Coal mining companies in Australia are managing the high-consequence risks across their operations more effectively by using an interactive online risk management system known as Riskgate Developed by the Minerals Industry Safety and Health Centre (MISHC) at the University of Queensland, Australia, Riskgate contains detailed information about 11 high-consequence risk areas (called topics in the system) for opencut and underground coal mines (Table 1). The existing topics are: fires; strata control for underground mining; ground control for opencut mining; tires; isolation; collisions; explosions and explosives; manual tasks; and trips, slips and falls. Every Riskgate topic is focused on coal industry activities (mining, processing, transport and storage). The scope includes mine sites, lease areas and mine infrastructure (mobile, fixed plant, field equipment, buildings, road and rail transport), and all aspects of the mine life cycle from design through to decommissioning. The topics uniformly recognize that a loss of control can result in injury or fatality, equipment damage, production loss, reputation loss and environmental damage. However, the priority focus for Riskgate is the safety of mine personnel.

"Researchers at the Colorado School of Mines, under a project funded by the Alpha Foundation, have developed a working prototype of a dust sample collection device designed to determine if sufficient rock dust has been placed in an underground coal mine to prevent coal dust explosions. When used in conjunction with the Coal Dust Explosibility Meter (CDEM), the device will provide near instantaneous results on the quality of rock dusting at the tested location. The sampling device applies a pulse of air to a testing surface and collect a representative sample of mine dust based on the pneumatic entrainment process during a mine explosion. The use of both physical testing and Computational Fluid Dynamics (CFD) modeling has allowed researchers to refine the design to accurately represent the particle entrainment and optimize the sample size collected for the CDEM. The prototype is being tested in a mine environment to produce information of usability and practical aspects of mine dust sampling. This paper is a progress report summarizing the current status of sampler development. Researchers expect to have a fully developed and tested sampler in early 2016. INTRODUCTION Underground coal mines face the danger of methane and coal dust explosions. The disaster at Upper Big Branch mine (2010) has demonstrated the impact of a violent coal dust explosion that fatally injured 29 miners. Reviewing the history of coal dust explosions, researchers found that that mine operators and mine inspectors do not have a reliable method of collecting dust samples to assure that sufficient amounts of rock dust have been places to inertize the coal dust. This is a problem specifically with small mines that do not have dedicated safety departments to track rock dusting work. The aim of this research is to develop a simple, portable device that can help underground mine examiners collect dust samples from workings and test the explosibility of the sample near instantaneously. Researchers determined that the current brush-and-pan sampling method required by MSHA (MSHA 2013) is flawed in several aspects: Mechanical sampling with a brush exerts forces on the mine dust that may differ significantly from those present during an explosion. Also, U.S Bureau of Mines research (Nagy 1965) has determined that only the top 0.125 inches of the mine dust layer will be entrained in a coal dust explosion. Using a handheld pan and brush, it is difficult to correctly and repeatably sample a layer of this exact thickness. The following will describe the CFD modeling and experimental testing for the development of the prototype sampler. Researchers analyze the accuracy and performance of the prototype during the course of the build process."

The renaissance in extractive metallurgical practices for gold and silver recovery is far from over. This is one conclusion of a three year investigation into innovations in Cold & Silver Recovery by Randol International Ltd. (1981, 1983). The six volume reference report reviews a host of new processes and innovative applications of older metallurgical practices. Some of these were summarized by von Michaelis (1982, 1982a). There are several reasons to expect this renaissance to continue. One reason is the nature of gold and silver deposits. The list of known occurrences of These metals is very extensive. There are literally tens of thousands of prospects but over 99% of these are too low grade, too small or too refractory for a viable operation employing conventional processing.

