"INTRODUCTION Over the past twenty years this Linear-Regression Modeling has become widely accepted for ensuring limits are not exceeded at a site, using the Scaled-Distance variable. In today’s industry, numerous equations are present for different scenarios, geologic environments, hole sizes, and numerous other factors with an emphasis on site-specific equations developed for all major projects; however, underground blasting applications have not been analyzed to a great degree of detail. Without previous knowledge this puts underground blasting operations into a guessing-game to ensure that vibration levels are not exceeded. This paper will review two recent projects that have been worked on by the authors and linear-regression models that were used with both burn cuts and stope blasts. BLAST VIBRATIONS MODELING The first major research project conducted in the United States on blasting vibration was Bulletin 442 (Thoenen & Windes, 1942) which looked at the relationship between blasting and blast vibrations in the fall of 1940. This study examined numerous blasts and began the investigation into topics such as damping, structural damage from vibrations, frequency dependency on vibration, resonance vibration, delayed blasting, and numerous other factors. Bulletin 442 had two major conclusions which are: 1. The vibration from a blast can be predicted with a relationship of size of the shot and distance to the structure (now known as scaled distance) 2. “The vibration of a structure at resonance does not in itself cause damage because of the restraining effect of damping inherent in the building” (Thoenen & Windes, 1942) Due to the increase of blasting near homes and busier areas the USBM commissioned an additional study to further develop a few of the topics covered in Bulletin 442; this study would go on to be published as RI 6561 (Duvall, Johnson, Meyer, & Devine, 1963) with the study looking into delayed blasting and the relationship between charge weight, distance, and peak particle velocity of the blast. Discussion by G. Sanders The studies reported on in this paper were initiated to draw attention to the severe contamination problem in the Section 30 drilling program at Chimney Creek. The lithologic-subset sampling study reached a different conclusion from that presented in your paper, and I wish to comment on your subsequent analysis of the data and your conclusions. Request for more complete data In the section on subsampling, you mention that the subordinate lithologies were separated and sampled, yet only the dominantlithology gold value is plotted in Fig. 4. In a contamination study, the reader is interested in the assay values for the individual subsets. Please include a table of the subsample assay data in your reply. Also, please indicate which analytical methods were used to arrive at the gold values in the subsampling study. Turning barren rock into low-grade ore Figure 5 is very revealing and typical of all of the cross sections in Section 30. Note the long strings of low-grade mineralization spread out for hundreds of feet below the ore zones. There were some very high gold values found in certain contaminated fractions during the subset sampling. The conclusion, here, was that the distinctive, strongly-mineralized dolomite layer was probably loose and crumbly and continued to disintegrate during drilling. This caused salting of the unmineralized rock samples below. Missing the high-grade part of the ore body In your statistical analysis, you directly compare the reverse circulation assays to the diamond drill assays in Section 30. Two points argue against a direct comparison and suggest the differences are greater than the 3 % that you report. First, any core loss in a gold zone most likely means that the true gold values are greater. The drillers lost significant amounts of the clay-rich, Section-30 gold mineralization. Also, the initiated salt-mud system, an attempt to improve the core recovery, met with little success. Second, the practice of not sampling core geologically, but instead sampling on even 5-foot intervals, adds a deliberate dilution to the core assay values by including a portion of nonmineralized rock in the first and last samples of each high- grade intercept. The result is often a pair of low-grade assay values on either side of a high-grade gold zone. In reality, a high-grade gold zone has a very sharp assay wall that is often bounded by barren rock. This sampling method may make the diamond-drill core assays more like the reverse circulation values and may help explain the statistical similarities you found. However, it does not represent the true gold values in the high-grade parts of the deposit. You cannot deny that, by careful geological sampling of the drill core, higher and sharper assay values will be obtained. The low core recovery and the diamond-drill-core sampling method used act together to lower the diamond-core assay values. The 3% difference you found between the reverse-circulation and diamond-core assay values could be much larger when you consider what the true diamond-drill core values would be with optimum core recovery and a geologic sampling method for the core. Should statistics have been applied here? The statement "... that reverse circulation holes have overestimated the values of some ore zones and underestimated the values of others" (p. 345) is not correct. The subsampling confirmed what the cross sections hinted at in Section 30. Namely, beneath the high-grade zones, the reverse circulation holes created, by contamination, large intercepts of low-grade ore in regions of barren rock. Because the low-grade material was not there to begin with, this is not a process of overestimating low-grade mineralization. The next statement that "the average result is similar to that of the diamond drill holes" may apply to the data set numerically, but it is not true when viewed spatially on cross sections. Adjacent reverse circulation and diamond drill holes are almost impossible to correlate, high-grade zone values vary widely and many low-grade intercepts make no geologic sense. The subset sampling and cross sections presented in the first part of the paper show that the reverse circulation portion of the data set has some serious problems, as highlighted above, and should not have been dealt with statistically at all. The use of plate and frame filter presses for dewatering cement copper at Kennecott' s Bingham Canyon precipitation plant is described. The dewatering process begins by periodically flushing a dilute copper slurry from cone precipitators to a rake thickener. The thickener underflows intermittently to an agitated surge tank which feeds the filter presses with a relatively constant slurry containing 10 to 20% solids. The presses operate with a three-stage cycle; loading, air blowing and discharging. Exothermic reactions occur during the air blow which cause actual drying as well as promoting dewatering via simple filtration. At the completion of the air blow, the presses are discharged onto a conveyor belt which transfers material to the load-out building for shipment to the smelter. An extended investigation was undertaken to relate moisture content in the filter cake to maximum press temperature, acidification of press feed, percent solids in the feed, and percent insol in the copper. Of these, press tempera¬ture and feed pH (3. 5 to 1. 0) have the greatest impact on drying. Because the discharged filter cake is hot and continues to undergo exothermic oxidation, significant drying occurs during subsequent handling so that a product containing 8 to 14% moisture is delivered to the smelter.

