In the last decade, new developments took place in the area of indoor positioning (or localization). Since the Global Navigation Satellite System (GNSS) cannot be used in underground mines, other technologies are needed for localization. Positioning and communication options today primarily include Wi-Fi, Bluetooth Low Energy (BLE), Ultra-Wideband (UWB), Radio Frequency Identification Device (RFID), etc. Smartphones and tablets currently have an array of sensors and radios, which can provide valuable information to allow indoor localization via various methods. Where mineworkers could keep smartphones with them, they can be highly effective at enabling localization and navigation. Recent applications of these technologies in underground mines have been thoroughly reviewed and examined for the likelihood of their utility for accurate localization where no other means exist. Some critical challenges and gaps that need to be addressed in future research have been identified.

Mine workers using diesel-powered equipment experience the highest occupational exposure to diesel particulate matter (DPM). This problem could be aggravated in underground stone mines due to their unique ventilation challenges with the large openings for airflow. Hence, adequate ventilation in these mines requires a combination of effective ventilation planning and delivering needed air quantities using auxiliary fans and stoppings. To meet this challenge, the National Institute for Occupational Safety and Health (NIOSH) developed the Air Quantity Estimator (AQE) software as a mine planning tool to help underground mine operators estimate the air requirements necessary to dilute DPM in the main air stream to statutory levels. The major parameters required for the calculations are the engine’s horsepower, DPM emission rate, the percentage operating time, catalytic converter efficiency, and filter efficiency. In efforts to provide major updates to this software, this study describes the recent development of a revised version of the Air Quantity Estimator (AQE 2.0). With the revised version, users have access to a comprehensive database of over 40,000 pieces of equipment, can define their specific target DPM level, and can create specific equipment for a customized database, in addition to having an improved easy-to-use interface. The software output provides an estimated total airflow necessary to dilute DPM based on the projected emissions, and the user can generate a related results report. The results also provide the mine personnel with a tool to identify vehicles that are high DPM contributors and could further be used to optimize the ventilation requirement by making changes to the percentage operating time of the engine. This software provides the mine with a user-friendly tool that could help reduce the DPM exposure of workers.

After OSHA published a Notice of Proposed Rulemaking on August 5, 1983, to revise its standards for Underground Construction, many contractors and their representative associations became concerned by the sweeping changes in the proposed rule. After reviewing all of the evidence and testimony on file with OSHA, the contractors presented extensive written and oral testimony to the Department of Labor in Washington, D. C. to help insure that the final published rule would be effective without jeopardizing the economic viability of the industry. The results of those efforts, the entire OSHA rulemaking process, and the opportunity for the construction industry to participate in that process will be discussed.

The potential for the wide-spread commercialization of superconductivity, the disappearance of all resistance to a direct current (D.C.) electric flow, began in 1986-87 with the development by Bednorz and Muller at IBM's Zurich Laboratory of an yttrium -barium -copper oxide conductor which attained zero resistance at 90t:. Although the status of superconductivity is still pre-bench scale, it is useful to forecast its probable effects on the copper industry. I t should not be forgotten that at their inception, the impacts of transistors, semi-conductors, thin films and fiber optics on the electric/electronics sector of this industry, were largely underestimated. Superconductors are not metals, but a class of ceramics. They represent an efficiency increase of one or more orders of magnitude. If their development is to be a boon to the copper industry, rather than a reduction of metal demand through miniaturization or material substitution, vastly expanded copper containing electrical uses must be in prospect. In this paper the projected uses of high temperature superconductivity are examined, followed by the remaining problems to be overcome. Assuming success, a time horizon for maturation is estimated. The penalties for the non-recognition of new markets and material substitution are shown on the basis of past forecasts. Finally, the application of successful superconductivity to the copper industry over the forecast period is estimated.

