The Bureau of Mines is glad to have this opportunity to discuss its present Coal Research Program and its significance to the industry with a group which has for many years been representative of the coal producing community. We believe we have a dynamic program that will help our vast coal resources to find their proper place in the U. S, economy. The present coal research activities of the Bureau are conducted in three organizational subdivisions: Minerals Research, Mineral Resource Development, and Health and Safety. All investigations are carried out in Bureau research facilities located in different sections of the country, Since its creation by the Organic Act of 1910 and subsequent amendments, the Bureau has worked closely with the coal industry--first by providing assistance in mine safety for anthracite and bituminous coal mining, and since that time, in providing information on conservation, safety, mining, preparation, and utilization.

As part vi the development of the Coal Quality Expert (CQRN) --a computer program capable of predicting the impacts of coal quality on power plant performance, costs, and emissions control--several nationally important coals are being characterized to augment the coal quality database associated with the software. The project is sponsored by the U.S. Department of Energy and the Electric Power Research Institute (EPRI) under the Clean coal Technology Program. Since 1989, CQ Inc. (a subsidiary of EPRI) has characterized seven bituminous coals from Alabama, Illinois, Kentucky and Oklahoma and six sub-bituminous coals from the Powder River Basin (PRB) in Montana and Wyoming. Coals from the PRB region--being burned more frequently in Midwestern and southern power plants to reduce emissions of sulfur oxide compounds--can sometimes contain significant concentrations of potentially toxic elements. Although no limits were imposed on air toxics emissions from fossil-fuel fired utilities by the Clean Air Act Amendments of 1990, future regulations may be implemented at the conclusion of Federally-mandated emissions studies. One possible result is that any increased utilization of coals, including those from the PRB, may depend on the potential for removing toxic trace elements prior to combustion.

In recent years, the crude oil reserves of the world have increased at the same rate as the consumption. A Consideration of the global figures suggests that adequate supplies of petroleum will be available during the next decades. On the other hand, it in a fast of economic and political significance that the reserves in the industrialized countries increase much more slowly than in the developing countries. In Western Europe the reserves have even decreased. At the present time, about 70 % of the petroleum reserves of the world are in the Middle East and in Africa in regions in which political arises are prevalent or impending. For the industrialized countries, the discrepancies between the consumption and reserves in various regions of the world are a strong urge to investigate whether oil can be recovered from other sources. The situation will probably not be changed to a large extent by the discovery of oil in the north of Alaska. The main starting materials for the production of synthetic crude oil are coal, oil shale and tar sand. In North America, where the consumption of petroleum increases more rapidly than the reserves, there are enormous deposits of each of the three materials. This fact is another incentive toward the utilization of these unconventional oil reserves, which provide a reliable basis for a supple of energy for a long time to come.

The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989, which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This paper reviews present diesel emission standards, available diesel exhaust aerosol measurement techniques, and the results of the occupational exposure surveys. In the surveys, diesel aerosol was emphasized because it is a major component of diesel exhaust, is suspected to contribute to the health hazard, and is readily measurable. Three primary aerosol measurement techniques were used: respirable combustible dust, size-selective sampling, and measurement of the elemental carbon fraction. Occupations surveyed included mine workers, railroad workers, forklift operators, fire fighters and truck drivers. The studies found mean diesel aerosol concentration levels in the range of 0.004 to 1.74 mg/m3? Highest aerosol exposures were in confined spaces such as mines where heavy diesel equipment is used. Polycyclic aromatic hydrocarbons typically are found at very low concentration levels and are not unique to diesel exhaust.

