In order to search for a more economical and effective roasting additive for extracting vanadium from stone coal and solve the question of the disposal of PVC waste, PVC waste was proposed as a novel roasting additive to enhance extraction of vanadium from stone coal and realize the comprehensive utilization of resources. By adding this roasting additive, the leaching rate of vanadium reached 94.5% under the conditions that the PVC waste addition was 10 wt%, the roasting temperature was 800 °C, the roasting time was 1 h, the sulfuric acid concentration was 15 vol%, the liquid-to-solid ratio was 1.5 cm3 /g, the leaching temperature was 95 °C, and leaching time was 4 h, which increased by 8.4% compared with that of blank roasting. The thermodynamics calculation showed that the decomposition reaction of mica was performed easier with the participation of HCl produced by pyrolysis of PVC. Meanwhile, The SEM-EDS and aperture test analyses demonstrated that more cracks and voids appeared in the roasted sample by roasting with PVC waste, which could facilitate the release and extraction of vanadium. Additionally, the TG-DSC analyses indicated that PVC could provide large amounts of heat for the roasting process to promote the decarbonization and roasting efficiency of stone coal because of its high calorific value.

A process for the conversion of stibnite (Sb2Sj) concentrates, crude antimony oxide, or metal to a pure cubic antimonous oxide (senarmontite) has been developed on a laboratory scale. The conversion of stibnite to senarmontite has been piloted. The high purity of the final product is the result of forming antimony trichloride as a low temperature distillable intermediate. To obtain the antimony trichloride the stibnite, or crude oxide is slurried in molten antimony trichloride and reacted with gaseous hydrogen chloride. Antimony metal is oxidized to the trichloride with chlorine. The hydrogen sulfide produced from the hydro- chlorination of stibnite can be upgraded to a strength of 95% or greater for further treatment. The crude antimony trichloride is separated from the gangue by a preliminary evaporation and then is fractionally distilled and the trichloride distillate has less than 50ppm of arsenic and lead combined (the most troublesome impurities in antimony processing). The purified antimony trichloride is then hydrolyzed with sodium or ammonium hydroxide to produce the cubic form of antimonous oxide (senarmontite) to the exclusion of the rhombic form (valentinite) which is photosensitive. The advantage of this process is the ability to treat a wide range of antimony ores, concentrates, and metal to yield a high purity oxide in a controllable range of particle sizes.

The selection of efficiency machinery for an underground mining system is a highly skilled art. Modern techniques of mining, based on sound engineering principles, increase the probability of success. These techniques alone, however, will not guarantee maximum productivity. Human judgement, based on experience with mineral seams and geological conditions, remains the single most important input of the decision-making techniques in selecting high production equipment. The myth of a "Scientific Selection Factor" is absurd. The belief that such a factor exists can waste the time and resources of mining management. Until now, mineral extraction from the original desposit has defied all attempts to systematize the knowledge. Computerized programs are excellent for solving underground transportation and ventilation problems. The variables can be defined by mathe¬matical techniques in this type of problem. By the same, token, "Trial and Error" is not an acceptable method in today's technology-minded world. The candid truth of the matter is that practically nothing is known of the phenomenon of extracting a mineral from the solid. Likewise, local conditions make it nearly impossible to predict accurately the reaction of surrounding strata after the mineral has been removed. The unpredictability of the environment resulting from extracting minerals underground will remain a challenge to mining engineers for many years. In fact, we are barely beyond the trial and error stage at this point in time.