"Hard rock mines move large volumes of material, which can cause the conveyors that are essential to this movement to suffer lots of problems, including carryback, spillage, dust and belt wander. Many of these issues are created at the transfer points where the belts are loaded.This article provides an overview of the latest transfer point systems that incorporate safety and serviceability by design as well as a report on recent projects. One project is the Conveyor B Transfer at the Coeur Rochester silver mine near Lovelock, NV. Here, performance was improved with the installation of belt support cradles, engineered chute walls with external wear liner, and a compact dust collector. A second project is the improvement of belt support idlers and skirtboard sealing in a long loading zone of a conveyor under the concentrator at an Arizona copper mine.The importance of transfer pointsConveyors are essential in mine material handling. Their performance will often make the difference in mine productivity and profitability. A key to conveyor performance is the transfer points where the conveyor belt is loaded and discharges. At these transfer points, many of the problems encountered with the conveyor system are created.The problems that arise at the transfer stations include off-center and segregated loading, mistracking, blockages and plugging. And there are a variety of problems originating with fugitive material — cargo released in the form of carryback, spillage or airborne dust — that are created or exacerbated in the transfer points. These fugitive materials turn into other conveyor-related problems, including shortened component life, unplanned outages for conveyor maintenance, unexpectedly high labor costs for maintenance and cleanup, worker health and safety problems and issues with community relations. Mineral exploration is a key factor for success in the mining industry. However, exploration best practices are often ignored in small-scale mining. This works presents the Tichauer-DeTomi Matrix, a methodology that measures the level of compliance of exploration programs in small-scale mining with the industry best practices. The matrix has been applied to three projects in Brazil: an artisanal gold mine in the state of Pará, a small-scale manganese project in the state of Bahia, and a small-scale manganese project in the state of São Paulo. The application of the matrix resulted in indexes that represent the level of maturity of the exploration program in each project and indicate priority actions for reduction of the geological uncertainty. Therefore, the Tichauer-DeTomi Matrix has shown potential to be a useful tool for assessment of geological uncertainty in small-scale mining. As a risk indicator, it may contribute to promoting investment in small-scale mining and development for communities that depend on this activity around the world.

"THE CHALLENGE The 14km long, Arlbergtunnel, closed for public traffic during summer 2015, receiving a comprehensive and substantial renovation from 2015 to 2017. The main works discussed here, carried out during 2015, comprise 37 drill and blast SEM/NATM emergency escape tunnels from road level to the ventilation duct plenum have to be constructed as well as eight additional lay-by niches and three transformer tunnels. This presentation comprises the construction ventilation design, designed according to national regulations, suitable for 150 employees working 24/7 simultaneously at more than 40 single working sites lined up along the tunnel. The ventilation-system chosen was utilising two existing shafts for intake/discharge and a cross passage to surface, to handle a total fan power of 1.600kW. DESCRIPTION OF RENOVATION WORKS Linking Tyrol and Vorarlberg, two Federal States of Austria, the Arlbergtunnel is a single tube two-way road tunnel with vent duct plenum, constructed in the mid-1970s. According to latest EU legislation, additional escape exits have become obligatory. The existing seven cross passage links to the adjacent Arlberg Railway Tunnel, with average spacing of about 1.500m constructed in 2007, an additional upgrade to shorter escape spaces of approx. 400m was now required to comply with the updated legislation. Additional transformer tunnels, lay-by niches and small niches for emergency maintenance use, cleaning and other purposes, as well as a the installation of a new fire main in the invert, coupled with the simultaneous replacement of virtually the entire power and signaling cables, generated several dozen small and large single sites distributed along the 14km of tunnel.Purpose of the 37 walkable emergency escape tunnels is to reach the “upper deck” of the Arlbergtunnel, the vent duct plenum. These have an 180deg curve in plan, inclined at 10% and approx. 60m (65yd) long tunnels, excavated using drill and blast method starting from road level and working upwards to the level of an “intermediate soffit”, the vent duct plenum in the crown of the tunnel. The vent duct plenum is separated into a fresh air part and an exhaust air part, shown in Figure 1. The escape tunnels end with a pressure door in the fresh air section of the ventilation duct plenum. From there illuminated signs show the shortest escape route to the safe area between the road tunnel and the railway tunnel, as shown in Figure 2."

The abstract discusses the problem of silicosis among roof bolter operators in coal mines due to respirable quartz dust (RCS) exposure. It presents a study comparing a new wet box collection system to the traditional dry box system. The wet box system uses water to saturate collected material, reducing RCS exposure during cleaning. The study found that the wet box system significantly reduced RCS exposures and quartz content in samples compared to the dry box system.