"Subsea tunnel needs to be built over 50km long to connect between nations and continents. However there are only 19 tunnels longer than 5km in Korea, and there is no history of constructing and operating a tunnel longer than 50km. As the concept of a subsea tunnel, which withstands high water pressure and has an extremely long length is completely different from that of a land tunnel, all kinds of the latest technologies for tunnel construction are required such as survey and analysis of geology, design and construction under high water pressure, ventilation and prevention of disasters within an ultra long tunnel. Therefore, this paper describes the determination of tunnel cross-section under a high speed railway, structural stability, ventilation and fire safety under construction and operation, etc. through the virtual project for the length of 108km subsea tunnel under high water pressure of maximum 20bars from Honam to Jeju island in Korea. 1. INTRODUCTION The Honam-Jeju virtual project is subsea tunnel project to link from Honam(land) to Jeju(island) extending the currently operating Honam high speed railway line, and the same express train(t=18, design speed 350km/h, total train length 200m) operating at Honam line is applied in this project. As Honam-Jeju site is approximately 80km in straight distance with 160m maximum depth, subsea tunnel project should determine the various issues such as air quality/ventilation, aerodynamics, temperature, drainage, fire & life safety, structural stability. Figure 1. is the plan of subsea tunnel, with be constructed using Shield TBM. This double tube-Single track is composed of cross passages (every 350m in general section and 40m in emergency station), service tunnel, pressure relief ducts (every 250m), cross-over tunnels, shafts and emergency stations. 2. ALIGNMENT AND SITE CONDITON This project is planned as an ultra long tunnel of total length more than 105km via existing islands between Honam and Jeju island because straight alignment requires an artificial island which has high cost and construction risk, by deep water depth, though this is the shortest distance (see Fig 2). Water depth and topography in project site is divided into two blocks by Chuja Island. In first block to Chuja Island, depth of the water is 40m on average and maximum 60m, which indicates gradual change of water depth relatively. Also, outcrop bedrock is widely distributed near island."

Deposits of ferromanganese crust containing cobalt and nickel occur on the seafloor in the Pacific Ocean near the Hawaiian Islands and Johnston Atoll. This paper describes developmental flotation metallurgy to separate crust from its associated substrate gangue. Important variables in ferromanganese crust flotation include reagent type, aeration rate, conditioning time and agitation intensity, pH, temperature, water type, and feed size distribution. Flotation in seawater of minus 600 ~m (-28 mesh) material assaying 6.2% Mn, 0.2% Co, and 0.13% Ni with diesel fuel-crude tall oil-sulfonate collectors produces concentrates assaying 15% Mn, 0.6% Co, and 0.3% Ni with recoveries of 89-95% while removing 62% of the feed weight.

Much concern has been expressed recently as to whether water supplies will be sufficient to support accelerated energy development foreseen in operation Independence. Taking the Nation as a whole, sufficient water is available for energy growth, but locally, as in arid parts of the Colorado Basin, limited water supplies will dictate economies in water use and affect plant siting. As Young and Thompson1 point out with respect to electric power generation, the term "water requirements" is misleading, as demand for water for cooling is sensitive to price of water and thus is quite flexible rather than the inflexible or fixed level implied by the word "requirement." Much the same is true of other energy conversion systems. Water is used in many aspects of energy production including mining and reclamation of mined lands, on-site processing, transportation, refining, and conversion to other forms of energy. In the East, South, Midwest, and along the seacoasts, water supplies are generally adequate for energy industries; most water problems in those regions relate to pollution rather than supply. West of about the 100th meridian, however, runoff is generally less than potential diversions and energy industries must compete with alternative uses for the limited available water supplies. Water is especially short in areas of less than 10 inches mean annual rainfall where natural precipitation generally is insufficient for establishing vegetation without irrigation. Extraction. The principal categories of extraction comprise coal mining, oil and gas production, uranium mining, and oil shale mining.

"The use of 3D X-ray tomography analysis for plant-site characterization of coarse particles at a sampling rate of about 3 kg/min for particles ranging in size from 150 mm to 1 mm at a voxel resolution of about 150 µm is now possible. This is quite a significant advance in X-ray tomography technology and promises to be useful for plant-site coarse particle characterization—size, shape, composition, density, texture, grain exposure and mineral liberation—with a response time of minutes after receiving the sample. This paper discusses applications in the mineral industries, including the coal industry, aggregates industry, metal mining and the processing of industrial minerals.IntroductionPlant-site characterization of coarse particles at coal preparation plants, crushed stone/aggregate plants and mineral processing plants is needed to improve plant capacity, product quality and/or process efficiency. Not much online coarse particle characterization is being done at these plants. Only some limited information regarding particle size is obtained online from reflected light images using analyzers such as the OPSA, Split and WipFrag™ analyzers. Even the laboratory analysis of coarse particles has been difficult because of the large amount of sample required to ensure statistical significance of the results. During the past several decades, laboratory 3D characterization of particles from energy and mineral resources by X-ray tomography has been demonstrated and used to good advantage (Miller and Lin, 2004, 2009).Three-dimensional X-ray tomographic analysis has its origins in the medical services industry, where it is used to provide internal images of the human body. It has since been developed for nonmedical applications as well (Banholzer et al., 1987). Figure 1 shows a schematic diagram of the cone-beam geometry micro-CT system. In our case, X-rays from a microfocus X-ray generator are partially attenuated by the sample (a packed bed of particles) that is made to rotate in equal steps in a full circle about a single axis of the particle sample. At each rotational position, the surviving X-ray photons are detected by a planar two-dimensional array (image intensifier) large enough to contain the shadow of the specimen. These two-dimensional projection images are collected using conventional video technology. The video signal for each projection is then converted to a two-dimensional digital array by an image processing system. Finally, a threedimensional image is reconstructed from the collected set of projection images."

