Just prior to the close of the century, the Federal Mine Safety and Health Review Commission issued its long-awaited decision in Berwind Natural Resources, et al v. Secretary of Labor, to usher in the new millennium. The case arose as a result of a mine explosion in Eastern Kentucky resulting in MSHA’s issuance of 225 citations, not only to the contractor, but to four affiliated entities of Berwind Corporation. While an Administrative Law Judge dismissed those citations as to three of the Berwind entities, both MSHA and the remaining Berwind entity appealed the case to the Commission. Although the Commission effectively left intact the Administrative Law Judge’s decision, it announced a new theory of liability that would apparently be applied in the future, namely the Unitary Operator Theory. This presentation will provide an in-depth look into the Berwind decision and explore the means under which MSHA might impose liability for contractor violations upon other entities in the future.

A dynamic model that predicts the variation of carbon content with time in the argon-oxygen decarburization (AOD) process has been developed. The model recognizes three distinct zones in the AOD vessel: the tuyere region in which the blown oxygen reacts very rapidly with the metal components in the molten alloy; a region in which bubbles of inert gas and oxide drop lets rise through the molten alloy; and a zone in which the slag layer can interact with the molten alloy. The process is dynamically controlled by the rate at which dissolved oxygen, produced on the surface of rising oxide droplets, and dissolved carbon diffuse through the molten alloy to react at the surface of the rising bubbles. The rate at which carbon and oxygen react on the bubble surface is assumed to be intrinsically very fast. Predicted decarburization rates compare reasonably well with rates measured in the AOD vessel at Middleburg Steel and Alloys. The model has been developed primarily to allow development of a time-optimal blowing stategy for the AOD vessel.

A 1.89 km-long, 4.5 m-I.D. tunnel was successfully constructed through saturated hard clay, and highly abrasive dense sand and gravel, with groundwater heads ranging from 10 to 20 m. In order to address these conditions, a Lovat earth pressure balance TBM was used, with soil conditioning by foam, water and various polymers. Support was provided by a single-pass segmented concrete lining. Groundwater inflows of 400to 1,600 lpm at times created challenges for changing cutting tools. Surface settlements were generally less than measurement thresholds, except under very low cover at startup. This project provides a pivotal case study of the successful application of EPBM technology in saturated, abrasive glacial soils and the successful application of soil conditioners.

Introduction In 2007, Newmont Mining Corporation will begin construction of a milling and cyanidation leaching circuit for the Yanacocha site in Peru. Ore to be processed in the circuit contains a relatively high level of cyanide-soluble copper, and as a result, leach solutions are expected to contain elevated levels of copper and WAD cyanide. As the means of controlling copper levels in leach solution, a circuit will be installed to precipitate copper sulfide from barren solution using sodium hydrosulfide. In addition, a circuit will be installed to recover cyanide from barren solution, with recovered cyanide to be returned to the leaching circuit and treated solution to be utilized as make-up in existing heap leaching facilities. As needed to support design of the copper precipitation and cyanide recovery circuits, pilot testing was conducted in 2005 to determine preferred operating conditions and evaluate the performance of the processes. This paper presents results from the pilot testing where 99% copper reduction was achieved and 95% to 98% cyanide recovery was achieved.

One responsibility of a manager is to improve his human organization. Some executives believe a manager should be measured and compensated accordingly on the basis of his ability to improve the quality of his human organization. Officials in the coal mining industry have had a tough road to travel in this regard due to fluctuating coal production demands, contractual obligations, and improved mining equipment and methods. The time may have finally arrived when we are able to recruit, select, and develop men from the labor market to fill vacancies, This is particularly true of our maintenance organizations. Because of the importance of this responsible function and the types of skills required, we must develop an extensive improvement pro- gram. Anyone in the industry who fails to undertake a manpower audit and who accepts a philosophy which will not permit collective planning, organizing and con- trolling the improvement of the human element throughout his maintenance organization may certainly cause deterioration within his company.

