Low-rank/oxidized coals respond poorly to oil agglomeration. Emulsification of kerosene in the presence of surfactants dramatically reduces the size of the kerosene droplets. While this dramatically reduces the amount of oil that is required for efficient agglomeration (down to 0.25-0.5%), more importantly, the surfactants entirely change the electrokinetic properties of the oil droplets and thus the interaction between oil droplets and coal particles. Consequently, kerosene cationic emulsions can efficiently agglomerate oxidized coal particles. The agglomerates obtained in such a process can still be recovered by screening. Surfactants can affect fine coal filtration very profoundly when used to emulsify the oil which is utilized to agglomerate coal prior to its filtration. This sequence is much more logical than the use of flocculants - highly hydrophilic polymers - as filtration additives to aid dewatering of flotation concentrates. Although such polymers flocculate coal particles, they also render coal surfaces hydrophilic and make reduction of the cake moisture content difficult.

King County (Seattle, WA) is on a monumental task of building the new Brightwater System complete with a new treatment plant, three main conveyance tunnels, a new outfall into Puget Sound and other ancillary works. This paper will describe the first conveyance tunnel, Brightwater East currently under construction by the Joint Venture of Kenny (Sponsor) / Shea / Traylor that is scheduled for completion in early 2010. The project located in Bothell, WA (north of Seattle) is in both King and Snohomish Counties. It was the first of the major tunnel projects that was scheduled by King County for the Brightwater System. The East Contract consists of the following major elements: 14,000 ft of 19'-2' EPBTBM mined tunnel using 16'-8' ID bolted, gasketed precast concrete segments for a primary liner; installing and encasing 14,200 ft each of 48', 66', 27', 84' in diameter steel pipes inside the tunnel along with three runs of fiberoptic cable; 2,430 ft of 72' in diameter microtunnel including three caisson shafts and associated structures; one Intercepting Structure (IS) shell to mine from that is 74 ft deep and 74 ft finished in diameter with 130 ft deep slurry diaphragm walls, tremie slab and final concrete wall lining; one Influent Pump Station shell (IPS) 83 ft deep, twin 77 ft inside diameter cells, with 160 ft deep slurry diaphragm walls, tremie slab, and final lining; two short 12 ft in diameter inter-shaft connector tunnels; one extraction shaft 40 ft deep by 40 ft wide and 140 ft long for connection to the new treatment plant piping.

Seals for man-made penetrations into or nearby nuclear waste repositories require several unique capabilities not common to seals for conventional underground activities. Design criteria include long functional use, extremely low permeabilities of the seal zone (including adjacent disturbed rock), and the potential for retarding radionuclide travel. This paper summarizes comprehensive seal programs being conducted by D'Appolonia for the Office of Nuclear Waste Isolation (ONWI) at Battelle, Columbus. The program schedule requires the first detailed conceptual design for a bedded salt site to be completed in 1982. Conceptual designs for other host media will follow as site exploration data becomes available. The design program is supported by a variety of office, laboratory, and field activities being conducted by ONWI subcontractors. An example is provided to illustrate the variety of efforts directed toward determining the extent of disturbance adjacent to penetrations as a result of in-situ and excavation methods. Also, the current "working design" for the shaft and tunnel seal system at the candidate Los Medanos thick salt site in southeastern New Mexico is presented.

Investment in minerals development usually entails big financial outlays. which will remain at risk for a long time before the venture can begin to generate a return cash flow. Before 'committing himself to such a venture the investor would be wise to carefully examine the possible consequences of his exposure to risk. In this context risk is defined in multiple terms, which relate the magnitude of possible loss with the probability that such loss may occur--normally the probability will decrease as the amount of possible loss increases. The analysis of risk is an essential component of the decision making process, especially so in the case of low grade high tonnage mining ventures where a very real possibility exists that future unfavorable circumstances may lead to losses that could cripple or ruin even the richest corporation. Wells (1979) postulates a rationale for making the investment decision under uncertainty based on the comparison of two independent risk criteria: 1) the risk inherent in the venture represented by the negative portion of the cumulative distribution of the net present value (NPV), as derived by a stochastic evaluation procedure, 2) the limits of risk the decision maker is willing to accept, taking account of the financial capacity-of the 'firm to absorb various levels of future cash shortfall should the venture prove disappointing. The chance the investor would be prepared to accept can be expected to decrease as the amount of the possible shortfall increases. The limits of acceptable risk are-defined by a curve called the "LL-curve" which can be directly compared with the cumu¬lative NPV curve. A positive investment decision is implied if the limits of acceptable risk are not exceeded.