This paper discusses how many of the common practices in conveyor specification and design are out of date compared to the current expectations of users for safe, serviceable, reliable, and fugitive material-free conveyance of bulk solids. Ten of the most common mistakes made in the specification and design stages related to user expectations are reviewed along with the cost vs. price implications of those decisions. A general specification and design hierarchy that designers can use to improve conveyor design is included.

Let me open my remarks this morning by stating how we as legislators and as natives of the western coal-producing states feel about our role in becoming one of the major producers of coal-related energy and chemical products is similar to the groom at his shotgun wedding. We are apprehensive, to say the least, as to the ultimate outcome. We do not have complete freedom of choice. It will certainly change our quality of life. We are concerned about the increase in population, but are realistic enough to recognize that we are forced to go through with the marriage. Other alternatives could be worse than the bride. Also, we were aware that this could occur, but we did not plan on it being this sudden. Or, put another way, we have two groups advising us that our choices are cattle or coal, food or fuel, pollution and people or pure air, wheat or gas, clean water or prosperity, noise or solitude.

For most geologists and miners the term "asbestos" refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven, are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for? uses where incombustible, nonconductive or chemically resistant material is required. The United States Mining Enforcement and Safety Administration (MESA) specifically refers to the naturally occurring minerals chrysotile. amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as "asbestos" if the individual crystal fragments have the following dimensions; length -greater than 5 micrometers, maximum diameter -less than 5 micrometers, and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer causing agent) it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment.

State and federal regulations require that surface mine overburden be investigated in advance of mining for naturally occurring earth materials that are detrimental to animal and plant life or to uses of water. Proper identification of these toxic materials is necessary to permit development of environmentally sound reclamation programs. Intensified use of present laboratory methods to meet anticipated testing demands would be both costly and time consuming. This paper discusses the desirability of and general requirements for a geophysical system capable of locating toxic zones in the overburden of surface mineable lands of the Northern Great Plains Coal Province. The paper (1) identifies the types and character of naturally occurring overburden substances that must be investigated in advance of mining, (2) discusses the economic justification for development of a geophysical system to replace or to complement conventional laboratory test methods, and (3) discusses the potential applicability of downhole geophysical methods to overburden analysis.

Recovery of rare earth elements (REE) from coal-related resources has recently received significant interest due to supply concerns and their key roles in critical industries and defense-related technologies. An integrated flowsheet consisting of sorting, crushing/grinding, physical separation, acid leaching, solvent extraction, and selective precipitation was designed to achieve continuous production of rare earth products from various coal-related resources such as coarse refuse and acid mine drainage. A pilot plant was constructed that enabled continuous testing of the circuitry on a range of different coal-based feedstocks. Despite achieving significant success in producing high-grade rare earth oxide products, low REE recovery values and high operational costs necessitated a re-evaluation of the process flowsheet. This article describes the circuitry improvements that were based on both laboratory and pilot plant test results. Roasting as a pre-leach treatment was found to significantly improve the leaching rate and overall REE recovery values. After roasting West Kentucky No. 13 and Fire Clay coal refuse materials at 600 °C, REE recovery increased by 60 and 40 absolute percentage points, respectively. Rare earth concentration in the pregnant leachate solution (PLS) was increased to around 700 ppm prior to solvent extraction using a staged precipitation method. REEs in the precipitate were re-dissolved, purified, and extracted from the PLS using solvent extraction and selective precipitation to values of around 80%. As a result of the improvements, chemical consumption in the acid leaching and solvent extraction processes was significantly reduced. A techno-economical assessment of the improved flowsheet indicated significant commercialization potential.

"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 established the Office of Mine Safety and Health (OMSH) within NIOSH and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. Subsequently, Congress provided additional funding to NIOSH to initiate and continue the program. OMSHR has fulfilled this Congressional mandate through annual Broad Agency Announcement (BAA) solicitations, directed Requests for Proposals (RFP) and Inter-Agency Agreements (IAA), and has further expanded the program through capacity building BAA contracts with U.S. university mining departments in the areas of mine ventilation and ground control. This paper describes the extramural funding program and broadly examines the results of the 150+ contracts issued to date, grouped into key focus areas. INTRODUCTION The Mine Improvement and New Emergency Response Act (MINER Act) of 20061 established the Office of Mine Safety and Health Research (functioning as the Office of Mine Safety and Health Research or OMSHR) within the National Institute for Occupational Safety and Health (NIOSH), and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued over 150 contracts focused on worker health and safety. Initial funding for this program was provided by Congress through two Emergency Supplemental Appropriations (ESA) and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation; ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website2 and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously.3"

