Evaluating and selecting the appropriate excavation method is a key to the success of any tunnelling project. The benefits and risks of different methods should be well understood by the designer and communicated to the project owner to enable selection of a preferred method from a technical, social and environmental impact, cost and constructability perspective. For tunnels that have an internal diameter around 3 m, depending on the tunnel purpose and ground conditions, both microtunnelling with pipe jacking and tunnel boring machine excavation with a one- or two-pass lining may be feasible construction methods. Using the Ferry Road and Riverbend Combined Sewer Relief Project located in Winnipeg, MB as a case study, this paper will discuss the benefits and drawbacks of each method, including technical design, social, environmental, cost, schedule, and risk considerations.

Under various state laws enacted mostly within the last 20 years, reclamation requirements and standards for hard-rock mining operations have been established virtually everywhere in the western United States. Unlike the uniform and detailed coal mine reclamation requirements under the federal Surface Mining Control and Reclamation Act ( "SMCRA" ) and state programs mode led after SMCRA, the various state law hard-rock mine reclamation requirements are based upon a variety of objectives, and therefore are subject to varying standards from state to state. While the diversity of reclamation requirements complicates the determination of what reclamation measures will be required at any particular mine, there are valid reasons for this diversity. There are dozens of different commodities mined in the United States, and mining methods are different for each commodity. Local natural conditions such as climate, precipitation, geology, hydrology, and biology vary widely across the county. Site-specific conditions also affect mining and reclamation methods. Also, factors such as economics, land use, and environmental protection issues receive different priorities in different states and communities within those states. State reclamation requirements in general provide the flexibility to consider site-specific circumstances, allowing operators to design and engineer the best reclamation measures for each mining site. To the mine developer or manager, reclamation requirements must be translated into design, operational, and closure measures for mine planning. Each of these measures must then be assigned additional costs to be factored into the economic decisions for a particular mining operation. On a broader level, reclamation costs must be factored into decisions such as where to invest in exploration and mine development. The purpose of this paper is to provide a summary of the state non-coal mine reclamation requirements in twelve western states. This summary comparison may be useful as a starting point in considering how local reclamation requirements will impact potential mining costs.

Universities are not immune from the large number of retirements facing the mining industry. Department heads anticipate that we will need to replace all of the senior mining engineering faculty in the U.S. by 2020. Long term studies of Ph.D. completion times and success rates indicate that in Engineering disciplines in the U.S., the ten year completion rate is 65% at best and the four year completion rate is less than 8%. We do not have accurate data on completion rates and times for mining or metallurgical engineering Ph.D. students in the U.S. but students self-report their expected completion times are around 4 years. National data on doctoral students indicate that younger, full time students with sufficient financial support have a higher probability of success in completing their degrees in a timely manner. Students in Eastern U.S. mining engineering programs are on average 32 years old, 85% are full time, and the gap between support and cost of attendance is $5,000 per year. Students in Western U.S. programs are on average 38 years old, 78% are full time, and the financial gap is $8,483. Further, it appears that domestic graduate students are not very geographically mobile. The current demand for new faculty is higher in Western programs but the longer term retirements are higher in Eastern programs. While all Ph.D. students who responded to the 2010 survey indicated an interest in a faculty position at some point in their careers, very few were applying for the open positions. Over the past 35 years for which data could be obtained, the maximum number of Ph.D. students enrolled in mining engineering in the U.S. is 115 with a maximum of 27 degrees granted in one year. On average 89 students are enrolled in doctoral programs in mining engineering in the U.S. with average degree production of 15 Ph.D.s per year.

There are three broad categories in which most solvent extraction technology can be distributed?: 1) reagents, 2) equipment, and 3) systems. Reagents which are now used in commercial solvent extraction plants are of many chemical types, and each possesses certain properties which make it more economically desirable than another alternative. The equipment which is' used in solvent extraction plants for contacting the organic and aqueous phases and separating the same is varied. Most common to the industry is the mixer-settler unit which in itself, can be of varied design; but many new innovations in contacting and separating equipment have been recently introduced or are :now being studied. Each specific solvent extraction application will often dictate the type of contacting and separating equipment used. Obviously, the trend is toward smaller less expensive equipment which reduces the often expensive organic inventories necessary for most solvent extraction plants. The current thrust of .investigations in ancillary equipment is usually aimed at recovering organic from solvent extraction sludges or from aqueous streams exiting the process.6 This type of equipment helps to reduce the total organic losses from solvent extraction plants and thus reduce the operating costs. The term "systems" in solvent extraction applies to the manner in which a solvent extraction process is carried out. This manner is usually dictated by the properties of the reagent which is used, and it involves a tailoring of the equipment or the process flowsheet. Some of the things which can be tailored are: 1) The aqueous media -whether acidic or basic and what type of acid or base 2) Counter-current or single stage (co-current) contacting 3) EMF or pH control 4) Organic "crowding" alternative 5) Heating or cooling process streams Regardless of the type or extent of tailoring, efforts to do this are usually a result of the low cost of solvent extraction as a unit process.