The Hampton Roads Bridge-Tunnel (HRBT) Expansion widens the existing four-lane bridgetunnel corridor to eight lanes through construction of two parallel tunnels, interstate widening, and bridge expansions. As part of the design-build contract, a supplemental geotechnical investigation was completed to support the design. The investigation for the subaqueous tunnel segment consisted of over 48,400 linear feet of drilling and 7,100 laboratory tests. This paper discusses the challenges of planning and executing a large-scale geotechnical investigation for underground works in a marine environment and the use of big data for effectively managing, interpreting, and transmitting data to the design-builder consistently throughout the investigation.

The extensive lead time to develop most Arizona copper deposits commenced with initial production efforts before the turn of the century, when the first attempts were made to recover gold and silver and later copper from the high-grade vein deposits of the territory. Each of these discoveries, prospects, and early operations had its own lead time and life cycle as economic production was attempted. Because prices of the metals fluctuated and the higher grade material was depleted, economics forced operations to close and companies to fail. Renewed interest in the property because of improved conditions, different interpretation of the geologic structure, or new promotional ability frequently resulted in the formation of yet another company to finance the exploration and, hopefully, the development of the property. This cycle of renewed activity and subsequent abandonment was and is common, accounting for many lead times and for the long period of time from the initial location of claims to large-scale production. In order to gain a perspective on the lead-time interval necessary to achieve development of a large-scale operation, the histories of several major Arizona mines were examined, rather than a simple listing of discovery and production dates of many mines to arrive at a statistical average. The Miami, Castle Dome, Copper Cities, San Manuel, and Twin Buttes properties were studied, and as much data as possible obtained on the Pinto Valley, Esperanza, Sierrita, Pima, and Mineral Park-Ithaca Peak properties.

The commercial life of a mineral product can be long, but like hitech electronic and software products that soar in sales one day to become obsolete and forgotten a few months or years, mineral products have a life cycle. They are invented, commercialized and eventually decline and disappear from commerce. Diatomite and perlite are produced from mined minerals, but almost none of the products in these industries spring from the earth in finished form. Straight calcined diatomite was invented over 100 years ago and flux calcined diatomite just a few years later. The expansion properties of perlite were discovered and first exploited about 75 years ago. Some applications for diatomite have disappeared or currently face competition from newer products. Dry cleaning was once the second-largest application for diatomite but disappeared over 30 years ago. Both the beer and wine filtration markets for diatomite face increased competition from membrane filters. A pipeline of new, proprietary products is critical to the future of the industry.

Lignite and subbituminous coals are utilized essentially as mined without beneficiation. Most of the present production is used to generate electric power and the major problem in this use is ash deposition on fireside surfaces. The preparation at existing mines involves principally crushing and screening operations. Blending of production from different locations within the mine is practiced in several mines to control ash composition. Drying and oil treatment for freezeproofing, of lignite are used to a limited extent during winter. Future processing may involve both washing and drying operations to alter ash composition by ion exchange and upgrade the low-rank fuels to higher heating values. Research has been initiated to determine the feasibility of such processing.