Linear meridional zones of bad roof conditions have been frequently encountered in producing collieries working the Permian age Lithgow seam in the western coalfield of New South Wales. The prediction of such zones ahead of mining is desirable for reasons of both safety and economics. In March, 1981, we carried out an experimental, three-component in-seam seismic survey at Invincible Colliery to discover whether such zones have any unambiguous seismic effect. The underground survey was the first of its kind to be attempted in an Australian mine. The data quality was excellent with the spectra broadband and clear. Polarisation analysis disclosed two modes: one compressional; the other shear horizontal. The SH model was clearly dispersive and well gound to the plane of the seam. Modal velocities decreased by up to 15% at the fracture-swarm site. There is a strong suggestion on the RLS maps obtained here that the distributed fault zone is acting as a composite scatterer of channel waves. The P-SV and SH wave tomograms obtained show, in a general way, the distribution of stress in the coal panel.

INTRODUCTION The Point Lepreau nuclear generating station was constructed in the late 1970's and early 1980's by the New Brunswick Electric Power Commission. Point Lepreau is a small peninsula on the north shore of the Bay of Fundy, about 55 km west of St. John, New Brunswick. Cooling water for the plant was to be obtained from and discharged into the Bay of Fundy by the system of shafts and tunnels illustrated in Fig. 1. The design engineer for the cooling water system was Albery, Pullerits, Dickson and Associates, Ltd., Toronto. Ferrera-Resco Ltd, Windsor, Ontario, was contractor for construction of the cooling water shaft and tunnel system, which was done between 1976 and 1979. The senior author was project manager for Ferrera-Resco, the junior author served as consultant to Ferrera-Resco on evaluation of certain geotechnical questions which arose during construction. SITE CONDITIONS Geology Except for limited overburden soils at the onshore shaft sites, the tunnels and shafts were constructed entirely in Triassic conglomerate, sandstone, and siltstone, with some shale interbeds. The bedding strike averaged about N6°E, The dip was to the west at about 30° along the Discharge Tunnel and 40° along the Intake Tunnel. Rock along the Intake Tunnel was mostly sandstone and siltstone and more thinly bedded, with RQ D generally in the range of 50 to 60%. Rock along the Discharge Tunnel tended to be coarser sandstone and conglomerate and more thickly bedded, with higher RQ D averaging about 80%. High costs--and high risks--are normal in coal exploration and mine development. But risks and ultimate costs are minimized by foreknowledge of prospective coal seams and adjacent formations. Extensive drill hole programs are often used to obtain needed information. Cores and cuttings from these holes are used to determine coal location, thickness, and quality; they are also used to study physical and geological characteristics of surrounding beds. Valuable as these core and cuttings studies are, their effectiveness is often diminished by loss of recovery or by incomplete analysis. Needed is an effective and economical method for augmenting these studies. Well logs provide information of the type needed for efficient cool prospecting. Furthermore, obtaining these logs in drill holes, and evaluating the data they provide, is both fast and economical. To investigate the usefulness of well logging methods in coal explorations, the authors worked with Mr. Jon Jenkins of Truax Truer Coal Company. Logs were run in a number of drill holes in various areas of the Illinois Basin; these areas provided variety both in coal quality and geologic conditions. The data were studied extensively using computer methods similar to those now used in the evaluation of oil and gas wells. (2, 3) This study was used to produce a computer-generated analysis designed especially for mining problems.

INTRODUCTION Upflow Solids Contact Clarification is a process long employed in the treatment of potable water, wastewater and municipal sewage. This process incorporated in a fiberglass conical structure seems to offer an economical solution to problems encountered in reduction of particulates in uranium effuents. CONCEPT OF UPFLOW CLARIFICATION Use of suspended solids contact units date back to the 1930's. These types of units produced by Infilco and the Permutit Company, among others, were used in the Lime-Soda softening process to precipitate calcium and magnesium salts from hard water. In general, the process operated as follows: (a) Raw water entered a central chamber where it was mixed with chemicals. The chamber had provisions for agitating and circulating the chemicals so that mixing and reaction zones were formed. (b) The water, precipitated chemicals, floc and turbidity flows to a clarification chamber (the Permutit precipitator used a truncated cone). In most cases the influent then passes upward through a blanket of suspended floc and other solids before it leaves the chamber at effluent weirs or launders.

