Introduction In 1986, the US economy passed the $4 trillion mark. However, the value of domestically processed materials of mineral origin fell slightly to $240 billion. The value of metals produced from US ores was unchanged at $5.6 billion, as was recycled scrap at $4 billion, while the value of industrial minerals rose slightly to $17.9 billion. Consumer demand strongly affects mining and the US economy is relatively saturated with longlived products. Moreover, in recent years there has been a steady increase in consumer, mortgage, and federal debt, inhibiting new purchases of goods. Motor vehicles and housing are major traditional markets for mineral materials. However, the 242 million US citizens already possess 170 million licensed motor vehicles and 92 million dwelling units. In 1986, domestic motor vehicle production fell 3%, to 11.3 million units, while new housing starts rose slightly to 1.8 million units. Nearly all mineral commodities move relatively freely in world trade. As detailed in Figs. 1 and 2, in the last three decades world production of major mineral materials has greatly increased. At present, substantial excess productive capacity exists not only in the US but also in many other countries. Consequently, the US mineral industry is encountering increasing competition from other sources, along with increasing competition from newer, engineered materials. For example, US production of plas¬tics has risen from 900 kt (1 million st) in 1950 to 22.7 Mt (25 million st) in 1986 - on a volume basis significantly greater than steel. Plastics, too, are mineral-based materials, some 7% of petrochemicals going to their manufacture. 1986 saw increased calls for protection. But President Reagan, in his 1987 State of the Union Message and Economic Report to the Congress, reaffirmed adherence to a policy of free and fair trade. However, he stressed the need for increased efforts to open foreign markets to US exports and to increase competitiveness of US industry US imports of mineral-based minerals in 1986 were valued at $40 billion and exports at $24 billion. Strategic minerals As detailed in Fig. 3, imports supplied a significant proportion of total US consumption of several important materials, including many classified as "strategic and critical." There were no changes in stockpile policy during the year. Congress debated the President's 1985 proposals to reduce stocks of World War II-type materials and to focus more on high technology materials needed for the cutting edge of future military material. But no final action resulted. However, Congressional concern about apartheid in South Africa did result in increasing pressure to limit imports of South African minerals. Meanwhile, the National Critical Materials Council in the Executive Office of the President intensified its efforts to be better able to advise the President. In order to investigate production decline in Tarkwa Goldfields Ltd., located in a tropical rain forest, amongst other areas, a health survey was conducted with the aim to see 1. The health status of the workers. 2. Which parameters carry the most information about the health situation and which of them can be applied easily during screening programmes. 3. What steps could be taken to improve the situation. In all 249 workers were investigated. A non-invasive method involving taking of body weight and arterial blood pressure was used. All subjects were required to answer a questionaire. Emphasis was placed on the history of malaria and diarrhoea within the last six months. Both management and workers co-operated fully. Another set of 110 workers from a neighbouring tyre factory were also investigated for control. Among the underground workers, the percentage body weight loss during a shift increased with decreasing body weight. Dehydration levels could be as much as 4 to 5% of body weight. This could be attributed to the fact that workers took insufficient or no water during the shift. The health status of the mine workers was generally poor and in our opinion malnutrition combined with malaria severely threatens the health and well-being of the workers. Hypertension is also a problem. An improvement in production is intimately linked with the well-being of the workers.

What decision making tools and methods are available to a project owner when there is no clear differentiator between construction alternatives? A team led by a joint venture of Parsons Brinckerhoff and PGH Wong Engineering (PB/Wong) has been providing preliminary engineering services to the San Francisco Municipal Transportation Agency (SFMTA). The SFMTA and PB/Wong team developed several alternative construction methods for the tunnels and stations of the San Francisco Central Subway Project, none of which could be judged clearly better than another using traditional approaches and metrics. The team employed a risk assessment and analysis frame-works as a means of comparative analysis, drawing upon the knowledge of industry experts in the geotechnical, tunneling and construction fields to assist in the effort. This paper presents the approach and results of a cost and schedule risk analysis for two such analyses designed to answer two different questions regarding the advisability of different construction approaches. These assessments paved the way for key decision making in the preliminary engineering phase of the project and formed the foundation for continuing risk management efforts on the project. The focus of this paper is primarily the first two stages of risk management?identification and assessment?and some of the organizational dynamic issues that arise in such efforts.

