As noted by McKinstry (1948), "How to deal with erratic high samples is one of the knottiest problems in ore estimation." He described a variety of approaches and methods to alleviate the problem through the averaging and weighing of assay data and by "cutting" or "clipping" of the erratic assays. Bird (1991) elaborated on ways of dealing with the nugget effect (erratics). He listed several procedures for cutting. Bird's list has been reproduced and/or added to by several authors including Vallee (1992) and Stone and Dunn (1993). Missing from each of these otherwise excellent reviews is a definition, description or guideline to recognition of an "erratic," or just where or when cutting is warranted or justified.

Using K-oleate as a collector and alizarin red S (ARS) as a modifying agent, selective depression of dolomite from francolite was achieved in alkaline medium (pH> 9.0). Interestingly. ARS was also found to depress igneous apatite in alkaline medium in oleate flotation of apatite and calcite. Adsorption of ARS alone on dolomite was found to be higher than that on francolite. Complimentary adsorption experiments of ARS and K-oleate showed that oleate adsorption was increased in the presence of ARS on francolite but not on dolomite. K-oleate adsorbs on both francolite and dolomite and causes precipitation of calcium and magnesium oleate. Such precipitates can be pre-vented when ARS is present. The results are explained in terms of competitive adsorption for the active sites on francolite and dolomite by oleate and ARS, and their interactions with dis-solved mineral species in solution.

Many mining companies try to fight their way up from small operator and exploration company to major producer. Not many companies make it. Cambior Inc., formed in 1986, is one company well on its way to making it as a major operating company. In 1993, Cambior surpassed 15.5 t (500,000 oz) of gold production and began operations at its world class Omai gold mine in Guyana. At the same time, the company has embarked on a program of geographic and minerals diversification. Cambior, a Canadian company, now has interests in eight mines, three development projects and more than 100 exploration properties in North and South America. The company’s goal is to derive 70% of its income from gold and 30% from base metals and other minerals. Cambior’s moderate diversification into base metals gives protection against negative gold price fluctuations. It also balances the typically short term gold mines and the longer term base metal mines.

Leaching of zinc sulphide concentrate by nitric acid which is simultaneously regenerated by oxygen in the reactive froth has been investigated. The reactive froth was formed by a recycled zinc sulphate electrolyte containing nitric acid, a mixture of gaseous 02 and NOx, entrapped in the foam and particles of the zinc concentrate suspended in the foam. In the reactive froth the multiple regeneration of nitric acid proceeded owing to the encapsulated oxygen and amount of nitric acid used can be considerably lower than in the continuous liquid phase. 93 to 97% of zinc was extracted to a solution containing 30 to 409/1 HNO, during 40 to 60 min of leaching in a batch reactor without regeneration of nitric acid. 50 to 100% of the consumed nitric acid was regenerated during continuous leaching in froth carried out in the ‘flotation column’-type reactor at 80 to 90°C and under pressure of 100 to 200kPa. The rate of HNO, regeneration in the froth was proportional to oxygen pressure and inversely proportional to nitric acid concentration in the froth. A two-stage process flowsheet is proposed. In the first, the reduction stage, removal of nitric acid from the leach solution directed to standard purification and electrolysis is carried out by its reduction to nitric oxide using fresh concentrate in the froth. In the second, the oxidation stage, nitric acid is continuously regenerated by oxygen in the froth.

The selection of efficiency machinery for an underground mining system is a highly skilled art. Modern techniques of mining, based on sound engineering principles, increase the probability of success. These techniques alone, however, will not guarantee maximum productivity. Human judgement, based on experience with mineral seams and geological conditions, remains the single most important input of the decision-making techniques in selecting high production equipment. The myth of a "Scientific Selection Factor" is absurd. The belief that such a factor exists can waste the time and resources of mining management. Until now, mineral extraction from the original desposit has defied all attempts to systematize the knowledge. Computerized programs are excellent for solving underground transportation and ventilation problems. The variables can be defined by mathe¬matical techniques in this type of problem. By the same, token, "Trial and Error" is not an acceptable method in today's technology-minded world. The candid truth of the matter is that practically nothing is known of the phenomenon of extracting a mineral from the solid. Likewise, local conditions make it nearly impossible to predict accurately the reaction of surrounding strata after the mineral has been removed. The unpredictability of the environment resulting from extracting minerals underground will remain a challenge to mining engineers for many years. In fact, we are barely beyond the trial and error stage at this point in time.

