The United States Army Corps of Engineers (USACE) has committed to solve a major drainage problem in the suburban Chicago community of Griffith, Indiana. The Cady Marsh Ditch is currently undersized and on occasion spills its banks causing flooding and economic setbacks to the community. Preliminary studies have identified both tunnel and surface solutions as being attractive and viable. The USACE has decided that this project is an opportunity to use the design-build contracting approach to maximize ingenuity in project approach and to allow the market to dictate whether a surface or subsurface solution is most attractive. The tunnel would be over one-mile in length through sands, gravels and clay. Water control will be an issue during tunneling. The paper will explore the contracting approach to the project and the adaptation of Underground Technology Research Council (UTRC) guidelines for underground contracting to a design build project. The roles of Owner, Owner’s consultant, and design-build contractor will be defined as interpreted by the USACE and key contract provisions will be described and contrasted with a traditional design-bid-build approach to tunnel construction.

INTRODTUCTION The use of spiral concentrators for processing fine coal particles is an old idea that has recently gained acceptance in the 11.S. coal industry. It was not onti1 the Australian Minerals Industry developed a spiral concentrator specifically for separating coal from ash in the latter 1970's and early 1980's that spiral concentrators were seriously considered as viable equipment for processing fine coal. The Wright Coal Spiral was introduced in 1980, the Mineral Deposits Limited Mark 10 Coal Spiral was introduced in 1982, and the Vickers Wyong Coal Spiral was introduced in the latter part of 1984. Each spiral design was different and utilized constant profile troughs, constant pitch troughs, compound profile troughs, and various splitter arrangements. Mineral Deposits Limited has combined the best features of the compound profile trough and constant pitch trough with critically-placed splitters to develop the MDL LD4 spiral concentrator which is a truly efficient coal washing spiral. This spiral concentrator was introduced into the U.S. Coal Industry in 1987. Recently, Mineral Engineering Technology of the United Kingdom and Multotec of South Africa have introduced their own coal spiral designs. Spiral concentrators were first installed in fine coal processing circuits in the Australian, South African, and Canadian Coal Industries in the early 1980's and in the U.S. Coal Industry in 1985. SPIRAL CONCENTRATOR SEPARATION PROCESS The separation process that occurs within the spiral concentrator trough is very complex, as it is a combination of three gravity separation processes. When the coal slurry first enters the spiral trough, each coal and ash particle and the water is subjected to centrifugal forces. These forces cause the water, light coal particles, fine heavy ash particles, and medium middlings particles to the outer vertical portion of the spiral trough. The coarse ash particles and the coarse middling particles remain on the inside of the spiral trough. The center or transitional area of the trough contains a mixture of middlings particles and near-gravity material that is present in the slurry, as shown in Figure 1. At the same time the coal and ash particles are suhjected to centrifugal forces, the trough design (both profile and pitch) causes the particles to be subjected to flowing film and stratified bed separations. The combination of these three separations, whose efficiency is dictated by the spiral troogh design, will effect the separation of the lighter coal particles from the heavier ash and middlings particles. As the slurry flows down the spiral, the profile and pitch design of the trough will counteract the centrifugal forces on the fine, heavy ash particles and fine middlings particles and cause them to migrate from the vertical portion of the trough to the center or inner portion of the trough. At the same time, any heavy particles trapped in the transitional area of the trough will be forced to migrate to the inner edge of the trough and any coal particles will be forced to migrate to the outer edge of the trough. SPIRAL SPLI'TTEP ARRANGEMENT The critical placement of splitters along the inner edge of the trough for removal of the heavy ash particles as the slurry flows down the trough further enhances the separation of the coal particles. At the bottom of the spiral trough are product splitters arranged to make a final separation of the slurry stream into clean coal, middlings, and refuse products.

