Hanna Mining Company's Groveland Mine is located in the Upper Peninsula of Michigan. The low grade iron ore deposit consists of a mixture of magnetite and hematite with chert, jasper, quartz and various iron silicates (1). The ore is beneficiated by magnetic separation and anionic flotation of the iron minerals with chemical depression of the silica. The magnetic concentrate makes up about 75% of the concentrate. The concentrate is pelletized at the rate of 2.0 million LTPY of pellet production. The concentrator facilities were started up in 1959 and the concentrate was marketed as sinter feed until 1963 when the concentrator was expanded and the pelletizing plant was added. The pellet plant now consists of regrinding, elutriation, filtering, balling and induration. The pellet machine is a straight grate which employs updraft drying and cooling and downdraft drying, preheat and firing. It is necessary to regrind the concentrate before pelletizing. The con-centrate is 60% passing 325 mesh, with a surface area of ±lOOO cm2/Gm, and must be ground to about 83% passing 325 mesh, 1600 cm2/Gm blaine surface area, for pelletizing. The energy for regrind has been reduced from 12.5 KW per LT to 8.80 KW ate of 2.0 million per LT. This was the result of changes made in the concentrator where originally a coarse spiral concentrate, instead of the magnetic concentrate which is screened on fine screens to reduce the coarse fraction and prevent overgrinding before flotation, was produced. Also in 1968 an additional concentrating line was added to the concentrator which employs more grinding power than the other three lines. The demand for a high iron grade and lower silica pellet resulted in the investigation of different schemes of upgrading the reground concentrate which had more iron values liberated during grinding for surface area. The reagentized material presented many problems, mainly in selectivity trying to flot the iron and with high reagent consumption having to dereagentize the concentrate for amine silica flotation, in the various flotation systems tried. Anthracite preparation developments, particularly in the early days of the anthracite industry, formed the basis for the modern coal preparation plants that have become so essential to the coal industry today. The anthracite industry, from early in the 19th century until relatively recently, was a leader in mining, preparation and marketing of coal, and played a leading role in the development of the industrial America we know today. Anthracite was discovered in America in about 1760--the story of Necho Allen is well known--but the rediscoveries leading to mining operations took place about 50 years later. The Wurtz brothers in 1815 at Scranton, the Smith brothers at Wilkes-Barre in 1807, Beach in Hazleton in about 1814, and Boyd in 1816 at Shamokin were all instrumental in promoting early mining and marketing of anthracite (J3. The early canals and railroads were built for the specific purpose of moving anthracite to the market areas. Eventually, the industry grew until, in 1917, it reached a production zenith of a little over 100,000,000 tons, representing about 20 percent of the total coal output in the United States. Almost half of the anthracite produced that year was consumed for domestic heating, a utilization that had dominated the industry for almost 100 years. Initially, anthracite had to be used by gunsmiths and blacksmiths, after which had followed the consumption of extensive quantities for railroads, blast furnaces and foundries, and electric power generation. Most of the markets have been lost to coke, oil, and natural gas. Near the anthracite regions, however, significant quantities are still used for domestic heating, power generation, carbon black manufacture, blending with bituminous coal to make metallurgical coke and fuel, and for other industrial purposes. Thus, anthracite production has not been entirely committed to history, but remains an active industry that follows modern practices in the mining, preparation, shipping, and utilization of a fuel that is still a valuable adjunct to the national economy. In fact, its inherent low sulfur content may make it an important fuel of the future. Estimates indicate there are reserves of anthracite to last for 300 years at a consumption rate of 50,000,000 tons/year. Anthracite Preparation Yesterday A 170-year history of the anthracite industry obviously is not the purpose of this discussion. A complete history of anthracite preparation, the rather unglamorous step in the processing of "mine run" hard coal to make it suitable for the user, is also not practical. Hence, the purpose of this report is to trace the development of some of the most important processes used through the years to meet a part of the demand for energy developed by our modern society. Anthracite preparation in the early days of the industry consisted solely of separating slate from the coal, by hand, underground (Z). This method prevailed for almost 20 years until wrought iron hand rakes were introduced to separate the large and small sizes. Shortly thereafter, the first attempts were made to size and clean the coal aboveground. The coal was dumped on a perforated cast iron plate, and men used sledge hammers to break the larger pieces into smaller sizes suitable for the market. The smallest sizes--that is, the material that went through the plate--were thrown away because they had no value at that time--a concept that existed for many years and actually was the basis for the subsequent "river" coal production and the many silt banks which are landmarks in the anthracite region. The larger sizes, at that time, sold for 50 cents per ton. The Batten breaker, or roll crusher, was invented in 1844, followed soon thereafter by the Snell-Diehm breaker (A). The latter had disadvantages, including excessive waste and fixed product size, but it later was improved in these respects. A breaker was also developed at Minersville, Pa., at about the same time that processed 200 tons of coal per day, using roll crushers and circular screens (1). Handpicking, from the beginning of anthracite preparation, was an important part of the cleaning process and was still being practiced as late as 1950. It was this process that involved the "breaker" boys of coal region lore. How much good handpicking accomplished depended on how much impurity was present in the coal--the more the impurities, the greater the reduction in ash. Thus, high-impurity streams were significantly improved, whereas picking of relatively clean coal was mainly to show an effort to make a quality product. As indicated, picking is largely a visual operation. It was and is wasteful of coal in the larger sizes since some good coal is always associated with the bad. However, it was probably much more effective' in the larger than the smaller sizes.

