"This article explains the ways in which investment on mining infrastructure is a geopolitical issue. It discusses the effect of installing sufficient infra structure to get the product to the world market, and argues that there is a risk involved in depending on traditional suppliers who wish to invest in the infrastructure. It explains how to make a distinction between dedicated purpose infrastructure and general use infrastructure by examining the positions of the main actors in mining projects. It argues that these positions can not be understood as analogous to projects in developed countries. To conclude, infrastructure is a crucial link in the supply chain to market but the relative size of such projects in relation to the economy means that investors decisions in developing countries have quite different implications from those in developed countries."

Coal quality control in mining and mine planning has always been important and has become even more essential in recent years due to environmental considerations. The primary consumers of the sub-bituminous coals found in the Powder River Basin of Wyoming are electric utilities that require low sulfur coals to meet government air quality regulations. Electric generating plants are designed to burn coal of a specific quality, and the supplier of that coal must be able to guarantee shipments within specified quality tolerances. Over the past several years, Exxon Coal USA and, more recently, The Carter Mining Company, a division of Exxon Coal USA have established an evaluation and development program to accurately define the geology and quality of their coal properties. This requires an adequate drill hole density so that detailed correlations of the coal seam and the lithologic sub-units, of the coal seam can be made. These units must be recognizable in the core and also on geophysical logs.

In order to rapidly evaluate an area for its mineral potential, a reconnaissance exploration program generally includes the following: 1. Outlining an area of interest 2. Identifying known mineral deposits 3. Bibliographic search of the literature 4. Evaluation of geochemical and geophysical surveys 5. Compilation and review of geologic maps The information now available from various government agencies regarding the mineral deposits, geology, and geochemistry may be integrated and used as a tool to rapidly evaluate an area before the field season. The databases most commonly used in the United States are the USBM MAS/HILS system and the USGS MRDS system for their information on mineral deposits; GEOREF and GEOARCHIVE for bibliographic information; and NURE data for the geochemistry and geophysics. In conjunction with the project geologist, this information may be used to plot known deposits and their geochemical signature as well as any other areas of like signature for further examination.

The Bond grindability testing procedure has been standardized to measure the same grindability values, i.e. Bond work index (BWi), for the same ore when tests are performed in different laboratories or by different operators. This is accomplished by the standardization of mill dimensions, tumbling speed, grinding ball charge weight and distribution, sample ore charge weight in the mill and operating practice. The results of this investigation reveal that the Bond work index grindability values may differ substantially with different standard Bond ball mills. This paper will review the results.

In recent years, there has been increased interest in construction problems presented by karst topography. Twenty-five years ago, karst areas were by-passed for development. Today, the high cost of land and population pressures are requiring utilization of karst areas. Areas exhibiting karst features can be satisfactorily developed so that construction can proceed in a normal manner; or the areas may be left undeveloped and the underground drainage system abused by improper use causing or contributing to structural collapse, excessive erosion, and a grave threat to the stability of land development and the environment. The term "karst" is a comprehensive term applied to areas underlain by soluble rock that possess a topography formed chiefly by the dissolving of rock and the diversion of surface waters to underground routes. There are four features which contribute to the maximum development of karst. 1. A soluble rock, preferably limestone, must be present at or near the surface of the ground. Occasionally, dolomite will suffice.

The requirements for controlling air and stream pollution are a most timely subject for all concerned people. The coal industry has taken great measures to reduce both types of pollution. Through the use of more efficient scrubbing equipment on their thermal dryers, pollution has been considerably reduced. In many cases, the complete elimination of thermal drying by using centrifugal dryers to dewater fine coal products and meet customer specifications has completely eliminated air pollution from this source. To help eliminate stream pollution and the hazards created by tailing ponds, the coal industry is using centrifugal dewatering equipment. Use of centrifugals to dewater fine refuse for disposal would eliminate refuse ponds or extend their life. In doing this effectively and economically, preparation plants have the option of recycling the clarified water to close the water circuit or of discharging the water into receiving streams with the assurance that it contains an acceptable amount of refuse solids.

Five sewer connections were required to divert Combined Sewer Overflow (CSO)from existing outfalls to an old underutilized large diameter brick sewer (the Easterly Interceptor). The connections were part of an on-going CSO control program by the Northeast Ohio Regional Sewer District (NEORSD) in the City of Cleveland, Ohio. Each connection was made by pipejacking and hand-mining a fiberglass-reinforced polymer (FRP) pipe through soft glaciolacustrine clays and silts. Jet grouting was utilized to stabilize the soils and fill the voids surrounding the interceptor prior to making the underground connection. Reinforced concrete liners were constructed inside the aging brick sewer to provide structural stability during ground improvements and connection work. The project also involved micro tunneling two approximately400 foot lengths of FRP pipe through soft ground using a slurry pressure balanced machine.