The results of laboratory and pilot plant testing of a newly developed process to dewater waste slurries from different industries are presented. Data indicate that an increase in solid contents from 6% to over 30% can be obtained in few minutes retention time in comparison to several years as required by currently used technologies. The economical as well as the environmental impacts of such process are discussed.

Basic parameters affecting the stability of foams have been studied. We used the thin film pressure balance (TFPB) technique of Scheludko and Exerowa (1959) to measure the surface forces in foam films stabilized with various frothers such as pentanol, octanol, MIBC, and PPG. The results were compared with the froth stabilities measured using the shake tests and the film elasticity calculated using the model developed by Wang and Yoon (2006). It was found that the froth stability is controlled by both film elasticity and surface forces (or disjoining pressure), the relative contributions from each changing with frother concentration and type.

Aquifer. A formation, group of formations, or part of a formation that contains sufficient satu rated permeable material to yield significant quan tities of water to wells and springs. Artesian. The zone immediately above the water table in which all or some of the interstices are filled with water that is under less than atmospheric pressure and that is continuous with the water below the water table. Conceptual model. A conceptualization of a field hydrogeologic framework that facilitates the development of analytical field testing procedures. The results of the test(s) may force changes in the initial conceptual model. Conductivity, hydraulic. Replaces the term "field coefficient of permeability." The volume of water at the existing kinematic viscosity that will move in unit time under a unit hydraulic gradient through a unit area measured at right angles to the direction of flow, if the porous medium is isotropic and the fluid homogeneous. Confining bed. A body of "impermeable" material stratigraphically adjacent to one or more aquifers; its hydraulic conductivity may range from nearly zero to some value distinctly lower than that of the aquifer. Flow, steady. Any point where the magnitude and direction of the specific discharge are constant in time. Flow, uniform. At every point the specific discharge has the same magnitude and direction. Flow, unsteady. At any point the magnitude or direction of the specific discharge changes with time. Fluid potential. The mechanical energy per unit mass of a fluid at any given point in space and time with respect to an arbitrary state and datum; the fluid potential is proportional to the head. Ground water, confined. Ground water under pressure significantly greater than atmospheric; its upper limit is the bottom of a bed of distinctly lower hydraulic conductivity than that of the material in which the confined water occurs. A body of material having considerable lateral extent and comprising a geologic framework for a reasonably distinct hydrogeologic system. Isotropy. Condition in which all significant properties are independent of direction. Porosity. Property of containing interstices or voids; may be expressed quantitatively as the ratio of the volume of its interstices to its total volume. Porosity, effective. Interconnected pore space available for fluid transmission; expressed as a percentage of the total volume occupied by the interconnecting interstices. Potentiometric surface. A surface that represents the static head along a particular specified surface or stratum. Specific retention. Ratio of the volume of water that the rock or soil, after being saturated, will retain against the pull of gravity to the volume of the rock or soil. Specific yield. Ratio of the volume of water that the rock or soil, after being saturated, will yield by gravity to the volume of the rock or soil. Storage, specific. The volume of water released from or taken into storage per unit volume of the porous medium per unit change in head.

Land uplift due to mine flooding has become a significant challenge with extensive historical mining activities, particularly in Germany’s Ruhr district. The cessation of coal mining operations has led to a gradual rise in groundwater levels, altering geotechnical and hydrological conditions and causing surface uplift. This study develops a system dynamics (SD) model to investigate the dynamic interactions of influential variables such as groundwater levels, total stress, porosity and permeability with land uplift over time. The model integrates causal loop diagrams (CLD) and stock flow diagrams (SFD) to comprehensively understand the system’s behavior. SFD illustrated that for a 10 percent increase in groundwater level, the land uplift increased by about +6 percent, and a rise of 200 percent in total stress caused an 18 percent increase in effective stress, which decreased the land uplift by about 20 percent. This study highlights the importance of dynamic modeling in informing land-use planning and mitigating the long-term impacts of land uplift after mine closures.