In the past, underground coal mine planning has traditionally focused on the mine design n aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most of the underground coal mines within the U.S. With the enactment of the clean air act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the BTU contents of coal are of equal importance from boiler efficiency standpoint. Thus, the time has come when the coal mine planning must incorporate the coal quality control aspects as well as the traditional safety and efficiency aspects.

The base of the stone quarry still stands today, as imposing as any Mavan temple or Egyptian pyramid. For 80 years it has been a reminder to those who must sweat to earn a wage. There are no plaques to indicate its impressive history. Rather, it stands as a towering monument to the masons and stone cutters who built it-a testimony in stone to that most demanding and back-breaking of industries. Take your imagination back to the limestone quarries at Split Rock, near Syracuse, NY. The sound of an occasional steam drill and the mighty roar of a dynamite explosion herald progress. The ring and crash of a hundred sledge hammers are music in the calloused hands of the quarry men. It is a symphony of man against nature. Hundreds of sweat-soaked men break up the blue Onondaga limestone for the "sodi ash," the popular name for the quarry owner, the Solvay Process Co. Nearby, expert stone masons fit mammoth 454-kg (1,000-1b) blocks of cut stone into place, building the foundation for what may have been, back in 1902, the world's largest stone crusher. Consider for a moment, a modern stone quarry. The business is now essentially one of machine against nature. The shovels, drills, conveyors, and locomotives help make the quarry of today a profitable venture. Now consider the quarry of the early 20th Century. Anyway you look at it, a tougher, more demanding life would be difficult to imagine-12 hours a day, all kinds of weather, breaking up tons of rock that had been drilled, blasted, or pounded from the bowels of an uncooperative earth. Before proceeding, it might be prudent to briefly describe the history of the Split Rock quarries. Before the purchase of the quarry lands by the fledgling Solvay Process Co. in 1889, the quarries already had a reputation literally chiseled in stone. Most of the municipal buildings in Syracuse were made of it, as well as over half of the Erie Canal, including the engineering marvel of the time, the Montezuma Aqueduct. Control is a vital management function by which operations are brought into compliance with predetermined standards to achieve the goals of an enterprise. Events that are characterized by a low degree of expectation, avoidability, and intent necessarily have a low degree of control. Such events are difficult not only to predict but to control as well. Fortunately, very few industrial situations fall into that category of events. It is an axiom of control technology that in order to control, one must first measure; further to measure, one must know the characteristics of the subject (or environment) upon which the measurement must be made. Finally, if measurements are to be made reliably, the influences that affect the measurement must be known and, if possible, understood. The complete control cycle therefore consists of the following: (1) defining the objective, (2) planning to achieve the objective, (3) putting the plan into practice with appropriate instructions, (4) measuring variables or parameters of interest, (5) transmitting and transforming the measurements to analyze the system's status and to predict the future outcome, (6) comparing these with the defined objective, and (7) determining and taking corrective actions to bring the actual results closer to the objective. The management principle underlying the control cycle is the principle of management by exception. The application of the principle and the frequency with which corrective actions are taken vary according to the purposes of the review and control. For example, the control of a machine operation (e.g., truck on a haul road) may require adjustments and therefore data, analysis, and decisions, in intervals of seconds whereas the review for ore-grade control may take several hours. Reviews, on the other hand, for cost control may be done in intervals of weeks or months. In any case, three specific purposes of the control cycle are: (1) to correct the operation so that it follows the accepted plan closely, (2) to evaluate the operation and predict future outcomes in light of changes in the environment or of more experience, and (3) to review the objectives and modify these to be reasonable and realistic.