Loss of visibility due to the occurrence of atmospheric fogging in underground mine airways can lead to a reduction in travel times and loss of production efficiency, an increase in the frequency of vehicular and foot traffic accidents and difficulty in checking rock surfaces for instability and loose material. Where hot and humid surface air meets colder underground air, conditions for fog formation nay be present. Further, suspended particulate matter from diesel exhausts or stoping operations together with slow movement of air along passageways nay contribute to formation. The study describes an investigation being undertaken with the cooperation of Kennecott's Ozark Lead Company to identify causes of the problem.

"Stringent regulations and increased arsenic presence in ore bodies being exploited have created the need for cost effective and environmentally compliant technologies to remove selenium and arsenic from mine waters and metallurgical waste streams. Existing treatment methods have high life cycle costs and/or produce residues that, due to their unknown stability over the long-term, may represent future liabilities. This results in high compliance costs and uncertainties which negatively impact existing operations and projects in permitting. Selen-IX™ is a new ion exchange based process that selectively removes selenium from mine impacted waters down to 1 ppb while producing a stable inorganic iron-selenium product. Results of piloting completed on streams generated from coal and copper-gold deposits are presented along with preliminary equipment sizing and life cycle costs of full scale treatment. An example of a commercially available system for arsenic removal using sulphide precipitation is presented. The benefit of this treatment method is discussed based on recently completed technical feasibility assessment including laboratory testing and preliminary engineering design. INTRODUCTION Selenium Due to the chemical similarity between selenium and sulfur, selenium substitutes sulfur in many minerals that can be found in a wide range of deposits including coal, base metal, precious metal, phosphate, and uranium. One of the main environmental challenges facing the industry in North America today is related to the removal of hexavalent selenium, e.g. selenate, to ultralow levels, typically between 1 to 10 ppb, from large flows of often cold water containing less than 1,000 ppb of selenium. Recent studies commissioned by the industry identified biological selenium reduction systems as the best available technology. Although the biological selenium reduction process is commercially proven in certain applications to remove selenium to ultralow discharge levels, the technology has been primarily applied to relatively low and constant flows of warm water produced by the Flue Gas Desulfurization (FGD) scrubbers in the power generation industry. The wide spread adoption of this treatment method by the mining industry is hindered by high capital and operating costs associated with treating large flows of cold water, lack of data and knowledge about the long term stability of solid residues produced by this treatment, and limited capacity of biological systems to respond to sudden changes in flow and/or mass load of contaminants. Furthermore, it has been reported that reaching discharge limits less than 3 ppb could be a challenge and that polishing treatment for the removal of BOD and phosphate maybe required to avoid the impact of the biological treatment which requires organics and nutrients, on aquatic environment downstream of treatment plants. Alternate treatment systems are being developed to overcome and/or completely avoid some of the challenges of biological systems. One such treatment system is BioteQ’s Selen-IX™ process which is purely physico-chemical treatment system."

An interactive mine ventilation simulation software program (WIPPVENT) was developed at the Waste Isolation Pilot Plant (WIPP). The WIPP is a U.S. Department of Energy (DOE) research and development project located near Carlsbad, New Mexico. The facility is designed to provide a permanent, safe underground disposal of U.S. defense generated transuranic waste in bedded salt. In addition to its regular functions, the underground ventilation system is engineered to prevent the uncontrolled spread of radioactive materials in the unlikely event of a release. To enhance the operability system, Westinghouse Electric Corporation has developed an interactive mine ventilation simulation software program (WIPPVENT). While WIPPVENT includes most of the functions of the commercially available simulation program VNETPC (copyright © 1991 Mine Ventilation Services, Inc.), the user interface has been completely rewritten as a Windows ® application and screen graphics have been added. WIPPVENT is designed to interact with the WIPP ventilation monitoring systems through the site wide Central Monitoring System.

