Recent experiences within certain sectors of the international mining industry suggest an underestimation of the environmental risk associated with the design of mine waste management facilities. These experiences show that the technical and managerial challenge of responsible mine waste management is not always fully appreciated. Unfortunately, the image of the mining industry's environmental performance is negatively impacted by a relatively few number of failures. This negative view overrides the many positive contributions made by the majority of mining companies. The fact that these failures continue to occur to this day in both developed and developing countries is indeed remarkable, and indicates a degree of risk-taking approaching unacceptable levels. The design requirements for tailing storage facilities are, in many cases, more demanding than those of conventional water dams, because seepage of fluids which contain dissolved metals may pose a greater threat than the mere loss of water.

In the late 1980s and into the 1990s, the Mountain Pass Mine in California produced about 40 percent of the world?s rare earth elements. At the height of this production, the facility produced up to 54 L/s (850 gpm) of saltwater that was piped to offshore holding ponds where the water was evaporated. In 1998, following a series of waste water pipeline breaches, separations activities were suspended, reducing the Mountain Pass site to just the openpit mine and mill. The environmental concerns were addressed and the affected areas have since been remediated. However, in the years following the breaches, 97 percent of the world?s production of rare earth elements moved to China. By 2011, Molycorp, and the Mountain Pass Mine, had rebounded from the difficult times and were once again in a position to become a significant player in the rare earth industry.

Screening during the production of high-grade lump ore for blast furnace burden, particularly from recently developed ore deposits in Australia, South America, and Africa, has resulted in large tonnages of fine iron ore. Certain owners have decided to stockpile these fines until some later date; however, others have either sold these fines "as is" for agglomeration at the steel plant or have established their own pelletizing plants to produce a premium quality agglomerate. Normally these fines consist of the higher oxides of iron and the hydrated oxides. Unfortunately, grinding these types of materials in a wet process produces a slurry that is difficult to filter to obtain the requisite moisture level for the subsequent balling and indurating operations. The purpose of this paper is to review recent developments in fine dry grinding of iron ore and to discuss the various design and operating parameters involved. Although dry grinding of raw feed and clinker has been practiced in the cement industry for many decades, its significant application to the iron ore industry has taken place within the past ten years. Even though the basic concept of dry grinding has been borrowed from the cement industry, the successful application to iron ore grinding has not taken place without some difficulties. Consequently, the application to iron ore has required the solution of several unique design and operating problems.

Laboratory testing was completed to determine the effectiveness of a fiberglass cable bolt (FCB) as a cuttable rock support for a continuous, hard-rock mining method. The FCB consists of four Polystal tendons combined in a node/antinode fashion, with polyvinyl chloride (PVC) spacers forming the anti-nodes. The largest ultimate pull-out load achieved by the FCB was 22 t (48,400 lb) at 89% of the tendons' theoretical pullout load. This premature tendon failure is accredited to: • differential stresses within the tendons and • differential tendon displacement. An increase in pull-out resistance for a given embedment length is due to: • increased bond area, • reduced interfacial shear and • "wedge" effect. The critical embedment length was found to be 40% less than for conventional steel cable bolts (SCB) at a 127-mm (5-in.) node spacing. An FCB can have up to a 92% increase in load-carrying capacity over a conventional SCB at equal embedment lengths. The load carrying capacity is equivalent to SCB at a 960-mm (37.8-in.) embedment length. Though the FCB is 7.5% more expensive than the conventional SCB (installed), this cost may be offset by increased performance. FCBs are a potentially viable support alternative for continuous hard-rock mining.

