and hypogene enrichment were probably the most significant precipitation processes.

Granitic Pegmatite deposits are the chief source of commercial feldspar, micas, lithium minerals, tantalum-columbium, beryl, and certain types of kaolin. The output from pegmatite mines in the United States is small compared to other mineral products in terms of bulk or value, and much of it comprises only minor metals and nonmetals. Nevertheless, pegmatite minerals play a vital part in our domestic industrial economy, particularly in the ceramic and electrical industries. Numerous special purpose uses also are important, even though they require small quantities of raw materials. In recent years, realizing the potential importance of the pegmatite minerals, the U.S. Geological Survey, the United States Bureau of Mines, several state Bureaus of Mines, and a few private companies have carried on extensive programs of pegmatite studies in the New England and southeastern states, in the Black Hills area of South Dakota, in the Rocky Mountain region of Wyoming, Colorado, and New Mexico, and in various parts of Washington, Idaho, Utah, Nevada, Arizona, and California. Currently, some of the pegmatite minerals such as micas and spodumene are selectively separated by the flotation process. To a lesser extent a few plants are selectively floating feldspar and quartz. Much of the credit for the above progress goes to the fine work done by U.S. Bureau of Mines (1), and companies such as Foote Minerals (2). Additional research efforts by the New Mexico Bureau of Mines (3) has successfully demonstrated selective separation of micas, beryl, spodumene, lepidolite, microlite, quartz and feldspar from a complex Pegmatite containing all these minerals. Since the nature of the mineralization of various valuable components of a pegmatite deposit is such that selective separation of some of these can be carried out at a coarse size using the Heavy Media Separation technique, it was felt that such a system should be investigated for selective preconcentration of their minerals. It was also felt that of all the :MS systems available, the DYNA WHIRLPOOL (DWP) device which allows a close control and adjustment of specific gravity should provide a means of achieving the above goal. Once the desired preconcentration of one or more of the pegmatite mineral assemblage is achieved, the available selective flotation techniques should provide effective recovery of various minerals into marketable products. This paper presents technical and economic aspects of selective preconcentration of some of the pegmatite minerals followed by selective flotation to produce marketable products.

The disposal of phosphatic clays has presented a problem to the phosphate industry since the mining of phosphate rock first began. As the flotation process was introduced in the late 1920's, the problem of clay disposal was increased significantly since clay is present in proportionally greater quantities in reserves yielding flotation concentrates. Because of their physical character and the tremendous surface area per unit volume, these clays have the characteristic of retaining large volumes of water as they are slurried during processing. The phosphatic clays with which we are dealing consist primarily of apatite, wavellite and montmorillonite. In the beneficiation process, we remove the -150 mesh material as waste. However, the particles are essentially smaller than -325 mesh, and more than 70% are smaller than three microns. The disposal of clay and the recovery of a portion of the water require settling areas with a capacity ranging up to 2 cubic feet for each cubic foot of phosphate matrix mined. According to a recent study by the Bureau of Mines, the average cost for disposal of these wastes is 24.5 cents per ton of, product (U. S. Bureau of Mines Circular 8404). This is a major cost of phosphate rock production.