Nalco Chemical Company and a North Carolina Phosphate operation have formed a successful supplier/customer team effort that has resulted in major improvements in the operation of the clay thickening circuit at the Aurora, North Carolina concentrator. A Nalco OPTICUS® Automated Process Control System for thickener and flocculant control was installed in 1994. The paper will discuss in detail the development and refinement of the OPTICUS system over the past three years. The paper will survey the development and networking of process control for monitoring, controlling and operating four 325-foot Dorr-Oliver thickeners, three 80-foot high-rate Enviro-Clear thickeners and control links to the facility's clay/gypsum blending operation.

Thallium (Tl) is a highly toxic heavy metal, soluble over a wide pH range. Tl levels may exceed discharge limits in mining-influenced water associated with processing gold, lead, cadmium, zinc, and copper ores. In this work, the effect of sodium permanganate (CARUSOL® C liquid permanganate) on Tl removal from mining wastewater was studied. Factors influencing Tl removal, namely permanganate dosage/demand, coagulant and flocculant use, order of chemical addition, and co-existing metal ions were examined. The results show that permanganate addition is very effective at removing Tl to below target limits and can provide a unique solution for improving wastewater quality and optimizing overall treatment costs. In addition, several on-line monitoring techniques were evaluated for process optimization. The Hach DPD Free Chlorine method was optimal, allowing plant operators to rapidly and easily spot check effluent samples for excess permanganate dose.

Rib control is a critical component of underground coal mining operations, and comprehensive rib support design is essential for ensuring the safety of miners. However, there is currently no standardized approach for rib support design in the United States. To tackle this issue, the National Institute for Occupational Safety and Health (NIOSH) has developed a standalone application, Design of Rib Support (DORS), for rib stability assessment and rib support design under development load. The rib support design in DORS starts with the rib support density, which is determined from the unsupported rib factor of safety (RibFOS). The relationship between rib support density and unsupported RibFOS was obtained from the collected field data. The objective of this research is to validate DORS rib support design by analyzing the extent to which the proposed design capability was utilized to support the coal ribs using numerical simulations. A series of numerical models with varying overburden depth and rib height were built and the ribs were supported with the DORS-recommended rib support design. The bolt load was analyzed under different conditions and the results show that bolt load varies with the overburden depth, the location of the bolt and bolt length. The load in the bolt(s) increases with the reduction in unsupported RibFOS. The bolt(s) start to yield when the unsupported RibFOS falls below a threshold value of 0.8 and secondary support is necessary.

Studies have linked long-term inhalation of diesel exhaust with adverse health effects such as cardiovascular disease, cardiopulmonary disease, and lung cancer. Diesel exhaust levels in underground mines can approach 100 times the environmental level and are therefore monitored closely in the mining industry. Elemental carbon (EC) (a product of diesel combustion commonly referred to as ?soot?) has proven to be a good indicator of diesel exhaust levels. The current procedure for measuring EC levels involves taking personal samples from a mine worker?s breathing zone and/or stationary samples in various parts of the mine and subsequently sending these samples to a lab for analysis by NIOSH 5040 method. Unfortunately, the whole process can take up to several weeks to complete. To address the problem of waiting weeks for results, NIOSH?s Pittsburgh Research Laboratory is developing a portable device for measuring levels of elemental carbon. This optical device takes a continuous sample of air in the surrounding environment and measures the absorbance of light passing through a filter that collects diesel exhaust particulates within the instrument. This technology can provide a near real time measurement of EC with accuracy within 10% error. The ability to take near real time measurements, combined with the instrument?s portability (currently small enough to be worn on a miner?s belt), makes this device extremely useful in the mining industry.

Research efforts are just beginning to identify the acoustic signatures of very short pulses of sound associated with the fracture of single particles in an autogenous mill. This presentation will discuss the anticipated correlation between these data and the fundamental mechanisms of rock fracture It is hoped that further tests will help identify what design and operating parameters influence the acoustic spectra, determine whether different minerals have different spectra and correlate product particle size distribution with acoustic spectra.