"Coal and coal byproducts produced annually contain enough rare earth elements (REEs) to meet current U.S. demand. The REEs exist in the form of minerals, ion-exchanged elements associated with clays and chemically bonded elements within the organic coal matrix. Researchers at three universities have collaborated to evaluate the effectiveness of existing physical and chemical concentration processes for the recovery of the REEs. The efforts have found that physical separation processes can increase the total REE content in the thickener underflow material collected from a Central Appalachian coal cleaning facility from around 300 ppm to values greater than 17,500 ppm on an ash basis. On the other hand, leaching was effective in recovering REEs from coarse middlings materials collected from multiple coal basins as indicated by recovery values exceeding 80%. Based on material characterization data and process evaluations conducted for several potential feed coal sources, economic recovery of the REEs will require byproduct production of both clean coal and REE concentrate using a process flowsheet that is unique for each source. INTRODUCTION Recent studies initiated by NETL showed that U.S. coals contain significant amounts of rare earth elements (REEs), suggesting that rare earth minerals (REMs) and/or REEs can be produced as byproducts [1]. According to the report, the richest source of REEs is the Central Appalachian coal. At present, there are 208 coal preparation plants located in the region (WV, KY, PA, VA, AL, TN) with a capacity of 166,495 tons/hr or more than 1 billion tons annually [2]. If only a portion of these plants are retrofitted with advanced separation processes, the U.S. coal industry can become a significant producer of RE minerals as byproducts. An inherent advantage of becoming a byproduct producer of REEs is that no mining cost needs to be part of the product cost. Other researchers have also shown that coal can be a significant source of REEs. The average sum of the rare earth plus yttrium (REY) concentration of the world coal is approximately 68.5 ppm, which is lower than the corresponding upper crustal concentration (UCC) (168.4 ppm). However, the average REY content of the mineral matter in the world (404 ppm) and U.S. coals (517 ppm) are 3 times higher than the average UCC. Some of the mineral matter in Russian and Chinese coals have REY concentrations in the range of 0.68 to 2.03% and contain a better source of higher value REYs than many primary rare earth deposits [3]."

Perlite is not a trade name but a generic term for naturally occurring siliceous volcanic rock. A distinguishing feature which sets perlite apart from other volcanic glasses is that when heated to a suitable point in its softening range, it expands 5 to 20 times its original volume. This expansion is due to the presence of 2% to 6% combined water in the crude perlite rock. When quickly heated above 1600°F (871°C) crude perlite pops in a manner similar to popcorn. The combined water vaporizes and creates countless tiny bubbles in the heat softened glassy particles. It is these tiny glass sealed bubbles which account for the amazing lightweight and other exceptional physical properties of expanded perlite. The bulk densities of the expanded perlite generally range from 3 pounds per cubic foot (48 Kg M3) to 10 pounds per cubic foot (160 Kg H3).

Even though the title of this paper is quite long, the ideas presented herein are very simple. In fact, it occurs to me to be somewhat humble about coming before such a distinguished group with such a simple presentation. However, the application of these ideas has proven useful in at least two copper flotation plants. The purpose in presenting this paper is to inspire some interest in the great stores of data chat the Mining Industry often accumulates without making any attempt at analysis. Unfortunately, many milling engineers rely rather heavily on percent recovery as a strict measure of a concentrator's relative performance. The fallacy of this reasoning is not difficult to see since, by definition, percent recovery is a function of feed assay, tails; and concentrate grade. If copper tailing is constant, and it very nearly is for a strictly sulfide copper ore, percent recovery must fluctuate almost directly to the feed assay. The point that I wish to make here is that it is very seldom justified to compare the percent recovery figure from one period of time to another without considering the difference in feed assay. The problem of comparing results is even further complicated when the ores are of mixed oxide and sulfide mineralogy.

In this study, the effects of various extraction and stripping parameters, such as equilibrium pH (7.0, 8.5 and 10), extractant concentration (5, 10 and 20 volume %), organic-to-aqueous (O/A) ratio and stripping agent type and concentration were studied on chromium (VI) recovery from chromium electroplating rinse bath wastewater using Aliquat 336. Results showed that these parameters all had significant effects on chromium (VI) recovery. A pregnant strip solution from a chromium electroplating rinse bath wastewater with 33.4 g/L chromium content, suitable for sodium dichromate production, was generated by 20 vol. % Aliquat 336 in commercial kerosene. The O/A ratio was 1/4 and the equilibrium pH value was 0.87, the as-received pH value. The wastewater was treated with a two-stage countercurrent extraction process to produce a loaded organic phase, which was later stripped at the O/A ratio of two with a 4-M NaOH solution in a two-stage countercurrent stripping process using Taguchi?s optimization technique.

