The subject of surface mine development is large. This section covers the fundamental concepts involved in both the open pit mining of thick or steeply dipping deposits as well as the strip mining of thin, shallow, and relatively flat-lying seams or beds. Design involves the marrying of geometries, ore and waste characteristics, equipment, and economics so that the desired result is achieved. Generally, there are many possible combinations from which to choose. For example, extraction over a short time period requires one strategy while quite another is applied for longer times. Variations in supply and demand require some flexibility of operation. Customer requirements impose certain constraints regarding the set of possible designs. Over recent years, planning and operating considerations for surface mining imposed by environmental requirements have increased markedly. There have, at the same time, been enormous advances made in the design aids available to the mine planner. Computer simulation of the various options, whether it be for mine design or equipment selection, provides detailed information for decision making in real time. A significant challenge to the engineer/planner is how to best use the aids avail-able. Because of the widespread use of commercially available and in-house computer software by industry, this section does not deal with the details of planning (for basic coverage of mine development, see Section 7). Rather, some of the basic concepts are stressed. The principles involved in equipment sizing and selection are discussed. A highly important but sometimes over-looked aspect of planning, haul road design, is also covered. For surface mining operations of the future, in-pit crushing and conveying will become even more important. Some of the considerations for application evaluation are included. The section concludes with some future concepts for surface mining.

The industrial desktop emerges as the new tool for continuous improvement and innovation in industrial operations. Here, process information, reliability maintenance, process simulation, production schedules, performance monitoring are integrated using Microsoft enabling tools at the desktop. A workflow model is presented to assist in implementing a strategic information system in metallurgical plants.

Mining activities at Kennecott and Park City are similar in that both districts began operation in the last half of the 18th century, and both operated on a large scale for many years. However, they are different for two important reasons. First, the mines in the Park City district were always underground. The city of Park City was above many of those mine workings. It remained in place after mining activity stopped, and as the town became an up-scale ski resort, property values increased and the tailings dumps became desirable building sites. In contrast, Kennecott eventually became an open pit mine, and the growing pit effectively consumed many of the small towns that had grown up around the underground workings. Even towns on the periphery of the open pit were razed to allow for the disposal of mine overburden. Second, almost all mining activity stopped in Park City in the early 1970s, just as the first rigorous environmental legislation in the United States was enacted. (The Ontario mine operated sporadically until 1982.) Many mine structures, waste dumps, tailings ponds and piles, and tunnels were simply abandoned as the mining companies ceased business or were bought out. Kennecott, on the other hand, has been in continuous operation for more than 120 years, so a closure plan hasn’t been finalized. Nonetheless, environmental and social problems have arisen, and the company has had to address them.

There are many aspects of a grinding mill supply and installation that can result in the mill not operating as intended, resulting in unplanned shutdowns, poor reliability and headaches for all concerned. One of the largest aspects, both in criticality and physical mass, is the mill foundation; if not properly specified, designed and constructed the mill operation will be compromised. The mill foundation starts with the design specification and loading diagram supplied by the mill builder. The importance of understanding these documents and how to apply them is critical for the start of any mill project. When designing mills with a GMD the foundation must be properly modeled to ensure that all interactions of the mill and motor structures, foundation and subsurface strata behave in the intended fashion. All of the previous efforts can be laid to waste if the construction of the mill foundation is poorly handled. Mill foundations are typically the most massive concrete structure at a processing plant and can easily cause nightmares for inexperienced contactors. This paper explores some of the more important facets along the lifecycle of the grinding mill foundation.

Extensive soil conditioning was required to allow Earth Pressure Balance(EPB) tunneling on the South Bay Ocean Outfall tunnel project in San Diego, California, near the Mexican border. This tunnel extends 19,000 feet out under the Pacific Ocean and was mined through soil formations including silts, sands, gravels, cobbles, and boulders. EPB pressures ranged from 3.0 to 7.0 bar, with the maximum pressures required when mining through the highly permeable granular formations.

"The impact of mine closure is perceived through a veil of compliance to human laws and regulations rather than the laws and equilibrium of nature. This perception motivates present research. Understanding the causes and effects of mine closure defines levels of responsibility. This understanding evolves from mine closure's legacy. Mine closure is characterized in perpetuity by three aspects: Future liabilities; level of technologies for extraction and, usage of mineral resources. These aspects must be updated to a rationally appropriate level. This paper will address the following questions: Will the minerals remaining in the process of mine closure ever be recovered? Will the mine closure inhibit the availability of minerals for the next generation? How many mines are designed to perform a successful mine closure? Do we close the mines or do we close nature? Is it responsible to continue mine closures as we do them today? Is mine closure a complement of mine operations or a contradiction of mining? Do we need to perform mine closures, yet? This paper reviews mine closure practices and principles with the level of responsibility to nature and for the next generation.PREFACE The planet has irreversible issues to deal with regarding the depletion of mineral resources and contamination occurring from human activities. The population increased exponentially to more than seven billion, this high population with its lifestyles, demands a higher supply of minerals. In spite of these conditions, mining is a vital industry to keep ""civilization"" in society. This is evidenced by what we see around us, in that everything ""made"" in society is directly or indirectly due to mining. Hence, mining cannot be avoided or ignored. Society misunderstands the importance of mining in relation to other activities. At this time, mining is fragmented and economically oriented to supply cheap minerals to a market with peculiar characteristics regarding products that could be designed for recycling and stimulate nature’s equilibrium. These issues add important “variable factors” to the equation, when they are considered as parameters for the next generation. It also raises many questions regarding principles and attitudes about morals and ethics exercised in all anthropogenic activities. The industry's practices have many flourishing paradigms which are subject to a variety of criticisms and observations. Some of these observations will be described in this paper. It is important to clarify in advance a ""normal disclaimer"" about the ""apparent contradiction"" that could take place in the writer's comprehension when we abruptly ""jump to conclusions"". We must remember that we are profiling the future in an arena that demands a better understanding of solutions to problems created by actual mining."