A continuous pilot-scale test of the GranuFlow Process was conducted using a screen-bowl centrifuge for the dewatering and reconstitution of column -flotation concentrate at a coal preparation plant in Virginia. In this test, a slipstream of the fine clean-coal slurry from the column flotation con¬centrate was treated with a bitumen emulsion before dewatering. The treated products from the screen-bowl centrifuge appeared to be dry and in a free flowing granularform, while the untreated products were wet, sticky and difficult to handle. Test results indicated that the average moisture contents of the dewatered coal products were 35.7%, 35.5%, 32.6%, 29.9% and 26.5% (by weight) with Orimulsion additions of 0.0%, 0.7%, 3.2%, 4.8% and 6.4% (by weight), respectively. The handleability and dust reduction of the dewatered coal products were also vastly improved.

The wear behaviors of grinding media with different chemical compositions and microstructures in wet grinding of a quartz-pyrrhotite mixture was investigated under various environments. The marked ball wear tests showed that the wear rate could be minimized by a suitable combination of martensite and ferrite within the same ball. A ball composed solely of hard martensite exhibited increased wear under an oxygen environment, while balls composed of both soft ferrite together with hard martensite exhibited decreased wear due presumably to the difference in their passivation? behaviors. The galvanic interactions between the two phases as well as among these phases and an electroactive mineral were investigated through electrochemical measurements under abrasive conditions in a slurry. The rates of formation of passive films controlled the corrosion currents of the high chromium steel media. Corrosive wear and its effect on flotation are discussed using the passivation kinetics model thereby developed.

Bord and pillar mining at shallow depth (400 m approx. maximum) is widely used in South African coal mines. One of the problems encountered in extracting coal in this manner is the ventilation of advancing bord and pillar headings. The traditional ventilation methods of force, exhaust and overlap (force/exhaust) are reasonably effective but tend to be both cost and labour intensive. Ducting often restricts the available free area of roadways thus impeding the transport of coal and other materials inbye the coal production section. Due to the above facts, ductless fans are currently being used to minimize the amount of ducting required in advancing sections. Two different types of fans are used, namely, vortex fans and the so-called `jet' fans. Vortex fans were developed from the fan blade design used for vertical take-off aircraft. The fans have the capability of delivering air over distances of about 30 m in the underground situation without any ducting attached to it. Jet fans are standard axial flow fans fitted with outlet reduction pieces which increase the velocity pressure at the discharge to such an extent that the air delivery distance is improved to almost match that of vortex fans. The paper describes some applications of both these fan types in advancing bord and pillar sections.

Geostatistical methods of estimating ore reserves and other spatial phenomena are becoming increasingly wide spread in their use. Properly applied, Geostatistical estimation falls into two stages -- the "modelling" of the spatial variability within the study area; and the use of this spatial model to provide an appropriate estimation technique. The first stage usually consists of construction and interpretation of semi-variogram graphs, and the second is the development of the corresponding Kriging method. Because of the apparent subjectivity inherent to the first stage of a geostatistical analysis, attempts have been made to provide methods of "testing' whether a particular semi-variogram model (say) adequately represents the study area. Increasingly, the choice of model is being justified by a process known as "Cross Validation'. With this approach, the analyst uses a partial data set to estimate values at actual sampled positions. "Real" and "estimated" values are then compared in such a way that the model can be accepted or rejected. This paper discusses the process of cross validation in some detail, using case studies as examples. Some problems with the technique are illustrated and discussed.