Dynamic coal failure events remain a safety concern in underground coal mining due to their sudden nature and high fatality rate. Previous research utilized Principal Component Analysis on field samples revealing strong empirical correlations between positive failure history and low sulfur content (S) and high volatile matter (VM). Further studies indicated that bumping coals tend to be less mature and less well-cleated than non-failure coals. However, these in situ studies faced the challenge of distinguishing intrinsic coal properties from external geological and stress-related influences. This study augments previous findings through laboratory experimental testing of coal samples that included unconfined compressive strength, chemical composition analysis, and qualitative observations on cleating, combined with compositional data analysis and machine learning techniques, to isolate and understand coal’s inherent bursting capacity. These results further confirmed the relationship between coal chemistry and failure classification.

Copper electrowinning operations have dramatically improved their ability to produce high quality copper at low costs over the past several decades. Even so, some fundamental knowledge is still lacking that could allow operations to run even more efficiently. For example, a rule of thumb exists that estimates a current efficiency loss of 2-3% per gram per liter of iron in the electrolyte. While several laboratory studies have been performed that demonstrate this rule of thumb is likely true, no definitive relationship exists. In this paper, the first steps in developing a definitive relationship are presented. The effective diffusivity of ferric ions in synthetic copper electrowinning solutions was measured using chronoamperometry and the Cottrell equation. The effective diffusivity of ferric ion was determined as a function of electrolyte concentration and temperature. Synthetic electrolytes were then used in laboratory-scaled copper electrowinning experiments, where relationships between current efficiency and solution composition were found to exist under stagnant conditions. It has long been understood that extended occupational exposures to respirable mine dusts can lead to chronic lung disease. In underground coal mines, coal workers pneumoconiosis (CWP) and silicosis are major concerns. While many efforts have been made with the aim of understanding the mass-based concentrations and silica contents of respirable dusts under a variety of mining conditions, little research has been completed in characterizing dust at the individual particle level (by composition, size and shape). This study employed scanning electron microscopy with energy dispersive x-ray (SEM-EDX) to analyze dust samples collected from an underground coal mine in Central Appalachia. The results indicated that particle characteristics can vary widely between locations, though many trends might be explained based on knowledge of mining conditions. A continuous personal dust monitor (CPDM) was also used during the collection of some samples to determine respirable dust concentrations, which were compared against estimated concentrations based on the particle-level analysis.

Earle Faig Along with other transportation modes, the barge industry will be greatly affected by trends in domestic coal production. Traditionally, coal has been one of the major commodities moved by barge. Now, because of events in the international energy market, coal is finally getting the recognition it deserves as a major component of the country's energy program. Perhaps even more significantly, a series of events has caused other countries to turn to the United States as a source of coal. Although the outlook for coal demand is optimistic, it will be greatly influenced by the ability of the transportation sector to handle the additional traffic. Because of its long experience in moving large quantities of coal, the barging industry is in an excellent position to capitalize on coal's increased popularity. A brief description of the barging industry should facilitate the discussion of coal as it relates to that industry. Barge companies operate on a river system that is over 40 Mm (25,000 miles) long. It includes the East and West Coasts and the Mississippi River System comprised by the Allegheny, Monongahela, Kanawha, Ohio, Illinois, Missouri, Tennessee, Cumberland, Arkansas, Warrior-Tombigbee, and Mobile Rivers, and some smaller tributaries. The Gulf Intracoastal Waterway stretching along the Gulf Coast from Brownsville, TX, to Apalachicola, FL, also is considered part of the inland waterway system. Approximately 1,800 companies operate on the inland river system and have a combined fleet of about 4,400 towboats and 28,000 barges. The fleet of towboats represents 4.8 GW (6.4 million hp) of power. The towboats comprising this fleet vary in size from a small harbor boat to a large line haul boat with 7.5 MW (10,000 hp) of power. The choice of size and power of the boat depends on a number of factors, including the size of the river and operational constraints, such as lock size, river-current rate, and water level. The choice also depends on the tow size. A single tow on a river capable of locking through 15 barges at a time handles up to almost 20 kt (22,000 st), whereas a tow on the lower Mississippi, which has no locks, can accommodate up to 41 kt (45,000 st) of cargo. Because the quality of coal is not typically damaged by exposure to the elements, it is usually moved in open hopper barges, although covered barges are used occasionally. The most frequently used size is the jumbo barge that measures 59 m (195 ft) long by 11 m (35 ft) wide by 4 m (12 ft) deep and can handle up to 1.4 kt (1,500 st) of coal. Advantages of Barge Transportation Barging offers several inherent advantages in transportation of bulk commodities like coal. First, barges can carry large quantities of product. A single jumbo hopper barge can handle 1.4 kt (1,500 st) of cargo while it takes 15 91-t (100-st) capacity rail cars or 57 trucks hauling 24 t (26 st) each to move an equivalent amount of cargo. Thus, barges can move more tonnage with less equipment than competing forms of transportation. Second, barging offers the most fuel efficient means of transportation. Less energy is required to push a load over water than to pull a similar load over land. The amount of pollution attributable to barge traffic is minimal because barges consume less fuel. Third, barging is an inexpensive form of transportation. The inland waterway industry transports about 12% of the nation's freight for about 2% of the total freight bill. This can be attributed to competition between the large number of companies on the river system and competition with other transportation modes. Fourth, barging is an environmentally safe method of transportation. Inland river routes expose fewer urban areas to hazardous substances than rail or truck. And barge spills occur less frequently than rail or truck spills. The industry does pose some disadvantages. The waterway system is constrained by the natural river network, so barges cannot travel on the most direct straight-line route. This means that barging is usually an incomplete form of transportation requiring interface with truck or rail. The industry's market is limited to those geographical areas that are located on or near the rivers. In addition, it is a time-consuming transportation mode, making it impractical for many types of commodities.