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. The oxidative degradation kinetics of chalcopyrite have been studied by thermogravimetric analysis (TGA). The obtained data are necessary for the kinetic description of the flash fusion process, which can contribute to the optimization of the smelting process in copper extractive metallurgy. Activation energy (Ea) evolutions of the involved processes have been determined by several isoconversional methods; in this sense, the chalcopyrite oxidation processes could be adequately described, among studied models (E1641–16, Ozawa–Flynn–Wall, Kissinger–Akahira–Sunose and Friedman), by the Kissinger–Akahira– Sunose kinetic model. Using this method, Ea and A values are found to be very dependent on the conversion. Under lower conversion levels, higher Ea and A values have been calculated with respect to that found for medium and higher conversion levels.

"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. INTRODUCTION Social conflict is a recurring phenomenon in the human experience and serves as a critical mechanism for change [1-5]. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. We commonly consider conflict in a two-party sense, but this deeply over-simplifies the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

Dispute Review/Resolution Boards (DRB’s) are a highly successful dispute avoidance and resolution tool. In a joint effort between the UCA of SME and the Dispute Resolution Board Foundation (DRBF), the authors embarked on an informal assessment of the state of the DRB practice in the tunnel industry from the point of view of the Contractor, Owner, DRB Practitioner, and Attorney. The results of this assessment were presented in a panel discussion at the Rapid Excavation and Tunneling Conference (RETC) in June of 2021. The exploiting of geothermal steam is a new endeavor in this country and is for that matter a very new science in the world. With the majority of steam wells in the world having been drilled during the last twelve years relatively little experience and knowledge has been gained that can guide us as compared to the techniques the oil and gas producers have developed for their use. We few technical personnel associated with the field find it a continuous challenge to understand and explain what effects or causes the various unusual phenomenon experienced. We have had unending discussions attempting to formulate pet theories which we can use as guides. We know, so the geologists tell us, that the source of the heat is from the hot magmatic core of the earth. Theory has it that the magma is cooling off and that hot gases are given off as this magma cools and shrinks. In volcanic' areas along fault lines where the magma reaches closer to the surface than in other areas, there is a higher concentration of gas evolution; consequently, geyser or geothermal areas are developed. As these hot gases rise toward the surface they encounter various minerals, including overlying bodies of water. It is into these underground lakes that our wells are penetrating. As the heat enters these lakes it spreads out by conduction, convection and water migration. We can strike this hot water over quite large areas in many of the geothermal fields. At present there is one anomaly to this in the United States as there is in Italy where our wells do not penetrate a hot water lake. This is at The Big Geysers in California. Here superheated steam is produced with a heat content, so high that it could not have been boiled off of a fresh water pool. This puzzled us until last year when a well was completed into a large body of brine in the Imperial Valley. This brine exists at close to 500°F and at a hydrostatic pressure sufficient to preclude any boiling. It is now believed by some of us that a similar pool of brine must exist below The Big Geysers area, from which the steam is emanating. If there is such a brine pool, it offers a plausible explanation of the high-heat content, for brine boils at a higher temperature than fresh water. I am now beginning to think that a similar brine pool may exist under all the geothermal basins for if it is under two of them, it is highly probable that it is under the others. The partial understanding of what we are drilling toward, and formulating a theory to explain its behavior helps guide us in our steam well drilling.

There is a need for direct tailpipe sampling of diesel vehicles in mines in order to determine the effects of an emissions-based maintenance program, evaluate control technologies such as diesel particulate filters and identify the worst diesel particulate matter (DPM) emitters in a fleet of vehicles. therefore, this study examined the performance of three portable instruments: a personal dust monitor (PDM) manufactured by thermo Scientific, a prototype elemental carbon monitor (Airtec) manufactured by FLIr and a prototype Ae91 instrument from Magee Scientific. These instruments were evaluated on the basis of their ability to provide direct reading tailpipe analysis for DPM. It was determined that the average bias of the tailpipe results from the PDM and the Airtec were 3±12% and 4±20%, respectively, when compared to the standard method of determining tailpipe particulate concentrations from a diluted exhaust. It was also determined that the Ae91 instrument correlated with the standard method.

