This paper documents empirical evaluations of geochemical data that was recorded during a seven year pilot scale experiment. The experiment was aimed at assessing the effectiveness of natural soil covers for rehabilitation of coal discard facilities. Ten test cells were constructed using different natural soil cover materials and configurations. Results of the evaluation indicate that, although a pH breakthrough was not recorded for the single layer soil cover cells as was the case with the uncovered cells, single soil covers were not effective in preventing ARD oxidation processes. Multi layered soil covers were found to be able to create anaerobic conditions leading to a reduction in ARD oxidation processes and an improvement in leachate quality.

Minerals have many uses in paint systems. These roles include use as primary and extender pigments, sheen control, film durability enhancement, and rheology control. These and other uses of minerals in paints, and the effects of mineral quality variations on coatings performance are discussed. As coatings performance requirements become more demanding, tighter consistency of important mineral properties, such as particle size distribution and purity, is becoming increasingly vital. Future directions of mineral use to meet projected environmental restrictions and performance demands on coatings, including the use of advanced minerals technologies, are examined.

This paper will address the feasibility of using low-density cellular concrete (LDCC) for an annular fill application where project conditions required pumping the LDCC material for distances of up to 16,000 feet. These conditions occurred during construction of the Kaneohe-Kailua Sewer Tunnel in Oahu, Hawaii, between 2014 and 2018. Located on the island of Oahu, Hawaii, this 13-foot-diameter rock tunnel extends for approximately three miles from the Kaneohe Pre-Treatment Facility to the Kailua Regional Wastewater Treatment Plant. The tunnel was built to convey wastewater and provide temporary storage for peak wet weather flows entering the collection system, thereby reducing the potential for uncontrolled discharges. LDCC was chosen for this project partly due to its environmental benefits, which were essential for an application contiguous to the inland marine and coastal waters of the Pacific Ocean. In order to ensure optimal performance characteristics—compressive strength (with a requirement of 300 psi at 56 days), flowability, and light weight—were achieved, extensive testing of various LDCC products and mix designs was completed. The testing measured the initial set time of the LDCC as well as the compressive strength needed to reduce the quantity of grout lifts required for the project.

All aspects of precious metals processing were featured at a symposium held Oct. 3-6, 2007, at Loews Ventana Canyon Resort in Tucson, AZ. Although billed as "Precious Metals Processing: Advances in Primary and Secondary Operations," the symposium also looked at economic, regulatory and environmental issues affecting the precious metals industry. The symposium was sponsored by SME; The Minerals, Metals & Materials Society (TMS); and the International Precious Metals Institute (IPMI). It included workshops, technical presentations, guest speakers and social activities. Mining industry management, process engineers, equipment manufacturers, consultants, metals marketers, academics and others involved in the precious metals industry attended the conference. Needless to say, with gold nearing $25.721g ($800/oz) and platinum pushing $41.801g ($1,300/oz) at the time of the meeting, the mood among the attendees could not have been more positive. The symposium was privileged to have Father Ernest S. Sweeney, professor of Latin American History at Loyola Marymount University, as a guest speaker. Sweeney, a Jesuit priest, provided a colorful account of the history of mining in Arizona and the surrounding region of North America (Fig. 1). He described the importance of the mining industry and said, "To go down into the bowels of the earth to extract its riches for the benefit of all of us is an awesome task deserving our sincere respect and gratitude." However, he warned the industry that: "The ever increasing de¬mands on the mining community for the protection of the environment calls for endless efforts to maintain ethical standards in a business filled with risk, uncertainty and frustrations." Sweeney noted that the Spanish conquest of the Americas was driven by the three fundamental motives of "God, glory and gold." He noted that gold was the basic, most powerful driving force of the conquest and occupation of the Spanish empire. The first European to explore Arizona was the Franciscan missionary Marcos de Niza. He came to Arizona in 1539 in search of the fabled Seven Golden Cities of Cíbola. Sweeny noted that Spanish explorers were consumed, as Cortes himself described it, "with a burning fever that only gold could cure." Sweeney told the story of some of these early explorers, including Francisco Vázquez de Coronado who "mounted an expedition in pursuit of gold and rich empires to conquer." Coronado passed through Arizona and discovered the Grand Canyon. "Coronado returned to Mexico exhausted, bankrupt and disillusioned, but with a wealth of new knowledge of the borderlands of the Spanish empire," said Sweeney. He then described the colorful history of early gold, silver and copper exploration and mining in Arizona, including the famous tale of the Lost Dutchman's Mine. Mining in Mexico is one of its post traditional activities, whose influence in the development of important cities and communications has been decisive. Precious metals and, to some extent, copper and tin were known and used before the Colonial period, but from the sixteenth century to tie end of the nineteenth century, mining and metallurgical industries were concentrated in the precious metals, mainly silver. This silver was exported to Spain and other countries under the Spanish. Rule, Mexican peso was known world wide since the end of the sixteenth century and Mexico ranked as the first silver producer since the eighteenth century.

