"Mining makes civilization possible. It also creates socio-economic problems surrounded by sustainability controversies yet continues extraction without considering the balance and finitude of nature. Nature requires restoration of equilibrium if mining and life on earth are to continue. Mining is still practiced according to Agricola’s views and the consequences it has wrought on our planet demand we critically reexamine it from its very core, to its metrics, to its design, to its technology, to how it is taught, and to reconsider its raison d'être in 2017. This paper offers tools to new mining engineers that are required to transform and solve new challenges. The task before us is to formulate an updated core curriculum that meets the demands and realities of the 21st Century. Mining professionals must rethink and reteach how to redesign mines before shovel hits dirt, how to mine with restoration of nature figured in to the mining design. Mining needs a new extractive technology in order to transform the results of its well-known liabilities. Mining has evolved and its future must be different than its past. Our industry is capable of doing this but it needs to be shown the way. INTRODUCTION The statement that ‘mining makes civilization possible’ is of the utmost importance and has the most value to us. We can examine the past and present appropriately to see the future that we are building. Mining must be addressed in a different way that makes a positive difference and improves upon rather than continues to get the negative impacts of the past. See Fig 1. Mining creates disequilibrium in Nature by producing ore, waste, tailing, dilution of resources, toxic, and pollution to its ecosystems. What is next for mining on a limited planet? Delaying the transformation of mining is not an option to developing an updated and modern mining business-as-usual paradigm. It is hurting the essentials of living in a civilization; our livelihood is in danger to the point of unrest in nature as we generate a lot of eco-print by present mining practices. So, we are urged to eliminate this bottleneck in life by employing a different design. This way, we will have a vision on how to sustain our civilization. [1]. This new design, with input from current and future generations, will be our contribution to posterity."

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. As a member of the uranium and coal producing community, I am pleased to participate in a session dedicated to a look at these and other mineral markets.(title slide) before sharing some of my thoughts with you, let me tell you a little bit about rocky mountain energy company. It was established as a subsidiary of union pacific corporation in 1971 with responsibility for coal, uranium, and industrial minerals. We participate in four coal mining operations and a uranium mine and mill all in Wyoming, and an aggregate and an abrasive operation in Utah.

Project engineering and development is a process of optimisation of capital, operating and financial costs, and extraction rates in the light of current and forecast economic conditions for the sale of the product. The aim of the process is to maximize financial returns to the sponsors (project owners) within many often conflicting constraints. Thus, the sponsor's engineering and financial staff have a common goal, with performance measured in financial terms. Consequently, each group must be aware of, and responsive to, the constraints imposed upon the other. For financial staff, the increasing size and complexity, and escalating capital costs of new ventures have required them to seek finance in larger amounts, and by non-traditional methods. In addition, senior management are requiring indications of the availability of finance as a pre-requisite to a decision to commence project development activities.

Effective management of ore loss and dilution is essential for successful grade control and short-term mine planning due to their significant impact on the economic, environmental, and technical aspects of open-pit mining operations. Factors influencing ore loss and dilution fall into two categories: (i) controllable factors like mine equipment selectivity and blast design and (ii) uncontrollable factors such as spatial heterogeneity of ore and waste blocks on a bench. This paper focuses on the second category by applying spatial entropy concept to capture heterogeneity at the scale of selective mining units. In this paper, global spatial entropy is used to assess the impact of spatial heterogeneity between ore and waste blocks on the magnitude of ore loss and dilution, while the local spatial entropy can guide the allocation of blast movement monitoring balls pre-blast. High values of the global spatial entropy indicate increasing potential of ore loss and dilution, which reduce profit. Furthermore, the study investigates the relationship between spatial entropy, cut-off grades, blast movement, dig-limits optimization model running time, and profit through a number of case studies. The results show that changes in cut-off grade and blast movement can significantly affect spatial entropy post-blasting and increase ore loss, dilution, and profit reduction, revealing the need for controlled blasting at specific bench sections. Additionally, the results demonstrate an exponential increase in profit reduction due to ore loss and dilution with a rising global spatial entropy.

