The longterm aim of this research project is to find fast ways of simulating the recoverable reserves of a deposit for input into financial Monte Carlo simulations without having to conditionally simulate the whole orebody many times. The first step in this re- search is to visualize and quantify the ore tonnage T and the metal quantity Q above an arbitrary cutoff z. This paper presents detailed results for one specific distribution, the lognormal. These lead to a suggestion of a fast way of simulating QTz curves.

This paper describes the ventilation planning that was per- formed at the Barrick Gold Corporation, El lndio Mine. The El lndio Mine is located at an elevation of approximately 4,000 m in the Andes mountains east of the coastal city of La Serena, Chile. The ventilation planning program consisted of a detailed ventilation survey of the mine and the establishment of a correlated com- puter model. A series of network simulations were conducted to determine the optimum position, size, and configuration of new ventilation raises and main fan exhaust system. Modifications to existing mine infrastructure including; driving of drifts, slashing of airways, and positioning of ventilation controls were examined. Detailed costing information was developed to optimize the location of the new main exhaust raises and fan system. The final ventilation system is expected to increase the mine airflow from the existing 157 m=/s to over 315 mls. This increase was necessary to accommodate an expansion in mine production, diesel equipment utilization, and deeper mine development. Furthermore, the increased airflow was required because of the de-rating of diesel equipment and large air volumes necessary to dilute diesel exhaust at high elevation.

The Eskay Creek deposit, located in northern British Columbia, is a high-grade gold/silver ore associated with complex polymetallic sulfides. Process development began in 1989 and continued through 1993. Because of the refractory nature of the ore, options including roasting and smelting were investigated. The selected process of pressure oxidation was the basis for basic engineering design until a re-evaluation of economics and risk indicated a preference for toll smelting. Although well proven in many industrial applications, pressure oxidation of the Eskay Creek ore dictated several innovations to solve problems associated with silver jarosite formation, preg-robbing, and high soluble copper and zinc concentrations.

The phenomenon of surfactant adsorption at mineral surfaces is of significant importance in many particulate processes ranging from mineral flotation and enhanced oil recovery to pharmaceutics, paint technology and the casting of high quality ceramics. Stability of the dispersions is related not only to the amount of adsorbed surfactant but also to the structure of the adsorbed surfactant molecules at the interface. This structure greatly depends on the type of surfactant and the hydrophobicity or hydrophilicity of the surface. On hydrophobic surfaces surfactants adsorb regardless of surface charge by van der Waals/hydrophobic inter-actions with hydrocarbon chains accommodated at the surface. On the other hand, on hydrophilic surfaces the surfactants adsorb through electrostatic interactions with their polar moiety fixed at the surface. In the latter case, the electric charge of the surface and surfactant plays a crucial role in the surfactant adsorption process. The recently developed soft-contact Atomic Force Microscopy technique has revealed images of adsorbed surfactant structures at various interfaces. The adsorbed structures of a cationic surfactant (CTAB) and an anionic surfactant (SDS) are presented in this work for different concentrations at hydrophobic graphite and hydrophilic mica surfaces. Different types of micellar arrangements have been observed at these surfaces for surfactant concentrations around the critical micelle concentration. The structures are more ordered and well defined at the graphite surface than at the mica surface. These results have been correlated with the hydrophobicity of the surfaces as revealed by contact angle measurements.

Pegasus Minera de Chile, Ltda. is completing three phases of metallurgical evaluation on the Pullalli project to develop a preliminary process flowsheet. A project feasibility study is in progress. The feasibility study includes a proposed process flowsheet designed based on results from the multiple stages of metallurgical evaluation. Phases I and II of metallurgical evaluation included laboratory scale heap leach and milling cyanidation testwork on multiple drill core composites and bulk ore samples from the Pullalli Project. Phase Ill included pilot scale milling/cyanidation testwork on Pullalli drill core composites. The proposed flowsheet includes selective mining and separate processing of low grade and high grade ores. Low grade ore will be crushed and heap leached. High grade ore will be milled leached for 12 hours in an agitated cyanidation circuit. After 12 hours of leaching, sands and slimes will be separated and the sands will be washed using a counter current cyclone (CCC) circuit. Partially leached and washed sands will be added to the crushed low grade ore for heap leaching treatment and permanent placement. Partially leached slimes will be thickened in a high capacity thickener and will be processed in a CIP circuit. Leached slimes will be placed in a tailings impoundment.