The following is a summary of the Robert E. Murray Innovation Lecture on “Sustainable Copper Mining Flowsheets and the MissionZero Mine” presented as part of the keynote session on Feb. 23, 2026 during the MINEXCHANGE 2026 SME Annual Conference & Expo in Salt Lake City, UT. As the world accelerates its transition to renewable energy, the appetite for critical minerals such as copper, lithium, nickel, rare earths and graphite has never been greater. Forecasts suggest that global mineral demand will double by 2050, driven by the proliferation of electric vehicles, renewable power infrastructure and digital technologies. This surge presents not only an immense opportunity but also an unprecedented challenge. In a world where every ton of ore processed and every liter of water used is scrutinized, how can mining deliver more with less, while meeting tightening environmental and social expectations? Traditional mining methods, developed for an era of abundant, high-grade ore and looser regulations, are struggling to meet today’s demands. Declining ore grades, volatile markets and the imperative to shrink environmental footprints have rendered traditional mineral processing practices unsustainable. The sector thus finds itself at a decisive juncture, caught between the need to fuel the green economy, defense and artificial intelligence (AI) infrastructure, without compromising the planet’s future. INTRODUCTION Newmont Gold Company's Rain operations are located in Elko County, Nevada, approximately 9 miles southeast of the Town of Carlin.The property was submitted to Newmont Exploration Limited in 1979 and underwent development drilling over the course of the next four years, culminating in the completion of a project feasibility study in October 1986. Initial project scope included development of an open pit mine, an 815,000 DSTPY heap leach, a 572,000 DSTPY mill (Mill No. 3), and associated support facilities. Approval to proceed was given by Newmont Gold Company management in June 1987. Detailed engineering began in early July, followed immediately thereafter by procurement of major equipment components through various second hand sources. PROJECT DESIGN Keep It Simple In early August, Newmont Mining Corporation, parent company of Newmont Gold Company, became the takeover target of an "investor" group headed by T. Boone Pickens. Details of the ensuing events have been well documented by the press; suffice to say their impact on this project was material and required immediate flowsheet changes. Project design throughputs were increased to 1,000,000 DSTPY and 760,000 DSTPY for the heap leach and mill, respectively, in mid- September. These changes caused major project headaches as all general arrangement drawings had been approved and structural steel as well as concrete contracts were in place. Additionally, ground breaking was to commence in two weeks time! Rain project management assembled shortly after the announced changes, to devise an engineering and construction strategy capable of handling these new business conditions. The project had been justified using a gold price of $325 per ounce with a forecasted overall cash cost per ounce of $230. Hence, strict control of capital expenditures was necessary to maintain development economics. Mill start-up had also been moved forward one month, to August 1, 1988. To meet an already ambitious schedule, construction techniques needed to be simple and proven as most of the facilities were planned for erection during winter at a site with design criteria of -40F and 90 mile per hour winds. Perhaps the most critical factor requiring consideration was that of personnel. Newmont Gold's revised business plan called for corporate-wide production increases from 587,000 ounces per year in 1987, to 1,400,000 ounces by mid- 1989. Labor requirements were forecasted to grow from 900 employees to over 2,100. This fact, in combination with the rapid growth of Nevada's gold industry, led to the expectation that turnover of operating personnel would be extremely high. It was concluded that, to meet cost, time, and operational goals, the necessary strategy could be succinctly put - "Keep It Simple." Fine-sized mineral wastes discarded by ore milling plants require stabilization to prevent air and water pollution. Methods devised for achieving this stabilization include physical, chemical vegetative, and combination procedures. Although vegetative reclamation is preferred to physical and chemical stabilization, it is difficult to achieve because the wastes are sterile, contain deleterious inorganic salts, and lack the essential nutrients and physical characteristics required for sustaining vegetative growth. Nevertheless, recent research has developed methods for producing vegetative growth on all but excessively acidic, basic, or saline tailings at costs ranging from $100 to $650 per acre. This report summarizes effective procedures developed for vegetating average tailings, the cost differential between the various methods, and suggests procedures that may be applicable for achieving stabilization of pyrite-containing wastes that may oxidize and become excessively acidic. The use of buried layers of sewage sludge to prevent this acidification is discussed.

Remarks of Aurel Goodwin, Chief, Division of Health, Metal and Nonmetal Mine Safety and Health, Mine Safety and fEealth Administration, U. S. Department of Labor, before the Society of Mining Engineers of the AIME, Littleton, Colorado, on October 18, 1979. I appreciate this opportunity to speak before the Society of Mining Engineers of the AIME. The topic of my presentation is the Mine Safety and Health Administrations's (MSHA) concern and obligations with regard to asbestiform minerals. Asbestiform minerals - the magical group of hydrated, silicate minerals which possess a fiber like structure capable of being woven, like and into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps made about 430 B.C. with incombustible wicks of "Carpathian flax." The Romans used asbestos as cremation clothes to conserve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (1). Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Bath wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages.

