On July 30, 1979 New Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of the decade-old National Environmental Policy Act went into effect. These new regulations replace approximately seventy different sets of agency regulations, providing some uniformity throughout the Federal government in the conduct of environmental reviews and preparation of environmental impact statements (EIS). This attempt by the Federal government at a general improvement in the preparation and quality of EIS's presents an opportunity for the mining industry to evaluate how the EIS process for mining proposals can be expedited. The environmental impact statement is often a key element on the critical path of a major mining project. Preparation of the EIS is ordinarily the responsibility of the Federal agency with primary decision-making authority over the project. Still, the proponent, i.e. the mining company, can play a major role in the process and have a major impact on the timeliness and adequacy of the effort. Typically, the Proponent will conduct (or will hire consultants to conduct) environmental baseline studies of, for example, air quality, wildlife, geology, water quality, vegetation and archaeology. These studies are then compiled into an environmental report and submitted to the agency. The agency verifies the data and incorporates them into the environmental impact statement.

Many coal mining companies have potential surface mine reserves which either are known or suspected to have had prior drift mining activity on them. In many cases, there is no documentation on these mines or at best, very fragmented records. These undocumented abandoned underground mines are creating engineering, financial, and environmental difficulties and concerns for both surface coal mine operators and regulatory personnel. This paper examines the use of resistivity techniques in detecting entries of abandoned drift coal mines. The detection of such a drift mine entry would confirm the presence and orientation of an abandoned underground coal mine.

The study upon which this paper is based was completed by Battelle's Columbus Laboratories for the U.S. Army Corps of Engineers in 1974. It is but part of an overall effort by the Corps to evaluate the costs and benefits to the nation of waterway improvements. This study is primarily concerned with future coal markets for production from those counties near the Wabash River in the heart of the Eastern Interior Province. An objective here is to consider a most pessimistic energy (and hence, coal) demand for planning purposes.

"Understanding the influence of slurry particle size on wear is essential to maximising the life of centrifugal pumps operating in mineral processing plants and for hydrotransport duties. Particle size influences not only the wear rate but also the wear pattern in pumps. Complicating the situation is the different relative wear rate for different pump parts depending on particle size. A simple Slurry Wear Type (SWT) number based on particle size and size distribution is proposed as a means for categorising slurry pump wear patterns and optimising pump application and material selection. INTRODUCTION The wear of centrifugal slurry pumps in mineral processing and hydrotransport can be quite severe and is one of the major cost concerns of plant operators. Some typical worn slurry pump parts made from high chrome white iron are shown in Figure 1. Erosion wear rates of up to 2 mm/day are not uncommon [1].Centrifugal slurry pumps are required to handle solid-liquid mixtures with a very wide range of particles extending from sub-micron size clay through to 200mm and larger cobbles. Particle size distribution can also vary widely from uniform and narrow (such as graded sand) through to very broad (such as grinding circuit slurries). Slurry particles may also undergo size change due to attrition during the pumping process. The major wearing parts in a slurry pump are the impeller, side liners and casing liner. These are shown with reference to a Warman® MC centrifugal pump in Figure 2. While many particle properties (including size, shape, hardness, density and concentration) influence pump wear, this work will consider only the effect of particle size as it is the major determinant of wear characteristics. Particle size influences the wear pattern, material performance and relative component wear rate in centrifugal slurry pumps. Traditionally, cost effective gains in the capacity of material handling systems were a result of increases in equipment size. In general, the use of maximum capacity components in a system optimizes the production "costs per ton." The trend-"Bigger is Better" will continue in material handling equipment. Since it is rare for plant operators to lament an over abundance of screening capacity, one can safely predict that vibrating screens will follow this trend. Large Vibrating Screens - The Challenge Large vibrating screens represent a unique challenge for Manufacturers, Plant Designers, and Plant Operators. The inherent mode of operation for vibrating screens is self-destructive. More often than Manufacturers admit, Designers plan for, or Operators staff for, a vibrating screen succeeds and self-destructs. This is a problem. It can magnify with larger vibrating screens.