A single four feet diameter cell, treating a Cu/Mo rougher concentrate, has been fully instrumented and linked to a Distributed Control System. This has enabled the writers to further understand the mechanics of operation of the cell, particularly that of the "TRANSITION ZONE". This is the volume between the feed port and the pulp-froth inter- face. The results have shown a need for the re-designing the control loops whereby the Transition Zone volume (or pulp level ) becomes the single most important control parameter to achieve the de- sired recovery. Air consumption, previously thought to have played this role, is now kept at precoalescence level s for maximum efficiency.

The Roybal Raise incorporates the simplicity and low cost of a short bald-headed raise while overcoming the usual impediments to driving a high baldheaded raise. The concept provides for speedy excavation and maximizing the use of the excavated opening, using the rock for structural support. The design is simple: two baldheaded raises are driven parallel to one another, interconnected by dogholes about 8 m (25 ft) apart. In this fashion, the raise can be driven safely and efficiently to 60 m (200 ft) or more. When the raise is complete, the excavation requires no timber for support or partitioning. Rather, the rock itself supports the construction. As a test, a two-compartment Roybal Raise was attempted at the Independence mine in the Willow Creek District of Alaska. One side was driven 2 x 2 m (6 x 6 ft), intended for a manway and equipment skip. The other was driven 1.5 x 1.5 m (5 x 5 ft) for a muck compartment. Both sides were driven at a 65° angle from horizontal and 1 x 1 m (4 x 4 ft) dogholes spanned the 4.6-m (15-ft) pillar between the two compartments. After topping out at 50 m (160 ft), the raise was found to meet all expectations of efficiency, low cost, and practical simplicity. Technique Preparing the Roybal Raise for driving involves no elaborate or costly site prep except assembling materials and providing for muck removal. Normally, the raise muck falls directly onto the sill or track and is picked up either by an overshot mucker or a front-end loader. Raise mining proceeds initially by taking up both compartments simultaneously to the first doghole. It progresses by alternating one side as a clear manway for access with the other side, the active side, as a muck compartment (Fig. 1A). This stage proceeds quickly for no mucking or staging is required to cycle the first three rounds. On the fifth round, in addition to the normal raise round, rib holes are winged out toward the adjacent raise, thus starting the dogholes. Finally, as the sixth raise rounds are drilled and shot, the first doghole is also completed from both sides. The second stage commences by establishing one side as a clear manway for access while the other side, used as a muck compartment, is prepared for active mining. Figure 1B illustrates this step in the succession of raising with the active side advancing to the second doghole level. During this stage, services are maintained through the manway side and equipment is stowed in the doghole during blasting. As the active side advances, muck may be allowed to fill the bottom portion of that side since it is unnecessary to clear it for access. The next stage of raising involves cleaning out the former muck compartment and preparing it for use as a manway. At the same time, the former manway is prepared for advance and use as a muck compartment (Fig. 1C). As in the previous step, the same doghole is used for access and equipment storage. The active side advances until the second doghole is completed, at which point equipment and access are moved to the new doghole. From there, the active side is driven past the second doghole 8 m (25 ft) more to the third doghole level. Again, half of the doghole and the next raise round are mined. The fourth stage involves switch ing back the manway side for the muck side (Fig. ID). The new muck side is driven to the third doghole where equipment storage and access are reestablished. From there, the active side is advanced to the fourth doghole. In the same fashion, the raise is advanced to the top, alternating the manway side with the active side, maintaining access through the inactive manway, and storing equipment in the uppermost doghole. The Coal Research Bureau of the School of Mines at West Virginia University, using a modified design of a Russian flotation device, was able to obtain a clean coal product containing 7.64 percent ash with 94 percent yield and 97 percent coal recovery. This favorable performance was obtained with the semi-pilot scale flotation cell operating as a simulated three stage unit on slurry taken from the fine coal circuit of a coal preparation plant. This experimental device, consisting of a sheet metal cyclone-like unit mounted on a U-shaped uplift pipe, uses a combined flotation and cyclone action to beneficiate the minus 14 mesh partially cleaned feed product. In addition to providing comparable analytical results, the airlift-cyclone possesses other attractive features among them being a low capital expenditure, utilization of moderate plant floor space, efficient "operation on high density feed slurry, and absence of moving parts.