INTRODUCTION Lung cancer in uranium miners has been attributed to alpha irradiation of basal cells of the bronchial epithelium by radon daughters, primarily by 7.7 MeV alphas from polonium-214 (Altshuler et al., 1964). It also has been was observed that for a given cumulative radon progeny exposure, uranium miners who smoke cigarettes have an incidence of lung cancer about 10 times higher than nonsmoking miners (Lundin et al., 1969). It has been pointed out that the large excess of lung cancer deaths among smoking uranium miners is a multiplicative effect (Doll, 1971), which suggested possible synergistic interactions between airborne radon progeny and cigarette smoking. Experimental studies of the complex pattern of interactions between radon progeny, cigarette smoke particles, and the cigarette smoking process are in progress in our laboratory. Preliminary results, reported elsewhere (Martell, 1981), implicate alpha radiation from indoor radon progeny in the etiology of lung cancer in all cigarette smokers. Cigarette smoking produces high concentrations of smoke particles of low mobility and respirable size--particles between 0.5 and 4.0 µm in aerodynamic diameter (see below). The attached fraction of indoor radon progeny is highly dependent on the air concentration of small particles from cigarette smoking and from other combustion sources (Martell, 1981). The size distribution and other properties of radon progeny associated with cigarette smoke particles enhances their effectiveness in the induction of bronchial cancer in man. In this paper we discuss the properties of radon progeny associated with cigarette smoke, the fractionation of radon progeny and modification of their aerosol properties in burning cigarettes, the role of 218Po in these processes, the production of insoluble 214Pb and 212 Pb enriched particles in burning cigarettes, and the consequent differences in the patterns of polonium isotope alpha irradiation in the bronchial epithelium of smokers. EXPERIMENTAL PROCEDURES Experimental methods used in these studies involve the use of small experimental chambers of known radon and radon progeny concentrations in combination with aerosol collection and sizing techniques and sensitive radioactivity detection methods. The use of low-level [ß-] counting for radon progeny determination, providing a measure of 214 Pb plus 214Bi activity, makes it possible to carry out chamber experiments with small radon emanation sources and relatively low air concentrations of radon and radon progeny concentrations in the range from 100 to 1,000 pCi per liter. Thus, for example, in a typical experiment we use a 10 nanocurie 226Ra solution standard in a 10 liter chamber, providing an equilibrium concentration of 1,000 pCi of radon per liter. In small sealed chambers, radon progeny plate out rapidly on the chamber walls, with steady-state concentrations of airborne progeny less than 2 percent of equilibrium levels. This is experimentally convenient because, upon introduction of high concentrations of cigarette smoke particles or small particles from other sources, there is a systematic ingrowth of attached radon progeny, providing a tagged aerosol source of known age and radon progeny composition. In some chamber experiments a 226Ra solution standard of small volume, acidified to O.1N HNO3, was used as the radon emanation source. When used with a bubbler the holdup of radon in an 8 ml volume of 226Ra solution standard at 0.1N HN03 was only 2% of the total radon in the chamber at equilibrium. For experiments with 212Pb-tagged aerosols, we used a dry Ba(228Th) stearate emanation source prepared by the method of Hursh and Lovaas (1967). 226Ra and 222Rn determinations were made by radon gas counting. The 222Rn in a sealed air or water sample is transferred, using helium gas as a carrier, successively through a dry ice cooled trap at -80°C to remove water, through ascarite to remove C02, and through a small activated charcoal trap at -80°C to collect the 222Rn. Subsequently, by heating the charcoal to 400°C, the 222Rn is transferred next to an LN2-cooled capillary trap, and finally into an alphascintillation counting cell of the type described by Lucas (1957). As already stated, radon progeny activities were determined by low-level [ß-] counting, which provides a measure of 214Pb plus 214Bi. The radon progeny samples, collected on efficient Delbag polystyrene micro-fiber filters or on impactor foils, are placed in close, sandwich geometry between two thin-walled flow counters inside shielding anticoincidence counters and a 15 cm thickness of steel shielding. This configuration provides nearly 4II geometry and a low background of only 0.25 to 0.30 cpm. Aluminum absorber was added to provide a combined thickness of absorber and counter wall exceeding 7.0 mg/cm2 to eliminate the variable contribution of 7.7 MeV alphas from 214Po. 212 Pb determinations also were carried out by low-level [ß-] counting, in this case using a combined absorber and counter wall thickness of 9.0 mg/cm2 to eliminate contribution of 8.8 MeV alphas of 21 Po. In each experiment the [ß- ]activity data were corrected for decay to an appropriate common reference time for assessment of activity distributions.