This article presents a novel approach to address the mining width-constrained open pit mine production scheduling problem in the context of medium-term planning. A mathematical formulation is proposed to incorporate mining width constraints into the production scheduling process, aiming to maximize the NPV of the schedule while ensuring enough room for the operation of mining equipment. To tackle the computational challenges posed by large-scale instances of the problem, we propose a method based on variable fixing and horizontal precedence generation. In this study, we apply the developed model to real-world scenarios from Radomiro Tomic short-term mine planning problems such as optimizing the timing of major truck maintenance and the impact of external factors, like the delay in the production of the Chuquicamata underground project. Remarkable improvements are observed with the mining width-constrained model. Specifically, the mining width satisfiability is enhanced from 2 to 60% compared to the traditional open pit mine production scheduling model, underscoring the significance of incorporating these constraints. The proposed method showed good results reaching optimality gaps within 5%.

A new comprehensive insitu instrumentation technique named this RCC Method has been developed for rapid assessment and improvement of the structural stability of underground openings. When applied to tunnel construction, the degree of present and prospective safety of underground openings can be determined in quantitative terms within 10 to 20 minutes of microcreep observation. When applied to mining, roofs and floors can be stabilized by controlling the stress conditions. This stress control method has eliminated the need for intensive roof bolting and extensive floor renewal in all cases where it was applied. Use of this technique is illustrated by field examples from the Seikan Undersea Tunnel of Japan and deep potash mining in Canada. NEW INSTRUMENTATION TECHNIQUE: THE RCC METHOD Failure problems in underground excavation usually arise in weak non-elastic grounds where conventional rock mechanics theories of elasticity are not only useless but also misleading. Presently, discontinuity planes in the ground are being considered a factor in assessing these failure problems, and while this development is interesting academically, it is not of much use in actual excavation work, where it is nearly impossible to identify and quantize all existing planes of discontinuity. Even if such an extraordinary task could be accomplished at an underground excavation site, effective use of the data would be difficult and impractical for rapid excavation work, with the possible exception of rare cases of ideally elastic ground.

Hsikwangshan mine is located at Lengshuijiang city of Hunan Province. It is a stibnite deposit. The orebody is gently inclined; its ore run is about 3 km in length and extends about 1.2 km along the direction of dip. The thickness of the ore body is non-uniform and varies from 1.5 to 20 m. The orebody is mined by room and pillar and cementation filling. The nine levels at the ore top have been mined out. At present, the mining operations are at the eleventh level. The mine ventilation system consist of three main fans which are installed in different shafts and are ventilated in parallel. The main fans can be connected to each other through comprehensive return air drifts. Two of the fans are located underground and the other on the surface. The general configuration of the ventilation system is shown in Figure 1. Because the operating areas are scattered and vary frequently as well, it is difficult to bring about air flow control. If the air flow cannot be varied with the variation of production in time, the air quantities are not sufficient in some areas and are excessive in others. However, it is also a problem to coordinate the three main fans with one another to obtain the optimum economic cost of operation. In order to make the air delivery fit the variation of production continuously to satisfy the ventilation requirement of the working faces and to reduce power consumption, we have made a great effort over five years to install an automatic control system for mine ventilation at the Hsikawangshan mine. The key part of this system is a microcomputer. The whole system consists of a console, which is located at the surface; the circuit network that is provided for signal transmission; air doors and ventilators at the working face; the scale air doors which are installed at the main branch airways; main fans and their speed regulating devices, as well as the sensors used for observing pressure, air quantities, temperature and the concentration of carbon monoxide, etc. This system can continuously telemeter the air quantities and carbon monoxide concentration in the main branch airways, air pressure, air quantities, electric current, the temperature of the bearings of the main fans, etc. According to the production air requirements, the system controls the ventilators or air doors which are located at the working faces and regulates the air quantity in the main branch airways. It can also choose the optimum mode of operation automatically, and regulate the rotating speed of the main fans to guarantee the least total power consumption while satisfying the total air quantity requirements. If abnormality of the observed results is discovered, the audible and flashing light alarm signal starts up automatically. The operating mode of ventilation equipment also feeds back to the control room and displays on the console. The configuration of control the system is shown in Figure 2.

All mining operations using trucks have a common need to properly match the number and size of hauling units (trucks. wagons. scrapers. etc.) to a loading unit (wheel loader. hydraulic shovel/excavator, cable shovel. push tractor. etc.) to provide the best possible fleet match. Optimizing fleet match minimizes the cost per unit of material moved by that fleet. As haul conditions change (haul length. grade. or rolling resistance), there may be need to adjust the number of trucks to maintain the optimum fleet match. Fleet Production and Cost is a tool which, among other things, can be used to optimize the truck-loader match.