The Smoky Canyon Mine has recently installed a PROMPTED GAMMA NEUTRON ACTIVATION ANALYSIS (PGNAA) on-line analyzer as part of a long-term advanced process control program. The on-line analyzer was adapted from a continuous dry analyzer and a large on-stream wet analyzer to a compact, multiplexed 3" slurry analyzer. The analyzation feed system utilizes a multiplexer system to accommodate up to fourteen (14) different plant process streams. The corresponding sampling system also provides for dewatering of sample streams too dilute for timely analysis. Key analysis includes, but is not limited to, phosphorus, aluminum, magnesium, calcium, and potassium. This data currently allows plant operations to be manually evaluated and controlled. Future development of a plant-wide supervisory control system will utilize the data for plant operations. This paper discusses the design, installation, and operation of the PGNAA on-line analyzer at the Smoky Canyon Mine.

Electric vehicles powered by lithium-ion (Li-ion) batteries are being developed by mining vehicle manufacturers as a replacement for diesel-powered vehicles. Explosion-proof (XP) enclosures are frequently employed to enclose electrical ignition sources in gaseous underground mines to prevent the spread of an internal methane-air explosion to a nearby explosive atmosphere. Due to thermal runaway (TR), Li-ion batteries have the potential to cause pressurized explosions in an enclosed structure. Past research has shown the potential for well-confined Li-ion cell TR to drive pressures beyond the conventional pressure specification for XP enclosures. Researchers at the National Institute for Occupational Safety and Health (NIOSH) used an Accelerating Rate Calorimeter (ARC) to induce thermal runaway of Lithium Titanate or Lithium Titanium Oxide (LTO) type 18650 cells enclosed within containers with various volumes and found an inverse power relationship between the TR pressure and available free space. The results were similar in magnitude to that of lithium iron phosphate (LFP) cells, which were used in prior testing. Temperatures, gas amounts, and TR pressure-rise rates were also recorded. The data indicate that with enough free space, the pressures can be lowered below the conventional pressure specification for XP enclosures.

Mine workers are continuously exposed to a host of nonfatal stressors and potentially fatal hazards: noise exposure, excessive vibration, poor air quality, toxicant exposure, ignition of combustible gases, equipment-related accidents, and thermal heat stress. Wearable or portable sensors and contextual analytics provide a platform to unobtrusively collect and fuse multimodal health and safety data in real time to compute both acute safety and longitudinal health insights. This paper presents preliminary trial results, conducted by Simtars, VigiLife, Inc., and Queensland Mines Rescue Service, of the application of wearable sensors to monitor heat stress and other vital biometrics for mines rescue personnel.

Lithium-Ion batteries (LIBs) have the potential to go into thermal runaway which introduces a new ignition source in hazardous environments such as gassy underground mines that may contain methane in the surrounding air. Researchers from the National Institute for Occupational Safety and Health (NIOSH) used an accelerating rate calorimeter (ARC) to induce thermal runaway in individual lithium-titanium-oxide (LTO) and lithium-nickel-cobalt-aluminum-oxide (NCA) LIB cells within a sealed enclosure with either no methane, a lean, a stoichiometric, or a rich methane-air mixture in the surrounding canister to determine if these LIB types would ignite the methane, causing an additive effect on overpressures. Canister pressures and maximum temperatures reached by the cells, surrounding air, and exhausted gases were measured in this study and remained consistent with varying methane concentrations.

