The importance of coal as the major energy source has led to wider interest in the recovery of waste coal fines as a usable product. An additional incentive for fine coal recovery has been the increased emphasis on environ- mental pollution control and conservation of the nation's natural resources, Accordingly, a series of studies and tests were performed to investigate the feasibility of the recovery, concentration, balling and pelletizing of coal fines as a marketable adjunct to existing mining and beneficiation operations. These studies were conducted at the existing operations of the Eastern Coal Corporation at Stone, Kentucky, and the Metallurgical Laboratory of Arthur G. McKee & Company in Cleveland, Ohio. The purpose of the investigations was to recover the fines from the effluent waste waters of an existing preparation plant and transform them into a high carbon, low sulfur and ash product capable of being handled with a minimum of degradation and dusting problems. The fines were relatively high in ash content prior to processing, and flotation pretreatment served a combined function of beneficiation, recovery and water clarification, The minus 28 mesh coal concentrate containing 40 to 45 percent minus 325 mesh size material had an ash content varying between 5 and 7 percent and a sulfur content of less than 0.5 percent. Chemical and size analyses of the effluent and concentrated fines are presented in Table I for comparison.

The Port Radium mine of Eldorado Mining and Refining Limited, located on Great Bear Lake only a few miles from the Arctic Circle in north-western Canada, is the oldest uranium producer in Canada, The first concentrates were produced in 1933 and except for a period between 1940 and 1942 the mill has operated continuously. Although it is located in a remote area, and compared to more recent mines in other areas is a small tonnage operation, nonetheless the relatively high grade of the Port Radium ore has permitted operation to date on an economical basis. The mill process at Port Radium includes the original gravity concentration mill, and since 1952 an acid leaching plant which treats tailings from the gravity mill and tailings recovered by dredging of residues from underwater dumps in Great Bear Lake. The pregnant solution from the leach plant has to date been processed through aluminum reduction to yield an intermediate grade uranous phosphate-arsenate precipitate, Because of the rising costs of the aluminum reduction process, and its sensitivity to ore composition, Eldorado became interested in possible application to Port Radium of the solvent extraction processes of which we were obtaining increasing information in the latter part of 1954 and during 1955.

IARC classified crystal-line silica as a Group 2A (probable) carcinogen in humans. Adverse classification by IARC, which is a non-regulatory agency, is very significant because many regulatory bodies follow or consider its findings. California included IARC findings in its listing of toxic materials under Proposition 65. OSHA considered IARC findings while promulgating its regulations on hazardous air contaminants. The impact of these scientific and regulatory trends in the mineral industry will be broad. Minerals and materials bearing silica at very low levels will be affected by the "IARC threshold of 0.1% crystalline silica. The regulatory track should follow that of talc and asbestos including the emotional aspects. Silica is much more common than talc or asbestos so, in the final analysis, it may have the farthest reaching impact on industry. Permissible levels set by California and OSHA have usually been lower than industry desires but higher than environmentalists desire. This pragmatic approach will blunt the impact somewhat.

The electric arc furnace has characteristics which make it attractive for a number of metallurgical applications. Some of these characteristics are: high thermal efficiency, the possibility of attaining very high temperatures, low off-gas volume compared to fuel-fired furnaces, no impurities are introduced by the heat source, and impurities in only minor amounts are introduced by the electrodes. It also has disadvantages, the chief ones being the relatively high cost of electrical energy compared to fossil-fuel energy and the fact that, when oxide ores are smelted using carbon as reductant, the off-gases emitted are rich in carbon monoxide. As in many other pyrometallurgical processes, fumes and dust are emitted from melting or smelting operations. In many installations, some or all of the off-gases are flared, thereby wasting their energy and contributing to atmospheric pollution. During the last eight years, a shaft-electric furnace has been under development at the Mines Branch, Department of Energy, Mines and Resources, Ottawa, Canada. This project was initiated to try to overcome, or at least minimize, the disadvantages of the electric furnace. Experience on other projects, prior to the beginning of this program, had indicated that preparation of the charge materials, for example by sizing raw ore, sintering concentrates and crushing and sizing the sinter, or agglomerating concentrates into uniform-sized pellets, could make a substantial contribution towards achieving success in arc-furnace smelting projects; This entire

