Granite Construction Company operates a rock quarry in the rugged Santa Cruz Mountains of central California indicated in Figure 1. Open pit methods are used to mine decomposed granite which is processed to produce sand, gravel, decorative rock and asphalt. The quarry is located near the village of Felton about five miles inland from the coast of the Pacific Ocean, and is near the campus of the University of California at Santa Cruz and several California State Parks. The area is heavily forested and is considered by residents to be environmentally sensitive. Because of the scenic beauty of the area and proximity to the San Francisco Bay area, a project such as a quarry receives the attention of regional residents and environmental organizations.

P.T. Kellan Equatorial Mining (KEM) is an Indonesian incorporated company owned 90% by CRA Limited of Australia and 10% by PT. Harita Jayaraya of Indonesia. The Kelian gold mine first commenced production in January 1992 and has produced in excess of 21 tonne of gold (675,000 oz) in its first 18 months of operation. The operation is a large tonnage low grade deposit that accepts a low gold recovery by industry standards due to the partially refractory nature of the orebody.

During the next five years, there will be a trend toward performing belt cleaner maintenance while the conveyor is in operation. Most mines and industrial sites that use belt conveyors have an in-house safety rule that the belt must be stopped before maintenance work can be performed on any belt-cleaning device. This is a good rule. Most cleaning devices are positioned against the belt with hardware that requires the service technician to reach or climb into the chute to change the cleaning blades. But this simple rule becomes more complicated as production demands require higher conveyor availability and provide fewer conveyor outages. In many cases, today’s conveyors are expected to be available 98% to100% of the time.

A dedicated tunnel construction version of the Caterpillar 328D LCR compact radius excavator is proving highly productive on the A9 Autoroute construction project near Visp, in Switzerland. It is the first machine of its kind to operate on a Swiss contract and uses a special dedicated front attachment designed and constructed by German Caterpillar dealer Zeppelin. The machine offers a powerful, stable and compact solution for tunneling contractors. A rear overhang of just 305 mm (12 in.) provides a tail swing radius of just 1.9 m (6.2 ft). The 328D LCR is ideal for the restricted working areas within a tunnel construction site. The machine is equipped with the wide tracks from the 330D L conventional crawler excavator, ensuring maximum stability when operating. In addition, the boom mounting has been moved further toward the center of the machine for the tunnel model, creating an increased lift capacity over the front end compared with a standard 325D L. The boom itself features a robust box section construction, with high-strength steels, additional supporting struts and reinforced bearings for maximum durability. All pins have hard-chromium plating for optimum protection against wear. Stick digging force is a powerful 134 kN, with up to 212 kN of bucket digging force available, for maximum penetration in blasted material. The 328D LCR is also equipped with a heavy-duty dozer blade as standard. This ensures outstanding stability when working and providing a useful secondary tool for clearing and leveling within the jobsite. Two 45° tilting mechanisms in the boom construction, allow the boom to be swung to 45° on either side of the machine. So the specially designed attachment linkage provides increased rollback for access to the roof of the tunnel. A Caterpillar CW45S mechanical quick-coupler allows rapid changes between specialist tunneling attachments, standard Caterpillar buckets and a range of Caterpillar work tools. The machine is powered by a Caterpillar C7 diesel engine. This six-cylinder EU Stage IIIA diesel motor [ ] offers 8 percent more power than its predecessor, with 140 kW (190 hp) available at just 1,800 rpm. Caterpillar?s ACERT combustion technology results in lower fuel consumption and reduced exhaust emissions. However, the tunnel machine is also equipped with a diesel particulate filter as standard, to further cut exhaust gases within the tunnel working. The 328D LCR is designed for use in transport tunnels of 6.8 m (22.3 ft) in height. With the tunneling boom in place, the machine has an operating weight of 42,540 kg (93,783 lbs), yet retains a transport height with the tunnel boom of just 3.9 m (12.8 ft). Transport width with 600 mm (23.6 in.) track shoes, is just 3.2 m (10.5 ft). On the A9 tunnel contract, the machine is being used by a consortium of Swiss and Austrian companies working for the canton of Valais? Routes Nationals Construction (RNC) department. The 31.8-km (19.7-mile) A9 Autoroute construction project will connect Sierre in the west and the town of Brig to the east. The tunnel that is bypassing the town of Visp is just one of a number along the mountainous route.