The current National commitment to expanding the human presence into the solar system will clearly require major facilities in Earth orbit or possibly on the moon. Such facilities will need large amounts of materials for structural modules, life support, propulsion, and shielding. The heavy transportation costs in fuel required to lift materials from the Earth's surface make a terrestrial-based space system inherently inefficient. A more cost-effective approach would be to provide as much of the required materials as possible from other bodies in space not having the high cost of Earth launch. This paper identifies potential targets for space-based resource utilization, constraints on exploitation, and relative benefits of various sources.

INTRODUCTION Boom-type miners mechanize the cutting and loading of a solid face of rock having a compressive strength as high as 124 MPa (18,000 psi). These machines differ from continuous miners in that they can cut much harder rock for any given cutter-motor power. In addi¬tion, a boom miner is more flexible, selectively cutting any cross-sectional configuration from circular to square arched faces, 1.57-rad (90°) turns, and mixed faces. The basic operational concept of these machines, utilizing a rotary cutterhead mounted on a slewing boom, gained importance in Europe during the 1960s, where, due to their specialized use in roadway development in coal mines, they were called roadheaders. Along with continuous miners, boom miners share the ability to fully mechanize the cutting and loading of rock, while eliminating the need for explosives and the shattering and overbreaking of roof and rib rock that is normal with conventional mining methods. The machines are crawler-mounted and most have a gathering-arm load¬ing system that, moves the cut rock onto an internal chain conveyor, subsequently discharging the rock into a transport device such as a shuttle car or a bridge conveyor. Light- to medium-weight boom miners are cutting softer rocks and minerals successfully, including coal, shale, rock salt, potash, phosphate, weak sandstones (e.g., those associated with uranium ore), and other softer ores such as iron. Heavy third-generation ma¬chines have extended rock cutting to much harder ores such as borate, oil shale, and almost all rock associated with coal seams, except for the harder sandstones and limestones. The mention herein of specific manufacturers, brand names, or models is made by way of example only and does not constitute endorsement by the author or The Pennsylvania State University. All costs cited herein are in 1977 US dollars. TYPES OF BOOM MINERS All boom miners utilize drag bits fixed on a rotary cutterhead that is powered by an electric motor mounted in the slewing and elevating cutter boom. The cutter¬head is either a ripping or a milling type, and the machines have evolved through three generations (Boldt, 1977). As shown in Fig. 1, only one boom miner cur¬rently produced can use both ripping and milling cutter¬heads on one machine. Table 1 lists boom-miner models built in large num¬bers and/or successfully used or marketed in North America. Table I excludes machines of which only a few have been produced and none sold in North America, such as those manufactured by Demag, Eick¬hoff, Paurat, and Thyssen-Rheinstahl. The only Ameri¬can boom miners are the F-16 and Super ROC¬MINER"', manufactured by AEC, Inc., State College, PA. Machine Generations Three generations of boom miners can be distin¬guished according to their times of introduction, their rock-cutting abilities, and their weight classifications. Fig. 2 illustrates typical best-practice production rates possible from boom miners for selected cutter-motor power sizes (other power figures can be interpolated). Coal mine drainage, which occurs predominantly as acid mine drainage in the East, is a serious contaminant of surface and groundwater systems (Appalachian Regional Commission, 1969). Treatment of this pollutant can be very costly and is often difficult to achieve (Appalachian Regional Commission, 1969). A major source of coal mine drainage in surface waters is polluted ground- water discharge, therefore treatment of surface water does little to combat groundwater contamination. Prevention of the formation of coal mine drainage and restricting its entrance into the groundwater protects both surface and groundwater systems. The formation of acid mine drainage may be inhibited by preventing contact between toxic spoil, air, and water (Grim and Hill, 1974). This may be accomplished by surrounding toxic spoil with a relatively impermeable barrier, thus restricting groundwater and oxygen flow through the toxic zone. Toxic spoil packages constructed in this manner would minimize the entrance of acid mine drainage into the groundwater system, allowing dilution by uncontaminated water to occur. If successful, concentrations of coal mine drainage would be reduced below toxic levels.