What happens when the skull and crossbones goes on a product? In the case of cancer warnings, the consequences can be severe. If the label contains the term "lung carcinogen", you might expect to compensate a lot of smokers, meet a lot of expensive lawyers, be counseled by equally expensive consultants and pay sharply elevated insurance premiums, if you are able to obtain coverage at all. At the extreme, you may face plant shutdowns, job losses or even Chapter 11 bankruptcy. Regardless of how you fare, you are likely to learn some very disconcerting things about the risk evaluation and regulatory system which required you to label in the first place. If a particular material or product does pose a health risk, you are obliged both legally and morally to warn those potentially exposed. Once that warning appears on the label, however, the consequences are often beyond your control. You and your embattled product become part of a legal/regulatory system which has a life of its own. Therefore, the issue of health labeling is not so much whether one warns but rather whether the warning itself is justified and the reasonableness of what happens afterwards. It is this matter of justification and reasonableness, particularly of cancer warnings, which this paper addresses. Until, as they say, your ox has been gored, we tend to believe that risk is determined by the best available technology and expertise We expect that risk evaluators appreciate the ramifications of their work and place things in proper perspective; that risk has been appropriately demonstrated before it is publicized and regulated; that the time-honored concept of prudence, to err on the side of safety, has not been excessively stretched. Lynn lake, Manitoha, where Sherritt has operated a copper-nickel mine since 1954, is located north of the 56th parallel approximately SOO miles north of Winnipeg. Sherritt's new, 3,000 tpd, copper-zinc Fox Mine is situated 30 miles southwest of Lynn lake. This paper focuses on the Fox Mine concentrator, hut first some background information. Sherritt Gordon Mines Limited started mining operations as a copper-zinc producer in 1931 at Sherridon, Manitoba, 150 miles south of Lynn Lake. As Sherridon fizzled out development of a series of nickel-copper orebodies commenced at Lynn Lake. The Forward process was developed to treat the nickel concentrate from the Lynn concentrator. Sherritt's ammonia leaching process is now history and is expected to gain more prominence as pressure is applied to the mining industry for closer environmental control. But few are aware of the fact that the present Lynn Lake crushing plant and concentrator were dismantled in the autumn of 1951 and freighted from Sherridon by tractor train during the winters of 1952 and 1953. The copper-zinc orehody at Fox Mine was discovered early in 1961 by geophysical methods which included both airborne and ground surveys. It is part of a ,large body of massive and semi-massive sulphides consisting chiefly of pyrite; with chalcopyrite, sphalerite (containing 7-9% iron) and pyrrhotite in varying proportions which occur within a series of volcanic and sedimentary rocks. The total mineralized zone is a lenticular body with a minimum average length and width of 1,350 feet and 66 feet respectively, to the explored depth of 2,000 feet. The average sulphide content is 67%. Higher zinc zones are masses of pyrite grains cemented by sphalerite with lower than average copper content. Zones higher in copper and lower in zinc are slightly more quartzose. Gold and silver are present in small amounts roughly proportional to the copper content.