Introduction Heap and dump leaching are low-cost metal production techniques that are gaining in popularity among gold and copper producers. However, the flow of solution in heaps and dumps has received little attention in the literature. This is unfortunate since solution flow is one of the few parameters subject to operator control. Thus, solution management may well influence both operating costs and plant performance. Costs aside, there are two important aspects of solution flow to be considered -the metallurgical and the hydrological. Some of the metallurgical factors have recently been discussed (Jackson and Ream, 1980; Schlitt, 1984; Schlitt and Nicolai, 1987). These cover solution application rates and methods, irrigation rates, leach-rest cycles, and nonvertical solution flow. According to Caldwell and Moss (1985), however, the hydrological aspects may be more significant than the metallurgical ones. In particular, a phreatic surface will form when excessive flow leads to an accumulation of water and the associated buildup of pore pressure within the rock pile. Such internal flooding can either originate at the foundation or at some other zone of very low permeability. The latter condition gives rise to an impounded volume of solution, i.e., a perched water table (see Whiting, 1985). Caldwell and Moss point out that a rising zone of saturation is probably the most common cause of dump failures. Of course, such failures have even occurred in heaps that were carefully prepared for leaching (Milligan and Engelhardt, 1984). Thus, flooded conditions and perched water tables represent an important safety consideration as well as having an impact on metallurgical performance. The following sections describe a case history in which a perched water table developed within a copper leach dump. The description includes background information, solution flow rates, and metallurgical data. Then this situation is compared to one involving normal drainage. Description of the leach system The leach dump in the case history is located at a shutdown open pit copper mine. It was built in two lifts, with the second added some 20 years after the first. There is little detailed information available on the initial lift. It was built with rail¬hauled waste and was generally less than 30 m (100 ft) high at the crest. The area available for leaching was about 120 m (400 ft) wide and more than 380 m (1250 ft) long. The dump surface was prepared for leaching by dozing ponds approximately 12 m by 12 m by 2.5 to 3.0 m deep (40 ft by 40 ft by 8 to 10 ft). The ponds were leached by flooding with barren leach solution returned from a scrap iron cementation plant. Based on mill feed at the time, the average waste grade was probably close to 0.4% Cu. The first lift leached well. It accepted high flows, which together with the waste grade, produced a rich pregnant leach solution (PLS). Old records indicate a PLS of "50 lb Cu/ 1000 gal," or about 6 g/L. As later drilling would indicate, such a high tenor led to dissolution of considerable scrap iron that was returned to the dump. The iron then hydrolyzed and settled out on the pond bottoms. In addition, the waste settled substantially so that the unleached crest was 3.0 to 4.5 m (10 to 15 ft) above the ponded area. Eventually, the leachable copper was extracted and the dump became less permeable. Thus, the PLS tenor dropped until it became uneconomical. About ten years later, mining resumed and the decision was made to add another lift to the dump. This was done without giving much thought to a subsequent leach operation. Hence a 24-m (80-ft) lift was built on top of the original dump. The surface of the latter was not prepared in any way, e.g., by leveling and/or deep ripping, prior to over-dumping. Examination of subsequent drill cuttings indicated that the new lift contained about 0.2% Cu, with chalcopyrite and chalcocite (50:50) being the predominant copper minerals. Most of the chalcocite occurred as rimming on the abundant pyrite, with the pyrite to chalcopyrite ratio estimated at 10 to 1. The use of 100- and 120-ton trucks for haulage caused some waste compaction during emplacement. In addition, the host rock itself was relatively soft, being a porphyry intrusive material that was partially altered to clay. As a result of the initial compaction and clay swelling, the rate of water percolation from the new leach ponds was slow and the ponds often contained considerable standing water. Even frequent ripping failed to provide a sustained improvement in the percolation rate. The poor surface permeability was exacerbated by hydrolysis of iron salts which settled as a layer on the pond bottoms. Partly as a result of the permeability problems, metallurgical performance was not up to expectations. These had been based on laboratory tests which showed about 20% copper solubilization in two weeks. Continued copper extraction in the tests also suggested that a substantial percentage of the copper would eventually be recovered. However, the PLS grade in the actual operation peaked briefly at about 0.48 g/L Cu (4 lb Cu/1000 gal), then declined to a range of only 0.24 to 0.36 g/L Cu (2 to 3 lb Cu/1000 gal). The poor leaching was traced to a lack of oxidation of the sulfides. There were two principal observations supporting this conclusion. First, there was no evidence of any heat being generated within the dump. As discussed elsewhere (Schlitt and Jackson, 1981; Hiskey and Schlitt, 1982), pyrite oxidation is quite exothermic and the high pyrite content of the waste should have led to an increase in the temperature of the leach solution as it percolated through the rock pile. Second, there was no sign of any natural convective air flow through the dump.