The US Geological Survey (USGS) held a one-day workshop at its Denver, CO facility to inform the public of the status of its National Mapping Program. In addition, the agency wanted to obtain information from topographic map users on what their needs are. The agency wants to know what the topographic map user wants. The USGS faces the challenge of keeping up with the changing needs of the nation. In the last few years, the agency has changed dramatically to meet these needs. For example, the "new" USGS incorporates mineral-information specialists from the former US Bureau of Mines and also uses the expertise of former National Biological Service employees. These areas complement the agency's traditional strengths in mapping, geology and water re- sources. The stated mission of the USGS's National Mapping Division is to "meet the nation's need for basic geospatial data, ensuring access to and advancing the application of these data and other related ears science information f& users worldwide." To accomplish this goal, the USGS publishes topographic maps, including shaded-relief editions of areas of special interest (state maps and national parks); photo image maps; satellite image maps; geologic maps and hydrologic maps. The geologic maps include geologic quadrangle maps, oil and gas investigation maps and charts, and coal investigations maps. The familiar 7.5-minute series topographic maps are the most widely used. The 7.5-minute- (1:24,000-scale-) format mapping was begun in 1935.

If not well-managed, a mine-tailings facility may become a major source of risks, endangering the community and environment, and damaging the reputation of the minerals industry regarding sustainability. Identifying, characterizing, and mitigating the hazards and risks associated with tailings facilities have been critical to the maintenance of community-safe and environmentally sound mine-tailings facilities. Herein, a complex network model for characterizing the hazards and risks associated with the lifecycle of tailings facilities is presented. In this approach, the hazards are modeled as vertices of the complex network, and the interactions among the hazards are modeled as edges of the complex network. The complex network for modeling the hazard and risk spreading of mine-tailings impoundments is analyzed and characterized by using network metrics such as the network density, geometrical characteristics, characteristic path length, network efficiency, and clustering coefficient. The degree distribution of the network obeys a power-law distribution, indicating that the network for characterizing the risk spreading associated with a tailings facility is scale-free. According to the results of calculations and existing research results, the network is ultrasmall-world. By analyzing the change of the global network efficiency under four kinds of different methods to remove network nodes and edges, network nodes with higher between centrality (BC) are identified as critical. The removal of those critical nodes helps mitigate risks associated with a tailings facility and reveals the vulnerabilities to BC attacks.

Empirical methods for describing the shape of the subsidence trough over coal mines in Europe are tested against field measurements of subsidence over longwall panels in the United States. The graphical methods developed by the National Coal Board in the United Kingdom do not correlate well with the U.S. measurements; however, the profile functions typically used on the Continent give quite acceptable fits to the data. In the case of two longwall panels mined at Old Ben No. 24 in Illinois, a trigonometric profile function appears the best choice; in the case of two longwall panels mined at York Canyon in New Mexico, an error integral function is somewhat superior. Analyses of subsidence development curves show that rate effects occur. A comparison of fitting parameters establish influence functions as an important methodology for future analysis. In conjunction with the evaluation of empirical methods, an analytic model based on material failure and bulking was developed. A key element of the model is the void-volume distribution function which establishes a mechanism for transfer of significant amounts of the mined volume to the surface. Preliminary calculations demonstrate the features of the model and illustrate close correlation to physical observations in the field. Moreover, centrifuge models simulating the subsidence process have been used successfully to demonstrate the dominant or key failure modes necessary to the analytic model. General features of the centrifuge simulations and model calculations correlate well.