The three-dimensional (3D) fractal dimension is an important parameter to analyze the 3D structure and flocculation effect of the hematite flocs. In this work, the 3D fractal dimension of hematite flocs was predicted by establishing the particle swarm optimization (PSO) algorithm optimized with the back propagation (BP) neural network (PSO-BP). The proposed model considers four factors, namely, the flocculant quantity, flocculation time, stirring speed, and temperature, as the input parameters. We normalize the input data during the preprocessing stage. The BP neural network was optimized by using the PSO algorithm for realizing the 3D fractal dimension. The prediction accuracy and effectiveness of the model were evaluated. The experimental results showed that the predictions performed by the proposed PSO-BP neural network were better than that of BP neural network. In addition, the root mean square error (RMSE), mean squared relative error (MSRE), mean absolute error (MAE), and mean absolute relative error (MARE) of the proposed model are lower, compared with the errors of the BP network. Similarly, the measurement coefficient R2 of the proposed model is higher, compared with the BP network. The maximum absolute error of the model is 0.0772, the maximum relative error is 0.02405, and the regression coefficient r is 0.98592. These results showed that the proposed model has a good performance and high prediction accuracy. When verifying the practicability and the effectiveness of the proposed PSO-BP model, the prediction results of 10 groups of hematite flocculation experimental data under different conditions showed that the prediction value of the proposed PSO-BP model was closer to the ground truth as compared to the BP model. Therefore, the proposed model is suitable for predicting the 3D fractal dimension of hematite flocculation.

Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. Dorreh barite mine located in the central part of Iran is one of the largest barite mines, in the country. The mine is subdivided into three blocks, which are called block 1,2,3 according the barite quality. In the central part of each block, a heavily concentrated grid of exploratory drill holes have been drilled and the reserves of area was calculated based on these holes, some years ago. It was decided to compute the reserve of the area by geostatistical methods, in the form of an M.Sc. project. In order to study the area, three regionalized variables including density, thickness and density-thickness (accumulation) was studied and the spherical variograms were fitted to these variables. These models were evaluated by cross-validation method. The optimized block size was chosen in order to compute the reserves by kriging method. The reserves of explored parts of each block of mine was calculated and the results were extended to the whole area of the blocks. The reserve of the explored parts and the total reserve of the area were calculated to be 96,000t and 1,670,000t respectively.

Detection and assessment of severe geological anomalies ahead of a longwall face greatly benefits the mining operation. Electromagnetic-based Radio Imaging Method (RIM) is one of the most promising geophysical methods for this task. Based on two decades of development, the latest RIM instrumentation (RIM-IV) has expanded its operational range up to 1,800ft.A site demonstration of the RIM-IV technology was recently conducted within a longwall panel. An extensive ground truth study was performed to evaluate the accuracy of the RIM survey results. This study compared the generated RIM tomograms of attenuation rate with the mapped geological anomalies. Three different approaches have been employed to examine the accuracy of the RIM results and to correlate the measured signal attenuation rates with physical properties of the coal seam. The study shows that the RIM-IV technology is able to identify and delineate those geological features that would severely affect the longwall mining operation.