The need for anti-corrosion coatings has existed for many years in the ground support industry, but the application requirements have made coating selection limited. Varying groundwater and chemical conditions continually challenge long term coating performance. Traditionally the industry coating preference has been hot-dip galvanizing due to its performance characteristics in highly corrosive environments and low cost nature. However, the galvanized coating has application limitations. Hilltop Interceptor Contract G is one of the segments of the wastewater control system in the greater Cleveland area. The tunnel is a relief interceptor constructed by the Northeast Ohio Regional Sewer District to minimize combined sewer overflows in the Easterly Service Area. The design study identified the need for a 3.35 m (132 in) diameter, 3.35 km (11,000 ft)in-line storage conveyance tunnel to be constructed at depths of 30 to 70 m (100 to 230 ft).Six structures for access, future flow drop, work shafts and overflow control were required to complete the system. The interceptor reduced the design peak flow from 12.5 m3/s(285 mgd) to 6.1 m3/s (140 mgd) by detaining in line 22,800 m3 (six million gallons) of wastewater.

Ghana’s physiographic and geologic features are the basis for its long mining history. The Gold Coast colony has been a significant producer of gold. The gold of the Akan forest (Ghana) was a terminus for caravans that plied Saharan trade routes. Now it also produces significant quantities of manganese, bauxite, and diamonds In addition, the country produces kaolinite, silica for glass, salt, and both aggregate and dimensioned stone. Most secondary minerals are consumed locally but some amounts do find international markets. Ghana revised the mining laws and regulations in 1986. These revised laws dramatically increased gold production and improved the country’s economy. The success of these laws spawned imitators in other African states such as Cote d’Ivoire, Mali, and Burkina Faso. Representatives of these countries claim Ghana was their model. Environmental regulations exist but an intensive adversarial atmosphere is lacking. Ghana has also offered the mining industry incentives like accelerated depreciation rates and exemption from import duties on related supplies and capital equipment. The country has also pursued an aggressive policy to restore the nation’s business infrastructure.

The Zn-Ag-Pb mineralization zone near Molai (Greece) was explored by more, than 60 drillholes. Promising results led to the decision of additional drillholes in order to confirm the expected spatial extension of the deposit. A multiobjective approach is described which optimizes the location of a set of 5 additional drillholes. The decision is based on estimation errors for grade, thickness and depth of the main ore bearing layer, with respect to cut-off values for grade and thickness. The linear combination of these variables defines a favorability index which is used for mapping optimal drillhole locations. The map shows several clusters of favorable cells. A declustrering algorithm is used to select a representative cell for drilling in each cluster.

Western Energy Co.'s Rosebud mine in Colstrip, MT, has implemented innovative mining techniques in the past,* and following in that tradition, new techniques for overburden removal were recently introduced at the Montana coal mine. In April 1979, falling coal production left Western Energy in a bind. At that time the company was one of the first to implement a dozer/scraper stripping system for additional stripping capacity. This time around, however, the challenge was to eliminate spoil rehandle with a dragline while digging down 33 in. "Rehandle will increase 20% by going down an additional 3 m past the 24-m level," according to Bob Cope, mine supervisor for Western Energy. To cut this additional expense by eliminating the need to rehandle, Western now uses scrapers to bench down for the dragline. This system utilizes the flexibility of scrapers as earthmoving tools. Although scrapers were originally purchased to fill an immediate need for productive, low-cost overburden stripping, they are now benching and continue to optimize the overall effectiveness of existing draglines. According to the company, the draglines couldn't keep up with production requirements if they had to rehandle spoil material. Benching with the scrapers eliminates spoil rehandle. Western Energy expects to produce 10.6 Mt of coal this year from three active pits in the Rosebud mine. Western estimates that there are enough coal reserves at Rosebud to support a 40-50 year operation. The sub-biturninous coal has an energy value of 9.2-9.4 Mj, 0.87% sulfur, 8% ash, and 20% moisture. Pit A, approximately 610 m long and 45-55 m wide, is the mine's greatest producer. A Marion 8050 dragline with a 46-ms bucket digs 30-33 m to uncover the 7.3-m Rosebud coal seam. Here, the scrapers were put to work benching for the dragline. Long Construction Co., which operates the mine equipment for Western Energy, uses four Caterpillar 637 tandem-powered scrapers, two Cat 631s and two Terex TS-24s. The number and combination of scrapers actually used for benching periodically changes, depending on which ones are needed for topsoil removal and reclamation. Scrapers benched down about 9 m and removed nearly 2.3 Mm of over-burden at pit A. About 1 Mm was placed in a 9-m lift on top of the high-wall at the head of the pit. It is difficult to fail if one has a great deposit, but 'great' ore deposits are few and far between. More often one hears that a mine has been 'made' rather than found. This is particularly true for industrial minerals and for gold and silver projects. Even the best ore deposit can often be improved through innovative technology, e.g. the Escondida copper mine in Chile, where a novel ammonia leaching process is yielding a fabulous DCFROI. Consider the case of a small high grade gold mine. Previous owners had found inadequate reserves to justify the capital cost of developing the mine and installing a mill. Lower grade resources had been ignored because the owners were looking only for grades that would be high enough to support a small underground mine and mill. Randol, assisted by Kappes Cassiday & Associates, determined that the ore was amenable for heap leaching. Secondly, existing drillhole data indicated a significant lower grade resource that appears to be accessible to open pit mining methods. In this case, the appropriate selection of off-the­shelf technologies has literally 'made' the mine. At the Randol at Vancouver '94 conference on Latin American Mining Opportunities, papers on innovative technolo­gies for exploration, mining, metallurgy and environmental management were presented in non-technical terms for managers and resource developers. It was surprising how few of the exploration- and finance-oriented delegates participated in these sessions. Numerous technologies were presented that could be added to one's arsenal of tricks to 'make' a mine, i.e. to convert resources into ore reserves through knowledge.