The marble deposits of Yule Creek were first discovered in the late1870s. Minor quarrying occurred between that discovery and the early 1900s. Major development occurred in 1905, when Channing Meek, with some help from the Rockefellers, raised $3 million to develop the Colorado Yule Marble Quarry. That is $50 million in today’s dollars. Some of the words used to describe the marble deposit were “gigantic, remarkable, flawless and immense.” Boosters proclaimed, “The marble age is here.” Obviously, dreams were big for Marble.

The zeolites review arrived too late for the June issue. The natural zeolite industry continues to grow even as some companies look for the exits. Production for 1993 was estimated at between 42 and 44 kt (46,000 and 48,000 st). That is between 7 and 9 kt (7700 and 9900 st) above 1992 production. GSA Resources, Saint Cloud Mining, Steelhead Specialty Minerals, Teague Minerals, UOP and Zeotech all reported continued growth last year. At the same time the East-West Minerals' Eastgate mordenite mine, and American Resources' Ash Meadows clinoptilolite operations both shut down their processing plants and are attempting to sell the mines and facilities. In addition, Tenneco Minerals continued its attempt to sell the Mud Hills clinoptilolite deposit. Unimin entered the natural zeolite industry through its acquisition of several properties of Aimcor. WaterFlush Technology and WaterFlush crushing offers significant operational ben­efits in gold milling operations. WaterFlush crushing is the technology that Nordberg Inc. has developed, tested and proven in an actual operation during the 1980's. Patents have been obtained for both the process and the apparatus of implementa­tion. WaterFlush involves volumetric process controlled water flow into the ore feed cav­ity of a WF cone crusher. While the addition of water in itself is not new, the con­trolled amount of water coupled with the WF crusher operating parameters are revolution­ary. The WF crusher is a specially designed version of Nordberg's Omnicone crusher oper­ating at higher speeds, with a reduced ec­centric throw and higher horsepower capabil­ity. The results are increased capacity, higher crushing energy input and a finer crusher product. The WF crusher product is a slurry containing 40-60% solids by weight.

In this paper, the performance of the Knelson Concentrator and of the batch and continuous Falcon Concentrators are compared. The units are based on different operating principles, and perform quite differently. The Knelson yields very high free gold recoveries over a wide size range of both the recovered and rejected species. It is less effective in recovering very fine (<15 μm) or very flaky gold, as encountered in flotation feeds, concentrates or tails. It is the preferred unit for gold recovery from grinding circuits. The batch Falcon is effective in the fine range, typically less than 37 μm for gold. Its recovery zone is quickly saturated when there is significant heavies in the feed. It works best as a pre-concentration unit, or when sulphide content is low. The continuous Falcon is a versatile unit which is capable of recovering fine heavies (density down to 5 g/cm 3), especially from coarser gangue.

Many of the priorities of the Greek Presidency of the European Community ? Sharing the Future in a Community of Values ? encourage our industry to continue to innovate and develop many of the environmental and social initiatives already underway. Sustainable development is here to stay and has been placed strategically at the heart of all European public policy. The future of the minerals industry here in Europe as well as elsewhere depends on how well professional mining people, both as individuals and through their associations and others, have to present their case for a sustainable mining and minerals industry to a critical world. And, Greece with its strong and expanding mining, minerals and metals base has more to win or lose from this endeavor than many others.

The potash review arrived too late to appear in the June issue. Potash is a general term that includes several water soluble potassium salts: potassium chloride (muriate of potash), potassium sulfate (sulfate of potash), potassium magnesium sulfate (sulfate of potash-magnesia), potassium nitrate (niter) and sometimes potassium carbonate. Potassium carbonate was the original potash when it was leached from wood ashes and dried in large, cast iron pots to black-to-gray crystals (ash) to form "pot ash." "Pearlash" was potash roasted to white crystals. In modern terminology, the great preponderance of "potash" is the mined forms. It is estimated that 95% of the potash mined around the world is used as fertilizer. In 1840, Justus von Liebig demonstrated to the scientific community the importance of potassium to the growth of plants. But there was no low-priced source of potash available at that time. The search for noncyanide lixiviants for treating gold and silver ores and concentrates is not a new endeavor. However, in recent years, the overall activity to seek a less environmentally controversial reagent than cyanide has occasioned considerable developmental work. While the elegant economy and simplicity of cyanide, because of its selectivity and the ease of recovering gold and silver from the cyanide complexes, is well recognized, two failings have justified the search for alternates: increasing concerns and costs to assure avoidance of environmental damage from cyaniferous liquids and solids, and the need to simplify recovery of gold and silver from refractory ores. Generally, process development work to date on the alternate reagents has lacl<::ed environmental focus ( Hiskey and Devries, 1992). This paper covers briefly the chemistry of various alternates to cyanide and reviews their environmental implications. In each case, environmental overtones are reviewed following the chemistry. For a Colorado mountain quarry, the Water Jet Channeling Method is far superior to Burning, Sawing, Drilling, or Shooting with Primer Cord, Water, or Black Powder. Throughout the life of our quarry, which was founded in 1947, we have used all the methods and turned to the Water Jet Channeler, which we invented and patented as our ideal way to remove dimension granite from our quarry. We jet the block on 4 sides and remove the block with plugs and feathers on the backside. The Water Jet uses approx 7.5 l/m (2 gpm) running at310,000 kPa (45,000 psi) to erode the crystals @ 1sm/h (10sf/h).The 0.533mm (.021”) nozzle oscillates back and forth to achieve an approx 5cm (2”) channel. Using the Jet, we do not lose corners or cause cracks in our red fine grain light class 5 granite.