Operating large face equipment, such as continuous mining machines, is one of the most basic and most dangerous elements of an underground coal mining operation. The operator usually performs cutting and tramming tasks in a restricted workspace with reduced visibility. During the execution of these tasks, operators often cannot see all of the locations needed to safely operate the continuous mining machine (CM ), which has sometimes resulted in accidents. In an effort to prevent these accidents, researchers at the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, examined the continuous mining machine operator?s current information cues, or visual attention locations, so that risk of injury relative to the task, equipment and workplace environment can be evaluated in the future. The eventual goal is to develop interventions to enhance the information cues, and thereby increase the safety and health of machine operators. This paper details the operator interview process, determination of visual attention locations (VALs) and simulation of various mining scenarios.

Recent tailings dam failures around the globe have influenced many mining industry regulators to reassess their requirements for the numerical modelling of tailings dam failures. This type or forward modelling is associated with overarching uncertainties as the model cannot be calibrated against a physical result. Dam breach analyses that meet the requirements of current industry standards and guidance typically begin with identification of credible failure modes and selection of appropriate topographic data set to represent the study area. The breach parameters and the volume of tailings released are then determined using available methodologies and empirical relationships. Subsequently, when the breach hydrograph is developed and the hydrology of stream networks are complete, the runout simulation is implemented. Due to the uncertainty involved in the process, sensitivity analyses are recommended to quantify variations in model inputs on the inundation extent and the flow characteristics. This paper outlines some common methodologies utilized for development of dam breach models, summarizes associated uncertainties with these methodologies and inputs, and provides guidance on how sensitivity analyses can address a wide array of uncertainties inherent in tailings breach analyses. This paper provides an understanding of how selecting appropriate breach parameters can result in reasonably conservative inundation extents consistent with the identified credible failure modes.

San Juan Coal Co. (SJCC) operates an underground coal mine near Farmington, NM. Continuous miners and a longwall produce 6.3 to 7.2 Mt/a (7 million to 8 million stpy). SJCC is owned and operated by BHP Billiton. The coal seam at SJCC has been shown to have a propensity for spontaneous combustion. As such, during the feasibility study for this project, it was elected to use a bleederless ventilation system on the longwall. Due to the combination of spontaneous combustion, methane liberation and, to a lesser extent, hydrogen sulfide, a typical wraparound ventilation system would not be appropriate. Three-entry gate roads are developed, and the longwall gob is sealed as mining progresses. SJCC uses a nitrogen injection system to continuously inertize the gob.

A glauconitic siltstone sample with a potash content of 10% is investigated as a potential potash source. The fine grain structure comprises potash bearing phases of glauconite, muscovite, and microcline. The as-received samples showed poor dissolution ~ 5%. Planetary ball milling was attempted for the dissociation of the underlying silicate structure for the potash release, and ~ 60% potash was obtained after 12-h milling. Mechanical activation (8 h, 60% NaOH) prior to heat treatment (600 °C, 30 min) was found successful in recovering more than 95%K values from glauconite. The final residue consists mainly of quartz, indicating a complete breakdown of the silicate matrix. The mechanical activation process followed is simple, adaptable, and less energyintensive compared to existing methods.

The aim of this study was to investigate desulfurization and de-ashing of a mixture of subbituminous coal and gangue minerals by the agglomeration method. For this purpose, experimental studies were conducted on a mixture containing subbituminous coal, pyrite, quartz and calcite. The effects of some parameters that markedly influence the effectiveness of selective oil agglomeration, such as solid concentration, pH, bridging liquid type and concentration, and depressant type and amount, were investigated. Agglomeration results showed that the usage of various depressants (Na2SiO3, FeCI3, corn starch, wheat starch) in the agglomeration medium has a positive effect on the reduction of ash and total sulfur content of agglomerates. It was found that an agglomerate product containing 3.03% total sulfur and 25.01% ash with a total sulfur reduction of 56.71% was obtained from a feed that contained 7% total sulfur and 43.58% ash when FeCI3 was used in the agglomeration medium. These companies are Kaiser, Reynolds, Alcoa, and Alcan, and the Agreements came into effect on February 1, 1980. One of the results of these new Agreements is the Acquisition of all company-owned bauxite lands by the Government and the rationalization of bauxite reserves.