PotashCorp?s Aurora phosphate mine, in Beaufort County, NC, operates four low pressure boilers and four high pressure boilers to meet its process steam requirements. Maintaining these boilers is critical to meeting production demands. Processing phosphate ore into phosphoric acid requires large amounts of sulfuric acid and steam. Ore is mined from the phosphate deposit with large bucket excavators after 9 to 30 m (30 to 100 ft) of overburden is removed. The phosphate ore is mixed with water to make a slurry that is pumped to the mill. Elemental sulfur is burned in the presence of air to make sulfuric acid. This process is highly exothermic and boilers produce steam while cooling the process. The phosphate ore is reacted with sulfuric acid and the resulting products are refined into different grades of phosphoric acid for fertilizers, feed stock and food additives. Plant operators at the mine were challenged with boiler feed water that was high in silica and other contaminants. As a result, boiler operations were experiencing difficult, labor-intensive operations and equipment deterioration. This resulted in higher operating costs and diminished processing performance. The facility was operating an aged boiler feedwater pretreatment system that included warm lime softening followed by pressure filtration and a cation/anion/mixed bed demineralizer system. The demineralizer required frequent regeneration and chemical usage was high and costs were difficult to predict. Depressurized well water (DPW water), used for plant utility water and boiler makeup, is very high in silica, in the range of 60-70 ppm. Silica can form scale at pressures below 600 psig. Above 600 psig, silica starts to volatize, carrying over with steam to potentially form deposits on downstream equipment and processes. Mine officials decided to upgrade the boiler feedwater pretreatment system to a state-of-the-art reverse osmosis (RO) membrane system. This new system, which started up in March 2009, has improved operating performance and reduced water consumption and overall operating expenditures.

Federal standards for refuge alternatives (RAs) mandate that they not exceed a Steadman apparent temperature (AT) of 95 °F (35 °C) at an assumedmetabolic rate of 325W, a limit that appears to be arbitrary. Occupants in an RA spend most of their time at rest (a metabolic rate less than 325 W), and thermal equilibrium can likely be maintained at an AT > 35 °C. The purpose of this study was to examine the upper limit of sustainable heat stress during 4- and 8-h exposures at rest. Five men underwent five 4-h trials (phase 1: AT range 39 to 49 °C, 90% rh) and five 8-h trials (phase 2: AT range 46 to 56 °C, 90% rh) in a semi-recumbent position. Descriptive statistics for gastrointestinal temperature (Tgi), heart rate (HR), systolic and diastolic blood pressure (SBP and DBP), sweat rate, fluid intake, urine color, urine specific gravity (USG), and changes in body mass are reported. Mean Tgi for all trials ranged from 36.9 to 37.3 °C, and mean HR for all trials ranged from 61 to 75 bpm. To determine the effects of increased heat exposure, differences in heat strain between 4- and 8-h trials were examined via repeated measures analysis of variance (ANOVA). As AT increased, there were no significant changes in ?Tgi and ?HR from 1 to 4 h in the 4-h and 8-h trials. During the 8-h trials, as AT increased, there was a difference in ?Tgi between 4 and 8 h. In conclusion, there was support for sustainable exposures resulting in no significant increase in physiological strain at an AT greater than 35 °C AT, with a sustainable limit (no increases in Tgi due to increases in AT) below 46 °C AT. Although the participants were not representative of coal miners, the results provide support for sustainable exposures greater than 35 °C AT at an average metabolic rate of 155 W.