Productivity from large walking draglines is primarily dependent on operator skills. This machine may be in operation three shifts a day, 364 days a year, and its output is directly related to coal uncovered and mine profitability. Dragline operators must have highly developed manual skills and be knowledgeable in mine planning and working strategies. When using equipment costing more than $25 million, some formal training is usually required before an operator is allowed to assume complete con¬trol; however, dragline operators rarely receive any structured training before operating these giant excavators. A form of apprenticeship is usually followed where an operator candidate progresses from a groundsman to an oiler position. As an oiler, he is permitted to operate the dragline for short periods under supervision. After apprenticeship, the operator is considered sufficiently prepared to operate the largest, most powerful machine at the mine. The apprenticeship training method has obviously provided the surface mining industry with skilled dragline operators; however, conditions are arising that require a realistic and effective training tool that can be accessed by mining companies. New mines -either planned, under construction, or recently opened in the West-do not have access to a pool of experienced operators and oilers as do Midwest mines. As coal mining activities increase in both the West and Midwest, demand for trained dragline operators could be required in a short amount of time. Also, the more productive techniques along with sound basics of strip mining are sometimes lost in the informal "OJT" training method. Modern draglines are the pacemakers of the strip mine, and are simply too expensive to be used as a training device where lost productivity and susceptibility to damage can directly affect mine output. The Dragline Training System is a logical first step in formally educating or retraining operators. The program, started by the US Bureau of Mines and continued by McDonnell Douglas Electronics Co. under contract with the US Department of Energy, was installed and evaluated at DOE's Carbondale Mining Technology Center in Carterville, IL, last year. It is now being operated by Southern Illinois University at Carbondale. System Description The Dragline Training System addresses specific environments and work practices encountered during an actual mining operation at a midwestern US surface mine. This area was chosen because of its high number of strip mines using large walking draglines. Most draglines in the region are Bucyrus-Erie 1370, 1450, and 2570 models, so the dragline trainer was patterned after the company's 1370 machine. Operating and emergency controls are sufficiently standardized for most large walking draglines, and peculiar dynamics and responses from any specific dragline can be programmed into the computer system. The computer simply prompts the user to select the manufacturer and any peculiar response or rate changes needed. A 46-m3 (60-cu yd) bucket is simulated, but for closer simulation, various bucket configurations can be provided. Dragline Trainer The dragline trainer uses the TV-model simulation technique. A scaled model of the dragline is positioned in a model mine. A television camera is positioned at the operator's theoretical eyepoint, and the view captured is projected into a large screen in full scale. The screen is positioned in front of the operator seated in a full-size cab at Bucyrus-Erie controls. By manipulating the controls, the trainee can operate the model dragline and observe its reaction in the television display. In addition to housing dragline controls and consoles, the wooden, oversized cab contains the digital computer, terminal, video recorder and monitor, power switch box, air conditioner, and has enough room for the instructor and five student observers. The 50:1 scaled dragline model contains servo-controlled functions for hoist, drag, swing, delta swing, and longitudinal and lateral position. The delta swing provides bucket lag during swing and a realistic pendulum action when the swing is terminated. The over-responsive second order servo system is designed to provide hoist, drag, and swing rates exceeding present draglines. In all cases, position servos are used for better control and sta¬bility. The normal rate operation of an actual dragline is computed for the specific machine and presented to the servo amplifiers as iterative position commands increasing or decreasing

The MSHA prescribed method for the determination of quartz in airborne respirable-dust samples from underground coal mines is the P-7 method, a combination of low-temperature, radio-frequency ashing (LTA) and infrared analysis (IR). There is no prescribed procedure for quartz analysis in bulk samples of coal and host rock. Dispersive infrared (IR), Fourier-transform infrared (FTIR) and X-ray diffraction (XRD) methods are most commonly used for the analysis of quartz in powders. Several aspects of the experimental procedures, such as the preparation of the analysis sample from bulk samples, ashing techniques, scanning procedures, peak measurement location, calibration techniques, sample amounts, size consist and data interpretation, affect the results from each of the methods differently. Significant differences in analytical results obtained from X-ray diffraction (XRD) and infrared spectroscopy (IR) on the same samples are reported. All studies point to the need for reliable quartz analysis methods. In a recent research program, a procedure for preparing bulk-coal and host-rock samples for quantitative quartz analysis was developed. Further, the results from X-ray diffractometry and infrared spectroscopy for quartz content on identical samples were compared. Calibrations with pure and mixed standards were used to assess the influence of particle-size distribution, matrix and calibration on the analytical results. In this paper, several issues concerning the measurement of quartz in the samples of coal, host-rock and airborne respirable dust from mines are outlined and quantified.

The New York Trap Rock Corporation has four plants located along the Hudson River, all within 70 miles of New York City. The company produces crushed stone for use as construction aggregate, with a total annual production amounting to 6 million tons. The crushed stone is moved to markets in metropolitan New York, New Jersey and Long island areas by water transportation. There are daily deliveries of approximately 35 scowloads to the market area. Its customers are contractors with ready-mixed concrete and asphalt plants located on the water, where the aggregate is unloaded for its ultimate use. For a number of years capital equipment was replaced only when the current operating machinery was no longer serviceable, or when' a need was apparent for a different type of equipment. There was no particular regard for efficiency or for operating and maintenance costs. Such lack of system often resulted in the emergency purchase of equipment which was later found to be unsuitable for the job. A few years ago it became apparent that a systematic procedure was necessary. After evaluation of several systems, an individualized plan was evolved from the basic pattern developed by the Machinery and Allied Products Institute. The system adopted by New York Trap Rock has proved wholly satisfactory.