The preparation of coal-water slurry fuel (CWSF) has the potential to be a commercially viable technology for the coal industry. The technology base required to prepare stable CWSF using grinding circuits has been developed over the past decade and is now being applied to the preparation of CWSF from wet coal fines which are generated during coal beneficiation. When preparing CWSF, the optimum CWSF formulation must be determined to ensure that the fuel will be stable while having acceptable atomization and combustion properties, and the production run must be monitored closely to ensure that the CWSF quality is maintained. This paper describes the CWSF formulation process, CWSF preparation circuits, and some of typical problems encountered in, and solutions to, the transportation and storage of CWSF.

Long tunnels with only one access shaft pose many program problems for logistics, combine these with the requirement to drive directly out under the seabed for 10.2 km, and the program issues become even more challenging. The Musaimeer outfall tunnel was one such tunnel and to meet and eventually improve on the planned completion date required a complex and extensive management of all tunnel logistics required to support consistent tunneling for a two-year period. This technical paper will discuss the management issues and solutions implemented to meet the challenges of the Outfall tunnel construction.

OHSAS 18001 is a series of international standards for occupational health and safety management. It is comprised of two parts, 18001 and 180029. OHSAS 18001 was formulated by international certifying bodies and is based on BS8800 and was first published in 19996,11. OHSAS 18001 was developed to be compatible with ISO 9001 and ISO 14001 in order to facilitate integration of quality, environment, and occupational health and safety management systems5. It is a voluntary standard and the overall aim of OHSAS 18001 is to enable organizations to control their occupational health and safety (OH&S) risks and improve overall health and safety performance5. OHSAS 18001 is widely accepted in the UK, Europe, and Asia, is gaining momentum in North and South America, and it was used as the basis and conforms to the requirements of ANSI/AIHA Z.10-2005: American National Standard for Occupational Health and Safety Management Systems. It defines a set of requirements for an occupational health and safety management system suitable for any kind and size of organization4. Businesses of all sizes are developing and implementing occupational health and safety management systems (OHSMS) that are in compliance with the OHSAS 18001 standard.

The application of autogenous and semi-autogenous grinding circuits in recent years has contributed toward substantial savings in capital and operating costs compared to conventional circuits, particularly for large scale copper and molybdenum operations. Such savings have been realized from the deletion of operating, maintenance, equipment purchase and substantial civil/structural costs associated with secondary-/tertiary crushing and screening, fine ore storage and conveying. In spite of the downturn in the copper- moly industry in North America, there is still an interest in autogenous and semi-autogenous grincting for copper-zinc, gold and silver ores and in the overseas market. Both single-stage and two-stage circuits are in operation. Primary circuits operate autogenously or semi-autogenously in either open or closed-circuit. Critical sizes are extracted and crushed for recycle in some cases (e.g. ABC circuit). Secondary grinding is conducted using ball mills or pebble mills.

Your assessment of the minerals business. The global mining industry is strong. I am convinced it will continue meeting the mineral needs of the world population for the foreseeable future. Two developments have greatly enhanced the industry’s ability to produce low-cost minerals. Technological innovations have resulted in increased productivity. And there has also been a dramatic expansion of the number of favorable countries in which to explore and mine. Capital expenditures have flowed to the low-production-cost mines and development projects as well as to the exploration projects and stable countries having the best potential for valuable mineral discoveries.