During, 1956 the water used in mining iron ore in the United States amounted to about 2 billion gallons and the water used in producing iron concentrates-amounted to about 166 billion gallons. By 1980 an increase of about 65 percent is anticipated in the amount of water used for mining and beneficiating iron ore. Except for boiler-feed makeup water the quality requirements for water, for mining and beneficiating iron ores are not stringent. Adequate supplies. of water for development should be available at reasonable cost with the possible exception of some in arid regions.

Over the years the coal industry in Alabama has generated about 150 million tons of fine waste coal, increasing at a rate of 2 million tons/year, during mining and cleaning operations. Reclamation of the fine-size wastes containing 20-60% by weight clean coal provides, free of charge, mined and crushed feedstocks for coal recovery and eliminates a major source of acid water pollution. Tests were made on the impounded wastes and current plant discharges to recover the coal fraction by sizing, gravity and flotation techniques. Gravity separation of the plus 100 mesh material produced commercial grade coal averaging 8.2% ash, 0.8% sulfur and 13,350 Btu/lb. However, the coal recovery was relatively low at 50-65%. Froth flotation using mechanical and froth column methods gave similar coal products at much higher coal recovery of 87-93%. The coal produced analyzed 10% ash and 1.1% sulfur.

In response to Public Law 95-87 (SMCRA), Colorado promulgated regulations governing the mining of Coal. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence. All permitted underground coal mines within Colorado have approved subsidence programs. Preliminary monitoring results indicate the subsidence mechanical predictions have been sufficiently accurate to preclude material subsidence damage. The State of Colorado has developed a practical approach to regulating subsidence, which stresses monitoring verification of predicted subsidence phenomena. However, shortcomings exist in our ability to precisely predict the secondary consequences of subsidence, including effects to structures, the hydrologic balance and the environment. Lack of accuracy in predicting these secondary consequences results in uncertainty, necessitating conservatism in permitting. To avoid increasingly stringent permit restrictions, future research should emphasize the secondary consequences of subsidence.

The two Agrico Chemical Company self unloading Phosphate Rock barges put into service in 1976 operate at over their design carrying capacity. Each barge now carries 26,000 short ton instead of the planned 25,000 short ton at 32 foot of draft. They are in service between Agrico's Tampa, Florida Terminal and the Donaldsonville, Louisiana Fertilizer Complex, moving a total of 2,500,000 short tons each year. This was the first use of the Parascrew design for a marine application. The barges, with their 3,000 STPH unloading and matching loading rate is the vital link in this total transportation and handling system. Rock is moved from the Pierce, Florida Mines through the Tampa Big Bend Terminal, across the Gulf of Mexico, and up the Mississippi to the Agrico Faustina Phosphoric Acid Plant 30 miles below Bacon Rouge, Louisiana. The trip from the terminal to the plant is 600 miles and the turnaround time is just about six days. Seven years operating experience has proved that the system works. Fittingly, the two barges are named the "Faustina" and the "Pierce". They have a beam of 85-feet and are 495 feet long. folded depth is 43 feet, with a ballasted light draft of 19 feet and a typical loaded draft of 32 feet. There are four separated holds with the machinery room located forward of 101 hold. Each hold is 51 feet wide at the coamings with an 18 foot straight section on the side, and a 24 foot long, 600 slope sheet for a 23 foot clear reclaim width at the bottom. The Parascrew in each of the holds is 37 feet long between the bearings and is supported on a 14 inch diameter hollow shaft. The screw pitch varies and the diameter of the flights step up from l'-9" diameter to 2'-6" diameter on the discharge end. By sloping the centerline, a minimum four inch bottom clearance is maintained across the hold. Some bending of the tube does take place.