The U.S. Virgin Islands consist of three major islands (St. Thomas, St. John, and St. Croix) and some 50 smaller islands that are located primarily along the coasts of St. Thomas and St. John. St. Croix, the largest of the islands, is located approximately 160 km south-southeast of San Juan, Puerto Rico and is about 218 km in area (Fig. 1). St. Thomas, the second largest island is located 64 km east of Puerto Rico and incorporates approximately 77 km2. St. John is located immediately to the east of St. Thomas and incorporates approximately 49 km2. The climate in the U.S. Virgin Islands is maritime tropical. The average annual rainfall at higher elevations is 127-152 cm and at lower elevations 51-76 cm. There is no well-defined wet or dry season. Temperatures generally average in the 80's (F°) with only a 5°-7° F variation throughout the year.

Air quantity is the primary parameter governing the working condition of a mine fan. In order to improve the fan performance and efficiency, reduce its energy consumption, and guarantee mine safety, it is very important to obtain an accurate value. However, generally speaking, the fan ducting or drift on surface is very short in distance and contains sharp bends. The air quantity of the mine is so concentrated in this way that the air velocity becomes very high, and the airflow, either in the fan drift before the fan impeller or at the downstream diffuser, is very turbulent. Therefore, no anemometer is satisfactory because there is too much difference between the measured value and the actual value of air quantity at the mine fan.

This paper discusses the challenges to complete the construction of two large underground Metro stations and connecting tunnels in the Tren Urbano system. The completion work includes the installation of specialized mechanical and electrical systems, extensive architectural finishing as well as coordination with systemwide power and controls installed by others. A unique feature of this project was the simultaneous design and construction of the structural/civil/architectural/mechanical/electrical works by KKZ separately from the power and control systems under the management of the Owner, its consultants and other contractors. Completion of this project comes after almost six years of continuous design and construction in a dense urban environment. The project was confronted by many challenges that could only be met with the combined efforts of the Joint Venture team in close cooperation with the Owner and its System wide Contractor. This paper will also address many of the major design and construction changes implemented to suit the Owner’s requirements.

This paper describes a series of mechanical flotation cell results run with various chemical reagent schemes designed to economically improve the flotation performance associated with selected industrially available coals. The emphasis is on the identification of practical flotation methods of processing coals containing unusually coarse and/or fine feed sizes, of increasing the recovery of oxidized and/or difficult to float coal, and of increasing the selectivity of coal over pyrite in high sulfur coals.

It is the intent of this paper to discuss the autogenous grinding circuit at Hibbing Taconite. The scope of the presentation includes; a brief history, the process flowsheet and the steps taken to improve mill productivity, availability and metallurgical performance. Hibbing Taconite is located near the center of the Mesabi Range in Northern Minnesota 100 miles from the Canadian border and 80 miles north of the Lake Superior Port Cities of Duluth and Superior. A 105 mile railroad connects us with the port of Superior, Wisconsin, where our pellets are loaded into lake carriers for lower lake destinations. It is worthy to mention the Mesabi Range's most famous landmark which is immediately to the south of our mine area. This is the Hull Rust Mahoning Mine which operated until the mid-1970's producing more than 700 million tons of red ore between 1893 and 1973.

As of the end of October, 1990, there have been eight spontaneous combustion heatings reported to the Mine Safety and Health Administration (MSHA) at the No. 5 Mine. A reportable heating is defined as one with elevated surface temperatures of the strata greater than ll°C (20°F) above the ambient. The first heatings occurred in November, 1986. The last three heatings were located near the start line of "K" Longwall Panel in the southwest where mining had begun on May 21, 1990. All of the heated areas had been at the time of detection, or were sometime areas of high ventilation pressure differentials or high air velocities. All of the heated areas are in an expanded seam with associated, extensive floor heave which is characteristic of all of the expanded seam thus far exposed by development mining in the No. 5 Mine. Jim Walter Resources, Inc. submitted a plan to MSHA which would reduce the potential for spontaneous combustion at the No. 5 Mine by reducing high air velocities and high pressure differentials in the gob. These two parameters are the dynamics which feed oxygen to the pyrite, thus initiating the oxidation process which can lead to spontaneous combustion. No. 5 Nine operated under this plan for 29 shifts before mining on the longwall was stopped by MSHA and the Spontaneous Combustion Control Plan revoked. This paper briefly details the geology of the expanded seam and history of the heatings. It also gives a retrospective view of the operation under the Spontaneous Combustion Control Plan and reasons why it was revoked by MSHA. Currently, knowledge of the reaction process of the footwall coal seams at No. 5 Mine and other potential spontaneous combustion seams in the United States is limited. There are techniques used in the United States and other countries to minimize the potential for heatings in spontaneous combustion prone areas. The No. 5 Mine has attempted to utilize this current technology. However, in deep, gassy mines the problem is complex.