INTRODUCTION The Brightwater conveyance system project in King County, Washington consists of constructing about 21 km (13 mile) of effluent and combined influent and effluent tunnels. The influent tunnels will collect sanitary sewerage from the service area and convey it to the new wastewater treatment plant (WTP) site at Route 9 in Woodinville, Snohomish County, Washington. The effluent tunnels will convey treated effluent from the WTP to an outfall at Puget Sound. The tunnels will be constructed primarily under residential areas, busy suburban roads and state highways. This 21 Km (13-mile) soft ground tunneling project faced many design challenges because of the geologic and hydrostatic conditions, long tunnel reaches, and large overburden depths. Boring depths typically varied from 45.7 M (150 ft) to 114 M(375 ft) with a maximum depth of 185.6 M (566 ft) deep. Conventional empirical methods for non-mountain terrain based on a 1:1 ratio of drilled footage per foot of tunnel bore (National Research Council, 1984) for evenly spaced borings provided a good start for the Phase 1 explorations. However a continuation of this approach with closer spacing was deemed inadequate by the geotechnical team for efficiently allocating geotechnical exploration resources for the final design. This paper presents a rational approach that was used to evaluate the value of a particular geotechnical exploration boring, pump test or other in-situ test. The method of analysis, which was initially developed for rock tunnels (Einstein et al., 1978), was modified for the Brightwater project. The method considers the potential construction cost risks resulting from variable geologic conditions, the cost and reliability of the geotechnical exploration and the earned value (cost risk reduction) of performing the geotechnical exploration. "In underground continuous mining operations, ventilation, water sprays, and machine-mounted flooded bed scrubbers are the primary means of controlling respirable dust exposures at the working face. Changes in mining arrangements, such as, face ventilation configuration, orientation of crosscuts mined in relation to the section ventilation, and equipment operator positioning, can impact the ability of dust controls to reduce occupational respirable dust exposures. This study reports and analyzes dust concentrations measured by the Office of Mine Safety and Health Research for both remote-controlled continuous mining machine operators and haulage operators at ten U.S. underground mines. Results of these respirable dust surveys show that continuous miner exposures varied little based on depth of cut, but are significantly affected by ventilation configuration. Haulage operators experienced elevated concentrations in blowing face ventilation. The type of cut influenced exposures, with elevated exposures observed for both continuous miner operators and haulage operators when working in crosscuts driven into, or counter to, the section airflow. Individual cuts are highlighted to demonstrate instances of minimal and excessive dust exposure attributable to particular mining configurations. These findings form the basis of recommendations for lowering face worker respirable dust exposures when performing a variety of continuous mining cuts.INTRODUCTION Underground continuous coal mining operations may encounter a wide range of conditions and arrangements during production and development activities. These activities typically produce respirable coal mine dust, putting operators of continuous mining machines and coal haulers at risk for elevated exposures. In order to comply with federal regulations limiting respirable dust exposures for the duration of a working shift, mine operators typically implement ventilation, water sprays, and machine-mounted flooded-bed dust collectors (scrubbers) to dilute and control mine dusts during coal cutting. Nevertheless, changes in operational conditions can limit the ability of these controls to effectively reduce dust exposures. Some examples of conditions that can change during the course of mining include face ventilation configuration, orientation of crosscuts mined in relation to the section ventilation, and operator positioning. Because these arrangements are largely under the control of mine operators, any insight into associated exposures may inform future plans and behaviors, reducing occupational exposures to respirable dust. The objective of this OMSHR study is to evaluate respirable dust exposures associated with a range of continuous mining arrangements by comparing occupational dust concentrations measured during a series of field surveys. These comparisons consider face ventilation configurations, depths of cut, and crosscut mining practices."

Worldwide, promulgation and enforcement of health and safety laws and regulations have been the primary means of ensuring minimum and uniform standards of health and safety in the mining industry. In U.S. coal mines, a new era was ushered-in in 1969 for the control of health hazards from respirable coal mine dust. Since then significant progress has been made on all aspects of the respirable dust problem-its definition, monitoring, reduction, and control. In the intervening years, our ability to monitor, analyze, and characterize the mine atmospheric environment and the health of miners has increased many fold. Also, advancements in production technology have far outdistanced enhancements in environmental control technology. Therefore, questions are continuing to be raised on the adequacy of the characterization and control measures with regard to both the airborne respirable dust in mines and the health effects of respirable dust. Late in 1995, the Secretary of Labor appointed an Advisory Committee on the Elimination of Pneumoconiosis Amona Coal " Mine Workers (Dust Advisory Committee) to review the progress towards elimination of coal worker's pneumoconiosis (CWP) and silicosis, and in the program to control respirable coal mine dust in underground and surface mines, and make recommendations including improved standards and other appropriate measures for the control of exposure to airborne coal mine dust. The Committee's report was released in October, 1996. In this paper, a summary of the recommendations of the Committee is presented. A brief discussion of the background, and the issues and findings leading to the recommendations is also presented. The Committee concluded that the progress made towards making mines safer from the health hazards of respirable coal mine dust is substantial but that it is not sufficient to achieve the intent of the 1969 Coal Act. The Committee's recommendations encompass a wide range of issues addressing permissible exposure limits (PELS), sampling, dust control plans, hazard and medical surveillances, role of miners, training, and research and development.