A review is given of the present applications of random sets and integral geometry in fragmentation and liberation models of ores and minerals. Although attempts have been made in the past to apply such mathematical techniques to the comminution of solids, it is shown that it would not result in major progress. In liberation modeling, it is demonstrated that the approach can lead to fruitful results. Following a recent paper by Davy (1984), a model of liberation prediction is developed that can be calibrated for ore texture and breakage using image analyzers. The model is demonstrated for the case of a Poisson polyhedra ore texture and monodisperse fragment size. The model enables prediction of the complete composite particle distribution and thus is valuable for integration of ore breakage models with minerals separation models.

Modern mines possess a wide variety of capital intensive equipment. Equipment failures and the associated down time contribute significantly to the overall maintenance, operating and production costs of a mine. Reliability investigations are becoming a standard practice, as the equipment becomes more complicated and the effective use of resources is critical for achieving higher productivity and mine safety. In view of the recent global initiative for sustainable development in the mineral industries, reliability of capital intensive machinery should be considered as a key indicator for sustainable development and growth. This paper discusses the application of equipment reliability as a sustainability indicator and proposes a methodology for its practical use. Reliability of equipment systems is useful for product life cycle assessment, mine performance measurement and evaluation.

INTRODUCTION Cancer of the lung in uranium miners has been reported by many authors. In fact, it has become a most popular subject for comment by environmentalists, health physicists, and newspaper writers. I believe it appropriate for me to discuss cancer of the lung in uranium miners in a general way commenting briefly on etiology, incidence, tumor cell types, and particularly, tumor development and treatment. Cytological development of cancer in its incipient stages, particularly the in situ stage, relates to potential cure with photoradiation, early diagnosis, and treatment. Our observations of the cytological response to this modality of diagnosis and treatment will be discussed briefly since this area will also be covered by Doctor Balchum. The cause of lung cancer in uranium miners is primarily due to two carcinogens; cigarette smoking and radon daughter radiation. Cigarette smoking has continued at the same intensity over time among uranium miners; about 60% of the miners are cigarette smokers and 40% are non-smokers. Radon daughter exposure to the uranium miner has varied from mine to mine, but over the last 20 years has been reduced to a minor fraction (.3 WL) of the level that prevailed in many of the mines during the 1950-1960 era when many of the miners were exposed to more than 10 WLM. Sputum samples have been examined on as many uranium miners as responded on the Colorado Plateau since 1956. Autopsy studies were done whenever this was permissible. In some instances, only tissue from a biopsy of a node or lung was available for study. Smoking histories were also taken. Approximately 200,000 sputum samples were examined and histological examinations of lung lesions were made from 312 cases. METHODS The method of sputum cytological collection and preparation was reported previously. I The lungs were fixed with formalin and prepared for sectioning by Dr. Oscar Auerbach with his block-section method. RESULTS Three-hundred-twelve lung cancers from uranium miners were examined. The tumor types and the age at death for each type, smokers and non-smokers, are given in Table #1. The incidence of the tumors in the smokers and non-smokers is given in Table #2. The incidence of small cell carcinoma of the lung has decreased from an incidence of 76% of all the lung cancers found in uranium miners to 22% of these lesions (Figure #1). The decrease in incidence of this tumor is probably due to decreased exposure to radiation in the mines.