The global mining industry is in the process of redefining its activity and purpose in terms of sustainable development. This process is impelling a growing number of companies to engage their stakeholders on environmental and social issues. Nongovernmental organizations (NGOs) have customarily acted as critics of the mining industry's performance. A new relationship between mining companies and NGOs is emerging in the context of sustainable development, ranging from dialogue to joint action. If positive interaction among mining companies and NGOs is to succeed, clear terms of engagement must be articulated, and measurable progress toward achieving both corporate and NW objectives must be demonstrated. The experience of Placer Dome is illustrative of the rewards and challenges of engaging with NGOs.

Halfway through a 17,770-ft long stormwater tunnel, an 11-ft diameter TBM encountered a karst void below the Mississippi River in Missouri, resulting in significant inflow. It was decided that the TBM could not safely advance without external intervention. Low-mobility grout was pumped from the surface. A rescue shaft was constructed and a conventional tunnel with spiling support was mined back to the machine. The TBM was removed and a 14-ft diameter TBM equipped with probing drills was relaunched. Probing from the new TBM encountered one additional karst feature but the machine advanced after grouting and successfully completed the tunnel.

GENERAL INTRODUCTION The object of this paper is to discuss those aspects of open pit mine design which are affected by geotechnical factors. The temptation exists for some practitioners of geotechnical engineering to believe that this relatively new engineering discipline is the ‘be all and end all of mining.’ In the opinion of the authors, this is fallacious but, as our ability to put numbers to the behaviour of rocks and soils improves, it is clear that geotechnical engineering will become an integral and important part of designing and operationg mines success- fully. Open pit mines in the context of this paper also includes open cast mines, where the 'ore" is extracted and the waste material is immediately replaced or ' backfilled in the mined portion of the pit. Open pit mines operating today move from very small tonnages a day to in excess of 400,000 tons per day. Several mines are operating and are being designed to capital expenditure for such projects in some cases exceeds five hundred million dollars and in a few cases will exceed one billion dollars. The size of this investment means that financing will have to be provided from banks or joint partnerships. This financial environment means that planning will be carefully scrutinized by experienced representatives of financial institutions or other mining companies. All too often a project has been put in jeopardy because the personal desire of one or two men to make a project proceed has caused incomplete planning or perhaps in some instances deliberately leading observers 'down the garden path.’ In our opinion the day is rapidly arriving when the quality, logic, practicability and completeness of the planning will make the difference between securing financing or not and, in the cases of existing open pit mines, of the difference between survival and closure.

Increasingly, geotechnical data are being collected for various types of coal development projects. In many cases, a specific design concern is addressed. However, many data collection programs are not intended to immediately support mine design activities or to resolve a specific concern. The following discussion describes some current geotechnical approaches in mine planning, development of reserves, and peripheral activities. Types of Data Collection Programs Geotechnical data collection is increasingly becoming a part of standard coal exploration programs, performed along with stratigraphic evaluations and coal quality tests. The aims of such programs vary. The purpose of the exploration may be to fill out the portfolio on a block of reserves that is to be sold, leased, or held for potential future development. In such a case, a generic suite of geotechnical data are collected. The resulting engineering reports may touch on the more well known mining problems of the area, but detail may be lacking. The geotechnical data are mostly intended to enhance the saleability of the package. Mine design alternatives are generally not addressed.

When the automatic control of a ventilation process is considered, and supervising expert systems need to be designed, an important problem to address is: what will be the optimal set points of the regulators that should meet a certain number of independently formulated requirements, distributed over a ventilation network? The set of these requirements, expressed in terms of air flow quantities or differential pressures in certain airways, need not be consistent. Their number is not limited by the number of available regulators, nor by their nature, i.e. passive or active. Moreover, they may be subject to upper or lower limit values. The method described here addresses this problem and tries to provide a tool that should allow to calculate the set points of all the regulators as a global and optimal solution with respect to this set of distributed requirements. The pure mathematical developments in this paper are kept as short as possible in order to allow more room for the description of a relevant example.

A computer-aided method for optimization of bench blast design in surface mines is presented. The design procedures basically consist of two steps. Firstly, a series of normalized, full- scale bench crater tests must be carried out in the field to find the optimum burden that produces the largest amount of acceptable fragments and other parameters that defines the effective fracture zone. Next, the locations and initiation sequence of blast-holes will be determined in such a way that each hole, at its time of firing, will be responsible for same amount of burden rock and will be in a position favorable to effective fracture of burden rock. A computer software "B.B." which can assist the second step of the design is fully introduced and its application is illustrated by an example.

A clay binding agent has been investigated to enhance flotation recovery of bitumen from Canadian high fines oil sand in the Clark Hot Water Extraction (CHWE) process. Selective adsorption on fine particles and subsequent agglomeration are critical for the success of clay binder enhanced oil sand flotation. A number of flotation tests have been performed at different reagent dosages under different operating conditions such as pulp pH to evaluate the reagent performance. Dissipative Quartz Crystal Microbalance (QCM-D) analyses of clay binder adsorption on quartz were carried out to better understand process mechanisms. It has been found that use of clay binder in flotation resulted in an absolute bitumen recovery increase of 18%, 25%, and 11% for the high-, medium-, and low-grade oil sand samples, respectively. The QCM-D analyses have revealed that the clay binder was strongly adsorbed on the SiO2 surface.