Maintenance and inventory are usually the last items considered in mine development. They need to be addressed properly and early. The micro-computer brings sophistication within the reach of even the smallest mines. Maintenance and inventory programs, if properly installed, will reduce costs 15 to 25% and allow management time to address the mining and metallurgical problems at start up. Shops and warehouses are rarely designed properly. Large engineering firms spend 5 to 20 times more than is necessary for first class facilities. There is an optimum design, size, and layout. Take the time necessary to assure you get the right people, programs, and facilities in that order. Maintenance, inventory, and inventory control must be addressed early if a small mine is to have a chance at optimizing costs during the first two years of operation. This is hard work and is usually put on the back burner until the mine is in some degree of trouble. Hiring an experienced maintenance superintendent is important but it is not the complete solution. Maintenance systems, design of facilities, and use of computers are not skills that maintenance people usually have. In addition, the work of ordering spare parts and working with erection people is a full time job and any maintenance people on site during construction are quickly recruited. The end result is that few mines start up with an adequate Maintenance or Inventory System in place. The months, and in some cases years, that the mine attempts to operate without a system are both painful and expensive. Designs of successful integrated maintenance and inventory programs are virtually 100% supported with some outside assistance. Our system is the approach that we are most familiar with and this paper will isolate how Rushton International would go about setting up systems and designing support facilities. Micro-computers are the only way for a small mine to go. ~ini-computers cost more originally and operating costs are many times higher than even the most sophisticated micro system. Micro- computer software is developed further and recent advances in hardware makes medium priced units equal to most mini's in RAW COMPUTER POWER. Mines in general, and especially small mines, have no need for main frame power. MAINTENANCE A good maintenance program has: 1. Equipment Master List a. Equipment Detail Reports 2. Work Order and Backlog Control Program 3. Component Control Program 4. Tire Program 5. Wear Materials Program 6. PM Control Program 7. Maintenance History Program 8. Performance Program We also track miscellaneous items such as MSHA training and inspections, timekeeping, etc. Rather than going through the program step-by-step, it makes more sense to go through a typical Maintenance Day and show how the programs are used. I commend the authors on examining an interesting method of shaft lining and attempting to improve safety in a dangerous environment by remotely installing the shaft lining. It is important, though, to not trade off shaft lining safety for long-term mine safety by lining an intake shaft with combustible material. In many operations, the mine utilities are installed next to the lining of the intake shaft, supplying a possible ignition source if damaged or overloaded. Although the polyurethane studied in the paper is of relatively high density, no mention is made of the flame retardency of the samples. When exposed to heat, small amounts of polyurethane will melt and bum but are extinguished when the heat source is removed. If large surface areas of combustible polyurethane - a tunnel or mine shaft- are exposed to ignition heat sources that are not removed or extinguished early, an uncontrollable, fuel rich fire may result with high carbon monoxide levels, low oxygen concentrations, and greatly increased burning rates that can have devastating effects on the ventilation system and miners' safety. Although these heavy polyurethanes lend themselves to a "pouring" application around the annulus of the shaft liners and is a continuous process, past experience with atomizing and frothing polyurethane spray systems indicates a high degree of maintenance and operator attention to the nozzle1 delivery system. This may require more miner's time to be spent in the shaft maintaining the foam system, negating some of the safety advantages of the system. If polyurethane foams are to be used in mines, they must be of the highest quality available in terms of flame spread, heat emitted while curing, and contaminants emitted while curing and spraying. In addition, employees must be given adequate training and be thoroughly informed in all aspects of polyurethane foam safety procedures. As witnessed by our fellow miners in South Africa, we can accept no less.