Each year, one living Hall of Fame inductee, up to three Medal of Merit recipients, honorees from mining?s past, and recipients of an Industry Partnership Award and a Special Citation are recognized for their respective contributions to the mining industry. Armine Frederick Ban?eld Jr., past chairman and founder of Mintec, Inc. located in Tucson, AZ, will be honored as the 2014 Hall of Fame Inductee at the awards banquet. Banfield founded Mintec from his Tucson apartment in 1970 and expanded it to a global operation. Under his guidance, Mintec won the 2013 President?s E-Award for Exports ? the highest recognition any United States company may receive for making a significant contribution to the expansion of U.S. exports. Medals of Merit will be awarded to Corale L. and James A. Brierley, founder and principal of Brierley Consultancy LLC; David Nicholas of Call and Nicholas Inc. and Scott M. Shields of Joy Global. The Brierleys are being recognized for their true scientific partnership with parallel achievements in academia and in business development. The goal of the drill bit consumption study was to develop an equation(s) based on various components that affect drill bit wear and use that equation(s) to estimate the consumption of bits during production drilling. Drill bit data from various geographic locations were compiled and used to develop linear regression equations using the Microsoft Excel software package. Multiple drill bit consumption equations were developed and statistical analysis was used to verify the accuracy of those equations. The equations will allow mining companies to more accurately forecast drill bit consumption when evaluating new mine properties. This capability becomes increasingly beneficial to forecasting as the cost of consumables increases.

This treatise presents the application of the vertical furnace in a carbon regeneration system. Comparison is made to a rotary kiln. The construction, operation and control of the vertical furnace and system components are discussed. Advantages include high efficiency, fuel economy, minimal mechanical apparatus and maintenance, atmospheric and temperature control, ease of operation and reliability.

"Federal regulations require the installation of refuge alternatives (RAs) in underground coal mines. Mobile RAs have a limited ability to dissipate heat, and heat buildup can lead to a life-threatening condition as the RA internal air temperature and relative humidity increase. The National Institute for Occupational Safety and Health Office of Mine Safety and Health Research performed heat testing on a 10-person tent-type training RA and contracted ThermoAnalytics, Inc. to develop a validated thermal simulation model (TSM) of the tested RA. The TSM was used to examine the effects of the constant mine strata temperature assumption, initial mine air temperature (MAT), initial mine strata surface temperature (MSST), initial mine strata temperature at depth (MSTD), and mine strata thermal behavior on RA internal air temperature using 117 W of sensible heat input per simulated miner. For the studied RA, when the mine strata temperature was treated as a constant, the final predicted RA internal air temperature was 12.8°F lower than it was when the mine strata thermal behavior was included in the model. A 10°F increase in the initial MSST resulted in a 7.1°F increase in the final RA internal air temperature, whereas a 10°F increase in the initial MSTD yielded a 2.5°F increase in the final RA internal air temperature. INTRODUCTION Since 2008, the Mine Safety and Health Administration (MSHA) has required the installation of refuge alternatives (RAs) in underground coal mines (1). MSHA requires that RAs provide an environment with breathable air for entrapped miners for a 96-hour period. Heat buildup inside an occupied RA is a serious concern. Without a means to dissipate the heat and humidity generated by the occupants and the carbon dioxide scrubbing system, the temperature and humidity inside RAs could lead to severe discomfort or heat stress depending on the mine ambient temperature before and during occupation of the RA. NIOSH recommended an apparent temperature limit of 95°F in its 2007 report to Congress (2). In 30 CFR 7.504, MSHA has specified a maximum apparent temperature of 95°F inside an occupied RA (3). The apparent temperature is calculated using both air temperature and relative humidity (4). Calculations could be used to determine if the air within an occupied RA will reach the apparent temperature limit. In these calculations, in order to simplify the problem, the mine temperature could be assumed to remain constant. With this assumption, the effects of the mine strata thermal mass and thermal conductivity on the heat buildup in an RA are ignored. OMSHR research has shown that the mine air and strata temperatures surrounding an RA increase when subjected to the heat of an occupied RA (5). Thus, calculations performed with the assumption that the mine temperature is constant would under-predict the resulting dry-bulb temperature and apparent temperature for a given RA occupancy. The mine air temperature has been used as the basis for RA temperature calculations. However, research has not been used to confirm that the mine air temperature is the appropriate basis."