Proponents of geomorphic mine land reclamation have criticized current reclamation practices in the coal fields of steep-sloped Central Appalachia as too narrowly focused on civil engineering principles and neglectful of the functional and aesthetic benefits of reclaiming mine sites in ways that mimic natural landforms and drainage patterns. They observe that current mining and reclamation practices are radically transforming the mountain-and-valley terrain into gigantic flat plateaus and, in doing so, disrupting the beauty and ecology of the natural landscape. Instead of designing and constructing linear or planar surfaces and unvarying slope gradients during the reclamation process, they recommend ?landforming,? i.e. the adoption of curvilinear, compound slope forms that blend well with the surrounding physiography and represent the result of naturally stabilizing geomomorphic processes. The authors feel that the concept of geomorphic mine land reclamation is sound, however, its application to the Central Appalachian coal fields faces significant--albeit not insurmountable--challenges. They include: (1) existing reclamation enforcement regulations that are focused on civil engineering principles and not explicitly supportive of geomorphic methodologies; (2) regulatory agencies? current intent to limit the down-gradient reach of excess spoil fills in order to allay disruption or burial of natural streams; (3) actual or perceived increases in reclamation costs; and (4) the challenge of designing and constructing ?natural? landforms that are mature and stable in an otherwise youthful, erosional landscape.

The reconstruction of the British mining industry which began shortly after nationalisation in 1947 continued until well into the 1950s with the support of the Government. This support diminished as plentiful supplies of cheap oil from the middle East made many coalmines un¬economic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined the financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A Government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal' (1). Plan for Coal aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The Plan proposed action along the following lines (a) increase output by major Investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output (b) invest in extending the life of existing collieries by gaining access to additional reserves, to give 12 million tons per annum extra output © by sinking new mines, produce an extra 20 million tons per annum. Figure 1 shows the contribution (2) expected from each of the three sources up to 1990/1. The measures taken were expected to offset the inevitable exhaustion of existing pits and provide the additional 40-42 million tons capacity needed to restore annual output in 1985 to 120 million tons. Parallel to this programme for expansion of deep mined output, opencast mining was to produce 10-15 million tons per annum. A recent review however, indicates that new mines are likely to yield only 10 million tons per annum by 1985, mainly owing to the need for public inquiries into proposals for new mining and the resultant fact that planning approval takes 'much longer than originally expected. Nevertheless the objective of 120 million tons deep mined output by 1985 is still considered achievable of means of a greater contribution from existing mines. This programme was originally estimated to cost 2,-56 million dollars at March 1974 prices, out revised estimates of the cost of Plan for Coal indicate that it may now exceed 6,960 million dollars at mid-1977 prices. Plan for Coal includes a substantial investment in new and reconstructed coal preparation plaints. At mid-1977 prices more than 322 million dollars Ls so be invested in coal preparation projects in the UK, at the rate of, about 70 million dollars a year. This rate 3f capital expenditure has been maintained over the past three years and covers investment in a wide range of coal preparation coals for the power station, coking and domestic markets.

This paper describes current research by the Bureau of Mines to develop technology for improving efficiency and productivity in metal/ nonmetal mines. The research program addresses a wide variety of problems associated with each of the major categories of mining: underground mining, surface mining, in situ mining, and premining investigations. An overview of the Bureau's research activities is given with emphasis on underground mining. In particular, two innovative and promising concepts currently under development are described: a unique shaft sinking system that uses an impact hammer for rock fragmentation, and a low-profile, portable crusher for underground hard-rock applications.

The surface collapse and surrounding rock failure caused by goaf instability are the mining disasters that cannot be ignored. It is of great value to evaluate the stability of goaf accurately and treat it economically for the mine safety and the maintenance of ecological environment. However, in previous studies based on numerical simulation methods, the spatial complexity and the irregularity of actual goaf were not considered. Therefore, based on the internal space data of goaf obtained by high-precision laser detector, the goaf stability was comprehensively analyzed through Plaxis software and two-stage fuzzy judgment theory in this study. To effectively improve the goaf stability, the optimal backfill parameters for the goaf treatment were obtained by a series of mechanical tests. The research results provide some good references for the stability evaluation and the treatment of underground goaf.