"Underground mine diesel equipment generally offers more flexibility as compared to electric powered systems. Diesel exhaust is an adverse agent which affects the health of underground miners. The National Institute of Occupational Safety and Health (NIOSH) regard diesel exhaust as carcinogenic. The NIOSH 5040 method is an established technique for measuring Diesel Particulate Matter (DPM). This process inherently involve a lag time before an accurate exposure determination can be made during which miners are potentially overexposed to DPM. This issue can be addressed by using realtime DPM monitors. This paper presents underground mine shift average based and realtime monitored DPM values monitored in US mines. A FLIR Airtec instrument has been used for realtime measurement whereas shift average based DPM has been determined by the use of NIOSH 5040 method. A log of diesel equipment movement was kept. DPM concentrations versus time were plotted and analyzed. High DPM sources were identified and the FLIR Airtec was demonstrated to be satisfactory for realtime DPM measurements. INTRODUCTION The use of diesel equipment in mines is an attractive option due to its ability to convert a large fraction of available energy into useable work. Diesel engines are rugged, dependable and fuel efficient. It is very common for diesel engines in heavy duty trucks to have a life of 1,600,000 km [Anon, 1999]. Generally in underground mines compared to electric powered equipment, diesel equipment provides more maneuverability. It can be assumed that the underground mining industry will maintain its reliance on diesel powered equipment keeping in mind the recent developments in other energy alternatives [Anon, 2001a]. A harmful aspect to the use of diesel as a fuel is its resultant emission as an adverse environmental exposure agent. Generally diesel particles are approximately one order of magnitude smaller than respirable dust aerosols in underground mines (typically less than one micron in size) [Kittelson, 1998]. Force of gravity has less effect on DPM due to its small particle size. The phenomenon of less gravitational attraction increases the settling and residence time of DPM in the mine atmosphere. High residence time of DPM as compared to other mechanically generated particles increases the chances of diesel particles deposition in the human respiratory tract. The small sized diesel aerosols penetrate deeply into regions of the human lung [Morawska. et al. 2005], which increase the health risks associated with long term exposure to diesel aerosols. Published studies documented the adverse health effects of DPM exposure [Walsh M.P., 1999]. Continuous and long term DPM exposure can result in respiratory disease, lung cancer, reduced lung capacity, and heart disease. NIOSH has declared that the reductions in DPM exposure would reduce cancer risks. In underground mines DPM determination is a challenging task and it is becoming a matter of serious concern due to the harmful health effects associated with the exposure of DPM. The current study involves the determination of realtime and shift averaged based DPM in underground mines of United States of America (USA). Realtime DPM was measured using FLIR Airtec monitors and shift averaged based measurement was performed by the MSHA approved NIOSH 5040 method. FLIR Airtec uses laser scattering approach to measures the Elemental Carbon (EC) component of the DPM. The results from the FLIR Airtec were compared with the results of NIOSH 5040 method and its performance was found satisfactory."

Hard-rock phosphate was formerly the chief source of all phosphate in Florida. Its mining began as early as 1883 or 1884, reached a peak level in 1907 and ceased in 1966. Production began and ended in the Dunnellon area (Marion County). Nearly all the hard-rock was exported because its P205 value per unit weight is generally more concentrated than that of other phosphate rock. Maximum production, achieved in 1907, was greater than 600,000 tons; the total value for that year was more than $4,000,000. The Florida hard-rock phosphate, considered to be of middle Miocene to early Pliocene age, has an intermittent narrow, linear northwest-southeast trend. The Ocala uplift controls the phosphate distribution for more than 200 miles. Other known, isolated hard-rock areas appear to be related to minor folds on the Ocala uplift. The hard-rock phosphate deposits are a heterogeneous mass of sedimentary fluorapatite, chert and quartz with textures ranging in size from clay to boulder, and in thickness from 0 to 40 feet. Phosphate compounds, principally fertilizers, have been in oversupply since before 1968, but by the middle 1970's some experts forecast a supply-demand balance. A brighter future for exploitation of Florida hard-rock phosphate depends upon one or more of these factors: 1) depletion of present premium grades (74 percent BPL and above) of land-pebble; 2) cheaper electric power from nuclear generators for profitable electric furnace operation; 3) supply and price of sulfur; 4) manageable rail-water transportation costs; 5) development of less costly mining and separation methods; and 6) minimum competition from high-grade foreign phosphate.

Of the 15 million tons of glass discarded in municipal wastes annually, about 2 million tons pass through incinerators and can be recovered by ore processing techniques. Although the primary use for this recovered waste glass would be as cullet in the manufacture of new glass containers, this approach is not always practical because of long shipping distances, high freight costs, and high purity requirements. Alternatives to the use of waste glass as cullet would be either as landfill or in secondary products. Although glass is considered a good landfill material, it is still wasteful of potentially valuable raw materials. Secondary products that can be made from waste glass1 include a variety of industrial and construction items. As part of the Bureau of Mines' program in secondary materials recovery, the Tuscaloosa Metallurgy Research Laboratory has conducted research concerned with the development of ceramic building products from waste glass. Materials employed in this research were obtained from municipal incinerator residues fractionated in the Bureau's continuous residue processing plant, College Park Metallurgy Research center.' The studies reported herein3,4 present research results using waste glass in the formulation and production of clay bricks, not only to produce improved products, but to reduce production costs, conserve natural raw materials, and most important, to reduce manufacturing energy requirements.