"Hecla - Lucky Friday is an underground mine that has been in operation for 75 years and produces from depths over 2.3 kilometers (7,500 ft) below the surface. Technical issues at this depth include high rock temperature and seismicity. The use of new innovative mechanization is being examined for ore production. Principal advantages of mechanization are the reduced exposure of personnel, reduced seismic triggers, and increased efficiency. Lucky Friday has partnered with Atlas Copco to design, build, test, and deploy a mechanical miner for primary ore production. We will discuss the background, concept, development and deployment strategy for a mechanical miner. BACKGROUND The Coeur d’Alene mining district in northern Idaho was first discovered over 130 years ago and has been the most prolific silver producer in the US. The Lucky Friday mine of Hecla Mining Company (Figure 1) is the oldest (76 years) and deepest mine in the district, producing approximately 725 tonne per day (800 tons per day) from narrow, vertical lead-zinc-silver veins. Cut and fill stoping is currently employed at depths to about 2.3 km (7,500 ft) below ground surface, making it one of the three deepest mines in the western hemisphere. The #4 Shaft, a winze collared at approximately 1.8 km (5,900 ft) below surface and extending to a depth of nearly 2.9 km (9,600 ft), was recently completed to exploit the high-grade 30 Vein, whose resource has been identified to at least 3 km (9,700 ft) in depth.As with other deep mines worldwide, a number of challenging engineering issues occur, including: high in situ rock stress, squeezing ground, seismicity, high in situ rock temperature that requires refrigeration, diesel equipment that generates diesel particulate matter (DPM) requiring high ventilation airflow rates, and long travel times for worker transport to mining areas."

The environmental sustainability is linked back to human sustainability; the sustainability development comprises the environment, society, and economics. This study mainly focused on mining sustainability and its impact on the environment of Pakistan. For measuring the level and environmental mining sustainability nature to Environmental Impact Assessment (EIA) of the world’s second largest salt mine “Khewra,” Folchi and Phillips environmental sustainability mathematics (PESM) models are applied. The results indicated that Khewra was deemed to be potentially sustainable for the environment and quality of salt. The results suggest the delicate balance of maintaining sustainability successfully, regarding the mining process in Pakistan which has been affecting the local environment and community so badly. Production at Freeport Indonesia's Ertsberg open pit copper/gold mine started in 1972 at a rate of 7500 t/d. Mill throughput remained at that rate for a number of years until the discovery of the Ertsberg East (GBT) orebody. This discovery prompted three successive expansion stages from 1981 to 1988 that boosted production to 20,000 t/d. The discovery of the huge Grasberg porphyry copper deposit in 1988 launched a new era of much larger expansions. The first of these involved installation of a fourth primary mill in 1989 to bring production up to 32,000 t/d and was immediately followed by an expansion of the crushing and screening plant and the addition of a new south concentrator to bring production to 57,000 t/d in 1991. The addition of a primary ball mill and the changeout of the original Denver flotation cells in 1993 has served to optimize current production at a level of 66,000 t/d. A major expansion is now in progress. This includes construction of another new concentrator to house a SAG mill circuit and large Wemco flotation cells in an area created by the removal of 6,000,000t of glacial material. This current expansion, with a planned completion in 1995, will take production to 115,000 t/d. This paper describes the evolution of the Freeport Indonesia (FI) concentrator to-date and will then go into an in-depth discussion of the 66,000 and 115,000 t/d expansions.