At the, Crescent Valley Mine of the Hanna Coal Company, several 10,000 ton unit trains of 41" x 0 strip coal are loaded per week during the lake season. This is accomplished without the use of any accumulation of prepared coal. A large raw coal pile is built up during the winter months adjacent to two truck dump bins. This is added to whenever trucks are coming in from the pits and trains are not being loaded. During the loading of trains, trucks from several pits dump into the truck hoppers and coal is also dozed in from the pile. At a rate up to 3200 tons per hour this coal is screened, the plus 6" hand picked, the plus 4" crushed, and' all weighed and sampled as it goes directly to railroad cars being handled on two tracks by car retarders. With such an arrangement it is possible to exercise some control over coal quality, if it can be assessed rapidly. For instance, if the moisture rises to a level where it seems probable the BTU per pound will be reduced to the point where the contract calls for penalties, the trucks from, the wettest pit may be stopped, more or less coal may be moved in from the stockpile, or other measures taken to assure that the average BTU of the trainload will be satisfactory.

INTRODUCTION The level of analysis for the selection of extraction practices and equipment for surface mining differs significantly from that found in underground mining. In underground mines, manufacturers establish the operating ranges of the equipment, such as continuous miners, loaders, and boring machines, based upon required clearances. Even in conventional mining, the drilling and blasting operation is usually based upon experience. The selection of extraction methods and equipment for surface mining is more complex. Since the equipment is not as confined as in deep mining, and the topography tends to be highly variable over the limits of the mining property, primary extraction equipment must be sized according to reach and capacity. Further, due to the depositional characteristics of the over- burden, drilling and blasting patterns must be well- designed to provide proper fragmentation. The following sections provide a general outline for the selection of surface excavation practices and equipment. The topics covered include drilling and blasting and the selection of both primary extraction equipment (draglines and stripping shovels) and secondary extraction equipment (bulldozers, scrapers, and front-end loaders). EXCAVATION FUNDAMENTALS Before discussing surface excavation, a few concepts need to be defined. A bank cubic yard of material is equal to one cubic yard as it lies in its natural or undisturbed state. A loose cubic yard is that portion of a bank yard that after being disturbed has expanded to measure one cubic yard. Swell is the volume increase of a material when it is removed from the natural state. Finally, load factor is the percentage decrease in the density of a material from its natural state to a loose state. Table 1 summarizes these concepts for various materials. When the amount of overburden to be removed to meet a predetermined production rate is established, a suitable bucket size for the primary stripping equipment must be calculated. The following equation can be used: NBSIZE = TBC/[(OF) (BF)] (1) where NBSIZE is the actual bucket capacity after considering the swell percentage, the bucket fill factor, and the operating efficiency; TBC is the theoretical bucket capacity (TBC = COB/NTCPM); OF is the operating efficiency; BF is the bucket fill factor; COB is the cubic yards of overburden to be removed; NTCPM is the number of theoretical cycles per month [NTCPM = (SMH) (3600)/(CT)]; SMH is the scheduled monthly hours; and CT is the cycle time in seconds. FRAGMENTATION PROCEDURES Drilling Where the strength of overburden material is such that blasting is required prior to excavation, drilling is conducted before using explosives. Two methods of drilling are found in mining-percussion and rotary. Penetration of overburden by percussion drilling is carried out by successive impacts of the bit into the rock. Emphasis in this section will be placed on rotary drilling, because for surface mining it is the most versatile form of overburden penetration. Rotary drilling is conducted by rotating a rigid string of tubular rods to which a rock-cutting bit is attached. The drilling energy is supplied by rotation as well as thrust and the cutting action consists of abrasion, scraping, spalling, or chipping. The size range for rotary-drilled blastholes is from 4 in. to 15 in., with 9 in. and 12 in. being common sizes. There are two types of bits used for rotary drilling-drag and rolling cutter. Drag bits are applicable in soft to medium-soft shales or their equivalents. Since their effectiveness is dependent upon a successful scraping action, drilling thrust is lower for drag bits than for rolling cutter bits; the opposite is true for torque requirements. The bits are usually fitted with replace- able tungsten-carbide cutters. Rolling cutter bits, though available in a two-cone configuration, are usually of the three-cone style (Table 2). The rolling cones have either large steel teeth for drilling through soft formations or small tungsten-car- bide inserts for drilling through hard formations. Table 3 relates bit size and weight to the strength of the rock. The major advantage of rotary drilling is its rapid drilling rate. This is due to the fact that, unlike percussion drilling, rock penetration is uniform with depth. The mine disaster last November in northern West Virginia has compelled the coal mining industry to take a closer look at the methods of transporting and applying rockdust. The USBM has indicated they would like to see a minimum of 80% incombustble in the back entries and want rockdust to be maintained to within 40 feet of the face at all times. With today's high rate of advance of mining machines it will be necessary to apply dust in the immediate returns continuously and the working places mutt have dust applied during the operating shift. The inspectors have become more demanding in requiring clean-up of coal and coal dust in the working place before rockdust is applied and are insisting on better clean-up and better rockdust applications along belt conveyors. Maintaining a constant application of rockdust in the back entries can be done with a Trickle-Duster. The machine is designed with hopper capacities of either 400 or 1,000 pounds of dust. The discharge rate of dust being fed through 1-1/2 inch diameter hose can be adjusted from 1/2 to 5 pounds per minute. The hose is extended into the return through the last open breakthrough and the return air carries the rockdust along w th the coal dust, depositing them uniformly on rib, roof and bottom.