Thirty years ago it was possible to locate a quarry site for crushed rock for concrete aggregate by finding the nearest solid rock bluff accessible by road, But times have changed and the location of a quarry site to furnish crushed rock for concrete aggregate now has become rather complicated, Although both sand and gravel can be used for aggregate, this discussion will be confined to crushed rock in the regions around a metropolitan area. Let us assume that a consultant has been retained to advise on the desirability, and the possibility, of opening a new quarry within a given area. The problems are geological and ecological. Since the geological problems are simpler, they will be discussed first. Generally, the first step is to make a market study of competitive aggregate sources within the projected area. Assuming that the quality of aggregate to be sold by competitors as well as their mining costs will, within narrow limits, be the same, the problem becomes essentially a study of haulage costs from established quarries into the projected new area. Since haulage cannot be effected along straight lines and since each quarry operator may have different unit haulage costs, a map showing lines of increasing cost intersecting points on roads available for truck haulage radiating from competitive quarries can be rather complicated. "In his 1989 book, The New Realities, Peter F. Drucker, Clark Professor of Social Science at Claremont Graduate School, Claremont, CA, stated: “Information is data endowed with relevance and purpose. Converting data into information thus requires knowledge. And knowledge, by definition, is specialized” (p. 209).The discipline of mineral valuation is knowledge-based and requires a mineral valuer to collect, analyze and interpret data that are material to a mineral-valuation assignment. In so doing, the valuer turns the data into information (data come first, followed by information as determined by the mineral valuer) for use by the client (from whom the valuer obtained the mineral-valuation assignment) and other intended users. The valuer uses his or her experience and education (each valuer’s knowledge base) supported by a foundation built upon competency, materiality and transparency, the three pillars of mineral valuation (minerals valuation, mineral-property valuation).The International Mineral Valuation Standards Template (IMVAL Template), third edition dated May 2018, defines mineral valuation as: “The estimation of the value of a mineral property in money or monetary equivalent. The word ‘valuation’ can be used to refer to the estimated value (the valuation conclusion) or to refer to the preparation of the estimated value (the act of valuing)” (p. 14).Furthermore, the IMVAL Template clearly separates valuation from evaluation: “The template deals with valuation, which is distinct from evaluation. The distinction inherent in these defined terms is that valuation addresses the estimation of value of a mineral property, whereas evaluation addresses the broader assessment of a mineral property for an investment decision (p. 2).”This is an important difference because the minerals industry commonly makes investment decisions using feasibility studies to evaluate a proposed mineral development and production project. The purpose of such investment-decision analysis is distinctly different from valuation of a mineral property, no matter where that property lies upon the mineral explorationdevelopment- production-reclamation timeline (Fig. 1). Valuation involves terms such as market value, just compensation, fair value, etc., whereas investment-decision analysis is concerned with the economic viability of a given proposed project. Although feasibility analysis and market valuation can both use discounted cash flow (DCF) analysis as a tool, the formulation of the DCFs and their interpretation are different."

In the past decade Australia has seen the development, construction and commissioning of three complex processing plants for the treatment of lateritic nickel ores. These have all been based on high pressure acid leaching (HPAL) for extraction of nickel and cobalt into solution, followed by solid liquid separation in a CCD circuit. However, flowsheets for separation and purification of the nickel and cobalt diverge markedly. The existing plants have been commissioned with varying degrees of success, with a variety of problems ranging from materials of construction to inadequate design. While the process problems are not insurmountable, there is much room for improvement. Currently there are several new HPAL plants at the feasibility or financing stage. All of these have adopted one of the existing flowsheets. Most of the enhancements have focused on increasing autoclave size. It is now time to assess the success and failures of the three existing plants and incorporate this experience in a design for productivity, efficiency and reliability. Towards this end, this paper discusses aspects of flowsheet optimization, materials of construction and engineering design.

Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

INTRODUCTION South Coast Water District (SCWD) operates the Beach Interceptor Sewer Tunnel(BIST) in South Laguna, Orange County, California between Monarch Beach and Aliso Beach (Figure 1). The 10,200-foot long BIST houses a 24-inch gravity Techite sewer pipeline critical to the SCWD Sanitary Sewer Collection System. The original tunnel and sewer pipeline were constructed in 1954 and the sewer line was replaced in 1974.Periodic inspections by sewer pipeline maintenance crews documented deterioration of specific intervals of the tunnel. Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline and a 731-foot section of tunnel located at Thousand Steps Beach was determined to be in immediate need of repairs. SCWD and consultants Hatch Mott MacDonald (HMM) and Tetra Tec prepared a Work Plan for emergency tunnel stabilization and pipe protection measures that was implemented in January 2007. Normal access to the beach and the section of tunnel requiring repairs was limited to public stairs referred to as Thousand Steps and, therefore, all materials and equipment needed for the work were transported to the beach by ocean-going landing craft. Additionally, the emergency repairs had to be completed without taking the pipeline out of service. Numerous environmental, logistical and operational requirements had to be overcome to complete the challenging emergency repairs. GEOLOGICAL SETTING The Laguna Beach area is located in the Peninsular Ranges of Southern California. The project area is located on the southwest flank of Niguel Hill along marine wave-cut cliffs and slopes. The tunnel was excavated in the San Onofre Formation, a marine deposit, characterized by abrupt lateral and vertical changes in lithologies that vary from boulder to cobble and gravel size breccias to medium coarse sandstones with gravel, sandy claystone and siltstone. The interval of the tunnel that required repairs is located within the San Onofre breccia, a moderately-to-well cemented, poorly bedded to massive unit with angular to subangular boulder and cobble sized clasts of schist. The sandy silt matrix of the breccia is composed of quartz, feldspar and schist grains (Figure 2). GENERAL TUNNEL DESCRIPTION The approximately 6-feet high by 6-feet wide 10,200-foot-long BIST was hand mined in 1954 at the base of the coastal cliffs. Primary access is through twenty-one access adits from public and private beaches. The tunnel is located in an easement that extends beneath private property with residential structures situated 50 to 80 feet above and horizontally in close proximity to the tunnel alignment. In India, despite its natural abundance, demand for coal exceeds its countrywide supply due to failure to achieve high production targets, especially in opencast mines, which are responsible for 94.98 percent of total raw coal production in the country. Employment of technological solutions, such as surface miners, is key to achieving higher coal production and productivity in an environmentally friendly manner, especially in populated areas adjacent to the mining zone. This technology eliminates blast hole drilling, blasting and primary crushing units, thus reducing related environmental hazards like ground vibration and fly rocks.

A special type of shotcrete is used to improve the performance of open-type TBM in difficult situations. The Hakamagoshi and Johana tunnels are expressway evacuation tunnels of 3.2 km and 5.1 km in length, respectively (total 9.1 km) that were excavated by one open-type TBM. The geological conditions at the sites were estimated to be good before excavation. However, 95% of the rock turned out to be two ranking orders worse than the estimated classes. Therefore, we used a special shotcrete for bad rock conditions, and succeeded in excavating the tunnel at an average rate of 270 m/month.

When a fan or blower breaks down or becomes worn, customers have two choices. They can replace it or they can have it repaired. In the past, replacement was the preferred option, especially when the equipment was severely damaged or worn. Now, however, customers are discovering the benefits of repairing or rebuilding. Even when the cost of repair is more than 60 percent of the cost of a new fan, customers are choosing the repair option. The cost savings can range from 20 percent to 80 percent. In many cases, the quality of the repaired part or component will exceed the quality of the original. This is because repair engineers have an advantage over the original designers. They can see how the existing fan performed — or failed to perform — in a specific application.

Mountaintop removal (MTR) mining started in West Virginia nearly 30 years ago. This surface mining method can extract multiple coal seams as thin as a few inches in whole and minimum rock dilution in very steep mountainous terrain. MTR is highly efficient, even if coal seams are in close proximity and small in a real extent. Consequently, MTR has been widely used in the Central Appalachian coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impact on the surrounding area. During the past two years, however, the debate over MTR mining has grown quickly and has become very intense. This article describes chronologically issues raised by various parties, legal actions, impacts on mining permit applications and research projects developed to address the issues.