INTRODUCTION The Control Problem The need for automatic control in flotation plants stems from frequent and randomly occurring disturbances to the feed slurry. Typical disturbances occur in the solids feedrate, the slurry percent sol ids, and the mineralogy and flotability of the gangue and valuable minerals. In plants where semi -autogenous grinding mills (SAG) are used, feedrate changes are very large and changes in feed percent solids of 1m or more are common. Mineralogy changes between valuable minerals are common, as are changes in the host gangue rock. As these changes occur, the operator can attempt to compensate for them by making adjustments to the flotation cell levels, the dosage rates of the collectors and frothers, the pH, and in some cases the aeration rate of the cells. This problem is sometimes complicated by the fact that different sections of the flotation plant will be processing different ore types at the same time. Potential Savings with Control Flotation control brings about savings or plant improvements in two areas; the first is in improved metallurgy and the second is in reagent savings. Improved metallurgy includes increases in the average plant recovery and achieves target concentrate grade level s more consistently. Average recovery increases between 1.0 and 5.0 percentage points have been widely reported (Paakkinen, 1979; Sutherland, 1984). Reagent savings of up to 40 percent have also been reported (Hales, 1985). VARIABLES OF IMPORTANCE Control led, Manipulated, and Disturbance Variables The initial step in the analysis of the flotation control problem is identification of important variables which can affect the efficiency of separation. The efficiency of separation is represented by a group of controlled variables which can quantify the performance of a flotation circuit. This group includes variables such as grade, recovery, tonnage through- put, and circulating loads. The efficiency of separation of a flotation circuit may generally be defined by a grade recovery map, where each point on this map re- presents a set of operating conditions (see Figure 1). However, the combination of operating conditions must be set to operate close to the economic optimum. As hydrometallurgy matures as a technology, more of its existing process knowledge will continue to be summarized in the form of detailed mathematical models. This development is happening at a time when major improvements in computer hardware have reduced the cost of computing. The opportunity then exists, through the solution of these process models, to design, control, and optimize hydrometallurgical plants on the basis of the physics and chemistry of its processes and less on empiricism. In this paper, a review of the current capabilities of sensors and phenomenological models for selected hydrometallurgical processes is presented. Future trends, in terms of the control and optimization of hydrometallurgical plants, are then explored. The possibility of simultaneously optimizing plant design and associated process control system performance is discussed.

A great potential market for the high BTU midwestern thermal coal exists if the coal is desulfurized and prepared to meet the environmental restrictions and the utility customer specifications. Because the midwestern coal is very high in pyritic sulfur, it can be adequately desulfurized by removing the pyrite with the help of such coal cleaning techniques as the froth flotation. Froth flotation cells are now commonly employed in modern coal preparation plants for recovering the fines but they are not utilized for desulfurizing the coal probably due to a lack of system operating data for such applications. A research project recently conducted at Southern Illinois University shows that the total sulfur in the midwestern coals can be successfully reduced from as high as 5.3 percent to less than 1.4 percent by single stage froth flotation. The results obtained on ten different samples of high sulfur coal obtained from different areas in the Illinois Basin are presented and discussed.

State geological surveys promote sound procedures for evaluation of mineral resources before development-procedures that protect the environment and accrue maximum benefit to citizens. Sophisticated laboratories have been equipped for geophysical, geochemical, petrographic, and mineralogic characterization of materials to assist citizens in land-use planning and optimum development of natural resources, activities clearly within purview of the state. Proper use of these facilities in support of exploration in a competitive, free-enterprise system should be based on achieving ultimate benefits to the public, but, in general, should not entail competition with commercial laboratories.