The importance of factoring mining dilution into feasibility stage ore reserve estimates is discussed. An example that relates the issue of mining dilution to the size of smallest volumes that can be mined selectively is given. Relationship between the size of the selective mining units (SMU's) and the variance of their average grade is presented. The concept of variance reduction and its use in factoring mining dilution into geostatistical ore reserve estimation is described. An approach to estimate variance reduction factor by way of conditional simulation is introduced.

The Deep Mill Level Zone (DMLZ) panel cave mine is one of three active caving mines at PT Freeport Indonesia’s Grasberg Underground Mining Complex. The DMLZ mine is located at a depth of approximately 1,500-1800 m below the surface, making it one of the world’s deepest panel cave mining operations. This depth results in both high in-situ and induced stress that acts on the hard and massive rock mass, triggering rockburst conditions. As a result of the bursting conditions, ground support and maintaining the support capacity are an essential part of operating the DMLZ mine in an efficient and safe manner.

Surface mining refers to the process of removing the material (over- burden) overlying a coal seam and exposing the coal so that it can be loaded out and conveyed by trucks or other methods to the preparation plant or other facility. Surface mining has not always been important in the coal industry. In the early 1900s, almost all of the coal mined in the United States was mined by underground methods. In 1900, about 192 Mt (212 million st) of bituminous coal were mined and less than 1% was mined by surface methods. The development and use of larger equipment has allowed surface mining to gain prominence throughout the years. Table 1 shows the total production of coal by mining method in the United States for ten-year periods since 1920 and indicates the growth of surface-mined coal production. Surface mining will undoubtedly continue to account for a large percentage of the coal production in the US for many years because: 1) The capacity of surface mining excavators has continued to increase. Today, mining companies are using shovels (see Fig. 1) which are able to move up to 137.6 m3 (180 cu yd) in each bite and draglines (see Fig. 2) which move up to 168.2 m3 (220 cu yd) in each bucketful. 2) Increasing tonnage from the thick western coal seams is being produced by surface mining methods. 3) Surface mining has normally had lower costs and a better safety record than underground mining; 4) Surface mining normally recovers a- much higher percentage of the coal reserve than can be recovered by underground mining. 5) Some coal measures can best be extracted by surface mining [ ] methods because of geologic reasons such as the nature of the roof or bottom, thickness of the seam, multiple bedding, etc.

In this paper, long-term measurements in five underground mines are presented to demonstrate how these measurements can be applied to stability evaluations and design of underground excavations. These case studies address both the global aspects of strata response to mining activities as well local ground behavior and support loading. The measurements include static (stress and deformation) and geophysical. Case studies quantify pillar behavior, roof-floor deformation patterns, overburden response, and microseismic activities. Large-scale studies quantify the nonuniform nature of overburden deformation and collapse. Local measurements address yield and stable pillar load deformation characteristics, as well as the performance of support systems under combined axial and lateral loads.

Erratic behavior in convergency during iterative numerical-method evaluation of mine ventilation fan characteristic curves is one of the common problems encountered in mine ventilation network analysis. Five different sets of mine fan data points, that had resulted in unsatisfactory fan characteristic curves, were re-analyzed in the present study, using an embedded mine network optimization computer program. Current results revealed that all five fan data sets not only can be satisfactorily fitted as Yang (1992) did with MFIRE subprogram, but can further be optimized with unique solutions as implemented in the present study. It was concluded, inter alia, that the improved MFIRE-based mine fan curve-fitting computer subprogram (SPLINE) produces satisfactorily similar fan curves as SPSS-based curve-fitting algorithms, including when the latter method uses either standardized or unstandardized fan curve data sets.