This is the ninth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for more than 30 new entries. Several articles and publications crossed the author's desk this past year that relate to mineral valuation and mineral royalty. Tom Loucks presented a paper, "The Valuation of Hard Rock Mineral Property," at the Rocky Mountain Mineral Law Foundation in Santa Fe, NM in July, 1990. His paper gives an indepth explanation of the definitions and concepts related to mineral valuation. It includes descriptions of numerous legal cases that have dealt with mineral valuation and proper reference is given for each case. Loucks works for the Denver Mining Finance Co. Gold royalties generally range from 5% to 7%, net smelter return. However, Severn Brown sent information that shows a much wider variation. Echo Bay Mines reported in its 1989 annual report royalties that range from 1.5 % to 30% for gold from various gold properties. Brown also sent a copy of an article that appeared in the Dec. 27, 1982, issue of Fortune magazine. This issue carried an article by Walter Guzzardi, Jr. "The Huge Find in Roy Ash's Backyard." The article gives the history of Newmont's leasing in Nevada on property that became the Carlin, Bootstrap and Blue Star Mines. The article states that the initial royalty was 10% that escalated to more than 16%. Another property, the site of Gold Quarry, provides an 18% royalty to the same own¬ers. The article makes interesting reading for those interested in mining history.

Introduction Inorganic depressants are chemicals added to the froth flotation process to maintain or produce hydrophylic surfaces on one or more minerals so they will remain in the pulp rather than attach to the air bubbles. Whether a depressant will be effective in depressing a given mineral depends on how it is used and the environment in which it is used. Some depressants must be added and conditioned into the pulp before the collector is added. Other depressants can be added in the presence of previously added collectors and effectively depress the desired minerals. Often the concentration of depressant relative to the collector concentration is critical to making an economic separation. It should be noted that some depressants will only work when specific collectors have been used. Some reagents such as sulfuric acid and hydrogen peroxide essentially act as depressants by altering the previously added collectors so that they are no longer effective. Some depressants such as sodium ferrocyanide are only effective in a very limited pH range and an essentially collector free environment. Major Depressants CaO Milk of Lime is by far the most used depressant both in tonnage and dollar value. Although it is most commonly listed as a pH modifier, it is also an important depressant for pyrite in copper and copper molybdenite flotation plants. Although a simple pH adjustment will often depress pyrite, there are times when grinding with fresh milk of lime is required to obtain optimum depression. Lime is also a molybdenite and gold depressant. NaSH Sodium hydrosulfide is by far the most commonly used reagent to depress copper and iron sulfide minerals in by-product molybdenite flotation plants. NaSH also depresses gold, silver sulfides and silver chloride. ZnSO4 Zinc sulfate is commonly used to depress sphalerite in lead-zinc and copper-lead- zinc flotation plants. It has also been used to effectively depress talc in by-product molybdenite circuits at a pH of 6.5.