Training provides a key value proposition for both employees and employers as it helps build a talent pipeline while offering opportunities for learning and growth and value creation. In 2020, Metcelerate launched its 20-month program for early career mineral processing engineers. The program helps develop critical technical skills in the workplace and is a tool to identify motivated engineers and change culture within teams. Learners cap their skills development by executing a technical investigation. This generates immediate value—a win-win outcome for learner and company.

Microcomputer technology has begun to revolutionize petroleum engineering. Petroleum engineers' use of relatively inexpensive personal computers (PC's) is likely to continue expanding rapidly. Since 1982 SPE's Microcomputer Applications Committee has developed a Society-wide users group, a bi-monthly newsletter (MICROCOMP NEWS), an SPE Short Course, a hardware and software distribution program, and a world wide electronic network (SPE NET). The purpose of this paper is to share SPE's experience in creating a dynamic program for meeting the individual member's need in the application of microcomputers to petroleum engineering. My hope is that this will encourage other engineering and scientific organizations to provide similar programs for their members.

DTX is a 1.3-mile-long rail extension being constructed by Transbay Joint Powers Authority to extend Caltrain rail service and future California High Speed Rail service to downtown San Francisco. It includes a 3,352-foot-long mined tunnel with a cross section varying from 50 to 60 feet wide and 43 feet high to accommodate two- and three-rail tracks. DTX will be excavated in mixed-face and Franciscan Formation with ground cover ranging from 40 to 85 feet. This paper discusses how mined tunnel design has evolved since the initial preliminary design phase over 10 years ago. The current design concept for tunnel construction is also discussed.

The 31st annual American Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Tucson Starr Pass Resort on Saturday, Dec. 7, 2013. Each year, one living inductee, two Medal of Merit recipients, honorees from mining?s past, an industry partnership award, as well as a special citation, are recognized by the MFSW for their respective contributions to the mining industry. James D. Toole, past president and chief executive officer of Southwest Energy LLC, will be the Hall of Fame inductee, guest of honor, and featured speaker at the awards banquet. Toole founded Southwest Energy LLC in 1973 and is credited with introducing innovative explosive technology, providing even greater value to its mining customers. Medals of Merit will be awarded to Joseph M. Keane, principal metallurgical engineer for SGS Metcon Research/KD Engineering, and Sean D. Dessureault, associate professor at the University of Arizona. Keane is recognized for his metallurgical expertise, especially in design development and pollution abatement. Dessureault is recognized for his advanced mining research, with more than 25 journal publications, and his entrepreneurship as the founder and chief executive officer of two mineral-related companies. To honor mining?s past, the hall of fame will induct Bartolomé de Medina for his invention of the patio process for recovering silver; Ben Williams for his management of the Copper Queen Mine in Bisbee, AZ; Charles E. Mills for his contributions at Morenci and Inspiration Copper and founding Apache Powder Co. and The Valley National Bank; John S. Finlay and Edwin B. Royle for their invention of the mucking machine; and Louis Caryl Graton for his ore deposits research and teaching economic geology at Harvard University.

A new coal boom is under way in western Canada. As recently as the mid-1960's, the coal industry in western Canada was considered stagnant and, by some people, dying. But Japan's growing need for coking coal, which became more pronounced in 1966, sparked great interest in western Canadian reserves.' As a result of a rapidly expanding export market and growth in domestic demand, Canadian coal production spurted to 16.6 million tons in 1970. Production in 1965 was 11.5 million tons. Today, about 60 percent of Canada's output comes from western Canada, but by 1975, 87 percent (23.1 million tons) is expected to come from this area, and 96 percent (68.3 million tons) by 1990. Opening, developing and operating new coal mines to meet the needs of a rapidly expanding market for western Canadian metallurgical coals pose some unique and difficult problems. Covering nearly every aspect of opening properties in remote areas, the problems are met in exploration, transportation, construction, mine operations, coal preparation, manpower and ecology. In presenting this paper, we make no attempt to present an in-depth or detailed analysis of any one specific situation. At the operations level, productivity is a principle key to profitability. If you are competing with other mines that are paying roughly the same wage rate and the same prices for capital, materials, and energy, the only way your profit can be greater is by producing more output per unit of input. Mines with higher productivity have higher profit margins. Higher profit margins lead to greater operating cash flow, and cash flow is what distinguishes a dog from a cash cow. The turnaround in U.S. metals during the 1980s was in large part due to incredible improvements in productivity. According to statistics compiled by Kaufmann, 1991, labor productivity, measured as tonnes of primary production/manhour, increased 64% in steel, 94% in copper, 75% in lead, 143% in zinc, 132% in molybdenum, and 75% in gold. These improvements were hard won. However, with most modernization programs now complete, measuring and monitoring productivity becomes even more important as producers strive to maintain the gains they have achieved.