Computers and communications technology have revolutionized many industries. In earthmoving, this revolution has just begun. The major changes are still to come but are just around the corner. This article presents a vision of this upcoming revolution in the earthmoving industry. This vision includes basic communication, machine monitoring and diagnostics, job and business management, planning and operations, and machine control. For the industry to realize maximum benefits from the information age, it must have a vision of the future that is shared by technologists, machinery producers and miners. History of the information age During the 1970s, the information age revolutionized retailing, starting with the grocery business. By using bar codes and laser scanners, individual items were connected to the information world of computers and communications. Once this connection was made, the data on what an item was and where and when it moved became valuable information for inventory control and marketing. Not only was the information valuable, it was easy and inexpensive to collect and manipulate. The effort required to provide the consumer with the right product at the right time was reduced. Costs went down and customer satisfaction went up. But there were casualties of this revolution. Many inventory counters lost their jobs. There were also equipment casualties. Cash registers that could not interface with the digital world were discarded long before the end of their useful life.

Introduction The Institution of Mining and Metallurgy and the Institution of Mining Engineers organized the Third International Mine Ventilation Congress held in Harrogate, England. Sixty-one papers were presented and about 300 participants registered. About 30% of the participants came from Great Britain, 20% from South Africa, and about 5% each came from Australia, Canada, China, France, US, and West Germany. The remainder of the participants came from 18 other countries. Eleven of the papers presented dealt with methane, three with diesel exhausts, four with dust, four with radioactivity, 18 with heat, and 15 dealt with main and auxiliary ventilation. Six of the papers dealt with mine fires, which is a boundary region between main ventilation and gas concerns. Ventilation Congress proceedings are available. See ME, December 1984, page 1687, New Books page. With CH4 and radioactivity topics, the Australians dominated since they are becoming large coal and uranium producers. With diesel exhausts, the most important problem in highly mechanized mines, the North Americans were prominent. The South Africans, working in 90% SiO2 in their gold deposits, were preeminent in presentations on dust. They also led in topics related to heat, joined by the West Germans whose mines are getting deeper. In main and auxiliary ventilation, Great Britain and West Germany provided the majority of contributions. Methane The large number of methods for the precalculation of CH4 liberation in longwall mining all contain three elements: gas content of the coal, gas emitting zone (or influence zone of face), and degree of gas emission. Determination of the gas content, commonly accomplished by taking coal samples, does not pose much difficulty. But this is not the case with the other two factors. Most existing approaches rely on rock mechanics observations. Some only rely on intuition or speculation. The West German coal mines conducted a large research project between 1977 and 1982, in which gas pressures around longwall faces were measured. Gas pressures and gas contents can be related. Therefore, influence zone and degree of gas emission can be determined simultaneously. The precalculation of CH4 liberation in room-and-pillar mining is simpler. Since foot and hanging walls remain essentially intact, gas pressure distribution and gas flow can be calculated using hydraulics equations. A key to these calculations is permeability. A group of Australian researchers reported that the permeabilities of rock under three dimensional stress differs from rock under destressed conditions. This fact was known, but no systematic observations existed. These were provided. Methane drainage has been practiced for more than 40 years. It is used with great success in longwall operations. Some of the West Germans think that methane drainage from the footwall is neglected. Under certain geological conditions, they claim this is as important as drainage from the hanging wall. A research project was presented in support of this claim. Considerable efforts have existed for more than 10 years to use methane drainage in room-and-pillar mining. A paper described the accomplishments of Consolidation Coal Co. Since coal and rock are not fractured as much as in longwall mining, gas transport takes place by the slow diffusion from micropores into the cleats. Then, it is transported by laminar flow along the cleats until a drainage borehole or the mine workings are reached. Boreholes about 300 m (1000 ft) long can reduce the gas content of a band of coal 100-m (330-ft) wide by 50% in one year. A paper from India described methane drainage from gob areas. A French paper reported that especially high methane concentrations can be drained from gob areas if the face ventilation is descensional. Methane buoyancy and ventilating pressures compensate each other, and little air dilution by leakage takes place. Another French paper described a newly developed gas and air velocity monitoring system making use of a microcomputer. Four papers on methane dealt with gas outbursts. Two Australian contributions described the problems encountered with CH,-CO2 mixtures and the attempts to solve them with drainage boreholes having 10 to 20-kPa (1.5 to 3-psi) suction pressures. A Hungarian paper described problems and attempts to reduce the risks of gas outbursts in Hungary. Prediction of gas outbursts in coal seams was the focus of an English paper. Observations show that they are frequent when coal, through its geological past, has become soft and brittle with a resulting increased desorption rate. An instrument for gravimetric de-