Environmental monitoring requires major effort and expense but management of data receives less attention. A modem database system can manage hydrochemistry, water levels, meteorology, geology and downhole geophysics data and is flexible to allow the storage of ad hoc data. Reports can be customized by the user and derived data generated from input values. The production of high quality maps with contours and hydrochemical diagrams is an essential part of the reporting process. These maps integrate directly with the current site survey information. These facilities are best provided by storing the data in an industry standard database such as Oracle or Access to which customized AutoCAD and Microsoft Office routines make direct SQL calls.

I. CONCEPT MARTA's Peachtree Center Station is being mined out of hard rock, directly beneath Atlanta's central business district, with minimal surface disruption during construction. Its cost is competitive with that of a conventional cut-and-cover alternative owing to its design concept, which utilizes the rock as a primary structural and architectural material. II. PLANNING The station was originally planned for cut-and-cover construction. However, Peachtree Street is unusually narrow for a main business street (generally 78 feet (24 m) between building lines) and cut-and-cover construction would therefore be very disruptive to surface traffic and severely restrict access to adjacent buildings, including Peachtree Center, Atlanta's showcase business/commercial complex. A recent headline in the Wall Street Journal declared, "trendy management schemes very often fail." Many of the management techniques addressed in the accompanying article are associated with quality management including reengineering, benchmarking, total quality management, and employee empowerment. The article made the point that executives, employees, and customers who are involved in such programs rate the effectiveness of these programs very low, and the programs often fail. Yet, we all know of companies that have made significant advances in their operations using these same quality management practices. Why do a few succeed while many fail? History has shown that the companies that successfully carry out quality management programs have two things in common: 1) Strong leadership committed to the success of the program. 2) A comprehensive plan for carrying out and maintaining the program. Stated another way -the reason many companies fail is the lack of committed leaders and inadequate planning. It is ironic that the title of the Wall Street Journal article is "The Best Laid Plans."

The mineral processing industry supplies raw materials to a wide variety of manufacturing sectors. Large companies such as Ford, Microsoft, and Johnson&Johnson have pledged carbon neutral supply chains in the coming decades, leaving suppliers to reevaluate their energy sources [1–3]. National Renewable Energy Lab [4] has partnered with over 700 organizations with similar goals in mind. The energy needs are broad in scope in the mineral processing industry. Generation IV of nuclear reactors, which is currently under development in both the private and public sector includes a class called microreactors like the small modular reactor XEnergy plans to install at Dow Chemical’s Gulf Coast facility by 2023 [5]. As the name implies, these are smaller than the utility scale nuclear power plants in operation today, and are intended to be more versatile. A specific reactor core design, along with modules could be selected to fit a certain application without needing to design a greenfield power plant. Basic water cooled designs could easily supply shaft work, electricity, and low grade process heat to a facility. More advanced designs, such as molten-salt-reactors and high-temperaturegas-reactors can achieve higher temperatures needed for ore roasting. Similarly, these reactors could produce hydrogen by high temperature electrolysis to use as combustion fuel and reducing atmosphere in blast furnaces.

Because of increased pressure from Federal & State Regulatory Agencies, most acid flows will require some sort of treatment prior to being discharged to receiving streams. In many industries, the volumes of liquors are large and their acid content varied. Pressure to minimize costs of waste treatment equipment and land usage makes development of a treatment process incorporating these desires mandatory. "Standard" methods of acid neutralization with lime have been known for years, however, the volume and characteristics of the resultant precipitated solids can create a disposal problem. Also, when standard lime treatment is used, the settling characteristic of the precipitated solids is normally slow. In some instances, the necessity of added dissolved solids removal, (such as iron, needing aeration) add to the problem of concentrating neutralized solids. In a paper published in the September 1970 issue of "Coal Age," *the results of extensive test work by personnel of the Homer Research Laboratories of Bethlehem Steel Corporation, Bethlehem Pa., were reported. This paper dealt specifically with development of a flow sheet to treat acid mine drainage (hereafter referred to as AMD) from coal mine operations.