Activated carbons used for precious metal recovery from carbon-in­pulp (CIP), carbon-In-leach (CIL) and carbon-in-column (CIC) circuits often become fouled with Inorganic precipitates (i.e., CaCOa, CaS04, SI02), and adsorbed organics (I.e., petroleum distillates from lubricants, dissolution products from wood) (1,2). These contaminants occlude carbon pore structure, such that diffusion controlled adsorption and desorption (elution) of Au(CN)2-and Ag(CN)2· are lmpeded(3,4l. Thus, after only short exposure to the hydrometallurgical environment, the characteristic carbon activity is reduced(5l. By frequently regenerating circuit carbons, activity losses associated with fouling can usually be minimized. Regeneration typically Involves (not necessarily Is this order): 1) elution to remove adsorbed ionic species (e.g., until they are removed from the carbon pore structure, Au(CN)2" and Ag(CN)2-are contaminants )(6l; 2) acid washing with 3-15% (wt/wt) hydro­chloric acid, to dissolve soluble Inorganic precipitates such as CaC03; 3) neutralization and/or water rinsing to remove residual acid; 4) thermal regeneration at 350-650 °C to remove adsorbed and/or pyrolyzed organ­ics; and 5) screening to remove fine carbon particles produced by Impaction and abrasion in the various stages of the hydrometallurgical circuit (i.e., adsorption, elution, and regeneration). The overall process Is purposed to reopen the circuit carbon pore structure, and to maintain the activity and qualities of virgin (new) carbon(7,8l. While most CIP, CIL and CIC operators regenerate circuit carbons, few evaluate the effect of the process on carbon quality in a systematic way. Process control usually Involves Iterating critical regeneration parameters such as: acid concentration; time frames for acid washing and water rinsing; and temperature and residence time for thermal regeneration. Carbon quality control frequently comprises only sporadic activity tests performed on non-representative grab samples dipped from conve­niently accessed carbon storage bins. So, regenerated carbon quality may vary and (at times) be unacceptable for effective hydrometallurglcal circuit operation. To verify the efficacy of the regeneration process and assure accept­able adsorption and elution rates for Au(CN)2· and Ag(CN)2·, operators should systematically assess regenerated circuit carbon quality. This paper, then, suggests methods for effectively assessing circuit carbon quality, Including: carbon sampling procedures; standardized physical and chemical test methods; and criteria and general procedures for comparative adsorption rate (activity) testing. Also, a two tier quality control testing scheme is proposed, and techniques for presenting and interpreting test data are demonstrated.

Deep Mill Level Zone (DMLZ) mine is located in Papua, Indonesia operated by PT Freeport Indonesia (PTFI) with approximately 1,500m below surface. The ore body extend 1230m width from northwest to southeast by 300–400m length east-west. The mine currently produces at full production of 80,000 tons per day until 2041. Part of the extension of current active production block and mitigation sits 225 m above the production block 1 (PB1) and 2 (PB2A and PB2B) which located in 2590L, named production block#4 (PB4W and PB4E). As the mining continues at PB1N, PB2A, and PB2B, the cave growth vertically and laterally to south perimeter of the footprint affecting the integrity of PB4W/E footprint. Currently, PB1N and PB2N are in active production whilst PB4E development continues from South against PB1N cave, as can be seen in Figure 1. A slight overlapping between PB1E and PB4E intentionally to promote cave connections between the two caves. Despite low stress model in the PB4E near existing caves, the PB4E cave propagation expected by the large strain and will be propagating in tension failure to the PB1E cave. Hence, designing the drill drives edge and first drawbell location as close as possible to the PB1E cave is necessary to guarantee cave connection. Since PB4 footprint development commenced in December 2021, there have been a substantial cave propagation observed from existing downhole monitoring. As the PB4 footprint designed perpendicular to existing DMLZ PB1 cave, adjustment of the development edge design is necessary to reflect the progression the loosening zone propagation to the South. Final life of mine design for extraction, undercut and ventilation level were decided in October 2023 considering latest update cave (fractured/ yielded) boundary. Numerical model of potential rock mass damage also aids the decision to locate the drift edge design. Predicting the cave progression impact is critical to both production at the existing active blocks and development of the new area. The use of cave shape data from year 2021–2023 gives an insight of the cave shape estimation at the end of 2024 when the undercut drift will be developed. This paper presents actual cave growth of active production blocks and its relative vertical progression impact as the result of drawing in order to plan for acceptable rate and provide mitigation once the minimum acceptable rock mass condition and minimum pillar threshold achieved.

The Shirley Basin Uranium mine, located in southeastern Wyoming, USA, was an open pit mining operation consisting of a series of several open pit mines excavated into poorly consolidated sandstones, siltstones, and claystones. Since the initial open pits were developed in 1969, slope failures have plagued the mine and mining operations. These slope failures have persisted into the current mine reclamation period. When the mine was first developed, the open pit slopes were designed to range between 45 to 55 degrees. Numerous slope failures during mine development required the pit slopes to be redesigned with slopes as shallow as 26 degrees. At present, movements are occurring within the open pits on reclaimed slopes that are shallow as 12 degrees. Several detailed slope studies were conducted at the mine in the early 1970s. These studies, combined with more recent geotechnical investigations, provide a unique detailed history of pit slope failures on shallow slopes. This paper presents an evaluation of the slope failures at the Shirley Basin mine, highlighting important mechanisms causing slope failures on very shallow slopes. The evaluation demonstrates important key parameters for shallow slope design.