Canada is a major producer of chrysotile asbestos. In fact, Canada accounts for approximately one third of the world chrysotile asbestos production. Deposits are mined and the fiber processed in Québec, in British Columbia on the West Coast and in Newfoundland in the Atlantic region. Foremost among the Canadian provinces is obviously Québec. Some 85% of Canadian deliveries come from mines located in the Eastern Townships, a region which lies along the southshore of the St. Lawrence River, between Montreal and Québec City. At the heart of this vast territory, five (5) mining towns make up what is called the Québec asbestos region. Total capacity of the five (5) mining producers of Québec is about 1 366 000 tonnes.

Ore passes are circular openings excavated in rock for in-mine gravity-transportation of ore. It is a very important component of the overall load-haul system of an underground mine. The function of an ore pass is two-fold: first, gravity-transportation of ore from the extraction level to the haulage level and second, the loading operation at the haulage level utilizing the gate assembly. In reality, like any other system component, an ore pass breaks down either due to a hang-up within the ore pass or due to a failure in the gate structure. The failure of the gate assembly may be attributed to a greater extent to the impact load as experienced by the components of a gate structure as a result of the direct impacts of the rock fragments and to a lesser extent to the static or 'dead weight' loads of the accumulated materials in the ore pass. This paper uses simulations in Working Model® as an aid to investigate the effect of both the impact and static loading on the gate assembly and on the inner-walls of the ore pass. The paper also investigates the impact of ore pass inclination and the presence or absence of dogleg on the static and impact loading of the same.

The shape of particles has a significant effect on the shear strength and deformational characteristics of granular materials. Weathering can change the grain shapes. For example, more weathered sands tend to be rounder regardless of particle size. Particle shape analysis was performed on samples collected from the Questa mine rock piles, a debris flow and the pit alteration scar. In order to increase the validity of the particle shape analysis, 4 persons including 2 geologists and 2 mining engineers were involved in describing the particle shapes. The results of this analysis indicate that rock fragments in the collected samples are mainly subangular, subdiscoidal and subprismoidal. The sphericity and angularity of the rock fragments of the older analogs are similar to those of the rock piles. This suggests that short-term weathering (<100 years) has not noticeably changed the particle shapes at the test locations. Rock piles made of more angular particles are more stable compared to rock piles with rounded particles.

The Morenci In-pit Crusher and Conveyor System has been designed with safe production and cost savings in mind. Large open pit mines around the world have been installing semi-mobile crushers and linking them with a pit conveyor system to lower unit cost. At Morenci two 60/89 in. gyratory crushers are incorporated into the semi-mobile crushing plants. The ore is reduced to -8 in. and transported out of the mine on a 60 in. steel cable belt. This paper includes an overview of the Morenci In-pit Crusher and Conveyor System from the drawing board to open pit installation and finally a discussion on operating and repair considerations.

During any rush hour, tens of thousands of automobiles clog the main highways leading into or out of our large cities. Inevitably one or more cars stall or plow into another, causing a momentous traffic jam. Traffic backs up for miles as drivers try to maneuver around the roadblock. As commuters, we grin and bear the inconvenience, rationalizing the delay as part of the price one pays to live in a modern society. The truth of the matter is that the engineers planning the roads have the know-how to build adequate bypass alternatives into their design. The problem is one of economics -- can the cost of eliminating roadblocks be justified? Engineers designing solutions to complex materials handling problems for modem distribution centers are just now beginning to ask this question in relation to their work. Unfortunately in many instances, it has taken an expensive "traffic jam" to bring this question to the front. In these cases, a seemingly practical system promising an attractive return on investment -- using the latest equipment and computer controls -- was designed and installed. Everything went according to plan until one day a breakdown occurred. .Product flow stopped, and management realized it was at the mercy of the "machine." In such situations, management had assumed it could minimize the risks of the breakdown by injecting extra manpower to operate the system manually and pay the associated costs. What it had not recognized is that manual intervention is nearly impossible with sophisticated systems. Thus, too often -- and sometimes too late -- management found itself footing a very high bill for losses incurred because of major production stoppages and missed customer shipments.