Loudoun Water’s Quarry A (Milestone Reservoir) project involves conversion of a rock quarry to a billion-gallon raw water reservoir. The project includes a new 40 MGD pump station, deep intake shaft, and three drill and blast intake tunnels for accessing the reservoir. Due to concerns regarding constructability and construction risks, the project design was paused while a Construction Manager At-Risk (CMAR) contractor was procured. The CMAR contractor was engaged collaboratively with the design team to provide risk and constructability input for refining the design. Aspects of the original design, design modifications, and benefits of the CMAR collaboration will be presented.

The Atlanta Plane Train project at Hartsfield-Jackson Atlanta International Airport employed the progressive design-build approach. This provided opportunities for collaboration between the design-builder, design engineer, and owner and the implementation of innovative design and construction approaches. The innovations have reduced risks, allowed for adjustments during design to accommodate new challenges, and provided open-book cost and schedule evaluations. The progressive design-build approach has also allowed for pricing of work to occur in phases—capturing the design/construction challenges as the project evolves and when they are more clearly defined. While this has allowed for pricing to be performed with better project understanding and therefore less contingency, the associated time frame for approvals has required careful consideration to avoid impacts to the schedule. This paper discusses the benefits and challenges of the progressive design-build approach.

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. Blasting is the main method of production in many non-coal underground mining operations and produces multiple toxic gases as a result. The Mine Safety and Health Administration (MSHA) requires mine operators to measure the level of toxic gases in mines as frequently as necessary to ensure they are below regulatory safety limits. The current practice uses portable gas monitors to check the concentrations of toxic gases after a fixed post-blast time. This paper studies the application of a gas monitoring system in the return entry of a limestone mine to determine a safe re-entry time. The National Institute for Occupational Safety and Health (NIOSH) conducted such a monitoring program in a limestone mine from September 2016 through May 2018. NIOSH/PMRD (Pittsburgh Mining Research Division) is endeavoring to develop workplace solutions to improve detection of and reduce the risk of hazardous conditions. This study showed that the use of gas monitoring in the return air can be a useful tool at the mine operator’s disposal to detect and reduce the risk of hazardous conditions and also to reliably estimate the re-entry time. INTRODUCTION Underground miners are at risk of overexposure to toxic gases from various sources. Production blasting operations using explosives in underground mines are a source of multiple toxic gases that could be harmful and even fatal to humans if prolonged exposure occurs beyond the safe limits. According to Code of Federal Regulations, Title 30, Part 57.5002 [1], metal and nonmetal mine operators must conduct gas, mist, and fume measurements as frequently as necessary to determine the adequacy of control measures to protect miners from overexposure to harmful gases. MSHA will inspect mine operators’ activities to verify the evidence of such measurements [2,3]. Continuous gas monitoring in the return air is an effective way to make sure that toxic gas concentrations at the working areas are kept below the regulatory limits before the return of miners. Toxic gases can enter the mine atmosphere from different operations, such as welding, combustion, and blasting. The main gases produced from blasting are carbon monoxide (CO), carbon dioxide (CO2), nitric oxide (NO), and nitrogen dioxide (NO2). Other gases are produced in small amounts and, therefore, were not considered for this study. Related regulatory and recommended exposure limits of CO, NO, and NO2 gases are summarized in Table 1 [4].

The past four years since the 2008 MINExpo have been a roller coaster ride for the mining industry, with highs and lows and everything in between. One of the natural consequences of this uncertainty has been a number of significant consolidations and mergers, and this trend has trickled down into the crushing industry. And while there have been some significant changes to this sector of the mining industry, many of the big players have weathered the storm. The following is a look at some of the mineral processing companies that will be at MINExpo. McLanahan Corp. McLanahan Corp. is an example of the changes in the sector. The crushing and grinding stalwart acquired Universal Engineering, expanding its traditional focus on soft mineral crushing to hard rock crushing. At MINExpo, it will be showing off three new pieces of equipment, the LabMill Crusher, the Rocker Tooth Crusher and the Recessed Filter Press.

High pressure acid leach (HPAL) and pressure oxidation (POx) or pressure leaching extraction processes occur in autoclave vessels operating at elevated temperature and pressure, acidic conditions with abrasive mineral slurries. The harsh process conditions require specialized severe service metal seated ball valves to support operation of the vessels. Over several decades thermally sprayed titanium dioxide (TiO2) and chrome oxide (Cr2O3) coatings have been applied to extend the service life of the ball valves and other high wear critical components. Variability in the coating application quality control and severe process conditions can result in spalling, coating failure and premature failure of the component resulting is decreased autoclave circuit availability. In 2012 MOGAS, together with BRENCO, initiated research and development for ML-381, metallurgically bonded coating. This paper includes the historical development of severe service ball valve coatings, success of the trials and increasing industry adoption of the ML-381 coating for ball valves and other critical autoclave circuit components.