Construction of the first phase of the Sao Paulo Metro, the North-South Line, will be completed late in 1974. The downtown section of this line consists of 2.2 miles of 19.6-foot diameter soft ground tunnels and 3 subway stations. The entire tunnel - station package was let to one contractor. A plan and profile of the tunnels and stations is shown on Figure 1. Passage of the tunnels under Boa Vista Street in the Sao Paulo Financial District was one of the major challenges. The street is only 50 feet wide from building line to building line and flanked by 10 to 20 story buildings. The tunnels pass within 4 feet of adjacent footings. Further south, the tunnels run 13 feet below the flat foundations of the Caixa Economica, a massive 11 to 14 story building. Surface settlement had to he limited to less than .07 feet/tunnel and good face control and grouting procedures were essential. For this reason, full face cutting wheel tunneling machines were selected to drive the tunnels south of the Access Shaft Prestes Maia which included Boa Vista Street and the Caixa Economica. The tunnels north of the Access Shaft Prestes Maia were driven under a fairly wide Avenue and greater settlements were permitted. Open face shields were selected to drive these tunnels. Most of the work has now been completed and analyzed. This often requires performing economic ana1ysls for an area with limited geologic information available. Input to the economic decision process relies heavily on estimates of mine and mill costs for the potential resources in the area being considered. A methodology for performing these cost estimates was needed to address this situation.

In the United States hydraulic cyclones have been used for thickening, classification and cleaning in coal preparation plants for many years. The cleaning cyclones presently in use are based on using a "heavy medium", such as a fine magnetite and water pulp. The latest addition to cleaning cyclones is the one which uses ?water only?, or simply called "Hydrocyclone". Just as was the heavy medium cyclone, the hydrocyclones were originated in the Netherlands (1, 2). Plants using hydrocyclones were built in Europe (3) and test plants were erected in Canada (4, 5, 6) and India (7). Roberts and Schaefer Company has built four plants using hydrocyclone circuits. One additional plant is in the process of construction.

The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

In this study, numerical simulations of yield pillars employing the finite element method with time-dependent Drucker-Prager material model are conducted. The stress control mechanism of yield pillars on weak floor strata is studied. The development of pillar yield zone, the distribution of pillar stress and the development of failure zone in the weak floor strata are investigated. The study indicates that a properly selected yield pillar size may significantly reduce the peak stress induced in the weak floor strata and effectively control the development of failure zone in the floor.

A limestone mine in Ohio has had roof instability problems that have led to massive roof falls extending to the surface. This paper describes a collaborative study of these events undertaken by the National Institute for Occupational Safety and Health and the mine owners. The study focuses on the roles that weak, moisture-sensitive floor and weak bands in pillars play in a general instability that led to roof falls at this mine. The NIOSH Stone Mine Pillar Design software (S-Pillar) does not include analysis for weak floor or weak bands and recommends that when such issues arise they should be investigated further using a more advanced analysis. It is important to recognize that without the impact of the floor or weak bands, the calculated inherent stability factor for these pillars is within the recommended design range. Therefore, to further investigate the observed instability occurring on a large scale at the Ohio mine, FLAC3D numerical models were employed to help determine the failure mechanism. Roof-to-floor convergence monitors were also installed in the areas predicted to have further instability. This case study will provide important information to limestone mine operators regarding the impact of weak floor causing the potential for roof collapse, pillar failure, and subsequent subsidence of the ground surface. This recent case demonstrates that weak floor can be a significant factor in pillar stability and should be assessed during the design stage of the mine.

Lifelines in seismic regions of the world seldom can escape crossing active faults. Cities in California have been mitigating this risk by constructing improved fault crossings. This paper discusses the analyses and design of the lining for a tunnel carrying a water conveyance pipeline through a fault that can potentially displace during a major earthquake event. The paper presents expected fault displacement, fault width and orientation respective to the tunnel, characterization of the ground surrounding the tunnel and its interaction with the lining, and performance required of the lining. Several other fault crossings will also be presented and discussed

This change is nearly complete in the U.S. and is beginning to take place in Europe and other parts of the world.