The concept of sustainable development is not new to the mining industry. Many people involved with mining have argued that the industry throughout the world has always supported the communities where they operated. They say that the mining industry was employing sustainable development practices before the phrase became fashionable. The mines employed residents and supported the local economy through tax payments and the purchase of goods and services from local businesses. In many cases, mining companies have built medical facilities and contributed money, equipment and services to local schools. In modern times, mining companies have donated reclaimed land to the local communities for use as parks and recreational facilities.

The P.W. Gillibrand Company has been processing and stockpiling a suite of heavy minerals at its Soledad Canyon Mine as co-products with construction aggregates since 1984. The heavy minerals are composed of ilmenite, magnetitie, apatite and zircon. The source of the heavy minerals is the Precambrian San Gabriel Anorthosite Complex of the western San Gabriel Mountains. The valuable minerals are readily amenable to standard ore dressing techniques, such as, gravity, magnetic, flotation and electrostatic separation with good recovery and product quality. More than 20,000 short tons of coarse ilmenite were sold in 1990 to the export market for titanium pigment production.

In an earlier study (Deschênes et al., 2009), gold and silver were shown to be efficiently extracted from samples taken from the Kupol Mine in Russia using lead nitrate in a cyanide leach system. In the current study, a com-parison of the technical and economic merits of a new technology called CANMET enhanced leaching process (CELP) was made with the cyanidation/acidification-volatilization-recycling (AVR) process using eight metal-lurgical variability samples, as well as a large composite sample, which was to represent the initial two years of Kupol mill feed. The composite sample leach feed assayed 33.4 g/t Au and 289 g/t Ag. The metallurgical results from the large composite sample demonstrated that CELP produced very similar gold and slightly higher silver leach extractions compared to the conventional cyanidation/AVR leach conditions at 1/2 the cyanide concentra-tion (1,000 ppm NaCN in CELP vs. 2,000 ppm for cyanidation/AVR leach conditions). It was estimated that the total cost per ton was approximately the same for the two technologies (total cost of CELP with the use of Merrill-Crowe at $46.48/t, with cyanidation/AVR at $46.13/t). However, the implementation of CELP would eliminate a capital expenditure of approximately $5 million for an AVR system based on a 2005 feasibility level cost estimate. Eight variability samples used to confirm the composite sample results showed that, on average, the gold leach extractions with CELP and the conventional leach conditions were very similar, but the average silver leach extraction was 2.1% higher for CELP. Furthermore, CELP silver leach extraction was 4.6% higher on average compared to conventional cyanidation for the four mid-grade variability samples evaluated. The decision was made to remove AVR cyanide recovery from the flowsheet and implement CELP at Kupol. The ability to use the conventional leach equipment with CELP and simplify the flowsheet was also a factor, given the remote location of the Kupol Mine.

Stability analysis and design of open pit slopes is generally based on an assessment of rock cores and rock exposures on surface or in underground workings. Until recently, core for such assessments has been readily available from exploration drilling programs. In recent years, many exploration programs have reduced the amount of coring and rely more heavily on less expensive rotary or percussion drilling programs where drill cut-tings are sampled for geological evaluation and assay. This paper describes a technique whereby costs of the geotechnical investigation are reduced by using rotary percussion drilling information to assess geotechnical properties of the rock mass. A limited number of core holes are required to establish basic relationships between the mechanical properties of core and the characteristics of the percussion chips. These properties are used as a basis to extrapolate the coring information to encompass the entire area of the rock mass for which percussion drilling information is available.