Extraction of hard coal reserves, but also of mineral resources in general in the underground coal mines includes in itself many anthropogenic interventions in the earth crust. These interventions are closely associated with the solution of stability problems in the mine and with occupational safety. One of potential applications of such geo-technical interventions in rock mass is the chemical grouting technology. The chemical grouts are very suitable to affect the physical and chemical properties of rock mass. With the present development of chemical grouts, primarily based on polymers, there come into existence new composite materials during the grouting process (the so called geo-composites), which properties significantly differ from the original rock. An important factor, which affects a choice of chemical grouts and at the same time the effectiveness of grouting technology is the resulting properties of geo-composites. The properties of a coal geo-composite differ from the ones of the unmodified coal seam. On the basis of the laboratory geo-mechanical tests, the differences of properties of both material types were found. While the pure coal samples were destroyed very brittle and explosive, the geo-composite samples were making higher level of tenacity and load bearing ability after overstep of material strength. The presented paper discusses the different behaviour of these original and modified coal samples. The X-ray CT scans were used for observation and demonstration of failure evolution in these samples of pure coal and coal geo-composites after compressive loading.

INTRODUCTION The state-of-the art in the area of soil-structure interaction is not sufficiently developed that one can accurately predict the earth load distribution on buried structures. This lack of knowledge has led to the use of high factors of safety in their design and conservative assumptions for the loading diagrams. As a step towards the improvement of the design methodology for buried structures, it is important to be able to apply new analytical techniques and monitor the performance data obtained on full-size buried structures. The performance data should preferably include: 1) the actual stress distribution on the buried structure, 2) stress distribution in the buried structure and surrounding soil media, 3) vertical and lateral movements in the soil adjacent to the buried structure, and 4) deflection of the buried structure. Brown (1967), Davis (1972), Krizek, et al (1974), Krizek and MacQuade (1978), and some few others have compared the performance of full-size culverts with finite element results. Despite all these efforts, a complete understanding of the soil-structure interaction problem has not yet been fully achieved. In an effort to make improvements in the existing design procedures for buried structures constructed in an open-cut, the Department of Environmental Services (DES), Washington, D.C., in conjunction with Howard University, undertook a detailed study of Section II of the Capitol Hill Relief Sewer (CHRS). Inclinometers were used to measure lateral movements of the excavation wall and the total normal interface stresses acting on the concrete sewer were obtained using glotzl total pressure cells. This paper describes the results of the field instrumentation program for acquisition of data, their comparison with the design assumptions, and the results of a series of post-construction finite element analyses of the CHRS project.

The Randfontein Estates Gold Mining Company (Witwatersrand) Limited (REGM) operates three metallurgical complexes for the recovery of gold from the Witwatersrand Gold Reefs at the town of Randfontein, 40 kilometers west of Johannesburg. Mining operations in the. area commenced in March 1889 and ceased temporarily in 1965 when the viable ore reserves had been depleted. Exploratory drilling in the 1960's indicated viable deposits of gold in the Elsburg reefs, south of the Witpoortjie Horst Block, _which formed the Southern limit of the previously exploited areas. Three shaft complexes have been established to exploit this area, known as the Cooke secti'on. In 1983 the Doornkop shaft was sunk to the north of the Cooke section to mine Kimberley reef and the South reef.

The construction of the continuing expansion of the Los Angeles Metro System has required the construction of eight new station structures. One contractor proposed, as a construction alternative for the support of excavation of the Hollywood/Vine Station, the use of soil-mix walls instead of the conventional soldier piles and wood lagging. Soldier piles and shotcrete or wood lagging support systems had been generally used on the other sub-way station excavations constructed to date throughout the system. Immediately east of that station and in almost exactly the same geology, the Hollywood/Western Station was being excavated at the same time using a conventional support system. This paper com-pares the performance of these two support systems in the alluvial soils of the Los Angeles Basin.