The Parallel Thimble Shoal Tunnel project involves the construction of a bored tunnel under Thimble Shoal Channel in Chesapeake Bay (VA), between two artificial islands and parallel to the existing tube tunnel, built in the sixties. It will be the first transportation tunnel constructed in the Mid-Atlantic region using a Tunnel Boring Machine (TBM), a 44-foot-diameter Earth Pressure Balance (EPB) named "Chessie," manufactured by Herrenknecht, and which was assembled at the CBBT's southernmost island, with extremely limited room, live adjacent traffic, and difficult access. "Chessie" was successfully launched in February 2023 and this paper describes this complex and challenging process.

Copper oxide deposits that may be considered for in situ leaching exist in unique geologic settings, different from uranium deposits. A large number of interrelated factors must be considered in wellfield design. Many of these factors are hard to quantify and are directly related to geologic features of the orebody. This paper discusses some of the important factors in wellfield design and suggests an outline for a design procedure.

High-intensity wet magnetic separators have been successfully introduced into the mineral processing field over the past ten to fifteen years, due largely to rapid advancements in magnet design. Wet magnetic separation, until recent years, was applied solely to the concentration of minerals of high magnetic susceptibility, such as magnetite, at relatively coarse sizes. Now, however, high-intensity separators are capable of treating weakly paramagnetic minerals and have extended the range of treatable particle size down to about one micrometre(1,2). . One of the more recent-high-intensity separators developed is the Kolm¬Marston Marston type high-gradient magnetic separator (HGMS) (3,4) It consists basically of an iron-clad solenoid surrounding a matrix material - a fine, ferromagnetic steel wool or expanded metal lath. A schematic diagram of the device is shown in Figure 1. Large, highly localized, pertebations of the magnetic field are created by the ferromagnetic matrix. It is these field gradients that are instrumental in developing large magnetic forces which act on the mineral particles. Operation of the separator is simple. Slurried sample is fed through the matrix and, depending upon the mineral parameters of particle size and magnetic susceptibility and. the operating parameters of flow rate, field strength and feed weight, some particles will be attracted to and adhere to the magnetized matrix, while the others will flow through the matrix. The separation is completed by later removing the background magnetic field and flushing the captured mineral particles into a separate container. The process can also be applied on a continuous basis (S).

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. "As the speed of business has continued to increase over the last decade, the focus on real-time control of the performance of both stationary and mobile assets has become an increasing priority. Traditionally the maintenance team has been focused on the management of the availability of assets while the operations team has been focused on the throughput of those same assets. Typically operations and maintenance teams worked almost independently in spite of the fact that they were both working with the same assets. Part of the problem has been their traditional performance measures which have often been diametrically opposed. Recent advancements in the area of real-time performance measures and decision support have helped to drive higher levels of collaboration between operations and maintenance leading to real-time asset performance control and higher levels of business performance. This paper will explore the forces driving the need for changes, present an effective approach to the definition of the most appropriate business performance measures, and examine the effectiveness of contextualized real-time decision support resulting in asset performance control. TRADITIONAL APPROACHES TO ASSET PERFORMANCE MANAGEMENT In most industrial operations the phrase asset performance management is synonymous with maintenance of the industrial assets. This is the way industry has viewed asset management and asset performance management for decades. This is a very limited perspective that is serving to constrain the profitability of industrial operations. As industrial organizations began to form following the Industrial Revolution, the complexity of the operations forced an organizational design based on specialization. No single person could understand all of the aspects of an industrialized operation. This was particularly true at the plant floor level where the operation and maintenance of the industrial equipment required very different skillsets and training. To accommodate the vast differences most industrial organizations set up operations teams to run the equipment and maintenance teams to keep the equipment available to the operation. Both teams were dealing with the same industrial equipment but from very different perspectives and with very different performance measures. Typically the operations team was measured on maximizing the output of the equipment – or throughput. On the other hand the maintenance team was measured on the uptime – or availability of the equipment."