"Within underground portions of metro rail networks the traditional approach to a design fire has been to assume a worst credible railcar fire and develop ventilation and egress measures for life safety. This approach is being challenged as a rail network approach to design fires becomes a more practical and realistic approach. The network approach is based on utilizing an in-depth hazard analysis, to understand ignition and fire load sources in tunnels, above and below the floor of the railcar and within stations, and then utilizing a quantitative risk assessment to determine sets of fire scenarios. The process allows small, medium and large fires to be considered, with the consequences also being quantified. The selection of design fires has a significant influence on fire protection measures within a metro network and hence, is a major cost input. The rail network approach provides more robust decisions on fires, based on the hazards present. INTRODUCTION A fire within a rail car or one that occurs as part of a rail system can threaten the lives of users, maintenance staff and emergency services personnel. Fires in metro systems are rare events but can have severe consequences. As a result, any analysis of a potential fire must be thorough and rigorous and address not only regular accidents and small fires, but also very low probability, high consequence scenarios. The fire safety design process for a tunnel and station must start with the design engineers, contractor and operators making a number of key decisions related to fire protection measures, which may have significant cost considerations. One of the key aspects that influences the required fire protection is the design fire and the design fire scenarios, which is a key input for analysis. This paper provides an overview of the author’s experience in designing fire protection measures for rail networks in Europe, Australia and NZ, where a risk based framework is used to develop design fires and scenarios for the whole rail system – trains, stations and tunnels. This system wide approach is innovative, challenges the norms, but provides significantly more informed outcomes. The range of design fires will include small fires that may halt the network, larger fires for smoke hazard system design and significant post-flashover fires to assess the structural response."

The reconstruction of the British mining industry which began shortly after nationalisation in 1947 continued until well into the 1950s with the support of the Government. This support diminished as plentiful supplies of cheap oil from the middle East made many coalmines un¬economic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined the financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A Government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal' (1). Plan for Coal aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The Plan proposed action along the following lines (a) increase output by major Investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output (b) invest in extending the life of existing collieries by gaining access to additional reserves, to give 12 million tons per annum extra output © by sinking new mines, produce an extra 20 million tons per annum. Figure 1 shows the contribution (2) expected from each of the three sources up to 1990/1. The measures taken were expected to offset the inevitable exhaustion of existing pits and provide the additional 40-42 million tons capacity needed to restore annual output in 1985 to 120 million tons. Parallel to this programme for expansion of deep mined output, opencast mining was to produce 10-15 million tons per annum. A recent review however, indicates that new mines are likely to yield only 10 million tons per annum by 1985, mainly owing to the need for public inquiries into proposals for new mining and the resultant fact that planning approval takes 'much longer than originally expected. Nevertheless the objective of 120 million tons deep mined output by 1985 is still considered achievable of means of a greater contribution from existing mines. This programme was originally estimated to cost 2,-56 million dollars at March 1974 prices, out revised estimates of the cost of Plan for Coal indicate that it may now exceed 6,960 million dollars at mid-1977 prices. Plan for Coal includes a substantial investment in new and reconstructed coal preparation plaints. At mid-1977 prices more than 322 million dollars Ls so be invested in coal preparation projects in the UK, at the rate of, about 70 million dollars a year. This rate 3f capital expenditure has been maintained over the past three years and covers investment in a wide range of coal preparation coals for the power station, coking and domestic markets.

Powerful mining systems typically generate high-level noise that can damage the hearing ability of miners. Engineering noise controls are the most desirable and effective control for overexposure to noise. However, the effects of these noise controls on the actual hearing status of workers are not easily measured. A tool that can provide guidance in assigning workers to jobs based on the noise levels to which they will be exposed is highly desirable. Therefore, the Pittsburgh Mining Research Division (PMRD) of the U.S. National Institute for Occupational Safety and Health (NIOSH) developed a tool to estimate in a systematic way the hearing loss due to occupational noise exposure and to evaluate the effectiveness of developed engineering controls. This computer program is based on the ISO 1999 standard and can be used to estimate the loss of hearing ability caused by occupational noise exposures. In this paper, the functionalities of this software are discussed and several case studies related to mining machinery are presented to demonstrate the functionalities of this software.