"A commercially available Through-the-Earth (TTE) communications system was evaluated at an underground coal mine in eastern Kentucky. This field study was conducted as part of a larger multi-site evaluation of available TTE systems to determine their operational sensitivity. Field testing is being performed along with simulation techniques developed for geophysical surveys. The results of the field test will additionally be used to determine the applicability of these simulation techniques to TTE communications. The mine detailed in this paper was idled at the time of the study, which provided the nearest practical representation of a post-event mine shutdown. For this study, the three following communication modes were tested: surface-to-underground, underground-to-surface and surface-to-surface. Standard deployments of the TTE system using the manufacturer’s recommended procedures were able to achieve clear communications between underground and surface locations. Other arrangements of the units yielded intriguing results, some of which were predicted by computer simulations, others were unexpected. Future experimentation is planned to further evaluate the observed phenomena. INTRODUCTION The ability to establish effective communication between surface and underground personnel after a mine event is essential for both mine evacuation and mine rescue efforts. Current communication technology is reliant on physical infrastructure, such as antennas, cables, and repeaters, located throughout the mine. Such systems are easily disabled during a mine event because of their vulnerability to physical damage. A true emergency communications system would have the ability to function regardless of a mine’s physical state. Through-the-Earth (TTE) wireless communications technology has the potential to provide such a tool. Wireless TTE communications are exceptionally challenging because electromagnetic (EM), or radio, signals are subject to drastic attenuation as they travel through solid strata. In addition to attenuation, EM wave propagation is directly affected by the physical and petrographic characteristics, mineral compositions, metamorphic properties, and the degree of water infiltrations in the strata [1-5]. These strata characteristics are unique to each mine thus making the design of an effective, universally deployable, and reliable TTE communications system very difficult. At present, TTE technology is in the preliminary stages of practical deployment with only a few permissible TTE systems commercially available."

Commissioning a mineral processing plant has always been a challenging task. The process includes pre- operational verification, dry and wet commissioning, and a gradual ramp-up to full production, all of which must be executed within the shortest possible timeframe, requiring numerous highly interdependent tasks to be conducted concurrently. This phase is under scrutiny by shareholders, corporate management, and other stakeholders who are keen to see a return on investment as the operation starts yielding results. Despite extensive documentation in the literature highlighting its significance, the impact of the commissioning phase remains underestimated in contemporary mining projects. This paper provides an overview of the commissioning process and its associated challenges before focusing on a critical success factor: building a dedicated commissioning team with the required competencies and personality profiles. The roadmap to achieving an efficient plant start-up is outlined. Drawing on over 15 years of experience with more than 20 concentrator commissioning and start-ups, a general framework is presented to maximize success. This method emphasizes the crucial role of the operation and metallurgy team in supporting these projects. Finally, insights from Soutex’s involvement in multiple start-ups are shared, offering lessons learned that emphasize best practices and challenges encountered in expediting the ramp-up process while maintaining high Health, Safety, and Environment (HSE) standards.

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. JOHN HAMRIC: Our next speakers are Richard Ghent, manager of environmental health and safety for CF Industries, Hardee Phosphate Complex, in Wauchula, Florida. Richard has 20 years' experience with environmental health and safety affairs. He has a bachelor of science degree from the University of South Carolina. With him is Daniel Warnock, who is supervisor of safety and training also at the Hardee Phosphate Complex. Daniel's experience is in safety programs and electrical training. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded.