This paper describes the facilities at Pointe Noire, Quebec that Wabush Mines utilizes for the receipt, distribution, stockpiling and shipping of iron ore concentrate and pellets. The main topics to be covered will be: 1. - General description 2. - Concentrate receiving facilities 3. - Conveying circuits 4. - Stockpiling 5. - Vessel loading GENERAL DESCRIPTION The map of the eastern Quebec - western Labrador area as shown in Appendix #1 shows the location of Wabush Mines properties. You will note the Scully Mine located at Wabush Lake, Labrador, 235 miles north of the town of Sept-Iles, Quebec. Our neighbors, the Iron Ore Company of Canada have their properties further north at Shefferville, near by at Carol Lake and at Sept-Iles. To the Southwest, our other neighbors, Quebec Cartier Mining, have their iron ore processing facilities and their terminus on the St-Lawrence at Port Cartier. Concentrates are prepared at the scully Mine by mining, crushing, grinding, concentrating, drying and high tension separation for shipment by rail to Pointe Noire, Quebec. Pointe Noire is situated across the bay from the town of Sept-Iles, Quebec on the North Shore of the St-Lawrence River. The concentrate consists of 66% iron, 2 ¼ percent silica and practically no moisture, permitting the use of specially constructed railroad cars and handling facilities to convert the concentrate into pellets, the final product.

Research over a period of ten years resulted in the development of an efficient automatic ore feed regulator for mill grinding circuits. The facilities that a large mining company gave the inventor made it possible to develop the control apparatus under actual mill operating conditions. The Littlewood Regulator automatically determines the optimum power input at which a mill should operate, and controls the rate of ore feed to maintain this optimum power for any predetermined operating conditions. It is to be noted that the optimum power varies with many factors such as ball, rod, and mill liner wear, therefore the regulator is designed to automaticall keep itself properly calibrated. To efficiently control the rate of ore feed of a mill grinding circuit the regulator analyzes and interprets all power changes of the mill motor. The critical electrical measurements for this type of control are made possible by a patented device that has the ability to detect and integrate minute changes in power. In ball mill operation the small but significant changes in power serve to select the rate of ore feed in accordance with the rate at which ore accumulation takes place within the mill, and in rod mill operation they serve to select the rate of ore feed in accordance with the degree of rod spread.

The No. 10 metro line of Shanghai city is 36 kilometers in length and will pass through the operating airport runway by using tunnel boring machine with earth pres-sure balance mode. Although there are examples through world that tunnels pass through airport runway and tunnelling underground is not a difficult undertaking technically, there is rare experience in China for the similar projects especially in Shanghai saturated soft soil region. Shanghai soft earth is famous for its high compressibility, high rate of water content, weakness in strength, large deformation and different characteristics in earth strata. Besides, the whole construction process will be under ultra-large airplane dynamic load on the surface ground over the tunnel, which increases the risks of construction process. This paper evaluates the feasibility of building the metro tunnel under such an extremely serious condition, especially the subsidence of ground surface caused by advancing of tunnel boring machine, which also is the most important control target for the safe operating of the runway. Furthermore, this paper discusses the effective measures to keep the settlements in the permissible level during the whole working period for the tunnel from aspects of plan, design and construction.

Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

A longwall coal mine in southwestern Virginia mining the Pocahontas #3 Coal Seam experienced a history of mining-related seismic events. The events were never large enough to cause concern until three major events occurred recording 3.4, 4.3, and 3.4 ML in 2005, 2006, and 2007 respectively. Two of the seismic events generated an air blast which damaged stoppings which fueled a mine fire in 2005 and 2007. The mine responded to the events by narrowing the longwall widths, changing ventilation controls, installing a 7-sensor seismic system around the active panel, and creating a mining hazard map to avoid similar geology in the future. All of the actions taken have prevented seismic activity from impacting mining operations, but it did not prevent other large seismic events from occurring (Van Dyke et al., 2018). In 2016, another large seismic event, measured at 3.7 ML, occurred in the gob that was reported by the local media and recorded by the United States Geological Survey (USGS). While the event did not directly impact mining operations, mine management wanted to know where and under what conditions could large seismic events occur in the future. The National Institute for Occupational Safety and Health (NIOSH) became involved to help understand what conditions precipitated these events so that future mine design could more accurately assess seismic hazards and reduce the risk to mine worker safety. Researchers at NIOSH and mine management created a seismic forecasting map that combined three factors: (1) overburden thickness, (2) sandstone thickness, and (3) the expected caving height of the gob. The criteria were developed based on the geologic data the mine collected from core drilling, e-log analysis, and fiberscope observations. The forecast map was able to provide an accuracy of 72%–85% of events 1.5 ML or greater and 100% accuracy of events that were 3.0 ML or greater based on historical data. The seismic forecasting map was applied to the entire future mining area to show areas where seismic potential could be the greatest based on current mine design planning, ultimately improving the ability of the mine operator to assess the seismic hazards surrounding active and future mining areas (Van Dyke et al. 2018). Following this research, the seismic forecasting map was implemented into the mine’s hazard recognition program and is continuously updated and evaluated prior to mining each longwall panel. This paper will cover in more detail how the seismic and lithologic data was processed and how the mine implemented a new seismic mitigation program based on the forecasting results.

"SUMMARY The Istanbul Strait Road Crossing Project includes a 3.34 kilometer subsea tunnel excavated by TBM with an excavation diameter of 13.71 m. The tunnel will incorporate two road decks, each employing two traffic lines and shoulder with the daily capacity of 100,000 light vehicles. The tunnel alignment crosses full face rock sections with heavily fractured zones due to tectonic events as well as a long central stretch of difficult mixed face and very variable soft ground conditions. The demanding ground conditions and the large diameter in combination with realized face pressures well above 10 bar required a highly specialized and well adapted TBM. The paper describes the project challenges and the related technical solutions incorporated within the TBM design as well as the real site experience. INTRODUCTION In 2013, a 13.71 m diameter Mixshield was manufactured in Germany for the Istanbul Strait Road Crossing Project. The delivery of the TBM in late 2013 was a major milestone for the Istanbul Strait Road Crossing Project, also known as the Eurasia Tunnel Project. The Eurasia Project (www.avrasyatuneli.com.tr/en) consists of a 14.6 km route including a 5.4 km tunnel segment in its central part crossing the Bosphorus. The 3.34 km subsea section of the tunnel was excavated in closed mode using a Mixshield TBM. The remaining tunnel length is constructed by sprayed concrete lining (SCL) method followed by a cast in place (CIP) lining or by cut and cover (CC) structures for the TBM transition boxes (Figure 1, right). Other project sections on the European and Asian side consist of upgrading and widening surface access roads towards the tunnel. Conceptual ideas of connecting Asia with Europe via a tunnel crossing the Bosphorus have been around for an extended time and only became realistic towards the end of the 20th century based on significant technical developments in mechanized tunneling. Feasibility studies for a new Bosphorus crossing in 2003 and 2005 confirmed and suggested a road tunnel in its present alignment as the preferred solution. Following an international tender process the Ministry of Transport, Maritime Affairs and Communications of Turkey assigned ATAS, a special purpose company formed by Yapi Merkezi (Turkey) and SK E&C (South Korea), to design, build and operate the Eurasia Tunnel Project. The Implementation Contract was signed in February 2011. In 2012, Herrenknecht AG was selected as the supplier for the 13.71 m Mixshield TBM."