Each year more than 400 coal miners are injured (fatally and nonfatally) by rock falling from between or around roof supports. Many of these injuries can be prevented by the installation of roof screen. However, many coal mines are reluctant to use roof screen because of the added cost. The goal of this study was to determine the potential savings in workers' compensation (W C) premiums that can be achieved due to a reduction in rock fall injuries after roof screening. The WC rate-setting methods utilized by Illinois and Kentucky were investigated in this study. Using data obtained from the Mine Safety and Health Administration, national and state WC bodies and individual insurance companies (e.g., average cost per injury, loss cost rate, number of injuries per year, number of injuries preventable each year with roof screening), baseline mines (representing two mine sizes: 67 and 150 employees) were constructed with realistic ranges for estimates of injuries and WC premium costs. Using each state's actual WC rate-setting formulas, a sensitivity analysis was conducted to determine the total savings in WC costs after a three-year period. Annual savings in WC premiums ranged from $41,000 to $326,000 for the 67-person mine, and $96,000 to $843,000 for the 150-person mine. An economic analysis of the cost of a roof screening program at a 67-person mine was also conducted. The annual cost of a roof screening program here was estimated at $240,000. At this mine, the reduction in WC premiums alone could pay for the entire screening program.

Many in mining believe that the industry is slipping behind in public image, in public mineral education and, particularly, in mining's basic right to do business. It is critical to turn things around - to change the rules of the game soon - before mining loses any chance of recovery. In the industry's experience, there is a technique of project development and operation that can help gain ground on public opinion. Only recently has this technique had a name, and that is sustainable development. What is sustainable development? Sustainable development is broadly accepted and supported by the international business community. And significant thought and work has been devoted to the subject. Research into the topic was initially confusing because the definitions of sustainable development are written in terms the writer, and his or her constituency understands. To some, it refers to environmental protection. To others, it is about social responsibility. And to the developer, it is about economic benefit. Slowly a theme emerged from the research that seemed to be part of all the definitions. That theme has three parts. First, the development, whatever or wherever it is, must contribute economic value to the developer and the stakeholders of the development. Stakeholders in this context include employees, neighbors, residents of the surrounding area, citizens of the country, suppliers and all others affected by the development. Next, sustainable development must contribute environmental value. This means that at a very minimum it must be neutral and not cause irreparable damage. And last, and what is new for miners and most other businessmen, it must contribute real social value to the stakeholders. How to use the concept? With that three-part theme as a working definition, the mining industry must find ways to use that “the challenge is for an individual company to translate what sustainable development means for them. There is no one model..." Donald W. Gentry is president and chief executive officer of Polymet Mining and former professor emeritus of mining engineering at Colorado School of Mines. He added: "While simple to state, the concept is anything but simple to implement. Present trends indicate ... one wins the sustainable development argument by staking out the high ground early..." In other words, start using sustainable development principles at the beginning of the project. New ways of doing business The mining industry's challenge is to implement sus¬tainable development universally around the world. Paternalism as a way of doing business is dead and a new model of doing business is emerging. All types of businesses are learning to deal with the stakeholders of new developments. Mining cannot be an exception to these trends. To understand how the international mining business came to sustainable development, it is useful to look back a few years. For many North American mining engineers, there were few opportunities for foreign assignments from the 1960s to the 1980s. American companies had been asked to leave many of the Latin American countries. Africa was going through a continent-wide upheaval. The Soviet Union and China had Eastern Eu-

National Steel Pellet Company (NSPC) conducted pilot scale testing and computer simulation studies which indicates that the capacity of the secondary grinding mill could be increased and that concentrate grade improvement could be expected with improved classification in the grinding circuit. Based on these studies, a decision was made to modify one secondary ball mill line at NSPC to include both cyclone and screen classification with magnetic separation applied to the circulating load. This paper will briefly discuss the studies leading to the decision to modify the circuit, the design of the modified circuit and the initial start-up and operating experience.