The practice of dust abatement or control is not new to any operation of United States Steel Corporation. This report will review those activities, past and present, within the five operating districts of United States Steel-Coal Operations with specific reference to mechanical and continuous mining, and including both the health and safety aspects of the problem. Obviously, the first principle of dust control is to inhibit its formation If this is not practical, steps may be taken to prevent its becoming airborne. Airborne dust control can be realized by either collecting it at the point of generation, diluting it with large volumes of air to reduce concentration, settling it by various means, or with reference to ignition hazard only, render it incombustible by neutralization with an inert material. These basic principles have been verified by the work of many, including the Bureau of Mines, U. S. Department of Interior, Bituminous Coal Research, Inc., and the Mining Research Establishment of the National Coal Board of Great Britain. Their application to every day mining problems is best illustrated by the following examples.

The treatment of ores in preparation for fatty acid flotation is characterized by a wide divergence in methods, and attempts to define "common practice", even for the same type of mineral, are usually of little value because of the numerous exceptions. Such factors as desliming, pulp density, pulp temperatures, and reagents for conditioning are successfully employed under conditions representing almost extreme opposites. More precise control of variables is necessary than with sulphydric flotation processes It appears likely that variations result from independent development of a process from the multitude of variables that characterize fatty acid flotation and the ores of non-metallic minerals. Consequently, a symposium is a suitable way of presenting a summary of pretreatment methods for fatty acid flotation processes, together with froth control practices, as they exist today.

Problems of mine backfilling and fill material deposited underground, the characteristics and relationship between the deposited fill material and overlying ground, and the practical applications and limitations of hydraulic backfilling as ground support are discussed. A great variety of materials ranging from coal washery refuse to concentrator tailings is used as hydraulic fill. Some materials will solidify and cement; others will resemble quicksand, Hydraulic fill as ground support is more efficient in inclined mine openings than in horizontal mine openings, where it cannot be placed tightly to the back. This and other deficiencies of hydraulic backfilling led to the development of pneumatic stowing. Research work in hydraulic backfilling at the Pennsylvania State University is also discussed. This research work includes the investigation of segregation in the discharged fill slurry, the quantity of solids escaping in the drain liquid, the relationship of escaping solids to slurry concentration and discharge rate, and the compressibility of fine fill material.

A new prinicple of side dumping front end loading for underground mucking machines has completely changed the concept of underground loading and haulage equipment arrangement both in production and development work loading. Versatility and adaptability of this type of machine permits combinations with a broad range of haulage means not possible with -conventional overhead loaders. Steel "armored" conveyors serving this type of loader are replacing conventional rail mounted car haulage to give a continuous loading operation and effect important economics of reduced manpower, faster loading rates and fewer working areas for a required production. First used in Germany this easy to control and highly efficient means of placing rock from the muck pile on or into haulage means has advanced the art of underground rock loading more in the past three years than any other advancement since the first successful small crawler mounted air powered loader was introduced in 1954. Bucket type loaders with a relative new side dump principle are gaining in popularity for underground loading. They are replacing conventional overhead loaders in present applications and becoming first choice in new ones. Primarily for hard rock development and production loading they are also widely used in production loading of coal and other soft materials. This discussion briefly traces the historical development of hard rock underground loaders to the new side dump type and its present population. In more detail various applications, loading techniques and the advantages of operation, production and economy with the side dumper in hard rock loading will be dealt with.

In the environmentally conscious social atmosphere today, reclamation in surface mines has become a main issue to the public and the regulatory committees. In response to this increased attention, many regulatory committees have begun to enact more stringent regulations on surface mining operations. Operations across all spectrums of the industry have seen changes. Recently and most visibly the mountain top removal mines have seen several new regulations focusing on environmental protection. Specifically regulatory committees have emphasized a focus on the methods of reclamation and recovery of layers suitable for vegetation. These layers are the most visible once the operation has concluded. Also, these layers have the most human interaction (farming, hunting, and house development). Often times the new regulations enacted are shifting from a performance base to a standards base. The key differentiator being a performance base dictates the final result while a standards base dictates the method to achieve the result. The very nature of many regulations (especially those that are standards based) not only challenges the physical limitations of the equipment used today, they come with a financial impact. For the purpose of this paper, the model will be a surface coal operation, utilizing draglines as primary overburden movers. The coal seam is ten feet thick, the overburden ninety five feet thick, the pits are 150 feet wide, and the dragline is a Bucyrus Erie 1570.

The Inco process can be retrofitted into a typical heap operation with minimum capital. Capital cost for a mid to large size heap would be less than 1 cent/ton. Operating costs are typically in the order of 8 cents/ton. Ammonium bisulphite is the preferred reagent.