Attapulgite and sepiolite are the clay minerals used to thicken ionically contaminated watzrs in the preparation of drilling fluids. They are nonsweliing clays that can be dispersed and reflocculated by mechanical means to increase the viscosity of fresh water and salt and gypsum contaminated waters. Those gelled in fresh water do not become excessively thick when contaminated with high salt concentrations or polyvalent cations encountered during drilling. Gels formed exhibit thixotropy and yield pseudoplastic rheological behavior due to the particle interactions and mechanical interferences of the flocculated gel structure.

The Bureau of Land Management (BLM) constructed four passive biochemical reactor systems (BCRs) to treat mining influenced water (MIW) in the Bunker Hill Superfund area near Coeur D?Alene, Idaho between 2002 and 2003. Initially, the BCRs operated very effectively. However, in the past couple of years, the zinc removal effectiveness of the four BLM BCRs has declined [1]. The central objective of this study was to characterize the microbial communities and substrate present within the BLM BCRs and to use these factors to propose strategies to promote sustained sulfate reduction levels. Microbial communities were characterized by quantifying total bacteria and sulfate reducing species. Substrate was characterized by quantifying the percent organic, acid soluble organic, acid insoluble organic, and bioavailable material within the BCR. The results suggest the depletion of bioavailable organic substrates is the primary cause of the decline in zinc removal and not the microbial community structure. The ability to assess the amount of bioavailable organic substrate and microbial community is important to the understanding of the sulfate reducing capacity of the BLM BCRs and developing strategies to facilitate performance enhancement of the current BLM BCRs. The characterization of organic substrate and microbial community structure are also important to improving design of future passive treatment systems for mining influenced waters.

The ore reserve modelling of stratiform uranium deposits to be mined by selective underground mining methods must be done with consideration of the erratic nature of the ore-forming processes that produced the mineralization. Estimation methods that model the uranium grade as a smooth transition between high-grade and low-grade drill hole intercepts tend to greatly overestimate the ore tonnage. Care must be taken to first establish realtistic ore pod geometries and then estimate the grade of the reserve units within the pods.

The use of activated carbon as an alternative to Merrill Crowe precipitation to recover gold from pregnant leach solutions is recognized. Recovery using activated carbon, however, suffers from the interference, due to organic fouling, clay content and increasingly from the presence of elements such as copper. Ion exchange separation technology is familiar to the mining industry (uranium) and its potential application to the gold mining industry is evaluated with considerable efforts by research workers in South Africa, Australia, and North America. The present paper reviews in detail the status of the research work that identifies potential opportunities.

Careful financial analysis of capital investments has always been a vital task in mining which is one of the most capital intensive sectors of the economy. Furthermore, mining costs have leapt ahead at an astonishing rate in recent years not just due to accelerated inflation, which affects everyone, but also due to the imposition of enormous costs of enviromental regulation and the continuing decline in ore tenor. Not only have unit costs risen, but the amount of effort expended to recover a pound of metal has increased due to the inexorable decrease in ore grades. New low-margin, high-volume mining investments place increasing importance on sound financial planning. Owing to the enormous investments involved, a greater share of individual corporate resources is committed to these projects than is normally the case in other industries. Thus, the consequences of failure are extremely grave, and a close examination of all inputs to the evaluation equation is clearly indicated.

The adsorption and desorption of gold cyanide by activated carbon is significantly influenced by particle size of the activated carbon particles and the chemical environment. A series of adsorption and elution experiments have been performed with ten different particle size fractions. The tests indicate that although the ultimate adsorption capacity is independent of the activated carbon particle size, the adsorption rate is strongly affected by the particle size. Further, desorption characteristics using traditional Mintek and atmospheric Zadra procedures reveal interesting trends with variation in particle size and will be discussed in this paper.

The use of stone in building construction predates written history. From the time that stone was first used, builders have constructed stone buildings predominately from local or regional materials. However, since World War II, the stone business has become increasingly global. For example, French limestone is now sold to builders in the United States, and American granite is shipped to Japan. The internationalization of architectural and construction firms has encouraged this trend. Differences among nations in trade practices, environmental demands and the level of knowledge of dimension-stone characteristics make international trading in stone a risky and potentially disastrous business for unwary participants.