It is widely recognized that Semiautogenous Grinding (SAG) circuits require the use of effective process control techniques to achieve their full processing potential and to protect them from the harmful effects of overloads and grind-outs. This requirement is even more essential as the variability of the ore being processed increases. The new Chino Mines Company concentrator located near Santa Rita, New Mexico started operation in June of 1982. At least eight major rock types are mined and milled. Ore hardness, feed size, and specific gravity are quite variable. Typical feed rates per grinding line are 850-900 tph but extremes of 260-1200 tph have been encountered. Normal feed rate variations of between 400 and 1100 tph are encountered on a weekly and sometimes daily basis. Feed size varies with rock type from a maximum of eight inches for the harder ores to two inches for the softer ores. One somewhat unique characteristic of the Santa Rita ore body among major copper mines is the wide variation in ore specific gravity. Specific gravities of the major rock types range between 2.7 and 3.6. The specific gravity variations are due to large changes in magnetite concentration throughout the pit. The result of this is large variations in SAG mill throughput which can have a harmful effect on downstream ball milling and flotation performance. Due to these wide fluctuations in ore characteristics, it was recognized soon after startup that successful operation of the grinding circuit and the plant at large was dependent upon the development of an effective automatic grinding control strategy. Research at the University of Utah has suggested that control based upon critical but difficult or costly to measure variables would improve automatic control performance. A project team made up of the Chino process control staff, Kennecott's Process Control department and the University of Utah Metallurgy Department was established to assess these concepts at Chino. This paper describes the development and on-line plant implementation of an Extended Kalman Filter that uses simple models of the SAG milling process, to predict the volumetric loading, the rock mass, the water mass, and the ball mass within the SAG mills at Chino. The on-line estimation of these parameters is the first step in the development of an integrated SAG mill/ball mill control strategy which is hoped to L eventually maintain the grinding circuit at its maximum capacity, while balancing the grinding load between the SAG and ball mills. Examples of long term estimation with the models and filter are shown for typical operating conditions as well as a SAG mill overload and grind-out.