"In 1995 and 2003, the U.S. Mine Safety and Health Administration (MSHA) conducted surveys to determine the number of atmospheric monitoring systems (AMS) that were being used in underground coal mines in the United States. The survey reports gave data for the different AMS manufacturers, the different types of equipment monitored, and the different types of gas sensors and their locations. Since the last survey in 2003, MSHA has changed the regulation requirements for early fire detection along belt haulage entries. As of Dec. 31, 2009, point-type heat sensors are prohibited for use for an early fire detection system. Instead, carbon monoxide (CO) sensors are now required. This report presents results from a new survey and examines how the regulation changes have had an impact on the use of CO sensors in underground coal mines in the United States. The locations and parameters monitored by AMS and CO systems are also discussed.IntroductionThe last survey conducted by the U.S. Mine Safety and Health Administration (MSHA) on atmospheric monitoring systems used in underground coal mines in the United States was in 2003 (Francart, 2005). A total of 146 active mines were surveyed. The survey report states that since 1995 there had been a steady increase in the use of atmospheric monitoring systems in underground coal mines as the technology of carbon monoxide (CO) sensors was improved by manufacturers. Atmospheric monitoring systems had become more reliable, and some CO sensors could be purchased with the capability to discriminate between the CO produced by a fire versus CO produced by diesel equipment. This increase in reliability had reduced the number of false alarms and the response time. The faster response time to a developing fire allowed miners to take the necessary action to put out the fire or exit the mine.At the time of the last MSHA survey, some mines still used point-type heat sensors to detect the presence of a fire on conveyor belts. This detection method works by measuring the temperature of the air around the sensor. As a fire starts to develop, smoke and hot gases are produced from the combustion process, and the air is heated up. Once the air and gases reach a designated temperature detected by the point-type heat sensor, a fire alarm signal is generated. Studies have shown that the response times for detecting the presence of a fire using CO sensors are much shorter than when using point-type heat sensors (Conti and Litton, 1995)."

Cyanide is one of the most used reagents in the precious metal extraction process; as well as the most efficient from the point of view of the dissolution process; but it is also a toxic product that requires a lot of care in handling. Likewise, the residual solutions of the process must be followed because they can be a risk of contamination of water, animals and human health. In the artisanal processes of obtaining gold and silver, neutralization of the residual solutions is used to passivate the present cyanide. During this process ammonium cyanate is formed which decomposes rapidly in the presence of air and sunlight in carbon dioxide and ammonia gas, contributing to the greenhouse effect. In this work the use of the ammonium cyanate obtained in the process of neutralization of the cyanide solutions as a reagent to obtain urea is proposed. Urea was obtained indirectly through the use of the reagent kit UREA/BUN-COLOR. The process is effective at pH ≤ 4.5 with a rapid increase in solution temperature, and addition of hydrogen peroxide. The urea crystals begin to form at 50°C. The cyanide / urea ratio obtained was 1 / 7.5 INTRODUCTION In the processes of extractive gold metallurgy, the use of cyanide leaching is perhaps the most widely used method worldwide; by the ease of operation, its low cost and high levels of precious metal recovery. However, neutralization, in most processing plants, is not done properly, and leftovers of solution with free cyanide are dumped in concentrations harmful to the environment, in particular animals and humans. Cyanide can enter surface water through releases from industries using cyanides. Due to its high toxicity, the presence of cyanide in water is a matter of great concern (Jawale et al., 2017). The pollution generated by the effluents from the leaching of gold ores is one of the main obstacles of social opposition presented by mining activity due to the impact of both surface and groundwater. During the cyanide decomposition process, a compound known as ammonium cyanate OCN(NH4), which is a raw material for the manufacture of urea, CO(NH2)2 is generated. In the case of good neutralization, cyanide is no longer a toxic compound through oxidizing reagents, but as a result, there is the generation and emission of ammonia and carbon dioxide into the atmosphere, generating both a greenhouse effect (Gómez, 2012). This is evidenced by the strong effervescence of the reaction, and a penetrating smell of ammonia, which can irritate respiratory mucous membranes and eyes; however because they are greenhouse gases they are considered pollutants.