Respirable (PM-10) crystalline silica is regulated by the State of California as a carcinogen. The risk-management of this material by the State exemplifies the inherent problems in the development of regulations based on current risk-assessment practices. The influence of extremely conservative risk-assessment and risk-management can be expressed in economic impacts including the increased cost of production, reduced competition, increased prices, reduced employment and redistribution of income. This paper attempts to contrast theoretical risk- assessment and risk-management with current application using crystalline silica as an example. Based on health information pertaining to silica, the paper examines federal and State of California regulatory and public policy positions. Using current risk factors and empirical data for the Central Valley of California, the projected incidence of lung cancer in humans is examined. While such an analysis would project an extremely high incidence of lung cancer as well as silicosis, not a single case of either lung impairment has been recorded within the study area or throughout the world in the general population. This suggests that sound guidelines for the analysis of scientific information have given way to the assumption that virtually any information representing a substance as a carcinogen is to be considered valid with little or no qualification.

Montana sapphires were first discovered in alluvial deposits in the Helena area in 1865 and subsequently were discovered in other alluvial deposits in southwestern Montana and also in a lamprophyre dike at Yogo in central Montana. From about 1900 until the late 1930?s, when synthetic sapphire began to come into widespread industrial use, Montana sapphire mines produced large quantities mainly for watch bearings with lesser production for the gemstone market. The Yogo deposit is now mined for the gemstone market and two of the alluvial deposits are mined to produce sapphires for the fee-sieving of sapphire-bearing gravel and for the direct sale of gemstones. The generally pale-colored sapphires from the alluvial deposits in southwestern Montana are heated to enhance their colors whereas the generally blue sapphires from the Yogo deposit require no treatment. Markets for sapphires from both the alluvial deposits and the Yogo deposit are strong. In spite of reported historic production in excess of 70 tonnes, mineable resources appear to remain at most major deposits. Also abundant untested lamprophyre dikes in central Montana may host sapphires similar to those at the Yogo deposit.

Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. For the total economy, 2.7% of the entire civilian employed workforce worked at US-affiliate firms that year. Using employment as an indicator, foreign investment has been more prevalent in the minerals industry than in most other industries. About one worker in eight in the minerals sector was employed at a US-affiliate firm in 1985. As coal reserves at shallow depths continue to be exhausted, a number of US coal companies are developing seams previously considered too deep to mine economically. Because of increased cover load, mines operating in deeper seams face unique ground control problems. In addition, the volume of methane gas in coal beds increases with depth, and ventilation requirements are much more stringent for deep mines than for shallower mines. When the longwall mining method is wed at great depths, ventilation, ground control, and operational considerations all influence the design of longwall panels. This paper examines these influences, particularly ventilation and operational considerations, on the feasibility of two-, three-, and four-entry longwall development panels in Jim Walter Resources' four deep mines.

The literature contains several references to the influence of copper solvent extraction reagents on crud formation, but, there is disagreement as to whether the reagent has an influence on crud generation. The results of three pilot plant campaigns, where crud generation was studied as a function of the copper solvent extraction reagent, are reported. These pilot plants were run at operating copper solvent extraction plants using the aqueous solutions being treated by the commercial copper solvent extraction plants. Two of the pilot plant studies showed that the copper solvent extraction reagent had a significant influence on the extent of crud formation while the other pilot plant study indicated the copper solvent extraction reagent had a lesser influence on crud generation.

The question of automation of concentrator operations with computer control is under increasing consideration. Some of the problems involved will be discussed from the viewpoint of the availability of the requisite, detailed knowledge of the unit operations. The justification for full-scale automation of a mill must ultimately be economic--an increase in profitability over and above the cost of instrumentation and development, Potential savings would be in three probable directions: decrease in operating labor costs by substitution of machine control; improved metallurgy through continuous effective control; and decreased operating costs by achieving higher unit capacities and process efficiencies.

A hydrothermal bentonite located in the high Sierras in Nevada is being mined and processed to produce a natural dietary supplement. The minerals present are smectite, gypsum, jarosite, quartz, feldspar, kaolinite, goethite, hematite and zeolite. The clay material was analyzed for respirable crystalline silica, asbestiform minerals, heavy metals and dioxin. No asbestiform minerals are present and the crystalline silica, heavy metals and dioxin are all less than the maximums set by Federal and State agencies. The clay material was analyzed chemically for all major, minor, trace and rare earth elements. The geology, applications and analyses will be discussed in the paper.

The benefit of gravity separation in improving total gold recovery in grinding circuits has been outlined in a significant number of papers to date. However, the use of batch centrifugal concentrators (BCC) as an industry standard to extract gold has limited the potential for maximizing gravity recoveries -particularly in coarse gold deposits. This is a reflection of the high upgrade ratios obtained by BCC's which has an inverse relationship with recoveries. Survey work in Australia has indicated that installation of the InLine Pressure Jig as an alternative to the Bee will significantly increase recoveries of gold by gravity and, accordingly, increase total gold recoveries and lower operating costs.