"THE CHALLENGE The 14km long, Arlbergtunnel, closed for public traffic during summer 2015, receiving a comprehensive and substantial renovation from 2015 to 2017. The main works discussed here, carried out during 2015, comprise 37 drill and blast SEM/NATM emergency escape tunnels from road level to the ventilation duct plenum have to be constructed as well as eight additional lay-by niches and three transformer tunnels. This presentation comprises the construction ventilation design, designed according to national regulations, suitable for 150 employees working 24/7 simultaneously at more than 40 single working sites lined up along the tunnel. The ventilation-system chosen was utilising two existing shafts for intake/discharge and a cross passage to surface, to handle a total fan power of 1.600kW. DESCRIPTION OF RENOVATION WORKS Linking Tyrol and Vorarlberg, two Federal States of Austria, the Arlbergtunnel is a single tube two-way road tunnel with vent duct plenum, constructed in the mid-1970s. According to latest EU legislation, additional escape exits have become obligatory. The existing seven cross passage links to the adjacent Arlberg Railway Tunnel, with average spacing of about 1.500m constructed in 2007, an additional upgrade to shorter escape spaces of approx. 400m was now required to comply with the updated legislation. Additional transformer tunnels, lay-by niches and small niches for emergency maintenance use, cleaning and other purposes, as well as a the installation of a new fire main in the invert, coupled with the simultaneous replacement of virtually the entire power and signaling cables, generated several dozen small and large single sites distributed along the 14km of tunnel.Purpose of the 37 walkable emergency escape tunnels is to reach the “upper deck” of the Arlbergtunnel, the vent duct plenum. These have an 180deg curve in plan, inclined at 10% and approx. 60m (65yd) long tunnels, excavated using drill and blast method starting from road level and working upwards to the level of an “intermediate soffit”, the vent duct plenum in the crown of the tunnel. The vent duct plenum is separated into a fresh air part and an exhaust air part, shown in Figure 1. The escape tunnels end with a pressure door in the fresh air section of the ventilation duct plenum. From there illuminated signs show the shortest escape route to the safe area between the road tunnel and the railway tunnel, as shown in Figure 2."

This paper is concerned with the problem of calculating ground movement that occurs as a consequence of mining. Solution to this problem is straight forward in principle but rather complex in practice. The complexities of the problem arise from the ever present constraints of technology and economics. However, the identity of these constraints is often obscured by a faulty understanding of the fundamentals of the problem and a lack of appreciation of current computational capabilities and costs. As a consequence much time and effort are sometimes wasted on gathering information that is of little direct value to ground control programs while important input data are neglected. This paper therefore reviews the essentials of the process of formulating the ground movement problem. Emphasis is upon application to longwall mining, although much of the discussion applies to other mining methods as well. In many instances, the hardrock term stope could be substituted for longwall panel because the fundamentals of the problem are independent of the excavation dimensions and numerical values of rock properties. The latter affect the outcome of a calculation, of course, but not the underlying formulation. Only the major features of the problem are discussed in this brief review. The objective of the discussion is the generation of a reliable basis for developing a technically sound ground control strategy. Any rational ground control strategy must be consistent with basic physical laws. For example, under static conditions, equations of equilibrium must be satisfied. Operational, that is, tactical, details may vary widely with local conditions, but the basic approach must be based on physical laws. The alternative empirical route is intrinsically unreliable and unnecessary as well. Empirical descriptions of ground motion caused by mining including recent statistical curve fits to specialized data sets (for example, surface subsidence data) as well as antiquated "theories" of ground pressure and so forth, however dignified with mathematical formulas, are hardly worthy of the label "theory". Extrapolation of statistical data is always accompanied by rapidly diverging confidence limits, while empirical equations simply lack predictive capability under circumstances even slightly different from those of the original development. For example, applications of surface subsidence curves generated empirically in the United Kingdom to coal mines in the United States generally result in considerably greater subsidence and wider subsidence troughs than actually observed. Locally, empirical criteria for specific ground control actions may be made practical through trial and error, but such tactics are no basis for the development of a general ground control strategy. During the last century the importance of coal as a natural re- source has frequently come to the attention of the general public, but never before nave circumstances combined to focus as much attention on coal as it receives today. There is the ever increasing demand for energy that can be met only by coal consumption, coupled with a growing awareness of man's potential for despoiling his own environment. Society monitors the use of the remaining resources with an increasingly critical eye and, for obvious reasons, surface mining operations tend to draw an unusual amount of public attention. While the surface mine is a successful economic competitor with other uses of the earth's outer skin, one of the unrewarding results of such activity is tile simultaneous destruction of two of our most important resources--the coal seam and the surface soil. In a relative sense the coal seam is a nonreplaceable resource but the surface soil can be restored. Unfortunately, little attention has been given to land reclamation and even less has been devoted to the restoration of a productive surface soil. The research reported in this paper was de- signed to test the relative productivity of newly reclaimed surface mine spoils in western Illinois. The results are preliminary in nature but may aid in the future redevelopment of mine spoil soils in the Illinois Coal Basin.