The solution of the problem of beneficiation of cassiterite from its primary ore deposits is of fundamental importance to Bolivia. The process today involves a gravimetric treatment of the ore followed by sulphide flotation. During the last year, a cassiterite flotation stage has been added in several plants to treat the slime tailings. Although cassiterite flotation is already economical for the slime tailings and the mechanism of the process are understood, it is felt that further research could improve the results. In the past, considerable amount of research and test ark has been performed to select appropriate collectors to improve recovery, to increa¬se the grade of tin in the concentrate, to minimize the effect of metallic ions like Ca+2, Fe+2 and Fe+3 which prevent flotation, and to increase the pH of the pulp which now it can not be higher than 3.0. It has been reported that the halogen salts (1) like NaCl exhibit special surface affinity for cassiterite but none for quartz. These effect seems to be favourable for the selective flotation of cassiterite from silica minerals. In view of these preliminary results it was decided to follow the research accordingly: OBJECTIVES The objectives of the present investigation are: 1. 0 evaluate the influence of NaCl salts in quartz and cassiterite flotation.

"THAT WHICH WE CANNOT SEE" INTRODUCTION Often it has been stated that the greatest of all fears is fear itself - fear created only by that which we cannot see or by that which we fail to understand. The elimination or minimization of fear can best be accomplished by a thorough understanding of the underlying causes of the fear. As related to the mining industry the omnipresent fear is the dread of acquiring cancer through accumulated exposure to "that which we cannot see" - radioactivity. The understanding of the resulting exposure effects can best be obtained through acquisition of authentic data and the subsequent analysis of the same by a group of highly qualified specialists. I may point out that the nuclear industry and its source, uranium mining, greatly surpass any other industries in the degree of public awareness as to its potential environmental effects. Public out-cry has always influenced major decisions relating to how industries conduct their operations and much of their effort has resulted in many changes. The issues of health and safety in the mining industry have created considerable public concern, but intense concern to those of us directly involved within the industry. Increasing concern regarding the effect of human activity on the quality of the outer environment of air, land, and water has developed within the past two decades. There is now a growing concern about the health and safety of persons at work in their inner environment, of their working-places in industry. Hearings and investigations conducted in Canada by three appointed "Royal Commissions" have all confirmed that this concern is well justified when focused on the health and safety of workers in our mines. REGULATORY CONTROL OF URANIUM MINING OPERATIONS In Canada, the ownership of mineral resources and the control of their extraction, except for uranium, is vested under the "British North America Act" in the provinces. In all provinces the statutory basis for health and safety provisions in the mining industry can be found in the provincial "Mining Acts" with each province assuming the responsibility to produce its own "Mining Act". In particular, all of the Mining Acts in Canada place upon the management of a mine the responsibility to ensure that provincial provisions are met. Ore Reserve Models are well established evaluation and mine planning tools. BY definition, these models are made up of regularly sized blocks, arranged in a three dimensional matrix. Two dimensions correspond to north and east directions, and the third, to the depth or elevation. The dimensions of the blocks need not be equal, but generally at least two of the dimensions are equal. The blocks are located in space by coordinates which are generally translated into index values for computer applications. Each block will have quantitative attributes, such as grades, densities, rock characteristics, etc. assigned to it. The process of assigning values to each block in the three dimensional matrix is the process of ore reserve model development. One of several interpolation procedures may be employed to predict the value of a block, based on surrounding data. Block value models have several uses. The utilization of block models in ore reserve computations is quite common. Here, ore reserves may be calculated by level or by cross-section for the entire deposit. For each ore reserve calculation, multiple cut-off grades may be analyzed to determine the ore reserves under different cut-off conditions. The other major use of block value models is in mine simulation. Through simulation, profitable studies that analyze the effect of alternate ore removal sequences can be undertaken to determine economic optimality. Other studies that are undertaken in mine simulation problems include the evaluation of mine layout, pit slope effects, and the impact of varying cut-off grades.