A major contribution to the art of blasting was made at the Cleveland- Cliffs Iron Company?s Hawkins Mine in Cashwauk, Minnesota during April of 1956. It was here that the first experiments with fertilizer grade ammonium nitrate were conducted-experiments which led to the development of the ammonium nitrate and fuel oil method of blasting which has been eagerly adopted by open pit and quarry operators throughout the United States. While this new blasting agent was a more or less natural outgrowth of the Akremite Process devised by Maumee Colleries of Terre Haute, Indiana; no one, to our knowledge, had used this particular combination of ingredients prior to this time. Certainly this was a "break-through" as far as the Lake Superior District was concerned. Akremite consists of a mechanical mixture of grained ammonium nitrate and a solid carbonaceous material packed in a plastic bag. At the time of its introduction to the Mesaba Range, Akremite sold for 10.5 cents a pound as compared to the 18 cent powder previously used in both wet and dry large hole blasting. The discovery of this agent was indeed a remarkable achievement, one that afforded a substantial reduction in blasting costs. However, Akremite proved to be only an intermediate step in the evolution of our present low cost explosives. Cleveland-Cliffs utilized prilled ammonium nitrate and fuel oil and then eliminated the mixing and packaging plant entirely by combining the two raw materials in the field at the drill hole collar or in the hole itself. Thus we have approached the ultimate in simplicity, for the blaster and his helper now manufacture their own explosives not only as they are needed but where they are needed, and at a cost of under 4 cents a pound. This two-man crew may charge and explode as much as 8 tons of ammonium nitrate in an eight-hour shift and in so doing break some 65,000 tons of ore.

The decision to accelerate development of Stillwater Mining's East Boulder Mine was made in March of 1998. It required the completion of conceptual designs by July of 1998. This was accomplished through teamwork and close cooperation of mine personnel, engineering firms and vendors, all working toward the common goal of developing an efficient and workable design. Early in the project, representatives of Stillwater Mining, Kilborn International, Parsons Brinckerhoff Transit and Rail Systems, Continental Conveyor, and H.A. Simons met to develop methods to bring the mine into production at a highly accelerated rate and to solve potential bottlenecks, including the movement of personnel, materials, and muck through a 5.6 km (3-1/2 mile) adit. This interaction, including companies not normally associated with the mining industry, led to innovative approaches and designs produced by Kilborn Engineering and Stillwater Mining.

In recent years the hue and cry of American industry concerning the pressure of foreign competition on the domestic marketplace has become all too familiar to most of us, as we are all well aware, the steel industry has not been exempted from this pressure, reduced production levels, work force cutbacks, and in some extreme cases, plant closings and company liquidations have resulted, new regulations governing imports and quotas have been enacted, foreign trade agreements reached, and more strict regulation enforcement practices undertaken, despite these, and other measures, the impact of aggressive foreign competition has not lessened, the concensus of numerous management consultants is that in order to successfully cope with these problems we must draw on all available technology to provide the tools which will enable us to enhance our management effectiveness, one area requiring particularly close attention in any mining operation is that of managing critical resources - namely time, energy and equipment in a fast and efficient manner, In mining, with critical resources deployed over a large geographical area, any degree of success involved with resource management is dependent upon knowing the current status of all work related activities, if we, as mine operators, are to be more successful in this area, additional tools are a necessity and modern technology has provided a multitude of new options from which to choose.

New Gold?s New Afton Mine, located 8 km (5 miles) west of Kamloops, British Columbia, is a 4.5-Mt/a (5-million stpy) block cave mine, making it the highest tonnage underground hard rock mine in Canada. The reserve is estimated at 52.5 Mt (55.9 million st) with grades of 0.65 g/t (0.02 oz/st) gold and 0.93 percent copper (2012). Commercial production was achieved in July 2012 and nameplate production was achieved ahead of schedule in September 2012, with the cave breaching to surface in 2013. The mill has a SAG and a ball mill with a froth flotation circuit.