Several laboratory methods are available to determine the thermal conductivity of rocks, but most of them are complex and cumbersome. The present study explains the working principle of Lee’s apparatus, which is relatively simple, easy to fabricate and use, and provides consistent results. In the present study, thermal conductivities of sandstone cores obtained from an Indian coal mine are determined using Lee’s apparatus. An approach is discussed to determine the temperature gradient of sandstone specimens while cooling and is used to calculate thermal conductivity. The thermal conductivities of different sandstone specimens have values between 2.37 and 2.59 Wm−1°C−1. For different sandstone cores obtained from the field, properties including specific gravity, specific heat capacity, thermal diffusivity and porosity, along with thermal conductivity, were determined and highlighted in this study.

During the last few years the New Lead Belt of South- eastern Missouri has become the main source of lead in the United States. It also produces significant amounts of zinc, copper, and silver. The mines are located on a narrow, mineralized trend extending southward from Viburnum, Missouri for about thirty-five miles. The area is part of the Ozark uplift and consists of steep-sided, heavily wooded hills with narrow valleys. Surface streams are very erratic, normally having low flows but becoming rushing torrents during the violent thunderstorms that occasionally occur. Because of the pristine nature of the country and the newness of the mining developments, the environmental impact of all phases has been closely watched.

Many processes in the hydrometallurgical and chemical industries require the separation of dissolved material from suspended solids. Counter current decantation (CCD) with thickeners is one of the methods generally used. The process engineer needs a quick and accurate CCD calculation method. Several theoretical 1-12 CCD calculation methods are available in the literature . The simultaneous 1, 2 equation method for a complex circuit as used would take too long to solve the problems. Approximate equation method1 is not accurate and is for simple cases only. A shortcut method developed by Counselman3 contains no mathematical equation, and thus is not suitable for computer programming. Based on Counselman's method, Woody4 derived two simple equations in terms of percent soluble loss for two typical examples. Scandrett5 included a term for mixing in his formulas. This mixing efficiency was defined by Murphree6. Another method which depends on making volume calculations instead of using weights is presented by Mastin8 and Cahalan9. None of these methods is related to dissolution and pre¬cipitation reactions. Chen 10,11 demonstrated his methods for counter current leaching. His results are calculated from the general solution of a derived linear difference equation for constant underflow, and from the solution of a derived non-linear Ricatti difference equation for variable underflow. This paper concerns derivation of a general equation for CCD washing with provisions for adding and withdrawing the streams, and for leaching (dissolution) or precipitation reactions. Long term production planning in open pit mines requires the determination of cutoff grade, mining and milling production rates, mining sequence, mine life, and ultimate pit limits. These variables interact in a circular fashion, that is, the value of a variable can not be determined without the knowledge of the value of the preceding variable in the circle. Therefore, a genuine solution to the problem necessitates simultaneous determination of the variables. Such a solution methodology, comprised of a group of heuristic algorithms and an unconventional dynamic programming algorithm, is described in this paper. The methodology is applied to a small size Western US gold deposit to illustrate its logic and capabilities.

The creation and maintenance of a healthy working environment in surface mining operations require sustained efforts in pursuing advanced research initiatives toward the development and deployment of powered haulage technologies. This paper contains progress summary on a frontier research in truck dynamic control, vision and collision avoidance. This research is required to provide solutions to challenging problems regarding operator visibility in truck haulage in a surface mining environment. The paper focuses on truck control kinematics and dynamics, truck-haul road interactions, intelligent truck sensing, intelligent truck collision avoidance system, integrated system for situational awareness, augmented visualization and operator interface, and field testing and error variance modeling of developed technologies. A sensor suite of four subsystems, including front-side stereo-camera, front-side Doppler radar, close range sonar proximity sensors, and rear-side camera system have been recommended for developing a 360° truck operator vision to allow safe operations. This research initiative is significant because it will provide a strong basis for developing technologies to improve truck haulage safety in surface mines and construction sites.