Newmont Mining Corporation owns and operates the Phoenix Mine near Battle Mountain, Nevada, USA. The existing milling facility has operated since 2006. Following the startup of the milling operation, and coupled with the upswing in the copper market, Newmont realized that Phoenix needed a process option to treat lowgrade transition and oxide copper ores. This meant that potentially revenue generating ore was being mined as waste. With no system in place to treat the transition and oxide copper, work began to determine the most feasible approach. After evaluating multiple options, the flow sheet was set for a run-of-mine (ROM) heap leach pad and solvent extraction/electrowinning plant (L-SX/EW). This paper will discuss the synergies and challenges of developing a copper L-SX/EW plant at the Phoenix copper-gold mill.

Dravo Lime Company has opened a new 290m (940 ft.) deep lime-stone mine near Maysville, Kentucky. As the mine was opened there were many unknowns as to the stress relationships within the rock, and their influence, if any, on the selected mining method. Therefore, a system of overlay geologic and structural maps, borehold extenso-meter measurements, and oriented photography was developed for the purposes of monitoring the internal structural relationships of the rock mass. This paper presents a description of the methods used, the observations made, and the conclusions and recommendations made as a result of the initial monitoring program.

The complexity of surface mining operations is increasing as attention is directed towards mining larger tracts of lower grade, higher cost deposits. Large tonnage requirements from these mines necessitate utilization of many large pieces of equipment. This equipment must be utilized efficiently, with production maintained at or near designed capacities. Basically, the problem is to select, size, and schedule equipment to maximize profits and minimize adverse environmental impacts (Anon., 1977). The time, manpower, and cost limitations required to analyze a wide variety of situations and alternatives in planning surface mines have been sidestepped with the application of simulation methods using a digital computer. Since a simulator can be programmed to represent the situations which are to be analyzed, many alternatives can be evaluated in a relatively short time. Input variables are easily changed and the resulting changes which take place in the system can be analyzed. When standard methods of analyses are applied, weeks and many man-hours are involved in analyzing large-scale mining operations. At the same time many simplifying assumptions must be made since these operations are dynamic and transient. Hence, it becomes difficult to make sound engineering decisions and take proper and timely corrective action in the absence of simulation methods. This chapter is concerned with the application of one such method, namely, the open-pit materials handling simulator (OPMHS) developed by the Mining Engineering Section, The Pennsylvania State University (Manula, Albert, and Ramani, 1977).

The Comprehensive Environmental Response, compensation, and Liability Act (CERCLA -commonly referred to as Superfund) was passed into law in December 1980 in the wake of such incidents as Love Canal and the Valley of the Drums. Superfund was originally perceived as a way of cleaning up spills of hazardous substances and/or cleaning up abandoned hazardous waste dumpsites. In February 1981, Michael Cook, EPA deputy assistant administrator for hazardous emergency response, called Superfund "a tremendously powerful law. It could revolutionize the way the environment is protected, but we certainly don't intend to realize the full potential of the law for some time." These words have proven prophetic for Asarco's East Helena Smelter.

Multiple seam mining is predominant throughout the central Pennsylvania Appalachian coal fields. Wide ranges in individual seam thickness, coal quality, and overburden characteristics are common throughout the region. On typical mining permits, ranging from 404 x 103 to 2023 x 103 m2 (100 to 500 acres), often as many as eight seams are concurrently mined, with each interburden requiring unique economic and environmental consideration in the mine plan. Specifically, this paper presents several planning tools and operational guidelines developed in response to current regulations for the special handling of potentially acid-forming materials as they are related to development and operation of multiple seam mines.

Control of crushing and grinding circuits ideally requires continuous particle size measurements on both in- and outgoing streams. Until recently, size distributions could only be obtained by screening methods, which were neither cost effective, frequent enough, nor timely. Input streams are often composed of large fragments, making screening prohibitive. Optical image processing systems, such as the WipFrag System, have been developed to the point that they are an extremely valuable tool to characterize, control, and fine-tune the comminution process. Although accuracy is less than that of screening, measurements are precise enough to detect relatively small changes in size distributions.