Background Iron ore is the No. 1 metal mining industry in the U.S. with dollar value of $2.3 billion in 1984 (U.S.B.M Mineral Commodity Sunnnaries , 1985). However, during the past decade this nation's iron ore industry has been subjected to a major market depression and a correspondingly downward adjustment in output. The recent trend in the curtailment of iron ore production traces a slow-down of the country's steel industry. Both pig iron and steel production have decreased significantly over the past several years. These trends are shown in Figure 1 from data collected by the federal Bureau of Mines (U.S.B.M. Mineral Commodity Summaries, 1985; U.S.B.M. Mineral Industry Surveys 1986). The industry is presently operating at less than 60% of its annual capacity. The domestic steel industry has been forced by reduced profits or losses to close facilities, curtail operations and restructure the financial status of several corporations. Companies have been sold or are trying to sell selected properties to improve their financial circumstances. Even with such actions, many of the steel companies are in very serious straits, including the seventh largest steel company, LTV, which has filed for bankruptcy. Many of the major steel companies have financial interests in iron ore mining and thus their adverse economic conditions directly reflect those operations. Several iron ore producers have been shut down including Reserve Mining Company in May, 1986 and Butler Taconite in June, 1985. The latter recently filed for bankruptcy under Chapter 11. A1 so in mid-1986, U.S. Steel Corporation, owner of the Minntac mine and iron ore processing plant, underwent corporate restructuring. The effect on their Minnesota plant is not known at this time. An excellent summary of the interrelationship of the iron ore companies and the steel producers has been provided by Skillings (1986), and an analysis of the iron ore situation was given by Robert F. Anderson, CEO of M. A. Hanna Company, in his keynote address at the 1986 University of Minnesota Mining Symposium (Anderson, 1986). Steel imports to the United States decreased slightly in 1985 because of import restrictions, but the long-term import situation remains dim and uncertain. As shown in Figure 2, the imports averaged about 25% in 1985, and the preliminary indications are that this figure could be as high as 30% when the final 1986 information is collected by the U.S. Bureau of Mines. At best, the industry can only hope for imports to stabilize at a constant level in the near future. Although the tonnage is small, the quantity of U.S. export steel has fallen over 50%. With many other materials replacing steel , the projected demand through 1990 is expected to increase only about 1% per year. Consequently, 1986 U.S. iron ore production will probably be 15% lower than in 1985. The 41 mil lion tons of iron ore production expected in 1986 represents only 53% of the industrial capacity, which is about 74.5 mil lion tons. Over 95% of this iron ore is in the form of beneficiated pellets. Today there is not an iron ore producer west of the Mississippi River, nor is there any production in the South. The Birmingham (Alabama) iron ore industry has been shut down since 1971. The western producers ceased operations in the early 1980's. Only the taconite operations in Minnesota and the plants in the Upper Peninsula of Michigan remain as our major domestic iron ore source. The economic situation for both the iron ore producers and the steel industry can be described as confused and in turmoil. Such a condition directly impacts the iron ore processing plants' operations and plans for the future. Plant Practice At present the nation's eight major operating iron ore mines, listed below, are concentrated in northern Minnesota (Mesabi Range) and the Upper Peninsula of Michigan (Marquette Range). The only exception to the Minnesota/Michigan location is the Pea Ridge Iron Ore plant in Missouri, which is a subsidiary of St. Joe Mineral s.

Several small mines are producing refractory gold concentrates in Zimbabwe and, owing to the small scale of most of these operations, their output is processed in a central custom roaster in Kwekwe. Owing to the wide variations in the feed to the roaster, the efficiency of the old Edwards roaster is deemed unsatisfactory with gold recovery from concentrate as low as 70%, and alternative processes were evaluated to improve this situation. Various processes for oxidizing refractory arsenopyrite/pyrite concentrates to liberate gold prior to cyanidation are known. In practice, only two have to date met with wide industrial acceptance, pressure oxidation and roasting. Owing to the ·high arsenic and antimony levels of some concentrates in Zimbabwe, the only viable roasting alternative would be two-stage air-roasting of concentrates in two reactors, as practiced at Giant Yellowknife, Campbell Red Lake and New Consort. This process, however, creates an arsenic disposal problem, and produces gas of fairly low SO2 content, requiring a large gas handling system for acid production. On the other hand, there are currently four commercial pressure oxidation plants treating refractory gold ores (McLaughlin, Mercur, Getchell and Goldstrike) and three treating concentrates (Sao Bento, Porgera, Campbell). One other concentrate oxidation plant is being constructed (Con), and several more are being considered.