Many factors must be considered when performing engineering and construction work for a major minerals project. Dravo's Afton copper smelter in British Columbia illustrates some of the E&C factors considered when setting up this new operation. In March 1978, Afton Mines Ltd., a Tech Corp. subsidiary, began blister copper production at the world's first integrated copper ore mining, milling, and smelting operation to use Top Blow Rotary Converter (TBRC) process smelting technology. This key TBRC smelting element is licensed by INCO Ltd. to Dravo Corp. The TBRC process uses a single vessel of modular design. It rotates for mixing and provides complete processing capability, from concentrate through blister copper. The Afton facility is about 16 km west of Kamloops, a town in south-central British Columbia. To make its operation as economic as possible, Afton officials considered several options for the copper smelter, the first in modern times in the province. Inability to extract precious metals-primarily gold-from the concentrates ruled out hydro-metallurgical processes. The final choice was between a conventional electric furnace/ Peirce-Smith converter combination and the TBRC process. The TBRC process was chosen for its versatility in processing the various Afton concentrates and grades and its 40% lower capital cost compared to the electric furnace converter system. The TBRC smelter -including concentrate slurry receiving, drying, storage, smelting, off-gas cleaning, and copper casting-had an installed cost of about $25 million. In December 1974, a pilot program was conducted by Teck, Dravo, and INCO at INCO's Port Colborne, Ontario, research facility. The pilot program demonstrated the TBRC's ability to smelt, convert, and clean copper slags. After the successful pilot effort, Dravo performed additional research to find an effective fixation system for high grade, intermittent SO2 gases. Once the go-ahead was given, design and procurement for the Afton copper smelter was provided by the Denver Division, Dravo Engineers and Constructors. Commonwealth Construction, Vancouver, constructed all Afton facilities. Afton's single furnace smelter is designed to produce 25-kt/a blister copper in 363-408 kg cake form. The product is sold to England for electrolytic refining. The TBRC process is only one of several innovations proposed by Dravo and chosen by Afton to insure the most modern smelter in North America and meet all British Columbia's environmental restrictions. Conventional smelting methods use a separate furnace for each process step. The TBRC process employs but one furnace. The Afton TBRC vessel measures 6.4 m in length and 4.3 m in diameter. The furnace is supported on a set of motor-driven rollers. These permit the vessel to rotate at variable speeds to 40 rpm. Rotation provides good mixing, high reaction rates, and effective heat transfer from the refractory sides to the molten bath resulting in a low thermal gradient. The furnace can tilt through a full 360° for charging, firing, and pouring. Smelting at Afton is accomplished in sequential fashion. Flotation concentrate and limestone flux are initially charged to the hot, empty vessel. Using the water-cooled, oxy-fuel lance, the initial charge is smelted. Once sufficient molten bath is obtained and slagging completed, the metallic concentrate is charged. In this paper, the performance of the Knelson Concentrator and of the batch and continuous Falcon Concentrators are compared. The units are based on different operating principles, and perform quite differently. The Knelson yields very high free gold recoveries over a wide size range of both the recovered and rejected species. It is less effective in recovering very fine (<15 μm) or very flaky gold, as encountered in flotation feeds, concentrates or tails. It is the preferred unit for gold recovery from grinding circuits. The batch Falcon is effective in the fine range, typically less than 37 μm for gold. Its recovery zone is quickly saturated when there is significant heavies in the feed. It works best as a pre-concentration unit, or when sulphide content is low. The continuous Falcon is a versatile unit which is capable of recovering fine heavies (density down to 5 g/cm 3), especially from coarser gangue.

It has been 2-1/2 years since the Congress passed the Surface Mining Control and Reclamation Act of 1977 (PL95-87) the Office of Surface Mining every deadline specified in the Act. Hopefully the Congress will begin to realize that specifying unrealistic deadlines does not accomplish the end desire of legislation any sooner -- it only adds to the confusion, and actually hinders orderly, efficient progress. OSM has been sued by all categories of involved parties -- environmental activitist organizations, the states, and the coal operators. This situation has resulted for two reasons: (1) insufficient time was allotted by the Congress to properly develop the regulations and program, and (2) OSM?s philosophy that it must dictate every detail of reclamation operations from Washington, even though many of its people are inexperienced with coal mining. These law- suits are now demonstrating their value. OSM is showing signs of "pulling-in-its horns" and, hopefully, will approach the revised regulations in a more realistic fasion.