BACKGROUND The history of the Pine Point Mine is a rich one. This property once boasted one of the largest and most profitable lead-zinc mines in Canada's long and storied mining history. The Pine Point mine used open pit technology to extract the ore, but they faced several challenges. In addition to logistics problems with haul distances and metal prices, the mine faced the challenge of a large in flow of water from the Great Slave Lake. Eventually, the Pine Point Mine was closed leaving behind a large deposit of lead-zinc ore. Following the closing of the Pint Point Mine, Tamerlane Ventures Inc. acquired this property which includes approximately 70 million tonnes of lead-zinc reserves. The initial phase of this project will concentrate on the R-190 deposit as a test site to prove their new approach for extracting the ore. The R-190 reserve is believed to have approximately 1,014,000 million tonnes of high grade ore varying from 5% to 52% combined lead-zinc. Once the pilot project proves the approach is valid, the process will be repeated in approximately 33 other ore bodies on the property. This paper is written to discuss the design process to determine the most effective means of placing production and service equipment in the same shaft. Currently the design work and the mining scheme is complete, but lead-zinc pricing has prevented Tamerlane Ventures Inc. from moving forward with the project.

This paper illustrates the application of geostatistics to a roll front type uranium deposit located in Wyoming. The steps involved in calculation of experimental variograms, variogram modeling and verification of the resulting models are described in detail. The resulting spherical variogram models for grade thickness and thickness show strong geometrical anisotropies. The major axis of anisotropy for both variables is approximately parallel to the axis of the roll front and the minor axis perpendicular to the roll. This model confirms the technique of drilling "fences" across the roll front, where the drilling is much closer together than the fences along the roll.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. The Bureau of Mines, U.S. Department of the Interior, assessed the geological effects on the ratio of maximum subsidence and extraction thickness, hown as the subsidence factor, to develop a simple method for predicting the maximum subsidence. The study is restricted to the Northern Appalachian Coal basin where data were collected from 13 coal mines. A model previously developed to relate the subsidence factor with the lithology and with the width and depth of working panels was used in the assessment. The result shows the possibility of determining maximum subsidence without resorting to a rigorous method.

Pursuant to the Federal Surface Mining Act of 1977 and the Illinois Surface Mining Act of 1980, Illinois has adopted revegetation success standard regulations that include the Agricultural Land Productivity Formula. The Formula establishes yield goals and standards to measure the success of meeting yield goals for reclaimed prime farmlands. The formula compares the quality of the pre-mining soils in the permit area and the county, to the crop production achieved on the reclaimed permit area and the county crop yield in a given crop year. The regulations also specify acceptable crops, erosion control requirements and time frames for demonstrating success.

INTRODUCTION The theory of mineral demand often is slighted in the study of mineral economics. The supply side of the mineral industries usually commands a great deal more attention and effort by mineral economists than the demand side does because the study of mineral supply includes topics such as exploration, resource availability, and exhaustion theory that are generally considered unique to the mineral industries. Mineral demand, on the other hand, is thought of as being more general in nature and therefore of less concern to mineral industries specialists since it is similar to the demand for other inputs of production. This similarity with other inputs of production, however, does not negate the importance of a thorough understanding of mineral demand. It is the interaction of supply and demand that determines market behavior and not supply alone. Mineral demand is a key component among the factors that influence mineral production; there- fore, a good understanding of mineral demand can give one better insights into the industry behavior and trends than one would otherwise have. A strong working knowledge of the demand side of the mineral industries is a powerful tool for analyzing and predicting mineral market behavior. The material presented in this chapter does not depend on any special background in economics and should be accessible to all interested readers. The chapter is organized so as to permit an orderly progression of the basic topics of the theory of mineral demand while allowing digressions on related issues of special interest. The first section of the chapter is on the determinates of mineral demand. The discussion be- gins with the introduction of consumer demand and some of the necessary terminology of economics and proceeds to the particular case of the derived demand for an input of production such as minerals and the characteristics of such demand. The second section of the chapter is on the response of mineral demand to changes in economic variables like price and aggregate income. This second section of the chapter be- gins with a general presentation of elasticity of demand and continues with the particular case of the price responsiveness of mineral demand and its nature in the short and long-runs. A brief look at the response of mineral demand to price changes for other products is also included. The chapter concludes with a discussion on the effect of aggregate income changes on mineral demand and its nature in the short and long-runs.