It can systematically assess if the control and management systems designed for protection of sensitive ecosystems are adequate. The results of the assessment can help to identify key elements in the project that pose higher risks due to uncertainties in design. These assessments can then be used to make recommendations to further manage and reduce risks as the project is developed. QUALITATIVE RISK ASSESSMENT The general principles of a risk assessment are well summarized by Kaplan and Garrick (1981): "In analyzing risk we are attempting to envision how the future will turn out if we undertake a certain course of action (or inaction)." Fundamentally, therefore a risk analysis consists of an answer to the following three questions: What can happen? (i.e. what can go wrong?) How likely is it that that will happen? If it does happen what are the consequences?" Risk assessments can be performed using various levels of sophistication depending on the amount and accuracy of data available. A qualitative risk assessment uses descriptors throughout to express the level of risk. The definitions of the descriptors are presented in terms of the magnitude or concentration of contaminants. The results of a qualitative risk assessment can be used to: a)Document the evaluation and decisionmaking process. Although differences of opinion may exist about the definitions of the descriptors, the process is well-documented; b)Express the relative risk associated with specific activities or design elements; and, c)Select those failure modes or release mechanisms that may result in significant risks. These mechanisms can then be further developed in quantitative risk assessments. A qualitative risk assessment can be performed in a systematic approach using four steps (Van Zyl, 1987): A qualitative environmental risk assessment can be used to describe the risks associated with the development of a new mine and to make an evaluation of the adequacy of its design for environmental protection. The relative magnitude of risk associated with selected failure modes and exposure/consequence scenario assessments is the final result of a qualitative risk assessment. These failure modes are based on site specific areas and components, and mining and construction phases. The four steps of a risk assessment (hazard assessment, exposure assessment, consequence assessment, and risk characterization) are used in the development of a qualitative risk assessment. Relative magnitudes (using a five point scale of negligible to high) for each step, can be quantified in a qualitative risk assessment. Development of the descriptors for the relative magnitudes in each step is a very important part of a qualitative risk assessment. The success of a qualitative risk assessment depends on the adequacy of the information base and the subjective judgements made in each step. The quality of the risk assessment is, therefore, dependent on the experience of the assessors. A mining project in a sensitive coastal environment is presented as an example to demonstrate the application of a qualitative risk assessment. INTRODUCTION Environmental impacts from mining operations have been a significant factor in the last century. This was especially the case prior to the development of a better understanding of environmental processes and the potential impacts of acid rock drainage (ARD), and associated heavy metals, or the uncontrolled disposal of tailings and waste rock (Smith, 1987). Much care has been exercised over the last two decades in designing and operating mines to limit the environmental impacts as far as possible. All new mines are specifically designed with mitigative methods to manage such potential environmental impacts. Attention is directed to ARD impacts, safe disposal of mine waste rock and tailings, transportation and storage of chemicals and fuels, and final reclamation. A qualitative risk assessment can be used to address all project systems and activities that may potentially pose a risk to the environment.