"BIM technologies provide tools and processes to effectively support the entire life of an infrastructure, from strategic planning to maintenance. As a consequence, infrastructure design processes currently make frequent use of BIM tools. This paper describes the BIM oriented design of the underground railway extension in the metropolitan area of Catania. The paper highlights the design process and the chosen BIM tools considering the boundary conditions characterizing the project, i.e. basic information missing in the final design project, need of coordination between different design disciplines and designer companies, and, finally, need for a flexible design approach able to adapt to changes occurring during design development. INTRODUCTION The underground railway extension in the metropolitan area of Catania is composed of two lots of approximately two km each, namely “Stesicoro-Aeroporto” and “Nesima –Misterbianco”. Works to be realized are: •,Main tunnel: mechanized tunneling using a TBM-EPB machine, for the entire length of the lot; •,Underground stations: San Domenico, Vittorio Emanuele and Palestro, conventionally excavated as enlargement of the TBM tunnel after the partial demolition of precast segments; •,Ventilation and emergency shafts: connecting seven tunnel levels to road level on Stesicoro-Areaposto lot, six on Nesima-Misterbianco lot; •,Additional structures such as technical rooms and parking lot; •,Electric Substation at Monte Po' stop; •,Temporary works: TBM launching and arrival pit to be dismantled at the end of the works."

The paper outlines the ventilation practices prevailing in coal mines of Singareni Collieries Company (South India). The high annual average surface temperature and relatively steep geothermic gradient results in virgin strata temperatures in the region of 38- 42°C creating environmental problems in the working places. Expensive methods of air cooling can not be employed as the mines are small, and production and productivity do not justify the costs of artificial cooling of mine air. Controlled recirculation of mine air -- the unconventional technique being tried with success in some coal mines in U.K. has been analysed for improving the environmental conditions. The analysis shows that the method is safe, cost effective and can be applied with very little extra equipment.

INTRODUCTION The art of placer gold mine evaluation and mining has had an interesting evolution beginning in earliest times. DE RE METALLICA (c.1556), documents the use of rockers, circular sieves(jigs) and riff lest for classifying, concentrating and recovering placer gold, respectively. During the late 1800's in the heat of the international gold rush, a bucket ladder mining dredge containing its own processing plant was developed that enabled digging of placers to bedrock that were inaccessible to the hand miner. The power driven churn drill was developed at about the same tie that facilitated more rapid and larger scale sampling of placers to bedrock. The mineral jig was applied in the early part of the 1900,s to begin the replacement of riffles on placer dredges. Mining dredges proliferated in California and New Zealand to mine the deeper placers and spread throughout the world. The companies that were leaders in dredge mining technology conducted experimental work that advanced the state of the art by processing of gravels with jigs and amalgam systems to recover gold on board dredges in a continuous process. This paper will synthesize the technology of placer gold exploration, mine development and operation into guidelines for evaluation and development of small-scale prospects. Prospect Reconnaissance The location of a prospect usual1 y results from some physical evidence of the presence of gold and/or past mining activity. Any earlier activity that may have produced gold from the prospect, should be investigated before making the trip. The initial reconnaissance should attempt to verify a near-surface presence and then make observations concerning the geomorphic characteristics that relate to placer gold accumulation. Estimates of the probable depth, breadth and length of mineable gravels can be made from the surf ace by the experienced placer mining engineer. With this information, he can speculate on whether there is a viable prospect to be pursued. The placer mining engineer should be experienced in panning samples found in shallow diggings or from existing pits. This will give him immediate indications of gold presence without fear of "salting" by an over-ambitious promoter of the project. The same capability of panning is important during the other sampling phases. A thorough knowledge of logging and calculating the results is essential to proper evaluation of the deposit' s tenor. Evaluation Methods Depending upon the character of the prospect such as river, benches, terraces, jungle, the type of equipment to conduct sampling of the deposit must be determined. In most cases, the drill has replaced bulk sampling. The churn drill has had the greatest amount of accumulated experience but is slow. The reverse circulation drill (RC), is limited by its lack of verification in subsequent mining in order to prove its reliability. However, in the hands of knowledgeable placer mining engineers experienced with its use and calibration, it may be used. The RC Hammer drill (such as the Becker), can be as much as ten times faster than the churn drill and compress the time necessary to prove a prospect, or, to disprove it. All costs in balance, it is often cost effective over the churn drill.