From 1990 to 1996, 16 states reported 92 injuries from falls of roof, rib or face in the more than 90 underground stone mines in the United States (Fig.1). Missouri, Pennsylvania and Kentucky accounted for 48% of the total number of injuries (Fig. 2). Of this total, 11 miners were killed. Of the 11 fatalities, 10, or 91%, were associated with unrecognized loose or failed rock within the roof beam. Additionally, unrecognized roof beam failures resulted in a majority of the falls of ground injuries occurring in underground US stone mines from1990 to 1996. This number is not large in magnitude. But a workforce of fewer than 2,000 miners makes for a high fatal-accident rate. The severity of the typical fall-of-ground injury is, in general, very high. About three-fifths of all roof, face and rib fall injuries were designated by the US Mine Safety and Health Administration (MSHA) as some kind of lost time accident. MSHA assigns each accident a severity value from one to six. A one represents a fatality, a two, a permanent disability and three, a lost time accident (Fig. 3).

INTRODUCTION Coal gold agglomeration (CGA) is a new concept in gold processing. It involves the recovery of oleophilic (oil-loving) gold grains by causing them to adhere selectively to the surfaces of coal oil agglomerates. Under optimum conditions very high recoveries of gold. can be achieved. The agglomerates are recycled to build up gold loading to typically 1000 - 5000 g/tonne. Bullion can be produced by burning the loaded agglomerates with subsequent recovery of gold from the highly loaded ash either by dissolution/electrowinning or smelting. A wide-ranging programme of laboratory testwork has been performed to investigate the response of different ore types to the process. This has shown CGA to be most applicable to ores in which the gold is liberated or easily liberatable, relatively coarse (ca 500 µm) and fine (<5 µm) gold grains being recoverable with equal ease. The best opportunities for CGA seem to be: • placers containing fine gold not recoverable by gravity concentration • low grade gravity concentrates to avoid multiple magnetic/gravity separation stages and amalgamation • free milling ores where the gold can be liberated at a reasonable ore particle size eg >d80 50 µm • tailings past or present from gravity concentration plants. CGA testwork ranging in scale from laboratory to pilot plant on tailings produced by gravity concentration in the 19th century Australian gold rush has already been reported (Bonney, C F, 1988; House, C I, Townsend, I C and Veal, C J, 1988). An economic appraisal for a Canadian free milling gold ore has also been published (Buckley, S A, House, C I and Townsend, I G, 1989). This paper describes results of a detailed laboratory programme to assess CGA as a means of recovering gold from a beach sand deposit in New Zealand. The area from which the samples were taken consists of quarternary interglacial marine, lagoonal, fluvial and eolian deposits. The heavy minerals present are predominantly ilmenite and garnet and small concentrations of gold. In certain locations the sands and gravels are consolidated by a limonitic cement. In the 19th Century some parts of the deposit were mined and the ore processed using stamp milling and gravity concentration. Gold recoveries were low, probably below 50%, due primarily to the fine size of the gold grains, the flaky nature of the gold and also imperfect liberation by the stamp mills. Our laboratory testwork was divided into three parts: i) Preliminary studies on an initial sample to assess the feasibility of treating the ore by CGA ii) Extended studies on further samples from various locations in the deposit to confirm predictions from (i) iii) Conventional gold recovery techniques. EXPERIMENTAL PROCEDURES All CGA tests were performed by agitating a slurry of ore in water in a 0.6 dm3 pyrex beaker fitted with four vertical baffles. When required, potassium amyl xanthate collector was added and the slurry conditioned for 5 min. Coal (ex BP Coal Australia&apos;s Tahmoor Colliery) previously ground to a d80 50 µm was added followed by a commercial grade of gas oil (density 840 kg/m3). The agglomeration time was 30 min. The agglomerates were separated from the tailings by screening, both were then dried and analysed for gold by fire assay. This test procedure provides a reasonably accurate estimate of gold recoveries that might be expected from our 1 tph pilot plant.