Surface tension and its control are important in the concentration of ores by froth flotation, both in terms of producing the proper bubble size distribution and to render the ore surface of interest hydrophobic such that adhesion to a bubble will take place. The influence a substance has on surface tension has traditionally been measured using static, equilibrium techniques. Yet many applications such as flotation involve rate-related effects of surface tension where equilibrium values are not reached. In the time frame of 1 - 300 seconds, aging effects have been noted for bubbles formed in dodecylamine acetate solutions; a slow decrease in surface tension occurs until an equilibrium value is reached, as studied by Finch and Smith (1972). Since stationary bubbles do not exist in flotation cells because of the turbulence generated by agitation and aeration, it is more likely that the chemical composition of the bubble is determined during its formation, under dynamic conditions. The chemical composition is extremely important because the induction time required for a particle-bubble entity to collide and adhere to each other is augmented by favorable surface tension (wetting) proper- ties between the surface of the particle and the bubble air-water interface or envelope, as considered by Mackenzie and Matheson (1963). Finch and Lyman (1976) have established that the probability of a "permanent" attachment taking place during this contact time is aided by the ability of an oil droplet (viz. bubble) to relieve non- equilibrium surface tension effects which are involved in the water-thinning process. This Maragoni effect, or surface elasticity, can be considered in the context of particle agglomeration addressed by Kao and coworkers (1975). Water drainage leads to the formation of a collector-frother meniscus appearing between the colliding entities, arising from their combined partial immiscibility in the water phase and promoted by hydrophobic bonding within the interface. Together they constitute a liquid bridge whose force of attraction drawing the particles together is proportional to the interfacial tension existing between the water phase and liquid bridge. This adhesive force shows an approximate linear decrease with separation distance until rupture occurs, that is, FX = Fmax (1 ? X/Xr) (1) for a distance of separation X and rupture distance G. The greater the surface elasticity of the bubble, the greater will be the rupture distance and the better will be the force of adhesion. Thee Brightwater water treatment facilities, currently scheduled to be completed in 2010 and begin operating in 2011, will serve the northern part of King County, WA. The facility includes a new treatment plant and extensive conveyance system consisting of more than 21 km (13 miles) of influent and effluent conveyance tunnels and five portals. The majority of the conveyance system tunnels are mined by tunnel boring machines (TBM) and microtunnel boring machines (MTBM). Tunnel and portal construction is divided into three main contracts. The Ballinger Way receiving portal, constructed under the central tunnel contract, is the terminus for the BT-3 leg of the central contract and the BT-4 terminus of the west contract. The shaft has a 7.3-m (24-ft) finished inside diameter (ID) to accommodate removal of the central project TBM and the west contract TBM and extends to a depth of 66 m (216 ft) below grade through a complex and challenging soil profile characterized by multiple ground water tables. Vinci Grand Projects/Parsons/Frontier-Kemper Constructors (VCFK) was the joint venture team for the Ballinger Way portal. Frontier-Kemper was responsible for the shaft sinking. VCFK evaluated either slurry wall techniques or ground freezing for earth support during excavation of the portal and liner installation. The selection process took into account the vertical depth, cost, past practice, geology, water tables and a 9-m- (30-ft-) thick zone of contaminated soil at the top of the shaft. Ground freezing, which would also act as a hydraulic barrier, was deemed the better option for this project. The contract was awarded to New Jersey-based geotechnical contractor Moretrench. Typically, frozen walls, by design, key into an underlying cutoff. At the Ballinger Way portal, however, the [ ] freeze bottomed out in a substantially thick stratum consisting of predominantly clay, but with some inclusions of permeable soil that indicated significant ground water pressures. To ensure stable conditions at the bottom of the shaft, Moretrench, which also specializes in dewatering, designed and installed a perimeter array of deep wells to temporarily depressurize the permeable soils. Sustainability of energy supplies has been an issue of general interest for a long time. Whilst in the past the continuous productive use of natural commodities was in the fore, its compatibility with the environment and climate and ultimately also social aspects have recently gained more and more attention. Today many discussions focus on the climate compatibility of individual options to act. Fossil fuels, in particular coal and lignite, are generally challenged because coal use makes a significant contribution to global man-made CO2 emissions. The drastic increase in the consumption of fossil fuels is not explained by the fact that coal utilisation technologies are not or cannot be sustainable but rather by the growing world population and the endeavours numerous national economies trying to catch up economically. Coal is the world’s No. 1 fuel and, in the view of many experts, will keep this position also in the foreseeable future. The access to its deposits plays a significant role for the economies of the emerging countries. Consequently the aspects of energy security and economic efficiency need to be considered at eye level with climate compatibility. In Germany, however, the public acceptance of fossil fuels and of large industrial projects is in the focus of attention.