The Crestmore Limestone Mine of Riverside Cement Company in Riverside, California is situated within 1.6 km of the Santa Ana River. It is an alluvium covered deposit with a massive quartz manzonite intrustion separating the upper and lower limestone beds which dip from 30° to 50°. The highly fractured upper bed contacting the Santa Ana alluvium contains many unique water inflow problems which vary, from multiple high pressure 19 liters per minute inflows up to 3,000 liters per minute to 11,000 liters per minute inflows-contacted by development mining in April 1983. A case history of the successful grouting of these inflows and the continual grouting procedures in advance of present mining with empirical' results are discussed.

The Vor-Siv Dewatering and Classifying Unit was developed by the Polish Coal Industry because of a need for a unit that would dewater and classify high volumes of solids in water slurry. To be practical, the unit needed to be relatively small in size, simple in design, involve low operating costs, and be able to give a dewatered product of less than 30% moisture. The answer to the above mentioned criteria was the Vortex Dewatering Sieve or, as we refer to it, the Vor-Siv. The original installation of the unit, as we know it today, began in 1963 when the Pols installed the unit in a full scale pilot application. By 1966, at least 30 of these units were installed throughout the Polish Coal Industry. This equipment was originally introduced in the United States in 1966 at the Fifth International Coal Preparation Meeting in Pittsburgh, Pennsylvania. The first installation in the United States was not achieved until 1970, when Mr. Fred Sachs of The Valley Camp Coal Company, Triadelphia, West Virginia, installed a Vor-Siv in a retrofit application. To date, there are 36 Vor-Sivs installed in this country and 29 in the process of being installed or delivered.

The mining industry in Colorado faces the same problems the industry faces throughout the United States and the world — record low commodity prices and increasing regulatory and environmental restrictions that seemed designed to curtail mining activities. Despite those obstacles, the mining industry in Colorado still contributes about $8 billion annually to the state’s economy in the form of base and precious metals, industrial minerals, coal and associated service businesses and jobs. So the 300 attendees at the102nd National Western Mining Conference felt reason-ably positive about the industry in their state. The meeting is the Colorado Mining Association’s annual conference and was held at the Broadmoor Hotel in Colorado Springs in November. The theme was “Mining in the New Millennium — Achievement + Innovation = Survival.” Experts from Colorado’s mining industry and abroad discussed the challenges faced by the mining industry as it enters the new millennium. They offered insights into how the industry will operate during the early years of the 21st century and how it will survive low prices and increased regulatory restrictions.

Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. A small underground mine in northern Idaho was used as an experimental facility for studying the role of water in the analysis of mine opening stability. Laboratory test data, borehole measurements and geological mapping assisted in constructing a coupled finite element model of the rock mass. The model was used to make quantitative estimates of: 1) rock stress, strain and displacement changes, and 2) water pressure and flow velocity changes that occurred during historical mining. Stope cuts and wet fills were included in the analysis. Stability of crown pillars between stopes was of particular interest. The relatively low effective stress and high rock mass strength showed that water pressure changes were of no great consequence in agreement with experience. The computational tools used in the analysis may be applied to other wet mines with appropriate changes to site-specific input data.

This presentation describes the operation and features of the WCC Carbon Reactivation Kiln. Particular emphasis is placed on minimizing carbon losses, corrosion resistance, fuel efficiency and the fate of mercury during reactivation in the multiple-tube vertical retort. Detailed laboratory work indicates that there is complete vaporization of mercury in the kiln, no refluxing in the upper sections and distinct advantages in using this type of kiln when sizing collection equipment.

Estimates of the cost of producing any commodity generally fall into several classes depending upon the motives and needs of the estimator. There are estimates intended to show how low costs might be with favorable conditions if everything goes well. At the other extreme, there are estimates which show how high costs might be if troubles develop. The estimates in this paper for the cost of producing direct reduced iron (DRI) are accompanied by discussion to point out how the final figures may be adjusted in either a promotional or a conservative direction. Because we do not have a specific process and a particular set of conditions in mind when discussing this subject today, this paper deals with the general situation, with considerable attention to how the estimates can be made more specific once one knows the particulars of a given situation.