Monitoring slope displacement in open-pit mines can help predict collapses and prevent serious damage, injuries, and fatalities. Early detection of movement may indicate the need to modify slope geometry, initiate dewatering if the slope is wet, or consider artificial support measures such as cable bolting. Slope monitoring at the Berkeley pit was carried out with varying degrees of intensity and continuity for about 15 years. Some of the old mine records are still intact and accessible. Slope monitoring data can therefore be collected and published for the benefit of other mine operators. Because prediction of slope failures is empirical in nature, publication of several well documented case studies will be a valuable contribution to the industry. Background - Berkeley pit Open-pit mining of copper from the Berkeley pit, located on the east side of Butte, MT, began in 1955 and ceased in 1982. During that time, about 1 Gt (1.2 billion st) of material were removed to form a pit about 1.8 km wide by 2.1 km long (6000 ft by 7000 ft) at the rim, and 550 m (1800 ft) deep as measured from the high hill on the northwest side. From the south side, the pit only measures 365 m (1200 ft) deep. The Berkeley pit was first owned and operated by Anaconda Minerals Co., and subsequently by Arco. Following its closure in April 1982, the mine began to fill with water. Washington Construction purchased the property in 1986, and Montana Resources Inc. began mining to the east of the Berkeley pit in July 1986. Numerous instances of slope failure were recorded during the course of mining and several intensive geotechnical investigations were conducted in an effort to optimize the mine design. One of the last and most comprehensive studies was initiated in 1977. For purposes of geotechnical analysis, the mine was divided into nine design sectors on the basis of geologic conditions, geographic orientation, and economic importance (Fig. 1). Only two of these sectors - the concentrator and the southeast corner - are considered here. Material properties were obtained from several studies of samples collected from the mine and adjacent areas. Long-Term Open Pit Scheduler or L-TOPS is a new software package for evaluating, planning, and design of open pit mines. L-TOPS transforms geological, economic, and technical information about a mineral deposit into a detailed mining schedule that maximizes economic efficiency without neglecting the practical requirements of mining operations. L-TOPS has been customized for integration with Placer Dome Inc.'s existing in-house resource/reserve optimization software to function as a primary tool for property acquisition studies and for the designing of mines for feasibility studies. This pa-per presents an overview of L-TOPS and reports on its application to Placer Pacific's (Placer Dome's Australian affiliate) Mt. Rawdon project.

The Mining Division of Utah Power and Light Company is located in the coal fields of southeastern Utah -main office in Huntington, Utah. The Division will produce 6.5 million tons of low sulfur steam coal in 1988, making UP&L the largest underground mining operation west of the Mississippi. Coal is mined from three underground mines utilizing continuous miner and longwall mining methods. All coal produced by the Mining Division is utilized at UP&L's two largest steam-electric power plants, the Hunter and Huntington plants with a combined capability of 1,995,000 Kw. At UP&L we believe that to achieve success a company must have clearly defined goals which are understood, communicated and shared at each level of operation. We have also found from experience that a safe operation is generally an efficient and productive operation. As a Division, we have established a goal to achieve the safest, most efficient operation in the country. This is an ambitious goal. To achieve such a goal requires real commitment and a safety/training program capable of achieving needed results. The following is an overview of the program we have established at UP&L which has enabled us to reduce our accident frequency rate from over 40 in 1980 to 8.00 at present, as illustrated in Figure 1.

The area from Ohio on the east, Tennessee on the south, and Minnesota on the west: contains some very unique and useful clay deposits. Included are fireclays and plastic clays in Ohio, Kentucky, Indiana, Illinois, and Missouri; flint clays in Kentucky and Missouri; ball clays in Kentuckv and Tennessee; adsorbent clays (fuller's earth) in Missouri, southern Illinois, and Tennessee; and alluvial clays and shales for structural clay products from every state. Unique kaolin clays are known in Minnesota, Missouri, and southern Illinois and halloy-site localities are known in southern Indiana. The geology, physical properties, and uses or potential uses of these midwestern clays are described.