The summer joint meeting of the East Tennessee and Carolinas Sections of SME was held in Morristown, TN, on July 29 and 30, 1994. The Friday portion of the meeting began with a field trip to Asarco Inc.&apos;s Young Mine and Mill, one of four mines operated by the company in the Mascot-Jefferson City district. The Young Mill processes ore from two other mines as well as its own, first by heavy media separation and then by standard flotation processes. Zinc concentrates are shipped by truck and barge to an electrolytic refinery in Clarksville, TN. The heavy media rejects and the dolomitic limestone tailings are sold through Asarco subsidiary American Limestone Co. Saturday&apos;s technical session, organized by Program Chairman Bob Fulweiler of the Tennessee Division of Geology, provided a review and status report of the zinc industry in Tennessee. This article summarizes papers presented, including one on recent developments in underground blasting.

Previous papers by the authors have presented a systems-engineering approach based on the premise that systems can only be optimized if all factors are considered and integrated into mine planning. This paper discusses the challenges inherent in optimizing the design of large-scale surface coal mining operations in Appalachia. Regulatory and permitting programs in the United States often focus on single parameters, rather than the full suite of desirable outcomes for sustainability. By utilizing geographic information system (GIS) tools to evaluate available data on environmental and social resources, the regulatory barriers which prevent operations from incorporating ecological and other sustainable development concerns into coal mine sustainability performance were identified. By analysis of the on-the-ground issues related to sustainability, the key parameters to be incorporated into an optimized coal mine design in Appalachia are discussed along with possible changes to the regulatory framework that would enhance incorporation of sustainability into coal mine design.

In the present work, dielectric spectroscopy experiments were conducted on bentonite samples collected from Milos Island, in order to study their electrokinetic behavior in correlation with water content and mild heat treatment. Low-frequency dielectric spectroscopy has proved to be a power tool in the study of the electrical behavior of clay-water systems, because polarization and relaxation processes typically affect response at frequencies below 100 kHz. Therefore, dielectric and conductivity measurements in the frequency range of 10mHz to 1MHz were carried out by means of a high-resolution broadband spectrometer on bentonite samples, at various levels of hydration. The evolution of dielectric response was also examined after annealing of the samples. Experimental data were computer fitted with the empirical Havrilliak?Negami dielectric relaxation function on which a conductivity term was superimposed. The evaluated parameters of the fitting function are shown to be strongly affected by the water content of the measured samples.

Mine production systems (MPS) are characterized, more or less, by the following properties: uncertainty, subjectivity, impreciseness, polysemy, instability, indefiniteness and lack of data. From modern study aspect these MPS mathematically belong to the class of fuzzy systems. With this in mind, the usage of fuzzy sets is recommended as a methodology that treats impreciseness, indefiniteness and complexity of mine production systems in a satisfactory manner. Fuzzy modelling, discussed in this pa- per, is applied as a mathematical implement. The objective of the paper was to show production optimization in practice on the ex- ample of bauxite open pits where fuzzy linear programming (FLP) was used following the criterion per income. The variables in criterion function are linguistic variables while both variables and variable restrictions are presented by triangular fuzzy numbers (TFN). The term "satisfactory income" presented through triangle fuzzy numbers was introduced instead of "maximizing the income". sensitivity of the obtained solutions has been analysed

Introduction The Vernal Phosphate Operation is located in northeastern Utah, about 18 km (11 miles) north of Vernal, about 280 km (175 miles) east of Salt Lake City, UT. The plant began initial operations in 1961 under the name of the San Francisco Chemical Co. In 1981, Chevron purchased the operation from Stauffer Chemical Co. In 1982, plant capacity was doubled to about 72.6 kt/a (800,000 stpy) of phosphate concentrate. From 1984 to May 1986, another expansion increased the capacity to 1.2 Mt/a (1.3 million stpy) of concentrate. It also incorporated a number of equipment and process changes designed to increase the overall plant phosphate recovery. A 150-km (94-mile) slurry pipeline, the world&apos;s longest phosphate pipeline, was also constructed from the Vernal plant to a new Chevron Chemical and Fertilizer plant near Rock Springs, WY. Over the past five years, plant expansions and the pipeline construction have been accomplished without missing a single concentrate shipment.