In North America, pipelines move more material than any other form of transportation. 1 Pipelines have been used principally for the transportation of liquids and gases; however, slurry pipelines have made notable gains in recent years enabling solid materials to be moved efficiently by pipelines. The obvious advantages of pipe-lines --low maintenance, low operating costs, minimal impact on the environment, greater land use, low labor intensity, safety and high operating factor --have stimulated researchers in England, West Germany, Japan, USSR and the USA during the past ten years to develop pneumatic capsule pipelines for the movement of bulk materials in large quantities. As a result of this work, pneumatic capsule pipelines are now available for the movement of dense bulk materials. Through these pneumatic capsule pipelines, material is moved in wheeled capsules which are pushed through the pipeline by flowing air. In this paper, a capsule pipeline system developed by the Georgia Institute of Technology and Tubexpress Systems, Inc. of Houston, Texas is discussed. The Tubexpress System Major Components The pipe used for a Tubexpress capsule system is standard thin wall welded steel pipe. Since pressures in the system generally do not exceed one atmosphere, the controlling design criteria for wall thickness of the pipeline is pressure from the overburden of the backfill if the line is buried or the structural requirements for supporting itself and the load if it is suspended or supported on piers. Dump truck tires are often used in long-haul roads in rugged terrain, with high rolling and grade resistances. These conditions increase the ton-kilometer-per-hour (tkm/hr) or short-ton-mile-per-hour (stmph)rating of tires, leading to tread wear, cuts and complete failures. The load-bearing capacities of these tires are sometimes exceeded, with truck overloading, overstressing, heating and subsequent failures. In addition, truck tire demand far exceeds the current supply capacity, with long lead ordering time. This condition has caused severe tire shortage, and the problem is expected to be sustained in the long-term. Industry has taken extensive practical measures to prolong tire service life with significant results. However, this problem can be solved through fundamental and applied research initiatives. This paper pioneers a research effort in tire service life using multibody physics, fatigue failure modes and soil failure dynamics to develop tire-road contact force dynamics. A virtual prototype simulator of the tire-road contact, using the CAT 775E (with standard tire 24.00R35) was developed and simulated within the MSC.ADAMS/NASTRAN environments. The results show the areas of the loaded tires with maximum Von Mises, principal and shear stresses, which could result in fatigue failure, tire wear and tear and blowouts. The maximum Von Mises stresses on the six truck tires are between 35 and 58 MPa. The maximum shear stresses are also between 19 and 33 MPa. These stresses will cause early tire failures given an average operating schedule of between 20 and 24 hours per day. The isolated areas with maximum stresses will be subjected to further studies to reduce stress intensity while preserving tire performance.

"One of the most important environmental issues associated with contemporary openpit mining is the closure of mine pit lakes, and the perpetual legacy these lakes can potentially generate. Ideally, successful pit lake closure includes the following:• The water quality within the pit lake, plus surface water and ground water discharging from the pit lake, meets premining or other acceptable water quality conditions of the receiving environment. • The termination of all active treatment processes.• The return of the pit lake to the government for long-term care and maintenance.• The release of the mining company from all future liabilities associated with the pit lake.• The return of the environmental bond to the mining company.• The reuse of the pit lake for some post-closure, beneficial purpose.The achievement of these goals is known as walk away pit lake closure.Peer-reviewed publications of successful walk away, pit lake closure provide mining companies with the ability to address public concerns regarding the safety of pit lakes which commonly occur during the permitting, operations, and closure phases of mining. To date, most published work on walk away, pit lake closure work has occurred in the coal mining sector in Germany and Australia (McCullough et al., 2009; Jones and McCullough, 2011; Kumar et al., 2013; Schultz et al., 2013). In North America, examples of walk away, pit lake closure are not widely discussed in the literature despite there being excellent examples from the coal mining sector in Alberta, Canada (e.g. Pleasure Island, Black Diamond, East Pit, Sphynx, Robb, Lovette, Siltstone and Sterling), and from the iron mining sector in Minnesota in the United States (e.g. Portsmouth Lake, see MNDNR, 2018). Although seldom included in discussions of pit lakes from the metal and coal mining sectors, the aggregate and fabricated-stone mining sectors also produce pit lakes, and there are numerous examples throughout North America where these pit lakes have been successfully closed and transformed into post-mining resources (Vandenberg, 2018; Crossman, 2019). 25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1.
